A 17-year-old girl was allegedly raped by three youths inside a car in a parking area at Pillanji Village, south Delhi, last evening. A case has been registered at the Safdarjung Enclave police station this afternoon. The victim lives at Humayunpur Village and studies at a private school in Delhi.

According to the police, the accused were acquainted with the victim, as they live in the same neighbourhood. On the basis of her complaint to the police, the accused have been identified as Rohit, Tinku and Narender. They are aged between 20 and 22 years. The police have begun a manhunt for them.

They have seized the Hyundai Verna car in which the victim was allegedly raped.

While narrating the sequence of events, a police officer said that last evening one of the accused had asked the victim to come for a drive with him.

After driving for some time, he stopped the car at a place where his two of his friends boarded. They allegedly gave the girl a drink laced with sedatives.

The officer said that the girl started feeling dizzy after drinking it. The accused then drove the car to an isolated parking lot at Pillanji Village. They took turns to allegedly rape her and then dumped her near her house.

The victim's family told the police that she returned home about 8.30 pm. She was too scared to say anything to her parents, but as they persuaded her, she narrated the incident to them.

The police received the complaint today and sent the victim to a government hospital, where her medical examination established that she had been gangraped.

The youth has been identified as Kuldeep, who lived with his family at Barwala Village in northwest Delhi. His father works as a clerk in the finance ministry.

The police claim that the youth was murdered, but they have not found any injury marks on his body. They have kept his body at the Baba Saheb Ambedkar Hospital in Rohini for a postmortem, which will reveal the exact cause of his death.

At about 11 am today, the police were informed about a pungent smell emanating from Poonam Showroom at Auchandi Road in Bawana Chowk, outer Delhi. The police reached the showroom and when they entered it, they found a decomposed body.

They brought the body outside the showroom and questioned the locals to determine its identity. According to the police, a youth named Arun approached them and identified the deceased as Kuldeep. He said that Kuldeep was his aunt's son and had been missing for the past three days.

The police also learnt that the showroom belonged to one, Praveen. Praveen's mother reached outside the showroom to inquire about him. She told the police that he had not returned home for the past two days. The police now suspect that he may be involved in murdering Kuldeep.

Harsh Vardhan associated with RSS since childhood

New Delhi, October 23
Dr Harsh Vardhan, who has emerged as the chief ministerial candidate of the BJP in Delhi today, launched a pulse polio programme in Delhi as Health Minister in 1994 and set the ball rolling for eradication of the disease from the country.

Four-time MLA from the Krishna Nagar assembly constituency, Harsh Vardhan has been associated with the Rashtriya Swayemsewak Sangh (RSS) since his childhood had a clean image as a politician.

Former Health Minister, Harsh Vardhan, who also had responsibility of Law and Education Ministry from 1993-1998 during the BJP government in Delhi, is known as "Dr Saab" among his supporters. He is a postgraduate in medical science from GSVM Medical College in Kanpur and a practising ENT surgeon.

Born in a middle class family, he was groomed in the initial 13 years of his life in the multi-ethnic neighborhood of Turkman Gate area in Central Delhi. Since 1967, he has been residing in Krishna Nagar. He did his schooling from the Anglo Sanskrit Victoria Jubilee Senior Secondary School in Daryaganj.

He entered the political fray in 1993 when he successfully contested the assembly polls from Krishna Nagar constituency in East Delhi. He went on to retain the seat in the 1998, 2003 and 2008 assembly elections.

As a Health Minister, he started the pulse polio programme in Delhi and it was the first state to have such a programme.

As his name was announced for the chief ministerial candidate, his supporters thronged his residence in Krishna Nagar, raising slogans like 'Harsh Vardhan zindabad' and started dancing and bursting crackers.

Delhi unit president of the BJP, Vijay Goel, who was also one of the front-runners for the position welcomed him. He said, "The party is unitedly fighting the assembly polls to defeat Congress and will form the new government. The BJP is the most viable and preferred alternative to the Congress which has set new records of misgovernance and corruption over the last 15 years."

New Delhi, October 23
The Aam Aadmi Party is of the view that by replacing Vijay Goel with Dr Harsh Vardhan as candidate for Delhi Chief Minister's post, the BJP has clearly conceded defeat in the upcoming Delhi Assembly elections and now the battle is between the Congress and the AAP.

"BJP's announcement of Dr Harsh Vardhan's name is a clear win for AAP which has been fighting for clean politics. Changing of candidate by BJP just a little over a month before the elections is as good as conceding defeat. Now the battle is only between Congress and AAP," said AAP's national convenor Arvind Kejriwal.

He also questioned the silence of Dr Harsh Vardhan over the burning issues such as women's safety, rising electricity bills, poor water supply and others.

"Dr Harsh Vardhan remained quiet on most of the burning issues like rising electricity tariff, poor water supply and women's safety. As a legislator too, he failed to raise the issue in the assembly. He was nowhere to be seen raising voice or fighting for the common man even during the Nirbhaya incident in December," Kejriwal said.

"Corrupt Congress made Manmohan Singh its face at Centre. But he failed to check corruption within his own government. Similarly, now a corrupt BJP has made Dr Harsh Vardhan its face in Delhi. What did he do all these years to check BJP's corruption in MCD? Isn't Dr Harsh vardhan Delhi BJP's Manmohan?" asked Kejriwal.

Cong to take up onion issue with Pawar

New Delhi, October 23
Perturbed by the soaring prices of onion in the city, the Congress senior leadership today said that it will discuss the matter with Union Agriculture Minister Sharad Pawar and the Nation Agriculture Cooperative Marketing Federation of India (NAFED) to curtail export of the commodity.

The party dismissed the claims that the vegetable is being sold at Rs 100 per kg. Chief Minister Sheila Dikshit asserted that due to fluctuation in the quantum of arrival, there has been variation in prices, adding that onion is available at Mother Dairy and Safal Booths between Rs 55 and Rs 65 per kg. She said that the prices will normalize in two to three days and blamed the opposition parties for hoarding the commodity in the run-up to the assembly elections.

"We all know that Delhi is not an onion-producing state. The entire requirement of about 1,000 tonne per day is met from different onion-producing states. The increase in price of onion is due to higher arrival prices which may be on account of low production and hoarding in the producing states," she said.

She also held the recent cyclone in Odisha responsible for the unprecedented rise in prices.

As the onion prices in retail markets touched the Rs 100 per kg mark today, the ministers tried to ward off the responsibility and said that the government does not play any role in the market prices. "In order to overcome any possibility of hoarding, we have constituted teams and they are keeping a constant watch on the traders," said Harun Yusuf, Food and Supplies Minister.

The party blamed the BJP for hoarding the commodity in the states ruled by it. "The Opposition is playing politics in view of elections. We get the supply from states like Maharashtra, Madhya Pradesh, Rajasthan and Odisha. Heavy rain is the main reason behind the price rise which also affected the cost of transportation. The wholesale price during these three days varied between Rs 37.50 and Rs 60 per kg," said Rajender Sharma, chairman, Delhi Agriculture Produce Marketing Committee.

"The arrival of onion from Rajasthan has started and the quantum is picking up every day. The prices would come down in the next two-three days," he said.
