INLD MLAs unhappy with CM: Bhajan Kurukshetra, October 2 He was addressing a rally here today. He predicted that Assembly elections in the state would be held soon and the Chautala-led government would not complete its term. “The Assembly elections could take place along with the Lok Sabha elections or even before that”, he said. He claimed that a number of MLAs of the ruling party were unhappy with Mr Chautala and had been seeking my help to bring down the government. “I have asked them to wait for some more time”, he said. He, however, hinted that instead of forming a government by inducing the rebel legislators, he would prefer the process of election. The HPCC chief also talked about the large number of seats the Congress would win in the elections paving the way for his becoming the Chief Minister for the fourth time. His statements were greeted with cheers. He also announced to settle scores with the Chautala family after assuming power of the state in his hand. “Mr Chautala and his two sons are on a looting spree. I shall not let them go. They will have to answer for each and every penny made by them”, he said. He also narrated incidents of alleged corruption by Mr Om Prakash Chautala, which made the crowd laugh. He said that the presence of people at today’s rally showed that he could dislodge Mr Chautala. The meeting called ‘sadhavna rally’ because of birth anniversary of Mahatma Gandhi and Lal Bahadur Shastri was attended by Mr Oscar Fernandez, AICC general secretary and Mr Hanumanta Rao an AICC secretary. Mr Dharam Bir, Jat MLA from Tosham, had stayed away from earlier rallies of Mr Bhajan Lal and his supporters. After Mr Bhajan Lal took over as PCC chief he sprang a surprise by turning up at today’s meeting. Mr Dharam Bir welcomed AICC decision making Mr Bhajan Lal head of the state Congress unit. “There are no differences among Congress leaders”, he said adding that reports of factionalism in the party were the creation either of the media or rumours set afloat by party’s rivals. Mr Oscar Fernandez and Mr Hanumanta Rao severely criticising the NDA government accused it of dividing the country on communal lines and indulging in corruption on a mass scale. The two AICC leaders, however, did not say anything on factionalism in the state unit. Congress MLAs, Mr Mangeram Gupta, Capt Ajay Singh Yadav and Mr O.P. Jindal also addressed the rally. Ms Anita Yadav, MLA and president of the women’s wing of the party in Haryana Rao Narinder Singh MLA and Mr Chander Mohan MLA and also elder son of Mr Bhajan Lal, were also present. Senior Congress leaders, Mr Chiranji Lal and Mr Tara Singh, former Chief Minister Hukam Singh and former HPCC chief, Shamsher Singh Surjewala also addressed the gathering. Mr Chiranji Lal hoped that Mr Bhajan Lal would persuade all Congress factions to close ranks. The meeting, organised under PCC banner also saw some BJP and INLD leaders joining the Congress. They included Mr Subhash Sudha, former Chairman of the Kurukshetra Municipal Committee. Mr Bhajan Lal was presented with gifts including that of cash. Mr Chander Mohan, too, was felicitated. |
‘Politicians can’t resolve SYL’ Sirsa, October 2 The MP said the relief of Rs 20 per quintal announced by the Centre was not sufficient for the farmers of the agrarian North Indian states. He said if the Chief Minister of Haryana Mr Om Parkash Chautala and the former Punjab Chief Minister Parkash Singh Badal, had presented the case of farmers as they used to do during the Congress regime at the Centre, they would have got a better relief for the farmers. Replying to a question regarding the withdrawal of free electricity facility to the Punjab farmers, Mr Brar admitted that the economic condition of Punjab Government had forced them to take this stern measure. The Punjab Government has already assured the delegation of the Parliamentary Farmers’ Forum, of which he is the Chairman, to review this rollback. Regarding the SYL issue, he admitted that though Haryana’s case is strong but the matter should be resolved on the basis of facts and without any political bias and as per the convenience of farmers of both the states. He said the Congress government of Punjab will file a review petition in this matter and whatever be the outcome everybody has to obey that. Ex-sarpanch framed: Cong Sirsa, October 2 Submitting the memorandum the Congress leader, Mr Jagdish Nehra told the district police chief that the Congress leader Baldev Singh was arrested in a false case of opium smuggling on August 25. Congress workers had staged a dharna in protest against his arrest and the district police chief along with his team had visited and assured them that the matter would be investigated and Baldev Singh was released. But after a few days of this assurance, a case was registered under Sections 117/353/357 and 427 of the IPC. Mr Nehra added that the police had again gone to arrest Baldev Singh under same political pressure. The police chief Mr Sanjay Kumar, assured the delegation of an inquiry into the matter within a week. Later talking to the mediapersons, Mr Kumar said the police had registered a case against Baldev Singh and five others for obstructing government officials in performing their duties and when the police went to arrest Baldev Singh. Answering a question he said the case of opium smuggling registered against Baldev Singh had already been handed over to DSP, Headquarters, for inquiry. |

Mobile telephony in J&K soon Ambala, October 2 The process for procurement of equipment necessary to start mobile service in J&K has been initiated. The equipment is being procured through the Haryana circle since it is the nodal circle for the northern region. The Chief General Manager, Telecom, Haryana circle, Mr A. K. Nagpal, told The Tribune that the equipment vendor had already been sounded off. “The equipment will be provided by Ericsson. The tender for the equipment had already been approved and we have intimated them about setting in motion the process for providing the equipment,” he said. Mr Nagpal said the tender had been floated at the all-India level and northern region, including J&K was part of the tender process. “We had then informed the equipment vendor that whenever the clearance comes from the Government of India, then the equipment for J&K would have to be supplied,” he said. He said with the Cabinet Committee on Security giving the green signal for mobile telephony, the work for procuring the equipment had begun. He stated the purchase order had not yet been placed and the process was in the pre-purchase order stage. “We have also issued necessary instruction to the circle concerned,” he said. The CGM said after the equipment was procured, the work for the J&K circle would start for putting the equipment in place. “The execution work will be carried out by the J&K circle,” he said. A senior telecom official said in Jammu and Kashmir mobile telephony would be introduced in two phases. “While four cities will be covered in the first phase, the second phase will cover ten more cities,” he said. In the first phase, the cities to be covered include Jammu, Srinagar, Anantnag and Udhampur where a total of 12,000 lines will be set up. In the second phase, the cities to be covered include Baramula, Badgam, Doda, Kathua, Kupwara, Kargil, Leh, Poonch, Pulwama and Rajouri. The cities in the second phase will have a capacity of 1000 lines each and the cities covered during the first phase will be augmented during the second phase. He said the equipment was the same which had been set up in the other states. “We are going to provide same facilities in J&K as is being provided in other states,” he said. “We have covered all district headquarters in the state,” he added. The official stated that detailed survey would now have to be carried out to identify the locations for the towers. “The hilly terrain will ensure that even towers with comparatively lower height will be as effective. However, the exact scenario will emerge after the survey has been completed,” the official added. |

He highlighted the importance of truth, ahimsa, tolerance and compassion enshrined in the Gandhian philosophy. In his presidential remarks, Dr K.L. Johar, former Vice-Chancellor, Guru Jambeshwar University, Hisar, and General Secretary of the Board of Governors, stressed the need for humanitarian values. AMBALA: Haryana Finance Minister Sampat Singh inaugurated a sanitation campaign at a slum colony in Ambala city on the occasion of Gandhi Jayanti. At Ambala Cantt, local MLA, Anil Vij inaugurated the campaign at Deha Basti, a slum area. Talking to mediapersons, he said the government had made all necessary arrangements to procure paddy. He said the farmers would not have to face any difficulty to sell their produce as the government had issued necessary instructions to the district authorities in this regard. The local MLA, Ms Veena Chibbar, the MLA of the Naggal constituency, Mr Jasbir Malour, Mr Surjit Singh Sonta, district president, INLD, Deputy Commissioner D.D. Gautam, the Superintendent of Police, Mr Manoj Yadav, and the president Ambala City municipal council, Mr Gurnam Mal, were also present on the occasion. A declamation contest was held at PR Memorial High School, Ambala Cantt, to mark the Gandhi Jayanti. The contest was based upon various incidents on the life of Mahatma Gandhi. A number of students participated in the contest. The winners were given prizes by the school Principal, Ms Urmil Aggarwar. Monica was first, Neha second and Anupama stood third in the contest. The camp was inaugurated by the Divisional Railway Manager, Mr Deepak Krishan. A “sarvdharma” prayer was held at the camp. Among others, the Additional DRM, Mr B.K. Sonawane, District Commissioner (Scouts), Ms G.S. Hira, Secretary, District Red Cross Society, Ms Alka Ghai, and District Commissioner (Guides), Ms Raj Chauhan, were present. Twenty four rover rangers and 24 Railway personnel donated blood at the camp, which was coordinated by Dr M.C. Srivastava. Congress workers took out a “prabhat pheri” on Wednesday morning. Later, a meeting was organised at the old grain market here. The local Red Cross Society organised a blood donation camp at the Government Polytechnic. The Giants Group sponsored the camp. The wife of the Deputy Commissioner, Ms Sunita Gautam was the chief guest on the occasion. Preach Mahatma Gandhi’s ideals Chandigarh, October 2 Babu Parmanand was speaking at a state-level function organised by the Haryana Public Relations Department in connection with Gandhi Jayanti at Haryana Raj Bhawan here today. Earlier he paid floral tributes to the Father of the Nation and Lal Bahadur Shastri, former Prime Minister, whose birth anniversary also falls on this day. He described Lal Bahadur Shastri as an embodiment of honesty, simplicity, humanism and nationalism and as a true follower of Mahatma Gandhi. Haryana Chief Secretary, A.N. Mathur, Principal Secretary to Chief Minister, M.K. Miglani, Special Secretary and Director, Public Relations and Cultural Affairs Department, Krishan Mohan, other senior officers and prominent citizens of the city also attended the function. |

Major cremated with honours Jind, October 2 While Mr Rajeev Sharma, Deputy Commissioner, Jind placed a wreath on his body on behalf of the Haryana Governor, Mr Surinder Singh Barwala, Member of Parliament, placed a wreath on behalf of the Haryana Chief Minister. Col Rajinder Singh who accompanied the body of Major Dahiya from Surrenkote to Jind disclosed that he was killed when the troops clashed with the heavily armed militants at Morabichhai village in the Surrankote sector on September 30. He said on a tip off that some militants were hinding at Morabichhai village, Major Dahiya along with several other officers and soldiers had launched a pre-dawn operation to flush them out. In the gun battle that followed he was killed. A braveofficer, who had killed five, militants on January 22, 2002, was awarded the ‘Shaurya Chakra’ on the Independence Day this year. Major Dahiya was born at Bhatt village in Sonepat district on December 13, 1971. He received his education at Jind and at Sainik School, Kunjpura, in Karnal District. He was commissioned in the Army in the year 1989 and had served in different capacities at Jaipur, Dehradun and Jammu and Kashmir. Major Dahiya leaves behind his wife Annu, three-years-old daughter Anyana besides parents, two brothers and one sister. |

Commendation certificate for SD College Ambala, October 2 Students of SD College are enthusiastic towards donating blood, particularly in emergencies. At least 12 students recently went to the PGI, Chandigarh, and donated blood while 10 students donated blood at Fortis Hospital, Mohali, and five students donated blood at Escorts Hospital, Delhi, during emergency. The certificate of appreciation was received by the Principal of the college, Dr Desh Bandhu, on behalf of the National Service Scheme (NSS) and blood bank society of the college. Project on women’s
reproductive health Yamunanagar, October 2 Dr Chauhan said the team during its two days visit had a direct interaction with the Panchayat, local voluntary groups, youths, girls and women and talked about the reproductive health concerns of young girls. The project, which is the first of its kind on the state, has been undertaken with the help of Dr Nina Puri, President, Family Planning Association of India. Dr Chauhan said the local unit of Family Planning Association of India had undertaken another project. “The Girl Child and Prevention of Female Foeticide”, in the district. A campaign had been launched to ensure the success of the project in 655 villages of the district. |
Stop work on slaughter house: residents Fatehabad, October 2 In a memorandum submitted to the Deputy Commissioner, Fatehabad, here yesterday the residents said the construction was not only in violation of the rules but also a big nuisance for them. The memorandum was signed by former municipal chief Satya Paul Bansal, councillors Ms Meena Bansal, Ms Usha Dahiya, Ms Usha Rani, Mr Mukesh Soni, Ms Durgesh Arora, Ms Shikha Mehta, Mr Chuni Lal, Mr Surinder Mukhi, Mr Jagir Singh, Mr Suresh Kumar, Ms Sheela Goswami and Ms Charanjit Sharma. The residents alleged that the road was a state highway and the area was a notified area. No construction could be carried out here without getting the change of land users certificate. The road also houses the DAV Senior Secondary School and work on the Guru Gobind Singh Institute of Technology was in progress. Another school Saraswati Vidya Mandir was also proposed on the road. A Hanuman temple was also situated on the road. The residents have appealed to the Deputy Commissioner to stop work on the project. |

Minister refutes Dalal’s charges Chandigarh, October 2 In a statement issued here today, Mr Bahadur Singh said Mr Dalal had made these allegations because he (the minister) had not obliged him in transferring some officials of his department. He said the Accountant General and the State Transport Department had audited the record of the DTO, Faridabad, and had not found any irregularity. He claimed that his son’s performance concerning revenue collection and the registration of cases against defaulting vehicles was the best in the state. |

Mr Lathar had also contested for the Vidhan Sabha seat and Lok Sabha seat from Julana and Sonepat, respectively, on the party ticket in the last elections. |
