Haryana tops in implementation
of 20-Point Programme Chandigarh, August 25 According to a progress report prepared by the Union Ministry of Statistics and Programme Implementation, Haryana’s performance was 90 per cent or more on all but two points. Last year, the state had ranked the eighth, position it occupied in 1991-92 also. In 1996-97, the state had slipped to the 20th position. Another state which shares the top honours with Haryana is Karnataka, which improved its position from last year’s sixth. While Haryana has improved its performance, Punjab, Himachal Pradesh, Rajasthan and Uttar Pradesh have slipped down as compared to last year. Punjab has gone down to the 19th position from the 16th ranking it occupied last year. Himachal’s position has gone down to five from three. Rajasthan is ranked fourth against second last year. Uttar Pradesh too is two notches below last year’s fourth
position. The report says that Haryana has made “very good” progress in the fields of distribution of surplus land, augmentation of drinking water supply, setting up of primary health centres, immunisation of children, ICDS blocks, anganwadis, assistance to the Scheduled Caste families, construction of low-income group houses, upgradation and construction of new houses under the Indira Awas Yojana, slum improvement, sapling plantation on private land, energisation of pumpsets, improved chullahs and biogas plants. However, Haryana’s performance in the fields of community health centres and sapling plantation on public and forest land has been categorised as “poor” by the report. It created 24.38 lakh mandays under the Jawahar Gram Samridhi Yojana. Against the target of 75 acre, the state government distributed 104 acre of surplus land. Drinking water supply was augmented to 582 villages against the target of 550. As many as 5.51 lakh children were immunised against the target of 5.13 lakh. The state assisted 88,263 Scheduled Caste families against the target of 77,472. Under the Indira Awas Yojna, 9,126 houses were constructed against the target of 6,245. Thus, Haryana surpassed the target by 146 per cent. Similarly, 4,206 houses were upgraded under the same scheme which was 135 per cent of the target of 3,123 houses. As many as 93.19 lakh saplings were planted on private land, 9,450 pumpsets were energised and 62,500 improved chullhas and 2,253 biogas plants were installed during the last financial year. However, the state could construct only two community health centres during the year against the target of 10 which was only 20 per cent. However, the state can draw consolation from the fact that the all-India achievement in this field is only 4 per cent. Against the target of 728 centres, only 26 were set up. Similarly, the state could achieve only 47 per cent of the target of bringing public and forest land under plantation. It brought only 9,325 hectares of such land under plantation against the target of 20,000 hectares. |

cops threaten
to adopt Christianity Panipat, August 25 The union leaders, Mr Surinder Singh, Mr Yogesh, Mr Ishwar Singh and Mr Jai Kishan, told mediapersons that the dismissed employees would also show black flags to Chief Minister Om Prakash Chautala during his public meeting at Bareilly in Uttar Pradesh on August 26. They said the union had also decided to intensify agitation against the Haryana Government by organising demonstration throughout the state as well as by staging dharna in front of the Punjab and Haryana High Court, Chandigarh, on August 28. The dismissed employees would also block the Sadhbhavna Bus Service running between India and Pakistan, they added. Stressing that their dismissal from service after serving for about six years had brought hardship and frustration for their families, the leaders said one of the dismissed constables had committed suicide after receiving the termination order. The leaders also alleged that though the state government had promised to give weightage to the dismissed constables in recent recruitments to the Police Department, yet the selection lists were prepared by the near and dear ones of the Chief Minister and no dismissed constable was accommodated. It may be recalled that these constables were recruited during the Chief Ministership of Mr Bhajan Lal in 1995 and their recruitment was challenged in the Punjab and Haryana High Court and the Supreme Court. The apex court in its judgement delivered last year gave a verdict against the recruitment procedure in the Police Department and hence their services were terminated. |
Murder case against ex-MLA’s daughter Hisar, August 25 According to the police, a police party sent to
Faridabad in search of Sanjiv returned empty-handed. Meanwhile, on a call given by social organisations of Uklana, the traders today observed a complete bandh in protest against the gruesome murder of Relu Ram and seven members of his family. The police believes the involvement of some other persons in the murder, besides Sonia. Sonia, who attempted to commit suicide by consuming a poisonous substance, admitted killing six of the victims in her statement recorded before the SDM yesterday. Meanwhile, the Hisar Deputy Commissioner and Superintendent of Police today interrogated Sonia, the police said. Though no arrests have made so far, the Special Investigation Team (SIT) headed by DSP Mann Singh is probing all possible angles leading to the murder, police sources said here today. Meanwhile, Sonia’s, condition is improving. The Haryana DGP, M.S. Malik said he was awaiting a detailed report on the investigations conducted by the local police. The bodies of Relu Ram and four members of his family were consigned to the flames at his farmhouse in Litani village. His three minor
grandchildren were buried. A suicide note found in the room where Sonia fell unconscious said: “I am fed up with my family for not giving me due share of the property and I am going to eliminate them as well as myself.”

Gehlot is general
secy, Mahila Cong Rohtak, August 25 The AIMC president, Mrs Chandresh Kumari, said the appointment of Mrs Gehlot had been approved by the Congress president, Mrs Sonia Gandhi, with a view to rejuvenate and revitalise the Mahila Congress and make the organisation vibrant. Before joining the Congress, Mrs Gehlot was a minister in the Chautala government in 1999. She was elected to Haryana Vidhan Sabha from the Rohat (Sonepat) Assembly constituency on the Haryana Vikas Party ticket in the 1996 general election. Following differences with the then Chief Minister, Mr Bansi Lal, she was among those HVP legislators and ministers who had deserted the Chief Minister and extended support to the INLD government. However, she could not adjust herself in the new outfit also and resigned from the government and joined the Congress. During the ‘Nyaya Yudh’ launched by the late Devi Lal against the Rajiv-Longowal accord in 1985, Mrs Gehlot had actively participated in the agitation. She was the president of the then Lok Dal Mahila Sangthan. After Devi Lal became Chief Minister in 1987, he had appointed Mrs Gehlot as the Chairman, Haryana State Social Welfare Advisory Board. She remained in the post even after the Congress formed a government under Mr Bhajan Lal. She retired on May 31, 1992. The HVP supremo and Chief Minister, Mr Bansi Lal, had
appointed Mrs Gehlot as president of the Mahila wing of his party. Mrs Gehlot has the distinction of being associated with the Mahila wings of all major parties in Haryana, the INLD, HVP and the Congress. |

private tuition Chandigarh, August 25 He was
quoted to have said that the Education Department invariably took
immediate action on receipt of any information about private tuition
by college lecturers. The action by the government had evoked a
tremendous response and people were coming forward with information in
this regard. The minister said on Friday a team of the Higher
Education Commissioner’s office raided the residence of Mr Amar
Singh, lecturer of physics at Government College, Narnaul, and found
him giving tuitions. He was suspended, according to Mr Bahadur Singh. |

connections Kurukshetra, August 25 Giving details, Mr A.P.
Gupta Superintending Engineer (Kurukshetra circle), said the scheme
was started at Kumhar Kheri village in Jhajjar district on August 17,
2001, and the UHBVN had so far released 350 domestic and non-domestic
connections under the scheme. Mr Gupta said the UHBVN had undertaken
various development works which would be completed at a cost of Rs 10
lakhs during the next fortnight. The capacity of three distribution
transformers had been augmented. An additional transformer had been
installed and 700 metres long wornout cable had been replaced, he
added. Referring to the demands of the villagers, Mr Gupta said the
UHBVN would shift the route of five distribution lines and the demand
of re-introduction of ‘voluntary disclosure scheme’, would be
referred to the higher authorities. The UHBVN officers also redressed
12 consumer complaints on the spot, he added. |
MBA counselling on Sept 4 Kurukshetra, August 25 The Chairman said that now the vacant seats under the backward caste category would be converted into open (general) category and the second counselling would be done on the pattern of the first counselling. The university would conduct second counselling for admission to the MCA course on September 7. This was disclosed by the Chairman of the Department of Computer Science and Application. |

on papier-mache Bhiwani, August 25 It is amazing how women make things with clay, waste paper and such rubbish,” Satya Prakash, a visitor, says. Educationist R.K. Agarwal says: “In modern society, rich families use such items as showpieces. But we forget that this art could be helpful in the uplift of the rural families”. More than 40 women participated in this week-long workshop which started from August 22. Trainer and papier mache artist Dhanpati Devi from Kurukshetra says: “In the year of women empowerment, the workshop can play an important role in self-employment and can be developed as a small-scale industry. “Papier mache is not costly. Waste material like paper and wire and clay are used. Molded paper pulp is used for making pots, dolls, baskets, icons, lamp stands etc,“ she adds. Bhim Singh, a local artist says: “It is an encouraging step taken by the Public Relations and Cultural Affairs Department to promote this disappearing folk art of Haryana. Our papier mache artwork is very rich and attractive,” adding that Haryana’s papier mache was comparable to the arts forms in Kashmir, Himachal Pradesh, Rajasthan and West Bengal. Surender Bhardwaj, a national awardee of the Lalit Kala Akademi in painting, says, “There is need to revive our folk arts and such workshops could be helpful in promoting them”. According to Dr Ved Prakash, District Public Relations Officer, a papier mache art competition would be organised from August 25 to August 27 at Bal Bhavan. The workshop is being attended by 15 women from the rural areas and 30 girl students. An oil painting workshop would be organised in the third week of September. |
Minor Dalit gangraped Sonepat, August 25 According to a report, the girl who belonged to Jhundpu village had gone to Jakhauli village to get payment from the son of a landlord. when she was returning home, she was waylaid by three youths, including the son of the landlord, who gangraped her in a nearby field. The suspects escaped after threatening her that she would be killed if she informed anybody. The girl narrated the story of the gang-rape to her parents who lodged an FIR with the Rai police. The police has launched a hunt to apprehend the culprits named in the FIR. |
Ruchika molestation
case adjourned Ambala, August 25 A former Director-General of Police, Haryana, Mr
S.P.S. Rathore, had moved an application seeking exemption from personal appearance for today on medical grounds. While allowing the
application, Mr Dhanjal observed that effort should be made towards not filing more such applications. The CBI on June 2 filed a reply to the application filed by Mr Rathore. The CBI had filed a charge-sheet in the Ruchika molestation case against Mr Rathore in this court in November last. The CBI had also filed an application with the court for condoning the delay in filing of the challan in the court. On December 5, the court condoned the delay in filing of charge-sheet and took cognisance of the charges against the then DGP. |

invited for technical courses Chandigarh, August 25 The last date for applying is September 5. Stating this here today, an official spokesman said the candidates who had not taken admission to any of the polytechnics of Haryana were eligible. The spokesman said two seats in the interior design course were available in Delhi, two seats each in home science, computer-aided costume design and dress making were available in Gujarat and one seat each in metallurgy and foundry were available in Tamil Nadu. He said applications for admission to these courses should be sent to the Principal, Government Polytechnic for Women, Ambala city. Interviews for the courses would be held in Ambala city on September 8, he added. |
Eight booked for obstructing traffic Kaithal, August 25 The cases have been registered on a complaint lodged with the police by the local Tehsildar, Mr Sant Lal. In the complaint, he alleged that the protesters who had blocked traffic on the local Pehowa Chowk stopped his official vehicle and pelted it with stones. The police has booked Surjit Singh, Labh Singh, Chandgi Ram, Mahipal, Ishwar, Krishan, Baldev and Jail Singh in this connection. Meanwhile, a deputation of residents of colonies on the Kaithal-Karnal road called on the Deputy Commissioner yesterday and urged him not to initiate any drive to demolish their houses. It may be recalled that on Thursday, a large number of residents, including women, had blocked traffic in protest against the proposed demolition of their colonies. |
Sub-Inspector suspended Kaithal, August 25 According to information, the Chief Minister, Mr Om Prakash Chautala, visited the town on Thursday to attend the marriage of the daughter of Parma Nand Goel, a journalist. Sub-Inspector Avtar Singh was in the pilot vehicle and he was reportedly asked to lead Mr Chautala’s convoy to Shubham Marriage Palace on the Kaithal-Ambala road. However, he took the convoy to the PWD rest house, where no one was present. Realising the mistake, the pilot vehicle led the convoy to the venue of the marriage. The SP took serious note of this lapse on the part of the Sub-Inspector and put him under suspension. |

Mr Malik said to utilise the experience of the retired police officers, police training courses had been started at the range level and the state government had agreed to increase the honorarium of the retired officer-teacher to Rs 500.
