Vigilance Bureau for
booking 2 Haryana gazetted officers CHANDIGARH, Aug 30 — The Haryana State Vigilance Bureau today recommended registration of criminal cases against two gazetted officers, one official and three other persons for committing various irregularities. A spokesman of the Bureau said in nine other inquiries, the Bureau had recommended departmental action under rule 7 against 16 gazetted officers, 12 officials and 14 other persons. The Bureau had recommended recovery of over Rs 10.50 lakh besides registration of cases and initiation of departmental action. He said the Revenue Wing of the Bureau had detected three cases of revenue leakage in which over Rs 1.27 crore were found involved and departmental action had been recommended against three gazetted officers. He said Ujjagar Singh a, clerk in the office of sub-tehsildar Barwala was caught red-handed while taking bribe of Rs 1500. A criminal case had been registered against him by the Bureau police station under the Prevention of Corruption Act. He added that a special checking was carried out by the Technical Staff of the Bureau. He said departmental action under Rule 7 of the Punishment and Appeal Rule, 1987, and recovery of Rs 57,247 had been recommended from VK Varma, Executive Engineer, DR Mahajan, Sub-Divisional Engineer and Pawan Kumar, Junior Engineer, Housing Board. He said Suraj Bhan, Secretary of the Mini Bank at Uplana had been convicted by the court, awarding him imprisonment of one year and a fine of Rs 2000.
CHANDIGARH, Aug 30 — The Haryana Chief Minister, Mr Om Prakash Chautala, today approved, the proposal of the Cooperation Department for setting up a Haryana cooperative institutional service board on the pattern of Uttar Pradesh for free and fair recruitment of employees in cooperative banks, as a first step. An official spokesman said the present system of recruitment was found to be in violation of governing rules. The recruitment made in Sonepat Central Cooperative Bank, for example, came under scrutiny of the Punjab and Haryana High Court. It was held by the high court that the entire procedure adopted by the bank for making recruitment to various posts was not proper. In the past the board of directors of Central organisations, who were the appointing authority under the Common Cadre Rules, had been exploiting certain loopholes in the rules. It was found that the selection process mentioned in the rules was too liberal and did not lay down some procedure for short-listing the candidates and also for awarding marks both on the basis of academic qualifications and interviews. Keeping these facts in mind, the government has decided to set up the Haryana cooperative institutional service board for making recruitment in cooperative institutions in a transparent and fair manner. A detailed study in this regard was conducted by the Financial Commissioner and Secretary, Cooperation Department, Mr M.K. Miglani, and the Registrar, Cooperative Societies along with other senior officers of the Cooperation Department. |

Vora: factionalism
in Haryana Cong Chandigarh, Aug 30 — Mr Motilal Vora, AICC general secretary, said here today that the coordination committee of the Congress in Haryana, constituted following a directive from AICC chief Sonia Gandhi, would not undermine the HPCC. Mr Vora, who is also the convener of the coordination committee, was talking to press persons after the first meeting of the panel held at the HPCC office here under his chairmanship. Mr Vora, however, admitted factionalism in the party in Haryana and said that the committee was an attempt to unite all leaders and intensify opposition to the state government headed by Mr Om Prakash Chautala. “The HPCC and the CLP had taken up various issues at their own levels but now everyone would unite to fight against the INLD government”, he said while claiming that the latest unity move would not fizzle out like the one initiated by him before the assembly elections as monthly meetings of the committee would be held and a review of the past month’s performance would be carried out. Mr Vora said that a number of issues, such as taxes imposed on traders, the new house tax formula, anomalies in the recruitment drive of the police force, the law and order situation, the proposed abolition of reservation for SC/ST students in the engineering colleges in Haryana, etc, had been identified at the meeting for mobilising public opinion against the INLD government. The coordination committee would deliberate on national, state and local issues and streamline the fight against the government. “ The fight will be inside the state assembly as well as outside”, he said. Mr Vora said that such coordination committees were being formed in all states where the Congress was not in power. Coordination committees would soon be set up for Punjab and Himachal Pradesh also, he said. On the inclusion of Mr P Shiv Shankar in the Haryana committee, Mr Vora said in all coordination committees at least one leader from outside that state had been included. Similarly, Congress-ruled states, manifesto implementation committees were being set up, he said. All members of the committee, including HPCC chief Bhupinder Singh Hooda, CLP leader Bhajan Lal, former HPCC chiefs Shamsher Singh Surjewale and Birender Singh and Ms Selja, attended today’s meeting, which continued for over three hours. Mr Bhajan Lal, Mr Hooda and Mr Shiv Shankar sat with Mr Vora during the press briefing. |

Quacks pose as medical experts HISAR, Aug 30 — Quackery is storming the bastions of medical specialists in Haryana with primary school dropouts posing as nephrologists and conducting dialysis on critically ill patients suffering from renal failure. The quacks’ illegal forays into the newer vistas of medical sciences came to light when a local newspaper last week carried an advertisement issued by one “Dr Kuldeep Singh” describing himself as a “kidney and dialysis expert” offering to conduct dialysis on payment of the cost of chemicals only. The advertisement stated the dialysis machine had been installed by a philanthropist of Sirsa “for the benefit of poor patients.” It appealed to kidney patients to utilise the services for “granting peace to the soul of Seth Ram Sharan Das Ji”. Inquiries made by The Tribune revealed the man posing as “kidney and dialysis expert” had never been to a college even let aside a medical college. He turned out to be a primary school dropout hailing from Akkanwali village near Tohana in Fatehabad district. A few years ago, he was reportedly selected as a police constable but quit his training in between. He was then employed in the clinic of a local nephrologist where he worked for about two years as a night ward attendant. He became a “kidney and dialysis expert” when a dialysis machine was installed at a local nursing home by a businessman of Sirsa. It is learnt the machine lay idle for a few months in the absence of a qualified nephrologist. How this former ward attendant came to operate the dialysis machine remain a mystery. Nevertheless, he has been conducting dialysis on renal failure patients quite sometime now. The Tribune has in its possession prescriptions signed by the man posing as a nephrologist. All efforts to contact him on the telephone numbers mentioned in the advertisement proved futile. Dr Arvind Gupta, a local nephrologist in whose clinic Kuldeep Singh had worked as a ward attendant, says dialysis can only be conducted by a qualified nephrologist. A dialysis conducted on a patient at the wrong time can cause instant death. He said even the PGIMS at Rohtak did not at presently have the services of a nephrologist due to which the dialysis machine there had been lying unused. Further inquiries by this correspondent reveal hundreds of similar school dropouts are operating as radiologists as well all over the state. It is learnt that with the arrival of modern diagnostic tools X-ray machines had ceased to be money-spinners for qualified radiologists who had now switched to more modern and safer diagnostic machines. Older X-ray machines are available for a pittance and illiterate unemployed youths had found these an easy way of making money. Most of them are operating independently in the villages in collusion with other quacks who refer gullible patients to them for X-rays for which they get a hefty commission. It was found that more than a dozen such fake “radiologists” owned several machines in different district of the state. They had employed rural jobless youth and trained them in operating these machines. The owners visit their clinics, which are often housed in the shops of quacks, regularly for collection of earnings and payment of commission to quacks. Inquiries reveal quacks are prescribing X-ray for ailments which cannot be diagnoses through radiological examination. However, patients are not only being charged for X-ray they are also being exposed to harmful radiation needlessly. When a quack was asked why he had been advising X-rays for minor fevers and exposing patients to radiation, he quipped. “Don’t bother much. In most cases these X-ray experts” hand over old X-ray films bought from government and private hospitals to the patients without conducting an X-ray. Where is the chance of harmful radiation then?” The more enterprising among the X-ray “experts” have even taken to fixing fractures and applying plaster of Paris casts. One such fake radiologist is providing mobile X-ray service in many villages of the neighbouring Fatehabad district of Haryana and bordering areas of Punjab and Rajasthan. He is a radiologist, orthopaedician and physiotherapist rolled in one. He carries his portable X-ray machine in his Maruti Zen. He dropped out of school in class IX. Dr Inderjit, president of the Hisar district branch of the Indian Medical Association, blamed the government for its failure to check quackery. He said it was because of government apathy that school dropouts had begun posing as medical specialists. He claimed that many unqualified persons were operating as doctors even in the towns. He cited the case of a woman who claimed to be an MBBS and treated patients here although the IMA and the local health authorities had on inquiry found she did not possess any medical qualification. |

Three arrested for
teenager’s murder SONEPAT, Aug 30 — With the arrest of three of the five accused in a murder case, the Sadar police today claimed to have solved the reported murder of Sandeep (13) of Kilohrad village and assault on his other family members last week. SP A.S. Chawla told mediapersons here that the arrested persons had been identified as Satish, alias Mona of Kilohrad village, Sanjeev, alias Babloo of Kharkhauda town and Manjit, alias Modher of Lawa village in Jhajjar district. The other assailants, he said, were still at large and the police had launched a hunt to apprehend them. He said the arrest of the culprits followed registration of an FIR with the police by Chameli wife of Om Parkash. She said her husband was tried on a murder charge. Rohtas, son of Tek Ram was allegedly murdered about nine years ago and the police had arrested her husband, along with his brother, in this case but they were acquitted by the court in 1996. She further said that Satish, alias Mona, son of Rohtas wanted to take the revenge from her husband. So he, along with other persons, armed with country-made pistol and other sharp-edged weapons forced their way into her house and killed her son Sandeep and injured her husband and other members of the family. According to the SP, the accused also fired shots at Ishwar, son of her brother and he sustained bullet injuries on his hand. The alleged assailants, he said, also looted the house of Mrs Chameli, her brother’s son Ishwar and Ajit. He also added that two other culprits involved in this case have been identified by the police. Mr Chawla further disclosed that the culprit Satish alias Mona, was also involved in a number of criminal cases registered against him by the police in parts of Rajasthan and UP. |

JTOs oppose DoT
corporatisation ROHTAK, Aug 30 — Junior telecom officers have
opposed the opening up of the National Long-Distance Network and the
move to corporatise the Department of Telecommunications (DoT). The
Junior Telecom Officers Association has threatened to launch an
indefinite “work to rule” movement at the rational level from
September 12 if the Vajpayee government does not reverse its decision
and goes ahead with its “ill-advised” move. The association
warned that besides causing financial loss to the DoT the government
decision would also have serious impact on the national security as
well. It regretted that the government had even ignored the objections
to this decision from the Ministry of Defence, the opposition parties
and the telecom employees’ organisations. Questioning the wisdom of the government to corporatise the DoT, the association said the proposed Bharat Sanchar Nigam Ltd (BSNL) would be a sick concern from the day it comes into existence. A consortium of foreign consultants led by A.F. Ferguson have been awarded a contract for Rs 1.20 crore to prepare the master plan for the corporatisation of the DoT. The association revealed that A.F. Ferguson had valued the assets of the DTO at Rs 2,50,000 crore and had advised the government that 50 per cent of the shares would have to be disinvested within 14 months of the formation of the proposed BSNL. The
foreign consultants, the association said, had further predicted that
no Indian company would be able to invest the huge sum of Rs 1,25,000
crore (50 per cent of the total assets). Therefore, a foreign company
called “strategic partner” would have to be chosen, the
consultants had told the government, the association said. These
reports, the association claimed, had vindicated its stand that the
corporatisation of the DoT was the first stage for its privatisation.

Meeting blood needs of patients AMBALA, Aug 30 — Blood is precious and the importance of blood is realised when some near and dear one is in dire need of it. Nothing can perhaps be more worrying than to run around to gather blood even as one knows that every drop of blood at that moment counts. It is in such a challenging scenario, a voluntary blood donation society of Ambala, Manas, has been doing a yeoman's service to provide blood when it is needed the most. Manas was founded on January 1, 1990, by Dr Sushil Kansal and a few like-minded individuals to cater to the emergency calls for blood for needy patients in the region. It started with over 40 dedicated donors, most of whom were students of the local SD College. Today, it has grown into an active voluntary blood donation society with over 500 blood donors who are ready to give blood in any emergency situation arising out of accidents, trauma or any other similar situation. The donors are from all walks of life. All the donors at Manas strongly believe that blood has no substitute, purchased blood could be contaminated and that the blood donation is simple, safe and satisfying. The emergency calls are presently being monitored and managed by Dr Sushil Kansal and Mr Ajay Gupta. Both Dr Kansal and Mr Gupta are active donors themselves with 42 and 35 donations, respectively. Dr Kansal of the SD College, Ambala cantonment, explained that the functioning of the society was simple. "Whenever any nursing home or clinic is in need of blood, the doctor or the attendant of the patient contacts us. We in turn contact the donor and route the donation through the Blood Bank at Civil Hospital, Ambala city," he said. "In case, the blood bank does not have a particular blood group in its stock, then a specific donor is requested to make a donation. However, before doing all this, the nature of the emergency is assessed. First, the attendants of the patients are persuaded to donate blood. In case they cannot do so for medical or other reasons, a donor is provided. In many cases, the attendants themselves donate and eventually become members of Manas," Dr Kansal said. He points out that Manas caters to over 200 emergency blood donations per annum. It runs in collaboration with the voluntary blood donation society of the SD College, Ambala cantonment, which provides new donors every year through students who donate blood in the annual blood donation camp conducted by doctors from the PGI, Chandigarh. This year the camp will be organised on September 1. Dr Kansal said there were a number of factors which hampered voluntary blood donation. For example, designated blood banks did not have any system of accepting blood of each other. This caused a lot of harassment, both to the donors and the patient. Also, the fee for procuring blood from the blood bank at Apna Hospital is quite high. The government charges per unit are high as processing fee even when a replacement donor is provided. Another problem faced by the donors of Ambala cantonment is the non-functioning of the proposed blood bank at Civil Hospital. "Manas does not have any organisational set-up with presidents or secretaries. Anyone who feels the pain of the patient in need of blood is welcome to join hands and serve," Dr Kansal said. |

Dharna against Wakf Board’s policies AMBALA, Aug 30 — A dharna was held in front of the head office of the Punjab Wakf Board Ambala cantonment. Activists of the Punjab State Muslim Welfare Association and the National Muslim Welfare Movement took part in the dharna to "fight wrong anti-wakf and anti-Muslim policies of the Wakf Board". The speakers at the dharna levelled charges of wrong-doing by Punjab Wakf Board officials. A memorandum was later submitted. The activists claimed "in real sense, Muslims have been pushed to a tight corner by the wrong and corrupt policies of the board." The memorandum alleged "the Punjab Wakf Board has failed to protect the interest of wakf in regard to the mosque land at Dera Bassi as the illegal occupant has won the case but the wakf board has never taken pain to become even party to the suit to protect the interest of the board." Among other issues, the memorandum claimed that the Punjab Wakf Board had leased out the only graveyard of the Muslims at Lalru in Patiala district to some rich person and in Rajpura, the Muslim tenants were being harassed at the hands of corrupt staff of the board. At Sirhind the madrasa building constructed near Aam Khas Bagh by the wakf board was only a wastage of money as no officer of the board was taking interest in completing the project, while the Muslims of the area were in utmost need of the madrasa, the memorandum stated. "Idgahs and graveyard have been leased out by the board, although the Muslims are badly in need of the same. The Nabha Idgah has been leased out by the board and at Sirhind the graveyard has also been leased out, while it is required for the muslims. At Nabha the board has leased a mosque to some relative of a wakf employee," the memorandum alleged. The memorandum pointed out that various mosques were incomplete due to lack of funds. Repeated requests had been made by the Muslims to the Punjab Wakf Board for grant of sufficient funds for the completion of these mosques. However, a spokesman of the Punjab Wakf Board dismissed the allegations. He stated that the board had been constantly working for the welfare of the Muslim community. The spokesman, Mr Ansari, said that Rs 4.12 crore was spent last year on the welfare of the Muslim community. Regarding the burial ground, Mr Ansari observed that burial grounds had been provided in all the districts. "Wherever there is any problem, alternative land has been earmarked by the board for burial so the allegation of not being able to bury is baseless," he said. |

shot at in college FARIDABAD, Aug 30 — One student was shot at in Government Nehru College here this morning. The police has arrested a student of the college in this connection. According to information available, the incident took place at about 10 this morning when some students were reportedly “handling” a countrymade revolver. It is reported that Yashpal, a student of BA I, goty injured seriously when the bullet from the revolver hit him on his chest and arm. He has been admitted to Sunflag Hospital in a critical condition. While it is not clear who brought the weapon to the college, it is learnt that Yashpal and Vinod of BA III were engaged in a tussle to take the weapon in their hand when it went off “accidentally”. Several students heard the gunshot and rushed to the spot. It is reported that they beat up Vinod as they thought he had fired at Yashpal. Vinod, who was arrested by the police, was taken to Badshah Khan Hospital for medical check-up. The injured student belongs to the nearby daulatabad village. Some of the students later said they had seen the revolver with another
student earlier. |
Traffic control drive
draws flak PANIPAT, Aug 30 — Resentment prevails among residents of the area against the discriminatory attitude of the traffic police and the district administration. They allege harassment at the hands of traffic police personnel. Under directions from the district administration, the traffic police had launched a drive to remove encroachments on service lanes parallel to National Highway stretch in the city, from Saturday last. The step has been taken in order to streamline the flow of traffic on these service lanes. A motorcyclist alleged that when he went to make an STD call from a PCO near the bus stand an Assistant Sub-Inspector (ASI) on duty along with his team deflated the tyres of his motor cycle and of other two-wheelers parked on the roadside. When questioned as to why they were deflating tyres of only two-wheelers and not of other vehicles, including three-wheelers and a truck, also parked nearby, the ASI snubbed the motorcyclist and asked him not to interfere in his work. The ASI then left the site and allegedly took the pin of the tyre of the motorcycle leaving the youth stranded on the roadside with no option except to drag the motor cycle to a mechanic for necessary repairs. Several innocent persons were also harassed on Sunday evening. People said they should at least be informed before the start of any such drive to enable them to park their vehicles at appropriate places. Onlookers alleged that the attitude of traffic police officials on duty was high-handed towards common man and they were obliging the transport companies, three-wheeler owners and other commercial vehicle owners. They further alleged that the ASI also challaned the owner of a new car (vide challan No. 136694) and the driver’s licence was also confiscated. But sensing the anger of the mob the ASI made an incomplete challan (No 136695) of a truck of a transport company and confiscated the registration certificate of the truck, which the owner of the truck claimed was fake as the original one was with him. Moreover, the owner of the truck openly alleged that the ASI did not know whose truck it was and he would have to return the registration certificate by late evening. Similarly, trucks (No. HR 06 - 7785 and HYC 6282) were also spared by the same ASI. The people alleged that while influential persons usually escaped, ordinary citizens are at the mercy of these law enforcement agencies. They pointed out that if the department took stringent action against three-wheelers, jeeps, maxi cabs plying without permits and stopped the movement of trucks in the city during day time, most of the traffic-related problems would be sorted out automatically. |
CBSE may include
NCC as subject ROHTAK, Aug 30 — The Central Board of Secondary Education (CBSE) is contemplating to include NCC as a subject in its curriculum at the plus two level on the request of the Directorate of National Cadet Corps. The efforts in this regard have been made through the Human Resource Development Ministry to seek the participation and cooperation of the people in the matter of internal security. The Union Government constituted the Internal Security Management Task Force under the chairmanship of Mr N.N. Vohra in April last observing national-level threats to internal security after the Kargil conflict. The committee was asked to submit its report by the end of August. According to sources, among other suggestions, the committee recommended to adopt measures to inculcate a spirit of patriotism and to enhance awareness among citizens regarding internal security. The proposal to include NCC in the CBSE curriculum comes in the backdrop of nearly 15,000 posts lying vacant in the defence forces. CBSE officials said fewer students were joining the NCC at the school level due to career consciousness. The CBSE is planning to constitute a committee of experts which would lay down a curriculum, develop course material, organise workshop for teachers and lay down their qualifications, etc. According to sources in the Head Office of the CBSE, Delhi, several meetings in this connection have been held but the move is yet to materialise. The CBSE is trying to make NCC as a subject for classes XI and XII from the next academic session. Military science, adventure studies and strategic studies are reportedly being considered as names for the subjects. |

School results BHIWANI, Aug 30 — The results of matric and Senior Secondary examinations, June-2000 of Haryana Open School have been declared today. Girls have secured more pass percentage than boys in both these examinations. Disclosing this the Chairman of the Board of School Education, Haryana Mr Sher Singh Rori, told mediapersons here today that the pass percentage of matric examination was 23.12. He said total 8,139 candidates had appeared in matric examination and 1,882 had been declared successful. He said the pass percentage of Senior Secondary was 14.97. As many as 7,368 candidates had appeared in Senior Secondary examination and 1.103 candidates had been declared successful. Giving more details the Secretary of the board, Prof Jagdish K. Sihag, said in matric examination 6,287 boys appeared and 1,440 got through. Whereas 1,852 girls took this examination and 4,42 were declared successful. In Senior Secondary examination 5,085 boys had appeared and 7,04 were declared pass. Their pass
percentage turned out to be 13.84. On the other hand 2,283 girls took this examination and 3,99 were able to get through giving a pass percentage of 17.47. Prof Sihag said the candidates, who want to appear in matric and Senior Secondary, December-2000 examination for STC compartment, could send their forms with an examination fee of Rs 60 per subject upto September 30, 2000, without any late fee. After this date a late fee of Rs 200 would be payable upto October 15, 2000. A late fee of Rs 300 would be payable if forms were deposited one month before the commencement of examinations. The Secretary said the results of these examination would be available at co-ordination centres from August 31. He said the pass Certificates/STC cards of candidates would be sent within 10 days of the declaration of result. |

programme CHANDIGARH, Aug 30 — The Haryana Government has earmarked Rs 21.46 crore for supplementary nutrition under the Integrated Child Development Services (ICDS) scheme during the current financial year. Stating this here today, the Minister of State for Social Welfare, Mr Risal Singh, said under the ICDS scheme, supplementary nutrition was being given to 9.94 lakh children between six months and six years of age and 2.31 lakh pregnant women and nursing mothers. He said National Nutrition Week would be observed in the state from September 1. This year the theme was “Malnutrition — an obstacle to national development.”

new bhavan Tribune News Service CHANDIGARH, Aug 30 — With a view to housing offices of various apex cooperative institutions under one roof, the Haryana Government today decided to set up what it described as Sahkarita Bhavan in Chandigarh. The Chief Minister, Mr Om Prakash Chautala, approved this proposal of the Cooperation Department. An official spokesman said the proposed Sahkarita Bhavan, once constructed, would house the offices of the Registrar, Cooperative Societies, the Haryana Dairy Development Cooperative Federation, the Haryana State Agricultural Rural Development Bank and the Haryana Housing Cooperative Federation. The bhavan would have a common committee room a training centre, a canteen, a computer centre and an EPABX system. The cost of this building would be shared jointly by the apex cooperative institutions. |
College teachers ‘not
paid salaries’ CHANDIGARH, Aug 30 — Teachers in many government-aided private colleges have not been paid their salaries for the past three months. Stating this here today, the general secretary of the Haryana College Teachers Union, Dr Sudershan Gasso, said by not implementing the pension scheme for the staff of these colleges, the government had put the employees in a disadvantageous position because the employers had stopped depositing their share in the provident fund account of the employees. He said the new UGC scales had not been implemented completely till date. College lecturers in the state had been given neither the arrears of the new pay scales nor senior and selection grades. The teachers whose salaries had been fixed at Rs 14,940 had not been granted the promised additional increment. Similarly, PhD and MPhil degree holders had been given neither an additional increment nor the service benefits as per the new UGC scales. These interpretations, he said, had reduced the status of highly qualified lecturers to that of factory workers. He said the service conditions relating to office jobs should not be imposed on the teaching profession. He alleged that the state government was applying these conditions on teachers without providing the basic infrastructure and facilities to them in colleges. |
Encroachments in HUDA
colonies removed SONEPAT, Aug 30 — In an anti-encroachment drive, the district police and the civil administration demolished scores of unauthorised constructions in Sectors 14 and 15, residential colonies of the Haryana Urban Development Authority (HUDA), here yesterday. The demolition squad, headed by Dr Sultan Singh, Sub-Divisional Magistrate, and accompanied by police personnel, removed unauthorised structures raised by residents in front of their houses, using bulldozers. Although some residents initially resisted the move of the authorities, many of them later started demolishing the encroachments in front of their houses to save themselves from being penalised. According to reports, the demolition squad of the administration also targeted Rishi Kunj Colony on the Sonepat-Dewru road and uprooted the unauthorised constructions, including metalled roads. The Divisional Country and Town Planning Officer maintained that it was a controlled area and no one was allowed to set up a residential colony on it. All plot-holders and colonisers were given notices before the demolishing operations, he added. |
Jama Masjid in
controversy SIRSA, Aug 30 — Jama Masjid here has become a subject of hot talk these days with the revenue officer of the Punjab Wakf Board, Abdul Waheed, writing to the SP, Mr K.K. Mishra, demanding a thorough inquiry into the issue of some persons staying in the masjid. The President of the district unit of the Bajrang Dal, Mr Suresh Vats Bharti, suspecting them to be ISI agents at work in Sirsa, has expressed concern over the issue. The masjid, situated in the heart of the city, houses the office of the Punjab Wakf Board. There are some rooms in its premises in which some Muslims from outside are staying. In a letter to the district police chief, the revenue officer has requested him to verify their identity. However, according to Imam Salim Ahmed, he allows admission only after proper verification. |
Banks told to accept
tax payments YAMUNANAGAR, Aug 30 — To facilitate the city residents in the payment of taxes, all computerised branches of the nationalised banks here have been directed to accept the payment of taxes with effect from August 1. Mr G.S. Virk, Income Tax Officer, said here yesterday that the city had been covered under the one-by-six scheme introduced by the Income Tax Department. As per this scheme, those assesses who fulfil any one of the six criteria laid down in the proviso to Section 139 (1) of the Income Tax Act 1961, are liable to file their returns of income in a simplified form, designated as Form no 2C. The return of income is to be filed, even if income of the assessee is below Rs 50,000, so long as he is covered by one of the criteria laid down under the scheme. |
Pensioners get more
time to apply CHANDIGARH, Aug 30 — The Haryana Government today decided to extend by six months the dates for applying for the revision of pre-1986 and pre-1996 pensions by pensioners and family pensioners up to January 12, 2001, and January 17,2001, respectively. A spokesman for the Finance Department said those who failed to submit their applications in this connection during the extended period would be deemed to have opted for the existing pension or family pension. In exceptional cases, where the head of the department concerned considered that the delay in submission of an application for the revision of pension was beyond the control of the applicant, such delay would be condoned only with the approval of the Finance Department. |
Students protest
over union poll HISAR, Aug 30 — Students of local colleges went on a strike here yesterday to press for their demand for elections to the students unions. The call for the strike had been given by different students organisations. They presented a memorandum to the district authorities in this regard. Addressing the striking students, leaders of various organisations said while in Opposition the Chief Minister, Mr Om Prakash Chautala, had promised to hold elections to the unions if he came to power. He had then criticised the Bansi Lal government for banning the unions. However, after assuming power Mr Chautala had adopted a much tougher posture against students than his predecessor. They threatened to intensify their stir if the dates for the elections were not announced soon. |
Anita Yadav is
chief of Haryana Mahila Congress CHANDIGARH, Aug 30 — Ms Anita Yadav (36), Congress MLA from Salhawas in Jhajjar district, has been chosen as the chief of the Congress party’s women’s wing in Haryana. She replaces Ms Prasanni Devi who had a marathon stint of 18 years as chief of the Mahila Congress. Both HPCC chief Bhupinder Singh Hooda and CLP leader Bhajan Lal today welcomed Ms Yadav’s elevation as the chief of the party’s women’s wing in Haryana. Talking to newspersons at the HPCC office here, Ms Yadav said her first priority would be to constitute block and district level bodies of the women’s cell and activate them for taking up various issues, including social issues such as indiscriminate opening of liquor vends in the state and resultant
alcohol abuse and other such issues. She would soon start a statewide tour for this purpose, she said. Mr Yadav added that she would not become part of any faction of the party and would work for strengthening the party as a whole in

Rohtak lawyers protest ROHTAK, Aug 30 (UNI) — Lawyers began their two-day strike here today in protest against the reported move of the state government to elevate present Bahadurgarh subdivision of Jhajjar district to a full-fledged district by merging some areas of Rohtak district. The call for the strike was given by the Rohtak District Bar Association to express resentment over the proposal to merge Sampla town and some villages of Rohtak district into the proposed new district. The lawyers here had gone on a one-day strike on August 28 last on the same issue and Bar association president Ram Niwas Hooda had declared at a press conference that the association would launch a prolonged agitation if the present Rohtak district was “disturbed” while creating any new district. |
