NRIs make place in Canadian politics Ambala, July 4 Mr N. Ramgoolam in Mauritius, Mr Basudev Pande in Trinidad, Mr Mahinder Chaudhary in Fiji, Mr S.R. Nathan in Singapore and Mr Ujjal Dosanjh in British Columbia, Canada, are some of them who have made it to the top in the political arena in their country. An indepth study conducted in Canada by Dr Vinay Malhotra of GMN College, Ambala Cantonment, through the Shastri Indo-Canadian Institute faculty research fellowship has revealed that political leaders of the Indian origin in Canada rose from the grassroots with no mentor to help them in scaling the political ladder. The study states that 85 per cent of the total Indian immigrants in Canada are Punjabis, political leaders of Indian origin are mostly Punjabis. “All are well-educated, well-established businessmen or professionals. In Canada, they first acquired economic prosperity and then endeavoured for political power. They are in almost all major political parties except Bloc Quebecois,” Dr Malhotra observed. Talking to The Tribune, Dr Vinay Malhotra said their entry to the Canadian politics goes back to late 1970s when a few of them contested municipal elections. One political leader of Indian origin, Moe Sihota, was able to enter legislative Assembly of the province of British Columbia in 1986. Their endeavour to enter federal Parliament began in 1988 but they were able to enter the federal Parliament only in 1993. “Their rise in Canadian politics was in 1993. During the 90s their presence in provincial and local politics was being felt. People of Indian origin are more successful in politics in Canada,” he said. The study states that this year, there are five MPs, 11 members of legislative assemblies in three provinces and some members of different city councils from the Indian origin. One is minister in the federal government of Canada and two are ministers in the provincial government of British Columbia. The study points out “though they have significantly climbed the ladder of political power in the 1990s yet their participation and share in politics are not in proportion to their population in Canada.” As political leaders, they are successful only in three provinces of Canada namely British Columbia, Alberta and Ontario. In Ontario, 51.2 per cent of Indo-Canadian live yet they have produced only one MP and one MLA. Comparatively, there are two MPs and eight MLAs from Indo-Canadians in British Columbia where 32.5 per cent of them reside. In Alberta, there are two MPs and two MLAs of Indian origin, the study states. Bramalea-Gore-Malton-Sprindale Riding in Ontario has one of the largest populations of Indian immigrants. In this Riding, five out of seven contestants for parliamentary election in November 2000 were of Indian origin. Gurbax Malhi is MP and Raminder Gill is MLA from this constituency. Candidates of the Indian origin are opposed in some constituencies by candidates from their own ethnic group. For instance Mr Gurbax Malhi was opposed by Mr Iqbal Sumbal in 1993, by four other Indo-Canadians in 2000, Herb Dhaliwal by Jas Mangat in 1993 and by Imtiaz Popat in 2000, Gurmant Grewal by Harjit Daudharia in 2000 and by Ms Palbinder Shergill and Charan Gill in 1997, and Deepak Obhrai by Neeraj Verma in 2000. All five Indo-Canadian sitting members of the House of Commons retained their seats in the 37th general parliamentary election in Canada in November 2000. Dhaliwal and Malhi were elected for the third consecutive term, Gurmant Grewal, Deepak Obhrai and Rahim Jaffer for the second consecutive term. Sindi Hawkins has been elected to the BC legislative assembly for the second time in 2001, Shiraz Shariff is in his third consecutive term and Raj Pannu is in second consecutive term in Alberta Assembly, the study points out. It is interesting to mention that the highest number of speeches in the Canadian House of Commons has been delivered by an Indo-Canadian Member of
Parliament, Mr Gurmant

Illegal B’desh migrants
to be deported Faridabad, July 4 At least 40 families of such persons had already been deported by the police recently. The decision to deport illegal migrants was taken a few months back amidst reports of involvement of several Bangladeshi youths in various incidents of crime. According to the SSP, Mr Ranbir Sharma, at least two gangs of criminals, who had been Bangladeshi migrants as their members had been busted in the past about six months. He had most of the thefts and robberies that took place in urban sectors in the recent past had been their ‘handiwork’. The SSP said at least 200 families of Bangladeshi nationals living illegally in Faridabad district had been identified. He said these people would be sent to the international border. A combing operation had been launched and no person without legal permission would be allowed to stay in the district. The families recently sent back were residing on the outskirts of a nearby village and Ballabgarh town. It is learnt that the district has over 5000 Bangladeshi nationals, scattered at various places. While several of them have started working as labourers in factories, some of them have been working on part-time basis as domestic help in various colonies. Many of their women and children have started begging at railway stations, bus stands and market places. |
Encounter with criminals leaves 6 cops injured Gurgaon, July 4 According to the district police chief, Mr Kuldip Singh Sihag, the policemen were attacked when they raided the premises of an accused, Alim, in connection with looting of a Maruti van. The police eventually managed to arrest Alim. The personnel reported to have been injured are Suresh Kumar, Jeetender Kumar, Atar Singh, Omvir Singh, Umar Mohammad and Saurab Khan, all constables. Their condition is reported to be stable. According to the police, two guns have been taken into custody along with a cartridges from the place of
violence. |
Girls outshine boys in middle exam Bhiwani, July 4 The board Chairman, Dr Malik Chand Gambhir, said of the 3,77,181 candidates appeared 2,17,015 were declared pass and 39,213 got compartment. Mr Gambhir said last year 3,61,382 candidates
appeared in the examination. While 2,38,082 candidates passed it 33,908 got compartment. Giving further details the board Secretary, Mr Mohinder Singh Mor, said 2,19,711 boys took the examination. While 1,25,134 boys were declared pass 22,122 got compartment. He said of 1,57,470 girls who appeared in the examination, 91,881 were declared and 17,091 got compartment. The Secretary said the pass percentage of regular candidates was 58.16 and that of private candidates 51.22. The schools in urban areas registered a pass percentage of 65.75 in
comparison to 55.7 for schools in rural areas. Private schools performed better by registering a pass
percentage of 72.74 as compared to 46.24 registered by government schools. Mr Mor further informed that the result was being published in three Hindi newspapers and it could also be downloaded from the Internet website http://haryana.nic.in. It could also be seen at the offices of the District Education Officers, district level coordination centres of the board and the board’s head office at Bhiwani. Mr Mor said the regular candidates could get their pass certificates, fail/compartment reappear cards from their respective schools within 15 days of the declaration of results. The certificates of private candidates who have passed the examinations would be sent at their address within 15 days while the cards of students who had failed or got compartment reappear would be sent within a week. The Secretary said the candidates who wanted to appear in examinations in September for reappear compartment could send their forms with a prescribed fee of Rs 210-00 up to July 20, 2001. After this date a late fee of Rs 200-00 would be payable up to August 6. A late fee of Rs 300-00 would be payable if the forms were deposited one month before the commencement of examinations. Mr Mor said candidates should send their forms for the supplementary examinations by hand or by registered post at the board’s head office at Bhiwani only. |
2 doctors transferred for
negligence in duty Kalka, July 4 The action has been taken following the death of auto-rickshaw driver, Puran Chand Dubey, who died on Monday for the alleged lack of timely medical aid. The president of the Auto Rickshaw Union, Mr Shiv Kumar, said that Puran Chand, who received serious injuries after his auto collided with a Tata Sumo was brought to the hospital in a critical condition. He alleged that there was no doctor available on emergency night duty. When he went call Dr S.K. Gupta, who resides in the government house located on the hospital premises, the latter refused to come to the hospital on the plea that he was not on duty, and said that Dr Sudhir Gupta was on night emergency duty. In the meantime Puran Chand died due to the lack of timely medical aid. Dr Gupta, however, said that though he was not on duty, he came to attend the injured. Puran Chand succumbed to his injuries before he reached the hospital, Dr S.K. Gupta added. Dr Sudhir Gupta, on the other hand, said that when the injured was brought to the hospital, he had gone for dinner break. Annoyed with the death of their colleague, auto drivers gathered on the hospital premises in large number and started shouting slogans to control the situation, police personnel from Pinjore police station had to be summoned. Meanwhile, a delegation of agitating auto rickshaw drivers yesterday met SDM, Kalka, and presented a memorandum to him. They alleged that the Civil Hospital had turned into a den of corruption. Doctors in the hospital are in connivance with chemists and they prescribe costly medicines for even small ailments and receive regular commissions from chemists, the auto drivers said. Taking serious view of this incident, a meeting of officials of the Public Health and the local administration was held and a report was sent to the higher authorities. |
Mixed response to traders’ bandh Rohtak, July 4 Besides the traders’ associations, the Beopar Mandal and the Foodgrain Dealers Association, the Congress, the BJP and the leaders of the Haryana Vikas Party also joined hands to make the bandh a success. The immediate provocation to the bandh was a robbery committed at the shop of a sugar dealer in the local grain market on Tuesday. The robbers had looted Rs 3.69 lakh and fled in a Maruti Zen car whose number plate was broken. The agitating traders took out a procession from Agrasen Chowk to the Bhiwani stand where they staged a dharna till 1 p.m. Almost all political leaders and office-bearers of the traders’ organisations demanded immediate arrest of the culprits and served a three-day ultimatum to the police to concede their demands. The traders would meet on July 7 to chalk out future course of action in case the police failed to arrest the culprits. Mr Lakshmi Chand Gupta, president of the Haryana Beopar Mandal, alleged that the traders were becoming soft targets of criminals because of poor policing. He further alleged that unsocial elements were threatening 28 traders of Hans Market on the Quilla road to vacate the shops. The PPC Chief, Mr Bhupinder Singh Hooda, was interrupted by a section of agitating shopkeepers when he charged the NDA government with attempting to impose the President’s rule in Tamil Nadu and adopting different standards in Haryana. The agitating traders told Mr Hooda to confine his speech to demands of traders only and raised pro-BJP and anti-Congress slogans. This continued for nearly 10 minutes. During the period, Congress supporters raised slogans against the BJP and in favour of Mr Hooda. The situation, however, was retrieved when Mr Munish Grover, district BJP chief, asked the traders to maintain harmony among themselves and invited Mr Hooda to complete his speech. The Senior Superintendent of Police, Mr Atar Singh Ahlawat, told this correspondent that the Zen car used by the robbers for committing the crime yesterday had been recovered. It was found abandoned on the Baland-Shimli road. The car, he said, appeared to have been stolen. Meanwhile, the SSP, Mr A.S. Ahlawat, today suspended two constables who had allegedly manhandled a reporter of a Hindi daily. The reporter, Parmod Saini, was going to Bhiwani Stand chowk today for coverage of the bandh observed by the Haryana Beoper Mandal in protest against the rising attacks on the trading community. Some cops deputed on the Gohana road here allegedly misbehaved with the reporter. A delegation of journalists met the SSP and submitted a memorandum demanding strict action against the erring cops. The SSP ordered suspension of the cops. |

Agriculture Ministry, Haryana, at Nanda’s birth anniversary
celebrations organised by the Kurukshetra Development Board (KDB), at
‘Sadaachaar Sathal’ near the eastern bank of sacred Brahamsrover
here today. The Agriculture Minister assured that he would request
the Haryana Chief Minister, Mr Om Prakash Chautala, to include the
philosophy of Nanda and other such great persons in the school
syllabus so that the coming generation followed it. Remembering the
developmental works got done by Nanda for Kurukshetra, the Haryana
Agriculture Minister, Mr Ashok Kumar Arora, said Nanda became a source
of inspiration when participated in the kar seva of the sacred
Brahamsrover and Sannihit Sarover here. Mr Arora said that Nanda’s
Memorial would be constructed here shortly. In addition, an Art
Academy costing Rs 3.31 crore would be established . To depict the
Mahabharata battle scenes on the bank of sacred Brahamsarover, a light
and sound system, for which a high-level team had arrived here, would
also be commissioned, realising Nanda’s dreams, he added. An Arya
Samaj leader and Nanda’s associate, Mr Vijay Sabharwal, recalled how
Nanda sacrificed even his political status for the development of
Kurukshetra Teerth. He said that the former Prime Minister of India,
Mrs Indira Gandhi offered Mr Nanda, the post of Vice-Presidentship of
India with the assurance that after one term, Nanda would be elevated
as President. But , Nanda refused the offer, stating that it would
hamper the development work taken in hand by him as KDB chief. Mr
Nanda was a true democrat and had refused the request of Mrs Gandhi to
support the imposition of Emergency, Mr Sabharwal added. |
College teachers seek release of grades Sirsa, July 4 Prof Kumar said the teachers were anguished over the non-implementation of their demands already accepted by the government. He said the Haryana Government was imposing unreasonable rules on the college teachers whereby they were being deprived of the benefits of the recommendations of the Fifth Pay Commission. Although officials of all other departments of the state government were being granted all these benefits, in many colleges the arrears an account of the revision of pay scales had not been paid and the balance amounts not yet deposited in Provident Fund accounts, he added. Professor Kumar alleged that the Directorate of Higher Education had adopted an autocratic attitude towards college teachers by not sanctioning and releasing senior and selection grades. This was being done on account of the non fulfilment of the condition of the refresher courses despite the fact that they were not sent for it though they had applied for it. The grades of such lecturers should not be withheld and their arrears recognising even the period of ad hoc service should be released from due dates, he demanded. Professor Kumar said the college teachers had not been granted the status of Class I officer and demanded that the government should stop issuing anti-teachers and anti-students notifications. He said the government should simplify the admission procedure, withdraw the order relating to the ban on some courses and make examination procedure flawless. |

Physically challenged staff to be honoured Chandigarh, July 4 The Minister of State for Social Welfare, Mr Risal Singh, said those to be honoured would be given cash prizes ranging between Rs 5,000 and Rs 2,000. They include Mr Shyam Sunder Shukla, Legal Assistant of Legal Remembrancer Department (Rs 5,000); and Mr Sulekh Chand, a Tabla Vadak, at Government College, Panchkula (Rs 4,000). He said the two winners of third prize of Rs 3,000 were Mr Sukhjeet Singh, a binder in the library of Pandit Bhagwat Dayal Sharma Post Graduate Institute of Ayurveda Rohtak, and Mr Dharmvir Punia, employed in the branch of Haryana Regional Rural Development Bank, Bhiwani. The three winners of fourth prize of Rs 2,000 were Mr Anand Kumar of Chhotu Ram State Engineering College, Sonepat, Mr Krishan Kumar, Executive Officer, and the secretary, Market Committee, Sirsa, and Mr Rajinder Pal, Senior Secondary School at Camp, Yamunanagar. Woman takes police for a ride Fatehabad, July 4 The SHO immediately rushed three cops in the police jeep at the address given by the woman. The cops saluted her. She told them that she had come there in connection with some official inspection and had to leave for Karnal immediately. Following this, the cops became suspicious and informed their officer. They questioned the woman about her identity but she kept on repeating her demand for a vehicle. The SP, Mr Hanif Qureshi, then talked to the woman and questioned her about her batch, place of posting and place of training. However, she failed to give satisfactory reply to the questions. Then she gave her Karnal telephone numbers, which proved to be fake. The cops then demanded her identity card which she was unable to produce. Instead she threatened the cops of dire consequences. Meanwhile, some local relatives of the woman reached the spot and informed the police that she was a mentally unsound and worked in some private hospital in Karnal. The police handed over the woman to her relatives. |
Six killed in mishaps Panipat, July 4 An aged woman died allegedly due to the negligence of a doctor at a private hospital here yesterday. Pushpa Rani, 60, was seriously injured in a mishap and was taken to the private hospital by four local youths. As the youths were not able to pay for her medical expenses, the doctor refused to treat her. She later succumbed to her injuries. In another incident the Railway police recovered the body of an unidentified person from the track near the local railway station today. In yet another incident Dharam Pal, a farmer of Kavi village was electrocuted when he was operating an electric motor installed at a tubewell in his fields in the wee hours today. He was found dead by his son Sandeep in the morning. The body was handed over to family members after a post-mortem. Meanwhile, Kirpal Singh of Rudrapur in Uttaranchal died on the spot last night when the Canter he was drawing dashed against a truck on the GT Road near Samalkha. The cleaner, Surjeet, who was injured seriously had been admitted to the Civil Hospital. In another mishap Rajender, 16, of the local Desraj colony was run over by a tractor-trailer on the Devi Murti road last evening. He was admitted to the Civil Hospital in a serious condition where he later succumbed to his injuries. A case has been registered against the driver. In yet another incident the Model Town police recovered a body from the underground water tank of a factory in the local industrial area yesterday. The body was decomposed and could not be identified. It had been sent for a post-mortem to the PGI, Rohtak. |

road mishap Jind, July 4 According to reports, an overloaded autorickshaw was coming from Dhatrath village to Jind town. On the way the driver of the autorickshaw lost control over the vehicle and it collided with the bus coming from the opposite direction. Devi Kant Sahai died on the spot while Devi Rai succumbed to his injuries on the way to hospital. The injured were admitted to the local General Hospital where the condition of two of the injured was stated to be serious. In another incident, a young married woman died after consuming some poisonous substance here yesterday. The police has registered a case. According to family members of the deceased, she took the poisonous substance by mistake. |
Kenyan held for overstay Rohtak, July 4 Mr Onchwati (23) has come here on July 23, 1991 on a
study tour on a valid passport and visa. while his visa expired on January 5, 2001, his passport had expired on June 6. The Senior Superintendent of Police, Mr A.S. Ahlawat told that the Kenyan was found absent during a check at his residence, H.No. 1640, Sector 1, in Rohtak in February last. The police had then issued a missing notice but he did not respond. However, in March, he appeared before the police and apologised for his behaviour and expressed his desire to return to Kenya. He was issued the visa to return to his country but he did not leave India and continued to stay in Rohtak without valid documents. Mr Ahlawat said Mr Onchwati was a drug addict and has been remanded in judicial custody till July 17 by a court here. The Kenya High Commissioner and the Haryana Government have been informed about the arrest of Onchwati, Mr Ahlawat said. |

to information, the bus, in which he was a conductor, runs between
Ambala and Shimla. On July 2, in the evening he came back to Ambala
after his duty. On July 3 he did not come to attend his duty. Roadways
officials started a hunt. Later a mechanic noticed a foul smell coming
from a bus laying there for repair. He entered the bus and found his
body there. |
Body found near rail track Bhiwani, July 4 In another incident, the Charkhi Dadri police has arrested the husband of Maneeta, who was burnt to death at Jhojhu Khurd village two days ago. The father of Maneeta, Raj Pal Singh of Achhed village, had lodged a report with police. He alleged that her daughter, was burnt to death for bringing insufficient dowry. The police has registered a case against Maneeta’s husband, brother-in-law and uncle-in-law, under Section 304-B of the IPC. Sunita (50) of Vijay Nagar, Bhiwani, committed suicide by consuming poisonous substance yesterday. She was admitted to the local Civil Hospital where she died. The police has arrested a brother in the Kelanga murder case whereas the father and another brother of the deceased, Babbi, are absconding. Babbi, his wife Rekha, and son (Golu) (6), were brutally murdered in their house at Kelanga by his father and brother on Saturday. One of the brothers, Suresh, was married on the same day. |
One dead after falling from train Hisar, July 4 The youths fell from the train between Uklana and Hisar railway stations. One of them was killed on the spot. The injured were admitted to the Civil Hospital here, where the condition of one is stated to be the critical, the police added. |
Panel to settle crime cases formed Chandigarh, July 4 Mr Sharma said the committee would register cases for proper
investigation and settlement. The committee would also provide guidance to women for the registration of their cases in courts. It would also maintain continuous liaison with the police and also with the District Magistrate so that women could get justice in time. This would also avoid delay in judicial procedure. He said the committee would also provide legal help to concerned women to fight their cases in the court. |

arrested Faridabad, July 4 According to the SSP, Mr Ranbir Sharma, four members of the gang were including its leader, were arrested from the local Parvatiya colony yesterday. The leader of the gang has been identified as Bal Kishan. The gang had committed dacoities in Mathura district of Uttar Pradesh, Alwar in Rajasthan, besides Mujesar and Sector 7 in Faridabad. The SSP said four of the five members were arrested from a house in Parvatiya colony. He said the police was searching for the remaining members of the gang. |
New I-cards for Haryana cops Chandigarh, July 4 The Inspector-General of Police, Modernisation and Welfare, Mr C. P. Bansal, said this step was being taken to avoid impersonation. The old cards would be valid till August 31. He said the new cards would be of three types and would be valid for five years or till the next promotion or retirement, whichever was earlier. The first type would be for constables to inspectors, the second for gazetted officers and the third for retirees. |
Varsity centre to run MBA course Rohtak, July 4 Stating this here yesterday Prof S.K. Bedi, Director, Institute of Management Studies and Research, (IMSAR), said the centre would run a three-year-part-time MBA programme in the evening from the premises of DAVIM, Faridabad, till the centre acquired its own campus. He said the programme had been shifted to the newly created centre after it ran successfully for seven years at IMSAR here. |
