Congress outsmarted by INLD CHANDIGARH, Sept 7 — Though a one-day (half-day sitting each on two days) session of an Assembly is too short a period to judge the performance of an individual legislator or a group of legislators, the happenings at one of the briefest monsoon sessions of the Haryana Assembly, which concluded yesterday, left no one in doubt that the Congress had been outsmarted by the ruling Indian National Lok Dal of Mr Om Prakash Chautala. Of course, the Congress will cry foul on the part of the Treasury Benches. There is justification in what the Congress says, but only partly. It has to admit that it failed to change its tactics quickly enough to negate the effect of faulty traditions and practices of the Haryana Assembly. The Congress MLAs did make use of various parliamentary tools like adjournment motions and call-attention motions to highlight the alleged failures of the Chautala government in various fields. But they became victims of not-so-healthy traditions of the Haryana Assembly, where it has never been a practice to assign reasons by the Chair while disallowing such motions. The present incumbent, Mr Satbir Singh Kadian, was no exception. Rather he went one step ahead. His predecessors used to inform the members during zero hour what fate motions had met at their hands. Mr Kadian did not bother to do even that. But then the Congress, which ruled the state for a major part of 34 years of its existence, is largely responsible for the absence of healthy democratic traditions. The INLD is administering the Congress the same medicine, with a dose of its own concoction, the latter had been giving to the former. One can only hope that one day a statesman (a rare commodity these days) will come and break from the past. In the afternoon of the first day of the session on September 6, even before the Congress MLAs could enquire from the Speaker about their motions, including one for discussion on the report of the Business Advisory Committee under Rule 37, Mr Kadian adjourned the House abruptly, leaving the Congressmen high and dry. The next day, in a clever move, the Congress brought in a no-confidence motion, which could have given its leaders an opportunity to put the government on the mat. The Speaker admitted it (he had no option because more than the minimum statutory 18 MLAs stood up in its support), but decided that the no-confidence motion would be taken up after the House had completed the business, including legislative business, listed before it. No wonder, a strange decision! How can a government facing a no-confidence motion ask the mandate of the House on certain bills? The government should win the confidence of the House before carrying on with the legislative business. So say parliamentary experts. Even if the Speaker had given a wrong ruling, the Congressmen had the opportunity to register their protest against various measures taken by the government during the intervening period between the two sessions. The legislative business the government wanted to complete before the no-confidence motion, interestingly included four bills which contained provisions for various taxes, like municipal taxes, the local area development tax and the introduction of ST form 38 (transit challans). These were some of the issues which the Congress had said it would raise in the House. If the Congress had registered its protest against the Speaker’s ruling by staging a walkout, it would not have let the government off the hook so easily. But by boycotting the already truncated session, the Congress only played into the hands of the ruling party. It should have learnt a lesson from INLD leaders who, after saying all that they wanted to say, used to leave the House on one pretext or the other. Usually the Leader of the House (read Chief Minister) replied to the debates with the Opposition Benches empty. In contrast, the BJP (which is supposed to a supporting party), HVP and RPI members participated in the proceedings. The Leader of the BJP group, Mr Kishan Pal Gujjar, surprisingly minced no words in recording his party’s opposition to various taxes. Mr Bansi Lal of the HVP, despite constant verbal pinpricks, also strongly opposed the taxes. He said the state’s industry was not in a position to bear the 4 per cent local area development tax. Mr Chander Bhatia of the BJP, who used to have a running feud with the Bansi Lal administration, contradicted his party leader and gave a clean chit to the Chautala government on all fronts. The repeated requests of Mr Karan Singh Dalal (RPI) for permission to speak were just ignored by the Speaker. The Finance Minister, Prof Sampat Singh, who also holds the Parliamentary Affairs portfolio, was as sharp as ever. A good debator, he had an answer to everything said by the Opposition, even if at times one could make out that the professor was not in the know of a particular thing. When Mr Gujjar raised the issue of the surrender of certain profit-making mines by the public sector undertaking, Haryana Minerals Limited, Prof Sampat Singh was quickly on his legs to tell the BJP leader to speak only on the local area development tax, regarding which a Bill was before the House. When Mr Gujjar continued, Prof Sampat Singh again intervened and suggested to him that being the leader of the supporting party, he could always talk to the Chief Minister and thus prevented the BJP leader from further spilling the beans. Similarly, when Mr Bansi Lal wanted to know if the government had entered into an MoU to allot a valuable piece of commercial land in Gurgaon, worth at least Rs 25,000 per sq. mt. at Rs 5,000 per sq. mt, it was clear that Prof Sampat Singh had no knowledge of the issue. However, he successfully skirted the question by saying that everything would be done as per the rules. A classic case of non-commital. History of sorts was created at the session. Mr Abhay Singh, INLD MLA from Rori, represented the third generation of the former Deputy Prime Minister, Mr Devi Lal, in the Haryana Assembly. Along with his father, Mr Chautala, Abhay formed the second father-son duo, the other duo being the Leader of the Opposition, Mr Bhajan Lal, and his son, Mr Chander Mohan. With the session over, the government has completed a Constitutional formality and it is free from its obligation for another six months. The session, one got the impression, was not called to provide MLAs with a democratic platform to express their views on the government’s policies. |
SYL: Bansi Lal blames Centre PANCHKULA, Sept 7 — The former Chief Minister of Haryana and president of the HVP, Mr Bansi Lal, today blamed the centre for non-completion of the SYL canal, the lifeline of Haryana, over all these years. Talking to newsmen here Mr Bansi Lal said it was the weakness of the Centre which was coming in the way of the implementation of the law of the land. He regretted that the SYL canal had remained a dream despite the fact that it had already been constructed to the extent of 95 per cent in Punjab. Mr Bansi Lal said under the Punjab Reorganisation Act, the control of three headworks, Ropar, Ferozepore and Harike, were to be vested with the Bhakra-Beas Management Board. But Punjab never accepted it. The HVP leader said with 21 members of its own and the support of smaller parties, the Congress did not constitute a weak Opposition in the Haryana Assembly. But, he alleged, the Leader of the Haryana Congress Legislature Party, Mr Bhajan Lal, was hand in glove with the Chief Minister, Mr Om Prakash Chautala. He said the no-confidence motion moved by the Congress against the Chautala government should have been taken up immediately for discussion. First the government should have sought the confidence of the House and only then the other business could have been transacted. Mr Bansi Lal said by boycotting the session the Congress made a mistake. Its members should have come back after staging a walkout in protest against the Speaker’s decision and should have spoken on various Bills moved by the government. He reiterated his opposition to various municipal taxes as well as the local area development tax, which, he said, would make industry non-competitive and would result in its shift from the state to neighbouring states. Mr Bansi Lal said the Chautala government had made “good progress” in the matter of political
victimisation. |
Haryana sets up finance panel CHANDIGARH, Sept 7 — The Haryana Government has constituted a five-member second Finance Commission under the chairmanship of Mr Suraj Bhan Kajal, a former MLA and currently chief of the INLD’s Jind district unit. The other members of the commission are Mr P.P. Singh Sahni, a retired IAS officer, Mr Ami Chand Sehrawat, a retired gazetted officer from Sonepat, Mr Ram Kumar, a lawyer from Fatehabad, and Mr P.K. Das, IAS, who will be the member-secretary. An official press note said that the commission would make recommendations relating to the principles governing the distribution between the state government and the urban local bodies and the panchayati raj institutions of taxes, duties toll and fees leviable by the state government. The commission will also determine taxes, duties, toll and fees which may appropriated by or assigned to the urban local bodies and the panchayati raj institutions, besides deciding grant-in-aid to the urban local bodies and panchayati raj institutions from the Consolidated Fund of the state government. It would also recommend the measures needed to improve the financial position of the urban local bodies and the panchayati raj institutions.

R.K. Chauhan is
GJU VC CHANDIGARH, Sept 7 — The Haryana Governor, Babu Parmanand, who is also Chancellor of Guru Jambheswar University (GJU), Hisar, yesterday appointed Dr Ram Kumar Chauhan, Joint Secretary, University Grants Commission (UGC) Vice-Chancellor of the university for three years. The Haryana Government had constituted a three-member search committee to fill the post of Vice-Chancellor. The committee had recommended the names of the three persons for this post. The Chief Minister, Mr Om Prakash Chautala, had recommended the name of Dr Chauhan. Dr Chauhan graduated from Panjab University and did diploma in labour law from India Law Institute. He did LL.B and MBA from Delhi University and Ph.D from Devi Ahilya Vishwavidyalaya. Dr Chauhan is the founder head and Joint Secretary of the UGC, north regional office, Ghaziabad. He also served as Deputy Secretary UGC. He has been working as Joint Secretary at the Headquarters of the UGC since 1995 and is bureau head of all central universities.

KU makes strides in distance education KURUKSHETRA: The Department of Distance Education of Kurukshetra University has achieved another milestone by starting nine new professional courses — mostly in the field of information technology — from the current financial year. The university seems to be the only one in the North where education in 55 disciplines is being provided under the distance education system. According to Mr R.S. Chaudhry, Vice-Chancellor, the new courses have been started keeping in view the job opportunities available in multinational companies. Certain courses relating to computer maintenance, Internet science and software designing have a lot of scope for self-employment, too. The new courses which have been started include M.Sc in information systems, diploma in information technology, diploma in e-commerce, Master of human resource management, postgraduate diploma in human resource management and postgraduate diploma in computer maintenance and networking. The Vice-Chancellor maintained that over the years, distance education courses had gained tremendous popularity in different states of the country. He said the strength of the students studying under the distance education system had gone up to 25,000 as compared to 17,000 only a couple of years ago. Dr L.C. Gupta, Director of Correspondence Courses, told TNS that the directorate had collaborated with Zee Interactive Learning System for the enrollment of students and their counselling through the Zed Career Academy in various parts of the country. Dr Gupta further said the directorate had also collaborated with Hartron (Chandigarh), a government undertaking, for admission to select computer courses and counselling through its centres in Haryana and nearby states. The Vice-Chancellor, while talking about the facilities available at the directorate, explained that a single-window service had been provided to the admission-seekers. Furthermore, there was a computerised enquiry counter, a counselling bureau, a bank counter, proper seating arrangements and a prospectus sales counter at the directorate. The admission forms and the admission procedure had been simplified and the fee structure streamlined. The directorate runs an effective personal contact programme for both theory and practical work. More than one lakh assignments sent by students were got evaluated from the competent staff and then returned to them with comments by the teachers within a stipulated period. To avoid inconvenience to candidates, the university has also collaborated with the Postal Department for the sale of the prospectus on distance education courses at district post offices in Haryana. To provide more facilities to the admission-seekers, the university has undertaken the construction of a new complex of the Directorate of Correspondence Courses. The complex, whose foundation stone was laid by Babu Permanand, Governor of Haryana, will cost about Rs 4 crore. Among the facilities will be a well-equipped computer centre with round-the-clock access to students. Dr Gupta said that the computer centre would have at least 100 computers for the use of students. The new building, which would be linked to the old one through a corridor, would also have 13 lecture theatres, a library, teachers’ rooms, a study material distribution centre, parking and canteen facilities for visitors and an open-air theatre. |
REC students’ stir
enters 7th day KURUKSHETRA, Sept 7 — Silent and peaceful protest being held by the second year B.Tech. students of Regional Engineering College (REC) Kurukshetra, entered seventh day today. Today too, they boycotted classes and squatted for four hours from 8.30 a.m. to 12.30 p.m. in the main entrance college gate porch. They are demanding that 139 Srinagar Regional Engineering College students migrated to their local Regional Engineering College, should be admitted to 16 other RECs in the country proportionately. The striking students have alleged that when the main issue of “proportionate distribution of students in all RECs” was raised by the students during the discussions held here yesterday with the college Principal, Dr N.P. Mehta, the later instead of tackling the problem, suppressed the students by threatening them to close down the college till the situation took the shape as desired by him. In fact, the Principal was handling this sensitive situation in a very crude fashion which was not expected from a good administrator, the added. When contacted, Dr Mehta said that it was not a new trend as earlier too in 1990 and 1992 to 1995, the students from Srinagar Regional Engineering College had been admitted. Besides, this was a national problem in which everybody had to contribute something towards the difficulties being faced by our brothers and sisters. He further added that by admitting the migrated students to different year classes and desciplines, their teaching schedule would not be disturbed because the shortage of 45 teachers due to ban imposed on recruitment of the new teachers by the state government, could be compensated by employing teachers on contract from the funds to be provided by the HRD Ministry. Moreover, admission of three to five migrated students to a class would not create any difference in teaching. Similarly, the Government would also provide funds for the purchase of books, computers and equipments to facilitate the students’ studies incliding practicals, he added. Meanwhile, the Srinagar Regional Engineering College students, expressing support to their counterparts of the local REC, have demanded that they should be sent to their respective parent RECs.

Nurses’ hands rock her cradle FATEHABAD, Sept 7 — Her mother abandoned her son after her birth and dumped her on the wayside in a remote place. Some kind-hearted villager noticed her lying wrapped in a green hospital sheet and took her to the village police post. The cops brought her to the local General Hospital to leave her under proper medical care and now she is lying in a cradle in the female ward of the hospital. Where does she go from here? This is a question in the mind of all who have been looking after the little girl for the past three days. The child abandoned by her own mother has found as many as 20 foster mothers in two lady doctors and 18 nurses who have been caring for the child since circumstances landed her in the female ward of the hospital. This, in a nutshell, is the story of three-day-old Shivani who unaware of what the fate had done to her lies in her cradle. Shivani, as she is called by her newfound mothers, was found abandoned on the Badopal-Chinder road, a few kilometres from here, at a remote place lying wrapped in a green coloured operation theatre cloth sheet. Perhaps her mother had taken her straight from the hospital where she gave birth to the child and dumped her there due to circumstances best known to her. Mr Raja Ram, a villager from Badopal village, noticed her while walking past that route. The time was about 9.15 p.m. on Monday, September 4. He took the little one to the Badopal police post and narrated the matter to the in-charge of the post, Mr Mehar Singh. The two immediately brought the child to the local General Hospital where the doctor on emergency duty shifted her to the female ward under the care of a staff nurse. Since then, the little girl has become a darling of the hospital staff. The two lady Medical Officers in charge of the female ward — Dr (Mrs) Nidhi Sanduja and Dr (Mrs) Ramesh Chakarvarty — and all 18 nurses of the hospital led by Nursing Sister Mrs Ravi Goyal have been providing care to the little girl. Almost all of them have made monetary contribution to raise a fund out of which they have brought frocks, napkins, clothes, baby powder, baby soap, feeding bottle, Lactogen milk and other items of necessity for the little one. At least two of the nurses have been staying with the child at all times by rotation since she came here. They bathe the baby at least thrice a day. They feed her through the bottle. Mrs Jyoti Prabha and two others (who don’t want to be named) have even been breastfeeding the little one. Her foster mothers have given the name Shivani to the little girl. Some of the staff nurses wanted to name her Sandhya, as he was brought in the evening but a majority favoured Shivani as she was brought to the hospital on Monday, which is considered the day of Lord Shiva. Dr (Mrs ) Sanduja said the child was immunised for polio, vitamin K was also administered to her. She said the child was quite healthy and of normal weight and length. But she appeared to be slightly prematurely delivered. She said the whole hospital staff was deeply attached to the child. She opined that the child must have been delivered at some nursing home as its umbilical cord was perfectly tied. She said all those who had been providing care to the child were concerned about her future. Many issueless couples had contacted them during the past three days. But they had advised them to follow the judicial course. On their part, the hospital staff members just wanted to ensure that the little one went to the right people. They had become so much emotionally attached to the child that they wished the child was adopted by some local and known couple, so that they could go and meet the child at times. |
Schools sans facilities
given recognition PANIPAT, Sept 7 — The Haryana Education Department has issued letters of recognition to senior secondary schools which do not fulfil requisite norms. Sources reveal that schools which have been recognized do not have rooms with required area nor any laboratory facility, library and prayer ground. These schools also do not have funds to pay salary to teachers for at least six months as per requirement. Some matriculation schools have also been similarly recognized which do not comply with requisite norms. A high school in Israna, which has been recognized, is called a “dungeon”. In some schools fund has not been set apart for the payment of salary to teachers and if at all it exists, it appears only to be a formality. Recognized schools in Madloda, Kait, Samalkha are reported to be in sorry state. It is alleged that before granting recognition to these schools, real situation does not appear to have been examined and if done it is only a formality. According to a survey even 50 per cent of matric and higher secondary schools in the district are unrecognized and their main source of income is to act as examination centres for students of other schools. It is reported that students of X and XII are admitted to unrecognized schools after they are registered in recognized ones. Many recognized schools attract students by show of modern furniture, outlay and wide publicity and high fee is charged in return. The Education Department has not been able to accord recognition to even 12 primary schools. Educationists blame the department saying that due to its lack of attention montessory schools have spread in the district. The correspondent had to wait for sometime and then called the person concerned who told that had given the charge to some one else, who may be called. When the other person was asked to name the schools, telephone numbers, names of the management members or principals of the schools which were recognized by their department, he replied that he was not in a position to clear the names of the schools recognized recently. The previous stenographer again approached but he refused to name the schools recognized recently and told the correspondent that he was not permitted to comment.

Call charges
through ITC lowered ROHTAK, Sept 7 — In a significant move the Ministry of Telecommunication has reduced the charges of STD and ISD calls made through India Telephone Card (ITC) by 10 per cent. The decision was taken by the ministry to encourage the sale of ITCs known as pre paid cards. It is likely to affect the business of PCO owners all over the nation. A unit of STD call costs Rs 1.20. The subscriber has to pay an additional service charge in case he calls from his STD connection or a PCO. While a subscriber can now call at a rate of Rs 1.10 per unit through his ITC, and that too, without paying any service charge. The ministry has also decided to make a slight change in the rates of the ITC. The cards will now be available for Rs 100, Rs 200, Rs 500, Rs 1,000, Rs 2,000 and Rs 5,000 including tax. Earlier, 5 per cent tax was added to the original amount which cost the card Rs 105, Rs 210, Rs 525 and so on. Earlier, the ministry had planned to depute agents for the sale of cards. However, the idea was dropped to avoid unnecessary accounts work. The sale of these cards in the town has increased. The cards worth Rs 68,000 were sold in April, Rs 80,000 in May, Rs 52,500 in June, Rs 1.25,000 in July and Rs 1,30,000 in August in the town.

Welfare Board reconstituted CHANDIGARH, Sept 7 — The Haryana Government today reconstituted the Labour Welfare Board under the chairmanship of the Chief Minister, Mr Om Prakash Chautala. Official members of the board include the Financial Commissioner and the Secretary, Labour and Employment Department, and Directors of industries. The Labour Commissioner will be its member secretary. Members from representatives of employers in the board will be Mr Harvind Batra of Faridabad, Mr O.P. Matta of Panipat, Mr V.K. Sachdeva and Mr A.N. Pathak, both of Yamunanagar. Members from representatives of employees included Mr Balwinder Kumar Gorkha at Yamunanagar, Mr Mangat Ram Kapoor of Bahadurpur village in Yamunanagar, Mr Vijay Kumar Gothra of Loharu in Bhiwani district and Mr Jagat Pal of Bhiwani. The office term of the members of the board will be for three years. |

Man kills wife, child due to penury FARIDABAD, Sept 7 — A man allegedly murdered his minor daughter and wife in Indira Nagar locality here last night. The accused tried to commit suicide after the crime by consuming poison but survived. He was arrested and a case registered. According to sources, Shanti Devi and her three-year-old daughter were allegedly strangled to death while they were asleep in their house. The accused, Ghanshyam from Almora district in Uttar Pradesh took poison after the crime, but was rushed to Bhadshah Khan Hospital.
Poverty is believed to have led to the crime. In another case, the police recovered the body of a new-born near the Press Colony area here. A case has been registered. |

Cops recover
79 calves FARIDABAD, Sept 7 — The police has seized three truckloads of calves being taken for slaughter near Hodal town in the district. As many as 11 persons have been arrested in this connection. According to sources, 79 calves loaded in three trucks were being taken towards the Mewat region for slaughter. The trucks were intercepted near Hodal by a police team. It is reported that while 26 calves had been loaded in one truck the other two trucks had 26 and 27 calves, respectively. All of them were dead when the police seized the trucks. At least 11 persons identified as Ashu, Mohin, Jaanu, Hamid, Husain, Mohammed, Suraj, Yunus, Aslam, Alam, Nabbu and Nasru were arrested. The police has been able to recover several animals, including a large number of cows, camels and calves in various incidents in the past few months. The police had arrested three youths last week in Sector 16-A here while they were carrying beef on three motor cycles. The Haryana unit of People For Animals (PFA) has helped the police in recovering cows being taken for slaughter at many occasions. The PFA has asked the district administration to take stern action against persons involved in illegal slaughter.

KURUKSHETRA, Sept 7 (UNI) — The Kurukshetra Hindu Shiksha Samiti, which runs about 100 schools in the country, has made it compulsory for their teachers to wear a uniform in schools. According to Samiti Secretary Himmat Singh Sinha, while male teachers will have to wear either dhoti and kurta or pyjama and kurta, the female teachers will have to dress themselves in sari and blouse of light sky blue colour. These dress codes for the schools run by the Samiti will be applicable initially on two days in a week on Wednesday and Saturday. But after some time the dress code will be enforced rigorously on all working days in its schools, he added. Meanwhile, the Jagrook Chhatra Morcha has condemned the imposition of dress codes in educational institutions. Reacting sharply to the ban imposed on girls on wearing jeans in a women’s college here, morcha spokesman said that it was an anti-democratic step and it amounted to gender discrimination. He warned the college authorities to lift the ban on wearing of jeans otherwise a strong movement would be launched against this soon. The college principal was not available for comments. |

as jeep, truck collide REWARI, Sept 7 — A head-on collision between a jeep and a truck on the Delhi-Jaipur highway near Kathuwas village, 10 km from here, today morning killed four occupants of the jeep on the spot while two others were injured. The deceased have been identified as Rajvansh Anand alias Romi (35), of Delhi, Virender Joshi (28) of Pauri Garhwal (UP), Vijay Singh (25) of Najafgarh, Delhi and Vijay Shaukeen (28) of Milothi Nangloi Delhi — all employees of the Delhi Investment Company
Ltd.The two injured occupants of the jeep — Onkar Singh and Riyaz Khan have been admitted into the local civil hospital where they are stated to be out of
danger. The jeep was going from Delhi to Jaipur while the truck was coming from Jaipur to
Delhi. The police has registered a case of rash and negligent driving against the truck driver who is stated to be absconding.

hold dharna FATEHABAD, Sept 7 — The Haryana State Fourth Class Government Employees Union organised a dharna in front of the Deputy Commissioner’s office here today to press for its demands. According to a press note issued by Mr Ramesh Sharma, district president of the Union, hundreds of employees from different departments took part in the dharna. The union gave a memorandum to the government through the Deputy Commissioner in which the union appealed to the government to accept their demands and warned it would start an agitation if the government failed to accept their demands. Addressing employees on this occasion, Mr Dharambir Singh, president of the union, said the government was bent upon selling the government departments to multinationals at throwaway prices. He alleged that the government was guided by the World Bank and the IMF in this regard. He said class IV employees were the worst sufferers of the government policies. Employees were being retrenched. Permanent posts were being declared temporary. The services of daily wage earners and part-time employees were not being regularised. Their trade union rights were being curbed. Leaders of union of various of various government departments spoke on the occasion.

Encroachment on
park land removed HISAR, Sept 7 — Officials of the local Municipal Council yesterday took possession of open space in Vivek Nagar here which had been encroached upon by a person belonging to a minority community. The officials started building the boundary wall to prevent encroachment in future. The council plans to develop a park here for public use as demanded by the residents of the area. The land had been earmarked for a park when the colony was developed 25 years ago. However, a member of a minority community living in an old place of worship nearby encroached upon the area. The residents filed a court case against him which was decided in their favour last week. When the officials went to take possession of the area this morning someone set afire a hut where cow dung cakes had been stored. BJP councillor
expelled CHANDIGARH, Sept 7 — The president of the Haryana BJP, Mr Rattan Lal Kataria, has expelled a municipal councillor of Panipat, Mrs Neelam Narang, from the primary membership of the party for six years. The general secretary of the Haryana BJP, Mr Manohar Lal, said in a statement issued here today that the action against Mrs Narang had been taken in view of her “doubtful activities” during the election of the president of the Panipat civic body. He said Mr Kataria had authorised the president of the Panipat district unit of the party, Mr Niti Sen Bhatia, and another senior leader Mr Fateh Chand Vij, to report on the activities of Mrs Narang, who was asked to give her version. But she did not give any clarification. |

Vacant MBA seats to
be filled on Sept 12 KURUKSHETRA, Sept 7 — According to Kurukshetra University spokesman, some seats for admission to MBA (two-year programme) 2000-2002 in different universities and affiliated institutions are still vacant and these will be filled through second counselling commencing on September 12-13, 2000. Telecom services
normal: CGM AMBALA, Sept 7 — The Chief General Manager Haryana Telecom Circle, Mr N.K. Mangla claimed that the telephone services throughout the state were being run as usual. However, he admitted that around 45 per cent employees of the department did not turn up to their duty today. He said Hisar was the most affected district in the circle. Meanwhile it is learnt that the fault repair service had been affected as at many places as most of the field staff in different districts has joined the agitation. The collection of the telephone bills had also been reportedly affected in some districts. The STD and trunk services were partially affected at several districts.
In Ambala district telecom the field staff and most of the clerical staff had joined the strike and the offices bore a deserted look. However, the STD and trunk servies had been running smoothly in the district. |

KURUKSHETRA, Sept 7 (UNI) — Believe it or not, but what a four-year-old girl claims of her reincarnation has not only made the people believe but also left them stunned. Kirandeep, daugther of Gurmej and Raj Rani at Murtzapur village, about 18 km from here, has left her parents stunned by telling them she had parents in the holy town of Pehowa. Her stunned parents took her to Pehowa where she identified the house in Tilak Nagar Colony where she lived in her previous birth. As the story of her reincarnation spread like wild fire, a group of reporters visited the girl in her village. She said in her previous birth her name was Gurpreet. What she narrated to the reporters was corroborated by the people living in the colony. The guava tree in the house had been felled. Her parents in the previous birth could not be located as they had left the rented house and gone to an undisclosed place. She named her previous birth’s father as Bitto and mother as Mona. She was disappointed at not finding her parents of previous birth. The neighbours also corroborated Kirandeep’s assertion that in her previous birth she had fallen from the roof and succumbed to her injuries.

Regiment Bazar remains closed AMBALA, Sept 7 Most shops in Regiment Bazar remained closed for the second day today to press their demand for the arrest of all those who were involved in violence on Tuesday night. Local residents claimed the police was yet to take action and arrest the guilty. The police says it is taking action but we are not satisfied. We demand that the culprits must be arrested, a resident stated. A
group of persons had gone on the rampage and six persons
had sustained injuries. Three cars and two shops bore the
brunt of the attack. The rampage took place when a
compromise talk between two groups broke down following
jeering by a few persons. |
