Mining mafia uses trucks as weapons against cops
Nuh (Mewat), April 1 IRB constable Pawan Kumar, who was deployed at a check-post on the Nuh-Taudu road to prevent illegal mining, was crushed to death under a truck belonging to suspected members of the mining mafia. This is not for the first time that the miscreants have dared to attack on-duty policemen. In fact, according to the police and local sources, the persons indulging in illegal mining often hit police personnel trying to stop them. This discourages other policemen from performing their duty unflinchingly. Moreover, in the event of some cop(s) getting killed/ injured in the skirmish, the driver can always claim that it was a case of unintentional accident due to negligent driving and get away with minor punishment. But this time, the driver of the dumper-truck which crushed the constable to death has been booked for murder under Section 302, besides other relevant sections of the IPC, sending out a loud and clear message to the mining mafia. Mewat Superintendent of Police Sukhbir Singh said no stone would be left unturned to arrest the persons responsible for killing the constable and involved in illegal mining. |
Rahul's state tour postponed
Faridabad, April 1 Rahul was scheduled to address party leaders in a meeting during his proposed visit to the state. Sources in the state Congress said the meeting was likely to be convened soon. The party was keeping the venue of the meeting secret due to security concerns. President of the state Congress Phool Chand Maulana said the venue of the proposed meeting would be fixed after the finalisation of Rahul's tour schedule. There are broad indications that Rahul, besides addressing the meeting, will listen to the views of leaders. He is likely to stress on better coordination between the government and party workers in the state. The leader has already made moves to streamline the functioning of the party in Haryana. The party has been directed to hold monthly meetings of the District Congress Committtees (DCCs) and the Block Congress Committees (BCCs) regularly and record of the meetings, including names of absentees, will have to be maintained. It has also been made obligatory on the part of district presidents to preside over meetings of BCCs under their jurisdictions. |
Five HAU dons get Best Teacher Award
Hisar, April 1 The Vice-Chancellor, Dr KS Khokhar, was the chief guest on the occasion and presented the awards to the teachers. The awardees include Prof Dr RK Pannu, Dean, College of Agriculture, Hisar; Prof Savita Singal, College of Home Science; Prof SC Goyal, College of Basic Sciences & Humanities; Dr RP Gupta, College of Veterinary Sciences; and Prof Labh Singh, College of Agriculture, Kaul, Kaithal district. The award carried a trophy, a certificate and a cash prize of Rs 10,000. The Vice-Chancellor congratulated the awardees. Speaking on the occasion, he said such honours were needed to maintain high academic standards in educational institutions as these motivate the awardees and inspire others as well to achieve excellence. He said the Indian Council of Agricultural Research (ICAR) had performed a great task by instituting the best teacher award in state agricultural universities. He exhorted the teachers to devote themselves to the cause of education. He said without knowledgeable teachers, high standards of education could not be achieved. "Learning is a life-long process and a good teacher should always keep his senses open to equip himself with the latest developments taking place in his discipline," he advised. Dr Raj Bala Grewal, Dean of Post-graduate Studies and convener of the function, said a teacher should be a role model for the students. Regarding the award, she said the ICAR had set some guidelines and standards to be followed while making a selection of the awardees. Task force to curb nicotine abuse
Gurgaon, April 1 Earlier, it was named District Task Force. According to the new notification, the Deputy Commissioner is the chairperson of the task force while the Civil Surgeon is its convener. According to a spokesman for the district administration, the DCP and the SDM concerned, the District School Medical Officer (Tobacco Control Programme), Drug Control Officer and District Public Relations Officer are other members of the Permanent District

Seminar on Baba Banda Singh Bahadur begins at KU today
Kurukshetra, April 1 The seminar is being organised by the Department of History, Kurukshetra University, and Baba Banda Singh Bahadur Chair, KU. Stating this to mediapersons here, the KU Vice-Chancellor, Lt Gen (retd) DDS Sandhu, said Baba Jatinder Pal Singh Sodhi, Gaddi-Nashin, the 10th descendent, Baba Banda Singh Bahadur, would preside over the function and Prof JS Grewal, an eminent historian of international repute and former Vice-Chancellor, Guru Nanak Dev University, Amritsar, would be the keynote speaker. Prof Amarjit Singh, Chairman, Department of History, KU, and Director of the seminar, said the two-day national seminar aim at enriching the historical research on the life and times of Baba Banda Singh Bahadur with the help of the latest and emerging trends of historical research and also adopting the modern tools of the research in history. Chandigarh, April 1 While stating this, an official of the department said the applicants could send their fresh applications by September 30 and applications for renewal could be sent by December 10, 2013. He said the students, belonging to the minority communities- Muslim, Sikh, Buddhist, Christian and Zoroastrian- which were notified by the Central Government and pursuing higher education (from class XI to PhD) could apply for the scholarship. The students, who are pursuing technical and vocational courses at the industrial centres, affiliated to the National Council for Vocational Training (NCVT), and studying at recognised schools and Institutes can apply for the scholarship. The scholarship will be awarded by the Union Ministry of Minority Affairs. The official said the courses, other than those listed under the Merit-cum-Means Scholarship Scheme, would be covered under the Post-Matric Scholarship Scheme. He said the only Indian citizens, permanently residing in Haryana, were eligible for the scholarship. The annual income of parents or guardians, from all sources, should not exceed Rs two lakh. The continuance of award will be subject to securing 50 per cent marks in previous examination. The income certificate should be issued by a first class Magistrate (Subdivisional Magistrate or tehsildar) and the Minority Community Certificate should be issued by Subdivisional Magistrate, otherwise application will be rejected. Students are advised to make their Aadhar cards. The students should fill his or her account number to apply online application and their account number should be Aadhar enabled. The scholarship will not be awarded to more than two students in a family. A scholarship holder under the scheme will not be able to avail any other scholarship or stipend for pursuing the same course. About 30 per cent of scholarships are reserved for girl students, the official added. The eligible candidates need to send their applications alongwith attested copies of previous examination certificate, income certificate and Minority Community Certificate, otherwise application will be rejected. Haryana emerging as sports power in country, says Hooda
Sonepat, April 1 Hooda was addressing the participants after inaugurating the four-day 30th Senior National Netball Championship at Motilal School of Sports at Rai. “Haryana is also the first state in the country to develop sports as a career for youths,” he added. A liberal sports policy, better sports facilities, improved sports infrastructure and hard practice of sportspersons had brought better results in different sports events at the national and international levels, he said, adding that the sports policy had created a new atmosphere of sports among the youths even up to the village level. Hooda said besides introducing the Fair Play Scholarship Scheme ranging from Rs 1,500 to Rs 8,000 per month for the youths from backward sections, the state government had disbursed scholarships of around Rs 10 crore among 5,000 budding youths under the SPAT programme. Under its sports infrastructure development, he said, the state government had already constructed more than 400 sports stadiums from the village to the state level. As many as nine swimming pools, six multi-purpose halls, five astro-turfs and three synthetic tracks had also been provided in the state, he added. Referring to reports of the elimination of wrestling from the 2020 Olympics, Hooda said for India wrestling was the mother of other sports and “we will try our best to oppose the decision of the International Olympic Council.” |
Sirsa to introduce 'Building as Learning Aid' in 14 more schools
Sirsa, April 1 Initially, the concept was introduced in August last year in two schools - Government Girls Senior Secondary School, Rania, and Government Senior Secondary School, Guria Khera - as a pilot project. The concept, which was already in practice in some schools in Delhi, was introduced in Sirsa under the Backward Region Grant Fund (BRGF), a scheme of the Central Government for addressing regional imbalances in development. BaLA is a way to holistically plan and use the school infrastructure. At the core, it assumes that the architecture of the school can be a resource for the teaching-learning processes. BaLA is about innovatively treating the space and the built elements to make the existing school architecture more resourceful with higher educational value in a child-friendly manner. “Under this scheme, the walls, doors, fans, toilets and computer rooms and various such places will be painted with different educative models,” said Deputy Commissioner J Ganesan, the man behind the launch of this concept in Sirsa. But in case of existing schools, as in the case of Sirsa, the effect is created by painting different education models. The BaLA model is particularly useful in the teaching of mathematics, science and some other subjects. “Our team went to Delhi to study the project there and later, it was launched in two schools in Sirsa. Now, after we found that children have shown a keen interest, we have decided to launch BaLA in 14 more schools in the district,” said

Bhiwani, April 1 Dr Bhardwaj had held several key positions like the Controller of Examinations of the Maharishi Dayanand University and Guru Jambeshwar University of Science and Technology, Hisar in the past.
Bhardwaj has also been associated with the Indira Gandhi National Open University, the University Grant Commission, the National Council of Teachers Education, the Medical Council of India and the Dental Council of India in different positions. Dr Bhardwaj possibly is the first academician to have been elevated to this post since 1995. In the past two decades, the government had been appointing bureaucrats or retired army officers to this post. "As Chairman of the Board of School Education, my efforts will be to bring the board on par with the best education boards in the world," Dr Bhardwaj said. BJP for relief to 6,000 private schools
Sonepat, April 1 He cautioned that if the government went ahead to de-recognise these schools under the pretext of implementation of the provisions of the Right to Education (RTE) Act, the BJP would join the owners of such schools in organising mass prayers and in launching agitations. There were no such rules when these schools were opened many years ago, he added. In a press statement issued here, Jain pointed out that a large number of such schools had been running for the past 25 to 30 years in the thickly populated areas and did not fulfil the conditions required under the RTE Act for recognition. “The government will put the future of the many lakh students at stake if the government did not change the rules,” he said and suggested that the government should remove the condition of the size of plots and allow the construction of buildings on 65 per cent of the plot area of the

Arrangement for Rabi crops' smooth procurement in place
Sirsa, April 1 An official spokesperson told The Tribune that to ensure prompt payment to the farmers within 48 to 72 hours, the government has made financial arrangements of Rs 11,695 crore for procurement of wheat. He said according to the estimates of the Agriculture Department, wheat has been sown in an area of 25.05 lakh hectares and the production would be about 124 lakh metric tonnes, out of which about 86 lakh metric tonnes was expected to be procured on Minimum Support Price (MSP) by the procurement agencies. He said farmers had been advised to bring their foodgrains to the market after proper cleaning and according to the norms fixed by the Government of India. He said wheat would be procured by six procurement agencies. The Food and Supplies Department will procure 33 per cent, HAFED 30 per cent, Food Corporation of India 12 per cent, Haryana Warehousing Corporation and Haryana Agro Industries 10 per cent each and CONFED five per cent at Minimum Support Price (MSP) of Rs 1,350 per quintal as announced by the Government of India. He said this year 372 mandis would be operative. All heads of the procurement agencies had been asked to ensure that all mandis were equipped with basic amenities, such as drinking water, electricity, pucca platforms, sheds and parking place. It had been made mandatory for the 'arhtiyas' to have the facilities of an electric fan, 'jharna', covers, crates and labour for the cleaning and protection of foodgrains. He said that the state government agencies and the Food Corporation of India had made arrangements of packing material. Also, sufficient quantity of other materials such as polythene covers, tarpaulins and fumigants had also been arranged. Procurement agencies would ensure stocking of the packing material, particularly the gunny bales at the strategic points and the mandis, well before the commencement of procurement so that no difficulty was experienced when the actual procurement started. Further, in order to ensure that the stocks rejected were really beyond the prescribed specifications, samples of all such heaps of wheat which were rejected by the procurement agencies should invariably be drawn and analysed in the District Food Grains Laboratory. They had also been asked that a report about the rejected stocks showing inter alia the name of the centre, number of heaps rejected and their quantity with the name of farmer and his proper address as also the results of analysis should be sent daily to the office of Director, Food and Supplies Department, Haryana, he added. He said barley had been sown in an area of 0.50 lakh hectares and its production was likely to be around 1.84 lakh metric tonnes. It is expected that about 20,000 metric tonnes barley might arrive in the mandis. If the market prices of barley tend to fall below the MSP, the state procurement agencies would affect its purchase on MSP in the mandis allocated to them. He said gram had been sown in an area of 1.30 lakh hectares and its production was likely to be around 1.24 lakh metric tonnes. However, according to past experience, the market price of gram generally ruled higher than MSP. Therefore, the necessity of its purchase on MSP may not arise. In case market prices of gram tend to fall below MSP, the HAFED will affect its purchase on MSP on behalf of NAFED. He said mustard had been sown in an area of six lakh hectares and its production was likely to be around 9.90 lakh metric tonnes. In case the price of mustard fell below the MSP, the HAFED will affect the purchase on MSP on behalf of NAFED, he added. Managing Director, HAFED, will issue necessary guidelines, allocation of mandis and specifications prescribed by the Government of India for the purchase of mustard to his district managers. |

Cong will come to power third time in state, claims MP
Kurukshetra, April 1 Rashid Ali said the government had already declared that by passing a Bill it would provide ‘anaj’ (grain) to 82 crore people on cheaper rate and the money would be deposited to bank accounts of the poor directly without any interference by government officers. None would sleep without eating food and the government had already started the scheme to provide shelter to the poor, the MP said. He also highlighted various welfare schemes run by the government. Lashing upon opposition parties, Rajya Sabha member Ram Prakash said the leaders of new parties, who were mushrooming day-by-day, were misleading the people but the general public would not get misled by them. He claimed that Haryana Chief Minister Bhupinder Singh Hooda and MP Dipender Hooda had made all-round development of the state by taking people of all communities along with them. The Congress would come to power third time in Haryana on the basis of the all-round development of the state. Addressing the rally, Subhash Sudha thanked the public, including representatives of various social, religious and voluntary organisations while Thanesar Municipal Council chairperson Uma Sudha presented a development report and promised to continue the development works in the town. |

Congress prepares to make Vikas Rally a success
Rewari, April 1 Hundreds of party activists from various parts of the region participated in the deliberations. The rally will be held in the sprawling campus of the Indira Gandhi Postgraduate Regional Centre (IG PGRC) of MD University at Mirpur village. Earlier, the rally was to be held in Rewari on September 1 last year but it was postponed by Minister Captain Yadav due to the Chief Minister's reported hitch to accord the status of a university to the IGPGRC, Mirpur, which was the peremptory demand of Yadav. The Chief Minister is expected to make an announcement regarding the upgradate of the IGPGRC into a university during the rally on April 25. Giving a broad hint about it and two other demands regarding four-laning of the Rewari- Narnaul State Highway and the main Rewari- Mahendergarh road, Capt Yadav enumerated several development projects, whose foundation stone would be laid on April 25. Besides, stressing the need of making the Vikas Rally a historic one in all respects, Capt Yadav exhorted party workers to give their best to make it a grand success. |

Need to increase energy supply manifold for ‘sustained growth’
Kurukshetra, April 1 In his keynote address, Lal covered energy-related issues faced by the country as a whole and by Indian Railways and DMRC in particular. He emphasised that in order to have sustained growth, energy supply should be increased by three to four times and electricity-generation capacity by at least five to six times till 2031-32. He also stressed upon the need to exploit the potential of renewable energy sources like wind, solar, geo-thermal and tidal energy in order to reduce the green-house gas emission by 20 per cent. He talked about the energy-efficiency measures taken by the railways and how the Indian Railways and DMRC, reducing their dependency on electricity boards by setting up their own thermal power plants and also exploring renewable energy sources. In his presidential address, the NIT Director, Prof Anand Mohan, applauded the Electrical Engineering Department for their initiative in promoting research in the field of energy, systems and control engineering. He also emphasised on dealing with long-term and short-term energy requirements of India. Dr Rajendra Prasad from IIT, Roorkee, delivered a plenary lecture on model-reduction methods while Dr GL Pahuja and Dr Ratna Dahiya of NIT, Kurukshetra, delivered other plenary lectures. The Chairman of the conference and Head of the Department, Prof Lillie Deewan, said the department received more than a 100 research papers, out of which 45 were shortlisted. Twentyeight delegates drawn from Madhya Pradesh, Andhra Pradesh, Tamil Nadu, Kerala and West Bengal participated in the conference. Programme to encourage enrolment in Mewat area, says Bhukkal
Jhajjar, April 1 Haryana Education and Social Welfare Minister Geeta Bhukkal stated this while distributing donation cheques to needy persons at her residence here. She said that under this programme, members of School Management Committees, NGOs and eminent citizens had been conducting door-to-door surveys to ensure 100 per cent enrolment of students in schools. "Apart from this, the government has also launched "Pravesh Utsav" programmes in all government schools for the enrolment, retention and transition of students for Classes I, VI, IX and XI. The programme aims at bringing all children in the age group of six to 18 years in the mainstream of education," said the minister. All the private schools should have the certificate of registration according to the norms under the RTE Act. It is mandatory as the court is also monitoring this. All such schools have been asked to get themselves recognised," said the minister, adding that the government had given relaxation to private schools several times. After the implementation of the RTE Act, recognition was compulsory for all private schools. Training workshop for women at KU
Kurukshetra, April 1 Dr Sandhu said it was a good initiative of the UGC through which women could develop skills, enhance their capacities in higher education and this programme would enable them to perform better in their respective fields. He also gave examples of various successful women leaders in various fields. “Increase your confidence up to that level where you can say “I can do it”, said Dr Sandhu. He appealed women need to stand for themselves rather than blaming other agencies like panchayats or the government. Every woman should be proud of being a woman. Delivering the keynote address, Prof Susheela Kaushik, co-chairperson, national consultative committee, said it was a common knowledge that there were not as many women as men at the decision-making level in any field, though they have shown that they were equally talented and competent in leadership, management and policy-making. Prof Rajesh Gill, Regional Coordinator of the Northern Region said so far, around 2,500 women teachers had been trained in about 200 sensitization, awareness and motivation (SAM) workshops and around 110 trainers’ workshops. Prof MM Goel, Dean, Social Sciences, Kurukshetra University, said the development policy should focus towards the empowerment of women. Prof Reicha Tanwar, Director, Women’s Studies Research Centre, said after attending this workshop, participants would become master trainers and impart similar training in their respective regions. At the end of the Inaugural session, Dr Vandana Dave, research officer proposed the vote of thanks. Forty participants from Delhi, Haryana, Uttar Pradesh, Uttarakhand, West Bengal, Tamil Nadu, Jharkhand and Maharashtra are attending the workshop. |

Medical camps in remote areas
Yamunanagar, April 1 Announcing this here recently, Anil Aggarwal, an eminent surgeon of the town, who had been elected as the president of the district unit of the IMA recently, said the decision in this regard was taken at the general body meeting of the IMA held at DAV Dental College. Dr Aggarwal said the doctors’ association would work not only for medical fraternity but would also engage in welfare activities, like holding of free medical camps in villages under its 'Aao Gaon Chalen' campaign, which would be made a regular feature. He said even free surgical treatment would be provided to poor patients. The association would also extend support to the 'save the girl child' campaign and strict action would be taken against any doctor indulging in female foeticide. |
