Encroachers grab prime land near IFFCO chowk
Sukhrali (Gurgaon), March 14 The land in question is situated along the johad (pond) of Sukhrali village, which has now become a part of Gurgaon city. While several buildings have come up on one side of the pond, another chunk of the land on its other side is being used for parking. A visit to the area revealed that construction was still going on in the vicinity of the pond. Several multi-storey buildings have come up in the area. The area was earlier under the jurisdiction of the village panchayat, but now comes under the Municipal Corporation of Gurgaon (MCG). Local residents maintain that if the prevailing 'system' is allowed to continue, the land sharks may eventually usurp the entire pond. They claimed that the buildings were being constructed without the requisite building-plan and other approvals. However, the MCG authorities do not seem to be taking a serious notice of the encroachment or initiating any concrete steps to check it. Local municipal councillor Anoop Singh admits that public land is being encroached upon with impunity, but expresses his helplessness in preventing it. The councilor points out that nearly 1.5 acres of prime land along the pond has been encroached upon, while a 700 square-yard plot lying vacant as of now may also be grabbed. "I have brought the matter to the notice of the MCG authorities and even raised the issue at MCG meetings, but no action has been taken in this regard till date," he maintains.

Shivalik region residents cry foul over regional bias in development, jobs
Chandigarh, March 14 Miffed at lack of development in the region, the Shivalik Vikas Manch, an apex non-political organisation of a cross-section of society, has decided to take to streets and organise a six-day 'padyatra' from Kalesar (Yamunanagar) to Kalka (Panchkula) from March 17. "We have no other option except taking to the streets to fight for our rights as both the ruling and opposition parties have given us a raw deal regarding development works and jobs over the years," Vijay Bansal, president of the manch, told The Tribune. Bansal said during the 'padyatra', he would endeavour to sensitise the state government functionaries and the general public about the lack of basic amenities in general and major development projects in particular in the region. Representations regarding lack of development in the Shivalik region would be sent to the Prime Minister, the Haryana Governor and the Chief Minister during the 'padyatra'. Taking potshots at Hooda and his bete noire in the Congress and Ambala MP Kumari Selja, Bansal alleged that infighting in the Congress had left the region at the mercy of an apathetic bureaucracy leading to lack of development in the region. Alleging discrimination with the Shivalik region in development, the manch president alleged that major development works were concentrated in Rohtak district alone. Of the 1,237 announcements made for Rohtak district during 2005-2012, work on 1,082 projects had been completed. However, while 47 and 43 announcements were made by the Chief Minister for Panchkula and Yamunanagar, only 16 and 27 projects had been completed in the two districts, he alleged. Despite the fact that a special Shivalik Development Board had been created for inclusive growth of the region, nothing concrete had been done for the region. While the state government had claimed that an amount of Rs 2,800 crore had been spent on the development works in the region, the ground reality was entirely different giving a lie to state government's claims.
What Shivalik region needs
A government university, a medical college and an engineering college More development projects and a greater share in government jobs Provision of basic amenities for people, particularly in the Morni area Special economic package to catch up with other regions of Haryana

Accompanied by Sudhir Bhargava, convener, and Dr LN Sharma, a doyen of the Rewari chapter of INTACH, they visited Saint Andrews Church, built here in 1891, at the outset. While they were impressed with its structural grandeur as well as its freshness, they also gathered some valuable information from a father of the church. Then they had a round of the town's four historic security gates, the Kanaud gate, Delhi Gate, Jaipur Gate and the Gokal or Jhajjar Gate, whose renovation was accomplished recently by the Municipal Council on Rewari INTACH's initiative. Speaking about their historicity, Bhargava highlighted their importance during the Moghul and the British regimes. Next the visitors paid a visit to the Town Hall and the Government Boys Senior Secondary School here. They found the Town Hall that was constructed in the 1890s and whose renovation was carried out recently, in good condition. Similarly the historical school, whose benches were once adorned as pupils by celebrated freedom fighter Lala Lajpat Rai, Sir Shadi Lal, the first Indian Chief Justice of a High Court during the British regime and Syed Muzaffar Hussain Burney, a former Governor of Haryana, was of great interest to them. In succession, the visitors went to the Bada Talab ( historical huge tank) whose fine archaeology was highly appreciated by them. They wrapped up the excursion with a visit to the Steam Locomotive Heritage Shed, popularly known as Rewari's rail musuem. While the museum contains nine working steam engines and a lot of other railway equipments, a documentary on the history of the railways was shown to the visitors as well. Railway federation threatens to launch nationwide strike
Jhajjar, March 14 Shiv Gopal Mishra, general secretary of the AIRF, stated this while interacting with The Tribune at Bahadurgarh town here on Wednesday while going to Rohtak from Delhi for attending a rally of Northern Railway Mens’ Union (NRMU). “Under the agitation, not only railway services across the nation will cripple but also all railway employees will go on an indefinite strike without serving any notice. The government will be responsible for that if it happens,” said the general secretary. He said deep resentment prevailed among the railway employees owing to an irresponsible attitude being adopted by the Railway Ministry towards the federation’s demands. “Top officials of the railway authorities have already accorded their consent orally to the demands during meetings with leaders of the federation. Notwithstanding, the authorities have not so far issued any notification regarding execution of these demands leading to resentment among the railway employees,” said Mishra, adding that now the federation would not sit calmly and get the demands met at any cost. Lambasting the Union Government’s bid to privatise the railways, the general secretary said the federation would not let the government succeed in its intention and carry on its campaign against the proposed move, he added. “How can the government hand over such a giant network of Indian Railways in private hands when around 22,000 trains are being run successfully and crores of commuters reach their destinations daily across the nation,” said Mishra, adding that the government should not ponder over privatisation of the Indian Railways if it stood for the welfare of the railway employees in a real sense. Expressing concern over the plight of the railway colonies especially in Haryana, the railway employees’ leader said they had demanded that the government give "maintenance allowance" to the railway employees so that they could spend it on keeping railway colonies neat and clean on their own. “Though the issue of maintenance allowance for employees has been discussed at the meeting of the railway board, the federation is also making sincere efforts to get it executed at the earliest,” said he. Meanwhile, Mukesh Sharma, a leader of the NRMU, said they had been struggling hard to get their demands met for a long time. The demands included implementation of cadre restructuring, removal of MACP discrepancy, recruitment of children of railway employees in the railway department under the LARSGESS scheme, payment of Rs 4,800 to senior observers as grade pay instead of Rs 4,600, he added.

CDLU dons cannot allot interview marks to aspirants: Vice-Chancellor
Sushil Manav Tribune News Service
Sirsa, March 14 Some teachers have also objected to seats reserved for executives and bureaucrats in all subjects, accusing the university authorities of devising method for backdoor entry of influential persons to the PhD course. However, unmindful of the opposition, the university authorities are going ahead with the admission process under which a written test of the applicants is scheduled for tomorrow. According to the PhD ordinance, approved by the academic council in 2010 during the tenure of former Vice-Chancellor KC Bhardwaj, 50 per cent marks were reserved for academics, 13 per cent for research and publications, 12 per cent for seminars and conferences and 25 per cent for the interview. Now, the present VC, ML Ranga, has amended the ordinance by considering only academics as criteria for selection - 60 per cent for marks obtained in postgraduate exams and 40 per cent based on marks in undergraduate exams. The move has completely taken away the discretion from the hands of teachers, who are eligible for enrolling PhD students under them. The teachers allege that a complete U-turn in the existing ordinance will prove “disastrous for all stakeholders.” “Unless we measure the research aptitude, general awareness, motivation level, past achievement, future vision and practical orientation of the prospective candidates, there can be no suitable match, which may result in poor academic performance,” said a memorandum submitted by the teachers to the Vice-Chancellor. The teachers have demanded that at least 20 marks should be reserved for the interview. “Marks for interview are merely a means to ensure back door entry of favourite candidates, which the university will not allow at any Continued on page 2 CDLU dons cannot allot interview marks to aspirants: Vice-Chancellor cost,” retorted the Vice-Chancellor, ML Ranga. He said the ordinance had been amended to ensure that only the best students could get into the PhD course and no one should be able to make a back door entry by procuring high marks in the interview. Ranga also justified the seats reserved for officers and executives and said this would allow entry of senior managers from the corporate sector thereby increasing job opportunities for the students of this university. |

MCI nod for Kalpana Chawla medical college still awaited
Karnal, March 14 "However, a proposal for establishment of medical college was received by the council for the 2011-12 and the application was returned to applicant as disapproved as they were not meeting the required qualifying criteria as prescribed in the establishment of medical college regulation," a MCI communique said. As per the agreement, the work has to be completed within 25 months and time limit for concept plan was one month, the Detailed Project Report (DPR) approval and bid process management in two months each and construction, procurement of medical equipment and training and capacity building in 20 months and till now DPR has not been finalised. As per the information procured by RTI activist Rajesh Sharma, the minutes of meeting held on October 5 last year revealed that the first phase of the vocation plan had to be implemented in the end of October last year while premises for the second phase would be vacated by the end of March this year. The project duration shall be 25 months from the date of release of the first payment towards project fund or from the date of release/deposit of the estimated cost or the date on which the site is made available to agency free from all encumbrances, whichever is later and going by the pace of progress, it appears that the government was playing politics with the issue keeping the 2014 Lok Sabha and Assembly elections in mind, Sharma said. Getting permissions and clearances from statutory authorities for construction of college buildings would take a long time and if the college was not made functional within 25 months (December 2014), the allegations of discrimination with North Haryana would gain credence, he said, adding that the college would be fit for filing a Public Interest Litigation (PIL) to establish the charge. Kalpana Chawla medical college director Dr Surinder Kashyap admitted that evaluation and costing work of the Rs 650 crore was a time-consuming process and informed that major hurdles were removed at the last meeting held on March 8 and the detailed project report was in the final stage and could be available next week. The Police Housing Corporation has been roped in by the government for monitoring and speeding up the work and two unfinished blocks with 20 residences has been handed to the medical college by the police and the process of shifting of police lines would be completed by March end. As far as the permission of medical college was concerned it was mandatory before admitting the students, we would fulfill the required criteria before applying for permission for the year 2014-15, Dr Kashyap added. The medical college would have 500-bedded hospital, OPD, maternity hospital, emergency, hospital block, nursing college, auditorium, animal house and other advanced facilities and the state government had already provided Rs 105.5 crore during the current financial year for the medical college.

Kurukshetra, March 14 Jindal said that he had already reminded Railways Minister Pawan Kumar Bansal of the promise, which was made by his predecessor Mamata Banerjee. He said the Patiala - Kurukshetra and Kurukshetra—Yamunanagar lines were of vital importance and should be included in the 12th Five Year Plan. He said the draft of the Patiala - Kurukshetra had already been forwarded to the Planning Commission for evaluation. Jindal demanded that the draft of Kurukshetra - Yamunanagar line should be sent to the Planning Commission immediately. The former Railways Minister Mamata Banerjee had announced that Kurukshetra would be getting a modern station but no work had been done in this direction following the announcement. Jindal said every year lakhs of people visit Kurukshetra during the solar eclipse and other religious occasions, therefore, all important trains should halt at Kurukshetra. Lifts, escalators should be provided keeping in mind the needs of elderly , women and children. Taking in view the dense population around Kurukshetra-Narwana rail line, Jindal has asked that the line be moved away from the populated region. Moreover, there are three railway-level crossings surrounding the old Thanesar city in Kurukshetra that routinely witness traffic jams. In accordance with the NHAI’s amended guidelines of 1989, the work for moving the line away from the populated area was allotted to the Railways Land Development Authority. Jindal said if the rail line was shifted, the vacated old land could be used for commercial purpose and the revenue generated from it could be used for developing the new line. He also recommended that hooters be installed at unmanned railway crossings to avoid accidents and casualties due to the sudden passage of trains.

'Mechanisation of agriculture will solve labour shortage'
Hisar, March 14 He was speaking at the inauguration of a training on machinery for straw management here recently. The training was organised by Farm Machinery and Power Engineering Department of the university under All-India Coordinated Research Project of ICAR. Scientists of Krishi Vigyan Kendras (KVKs) participated in the training. Dr Khokhar said the practise of stubble burning was most prevalent in Punjab, Haryana and Uttar Pradesh where wheat-rice cropping pattern was most common. It led to emission of harmful gases such as carbon dioxide, carbon monoxide, methane, nitrous oxide and aerosols. Besides, the heat generated by the straw burning led to loss of useful nutrients and microbes in soil, adversely affecting soil properties, he added. Dr Khokhar said mechanisation of agriculture would also solve the problem of shortage of labour emerging in agriculture to a large extent. He said an agricultural machinery mission on the line of horticulture mission, if implemented, would surely provide necessary impetus to the farm mechanisation. Speaking on the occasion, Dr JS Dhankar, director, Extension Education, pointed out that there would be need to produce more food grains in future. He said if the practice of stubble burning continued unchecked, it would pose serious threat to the natural resources. Dr AK Goel, Dean, College of Agricultural Engineering and Technology said that India was the second largest producer of rice after China. So, use of environment-friendly technology to dispose off paddy straw was most essential. Dr NK Bansal, head, Farm Machinery and Power Engineering Department also spoke on the occasion. Rise in greenhouse emission, a challenge to crop productivity: Experts
Karnal, March 14 Inaugurating the two-day national seminar on “Agriculture and Environment: Challenges and opportunities” at the Central Soil Salinity Research Institute
(CSSRI), he said there had been a steady increase in the emission of green house gases like carbon dioxide, methane and nitrous and the increase of 2 to 3 degree in temperature would result in global warming, ultimately impacting the productivity of the crop. “The country had achieved record foodgrain production of 259 million tonnes in 2011-12 but we have to produce 80 to 100 lakh tonnes of additional foodgrains to meet the demand of the growing population in a scenario where water is scarce and quality of groundwater is poor," he said. Dr Gurbachan Singh, who is also former Director of
CSSRI, called for increasing crop productivity in rainfed areas and developing some agriculture model, which would ensure sustainability of farmers as 50 per cent of farmers were marginal with land holdings less than 2.5 acre. He said the climatic changes were the another factor that affect productivity, especially of wheat crop, and suggested multiple uses of resources for multi-enterprise agriculture to combat climate change. Suggesting that the farm scientists should work on developing heat, waterlogged and drought tolerant
germplasm, he emphasised on the efficient use of water and fertiliser and diversification of crops for sustaining the soil health.
