Robbers target Himalayan Queen CHANDIGARH, Sept 10 — The Himalayan Queen is the new target of robbers. After all passengers of an airconditioned coach of this train were robbed by armed goons near Panipat on August 28, a fresh case of an attempt to rob a woman passenger of this evening train near Karnal, was reported two days ago. In both cases, the suspects escaped. Interestingly, neither the Karnal police nor the Government Railway Police registered any FIR in the second case in which an attempt to snatch a gold chain of a woman passenger was foiled by some enterprising co-travellers. “Neither has there been any snatching nor is there any complaint with us,” an official of the Government Railway Police at Karnal told The Tribune on the phone today. She, however, admitted that an incident had taken place where two well-built young men, who were hanging out from a door of a second class coach (S-II), attempted to snatch a woman passenger’s gold chain. The passenger reportedly resisted the attempt. As a result, the chain was broken. The suspects, carrying only a portion of the snapped chain, managed to jump out of the moving train. Two policemen travelling on the train jumped after them before one of the passengers pulled the alarm chain and the train came to a halt. The suspects, eyewitnesses said, tried to run away under cover of darkness. Since they were chased by two policemen and some other passengers, they reportedly jumped into a nearby pond. In the meanwhile, the local police also reached the spot. While the train left after a while, the suspects could not be traced. Police officials maintain that they succeeded in dodging the policemen and other passengers chasing them under cover of darkness. As such no case was made out, they add. But this incident has sent shockwaves among passengers who frequently travel between Chandigarh and New Delhi on this train. The police officials are convinced the persons behind these cases could be none other than those who were previously part of the new powerful lobby of “liquor smugglers” which emerged on the scene after Haryana went dry during the previous regime of Mr Bansi Lal. In the first case, the armed robbers — seven to eight in number and carrying knives and pistols — conducted their operation methodically as they manned the entries to the coach and robbed all passengers. Two passengers, who resisted their attempt, were attacked. One of them escaped with bruises while the other suffered stab wounds. The suspects not only took away gold jewellery but also robbed a foreigner besides depriving all male passengers of their wallets. Though personnel of the Government Railway Police were travelling on the train, they had no inkling of what was happening in that airconditioned coach. Even after 13 days of the incident, the police is yet to make a breakthrough in the case. Little has been done to improve the security cover for passengers travelling by late evening trains in the state. |
BJP seeks coordination
panel with INLD ROHTAK, Sept 10 — Haryana BJP president Rattan Lal Kataria today sought the constitution of a coordination committee in the state comprising the leaders of the ruling INLD and the BJP, which was extending support to the Chautala government from outside. Addressing a press conference here today, Mr Kataria, who is also an MP, said the coordination committee of the two parties was the need of the hour to avoid any confusion and controversy over the decision of the state government on various issues. The BJP leader said he had taken up the matter with Mr Om Prakash Chautala during a meeting between the two leaders on August 30 and the initial response of the Chief Minister in this regard was positive. But nothing concrete had been done about it since then except statements in some newspapers,he lamented, adding that “the onus to constitute the coordination committee for better understanding between the BJP and the INLD lies on the Chief Minister’’. Mr Kataria said all important issues should be discussed by the committee before any final decision by the government. A specified number of leaders from both parties should be included in the committee, he added. When asked as to what the BJP would do in case Mr Chautala did not constitute the committee, Mr Kataria said the BJP leaders under such circumstances would have no option other than voicing their views on government decision through the Press. The BJP leader demanded that the state government should deposit Rs 100 per person under the “jan shree” life insurance scheme launched by the Union Government for the people living below the poverty line. Mr Kataria announced that the party would contest the next election on its own. He informed that the party had started adding Mohammedans to its vote bank to strengthen its base.

Remove Chautala
govt: Vidrohi FARIDABAD, Sept 10 — Mr Ved Parkash Vidrohi, president, Haryana unit of the Janata Dal, in a statement today called upon the people of the state to unite and remove the anti-people, anti-farmers and dictatorial government of Mr Om Prakash Chautala and his two power-hungry sons. Mr Vidrohi was addressing a state-level meeting of party workers at the Panchayat Bhavan, Ballabhgarh today. Mr Raj Kumar Gaur, general secretary and other senior party-level leaders also addressed the workers. He said all MLAs and ministers belonging to the INLD are just like bonded labourers and they do not have the courage to oppose or advise him to refrain from adopting anti-people and anti-traders policies. He added that Mr Chautala had no control over the bureaucracy or administration and this was the reason that in spite of frequent transfers of IAS and IPS officers, law and order and the crime rate had increased by 25 per cent. Mr Vidrohi criticised the Chief Minister for the filing of false police cases against the relatives of Palwal MLA Karan Singh Dalal and their political opponents. |
Criminal rearrested KURUKSHETRA, Sept 10 — A notorious criminal Laxmi Narain, who succeeded in escaping from the custody of Thanesar city police station by breaking the iron bars of the cell with the help of water pipe fitted in it, on the night of September 8 has been arrested within two days of the incident from Roopnagar, Delhi, today. Stating this to mediapersons here today, the district police chief, Mr Desraj Singh said that Laxmi Narain alias Lucher alias Balwan son of Nihal Singh, a resident of Brahman Majra village under Ishrana police station of district Panipat used to reside at different places change his name and commit crimes. He is also wanted in district Yamunanagar police in 13 cases in district Ambala and the Government Railway Police, Kurukshetra in one case each. The accused was arrested and remanded to police custody on September 9 under Sections 379 and 411 of IPC on September eight, for allegedly stealing Rs 16,500 from the tool box of a motorcycle from Subzi Mandi, Ladwa in the district. However, he succeeded in escaping from the cell by breaking its bars. Assistant Sub-Inspector Jaipal, Junior munshi Mahabir and Balbir Singh, sentry on duty, were suspended and arrested for negligence of duty and were later released on bail in the case. |
Job-oriented courses will be introduced: VC AMBALA, Sept 10 — Kurukshetra University has decided to review the syllabus of MBA, MCA and law to fulfil the demands of the day. It was stated by the Vice-Chancellor, Mr R.S. Choudhry, here today. After addressing the convocation function of S.A. Jain College, he said a committee had been constituted for this purpose which would submit its report within two months. “There are some courses in the university which do not have any relevance now. We have planned to upgrade them according to the needs of today. While introducing new courses the base of information and technology would be kept on priority. A decade back, the MBA course was having a big attraction, but today it had lost its glory. A few years back 10 to 15 candidates applied against a seat of MBA but now this percentage has been decreased to 1.8”, he said. In future only those courses would be preferred which would be able to generate employment and the university was planning to introduce five-year law course like some other universities, he added. Mr Choudhry said, “We have planned to bring some major changes in the examination system also. The results of all the examinations would be declared by June from next year so that the students seeking admission to other courses may not suffer and a nine-member committee had been constituted for this purpose which would submit its recommendations within a month.” He said he was aware of the difficulties faced by the students who applied for re-evaluation. He informed that this year 13,000 undergraduate students and 3,000 graduate and postgraduate students had applied for re-evaluation. He assured that the results of the re-evaluation cases would be declared within a week. Answering a question, he said a combined meeting of the VCs of Kurukshetra University and Maharshi Dayanand University along with officers of the Higher Education Department would be held at Chandigarh tomorrow to frame a consensus guidelines for the teaching hours for the lecturers of the colleges. Earlier, addressing the convocation, Mr Choudhry said, “The technological changes have brought many modifications in exploring the information and it is getting doubled every six months. Around 30 billion original documents are created every month with 630 billion pages of print going through the postal system in developing countries.” He said, “The information technology has a lot of potential to improve and manage different aspects of life like finding a place in the job market and is the only answer to the crises we are facing that day. With the available information one can take many decisions and get well adjusted in the world.” |
Road repairs washed away YAMUNANAGAR: The people of Yamunanagar district are sore over the condition of roads. Crores of rupees have been spent by the present government on the maintenance of the roads. A spell of rain washes out the repair work carried out by the PWD (B&R), Market Committee and the Municipal Council. There is an annual of budget of Rs 4 crore of the PWD (B&R) in Yamunanagar district. Besides this funds from the Member Parliament, MLAs and the Chief Minister's quota are spent on repairing roads in the district. The roads in the vicinity of Yamunanagar and Jagadhri city are being repaired by the Municipal Council, Yamunanagar. These roadsare in bad condition. A number of accidents have also taken place on these roads. A municipal councillor and a section of employees of the municipal council attribute the bad condition of roads to paucity of funds caused by the abolition of octroi. Under the Sarkar Aapke Dwar (Government at your doorstep) programme, launched by Mr Om Prakash Chautala, the Chief Minister of Haryana, lot of money is being spent in Yamunanagar district on the repair of roads, chaupals and school buildings. Though the instructions of the Chief Minister have been implemented, but the quality of work leaves much to be desired. The important roads of Yamunanagar, including the one near City Centre which also connects Badi Majra village, are in bad shape. A bathing ghat, constructed at a cost of Rs 1 crore and Grey Pelican, a tourist resort has been constructed near the road. High officials pass through this road everyday. The Irrigation Department is supposed to carry out the repair of the road. But it has not taken any step in this direction. Mr S.K. Vashisht, Executive Engineer, PWD (B&R), said the work has been stopped due to rain. It would be started after September. He said a sum of Rs 12 crore will be spent for the strengthening of the road from Yamunanagar to Pehowa (Kurukshetra district). Tenders for this were floated on August 21. The work will be started within next three months. He further stated that work for strengthening of the road from the Yamunanagar bus stand to Paonta Sahib, Himachal Pradesh, has already been allocated. |
Curbs on plying of maxi cabs SONEPAT, Sept 10 — The check traffic jams and road accidents, the district administration has decided to ban entry of maxi-cabs and jeeps into thickly populated areas of the city. It was decided at a meeting of district officials convened by Mr Sudhir Rajpal, Deputy Commissioner here last evening. The Superintendent of Police, Mr A.S. Chawla, General Manager of the Haryana Roadways, Mr H.C. Jain, the SDO (C), Sultan Singh and the Regional Transport Authority attended it. The Deputy Commissioner directed the authorities to enforce traffic rules and challan and prosecute the operators of maxi-cabs and jeeps found plying vehicles without permit or licences. He pointed out that the administration had notified the sites for the parking of vehicles but there are reports that the operators of the maxi-cabs and jeeps were violating orders in this regard. He asked the authorities to launch a campaign with the help of the police and take stern action against the operators found guilty of violations of traffic rules. The Deputy Commissioner also directed the officials to put up signboards at the parking sites of maxi-cabs and auto-rickshaw stands immediately and take up steps to enforce one-day traffic in different parts of the city. He disclosed that Roadways authorities had challaned the operators of 325 vehicles and recovered Rs 9.68 lakh as fine in the last three months. |
CM’s order not implemented FARIDABAD, Sept 10 — Haryana Chief Minister, Om Parkash Chautala ordered the district administration to repair immediately about 100 yards of road, starting from NIT-police station to Old Faridabad Railway Station during his previous visit to Faridabad in the last week of last month. The condition of this road is so bad that no cycle-rickshaw, scooter or any vehicle can pass through it. More than one lakh people pass through daily. More than a month has passed since the Chief Minister given instructions to district administration in presence of large number of press-reporters and officials, but it appears that orders of the Chief Minister have thrown into waste paper basket. |
Germany wants IT
experts from Haryana JIND, Sept 10 — In this modern age of competition information technology has achieved a significant place with Germany demanding 2000 computer engineers from Haryana. This was revealed by Haryana Chief Minister Om Prakash Chautala while addressing a gathering here today after inaugurating a cybercafe, computer and Internet training centre. He also released a CD on this occasion. Mr Chautala said that in the changing scenario the Haryana Government had implemented job-oriented education policy so that the century old education system introduced by the English could be changed. The Chief Minister said 10,000 teachers would be recruited and it would be mandatory for them to serve in rural areas at least for five years. The Chief Minister said English would be taught from class one and computer education from class nine. He said Rs 8 crore had been spent in Jind district on minor works during the past year. Earlier, the Chief Minister laid that foundation stone of an augmentation of water supply scheme at Dharaudi to be constructed at a cost of Rs 53.15 lakh. The people of this village would get 45 litre per capita per day potable water after commissioning of this water works. While addressing the gathering the Chief Minister said that Haryana government had decided that all the water courses would be bricklined in the state and damaged water courses would be repaired at government expense. |

DCs, SPs on Sept 12 CHANDIGARH, Sept 10 — The Haryana Chief Minister, Mr Om Prakash Chautala, has called a meeting of Deputy Commissioners and Superintendents of Police here on September 12. The meeting is likely to discuss various issues, including arrangements for purchasing paddy, the law and order situation and the devolution of more powers to panchayats. The meeting will also discuss the arrangements to be made for the second phase of the popular “Sarkar Aapke Dwaar” programme to be started by Mr Chautala from October 2. |
Vanamahotsava KALKA, Sept 10 — Members of Rotary Club, Kalka, along with their families celebrated tree plantation day here today. Mr M.S. Bhasin, the project in charge, said the club planned to plant about 150 ornamental trees at various places in Kalka town. He said the project had started today with the cutting of congress grass along the cremation ground road and about 50 ornamental trees would be planted on this road. Students want
more grace marks YAMUNANAGAR, Sept 10 — Future of hundreds of students of MA English (previous) of Kurukshetra University has been hanging in fire due to non-cooperative attitude of university authorities. Rajiv Kumar, resident of Jagadhri and student of MA English (previous) correspondence alleged that the university should change its decision of giving three marks grace for 40 marks mistake. He informed The Tribune here today that in the examination of MA English (previous) the paper-setters forgot and left one unit from each section namely B&C. He said that they had complained to the Vice-Chancellor of the university and demanded 20 marks. He alleged that they were shocked to know that the university only gave just three grace marks. He urged the Chief Minister, of Haryana to intervene and save future of the students. |
