Extremists kill 6 in Bihar

PATNA, Sept, 11 — In yet another gruesome carnage, six persons belonging to lower castes were killed by extremists in the Dumaria and Dharmresri villages of Tarari police station in Bhojpur district. The heavily armed killers first fired at the victims and then slit their throats to ensure death.

Though so far no extremist or Naxal organisation has claimed the responsibility for the killings, it is believed that the Ranvir Sena men have carried out the killings as the victims belonged, to lower caste. Top police officials are camping at the site of the killings and the combing operations are on to nab the killers.

It was being feared that the Ranvir Sena would unleash the killings as earlier the Intelligence officials had warned of increasing MCC activities. The Bhojpur area has been the hot bed of rivalry between the Sena and the MCC in the past and carnages are normal in this part of the state. Though it has not so far been ascertained whether the victims were MCC supporters or not.

The RJD supremo Laloo Prasad Yadav rushed to the spot after being informed of the killings. As the area was flooded, he had trouble reaching there. DIG-rank officers are also camping there. Since the area is flooded the police is expecting that the killers might be hiding in the nearby areas. The state DGP, Mr Jacob, told mediamen the combing operation had been launched. He said that so far there were no clear indications of the cause of the killings.

This is the second case of extremist killings in this area. On March 28, three persons were killed by the Ranvir Sena at Charpokhri. The most brutal carnage of Bhojpur took place in 1996 when Sena had killed 21 persons at Bathani Tola.

Recently the Intelligence persons had warned the state authorities of the resurgence in the MCC activities and a possible Sena reprisal.

CPM warning to Centre

NEW DELHI, Sept 11 — The Centre today came under sharp attack with the CPM issuing a warning against dismissing the Left Front government in West Bengal under Article 356 on the basis of a report submitted by Defence Minister George Fernandes.

While the CPM gave the warning in a statement on behalf of its Politburo, the former Prime Minister, Mr HAD. Deve Gowda also attacked the Centre saying that nobody in the past 23 years had talked about the failure of the state government to maintain the law and order specially in West Bengal.

“The political mission undertaken by Mr Fernandes is nothing but a blatant attempt at utilising the central government to intervene in and encroach upon the affairs of the West Bengal Government”, the Politburo statement said.

“By visiting three villages in the state, he had submitted the report to Home Minister Advani to placate the Trinamool Congress chief, Ms Mamata Banerjee who has been demanding dismissal of the Marxist-led government”, the statement said.

Mr Fernandes had also “resorted to political chicanery of the lowest form” by declaring that the life of Ms Banerjee was in danger in the state, the statement said, adding that he had tried to impose President’s rule in Bihar twice but failed. The same fate awaited him and the Trinamool Congress in West Bengal, the statement said.

Reacting to Mr Fernandes remarks, Mr Gowda said that “it is unbecoming of a Defence Minister and he is known for such utterances”.

Describing them as “unfortunate”, the former Prime Minister said the remarks were “totally uncalled for and politically motivated”.

Wondering as to how Mr Fernandes could come to the conclusion that the law and order situation in West Bengal was worse than Bihar, Mr Gowda said the Centre had sent three advisories to the state on the situation and a report was still awaited.

Panipat refinery ‘functioning well’

NEW DELHI, Sept 11 — The Indian Oil Corporation (IOC) today denied that there were any hiccups in the running of the Panipat refinery and maintained that the operations were on as per the company’s plans.

The IOC Chairman, Mr M.A. Pathan, told newspersons here that the refining operations were running without interruption in Panipat and there was no truth in the reports that the project had been plagued by accidents.

There have been some change in the operating systems but there has been no problem as such, Mr Pathan said.

Apart from setting up a power project at the refinery site, Mr Pathan said the company was also expecting to complete the recovery of chemical grade propylene at Panipat refinery during this financial year. During the last financial year, the IOC Board had approved the petrochemical complex for production of PX-PTA at Panipat.

He said all approvals and licences have been obtained for the proposed refinery residue-based power projects at Panipat and Savli (Gujarat). A joint venture company, Indian Oil Panipat Power Consortium Ltd has been incorporated with Marubeni Corporation of Japan for the Haryana project, he added.

The Chairman also disclosed that it was unlikely that IOC’s disinvestment would take place this year. As of today the company has no directions to this effect. It would take at least three months for the company to prepare its road map for disinvestment. Considering that the Christmas holidays would begin in December, one can safely say that the disinvestment would not take place before next year.

On the Government’s decision to allow hedging in petroleum prices, Mr Pathan said the world over State-owned companies did not do hedging. However, the RBI has yet to come out with the detailed guidelines and the company would think on these lines in the next two months, he said.

Disclosing the company’s performance during 1999-2000, Mr Pathan said the turnover increased by 36 per cent and the net profit increased by 10 per cent as compared to the previous year.

The sales turnover increased by Rs 24,711 crore from Rs 69,430 crore in 1998-99 to Rs 94,141 crore in 1999-2000. The sales volume increased by 2.74 million tonnes, from 46.05 million tonnes in 1998-99 to 48.79 million tonnes in 1999-2000, registering a growth of 6 per cent.

The operating profit before depreciation, interest expenditure and tax increased from Rs 4993 crore during 1998-99 to Rs 5971 crore during 1999-2000, showing an increase of 20 per cent. Profit before tax increased from Rs 2773 crore in 1998-99 to Rs 2970 crore during the period under review. Profit after tax was Rs 2443 crore.

Mr Pathan said the IOC paid a dividend of Rs 479 crore to the Government of India, Rs 67.5 lakh to the Gujarat Government and Rs 53.22 crore to the ONGC.

On the operating performance of the company, Mr Pathan said IOC achieved a record crude oil throughout of 32.42 million tonnes during 1999-2000, surpassing the previous best of 30.36 million tonnes in the last year. Refineries at Guwahati, Barauni, Gujarat, Haldia, Mathura, Panipat and Digboi collectively achieved over 100 per cent capacity utilisation for the seventh consecutive year.

SC admits plea against Sonia

NEW DELHI, Sept 11 — A three-Judge Bench of the Supreme Court today admitted an appeal against a judgment of the Allahabad High Court dismissing a petition challenging the October 1999 election of Congress President Sonia Gandhi to the Lok Sabha from the Amethi constituency.

The Bench comprised the Chief Justice A.S. Anand, Mr Justice N. Santosh Hegde and Mr Justice K.G. Balkrishnan. The appeal was filed by a defeated candidate Mr Hari Shanker Jain.

The high court had by the impugned judgment of May 20 earlier rejected the contention of the petitioner that Ms Gandhi being a foreigner was not qualified to contest any election in the country.

Mr Jain has challenged the Allahabad High Court order dismissing his petition challenging the election of Ms Sonia Gandhi on the ground that a person who acquired citizenship by way of registration or by way of naturalisation could not be termed as an Indian citizen within the meaning of Articles 84, 326 and 102 of the Constitution.

AP Left to seek President’s help

vijayawada, sept 11 (uni) — With the Andhra Pradesh Government turning down the Opposition demand for a judicial inquiry by a sitting high court judge into the police firing and lathi charge during the “chalo assembly” stir at Hyderabad on August 28, the cpM and eight other Left parties will take a delegation to New Delhi to seek the intervention of President k.r. narayanan and the National Human Rights Commission.

Announcing this at a press conference here today, state CPM Secretary B.V Raghavalu said the Left parties would submit a video cassette to Mr Narayanan and the NHRC on the “pre-planned violence let loose by the police at the behest of the government on the peaceful agitators on that black Monday”.

An independent human rights tribunal headed by former Supreme Court Judge v r Krishna Iyer had in principle agreed to constitute an inquiry commission headed by a retired Supreme Court Judge as requested by the Left parties and a 20-member fact-finding committee under the chairmanship of noted journalist k. Prasad had been formed to submit a prima facie report to Mr Krishna Iyer, he added.

The police had not made any attempt to disperse the agitators or arrest them but had rained blows on thousands of them with lathis and at least 27 volunteers had sustained bullet injuries on the upper part of the body, Mr Raghavalu claimed.

Demanding that the state government scrap all agreements entered with the World Bank, including the one to restructure the power sector, he said the country need not be dependent on the World Bank which accounted for only 19 per cent of the credit requirement. Besides, it would also end up paying high interest rates.

The state government should go in for loans from domestic financial institutions, he said.

Challenging the state government to place all the power purchase agreements entered with private power producers in the state assembly, Mr Raghavalu alleged that Rs 300 crore had changed hands in the deals.

As per the dictates of the World Bank, the state government was all out to privatise power generation, transmission and distribution and guaranteeing a minimum return of 17 per cent to multinational corporations and big corporates, he charged.

Report on WB full of lies: Basu

CALCUTTA, Sept 11 (PTI) — West Bengal Chief Minister Jyoti Basu today described the report of Defence Minister George Fernandes on the law and order situation in the state as “full of lies” and dared the Centre to take any action.

Stating that his government had received the report from the Centre, Mr Basu said “It is full of lies” and he would personally reply to it. “I told the Chief Secretary not to reply. I will reply tomorrow”.

Challenging the Centre to take any step, the Chief Minister told reporters at the Writers’ Buildings, the state secretariat: “I have never seen such a thing. Let them do the worst. The people will give the reply”.

On Mr Fernandes’ remark that West Bengal’s law and order was worse than Bihar’s Mr Basu said “he (Fernandes) is from Bihar. He is aware of the situation in that state”. But the state government has the CII report which described the state’s law and order as the best in the country. he said.

Will it be Dehradun, Nainital or Garsen?

DEHRADUN, Sept 11 (UNI) — The issues of appointing a chief minister and deciding upon the capital for the hill state of Uttaranchal will soon be settled, said Maj-Gen B.C. Khanduri (retd), MP from Pauri.

Speaking at Haldwani while on his way to Chamoli, General Khanduri said the decisions would take into account the opinions of the people’s representatives of the region.

He said he did not approve of the idea of having two capitals (summer and winter). This concept had not seen much success in Jammu and Kashmir, he said. There has been talk recently of making Dehradun the winter capital and Nainital the summer capital of Uttaranchal.

General Khanduri, who was going to Chamoli yesterday for culminating the ritual worship of the Nanda Devi temple said there was a need to carry out surveys and studies before deciding about the location of the capital as well as the high court of the new state. For the time being, either Dehradun or Nainital would suffice as a temporary capital, he said.

As Nainital has snowfall for about four months, most people feel that Dehradun should be declared the capital of Uttaranchal. No other city in the region has an infrastructure like Dehradun and a functioning capital can be made of it, after putting in the minimum of resources.

However, there is also a strong lobby for making the capital in Garsen, which is in the centre (geographically) of the state but which would have to be developed from scratch.

SC rejects Chadha plea to go abroad

new delhi, sept 11 (pti) — the Supreme Court today rejected Bofors payoffs case accused Win Chadha’s plea seeking permission to go to Dubai for medical treatment on the ground that the required medical attention is available in India.

“We see no merit in the petition and are not inclined to interfere in the high court order refusing Chadha permission to go to Dubai,” a Division Bench comprising Mr Justice K.T. Thomas and Mr Justice R.P. Sethi said.

During the arguments, Mr Chadha’s counsel Gopal Subramaniam submitted that his client could only move around on a wheelchair and he needed a cardio scan urgently in Dubai, where he was treated for his ailments for the past 11 years.

Mr Chadha came to India on March 18 this year on his own after repeated attempts by the CBI, which investigated the Rs 1437-crore Bofors gun deal case, failed.

The Bench said that the medical board constituted by the trial court opined that the medical attention needed by Mr Chadha was available here and there was no need of him to go abroad.

Appearing for the CBI, solicitor-General Harish Salve argued that it was not a bonafide petition and the court has to decide the same after looking at the conduct of the accused in the past 10 years.

Mr Justice Thomas said “You (Chadha) want to go abroad when a serious case is pending against you. You may go after the trial is over.

Rains claim 10 more lives in UP

Lucknow, sept 11 (uni) — Torrential rains have claimed 10 more lives in the past 24 hours in Uttar Pradesh raising the toll in rain-related incidents in the past 10 days to 200.

The swollen waters of Rapti, Boorhi Ghaghra, Koora and Ban Ganga rivers continue to play havoc in the state.

Three persons died each in Sidharthnagar and Nainital districts in incidents of house collapse and of drowning and two died each in Basti and Balrampur districts.

According to the weather office here barring Gorakhpur the fury of rains had lessened to some degree in all parts of the state. Most of the places in Gorkahpur division and some in Varanasi, Faizabad and Meerut divisions experienced rainfall. The weather remained generally dry in the remaining divisions.

According to the weather office the maximum rainfall during the past 24 hours of 4 cm was recorded at Khaddaand Balimikinagar 2 cm each rain was recorded at Gorakhpur, Ghazipur and Balrampur.

The flood situation in Sidharthangar district continues to be grim. The cracks developed in the embankments on various rivers still posed a danger to the people living there.The situation in Basti, Bahraich and Sant Kabir Nagar districts was no better.

A report from Sidharthnagar said following floods caused by the gushing waters of Rapti, Boorhi Rapti, Koora and Ban Ganga rivers the administration had alerted the Army for any eventuality.

Due to floods Dumariaganj, Bansi and Thatwa tehsils have been cut off from the district headquarters. Two to 3 ft high water had entered the buildings in Dumariaganj.

District Magistrate Rakesh Kumar said that 50 flood posts and 8 shelters had been set up for providing relief in the flood-affected areas. All educational institutions in the district had been closed for three days from today.

A uni report from Bareilly said the situation there had improved with the waters of Ram Ganga, Bahugal, Shankha, and Kichcha rivers receding. Meerganj and Aonla tehsils of the district had been the worst-hit in the floods and 70 villages in this area were still surrounded by flood waters.

The weather office has forecast light to moderate rains at some places in Basti, Gorakhpur, Faizabad and Allahabad divisions in the next 24 hours.

TN defends release of Veerappan men

NEW DELHI, Sept 11 — The Tamil Nadu Government in its counter-affidavit before the Supreme Court in the Veerappan case has justified its decision to withdraw TADA and other charges against five detainees in the state in exchange for the release of the matinee idol Rajkumar and his three relatives kept in captivity by forest brigand Veerappan.

The counter-affidavit was filed in the court today in response to the notice issued by a three-Judge Bench headed by Mr Justice S.P. Bharucha on a public interest petition filed by Dr B.L. Wadhera questioning the authority of the state government to withdraw the cases against the five TADA detainees.

The state government contended in the petition that it had powers under Section 321 of the Criminal Procedure Code to withdraw criminal charges against an accused in public interest.

The Bench headed by Mr Justice Bharucha had issued notice while admitting a special leave petition by Abdul Karim challenging the decision of the Karnataka Government to release 30 associates of Veerappan and withdraw TADA cases against 115 of his men. The petitioner’s son , Shakeel Ahmed, was one among the 28 police personnel shot dead by Veerappan’s men in 1992.

Section 321 says “Any public prosecutor or assistant public prosecutor in charge of a case may, with the consent of the court at any time before the judgement is pronounced, withdraw from the prosecution of any person either generally or in respect of any one or more of the offences for which he is tried”.

The result of such withdrawal would be discharge, if it is made before the charges were framed, or acquittal, if the charges were already framed.

The affidavit said the government could instruct the public prosecutor to withdraw cases against accused persons in “public interest or in greater public cause”.

The court on September 4 had given 10 days time to the Governments of Karnataka, Tamil Nadu and Andhra Pradesh to file their responses to the petition and then move an application for early hearing.

USA may dub Lashkar terrorist outfit: Chandra

NEW DELHI, Sept 11 (PTI) — The USA is considering to declare Pakistan-based militant outfit Lashkar-e-Toiba a terrorist organisation, India’s Ambassador to the USA, Mr Naresh Chandra, said today.

“We are convinced there is sufficient evidence to take action against them. I believe the case is in process and it is being given final touches”, he told Zee TV.

Asked how soon the action could be taken, he said “it is difficult to predict how soon action against them will be taken by the US Government. But it can be anytime”.

Washington had earlier declared the Harkat-ul-Ansar, also based in Pakistan, a terrorist outfit. The terrorist outfit has since changed its name to Harkat-ul-Mujahideen.

Mr Chandra said Prime Minister Atal Behari Vajpayee’s ongoing visit to the US would open more opportunities in the telecom and Information Technology sectors in India.

Counselling keeps out backdoor admissions

LUCKNOW, Sept 11 (UNI) — Lucknow University has achieved the distinction of becoming the only university in the country which offers traditional courses for graduates through counselling.

Established in 1921, the university this session gave admission to all traditional courses through counselling, and thus became the first university of its kind in the country to introduce counselling on merit for admission to the students in all streams.

The Vice-Chancellor, Prof D.P. Singh, said the new system has brought to a close the practice of backdoor admissions and helped meritorious students.

On having regularised the session at all levels from this year, he said, out of the total 162 examinations held, results of 147 had been declared while those of the rest would be announced by September 15.

Dwelling on the other recent changes made in university curriculum to streamline its efficiency, Dr S.K. Dwivedi, Director, Publication and Public Relations Centre, said several new faculties like education, fine arts, architecture, engineering, ayurveda and dental sciences had been introduced. Also, nearly 40 professional and vocational courses had been launched on a self-financing basis.

Dr Dwivedi further said that plans were afoot to connect all the departments through local areas network (LAN), besides starting a website of the university.

Fernandes puts off S. Africa visit

NEW DELHI, Sept 11 (PTI) — Defence Minister George Fernandes has put off his three-day visit to South Africa from Wednesday in the wake of Prime Minister and two other Cabinet ministers, who are members of Cabinet Committee on Security, being away in the USA and developments in West Bengal, according to top ministry sources here.

Mr Fernandes and Home Minister L.K. Advani are the only members of the crucial Cabinet Committee on Security to be in New Delhi, with other members like the External Affairs Minister and Finance Minister accompanying the Prime Minister on his official visit to the USA.

Mr Fernandes would have been India’s first ever Defence Minister to visit South Africa, a country with which New Delhi has seen a quantum jump in ties over the past few years specially in cooperation in armament building particularly in specialised equipment for use in counter-insurgency operations.

SC turns down CBI’s plea

MUMBAI, Sept 11 (PTI) — The Supreme Court has turned down the CBI’s plea to cancel the bail granted by a TADA court here to Shaikh Mohammed Ahtesham, alleged close aide of Tiger Memon who engineered the serial blasts in March 1993.

The prosecuting agency’s prayer to cancel the bail and issue non-bailable warrant against the accused was dismissed on August 21 by Mr Justice K.T. Thomas and Mr Justice R.P. Sethi.

Additional Solicitor-General Altaf Ahmad informed the apex court that the serial blast trial was nearing completion and only a handful of witnesses remained to be examined.

The CBI urged for the cancellation of bail on the ground that the accused was deeply involved in the conspiracy as he had gone to Dubai to meet Tiger Memon and also he took active part in landing of arms and ammunition at the Shekhadi coast in Raigad district of Maharashtra in February 1993.

Mr Ahtesham’s counsel, Mohammed Taijab Khan and Farhana Shah, contended that the accused had not misused his liberty since his release on bail in 1998. He has been regularly attending TADA court proceedings.

Moreover, they said, none of the prosecution witnesses examined on the point of landing of arms at Shekhadi have named him a participant in the conspiracy. Even one of the two approvers, Mohammed Usman Jan Khan, had talked about him to a limited extent of taking lunch at Nagothane petrol pump.

The Supreme Court, after hearing arguments, dismissed the special leave petition without prejudice to the right of the CBI to move for cancellation of bail on account on conduct of the accused whenever it became necessary.

Padmavathi Shah granted bail

CHENNAI, Sept 11 (UNI) — A Division Bench of the Madras High Court today granted bail to Padmavathi Shah who was convicted and sentenced to undergo two years rigorous imprisonment by a Sessions Court in the sensational Parvathi Shah murder case in Pondicherry.

The Bench comprising Mr Justice N. Dinakar and Mr Justice R. Balasubramanian also suspended the operation of the order of sentence till the disposal of the appeal filed by Padmavathi Shah, mother-in-law of the deceased Parvathi Shah, against the conviction.

The Bench granted bail to Padmavathi on the condition that she should execute a bond for Rs 10,000 and two sureties for a like sum. She should stay at Pondicherry and report before a Magistrate there once in a week.

It may be recalled that Pondicherry Chief Sessions Judge E.V. Kumar had on August 29 last awarded the death sentence to Kamal Shah, brother-in-law of the deceased woman and handed two years RI to Padmavathi in the case.

While Kamal Shah was charged with rape and murder of Parvathi Shah on July 14, 1999, and also causing disappearance of evidence and giving false information, Padmavathi was charged for causing disappearance of evidence in the case.

Prosecutor gets threats, to quit

coimbatore, sept 11 (pti) — in a twist to the trial in the Coimbatore serial bomb blast cases, the special public prosecutor (spp) today submitted before the special court that he was not willing to continue in his post as he said he was getting ‘threats’.

Mr Sounderarajan informed Special Judge m Thanikachalam that he was not willing to continue as spp in this case as well as in the Udumalpet bomb blast case, which is also being heard by the same judge and came up for trial this afternoon.

Mr Sounderarajan had received a letter threatening of dire consequences immediately after he assumed charge.

Mr Thanikachalam adjourned the Udumalpet blast case for September 18. Three persons were killed and three others injured, when a bomb planted in a cycle exploded near Udumalpet bus stand on December 3, 1997. Trial in the case had commenced on August 24 last and eight out of 107 witnesses had been examined.

“The legal wing in the Home Department of Tamil Nadu Government is initiating steps to appoint a new spp for these cases”, the sources said.

As about 50 accused in the serial blast cases were yet to appoint their counsel, the special court was likely to provide the option of legal aid from the government, the sources said.

If the accused refuse to comply with the option, the trial in the serial blast case would commence at an earlier date, the sources added.

NHRC agrees to plea on maintenance

NEW DELHI, Sept 11 — The Haryana Government’s suggestion to increase the maintenance allowance for divorced women has been accepted by the National Human Rights Commission (NHRC).

NHRC sources said the commission would recommend that the maintenance allowance for divorced women be increased to Rs 5000 per month. Presently, divorced women are entitled to a maximum allowance of Rs 500 per month under Section 125 of the CrPc.

In a communication to the commission, the Haryana Government had stated that the present amount of allowance given to divorced women was “woefully inadequate given today’s price index and economic situation.”

The commission also plans to write to the Chief Justices of the Supreme Court, the High Courts and the Ministry of Home Affairs to take adequate steps to ensure anonymity of rape victims. It has decided to stress on training and sensitisation of officers handling crime cases against women.

The commission said that anonymity of rape victims should be ensured so that rape cases did not go down in history perpetuating the name of the woman for all times to come. It said that even though the woman was a victim of this heinous crime, cases that reached the court get known in the name of the women only.

India ‘bidding’ for better guns

PUNE Sept 11 (PTI) — The Indian Army is considering to acquire more sophisticated artillery guns than the Bofors 15mm guns, according to Lieut-Gen Vinay Shankar, Director General of Artillery at Army Headquarters.

He told reporters here that the Army was interested in purchasing artillery guns the range of which exceeded 40 km and could match the precision, destructive power and range of the Bofors guns.

He said though the existing Bofors guns were very good and had performed very well during the Kargil war, the Indian Army was looking for procuring more sophisticated variety.

Asked whether the purchase would be made from the Bofors Company, he said “we are looking for wider options. A lot of countries have such guns which includes France, Israel, Russia, South Africa and Sweden. But we have not decided from whom we will purchase them”.

Replying to a question on Ghouri missiles of Pakistan, the Lieut-Gen Shankar said “let us not have any worry about what Ghouri can do to India. Our own Agni missile is quite capable of matching theirs”.

On the question of Indo-Pak relations in the wake of visit of Prime Minister Atal Behari Vajpayee and Pakistani military ruler Pervez Musharraf to the United Nations, he said: “It is very difficult to say. A country like Pakistan which is always sponsoring cross-border terrorism can be unpredictable”.

Life term for husband

NEW DELHI, Sept 11 — The District and Sessions Judge of Gautambudh Nagar, Mr Allah Raham, has sentenced Anil and Parvati, husband and mother-in-law of dowry death victim Manju, to life imprisonment.

The duo was sentenced under Section 302. The husband and mother-in-law duo had burned the victim to death in June last year.

MCC activists kill havildar
patna: A police havildar was killed and two policemen were seriously injured when outlawed Maoist Communist Centre (MCC) activists attacked their vehicle in Bihar’s Aurangabad district, a senior official said on Monday. The extremists on Sunday waylaid the police vehicle at Rajgarhia picket, exploded bombs and fired several rounds in which the havildar was killed, state Home Secretary un Panjiar said. — PTI

Mr Ain Rasheed Khan, a top police officer of West Bengal who made a name for himself in film-making and Urdu poetry, died here on Sunday night, family sources said. He was 58 and is survived by his wife and two daughters. Mr Khan, who was the Commandant-General of Home Guards in the state police, suffered a massive heart attack during a social function and was rushed to the SSKM hospital where he was pronounced dead. — PTI

Assassin of Ghosh killed

Hardcore ULFA militant Babu Saikia, the prime accused in the killing of Sanjoy Ghosh, General Secretary of an NGO, avard-ne, has been shot dead in an encounter in upper Assam’s Jorhat district, the police said on Monday. Babu carried a reward of Rs 1 lakh on his head. Acting on a tip-off, the police raided Chinatoli village in Majuli, the world’s largest river island, where Babu, alias Tridip Dutta, and his accomplices were staying with a family. — PTI

Ex-officer fielded for RS seat
