Department Rohtak, June 28 Mr Shiv Nandan Prasad, Commissioner, Income Tax, Rohtak charge, said he had recommended an inquiry by the vigilance or the CBI against at least two officers of Indian Revenue Services (IRS) and one Income Tax Officer. Mr Prasad said he had cautioned the income tax officials in Delhi about the activities of these persons. A charted accountant of Faridabad has, in a letter written to the Commissioner, Income Tax, charged over 20 officials and employees of the department with conniving with the two. While official employees of the Income Tax Office here are tight-lipped about the fraud allegedly committed in connivence with officials and employees of the department, Mr Prasad denied to name the ‘erring’ officials. According to sources in the department, the two managed to withdraw nearly Rs 50 lakh from the bank account of the Income Tax Department by producing forged certificates of tax deduction at source (TDS) of about 20 bogus firms. They committed the fraud in 1998 which came to light in September 2000. During investigation it was detected that two had duped the government exchequer of lakhs of rupees in the same manner in Bhiwani district. Sources in the department claimed that such types of frauds could not be committed without the connivance of officials and employees of the Income Tax Department. |
45 diesel pumps to meet flood
threat Panipat, June 28 Talking to mediapersons here yesterday Mr Anand said flood control rooms at district and subdivisional head-quarters would become operational from July 1 to keep round-the clock vigil on flood situation. He said the administration had made arrangements for 45 diesel pumps and one electric pump for draining out water in case of floods. Besides, elaborate arrangements had also been made for boats, trailors, life jackets etc. He pointed out that the main cause of floods in the district was to the excess discharge of water from Tajewala headworks into the Yamuna. He said the average discharge in the Yamuna was one lakh cusecs in the rainy season but during heavy rain in the hill areas, the discharge rose from three lakh cusecs. The maximum discharge during 1999-2000 and 2000-2001 was 2.55 lakh cusecs and 2.85 lakh cusecs respectively, he added. The flood-protection measures, including desilting and cleaning of drains, and strengthening of existing works of stone studs were being completed on a war-footing. The district had been divided into two zones-Panipat and Samalkha and four sectors in each zone. Zonal officers and the sector officers would be responsible for the distribution of relief, providing shelter, food and evacuation in the respective areas. |

outshone boys by getting top positions in this examination —first position in the science group, first and second positions in the humanities group and second position in the commerce group. Disclosing this, the board Chairman, Dr Malik Chand Gambhir, said the board had announced the names of candidates who got the first and second positions in science, humanities and commerce. The board Secretary, Mr Mohinder Singh Mor, disclosed that Sachin Garg (roll no. 561218) of Arya Vidya Mandir Senior Secondary School, Ballabhgarh (Faridabad), obtained the second position in the science group by getting 345 marks out of 400 (86.25 per cent). He said in the humanities group Kiran Sharma (roll no. 303173) of Vivekanand Girls Senior Secondary School, Sonepat, bagged the first position by getting 431 marks out of 500 (86.20 per cent) and Poonam Rani (roll no. 304355) of Sanjay Kuldeep Senior Secondary School, Kharkhoda (Sonepat), got the second position by obtaining 427 marks out of 500 (85.40 per cent). Mr Mor said in the commerce group Sachin Mittal (roll no. 497625) of Vaish Senior Secondary School, Rohtak, obtained the first
position by getting 422 marks out 500 (84.40 per cent) while Kavita Rani (roll no. 392204) of government Girls Senior Secondary School, Barwala (Hisar), bagged the second position in this group by getting 411 marks out of 500 (82.20 per cent). When contacted, the topper of the examination, Deepti, said she wanted to become an engineer. Deepti is interested in music, besides studies. Sachin Garg, who obtained the second position in the examination, said his aim was to become an electronic engineer. Sachin likes to play chess in his spare time. Kiran, who secured the first position in the humanities group, wants to become an IAS officer. Poonam, who stood second in the humanities group, also aspires to be an IAS officer. |

Haryana schools to be IT
savvy Jhajjar, June 28 As per the revised education policy, the state government has decided to run computer courses from class VI to class XII separately, in collaboration with Tata Infotech and Hartron with a view to giving a thrust to information technology (IT) education in the state. However, out of a total 193 middle, high and senior secondary-level school here, the district administration after an intensive survey has spotted 30 schools where these courses will be launched. Initially, 11 schools have been selected for these courses. These are: Government Senior Secondary Schools (Girl and Boy); Bahadurgarh, Government Senior Secondary School (Girl and Boy); Jhajjar, Government Senior Secondary School (Girl and Boy); Beri, Government Senior Secondary School in Birdhana, Badli and Asaudha (girl), Government High Schools in Jasaur Kheri and Bupania. The courses in these schools will be launched in first phase. |
New machine to help cancer
patients Rewari, June 28 The Chief Minister praised Dr. S.S. Yadav, an orthopaedic surgeon and former Director of the PGIMS, Rohtak, for providing the latest and comprehensive cancer cure to patients through the institute. He also assured that all possible assistance would be provided to the institute by the government. Mr Hukam Dev Narain Yadav, Union Minister of State for Shipping, who presided over the function, urged the Chief Minister to open a special medical institute in southern Haryana in the memory of former Deputy Prime Minister Devi Lal. Dr S.S. Yadav, Director of the institute, said the fully computerised cobalt machine, which cost about Rs 2 crore, had been imported from Canada. The machine would provide complete scientific cancer cure to patients. He said the poor patients were being provided cure at nominal charges by the Mirpur Cancer Hospital. Further, a dharamsala had also been constructed in the hospital complex for lodging relatives of the patients. |
Cobalt therapy units for Bhiwani, Sirsa, Ambala
mooted Chandigarh, June 28 The Department would also set up trauma centres at Palwal, Rewari, Sirsa and Karnal for providing immediate medicare to victims of highway accidents. Stating this here today, Minister of State for Health, M L Ranga said the Central government had released Rs 1.5 crore each for a cobalt therapy unit at Bhiwani General Hospital and for setting up a trauma centre at Karnal. He said the health sub-centres in the districts of Yamunanagar, Karnal and Ambala would now be run by Panchyati Raj institutions for a period of two years as a pilot project to implement health sector reforms under the Sector Investment Programme. He said health welfare committees were being constituted in these districts to improve the health services. Mr Ranga also informed that Rs two crore was being spent to set up CT Scan units in the general hospitals of Panchkula and Sirsa. |

3 held for attacking ADC, others Kaithal, June 28 Four persons, including Sultan Singh, Traffic Manager, Ram Murti, Sub-Inspector, Haryana Roadways and Gurnam and Kapoor Chand, helpers sustained injuries while resisting the assailants who were trying to snatch some papers. The Deputy Commissioner, however, escaped unhurt. Three assailants were later nabbed while the others managed to escape. According to an FIR lodged by the ADC, Mr Kashi, was attacked while making challans of vehicles plying illegally in the Rajound area. Some vehicle owners armed with iron rods and lathis stopped the official vehicle of the ADC and tried to snatch papers from them. When the members of the raiding party resisted, they were attacked and the assailants threatened to kill them. However, the raiding party members challenged them and forced them to flee from the incident site. The police has registered cases under Sections 323, 353, 148, 149, 341 and 506 of the IPC against the three assailants nabbed during the incident and 20 others. |

Higher power bills irk
traders Panipat, June 28 The shopkeepers said they had planned to launch an agitation against the erring HVPN authorities and also threatened to raise the matter in the Consumer Court as well as in the District Public Relations and Grievances Committee meeting if the allegedly exaggerated bills were not withdrawn and reissued bills on actual consumption basis. Vinod Kumar, owner of shop no. 15 in Netaji Market, alleged that he had received a two-month period bill of Rs 5,551 for consumption of 1,220 units on average basis and payable by June 22. However, according to the actual meter reading, the total consumption was only 405 units. He said his bimonthly bills since April 2000 had never exceeded Rs 1,586. Similarly, many other shopkeepers in the market had alleged that they had also been issued bills on average basis which were three to six times higher. They claimed that their meters were working properly with intact seals. Similar allegations had also been levelled by shopkeepers on the Sanoli road and part of GT Road. The shopkeepers told mediapersons today that when they met the concerned SDO electricity for rectification of their bills, the officer, instead of correcting the bill, asked them to make part payment. Besides declining his request, they demanded action against the meter-reader who had prepared the bills allegedly without visiting the premises. When contacted, SDO S.G. Vats, said they had given feedback to the computer but probably that was misfired. However, when he was asked why the bills were issued on average basis to the consumers, he refused to comment. |

Padma awards sought Chandigarh, June 28 They have been asked to submit their recommendations to the State Government by August 30 to enable the committee of the State Government to examine the cases before forwarding these to the Central government. In the case of recommendation of a government official, his personal file should also be attached and the recommendation be routed through the head of the department or the Administrative Secretary. |
Ancient idols
elude Jacob Kalka, June 28 A large contingent of officers from Punjab, Haryana and Chandigarh also reached the temple. Though the tour of the Governor was reported to be a personal one, he was surprised to find the officers in such a large number. Media persons were annoyed at not being informed about the visit of the Governor. The Governor inspected the idols dating back to the Mughal period, and collected the information about these, but the idols for which the governor had come to take with him were not available. He made a number of enquiries regarding idols belonging to the Kushan period, but officers of the Archaeology Department, Haryana, expressed ignorance about the same and they said these were not available. The officers told that Kushan period idols were carved out of red stones, whereas the idols on the premises of the Bheema Devi Temple were made of Shivalik stones. Someone gave the wind to the Governor that some idols were also lying in the stores of the Archaeology Department. When the Governor expressed his interest to see the same, the officers of Punjab cadre pressed the officers of Haryana to open the store, but the officers of Haryana showed their inability to open the stores. There were heated arguements between the officers of both states. The Governor pacified the officers and boarded the car. He was annoyed due to unnecessary arguments between the officers. During excavation by the Archaeology Department in his area, a number of idols were found. These were reportedly not only of great importance in India, but also the worldover. |

Flood control measures
insufficient: Vij Ambala, June 28 Mr Anil Vij said he had written a letter to the Deputy Commissioner, pointing out
deficiencies in cleaning the large nullahs which enable the flood waters to pass through. “I have visited different nullahs and found that slush is still to be removed. At Gurguria nullah and Mahesh Nagar drain, it is still to be cleaned up,” he stated. Mr Vij said the municipal council should have cleaned up these drains so that during the monsoon, there was no flooding. “However, effort in that direction does not seem to have been undertaken,” he said. The Deputy
Commissioner of Ambala, said flood control room was being set up from July 1. “Elaborate arrangements are being made towards flood control and the major drains in the Ambala Cantt and Ambala City have been cleaned up. The Irrigation Department has spent Rs 131 lakh on 17 programmes,” a press note said. He pointed out that flood situation arises in Ambala due to excess water in rivers from Punjab and Himachal Pradesh. He said gauge meter had been set up at Kala Amb and Majri Chowk so that early warning could be given regarding excess water. He added that a gate had been set up at Jansui Head to prevent overflow from the SYL drain and another gate had been set up at Tangri river so that excess water does not enter Ambala Cantt. A pump set had also been set up to pump out the rain water into the river, the release said. The DC said arrangements had been made for boats, life jackets and divers and other necessary relief goods. He said if there was chance of flooding, the people in the area would be informed and arrangements would be made for their stay, food and medicines. He added that care would be taken of the livestock. |

6 hepatitis-C cases detected Ambala, June 28 The cases were detected at the District Blood Bank, Ambala when hepatitis-C detection test was conducted on around 200 units of blood. A few months ago the NACO (National AIDS Control Organisation) and the Supreme Court had directed all blood banks of the country to conduct hepatitis-C detection test along with other tests before providing blood to the needy patients. In Haryana blood banks, the test was made mandatory from June 1. According to information, the test has been conducted at the Ambala Blood Bank since June 1. Within past three weeks the test was conducted on around 200 blood units. Most of the blood came from ‘replacement’ donors which might have included some professional donors too. A senior doctor said several nursing homes administered non-tested blood to the patients which caused hepatitis-C and other serious diseases. Interestingly there are no arrangements for this test at the Civil Hospital. The NACO supplies limited number of elisa kits to blood banks for testing of hepatitis-C. The test takes at least two to three hour time. The NACO has directed the blood banks to conduct this test only through elisa kits which is not time consuming, but costly too. The test using rapid kits is, however, cheaper, but it is not very authentic. Meanwhile, Dr Jaspal, president of the Haryana unit of IMA, said
disposable syringes and other plastic apparatus used in hospitals were not destroyed properly which allowed the possibility of recycling of these things thereby resulting in the spread of
various diseases. |

HIGH COURT Chandigarh, June 28 In its petition, Som Distilleries Limited had sought directions for quashing an order passed by the respondents imposing a penalty of Rs 3 lakh, besides directions for releasing the truck with liquor cases in it. Going into the background, counsel for the petitioners had stated that the District Excise Officer at Raisen in MP had certified that the export pass dated May 29 was valid upto June 9. He had added that on June 13, the respondents acting on assumptions, impounded the truck and confiscated the goods. Pronouncing the orders, Mr Justice V.K. Bali and Mr Justice K.S. Garewal also directed the respondent authorities to decide, within three days of receiving the order’s copy, an application seeking stay on the operation of the orders. |

L.M. Goyal, confirmed that Mr D.S. Malik, a Deputy Director, has been placed under suspension. The Governor had gone to visit the Site
Museum at Pinjore to have a look at some artefacts of the Kushan era exhibited there. General Jacob, in his endeavour to give the Sector 10 Government Museum and Art Gallery a new look by exhibiting some of the best artefacts of both Punjab and Haryana , had requested the two governments to lend these rare artefacts to Chandigarh on loan. Both Punjab and Haryana Governments readily agreed to do so. When General Jacob went there, Mr D.S. Malik reportedly did not behave the way he should have done with the Constitutional head of a State on an official visit. He was reluctant or indifferent in displaying the artefacts General Jacob wanted to have a look at. Mr Malik was reportedly evasive. |

schemes for 106 Haryana villages Chandigarh, June 28 Stating this here today, an official spokesman said that for Kurukshetra district also a scheme worth more than Rs nine crore has been sanctioned. He said a major achievement of the Public Health Department was approval by the Union Government of new schemes worth Rs 19 crore under the Accelerated Urban Water Supply Programme. These schemes would be implemented in eight cities of Haryana, the spokesman added. |

4 dacoits arrested Sonepat, June 28 The SP, Mr Paramjit Singh Ahlawat, told mediapersons here today that the arrested criminals had been identified as Shakeel of Shahdra (Delhi), Shaleem of Nangla Jahangir Puri (Delhi), Tahar and Shaheed of Kaka village in the Sikandarabad area of UP. One of the culprits Shakeel was arrested while he was going on foot near Garh Mirakhpur village along the Yamuna. The police, he said, also recovered a .315 bore country-made pistol and two live cartridges from him. The culprit, during the course of interrogation, told the police that he and his accomplices had struck at a factory near Liwaspur village and taken away goods worth several thousands of rupees last year. Similarly, he also confessed to his involvement in a case of dacoity committed in a factory near Biswan Meel on June 5 last. The SP said that the other three culprits were arrested on June 26 last near Pritampura village on the Haryana-U.P. border and two country made pistols and two live cartridges were recovered from them. He claimed that the arrested criminals were said to be involved in three cases of looting in Panipat district, four in Delhi and five in UP. Cases under various Sections of the IPC Code had been registered against the accused and further investigations were in progress he said. The culprits were produced before a Judicial Magistrate yesterday who remanded them in police custody till June 30 for further
interrogation. |
Man kills father Panipat, June 28 The Madloda police has registered a case under Sections 302, 201 and 34 of the IPC, against the suspect who is reportedly absconding. According to information, Ram Chander was interested in sending his two daughters to an ashram at Sirsa, whereas his son wanted his sisters to get married at the earliest. In this heat of the moment, Ram Phal allegedly attacked his father with a sharp-edged weapon and injured him seriously on the legs and knees. However, later he took his father to a doctor but he died on the way. Frightened over the death of his father, Ram Phal took the body to Kurana village where his younger brother Atroo lived and fled after leaving the body in front of his house. |

Drive against liquor smugglers stepped up Sonepat, June 28 The SP, Mr Paramjit Singh
Ahlawat, told mediapersons here today that a police patrol party intercepted a jeep on the Silana-Gorar road and arrested one of the passengers on the charge of possessing a plastic bag containing 100 pouches of liquor. The arrested person, he said, had been identified as Mohan Lal of Silana village and a case under the Excise Act had been registered against him. The SP said the Civil Lines police had arrested Ajit for carrying 25 pouches of liquor. A case under the Excise Act had been registered against him. Instructions had been given to all station house officers to carry out raids and arrest those involved in the smuggling of liquor, he
said. |
Robbers decamp with gold Yamunanagar, June 28 According to complainant Taran Pal Singh who was sleeping alongwith his maternal uncle. The robbers inquired where the valuable goods were kept in the house. When they refused to give an answer they were threatened with dire consequences. According to Taran Pal three of the robbers were carrying countrymade pistols and the others were carrying knives. The robbers later asked them to take them to their neighbour’s house. When they took the robbers next door and knocked on the door they got no response. The robbers then left the scene. According to Taran Pal, the robbers had covered their faces and consumed liquor and food in the kitchen. They took away a CD player, about 17 tolas of gold and Rs 20,000 in cash. A case has been registered. |

School board coordination centres to stay Yamunanagar, June 28 Talking to the newsmen here yesterday Dr
M.C. Gambhir, Chairman, School Education Board, Haryana said there will not be enough facilities at these centres and the heads of these centres did not have powers to redress the problems of the students. Dr Gambhir said now five centres had been established at Kurukshetra, Panipat, Sirsa, Gurgaon and Bhiwani and other neighbouring districts would be attached to these
centres. He said an officer of the Deputy Secretary rank would be appointed to look after the problems so that the students would not have to go to the School Education Board at Bhiwani. |

Subsidised computer education Ambala, June 28 The computer education would be through a tie-up with Tata-Infotech. Under this programme, each student would have to pay Rs 140 per month while a 50 per cent rebate would be allowed to students from the reserved categories, a press note said. Mr Anil Vij, MLA, said priority would be accorded to starting of a science wing in the college for which necessary instructions had been issued by the Haryana Chief Minister in this regard. |
