An industry goes into decline

PANIPAT, Sept 11 — The handloom industry of Panipat, the Manchester of haryana, is facing hard times due to high input costs and a depression in demand. This has led to a decline in prices with reduced offtake and aggressive exporters, squeezing manufacturer margins further and even imposing heavy penalties on manufacturers.

Due to this all-round squeeze thousands of workers engaged in the industry face potential unemployment. Predictably no fresh investment is forthcoming and several existing units are on the verge of closure.

Manufacturers who are specially sore with exporters say exporters place orders for lots 20 per cent in excess of their actual requirement and after selecting the best of the lot reject the remainder, inflicting losses on manufacturers.

Besides this, penalties of five to 15 per cent on the invoice price are imposed for ‘imaginary’ late deliveries even though manufactured items are delivered to exporters far in advance of the due date of despatch.

Manufacturers claim that many other penalties are imposed for factors like less than stipulated weight of goods, which is debited at double the rate given to manufacturers, charges on mending and finishing of goods at high rates and expenses on goods sent by air in an emergency at the demand of importers.

Nor are satisfactory accounts given for the deductions. Instead manufacturers are forced to sign the debit notes as a prelude for further orders and payments.

A manufacturer of durries and supplier to an influential automobile showroom and exporter of the city alleged that payments were withheld by delaying inspection of goods for more than 30 - 45 days after their supply.

One manufacturer, on condition of anonymity told to this correspondent that at times exporters even refused to accept a consignment if their buyers abroad cancelled the order or refused to lift the material. In such cases the entire cost had to be borne by the manufacturer as the goods were specifically prepared for individual exporters rather than the local market.

In addition exporters withheld, payments for long periods affecting liquidity. Ramesh Kumar a supervisor of a handloom unit claimed that as new units were not being set up shops dealing with machine and spares were virtually empty.

Due to the general depression and a decline in export orders many units had closed shop leaving their workers to find work in power loom units. He admitted there was all round depression in demand as compared to previous years but added that supply of sub-standard fabrics by some unscrupulous manufacturers was also a factor in this decline.

In the wake of the depression roughly 500 manufacturers appear to have switched trades said a manufacturer turned broker between manufacturers and exporters. The depression has also hit small dyeing units and cotton yarn units. Top

 

RPO’s bid to eliminate middlemen

CHANDIGARH, Sept 11 — A passport adalat in Punjab (Ludhiana) followed by a similar exercise in Haryana (Karnal) and a proposal to hold an interactive programme for members of the Confederation of Indian Industry on September 30 and a passport workshop in Himachal Pradesh are parts of the initiative taken by the Regional Passport Office (RPO) here to reach the people so as to eliminate or minimise the role of middlemen or touts.

The passport adalat held at Karnal on September 9 evoked a very good response as nearly 800 to 900 of the applicants invited by the RPO to settle cases pending since January 1, 1999, turned up to furnish the required details. In all, there were 1,450 cases identified by the RPO which were received between January 1, 1999, and May 31, 2000, and 1,300 invitation letters were issued.

As many as 500 cases were cleared on the spot and the remaining applicants were asked to furnish more details and complete the formalities before their applications for the issuance of passports were cleared.

A new feature of this passport adalat on Saturday last was that the visiting RPO officials also carried with them some 150-odd passport application forms which were sold at the venue of the adalat. It generated so much enthusiasm that some of the enterprising applicants even filled them, got demand drafts made and submitted the completed forms there and then. In all, 40 such applications were received.

“We despatched the file numbers today,” the Regional Passport Officer, Mr Suresh Babu, said.

Before organising the passport adalat, Mr Babu had met the Chief Minister, Mr Om Parkash Chautala, who promised all help for organising similar adalats in all major towns and districts of Haryana. Even the Finance Minister, Mr Sampat Singh, visited the venue of the adalat at Karnal.

After holding successful Lok Adalats in Punjab and Haryana — the first of its kind — the RPO now plans to hold one such passport adalat or workshop in Himachal.

In Himachal, the applications for fresh passports are small in number. That is why the RPO is keen on organising an awareness or education camp for applicants to tell them how to file fresh application forms besides making available to them application forms which otherwise are sold at exorbitant prices in remote areas.

The need for these adalats arose as the number of complaints of “fleecing and misleading of applicants for fresh passports” by touts and “unauthorised agents” has been on the rise throughout the region.

These adalats apart, the RPO has decided to go to various sections of society, including businessmen. One interactive programme is planned to be held at the northern region headquarters of the Confederation of Indian Industry on September 30 which a Director of the Ministry of External Affairs is also expected to participate.

The purpose of this interactive workshop will be educate businessmen on various aspects of passports, emergency services and other related issues, including the requirement of the emigration check and the issuance of passports at “short notice”. The RPO will also make a presentation. Police officials connected with the submission of intelligence or verification reports about the applicants will also be invited to this programme.Top

 

Govt buildings vanish!

HISAR, Sept 11 — Immovable property is generally considered as the safest investment. But this is not so in the case of the Haryana Government whose 305 permanent structures at the local Government Livestock Farm (GLF) have vanished into thin air over the years. These were estimated to be worth around Rs 40 lakh in 1973, when these were last evaluated. No record of the structures after that is available.

The 190-year-old GLF was once the biggest livestock farm set up by colonial Britain in Asia. According to official records as many as 538 permanent structures were built inside the sprawling farm between 1810 and 1958. However, a probe by the Chief Minister’s Flying Squad in 1997 and two enquiry reports submitted by the state Vigilance Bureau in 1995 and again in 1997 showed that while 62 structures had vanished completely without a trace, as many as 243 structures were in a dilapidated condition and their rubble was scattered all over the farm. Only 243 structures were found to be useable.

According to the Building Valuation Statement of 1972-73 the 538 structures on the farm were worth a total of Rs 88.98 lakh. None of the buildings was evaluated after that and within a few years, more than half of these had disappeared. Records show that the government received only Rs 9030 from the sale of rubble.

The report by the Chief Minister’s Flying Squad noted that “no ledger, map or specification of the old buildings has been available in the record of the GLF because of which the committee constituted by the Public Works Department expressed its inability to assess the quantity of the malba (rubble). Therefore, it is not possible to work out the exact loss to the government on account of misplacement of malba of old buildings.”

It further stated that “As per record of the farm, only one register of valuation is available in which no specification of these buildings is available. As such the officers mentioned in the report are responsible for carelessness in maintaining and disposing of the malba of old buildings.” The report also held these officers responsible for not properly maintaining the record of these buildings and the financial loss to the government. It recommended departmental enquiry against 13 former chief superintendents and sector superintendents of the farm who held these posts between 1984 and 1991.

The report also indicted a junior engineer of the PWD who lifted 86 trolleys of rubble and deposited Rs 9030 after recovering the same from private contractors long after the scam was detected. It also held the then Naib-Tehsildar responsible for failing to evaluate these buildings after 1971.

The State Vigilance Bureau, which conducted two probes into the scam, came out with similar reports and recommended action against all these officials.

After the bureau submitted its last report, the then Animal Husbandry Minister, Mr Jaswant Singh reportedly wrote a note to the then Chief Minister on September 12, 1998 recommending that the probe be entrusted to the CBI. There the matter rests. Nevertheless, the state government gave post facto approval to the sale of 86 trolleys of rubble worth Rs 9030 but ruled that in future prior permission of the government should be obtained to dispose of rubble.

Records show that as far back as 1984 the PWD wrote to the farm authorities that the buildings inside the farm were the property of the farm and not of the PWD. It pointed out that the farm administration was responsible for their maintenance and no other department, including the PWD, should be allowed to lift any rubble from the farm premises. Yet, over the next few years 305 structures vanished from the farm.

In between, in 1995, the government appointed a three-member panel headed by the Additional Deputy Commissioner, Hisar to enquire into the scandal and submit its report in three months. No report has yet been submitted.

It is learnt that a part of the rubble was used for construction of a local stadium and the rubble was lifted from the farm without payment on orders of the then Deputy Commissioner.Top

 

DC’s directive on polythene bags

YAMUNANAGAR, Sept 11 — A meeting of the District Public Relations and Grievances Committee was held at mini-secretariat under the chairmanship of Deputy Commissioner Rajeev Sharma here yesterday.

Mr Sharma appealed to people not to put waste polythene bags in the nullahs of the cities. He directed the Executive Officers of the Municipal Council, Yamunanagar and Jagadhri, to check that. He directed all BDPO’s to maintain birth and death registers in their offices.

He stressed that the officers should try to know about the problems of people while they were on tour in villages and should solve these problems there and then only so that the people do not go to the district administration with the problems.

He said it was the moral duty of the officers to solve the problems faced by the public and they should do it with dedication and devotion.

Seed crop insurance scheme for Haryana

CHANDIGARH, Sept 11 — The Haryana Government today said that the state was among 10 states in the country selected by the Central Government for the implementation of a pilot project relating to the seed crop insurance scheme.

The Chief Minister, Mr Om Prakash Chautala, gave his approval to implement this scheme from the forthcoming rabi season in the larger interest of the farming community. He also constituted a committee under the chairmanship of the Director of Agriculture to supervise and implement the ambitious crop insurance scheme. The other members of the committee are the Managing Director, Haryana Seed Development Corporation (HSDC), the Director, Haryana State Seeds Certification Agency, the Senior Scientist (Seed), a representative of CCS Haryana Agricultural University, Hisar, and a representative of the General Insurance Corporation.

The seed crop insurance scheme covers wheat, gram, cotton, paddy and arhar.

An official spokesman said the scheme would cover all those farmers who were growing foundation and certified seed crops in the identified areas, had offered the seed crop for certification and had got registered with the official Seeds Certification Agency.

A seed producing organisation operating in the identified unit area would ensure that the willing growers got their seed crop insured.

This scheme will be operated by General Insurance Corporation. The agencies will collect the premium from willing seed growers and send the same to the GIC. The rate of premium for wheat is 2 per cent, paddy 3 per cent and for gram, arhar and cotton 5 per cent. The average yield data of the past three to five years provided by the Haryana State Seeds Certification Agency would be considered while providing the insurance cover. Similarly, the procurement rate of certified seed fixed by the HSDC during the previous year for a particular crop would also be considered.

Parents up in arms over eve-teasing

KARNAL, Sept 11 — Eve-teasing has assumed alarming proportions in some educational institutions here. This was stated by a deputation of parents who met the local MLA, Mr Jai Prakash Gupta, to complain against the rising menace of eve-teasing. They said eve-teasing was common on the railway road. In some cases, eve-teasers threatened and even hurt girls.

The eve-teasers operated in groups in some cases and harassed girls on their way home or to college.

Mr Gupta told TNS that he had brought it to the notice of the SSP, adding that, the district police chief had given instructions to the SHO (City) to contain the menace else action would be taken against erring police officials.

Inquiries by TNS revealed that S.A. Jain Higher Secondary School for Girls, DAV College for Women, DAV Postgraduate Training College for Women, Government College for Women, Government Higher Secondary School, SGGS College for Women and Boys, BSJ School, and SD Higher Secondary School were located on the railway road.

When girls go to schools and colleges, youths on motorcycles follow them. If a girl is on a bicycle, they follow her and pass indecent remarks. Sometimes they even try to hold dupatta of the girls to make them fall from their bicycles.

The eve-teasers gather around some fixed points. Generally, they collect near rehriwalas, tea stalls or book shops on the railway road.

In a majority of cases, the girls don’t normally bring such incidents to the notice of their parents. Instead, they suffer in silence. That further encourages the eve-teasers.

The incidents happen in the presence of shopkeepers and commuters, however, they do not help the girls. In some cases when somebody has tried to intervene the girls would often take the side of the eve-teasers saying that the boys were known to them or were their classmates. However, such cases are rare.

A Principal said there was no police patrol either in the mornings or in the afternoons on the railway road when the schools and colleges open and get over. Not even a single PCR van has been seen in front of any college or school.

In a large number of cases the parents escort their daughters.Top

 

Ayurveda, Health Directorates to merge

CHANDIGARH, Sept 11 — The Haryana Government will follow the guidelines issued by the Union Government relating to the inclusion of the Indian system of medicine (ISM) and homoeopathy in the family welfare and other health programmes in the state.

Haryana Health Minister M.L. Ranga reportedly conveyed the state government’s agreement with the Union Government’s suggestions at the Health Ministers’ conference held in Delhi recently. While at the administrative level this step will result in the merger of the Ayurveda Directorate with the Health Directorate, this will also mean the extensive use of ayurvedic, unani and homoeopathic medicines under government-sponsored health programmes launched in the state in the future.

A Health Department note prepared in this connection, which was made available to this correspondent, said that the ISM and homoeopathy had vast potential but their strength had remained underutilised as they were not used in the mainstream health programmes. In Haryana only four ayurvedic/unani hospitals had indoor facilities. There should be a separate ISM and homoeopathic (ISM & H) hospital in each district, the note said and added that the Union Government should make a scheme to give grant-in-aid in lumsum to establish ISM & H hospitals in the state. Non-government organisations (NGOs) could also be encouraged to establish ISM & H hospitals with indoor facilities by giving grant-in-aid.

Giving a picture of the ISM and homoeopathic facilities at present, the note said that there were 412 ayurvedic, 20 unani and 20 homoeopathic dispensaries in Haryana. There were four ayurvedic/unani hospitals in the state, including the 100-bedded hospital attached with Sri Krishna Ayurvedic College, Kurukshetra. There were also six ayurvedic prathamic swasthya kendras which provided relief through the ISM and homoeopathy, the note claimed.

It added that most of the ISM & H institutions were located in villages and the staff posted in these were familiar with the rural masses. There were also a large number of ISM & H practitioners in the private sector, the note said and added that together they could form a unique resource. Moreover, in the national endeavour for creating awareness and a consensus on family planning and other national health programmes, the rapport between the ISM staff and private practitioners and rural people could be of tremendous use, the note observed.

Meanwhile, Health Department officials here said that although some works under the national health programmes were being assigned to ISM & H institutions at the field level, the facilities provided to them were very poor. No specific targets along with separate funds were given to ISM & H institutions under any programme. The officials said that had the Health Department shared its concern with ISM & H practitioners on issues pertaining to the small family norm, the promotion of child health, the reduction of the infant mortality rate and the maternal mortality rate and related matters, various health programmes might have shown better results.

The officials said that the ISM & H institutions could also effectively control arthritis, stress, blood pressure, neurological problems, obesity, spondylitis and diabetes.

Dr Jaspal who has been running a private nursing home at Ambala city told Tribune News Service that he would constitute a legal cell of the association on the Kerala pattern to provide legal assistance to the member of the association.

He said that all the district branches of the state would be connected through Internet for which the state unit would provide financial aid to purchase computers. He said that the women and sport wings of the association would be activated. Seminars and conferences would be organised, he added.Top

 

4 held for smuggling narcotics

SIRSA, Sept 11 — The police has arrested nine bookers and four others for smuggling narcotics.

According to the district police chief, Rs 3,500 was recovered from the bookers in a drive against gambling.

Meanwhile CIA police arrested Bagga Singh of Dhani Nagoki with 12 bottles of illicit liquor while the Sirsa police arrested Rajender of Kalania with 25 kg of narcotics. The Chautala police arrested Prem Kumar of Mandi Dabwali with 15 kg of poppy husk. Balbir of Singhpura village was arrested with 5 kg of poppy husk.

Meanwhile, the clash between private bus operators and students of Sri Hari Singh College in Ellenabad on September 6 has taken another turn as trade unions have come out in support of those booked by the police in this case.

According to information, nine unions decided to give a bandh call in support of Vinod Mimeriwala, an office-bearer of the local unit of the Haryana Vayapar Mandal and others booked for instigating the students.

The unions demanded the police to withdraw the cases against them.

In another case, a former sarpanch of Beharwala Khurd village of this district, has been booked by the police for alleged misappropriation of funds.

166 kg of poppy husk seized, 7 held

FATEHABAD, Sept 11 — The district police recovered a rich haul of poppy husk from Bhuna in this district today and arrested seven persons in this regard, under the Narcotic Drugs and Psychotropic Substances Act.

The SP, Fatehabad, Mr Shrikant Jadhav told mediapersons that the police, on a tip off, erected barriers and searched suspicious vehicles. When it searched a mini-truck, it recovered 153 kilogram of poppy husk from it. The contraband was packed in four gunny bags.

The police arrested Gurnaib Singh, a resident of Lohgarh (Punjab) and Rattan and Suresh both residents of village Gothya under Rajgarh police station of Rajasthan from the spot. A fourth accused, Raj Kumar, managed to escape. The SP said that the contraband was being taken to Punjab.

In three other incidents, the police today recovered 13 kg of poppy husk and arrested four persons in Bhattu Kalan block of this district bringing in poppy husk from neighbouring Rajasthan.

In another incident, the police recovered 950 gm of opium from Dhani Alika under Rattia police station today. The police arrested Sukhdev Singh and Baldev Singh in this connection under the N.D.P.S. Act. The accused were carrying the contraband on a bicycle.Top

 

MDU non-teaching staff stages dharna

ROHTAK, Sept 11 — Members of the Non-Teaching Employees Association of Maharshi Dayanand University staged a dharna in front of the administrative block of the university today in protest against the non-acceptance of their demands.

Mr Tara Chand Yadav, general secretary of the association, said it had served a 15-day notice to the university administration for accepting the demands. He alleged that administration overlooked their demands which forced them to adopt the agitational path.

He said resentment prevailed among employees as arrears of the revised pay scales had still not been released by the government while all government employees and those of the other universities had got the arrears nearly two years back.Top

PANIPAT, Sept 11 — The Panipat Nagrik Manch has decided to form an action committee, under the chairmanship of Mr Rammohan Rai, to take action if a decision regarding the election of nagar parishad chairman was not taken within the next 15 days.

The vacancy of the Chairman’s post was hampering the development of the town, Mr Mahesh Dutt Sharma said addressing a meeting of members of the Manch here yesterday.

At the meeting, measures were also suggested for the development of the town, particularly the maintenance of roads, desiltation of channels and regular power and water supplies.

Prof Bal Krishan Sharma, Mr Raghubir Singh, Mr Surat Singh and Mr Diwan Chand Bhatia were among those who expressed their views.Top

 

Alarming decrease in girls’ birth rate

SHAHABAD, Sept 11 — The decrease in the birth rate of girls in comparison to boys is alarming.

Of the 563 children born here during the past three months, 370 were boys while only 193 were girls.

According to a survey, in August alone, out of the 223 born children, 142 were boys and only 81 were girls. Out of the 140 children born in two local prominent nursing homes during this month, 98 were boys while 42 were girls.

AIDS counselling centre opened

CHANDIGARH, Sept 11 — A telephone counselling centre for AIDS patients has been opened at Yamunanagar in Haryana. The phone number of the centre, being manned by the Family Planning Association of India, is 22324, official sources here said and added that efforts were being made to provide a toll free number of 1097.

The sources said that two such centres were proposed to be set up at Rewari and Hisar.

REC teachers suspend stir

KURUKSHETRA, Sept 11 — The Regional Engineering College Kurukshetra Teachers’ Association (RECKTA), in its general body meeting held here yesterday, decided to suspend its 13-day-old agitation launched in support of its demands.

A RECKTA spokesman said the decision had been taken in response to two orders issued on September 9 by the college Principal, Dr N.P. Mehta, asking department heads and wardens of hostels to resume their duties, failing which the college would proceed against them as per college bylaws.Top

 

Oldest journalist honoured

KURUKSHETRA, Sept 11 (PTI) — Nonegenarian freedom fighter Dr Shanti Swaroop Sharma, the seniormost journalist of Haryana, was honoured by an NRI Harbans Singh. Singh who is a British citizen conferred the honour upon Sharma here last evening at Panchayat Bhawan.

Dr Chatter Singh, secretary of Haryana Union of Working journalists, and Sham Singh Rana, secretary of All-India Samajwadi Janta Party, said that Dr Sharma is a Gandhian.

Coop bank staff take leave

AMBALA, Sept 11 — All branches of the Ambala Central Cooperative Bank Ltd remained close today as most of the staff members went on two days’ mass casual leave from today.

The president of the Ambala Central Cooperative Bank Employees Association, Mr Satish Kumar Jindal, and general secretary Pratap Singh Malik said in a press note that the employees were agitating as their demands of overtime, disparity in pay scales, pension scheme and delimitation of ceiling on travelling allowances for the field staff were not implemented even after an assurance by the Chief Minister, Mr Om Prakash Chautala.

The association alleged that their demands were not being met with due to the non-cooperative attitude of the Registrar and Commissioner-Secretary of the department. It said if their demands were not accepted they would demonstrate in Chandigarh on September 18.

Cyber library for Karnal

CHANDIGARH, Sept 11 — The Haryana Government today proposed to computerise district libraries in the state in a phased manner, besides setting up a cyber library at Karnal. This library will be the first of its kind.

The Minister of State for Education, Mr Bahadur Singh, said the facilities available at the Karnal cyber library would help create interest among public in having the latest information from all over the world. Hartron would conduct one-month training for the staff of the cyber library.

He said in the first phase, six district libraries at Karnal, Gurgaon, Sirsa, Jind, Narnaul and Rohtak would be computerised as these had their own buildings.Top

 

Effluents: villagers form action panel

SONEPAT, Sept 11 — Residents of six villages situated in the Khad tract near the Yamuna today formed 101-member action committee to launch an agitation against the failure of the Haryana Pollution Control Board authorities to check the release of effluents by some chemical units in the area.

The residents said they had made several complaints to the authorities concerned but no action had been taken so far. The discharge of the effluents had assumed an alarming proportion and caused extensive damage to their crops and cattle, they alleged.

In December last, they had complained to the Chief Minister, Mr Om Prakash Chautala, when he visited Rai during a “Sarkar aap ke dwar” programme. He had directed the authorities of the pollution control board to take action. However, the authorities concerned did nothing in this regard.

The residents of Nathupur village alleged that gas emitted from a plastic factory had affected the health of people.

The action committee has decided to conduct a survey of the area to identify the units which caused pollution so that it could file a case in the court.Top

 

BSP to launch ‘jan chetna’ drive

ROHTAK, Sept 11 — Mr Aman Kumar Nagra, President of the Haryana unit of the Bahujan Samaj Party (BSP) and former MP, said his party would launch a statewide “jan chetna” campaign to root out corruption and vandalism from society.

Addressing mediapersons here yesterday, Mr Nagra alleged that the interests of the people in the state were being overlooked as the Chief Minister, Mr Om Prakash Chautala, and the state BJP President, Mr Rattan Lal Kataria, were “henchmen” of the BJP-led Union Government.

Mr Nagra claimed that seven activists of the Shiv Sena, four of the Congress and one of the Haryana Vikas Party had joined the BSP yesterday.

25 villagers held for expelling 20 families

HISAR, Sept 11 — The police has arrested 25 residents of nearby Mirchpur village for allegedly expelling 20 families belonging to a particular caste from the village.

According to the police, about 200 persons attacked these families with sharp-edged weapons and demolished their houses on August 28, alleging that they had encroached upon panchayat land meant for a pond.

The victims, however, claimed that they had been using the land since 1947.

It may be recalled that after the incident the victims had complained to the Narnaund police. However, a compromise was reached but the victims were not given possession of the land.

Arter waiting for a week, they shifted to a dharamsala on September 9 where they met the Social Welfare Minister, Mr Risal Singh, and brought the matter to his notice. He directed the Deputy Commissioner, Mr Anurag Rastogi, to look into the matter.

The SDM, Hansi, visited the village yesterday and directed the redemarcation of the land.Top

 

‘Touch-screen kiosk’ developed

CHANDIGARH, Sept 11 — The Haryana Government today claimed that inspired by the recently announced ambitious information technology policy of the state three enterprising computer engineers of Kurukshetra University had developed a “touch-screen kiosk”.

The engineers gave a demonstration of the kiosk to senior officers of the State government here.

The kiosk developed by them consists of a monitor equipped with a touch screen on which information is displayed and serves the purpose of a key board and also has speakers. The kiosk is an interactive medium of information. The kiosk provides information not only through the written message in English and Hindi but also through voice which makes it more convenient for those who can neither read or write.Top

 

Jaspal heads Haryana IMA unit

AMBALA, Sept 11 — Dr D.S. Jaspal of Ambala city has been elected President of the Haryana unit of the Indian Medical Association. He has been participating in the IMA activities since 1984. He remained Joint Secretary and Senior Vice-President of the state unit. He is also the recipient of the National award offered by the national President of the IMA.

Dr Jaspal who has been running a private nursing home at Ambala city told Tribune News Service that he would constitute a legal cell of the association on the Kerala pattern to provide legal assistance to the member of the association.

He said that all the district branches of the state would be connected through Internet for which the state unit would provide financial aid to purchase computers. He said that the women and sport wings of the association would be activated. Seminars and conferences would be organised, he added.Top
