In an administrative reshuffle today, the Haryana Government transferred 25 officers, including seven from the IAS cadre. Former Haryana minister Anand Singh Dangi, who is facing trial for the alleged illegal allotment of land, was today discharged from the Civil Hospital Ambala city, and taken back to Ambala Central Jail. Mr Dangi had been admitted to the Civil Hospital on June 12 after he complained of an infection which led to fever.

CM’s directions on LPG delivery

The Haryana Chief Minister, Mr Om Prakash Chautala, has issued directions that LPG cylinders should be delivered at the houses of consumers up to a distance of 30 km from the gas agency concerned.

Girls outshine boys again

Girls have again outshown boys in the senior secondary annual examination of the state board like last year. The result was declared today and will be published in four Hindi dailies and can be downloaded on the Internet at http://haryana.nic.in. or seen at the offices of District Education Officers and district-level coordination centres of the board.

The board Chairman, Dr M.C. Gambhir, told mediapersons here today that girls showed better results by getting a pass percentage of 52.37 in comparison to boys who got a pass percentage of 37.5. He said last year girls obtained a pass percentage of 58.96 compared to 42.9 pass percentage of boys.

He said the board had introduced five types of question papers from this year to check the menace of copying.

He said the result of the senior secondary (vocational) examination turned out to be 37 per cent whereas last year it was 57 per cent. He said 7,806 candidates appeared this year and 2,937 candidates were successful.

The board secretary, Mr Mohinder Singh Mor, said 1,76,266 candidates appeared in the senior secondary academic examination and 76,038 candidates were declared pass while 46,261 candidates were placed in compartment.

He said in comparison to 43.63 per cent result of regular candidates, the result of private candidates was 40.43 per cent.

The result of schools of the urban areas turned out to be 51.42 per cent whereas the result of those in the rural areas was 39.33 per cent.

Mr Mor said the result cards of regular candidates would be sent at their respective schools and those of private candidates would be sent at their homes.

The secretary said the candidates who got compartment/ reappear/partial improvement (maximum two subjects) and wanted to appear in supplementary examinations could sent their forms with an examination fee of Rs 270 and Rs 150 for additional subject by July 16.

After this date, a late fee of Rs 200 would be payable up to July 31. If the forms were deposited a month before the commencement of the examination, a late fee of Rs 300 would be charged.

Mayor, Senior Dy Mayor at loggerheads

After the controversial issue of the retrenchment of several employees and the decision of privatisation of its various services, the local municipal corporation is again in the news. This time it is ‘tussle’ between the Mayor and Senior Deputy Mayor. The issue has reportedly been taken up with the Chief Minister.

The Mayor, Mr Devender Bhadana, has charged the Senior Deputy Mayor, Mr Shiv Charan Lal Sharma, with corruption. He (the Mayor) recently called a press conference and produced some documents in support of his allegations. He said an FIR would be lodged with the police in connection with alleged ‘fraud’ in construction of a road. He claimed that about Rs 1.75 lakh was ‘misappropriated’ in connection with approval of the road and said without the involvement of local Municipal Commissioner, it was not possible. The Mayor has also charged that the signatures of a senior official were also forged to get estimate of a road passed for second time. The Mayor and his supporters had reportedly met the Chief Minister, Mr Om Prakash Chautala, during his visit here yesterday, to seek his intervention and to get a case registered. But no case has been booked so far against anyone in this regard.

On the other hand, the Senior Deputy Mayor and his supporters have described the charges levelled against him as baseless. They claimed it was aimed at defaming him.

While Mr Sharma could not be contacted as he was reported to be out of station, one of his supporters (councillor) said a conspiracy had been hatched against Mr Sharma, but claimed that it would not get through.

The corporation has 25 elected councillors but two seats are lying vacant at present.

Chautala releases book

The Chief Minister of Haryana, Mr Om Prakash Chautala, released a literary book “Kavi Surya Lakhmi Chand” at a function held at the Haryana Panchayat Bhavan, here today.

Written by an administrator and a scholar of folk drama and folk music, this is a second work of the author, Mr K C Sharma, on the folk drama of Haryana which is popularly known as “saang”. The release was preceded by a rendition of Lakhmi Chand’s songs (raginies) by renowned artists. Mr L. M. Goyal, Chief Secretary to the Haryana Government, presided over the function which was attended by lovers of folk, officers and people from all walks of life.

The Chief Minister and the Chief Secretary, both appreciated this creative work. Mr Chautala said that Lakhmi Chand was a man of all ages and he ranked among the rarest of the rare. People of North India, in general and Haryana in particular, would always be indebted to him for his contribution to the tradition of ‘‘saang’’, narration of spiritual themes and communication of social virtues.

The earlier work of the author was ‘‘Haryana Ke Kavi Surya Lakhmi Chand’’ which was written in 1982 and the author was honoured with Haryana Hindi Sahitya Akademi Award for this creative work.

Haryana to have cultural academy

The Haryana Chief Minister, Mr Om Prakash Chautala, today announced the creation of a cultural academy for the promotion of the folk art, culture and traditions of the state. He also announced the institution of an award by the Haryana Sahitya Akademi to be given to a person working for the promotion and preservation of the state’s culture and heritage.

Mr Chautala’s announcement followed the release of ‘Kavi Surya Lakhmi Chand’, a book written by Mr K.C. Sharma, Financial Commissioner and Secretary, Public Health.

Lauding Mr Sharma’s efforts to promote the Haryanavi culture, Mr Chautala said he should be given additional charge of the Department of Culture. Transfer orders regarding this were issued late in the night.

The Chief Minister said people of the state were indebted to Lakhmi Chand for his contribution to the tradition of ‘saang’, narration of spiritual themes highlighting social values.

The Chief Secretary, Mr L.M. Goyal, while presiding over the function, lauded Mr Sharma for his research on the life of Lakhmi Chand and for reviving traditions of ‘saang’ and ‘ragnis’.

Mr Sharma announced that he would give 90 per cent of the royalty of the book for the welfare of artists.

Mr Telu Ram, son of Lakhmi Chand, was honoured. Besides, renowned artists presented ‘ragnis’ of Lakhmi Chand.

Mr K K Khandelwal, MD, Hartron, has been transferred as Director, Non-Conventional Energy Sources, Haryana and Special secretary to Non-Conventional Energy Sources Department and Member-Secretary and Chief Administrator, Morni Development Authority (Designate) . Mr P K Das will be MD of Hartron in addition to his present duties as Joint Secretary, Finance Department and Director, Lotteries, Haryana.

Mr S K Gulati, Director, Non-Conventional Energy Sources and Special Secretary, Non-Conventional Energy Sources Department, has been transferred as Chief Executive, Haryana Khadi and Village Industries Board against a vacant post. The officer, who has been accused of misappropriation of funds during his stint as MD of Haryana Polysteel Limited, however, will retain his post as Director, Census Operations, Haryana (ex-officio).

Mr K C Sharma, Financial Commissioner and Secretary, Public Health Department, will be the Financial Commissioner and Secretary, Cultural Affairs Department, in addition to his present duties. He relieves Mr Naresh Gulati of the charge.

Mr R R Jowel, Director, Social Justice and Empowerment and Director, Welfare of SCs and BCs, will hold the additional duty of Joint secretary, Social Justice and Empowerment and Welfare of SCs and BCs Department during the leave period of Mr Sanjiv Kumar.

Mr O P Langayan, Dy Secretary , Sports, Students and and Youth Welfare department, has been transferred as ADC-cum-CEO, DRDA, Karnal, against a vacant post.

The HCS officers affected by the reshuffle are Mr Pradeep Kasni was transferred as District transport Officer, Kaithal in place of Mr J P S Dahiya. Mr U S Sohal was transferred as Flying Squad Officer, Transport, Delhi, relieving Mr Chand Singh (non-HCS).

Mr Balbir Singh has been transferred as Deputy Secretary, Labour and Employment and Printing and Stationery departments, in place of Ms Neelam Pradeep Kasni. Mr R C Powaria has been transferred as Joint Commissioner, MCF, Ballabgarh, in place of Mr Mukul Kumar. Mr R C Sharma has been transferred as SDO(C)-cum-Additional Collector, Safidon, in place of Mr K K Gupta.

Mr Mahender Singh Yadav has been transferred as Estate Officer, Urban estate, Faridabad, in place of Mr Jitender Kumar. Mr Anant Ram Goel is City Magistrate, Kurukshetra, in place of Mr R K Singh. Mr Mahabir Singh Yadav is SDO(C), Panchkula and LAO, Urban Estate, Panchkula. He relieves Mr U S Sohal of the said charge.

Mr Satbir Singh Saini has been transferred as SDO(C) Panipat and Estate Officer, Urban Estate, Panipat, relieving Mr V S Hooda. Mr M K Ahuja has been posted as Estate Officer, Urban Estate, Ambala, in addition to his present duties as SDO(C) Ambala. Mr Mukul Kumar is SDO(C), Narnaul, vice Mr Sushil Sarwan. Mr R K Singh is SDO(C), Loharu. He relieves Mr Satbir Singh Saini.

Mr Krishan Kumar Gupta is City Magistrate, Gurgaon, against a vacant post. Mr M.L. Gaur,HSS, Under Secretary, Archives and Archeology Departments , is also Under Secretary, Education Department.

Haryana VCs discuss uniformity

The Vice-Chancellors of all four universities of Haryana met here today to discuss ways and means to bring about uniformity in academic and administrative set up of these universities.

This was the third of a series of meetings of the coordination committee of the Vice-Chancellors constituted by the Haryana Governor Babu Parmanand. The Panel has met thrice before on January 18 and May 17. The meeting discussed the report submitted by the Registrars of these universities on the issue of uniformity. The areas in which uniformity is being sought include salaries and perks of employees, uniform academic session, tuition fee, evaluation of teachers and self-financing courses.

Mr Vinay Kumar, Vice-Chancellor, Haryana Agricultural University said the VCs were striving to bring about uniformity in as many areas as possible. They were identifying ways to strengthen the statutory bodies. The panel was also studying the Gyanam Panel report.

School in memory of Devi Lal

The Union Human Resource Development Ministry has decided to set up first state-level Residential Novodaya Model School at Dabwali in Sirsa district in the memory of former Deputy Prime Minister Choudhary Devi Lal.

This decision was taken at a meeting of the Haryana Chief Minister, Mr Om Prakash Chautala, with the Union Human Resource Development Minister, Dr Murli Manohar Joshi, here yesterday.

Dr Joshi said the school equipped with modern facilities would be constructed with the aid of the Central Government at a cost of Rs 20 crore. It would be a high school and the classes would start from VI standard, he added.

Mr Chautala said the land for the school would be given by the Haryana Government.

Martyr’s statue damaged

The statue of Shahid Madan Lal Dhingra, a freedom fighter was damaged by some miscreants near the local Red Square market yesterday.

Resentment prevailed among residents when some of them noticed yesterday that both hands of the statue were broken. Office-bearers of the Punjabi Kalyan Manch and Yuva Punjabi Samiti called an emergency meeting and condemned the incident.

Later, they met Mr Raj Pal Singh, SP, and demanded the immediate arrest of suspects.

Mr Shantnu Malik, Municipal Councillor, and president of the samiti, said they would launch an agitation if the suspects were not arrested soon.

Dangi discharged from hospital

Ambala, June 19
Former Haryana minister Anand Singh Dangi, who is facing trial for the alleged illegal allotment of land, was today discharged from the Civil Hospital Ambala city, and taken back to Ambala Central Jail.

Mr Dangi had been admitted to the Civil Hospital on June 12 after he complained of an infection which led to fever. Doctor in Ambala Central Jail had recommended for check up and treatment at the Civil Hospital.

This afternoon, Mr Dangi was discharged from the hospital. A relative of Mr Dangi claimed that Mr Dangi was still not well and he was discharged despite not having fully recovered. The relative claimed that a sudden decision was taken to discharge Mr Dangi who was on drip.

The relative said, “We will write about this matter to the President as well as the Haryana Governor.

A senior medical officer said that Mr Dangi had been suffering from urinary infection which has been brought under control. He said that although Mr Dangi was being discharged, his medical treatment would continue as he had been prescribed medicines to be taken for the infection.

DC leads demolition team

The Deputy Commissioner of Ambala, Mr D.D. Gautam, yesterday supervised demolition of unauthorised construction at a local hotel near bus stand.

Mr Gautam said that since the posts of Executive Officer and Secretary of the Municipal Council, Ambala Sadar, were lying vacant, he supervised the demolition work at a local hotel. Mr Gautam said that the hotel had undertaken some unauthorised.

The DC said that the work at the hotel was stopped and the owner himself removed the construction material from the site. “I told the owner that he must submit an application and no work should be carried out arbitrarily. I have also asked the SDM to take to round of the area,” he said.

The Haryana Chief Minister, Mr Om Prakash Chautala, has issued directions that LPG cylinders should be delivered at the houses of consumers up to a distance of 30 km from the gas agency concerned.

Mr Chautala, who was presiding over the second meeting of the state Food Advisory Committee here today, also instructed officials to conduct raids to check malpractices in the supply of cooking gas cylinders.

Husband, brother-in-law booked

The Ganaur police today registered a case against Rajinder, husband, and Narinder, brother-in-law, respectively, of Anita, in connection with her death under mysterious circumstances.

According to a report, this followed a complaint lodged by Mr Raj Kumar of Mundlana village alleging that Anita was forced to take insecticide tablets which caused her death.

On the other hand, her in-laws maintained that she committed suicide by taking insecticide tablets in her house at Bali Qutabpur village of the district.

Gang of thieves busted

Gurgaon, June 19
The police today arrested four members of a gang while they were planning to loot a bank in Sector 31. According to the district police chief, Mr Kuldip Sihag, the gang which was active in the DLF and Udyog Vihar areas for the past few months, were involved in more than a dozen cases of car thefts, looting, etc.

Those arrested are Bahadur, Raju, Rajesh and Som Bahadur. Acting on a tip off, the police nabbed them while they had assembled to effect a bank dacoity one of their accomplice escaped.

5 conmen held

The district police claims to have busted a gang of conmen which was allegedly involved in cheating people by promising them that they would double the currency handed over to them.

Giving this information here today, the SP, Mr A.S. Chawla, said five members of the gang had been arrested and two others were absconding. Mr Kaviraj Sivach, ASP, arrested the gang members near a factory at Bata village. All have been booked under Sections 420 and 489 of the IPC.

Man murdered in Deha Colony

Ambala, June 19
A man was done to death in Deha Colony, Ambala cantonment, this afternoon.

Raghuvir, alias Talli, was killed by Ashok Kumar at about 12.30 pm. Apparently Ashok Kumar suspected Raghuvir of being a police informer.

Ashok Kumar attacked Raghuvir with a sword which led to his death.

Raghuvir was taken to the Civil Hospital, Ambala cantonment, where he was declared brought dead. A number of residents of Deha Colony had turned up at the Civil Hospital on learning about Raghuvir’s murder.

A local resident claimed that a heated argument took place between the two before Ashok Kumar attacked Raghuvir with the sword. Ashok Kumar has been nabbed by the police.

BDPO held on graft charge

The Haryana State Vigilance Bureau today claimed to have nabbed Suresh Kumar Joshi, Block Development and Panchayat Officer, Jagadhri and resident of Khanpur Brahman village in Ambala district, while accepting an illegal gratification of Rs 5,000 from Jai Parkash, sarpanch of the Sabhapur panchayat in Yamunanagar district, for recommending a case for withdrawal of money for development work.

A case under the Prevention of Corruption Act has been registered against the accused at Ambala police station of the bureau. Further investigation is in progress.
