Cabinet okays amendments to
civic Act CHANDIGARH, Sept 2 The Haryana Government has proposed some amendments in the Haryana Municipal Act, to enable the MPs and MLAs of the state to participate in the proceedings and vote in the meetings of the municipal councils and committees. The Haryana Cabinet, which met here yesterday under the chairmanship of Chief Minister Mr Om Prakash Chautala, approved the amendments which would now be included in the Haryana Municipal Act, 1973, Amendment Bill to be brought in the Assembly session starting from Tuesday. The amendments would also authorise executive officers and secretaries of the municipal councils and municipal committees to issue notice for removal or demolition of dangerous structures and encroachment on public streets during the period between the meetings of the councils or committees. The amendments would also approve measures to check the discharging of harmful chemicals and other wastes into underground water by the industries. The proposed amendments would also streamline the procedure of regularisation of unauthorised colonies and ensure recovery of regularisation charges. The amendments would also check unauthorised constructions effectively, while streamlining the regularisation of unauthorised constructions and imposition of uniform penalties for different violations of the building bye-laws. The Cabinet also decided to invite objections on publication of gazette notifications on the website haryanatax. com. available on the Internet. This would avoid delay caused by the present system of publishing the draft notifications in the gazette and give a time of 10 days or more before finalising them. The Cabinet also decided
to continue the present arrangement regarding posting of
the secretariat staff in the office of the Haryana Staff
Selection Commission. |
Cops to patrol canals to
check water theft HISAR, Sept 2 The Chief Minister, Mr Om Parkash Chautala, today announced police parties would patrol all canals in order to check theft of irrigation water. Speaking at a public meeting at Balsmand village, near here, he said drought-like conditions prevailed all over the state due to failure of rains. This has led to large-scale theft of irrigation water from the canals as a result of which water was not reaching the tail-end. However, the government would ensure that water reached the tails and crops were not damaged due to shortage of water. He said police patrolling was necessary to ensure equitable distribution of irrigation water among farmers of all areas of the state. He appealed to farmers not to resort to theft of water and assured them adequate water would be supplied to them in the normal course despite the problems created by the failure of rains. He said the capacity of the Bhakra mainline canal (BMC) decreased over the years as the canal had not been desilted for years. The Haryana Government had provided Rs 12 crore to the Punjab Government for getting the BMC desilted to ensure that it flowed to its full capacity. This would mean an increase of 1300 cusecs in the canals capacity. The Chief Minister announced the government would bear the cost of repairing the water channels in future. The Bansi Lal government has asked farmers to repair the channels at their own cost. Mr Chautala said the new channels would also be built by the government itself. He said there was no justification for asking farmers to bear the cost of repairing or lining water channels. Mr Chautala said he planned to recruit 12,000 police constables in the next five years. The states police training college could only take in 2,000 recruits for the nine-month training course. Therefore, the government had to limit the intake to 2,000 recruits every nine months. Besides, the vacancies in all government departments would be filled soon. The Chief Minister laid the foundation stone of the primary health centre building and a dharamshala named after his father, former Deputy Prime Minister Devi Lal. The Health Minister, Dr

Life sentence for wifes
murder ROHTAK, Sept 2 The District and Sessions Judge, Mr R.S. Madan, sentenced a youth to life imprisonment yesterday on the charge of murdering his wife. Jai Kishan of the Dairy Mohalla locality here stabbed his wife Chhoto Devi to death on November 16, 1998. The police had registered a case under Section 302 of the IPC and the Arms Act. The Judge held Jat Kishan guilty of the crime and besides life imprisonment he sentenced him to one years rigorous imprisonment under the Arms Act. Both the sentences would run concurrently. The accused had also been imposed a fine of Rs 500. In default of payment of fine he would have to undergo imprisonment for another six months. Satish Kumar, a son of
the deceased, stated in the FIR that his father often
used to maltreat his mother under the influence of
liquor. He said on the day the incident occurred the
deceased strongly asked her husband to quit drinking. He
said both of them had a heated argument and his father
repeatedly stabbed his mother. His mother succumbed to
her injuries later. |
AIDS education plan for
Haryana schools CHANDIGARH, Sept 2 The School AIDS Education Programme (SAEP) will be started in Haryana in January when funds for this campaign would be sent by the National AIDS Control Organisation (NACO). Sources said as per the NACO directive, schools in the state have been divided into 133 clusters of 30 each for this purpose. One hundred and thirty non-government organisations (NGOs) have been identified to liaise with the schools and give orientation to the teachers. The programme would be restricted to the students of class IX and class XI. Though the SAEP would entail the students to spend only half a day on learning about AIDS, class X and class XII students have been excluded from the programme because of their preoccupation with board examinations. Dr Rajni Lamba, NGO Adviser of the Haryana AIDS Control Society, said like all the campaigns relating to AIDS control, the SAEP would also have four components. They are: behaviour change communication (indicating that a person is aware of AIDS, he should caution others.), treatment of sexually transmitted diseases, condom promotion and creating environment for acceptability of AIDS patients in society. Dr Lamba said they were aware that there could be resistance among people, particularly those in rural areas, about introducing school children to AIDS related issues. She, however, added that once they receive SAEP modules developed by NACO, they would be adopted for the rural folks of Haryana. Preliminary communications with the Education department was on, Dr Lamba said, adding that the final shape of the modules would be such that absence of sex education courses in Haryana schools would not pose any problem for those attending the SAEP. The programme would be organised separately for the girl students, she said. Meanwhile, Health Department sources said with 106 full blown cases of AIDS reported in Haryana till date, the need was being felt by the authorities to disseminate information about AIDS. According to a survey done by a reputed agency, the awareness about AIDS was found to be extremely low in Haryana, the sources said and added that the SAEP, for which an estimated Rs 40 lakh would be required, for fighting the menace of AIDS. The sources said for the SAEP, all the schools would not be covered in the first year. While selecting the schools priority would be given to higher secondary schools. Private schools would also be included in the plan, the sources said. Moreover, to make AIDS education activities sustainable in schools, a question box would be put up in the school at an appropriate place to ensure anonymity. Students would be asked to put their questions in the box any time during the day and the trained teachers would subsequently organise talks or presentations on matters raised by the students. The sources said all
schools covered under the programme would observe World
AIDS Day and the schools would also organise at least two
events on HIV/AIDS. Monitoring of the SAEP would also be
integrated with regular inspections from representatives
of the Haryana AIDS Control Society, SCERT and the
Directorate of Education, the sources added. |
Order to register case against
SHO KAITHAL, Sept 2 The special Judge, Mr R.C. Bansal, here has directed the police to register a case against SHO and moharrir head constable and others included in the irregularities committed in a case involving some opium under Section 18 of the Narcotic Drugs and Psychotropic Substances Act, 1985. He also ordered an investigation into it by a senior police officer. While issuing directions to the SHO, the court pointed that the accused, Pukhraj, was facing trial for keeping 1.5 kg of opium in his possession in August, 1997. After the arrest of the accused 50 gm of opium was separated as a sample and the remaining 1 kg was sealed. However, when the residue-case property was produced in the court during examination of witnesses ASI Kedar Singh (now retired), the case property (opium) was found to be only 350-400 gm. The court took cognisance of this lapse on the part of the concerned SHO and moharrir as it was their duty to keep the case property intact. The court held it as a
misappropriation case by Government officials and got the
case registered under Section 409 of the IPC. |
76 crore for uplift of SCs
and BCs CHANDIGARH, Sept 2 The Haryana Welfare of Scheduled Castes and Backward Classes Department today earmarked Rs 76.09 crore for the educational, social and economic development to Scheduled Castes and backward classes during the current financial year. The Minister of State for Social Welfare, Mr Risal Singh said more than Rs 13.37 crore would be spent on the educational uplift of Scheduled Castes and backward classes. He said scholarships
ranging from Rs 10 to Rs 425 per month for different
classes would be given. Also tuition fee and fee of board
or university examination would be refunded. |
Monkey menace near railway
station AMBALA, Sept 2 These days, there is monkey menace near the railway station area of Ambala Cantonment and several persons have been bitten by the monkeys. A few months back, a chowkidar of a rest house was bitten by a monkey. Then another chowkidar was bitten by a monkey. The officials thought that both these cases were stray incidents. The railway officials, however, sat up and took notice when a railway employee, who was changing an AC sheet on roof of BCN depot, was bitten by a monkey. The employee managed to retain his balance despite being bitten on the back. The number of monkey bite cases went on going up steadily and a railway khalasi, who was returning late at night, was bitten near Kali Paltan bridge. Then another BCN fitter was bitten by a monkey and in one of the worst cases, an S&T khalasi lost his thumb in a monkey bite. A senior railway official observed that the monkey menace had gone up in the past few months. We are conscious of the problem and are trying to tackle it. The monkey cage trap designed by our engineering department is so good that the Wildlife Department has requested us to make a few for them too, he said. A railway employee said the monkey which sits on Kali Paltan bridge is one of the dreaded monkeys. If somebody is travelling on a two-wheeler, the monkey would bite the person who sits on the back. Whenever we spot the monkey, we prefer to disembark from the two-wheeler and walk, the employee said. When the number of monkey bite cases went up, the railway officials approached the Wildlife Department officials, who in turn laid a monkey cage trap, but the monkeys managed to remain free. It was then that the engineering department of railways designed their own monkey cage trap. within a day, a monkey was caught. The monkey trap had been laid on the main tank near RMS where five monkeys are present. A monkey got trapped inside the monkey cage and when the employees went up to bring the cage down, they found a big monkey sitting next to the cage. No amount of cajoling or threatening forced the big monkey sitting outside the cage to leave the place. The monkey even hit an employee who got close to it. The railway employees then lit up mashaals and scared away the monkey sitting outside. Then they managed to bring down the cage. A railway official said they called up the Wildlife Department, but they did not get any concrete reply as to what to do with the monkey. It was suggested that they should leave it far away in a forest. The monkey was released in the Morni Hills. The persons who had gone to release the monkey said the monkey felt happy to be released in the wild, the official said. A railway doctor said in case of a monkey bite, the patient is administered anti-rabies and tetanus injections. Medicine for relieving pain is also given. The wound takes time to heal, depending on the severity of the bite. He said the number of monkey bite cases had gone up recently. A person who had been
bitten by a monkey said the monkey first jumped on to his
moped. Then he began to shake the moped and he bit
me on the back. I was frightened, but I kept on driving
the moped. The monkey then suddenly jumped off and sat
comfortably back near the Kali Paltan bridge, he
said. The officials are keen that the monkeys which bite
should be caught immediately, so that the increasing
dread of monkeys can come to an end. |
All India Equality Forum
meeting AMBALA, Sept 2 The All India Equality Forum today organised a meeting of their delegates to protest against reservation policies. The statement of BJP President, Me Bangaru Laxman was condemned in the meeting in which he suggested to the government to levy an extra tax for the development of the weaker sections and have a legislative proposition for the reservation of SC and STs in the private sector, a release said. The speakers at the meeting were of the view that with these actions of the government, casteism in the country would be encouraged which was a matter of great concern. The divisional secretary of the forum, Mr Sham Lal Sharma, said that the forum members later held a silent march around the Old Railway Colony and Rail Vihar Colony. In the meeting, it was
also decided to hold a national rally at Chandigarh on
September 14 against caste-based policies of the
government and a memorandum shall be sent to the
President, Prime Minister and Chief Justice of India
through the Governor of Punjab. |
Jeweller found innocent, released AMBALA, Sept 2 Amritsar-based jeweller Amit Sharma, who was arrested on the allegation of illegally carrying gold biscuits, weighting over 3.5 kg by the Haryana Government Railway Police at Ambala Cantonment railway station yesterday, was released today after he was found innocent on interrogation. The police during interrogation found that the jeweller was carrying the gold which he had purchased form Delhi against a bill. Unluckily, he was not able to produce the bill when he was apprehended by the GRP following search on his person. GRP Station House

bill, but the seized gold had been kept under police
custody till he produced clearance from the Central
Excise Department. |
Rs 6.32 crore spent to
improve power AMBALA, Sept 2 The Uttar Haryana Vidyut Prasaran Nigam in the last one year has spent Rs 6.32 crore in Ambala to change transformers, lay new lines and change old lines, Deputy Commissioner of Ambala, Mr Ram Niwas said. Mr Ram Niwas said that
in the Ambala Circle of the Nigam during July, 734 new
electricity connections were given which included 663
ordinary connections, 12 industrial connections and 59
tubewells, a note said. |
Farmers delegation to
visit Israel CHANDIGARH, Sept 2 The Haryana Government decided today to send a delegation of progressive farmers dairy cooperators and livestock breeders to Israel in the near future to study modern techniques of water utilisation, drip irrigation, horticulture, floriculture, livestock breeding and dairy development. An official spokesman disclosed that a 15-members delegation would be led by Mr Jaswinder Singh Sandhu, Agriculture Minister and Mr Ram Pal Majra, Chief Parliamentary Secretary. The progressive farmers
and dairy cooperators had been selected from all parts of
the state and would visit Israel for a week-long-study
tour. The delegation would be accompanied by a prominent
scientist of Haryana Agriculture University, Dr Sangwan,
and Mr M.K. Miglani, Financial Commissioner. |
18 KU students suspended KURUKSHETRA, (Haryana), Sept 2 (PTI) Eighteen students of Kurukshetra University were today suspended for their alleged involvement in ragging of juniors, a universities spokesman said. He said the rooms of these students in the hostels had also been locked as per the orders of the Vice-Chancellor, Mr R.S. Chaudhary. The students, belonging
to Political Science, Journalism and Geography
Departments, have been suspended and debarred from
entering the university campus, he said. |
3 robbers held, cash recovered PANIPAT, Sept 2 With the arrest of three alleged culprits Rohtash, Surinder and Sunil the case of yesterdays robbery was solved by the Panipat police last night. The four accused, who looted Rs 10,67,877 from the office of the Irrigation Division at Bijhol, 5 km from here, came in a red Maruti (HR-6F 1832) and after looting escaped towards Sonepat on the Binjhol-Israna road. A message was flashed
immediately and a trap was laid by the Panipat police.
The car was chased and located near Atail village in
Sonepat district where the armed men fired a few rounds.
The police also fired back before nabbing three of them.
An amount of Rs 9,60,000 and two counter-made revolvers
were recovered from them. |
Rs 1.05 cr for scheme to check
blindness CHANDIGARH, Sept 2 The Haryana Government today decided to spend Rs 1.05 cr on the implementation of the national programme for control of blindness in the state during the current financial year. The Chief Minister, Mr Om Prakash Chautala, approved the proposal of the Health Department to create 23 new posts of different categories to strengthen the programme for the control of blindness. These include three
posts of ophthalmic assistant to strengthen three primary
health centres under the programme. Similarly, one post
each of ophthalmic surgeon, ophthalmic assistant, nursing
sister, operation theatre assistant, class IV nurse and a
driver have been sanctioned to set up a district mobile
unit in Faridabad. These posts have also been sanctioned
in Ambala to set up a similar mobile unit. A sum of Rs 10
lakh would be spent for the purchase of vehicles. |
Scheme to cover 2 polytechnics CHANDIGARH, Sept 2 The Haryana Chief Minister, Mr Om Prakash Chautala, today approved a proposal moved by the Technical Education Department to bring Government Polytechnic Manesar and Government Polytechnic for Women, Faridabad, under the community development polytechnic scheme. An official spokesman
said there were 17 polytechnics in Haryana. Out of these,
13 were run by the state government and four were
government-aided institutes. As many 15 of these
polytechnics were covered under the scheme which was
financed by the Centre. The Haryana Government was
already negotiating with the Union Ministry of Human
Resource Development to get the two remaining institutes
included in the scheme. |
2 thieves beaten to death FARIDABAD, Sept 2 Two persons, suspected to be thieves, were beaten to death in two different incidents in the district last night. According to sources, Mitha Lal was caught stealing and was thrashed to death by residents of Pali village. In another incident, a youth identified as Raju painter was done to death by residents of a nearby village. He was caught removing an electric bulb from a house. |
Strike called off ROHTAK, Sept 2 Vegetable merchants and commission agents here today withdrew the indefinite strike started yesterday in protest against encroachments in the new vegetable market. A group of protesters took out a procession in the town and submitted a memorandum to the Deputy Commissioner, Mr Rajesh Khullar. After assurance of a timely action by the Deputy Commissioner, the demonstrators agreed to withdraw the strike. Mr Dharambir Hooda, president, district unit of the Kisan Union, had alleged that the district administration permitted certain fruit sellers to set up their shops under a cattle shed in violation of rules. He claimed the space was meant for cattle of farmers. On the other hand, Mr

Sellers Association had alleged that several
merchants were not having licenses to open their shops in
the new vegetable market. |
