Authorities to act tough against misuse of red beacons
Fatehabad, April 11 In a recent direction to the secretaries of the RTAs in Haryana, the Transport Commissioner, Haryana, has asked them to get in touch with SPs in their district and conduct a joint checking. The Transport Commissioner has also enclosed copies of the notification issued by the Haryana government on April 27, 2006, listing the officers and dignitaries authorised to use red/blue beacons. The letter said a complete list of authorisation issued till date would follow soon. As per the notification, Governor, Chief Minister, Chief Justice of Punjab and Haryana High Court, Cabinet Minister, Ministers of State, Speaker, Deputy Speaker, MPs, MLAs, State Election Commissioner, Haryana, and Chief Secretary, Haryana, were authorised to use red light atop their vehicles as beacons. Besides these, all Financial Commissioner, Principal Secretary to CM, Director General of Police, all heads of departments, who are in super time scale of IAS, IGs and DIG-level officers, are also authorised to use red light as beacon. Advocate General, Haryana, Secretary, Haryana Vidhan Sabha, Chairmen of the HPSC, HSSC, Haryana School Teachers Selection Board, HERC and Deputy Chairman of 20-Point programme, Commissioner, DCs, VCs, SPs, Registrar of Punjab and Haryana High Court, District and Sessions Judge, ADJs, Additional Legal Remembrance, Chief Commissioner IT, Commissioner level officers of Central Excise, Customs, Railways and Railways Protection Force are also authorised to use red beacons atop their official vehicles. Others authorised to use the red lights are Accountant General, Leader of the Opposition, president or working president of a political party, chairman of zila parishad and Mayor of Faridabad. As far as the use of blue lights with flasher atop a vehicle is concerned, all additional, deputy, assistant commissioner-level officers of the IT, Excise and Custom, Judges below the rank of ADJs, SDMs, City Magistrates, CMOs, DROs, BDPOs and tehsildars are eligible to use. Vehicles of Raj Bhawan, vehicles of CM office, ETOs, police officers not below the rank of DSPs, SHOs, vehicles on emergency duties, ambulances, fire brigades, escort and pilot vehicles are also authorised to use blue lights as beacons.

Agriculture Commissioner lauds HAU for wheat research
Hisar, April 11 Dr Sandhu had visited a research farm of the university recently. He visited a research farm of the university and saw various researches being carried out by the scientists in the university. During the visit, he witnessed demonstration plots of wheat varieties developed in the university and also held discussions with the wheat scientists. He was highly impressed to see the demonstration of newly developed wheat variety WH 1105 as plants of this variety were completely free from yellow rust disease. On this occasion, Dr SR Verma, head of wheat and barley section, apprised Dr Sandhu of the research projects implemented for the improvement of wheat crop. Dr Sandhu also visited the nucleus seed production fields of wheat varieties. Recently, Dr S Ayyappan, DG, ICAR, had visited the wheat research area of the university and praised the wheat variety development programme. |
HAFED to procure 32 lakh MT wheat
Fatehabad, April 11 Ashok Kumar Yadav, managing director of HAFED, said the agency would procure over 32 lakh MT wheat this season and the payments would be made within 24 hours of the procurement. “We have already started the procurement of wheat in
Ambala, Sonepat, Kaithal and some other districts, while arrival of the crop will pick momentum in other districts in the next three or four days as it has been delayed due to rough weather,” he
said. Yadav said HAFED would purchase wheat in all the 21 districts of
Haryana. The HAFED MD said out of the estimated procurement of 90 lakh MT this year, HAFED would count for more than one third. |

FLOOD THREAT
Fatehabad, April 11 The Fatehabad Deputy Commissioner, Dr Saket Kumar, who visited the flood-prone areas of the district to review preparedness of the authorities, said Rs 16.68 crore would be spent on increasing the capacity of Rangoi Nullah. “We have already received administrative approval for the project and work on it will begin soon,” the Deputy Commissioner told The Tribune. He said the repair of all ring bandhs in the district would be completed this month. Rangoi Nullah originates from the Ghaggar near Jakhal in Fatehabad and then merges back into the river near Kanwalgarh, upstream of Ratia in the district. Floods from Rangoi Nullah and Ghaggar have been inundating large areas in Fatehabad during the monsoon season. Standing crops on nearly 25,000 hectares of land in Fatehabad had been submerged under water due to floods in 2010. Earlier, floods had damaged crops and inundated villages in 1992 and 1996 in the recent past. Though Rangoi Nullah has a capacity of 7,000 cusecs, it ran up to 11,500 cusecs when it was in spate in 2010. After the 2010 floods, the authorities had announced a proposal to increase its capacity to 15,000 cusecs. However, the proposal was fraught with a risk that pouring 15,000 cusecs of water back into Ghaggar near Kanwalgarh could have raised threats of flood in Ratia and surrounding areas. |
Social worker on a mission against water scarcity
Faridabad, April 11 The initiative comes in the form of a project to generate non-potable water from sewage of the city. The water, produced after treating sewage, can be used among others, for industrial consumption, irrigation, construction and fishery. It could also be used for filling of ponds in villages, and lakes at Surajkund and Badkhal, which are tourist spots. It will go a long way in recharging the fast depleting underground water table in Faridabad. Sharma has set up a water management plant as a pilot project at one of the sewer disposal points of the local Municipal Corporation in Sector 21 where a part of the city’s sewage is drained in Gurgaon and Agra canals. Sharma, who has set up the project without charging for his efforts from the government, said his technique needs to be operationalised on a large scale to reduce pressure on water sources in Faridabad. He thanked the local Municipal Corporation
for encouraging him for the project. Dr Parvez Malhotra, who is also working on the project, said the water generated from sewage at the plant had been able to meet the specifications of the World Health Organisation (WHO) for non-potable consumption. “The water has been able to meet the critical BOD and PH levels,” he added. Babu Ram, a local resident, said Gyan Prakash Sharma had shown the way and the civic authorities should implement the project on a bigger scale to take care of water, especially for non-potable usages. Faridabad is considered to be Haryana’s biggest urban agglomeration. The entire demand of water of the area is met from groundwater, the level of which has fallen alarmingly over the past few years. |
Rohtak girl gets 22nd rank in IFS exam
Rohtak, April 11 After having failed to clear the exam in two chances, she cleared the same in the third attempt, despite the fact that she had done her BTech in Computers and had no or little knowledge of the subjects taken by her in the IFS exam, said her father Satbir Singh Kadian, who is posted as the General Manager, Haryana Forest Corporation, Rohtak. “She opted for this exam after getting inspiration from my job as she wanted to turn her dream into a reality,” he added. Anamika, however, claimed that there were certain factors, including the fast depletion of the green cover in Haryana, which had motivated her to take up this challenge and she spent almost six years to realise this dream. She passed out her BTech from JMIT College in Radaur town of Yamunanagar in 2007. “My family, especially my mother, supported me in my decision after which I started preparing for the Indian Forest Services examination. But since, it was a new stream for me, I failed in my two attempts in 2007 and 2008,” she said. “Afterwards, I started preparations on my own at home and decided to apply when I was fully confident of clearing the examination,” said Anamika. Her mother, Anita Devi, a housewife, said: “even as other family members wanted Anamika to get married, but I supported her in the decision”. |
Experts for improving efficiency of power stations
Yamunanagar, April 11 SC Jain, Chief Engineer of the station, said here yesterday that the conference was inaugurated by Anurag Agarwal, managing director (MD), HPGCL. Eminent experts from the power sector mainly the NTPC, CPRI, Reliance and Tata Power attended the conference. The experts delivered presentations on the theme and shared their valuable experience with HPGCL engineers and other delegates. The HPGCL engineers from other thermal power stations, including Panipat and Hisar, actively participated in the conference and shared their experiences through technical presentations. Interactive sessions with the delegates after each presentation enhanced the knowledge of the engineers regarding best industry practices. While inaugurating the conference, the MD congratulated SC Jain and his team for excellent arrangements for the conference and emphasised on improving the reliability and efficiency of power stations of the HPGCL and to bring down the cost of generation so as to make corporation power competitive. He said the conference would pave way for creating a culture of learning, sharing and openness in the HPGCL, leading to improvement in technical competence of engineers. The manpower of the HPGCL was its biggest asset and such conferences would enrich it further and encouraged HPGCL
engineers to come up with innovative ideas for improving the performance of power stations. Innovative ideas would be recognised and awarded suitably, he said. Jain said on the basis of experience gained from operating HPGCL thermal generating units, need was felt for more interactions amongst engineers of power stations for sharing of experiences and exceptional achievements. The HPGCL also decided to organise theme-based inter-plant conferences after every three months on a rotational basis at each of the HPGCL thermal power stations. He added that the knowledge gained during the conference would help them in contributing more towards improving the performance of power stations. |
More skill development centres for youth
Sirsa, April 11 As many as six Kushalta Vikas Kendras have already been set up at Odhan, Kharia, Rori, Dabwali and Sirsa. Moreover, various skill development centres are being developed at Ludesar, Matana, Dhanori and Gorakhpur. “The basic objective of these KVKs is to develop various kinds of skills among the youth. In today’s scenario, merely getting degrees is not sufficient for an individual to get a good job. One has to have the skill that make one employable,” Tanwar said. Tanwar has roped in many corporate houses for setting up such kendras. Infosys, an IT solutions company, has already provided 150 computers for the project. “In the KVKs, we will provide training in computers, foreign languages and some other skills, depending upon the need of the area. The kendras are becoming popular among the youngsters. As many as 125 youths, including women, registered themselves with the KVK at Matana when the MP inaugurated a KVK there recently. Chief Parliamentary Secretary Prahlad Singh Gillankhera and Fatehabad Deputy Commissioner Dr Saket Kumar were also present on the occasion. Kaithal sugar mill sets new record
Kaithal, April 11 Giving details about the achievements made by the mill in sugar production, MD Ranjeet Kaur said here recently that this season the mill had crushed 28.31 lakh sugarcane and produced 2,50,200 quintals sugar and the recovery rate remained at 8.96 per cent. Last year, the mill had crushed 29.79 quintals sugarcane and produced 2,44,595 quintals sugar and achieved 8.21 per cent recovery rate. The mill had a target to crush 30 lakh quintals sugarcane during the current season and produce 2.70 lakh quintals sugar at 9 per cent recovery rate, the MD added. She assured the farmers that the mill would be run till all the sugarcane of farmers were procured. She told the farmers to sow more sugarcane in the next season to earn a good income.

Rs 100-cr grain market for Fatehabad
Fatehabad, April 11 Chief Parliamentary Secretary and Fatehabad MLA Prahlad Singh Gillankhera was also present on the occasion. In the first phase, Rs 15.5 lakh will be spent on the setting up of the grain market, said Tanwar after laying the foundation stone. The old grain market in the town is small, therefore, farmers, traders as well as procurement agencies face a tough situation during the wheat procurement season as there is a glut of wheat on the market in April and May every year. Tanwar said the additional grain market would also remove heavy rush of tractors and trolleys in the city. |

Graduates told to keep pace with fast-changing world
Sonepat, April 11 He said convocation could be a sort of culminating ceremony for a certain phase of a formal study, but it was not the culmination of learning as the people continue to learn and increase their skill throughout life. He quoted Gandhi Ji’s sentiments in the expression, “Live as if you were to die tomorrow, Learn as if you were to live forever”. Exhorting the graduates to keep the pace with the fast changing world, Dr Singh said, “If we don’t change or adapt ourselves accordingly, we run the risk of being obsolete and outdated in our ideas, vision and practice”. He quoted Darwin’s theory of ‘Survival of the fittest’ for achieving real success in life. Dr Singh said in a World Bank Study (2011), it was found that Indian students were specifically weak in high order skill that was analyzing, evaluating and creating as well as soft skills which included professional conduct, attitude and language skills. “The new technologies like media and Internet may be utilized to promote creativity and in the development of high order skills,” he said and added that the body like Consortium for Education was envisaged for this cause. “So we have the biggest and youngest repository of youth power and it is the power, which if used with wisdom and direction, can change the course of history,” he said. He awarded degrees to 258 students. Dr Raghubir Singh Malik, Principal of the college, presented the progress report of the college on the occasion which was marked by the presentation of a colourful cultural programme by the students. |

Rotary International to press for low-cost cancer medicines
Ambala, April 11 While speaking on the occasion, Burton said the organisation was undertaking a number of welfare scheme and was working for eradication of polio, women and child welfare, environment and drinking water facilities. Meanwhile, with cancer spreading its tentacles in the region, the Rotary International has decided to press upon the state government to provide low-cost medicines for the treatment of the disease in the state. Yashpal Das, Director, Rotary International, here said recently that in order to make available affordable treatment for cancer patients, the organisation had already set up a 50-bedded cancer and general hospital in Ambala, which had been providing medical assistance to cancer patients at no-profit and no-loss basis. According to a recent study conducted by a doctor of the Department of Community Medicine at Government Medical College and Hospital, Sector 32, Chandigarh, the hospital had registered a steep rise in the number of cancer patients from Haryana. While 197 cancer patients were reported from Punjab over a period of six months, the number of patients who reported at the hospital from Haryana went up to 276. Das said Punjab was preparing a list of anti-cancer drugs and making efforts to make these medicines available at around 10 per cent of the printed price. He said a similar attempt should be also be made in Haryana. |

Campaign to check crime in Ambala, Panchkula
Ambala, April 11 He said around 100 nakas were set up in Ambala City and Ambala cantonment areas and over 1,000 persons were challaned. He said he had directed all police officers of Ambala and Panchkula districts to keep a close watch on strangers and a list of tenants would also be prepared. He said house owners had been directed to inform the police about the identity of their new tenants. A door-to-door survey
in Ambala and Panchkula districts would also be conducted. Deshwal said cordial relation between the police and the public was necessary to prevent crimes. He said that joint meetings of police officers and public representatives would be organised at the sub-divisional level. He said the police had taken steps to stop eve-teasing and incidents like these in the district. Deshwal added that police personnel in plain dresses had also been deployed around colleges, especially outside girls’ institutions. |

Sirsa, April 11 He said children could be benefit from computers, if they used the gadgets wisely. Parents could ensure that everything was happening safely, he added. Dr Ganesan motivated the participants and said there was no age limit for education. Dr Shamim Sharma, managing director, JCD Vidyapeeth, congratulated all the participants for attending the workshop. She spoke on some of the key issues related to computer literacy and said computer was an essential part of daily life, so, working knowledge of computer was a must for everyone. Dr Gurcharan Dass, Principal JCDM College of Engineering, said computer literacy had become a huge job qualification. About 250 participats from different age groups attended the workshop. |

Global meet on recent trades in civil engineering
Bilaspur (Yamunanagar), April 11 Various representatives from industry, colleges and institutions presented 54 technical and research papers. Chairman and CEO of the SSGI Dr MK Sehgal in his presidential address said it was impossible to imagine creation of anything in this world without the involvement of civil engineering. “Be it building, roads, bridges or Metro rail, the involvement and creativity of civil engineering is note worthy,” he said. He also touched upon different civil engineering fields like environment, structure, geophysical, soil and survey. Dr VK Arora explained in detail the application of gesynthetics in civil engineering. He explained how gesynthetics were used to increase load-bearing capacity of soil to raise large structures and skyscrapers. He enumerated several examples of such structures raised in countries like China, France and Dubai. He also deliberated on the careers in civil engineering. Dr Parveen Agarwal in his keynote address explained the details of Seven Wonders of the World and that they were the marvels of civil engineering. He said these marvels could not have been possible without the imaginative and experimental skills of civil engineers of yesteryears. “The present day youth is the future of the country and a good engineer can accelerate industrial growth and lead a nation to the right path,” he told the delegates. Prof VK Ahuja from Baba Mastnath University concentrated his talk on wealth from waste. He explained how several thousand tonnes of fly ash from coal-based thermal power plants were damaging the environment. He said this fly ash could be effectively used as a portion of concrete mix. “This can save not only large amount of money but also save the environment from deteriorating,” he added. Director General Dr Rajni Sehgal emphasised on the importance of such conference which inculcated the sense of team building, research and development and provided a platform for learning new technologies. This also helped in building true personality and successful technocrats, he added. Aman spoke about innovative methods for flood control. Second year students Rahul and Rahil explained the technologies involved in raising a 30-storey steel structure in just 14 days in China by innovative technology of civil engineering. Another student deliberated on the future of civil engineering as the population is growing day by day and availability of land is shrinking. By using multi-discipline technology of futuristic materials like liquid metals and ETFE membranes, the requirements of mankind can be fulfilled, he said. Dr Amrik Singh, Executive Director, congratulated all the civil engineering faculty and students on the successful organisation of the conference and explained the importance of such conferences. Residents resent frequent digging of roads
Kaithal, April 11 The lack of coordination among various departments like the PWD (B&R), Public Health, UHBVN and BSNL during the execution of various important road-widening projects here has not only thrown the normal life out of gear but also put an extra burden on the exchequer of the state. A large number of residents have expressed resentment over the situation. “Senior officials of the PWD (B&R) Department have failed to play the desired role in coordinating the execution work,” they said. According to information provided by BSNL officials, the department has suffered losses to the tune of Rs 1.21 crore and landline connections in one or the other area remains disrupted for months together. Not only this, a number of manholes had to be reconstructed and water supply pipelines had to be shifted as these were found to be an obstruction in digging the roads for widening. The UHBVN also had to shift transmission lines thrice for the purpose. |

Speaking on the occasion, Mr Chahal said Chief Minister Bhupinder Singh Hooda had given a priority to women education and empowerment and opening of a women university as well as a women medical college at Khanpur Kalan was aimed at the promotion of women education. "We cannot dream of a balanced social uplift without an equal participation of women," he said. "An educated girl is an asset for the entire society," he added. Child's death
Rewari, April 11 The autopsy was conducted by a team of doctors from the PGIMS, Rohtak. The doctors said Gaurav died due to a serious head injury. Meanwhile, the police has registered a case under Sections 302 and 365 of the IPC. However, it is yet to make any arrest in the case. According to sources, Gaurav was playing in the street on April 5 when he was kidnapped. Later, the accused hit the child with an iron-rod and threw him into a well.
