New Delhi, October 15 Chief Minister Sheila Dikshit, along with the cabinet ministers and Delhi Pradesh Congress Committee president JP Aggarwal, met the
Election Commissioner of India today to request relaxation in the rules. The leaders are apparently unhappy with the norms of election expenditure monitoring committee which make them liable to maintain accounts and restrict
their spending on the campaigning. "It has become truly unfair in campaigning with such rules. So many permissions are involved for carrying out rallies, public meetings, etc. Even a cup of tea offered to our workers is being recorded in the accounts register," said Arvinder Singh Lovely, Delhi Urban Development
Minister. According to the rules stated by the Delhi Electoral Office, the candidate will have to submit an expenditure plan along with the application for permission to conduct a rally or public meeting. The Election Office will depute an officer at the campaigning function for maintenance of law and order and a videography of the entire event will
be done. The accounting team will calculate separately, the expenditure incurred in the public gathering or rally on the basis of notified rates. These expenses will be included in the accounts of the candidates who can spend maximum up to Rs 15 lakh on campaigning. The candidates are also supposed to produce his accounts for inspection while seeking permission. The leaders have also raised issues with the rate list notified by the Election Office. "The items have been priced exorbitantly by the CEO. A cup of tea is listed for Rs 9 and a garland available for Rs 10 is
listed for Rs 90. Given the prices, can anyone campaign with the cap of Rs 15 lakh," said

New Delhi, October 15 The last three meetings of the committee have failed to finalise the candidates as differences have appeared among the members on the issues pertaining to criminal background of the candidates and their 'winnability' factor. Party sources said that the matter is struggling between Congress
vice-president Rahul Gandhi's call for giving chance to grassroot workers and the performance of sitting Members of Legislative Assembly (MLAs), who are 42 They said the Election Committee has broadly agreed to give tickets to some sitting MLAs who have 'performed well' and are likely to win in the polls. The list of over 1,400 ticket aspirants will now be shortlisted by Dikshit and Aggarwal before the scheduled meeting of the All India Congress Committee Screening Committee on October 17. Around 1,600 Congress men have applied for tickets. In its last meeting on Saturday, the Election Committee had decided not to give tickets to those facing serious criminal charges. |
AAP attacks Dikshit for 'PDS scam'
New Delhi, October 15 According to the party, the Sheila Dikshit government is demanding votes through the flagship scheme on Food Security of the Congress governments both at the Centre and city. In the matter, the party has demanded that the Minister of Civil Supplies of Govt of NCT of Delhi should immediately resign to ensure free and fair probe in the matter and the Delhi CM should apologise for the "massive loot" going on directly under her command. The PDS through which Food Security is sought to be implemented is allegedly mired in deep corruption involving politicians, civil servants, police, FCI officials and unscrupulous traders, said an AAP spokesperson. By selling the PDS grain through blackmarket, the Congress government has looted the hard-earned money of the honest tax payer, condemned party members. It is not out of place to mention that the CBI is already investigating the PDS scam in various parts of the country under the directions of the apex court, said the party in a statement issued to the press. |
Woman, daughter die in house collapse
New Delhi, October 15 The deceased have been identified as Chandni Devi and her daughter,
Rooprani, who is one and a half years old. Devi's elder daughter, Ladlee (11), is critically injured and Devi's brother, Anil, who sustained a head injury was discharged from the hospital after receiving treatment. The
single-storey house which collapsed was reportedly more than a century old. It was located at Ganda Nala Bazaar, opposite an MCD community
centre. Devi's family, including her husband, Manoj, and their three sons lived in the house. At the time of the incident, they were not present in the house. According to the North Delhi Municipal Corporation, the house belonged to Delhi's Land and Development Office
(LDO), which comes under the Union Urban Development Ministry. The LDO had leased the house to a person, who had hired Manoj as a caretaker. Anil who had witnessed the incident taking place said, "We were watching television in the drawing room at about 10.30 am. I suddenly started feeling vibrations and that is when the roof fell on us. I managed to quickly rush to the kitchen and was able to save myself. But my sister and nieces were trapped under the debris," he
said. Manoj who runs an ice-candy shop outside the building, rushed towards his house. He and some of his neighbours started removing the debris to rescue his wife and children. The police and the fire department were also informed. Four fire tenders were sent to the site of the incident. The police have registered a case under the Indian Penal Code sections 304-A (Causing death by negligence), 337 (Causing hurt by act endangering life or personal safety of others) against unidentified persons. |

New Delhi, October 15 "Professors of Ambedkar College, a majority of them being women, gave a representation requesting a fair investigation by the police into the case. They said the principal has a good record and they have never come across such complaints earlier. We are examining the files," said NCW member Nirmala Samant Prabhakar. Around 100 students under the banner of SFI gathered at Arts Faculty to demand "justice for Pavitra". |
BJP alleges police harassment, threatens legal action
New Delhi, October 15 Spokesperson for the BJP Meenakshi Lekhi said that there is emergency like situation in the city where party workers were detained in police stations for four-five hours and discouraged for election campaigning. The police threatened the workers that they would be arrested and put behind bars, if they pasted posters and involved in election campaign. Posters are being torn. The government has also violated the Election Code of Conduct by transferring 40 SHOs in the city. Lekhi said that she would brief all this to the Chief Executive Officer. If no action is taken, she would go to the court. |

New Delhi, October 15 Poor lifestyle affects mostly the young people starting from mid-twenties to 45 though much of the blame is put on the MNC culture, they stressed. Improper sitting posture and inactivity in day-to-day life can result in health problems, including fatigue, persistent back pain, spinal dysfunction, joint degeneration, rounded shoulders and a potbelly, they added. "If you have poor posture, the pressure on the spine increases causing abnormal loading of spinal discs and joints. This could lead to weakening of the spinal structure, resulting in long-term health problems," said Dr Arun Bhanot, founder director of Spine Care Foundation (SCF) and chief of spine surgery at New Delhi-based Paras Spring Meadows Hospital. According to the medical director of Indian Spinal Injuries Centre, Dr H.S. Chbabra, poor postures and bad lifestyles have potentially devastating effects on the health and what is worrying is that nowadays more people as young as 25 are reporting with spine-related ailments. |
