Much hype fails to revive timber market in Jagadhri
Manakpur (Yamunanagar), April 18 It was in 2007 that the Haryana State Agriculture Marketing Board (HSAMB) had acquired 25 acres of panchayat land to develop the market with an estimated cost of Rs 6.90 crore. A tender was floated and the work was allotted to a private contractor. However, as the contractor failed to execute the work according to the specifications, the authorities withdrew the work and blacklisted the contractor. The tender for the remaining work was floated again and the contract was given to another contractor for Rs 3.63 crore. The project has been moving at a snail’s pace. Although, the deadline of the project was January 2011, the work is still in progress. Even after six years of starting of the project, not even a single timber merchant has set up his business in the new market. The traders said they did not require huge shops which were being built as a part of the project. Following this, the authorities reduced the shop sizes and allotted the shops to the merchants again. But even then the traders refuse to set up their base in the new market. Sources in the HSAMB said the main reason behind the merchants not shifting their base was that at the new site they would have to pay taxes on all transactions. Meanwhile, a visit to the timber market revealed that the work had not been completed yet and at present the site was being used as a storage space for wheat.

Online portal to help nab culprits
Karnal, April 18 The helpline accessible at www.scrbhelpline.com will enable the investigating officers to get information about the suspects in cases of chain snatching, robbery, dacoity and auto thefts within 10 minutes after the incident is reported to the helpline. This will help the investigating officers get vital inputs about the accused and the line of investigation to be followed. Laik Ram Dabas, Director, SCRB, said analysis of crime data by the SCRB pointed out that the habitual criminals adopted the same modus operandi while committing a crime. Therefore, the helpline would be very useful in identifying the suspects and arresting criminals in case immediate information was available. The SCRB had created a data bank of criminals involved in frequent incidents of crime. The helpline would help policemen catch culprits within no time, he added. He also said that fingerprints played an important role in identifying culprits but unfortunately the scene of crime was not protected. Therefore, he appealed to the public that they should not interfere with the crime scene until the police arrived on the spot. The success rate in solving cases related to snatching is 40 per cent, robbery 60 per cent, dacoity 75 per cent and motor vehicle theft just 25 per cent.

On paternity leave info, teacher draws a blank
Sushil Manav/TNS
Fatehabad, April 18 In a recent case, a Junior Basic Training (JBT) teacher working in a government school in the district, sought to know from the government whether men could also avail of paternity leave in the manner women were given maternity leave on the birth of a child. The teacher, Dalip Bishnoi, sought information from the State Public Information Officer (SPIO) in the office of the Finance Department, Haryana, as to how many days of paternity leave could be granted to JBT teachers, masters and lecturers working in government schools in Haryana. In his second query, Bishnoi asked that in case the male teachers were entitled to 15-day paternity leave, who were the officers entitled to sanction their leaves. In reply, the SPIO informed Bishnoi that according to the instructions issued by the Finance Department of the state government on September 26, 1992, only female employees were entitled to maternity leave and there was no provision of paternity leave in these regulations. The SPIO also attached a copy of the instructions with the reply. Asked to comment on the reason for the 'strange' nature of information sought by him, Bishnoi said he had unauthentic information that male employees, too, were entitled to paternity leave. |

It also directed the company to pay a compensation of Rs 2,000 to the consumer. The consumer, Dhruv Sharsvat of Karewari village, booked a plot of 250 square yards in a block of the TDI city near Kundli in 2007. Jind grain markets see glut of wheat; poor lifting to blame
Jind, April 18 While Hafed was the highest procurer with 2,63,862 MT last year, it is reported that the procurement target this time has been fixed at 8,03,400 MT. "With the total storage capacity of various agencies being much lower than the procurement, the agencies procuring the wheat have been unable to match the arrival and lifting, resulting in the wheat getting dumped on the market premises, though the agencies concerned were expected to shift it to a safer place (storage) within 72 hours of procurement," claimed sources in the local grain market. It is revealed that the lifting of wheat so far has been less than one-fourth of the total wheat that was procured in the past four days. The procurement (purchase) here had begun on April 13 and since then the total arrival had crossed three lakh quintals on Tuesday evening. "The situation in the local markets seems to have turned grim in view of the procured wheat occupying all the available space and the farmers who would be bringing in their produce in the next few days could be faced with acute problems in view of no space left here for accommodating the fresh arrivals,’’ claimed a local commission agent. He said wheat procured on Monday and Tuesday was stored adjacent to the residential quarters of the mandi officials and employees due to acute congestion. Admitting shortage of space in the mandis, Pawan Chopra, the Secretary, Market Committee, said that efforts were on to tackle with the situation and to ensure smooth procurement in the Mandi here. Claiming that there was no shortage of gunny bags, he said it was the job of the procurement agency to ensure lifting of the wheat within 72 hours of purchase. The lifting at Julana has been reported to be just over 300 quintals against the procurement of over 1,00,000 quintal till monday. Ashok Kumar, DFSC , Jind, said that a huge and sudden inflow of wheat in the past few days seems to have disturbed the schedule resulting in certain problems. But he claimed that with the agencies and transporters pressed into service, the situation was likely to improve drastically in a couple of days. He said more than 30,000 quintals of wheat had been lifted in the past two days.

Promoting police-public interaction Tribune News Service
Ambala, April 18 Deswal said the 'walk-a-step' campaign was aimed at generating confidence amongst the local populace so that they took an initiative and interacted with the police free of all fears. This, he said, would help the police in strengthening its crime-fighting mechanism. He said there were areas where drugs and other intoxicants were up for sale and people in the surrounding areas were well aware of such activities. However, lack of guidance and a sense of insecurity prevented the locals from sharing this information with the police which enabled the anti-social elements to exist without much fear within social circles. The Commissioner said the department felt that there was a need to bridge the gap between the police and the public so that the flow of information regarding anti-social elements was not restricted. Meanwhile, DCP (Urban) Ashok Kumar, DCP (Rural) Nazneen Bhasin, ACP, Ambala Cantt, Baljinder Singh, ACP Karan Goyal and the SHO of the nearby area participated in the flag march, which was carried out between Subhash Park, Ambala Cantt, and Dheha Basti. Besides, a door-to-door verification campaign was also carried out. The police force was divided into six parties to search the area. The motive behind this exercise was to have a direct interface with the people who were living in sensitive areas and the Commissioner of Police himself sensitised them that they were to be a partner of the police to curb crime. Valuable tips were also imparted to the locals staying in the area. The Commissioner of Police exhorted the residents to keep the police informed in case any suspicious person or activity was noticed. He urged people to make use of technology, readily available to them, like mobile phones which could be used to click pictures and record a suspicious activity. |

Residents oppose installation of new tubewells in Gurgaon
Gurgaon, April 18 In a representation to the court, hundreds of the residents around the Sohna road claimed that it was not water scarcity but sheer mismanagement that was leading to water woes. They opposed the idea of new tubewells and stated that Gurgaon had enough water for drinking and domestic purposes and the administration was seeking the permission to help construction activities. The residents stated in the letter that as per the provisional data of 2011 census, Gurgaon urban agglomeration had a population of around 16,00000 and this population uses 47.5 MGD of water, a few points less than the 48 MGD being provided by HUDA for the past six months after using treated canal water, leaving no need for fresh ground water extraction. According to the letter, As many as 478 construction projects are underway in the licensed areas and for unaccounted construction 11 MGD water is required. The residents further stated that the major problem in city was defective pipeline infrastructure, lack of rainwater management besides construction activities. In may be noted that an affidavit filed by DC PC Meena read that the National Horticulture Mission and Rashtriya Kisan Vikas Yojana schemes have been hampered due to water scarcity. Meanwhile, responding to a query by the court on the issue of scarcity of drinking water in Gurgaon, the sate government stated that keeping in view the growing demand due to regular migration from NCR and other parts of the country to Gurgaon, a new NCR canal, with a capacity of 500 cusec, has been constructed to supply water exclusively for drinking and domestic purposes.

Fridabad slum dwellers demand rehabilitation
Faridabad, April 18 The slum-dwellers are demanding for their rehabilitation by the state government. A large number of them submitted a memorandum to the president of the local Congress committee, BR Ojha, and sought the intervention of the ruling party into the matter. According to Ojha, the case will be referred to the HPCC for consideration. He said the evictions were carried out by the Railway Department, therefore, he could not refer the case to the state government directly. A large number of "jhuggis" had sprung up on the land belonging to the Raliway Department in the Azad Nagar and Gaekward Colony over the years. The department cleared the encroachments a few days ago on account of upcoming mega project of laying a railway line to connect Mumbai and Delhi. While the "jhuggis" in the Azad Nagar have been removed, the sword of damocles hangs on those residing in the Gaekward Colony. They have not responded to the notices sent by the department to clear the encroachments. Faridabad Deputy Commissioner Balraj Singh has already stated that the issue was not related to the state government. He had also made it clear that the local administration would provide the police force to the department, if asked, to clear the encroachments. The issue has virtually become a hot potato for the ruling party here, especially when speculation with regard to possible timing of the next general election is rife, and no political party want to antagonise the slum dwellers.
