Haryana sought drought relief on
Sept 6: Dalal

Mr Karan Singh Dalal, an opposition MLA, claimed today that the Haryana Government submitted a full account of the drought scene in Haryana to the centre only after Union Agriculture Minister Ajit Singh had told mediapersons at Hisar that the state government was yet to seek any relief from the Centre for the drought-affected farmers.

Former Haryana minister held

The Haryana State Vigilance Bureau arrested Mr Dharamvir Singh Yadav, a former minister in the Bansi Lal-led HVP Government, at Gurgaon today. He was wanted in connection with an FIR (No. 29, November 7, 2001,) registered under Sections 406/420/467/468/471/120-B, IPC, and 13(1) (c&d) of the Prevention of Corruption Act, 1988.

Two teams of doctors have been stationed at Saran village in the district to take remedial steps to control diarrhoea. One team is being headed by Dr Navneet which has been sent by the Director-General, Health Services, Haryana, while the other team is being headed by Dr Ashok Kumar, District Health Officer.

Shasan granted regular bail

The Additional Sessions Judge, Mr M.M. Sharma, has granted regular bail to former Congress Municipal Commissioner Mr Harish Shasan and an other person allegedly involved in the assault on local MLA, Veena Chibbar last month.

Flesh trade: man stabs wife, self
Kaithal, September 11
A person stabbed his wife and injured her seriously last evening, following her alleged refusal to take to the flesh trade. Later taking her for dead he stabbed himself also to commit suicide. They were admitted to the Civil Hospital here and later shifted to the PGI in Chandigarh.

Husband booked for killing wife
Sonepat, September 11
An 18-year-old woman was allegedly shot dead by her husband after she failed to fulfil his dowry demand at Rewli village, 15 km from here, the police said today. Rajni was allegedly shot dead by her husband yesterday after she failed to bring Rs 50,000 in cash and a scooter in dowry as demanded by her husband.

Patwari held for taking bribe
Fatehabad, September 11
The Vigilance Bureau yesterday arrested Banarsi Dass a canal patwari for taking bribe from a farmer. Mr Ram Phal, Jandli village complained to the local Tehsildar Mr Ashok Malik, that Banarsi Das was demanding money for some official work.

Mr Karan Singh Dalal, an opposition MLA, claimed today that the Haryana Government submitted a full account of the drought scene in Haryana to the centre only after Union Agriculture Minister Ajit Singh had told mediapersons at Hisar that the state government was yet to seek any relief from the Centre for the drought-affected farmers.

Mr Ajit Singh's statement had evoked strong reaction from the Haryana government which claimed that at least three written representations had been made to the Centre for drought relief.

Mr Dalal, who was armed with a copy of the comprehensive memorandum submitted by the state government to the Union Agriculture Ministry for drought relief, claimed that the memorandum was also September 5, the day when Mr Ajit Singh pulled up the state government for the delay in seeking relief from the centre. He claimed that the memorandum was actually handed over to the Agriculture Ministry on September 6, a day after Mr Ajit Singh spoke to reporters at Hisar. According to the memorandum, over Rs 1800 crore was needed by Haryana for offering relief to drought affected people.

Mr Dalal said he had decided to urge the Union Agriculture Minister to get the relief distributed in Haryana by some agency other than the state government.

Former Haryana minister held

The Haryana State Vigilance Bureau arrested Mr Dharamvir Singh Yadav, a former minister in the Bansi Lal-led HVP Government, at Gurgaon today.

He was wanted in connection with an FIR (No. 29, November 7, 2001,) registered under Sections 406/420/467/468/471/120-B, IPC, and 13(1) (c&d) of the Prevention of Corruption Act, 1988.

He would be produced in court at Gurgaon tomorrow.

An official press note said the case against the former minister was registered as a result of a vigilance inquiry in which allegations of offence of criminal breach of trust, cheating, forgery and misuse of powers as minister and misappropriation of Rs 79 lakh was found.

The former minister’s application for anticipatory bail was dismissed by the Special Judge, Gurgaon, and thereafter by the Punjab and Haryana High Court. He had been evading arrest despite the dismissal of his bail application.

Chautala govt has failed people: HVP

The Chief Minister, Mr Om Prakash Chautala has played a big fraud with farmers by not seeking relief from the Centre for drought-hit areas.

This was stated by Mr Surinder Singh, chief general secretary, Haryana Vikas Party, while addressing public meetings at Faral, Jakholi and Kurar villages of this district yesterday. He said the statement of the Union Agriculture Minister, Mr Ajit Singh, during his Hissar visit recently had made it clear that the government was not serious about the problems being faced by drought-hit farmers.

He said the imposition of heavy taxes on people, deteriorating law and order situation in the state and unfulfilled poll promises had alienated people from the ruling party.

Train accident: Ambala resident  among injured

Mr Mayank Mittal, a resident of Ambala City, is a lucky man. He is one of the survivors of the worst ever Rajdhani train mishap, which took place in Rafiganj, Bihar, on the night of September 9.

Mr Mittal, an engineer working with the Reliance group, had gone home to Kolkata and was returning by the ill-fated train. The 25-year-old engineer is injured and has been reportedly admitted to a hospital, Mr Mittal lives in Kashi Nagar, Ambala City, along with a colleague while his parents are in Kolkata.

Mr Sunil Bhatia, his colleague and room mate, told “Chandigarh Tribune” that he learnt about the accident while listening to the news on the radio. “I was aware that Mayank was travelling by Rajdhani Express in AC III tier but his coach number was not known to me “ he said.

He said that when he came to know about the accident, he tried to get in touch with the railway authorities to get more information. “I made enquiries but there was hardly any information available yesterday,” he said.

Mr Bhatia said that although he left his contact telephone number with the authorities concerned, nobody had, till now, got in touch with him. He said that Mayank had called him. yesterday afternoon. “He told me that he was fine. He was injured and had lost everything, including money in the accident and was waiting for his parents so that he could go back with them,” he said.

Mr Alok Nath, the owner of the house where Mayank lives, said that when they were informed by Mr Bhatia about the accident they immediately switched on the television.

We were somewhat relieved that Mayank’s name was not on the list of those who had unfortunately not survived,” he said. Mr Bhatia said Railway personnel had visited their residence in Ambala, City, this afternoon, when he had gone to work.

Additional Divisional Railway Manager, Mr B.K. Sonawane, said it was with lot of effort that they managed to track down the address of Mayank Mittal through the passenger reservation system. “We managed to track down the address as he had clearly mentioned his residential address on the ticket reservation form.” he said.

Mr Sonawane said passengers must always clearly and correctly mention their names and address on the reservation forms. He said the incident highlighted the importance of giving correct address on the reservation form.

“According to the latest information available with us, we have learnt that Mayank has proceeded to destination, he said. “Besides him, we are yet to receive any information about any other passenger on the train who was from Ambala”. He added.

MCs hate identifying sureties

Local Municipal Commissioners have an unusual duty to perform. They have to spend several hours in courts daily to identify the sureties for those granted bail or swallow rebukes by the police and judicial officers if an accused on bail fails to appear in the court.

The problem originates from a practice prevalent in the local courts which requires that the person furnishing surety for the accused granted bail should produce a sitting or a former municipal commissioner as identifier. Without such identification, the surety is not accepted by the courts and the accused is not allowed bail.

Lawyers say this practice has been prevalent for as long as they can remember. There is no such requirement in the Criminal Procedure Code. Thus the practice has no legal basis.

A delegation of sitting and former MCs met Mr Justice H.S. Bedi of the Punjab and Haryana High Court here yesterday and requested him for intervention. The judge asked the District and Sessions Judge, Mr Nawab Singh, to look into the matter. Mr Nawab Singh has convened a meeting with MCs to discuss the issue tomorrow.

Two teams of doctors have been stationed at Saran village in the district to take remedial steps to control diarrhoea. One team is being headed by Dr Navneet which has been sent by the Director-General, Health Services, Haryana, while the other team is being headed by Dr Ashok Kumar, District Health Officer.

Three fresh cases of diarrhoea have been admitted today to Community Health Centre at Mustafabad in the district. They are Premi (55), Reena (20) and Tarawati (45). The doctors claimed that the three patients were out of danger. When this correspondent contacted Dr Sandeep Kumar, Medical Officer of Community Health Centre, Mustafabad, he said in the past four days 29 patients were admitted to the centre, out of which 13 had been discharged.

Mr Vijayender Kumar, Deputy Commissioner, said the Block Development Panchayat Officer had been directed to arrange proper drainage of sewage water. He said water from tubewells was safe for drinking. He said the contaminated water probably seeped in from illegal joints resulting in the outbreak of diarrhoea. The Deputy Commissioner said most of the water connections were illegal. He appealed to residents to disconnect those connections or get them regularised. He added that the situation was under control.

Shasan granted regular bail

The Additional Sessions Judge, Mr M.M. Sharma, has granted regular bail to former Congress Municipal Commissioner Mr Harish Shasan and an other person allegedly involved in the assault on local MLA, Veena Chibbar last month. Earlier, this court had dismissed the anticipatory plea of Mr Shasan.

While granting the bail, the Judge ordered them to furnishes personal bond of Rs 30,000 each. During the arguments, the counsel for Mr Shasan stated that the police had registered a false case against his client under political pressure. The counsel for the MLA opposed the bail application.

On August 14, Ms Chibbar sustained a fracture in her leg when Mr Shasan and a few others allegedly pushed the MLA. The incident occurred when the MLA had gone to Baldevnagar to assess the water-logging after heavy rain in Ambala City.

Flesh trade: man stabs wife, self

A person stabbed his wife and injured her seriously last evening, following her alleged refusal to take to the flesh trade. Later taking her for dead he stabbed himself also to commit suicide. They were admitted to the Civil Hospital here and later shifted to the PGI in Chandigarh.

According to information, Sheila (name changed) of a Colony here in a complaint to the police alleged that she married Krishan of Nilokheri 12 years ago and had three children. Due to strained relations between them she sought divorce and leaving three children with her husband she came to her parents here.

She allegedly became friendly with Dharambir here and they started living as husband and wife. She further alleged that Dharambir asked her to earn by illegal means and she under pressure.

She added that on Tuesday evening her husband forged her to take liquor when she resisted he attacked her with a knife and tried to kill her.

Screams of the victim drew attention of her sister who happened to be there. The man thinking the victim to be dead, tried to commit suicide with the same knife.

Neighbours took them to hospital in a serious condition, Mr Amir Singh Sabharwal DSP and SHO city visited the spot. The police has registered a case against Dharambir.

Husband booked for killing wife

Sonepat, September 11
An 18-year-old woman was allegedly shot dead by her husband after she failed to fulfil his dowry demand at Rewli village, 15 km from here, the police said today.

Rajni was allegedly shot dead by her husband yesterday after she failed to bring Rs 50,000 in cash and a scooter in dowry as demanded by her husband.

The Murthal police has registered a case of dowry death against the husband and his family members on a complaint filed by the victim’s father.

No arrests have been made so far. PTI

Patwari held for taking bribe

The Vigilance Bureau yesterday arrested Banarsi Dass a canal patwari for taking bribe from a farmer.

Mr Ram Phal, Jandli village complained to the local Tehsildar Mr Ashok Malik, that Banarsi Das was demanding money for some official work. The Tehsildar informed the Vigilance Department regarding this and laid a trap to nab the official red-handed.

The farmer was sent to the accused with Rs 600. As soon as the accused accepted the bribe money, he was nabbed by the police.

Admission to D.Ed not recognised

A spokesman for the Haryana Secondary Education Department said today that the admission being given by the Haryana Council of Vocational Training, Sector 13, Hisar, in D.Ed (JBT) through the correspondence course is not recognised by the state government.

He said that anyone seeking admission in this course would do so at his or her own risk.

Two killed

Two persons were killed in a road accident at Ambala Cantonment here today.

The accident occurred on the GT Road near Army office when a car collided with a Moped. Yadvinder Singh and Harish Chand riding on the Moped died on the spot. The car overturned and fell into a ditch.
