HUDA to float new sectors
CHANDIGARH, Sept 8 — The Haryana Urban Development Authority (HUDA) has decided to float new sectors in Kurukshetra, Faridabad, Karnal, Hisar, Bahadurgarh, Panipat, Panchkula, Gurgaon, Bhiwani and Karnal.

MDUTA for removal of registrar
ROHTAK, Sept 8 — The president, the Maharshi Dayanand University Teachers’ Association (MDUTA) has appealed to the Governor-cum-Chancellor of the university to remove the registrar, Dr Preet Singh with immediate effect, terming him as “absolutely unqualified” to hold the office of the Registrar.

HUDA to float new sectors

CHANDIGARH, Sept 8 — The Haryana Urban Development Authority (HUDA) has decided to float new sectors in Kurukshetra, Faridabad, Karnal, Hisar, Bahadurgarh, Panipat, Panchkula, Gurgaon, Bhiwani and Karnal.

Mr Dhirpal Singh, Town and Country Planning Minister, said Sectors 4 and 8, (residential) Kurukshetra, sectors 44 and 47, (residential), Faridabad, sector 8 (11), (residential) Karnal, sectors 1 and 4, (residential) Hisar, sector 2, Bahadurgarh, sector 25 Panipat, sectors 27 and 28, Panchkula, sector 62 (residential) Faridabad, sectors 51 and 52, Gurgaon and sectors 9 and 11, Hisar, would be floated. Schemes for plots for the economically weaker sections (ews) in Gurgaon, Faridabad, Kurukshetra, Hisar, Sirsa, Bhiwani and Karnal (residential scheme) would also be floated.

The minister said developmental process of plots would be undertaken in this financial year. These plots are in sectors 9 and 9A in Bahadurgarh, sector 4, Rewari, sector 7, Sonepat, sector 24, Panipat, sector 38, Gurgaon, sectors 27 and 28, Panchkula, sector 20 part-II, Panchkula, and sector 1, Narnaul.

Mr Dhirpal Singh said the new projects to be undertaken by HUDA this year included a golf course in Sector 3, Panchkula, an auditorium in Sector 5, Panchkula, eight primary schools, four senior secondary schools, four dispensaries, 11 police posts, three police stations, 12 community centres and a gymkhana club.

He added that HUDA had spent over Rs 187 crore during the past one year on developmental works in various urban estates. A total of 7,511 plots, including 6,286 residential, 848 commercial and 377 industrial plots, were developed. Besides this, 10 primary schools, one senior secondary school, five dispensaries, four police posts, two police stations, four community centres and one fire station building were also constructed.

The minister said HUDA had repaired 175 km of roads. It had also constructed the Sports Complex in Sector 3 of Panchkula. The work of mini-secretariat buildings at Karnal and Rohtak was nearing completion.

He said HUDA had acquired 572 acres in different urban estates and compensation to the tune of Rs 79 crore for acquiring this land had been given to the owners in the past one year.

The minister said some plots would be reserved for Scheduled Castes, backward classes, war widows, widows, disabled soldiers, freedom fighters, handicapped, Haryana government servants, defence personnel, ex-servicemen and NRI. Also, the owners, whose land was acquired for the development of the sectors, were allotted plots under the oustees policy. He said 57 per cent reservation had been made for the economically weaker sections of society for plots up to three marlas.

MDUTA for removal of registrar

ROHTAK, Sept 8 — The president, the Maharshi Dayanand University Teachers’ Association (MDUTA) has appealed to the Governor-cum-Chancellor of the university to remove the registrar, Dr Preet Singh with immediate effect, terming him as “absolutely unqualified” to hold the office of the Registrar.

In a faxed message sent to the Chancellor today Mr Somveer Rathi, president, MDUTA said the apex body of the university, the executive council laid down the qualifications for the registrar at its meeting held on March 21 last. As per resolution number 9 passed at the meeting a person should have at least 15 years of experience as lecturer in senior scale/lecturer with eight years of experience in reader’s grade along with experience in educational administration for the post of Registrar. Mr Rathi alleged that Dr Singh possessed only nine-and-a-half-year of experience, that too as a lecturer, and is unqualified to pursue on the chair.

Earlier, Mr Rathi convened a meeting of the MDUTA to pass a resolution regarding the removal of registrar on the said ground a few days ago. However, the 11-member executive committee of the MDUTA reportedly could not reach a consensus on the issue. It is learnt a majority of members here of the view that the yardstick of eligibility should be applied to all the key functionaries of university in case a move was initiated in this connection.

Bungling alleged in B.Ed admissions

BHIWANI, Sept 8 — Parents of the students, who attended the counselling for B.Ed (regular) admission on September 3 at Kurukshetra University, have alleged that numerous irregularities have been committed by the admission committee.

It is alleged that no attendance of the candidates who turned up for counselling was taken by the committee. The 10th line of page no.2 of the counselling letter received by the candidates clearly states that attendance is mandatory as only those students would be called for the second counselling session who mark their presence in the first session. In the absence of any attendance sheet, it will not be possible to distinguish between students who are eligible and those who are ineligible for the second counselling session.

The parents have said that the admissions of the NRI/NRI-sponsored candidates are to be finalised on September 14, but there is ambiguity regarding the procedure for counselling and selection as the students have been asked to present themselves at various Colleges of Education on the same date and at the same time. The students are in fix as to how the admission committee is going to decide the merit of the students who are going to appear at the different colleges of education.

They further allege that though the admissions to the paid seats have already been made along with the centralised general counselling on the basis of merit at Kurukshetra University, discretion is being exercised while filling NRI/NRI-sponsored seats.

Ms Pragya, a candidate for B.Ed from Bhiwani, approached Mr Amar Singh, the convener of the admission committee, with the written request to remove these anomalies but the official allegedly did not pay any heed to her request and acted in irresponsible manner. He refused to accept the application and asked her to approach the court for redressal of her grievances. He also called the security men and ordered them to push her out of the counselling hall, it has been alleged by the father of Ms Pragya.

She had then tried to contact the contact the Vice-Chancellor, but he was out of station at that time. However, a written complaint was handed over to the PA to the Vice-Chancellor on September 3 for taking appropriate action against the ‘erring’ officials.

An application was also forwarded to the Vice-Chancellor for redressal of grievances and removal of anomalies in the selection procedure of NRI/NRI-sponsored candidates.

Delay in exams worries D.Ed students

FATEHABAD, Sept 8 — Resentment prevails among students of Diploma in Education (D.Ed) in various district institutes for Educational Training (DIETs) in Haryana over the unexplained delays in the conduct of their final examinations.

The students who have already completed their syllabi and the two-year term of their course will have to appear in examinations in November. The delay is causing a lot of hardship to the students.

Talking to this correspondent, some students of the DIET at Ding Mandi complained the State Council for Educational Research and Training (SCERT) which conducts examinations for D.Ed, also called Junior Basic Training (JBT), was responsible for the delays. This, they said, would prove detrimental to the career of those students who wanted to get admission to some degree course after completing their examinations. They say that admission to colleges and universities, can be taken latest by October 31, and that too with the permission of the Vice-Chancellor. If these examinations extend up to the middle of November, as things stand today, they stand no chance of getting admission to the degree courses.

The worst sufferers, they say, are those who took admission to D.Ed after their B.Sc (first year). As they had already spent two years in the DEd course, if they fail to get admission to BSc second year this time their BSc (first year) is in danger of being lapsed as the rules say they have to take admission to BSc (second year) within three years of passing BSc I.

As B.Sc can neither be passed as a private candidate nor as a casual student they have no other option left. The students say if their annual examinations for DEd are not held in time the course will cost them four previous years instead of just two years.

BSF SI cremated with honours

SONEPAT, Sept 8 — Sub-Inspector Kaptan Singh of the Border Security Force (BSF) who was killed in an encounter with the Pakistani militants in Jammu and Kashmir on September 5, was cremated with honours in his native Tihar Khurd village in this district yesterday.

Locals and people from nearby villages attended the cremation and paid tributes to the martyr. They expressed sympathy with the bereaved family.

Mr Sultan Singh, SDM, Mr Jagbir Singh Rathi, Additional Superintendent of Police, Mr Jai Singh, Secretary of the Zila Sainik Board were among those present to pay their last respects to the martyr on behalf of the state government.

The martyr is survived by wife, a son and four daughters.

REC students observe fast

KURUKSHETRA, Sept 8 — The local Regional Engineering College (REC), B.Tech-part II students observed a fast and sat in a dharna at the main entrance of the college in support of their demand on the eighth day of their agitation today.

The pre-final year B.Tech. students also joined them by boycotting their classes.

The striking students are demanding proportionate distribution of the 139 Srinagar Regional Engineering College students who have migrated to their college.

Meanwhile, the college Principal, Dr N.P. Mehta, persuaded the striking students to withdraw their agitation, keeping in view the national problem being faced by the students who have migrated from Srinagar.

However, the striking students have sought sufficient time to consult their colleagues to reach a final decision on this issue.

CM clears guidelines on affiliation

CHANDIGARH, Sept 8 — The Haryana Chief Minister, Mr Om Prakash Chautala, today approved the guidelines prepared by the Department of Technical Education for granting affiliation to workstations of Hartron located in different parts of the state.

These workstations are running one-year and two-year computer courses. Although the Board of Technical Education had been giving recognition till 1998-99 to continue these courses, no guidelines were issued with regard to the affiliation of these workstations. Fifteen such workstations have already been granted affiliation by the department.

Students hailing from Haryana and belonging to the reserved category will be given a concession of up to 50 per cent of the total fee. In case adequate number of students belonging to this category are not available, the seats will be made available to students of the general category. The Hartron workstation in Chandigarh can be considered for affiliation only if training is imparted to students belonging to Haryana having domicile of the state and the same is certified by workstation.

The minimum qualification for admission to these two courses will be 10+2 and the students will be admitted strictly on merit by a committee constituted under the chairmanship of the nominee of the Director, Technical Education, Haryana. A representative of Hartron and another of the workstation will be associated with the admission process.

Funds worth 4.1 lakh embezzled

SONEPAT, Sept 8 — A team of officials, headed by Mr Ashok Yadav, Additional Deputy Commissioner, conducted a surprise raid on the office of the SDO (C) at Ganaur, 16 km from here, yesterday and detected embezzlement of public funds to the tune of Rs 4.14 lakh by three employees.

According to a report received here, all three employees have confessed to their involvement in this fraud case and one of them has deposited Rs 50,000 in the office of the SDO (C), Ganaur. Later, the ADC handed over this case to the police for further investigations.

The Ganaur police has also registered a case under Sections 420, 468, 471, 409 and 120(B) of the IPC against these employees and started investigations. However, no arrest has been made in this connection.

The ADC told this correspondent here today that the embezzled money was meant for the salary of patwaris in the Ganaur subdivision of this district. This amount was withdrawn from the bank of different dates after the bills were cleared by the Treasury Officer. This scandal, he said, came to light after verification of the bills by the Director, Revenue Department, Haryana, who asked the authorities concerned to submit the amended accounts.

The ADC further said that the copies of the salary bills were found missing from the office of the SDO (C), Ganaur, during a check by the officials and he has now directed that the entire record kept by the bill clerk should be scrutinised thoroughly.

Dacoit slips out of lock-up

KURUKSHETRA, Sept 8 — A notorious dacoit, Laxmi Narain, who was arrested and put behind bars until September 9, reportedly escaped from the Thanesar city police station by breaking the iron bars with the help of a water tap pipe here last night.

Assistant Sub-Inspector Jaipal, junior munshi Mahabir and Balbir Singh, sentry on duty who were suspended and arrested for negligence of duty, were later released on bail.

According to sources, the dacoit was arrested on the charge of stealing Rs 16,000 from the tool box of a motor cycle.

After coming out of the lock-up, Laxmi Narain found the sentry asleep and slipped out.

The police has registered a case under Sections 223 and 224, IPC.

CHANDIGARH, May 8 — The Haryana State Vigilance Bureau today claimed to have caught red-handed Suraj Bhan, steno-cum-licensing clerk with the Regional Transport Office at Hisar, while taking illegal gratification of Rs 1,000 from Mr Jagdish Chander of Choodharwali for issuing a driving licence.

An official spokesman alleged that Rs 13,700, apart from Rs 1,000, had been recovered from the almirah of his office.

The suspect was arrested and a case registered against him at the bureau police station.

Farmers urged to bring paddy to mandis by Sept 21

CHANDIGARH, Sept 8 — The Haryana Chief Minister, Mr Om Prakash Chautala, today appealed to farmers in the state to bring their paddy to mandis by September 21 as the Centre had agreed to advance the procurement date.

Mr Chautala said he had personally urged the Union Minister for Consumer Affairs and Public Distribution, Mr Shanta Kumar, to accept paddy with 18 per cent moisture content. He said Mr Shanta Kumar had accepted his request.

The Chief Minister appealed to the farmers to bring their paddy after cleaning and drying it properly so that they might not face any problem in the mandis.

He said all arrangements had been made for the smooth procurement of paddy. As many as 287 mandis had been set up.

Gas leakage causes panic

SONEPAT, Sept 8 — Panic prevailed among the people following the sudden leakage of ammonia gas from an ice factory near Kumahran Gate area here last evening.

According to a report, some persons had fainted and they were rushed to the nearby clinics.

The municipal fire brigade was rushed to the site and it succeeded in blocking the holes through which the gas leaked.

The police is investigating into the causes of the gas leakage.

Registration centre computerised

AMBALA, Sept 8 — Mr Chander Singh, Commissioner, Ambala division, inaugurated the computerised registration centre for revenue records at the sub tehsil office at Ambala Cantonment today.

Speaking on this occasion Mr Singh said now the registry of the lands would be done through computers. This would check corruption in the tehsil office. He said six districts in the state had been selected for getting the registry work done through computers. Ambala was the first district where the registration work of vehicles and land done through computers.

The Deputy Commissioner, Mr Ram Niwas, said earlier there used to be big crowds in the tehsil office for getting their land registered and public had to wait for months together for getting their deeds registered. He said by introducing computer the post of stamp auditor had been abolished.

Mr Jasbir Malor, MLA, Naggal, Mrs Veena Chibbar, MLA, Ambala City, Inspector General Police Ambala range, Mr H.S. Ahalawat and SDM Ambala, Mr S.S. Saini were also present.

Mobike expedition flagged off

CHANDIGARH, Sept 8 — Haryana Chief Minister Om Prakash Chautala today flagged off a 10-member mobike-cum-mountaineering expedition led by Rakesh Kumar to scale 7572-metre high Mount Saser Kangri.

The expedition, organised by the Youth Adventure and Mountaineering Association of Haryana, has been approved by the Indian Mountaineering Foundation and the Union Ministry of Defence. It has been sponsored by the Union Ministry of Human Resource Development, Indian Oil Corporation and the Directorate of Sports and Youth Welfare.

The other members of the team are Dharmpal Sangwan, Ajmer Singh, Joginder Saini, Sanjiv Tandon, Tarun Garg, Surjit Singh, Subhash Chander, K. Krishna-murthy and Ganesh Jena.

2 youths saved from drowning

YAMUNANAGAR, Sept 8 — Two youths were saved by passersby when they were going to be drowned in a pond near here last night.

According to information received here today, two brothers, Babloo and Bhola, sons of Mrs Mahinder Kaur, resident of Kansapur village, near here, went to a pond to bring back their buffalo. Incidentally, the buffalo drowned and both the brothers had jumped into the pond to save the animal.When some passersby heard their cries for help they jumped into the pond and save them.
