Gurgaon, March 4 At that time, these leaders showed the rebellious streak in a bid to keep the all-powerful and well-connected Bhajan Lal away from Chief Minister’s office. Thanks to his destiny and crucial support provided by leaders like late Om Prakash Jindal and Surender Singh, Hooda succeeded in being installed the Chief Minister. In the beginning, Rao Inderjit, Selja and Birender Singh remained close to Hooda camp. But by and by, political equations changed and Hooda began to drift away from his harsh-weather friends of yesteryears. However, the rift was not out in the open as the leaders maintained a strategic silence for some time. Then, their pent-up feelings began to ooze out and Hooda became the bête noire of his former friends. Senior Congress leader and Union minister Selja has recently alleged discrimination against her constituency Ambala in development. As per the reports, she has also expressed displeasure against the state regime for neglecting her constituency as well as the home district. Another veteran Congressman, sitting Gurgaon MP and former Union Minister Rao Inderjit has gone a step further by forming a public forum “Haryana Insaaf Manch” in protest against the Chief Minister’s alleged regional bias in development and distribution of government jobs. Addressing the gathering at Insaaf rally organised at Pataudi yesterday, Rao and his supporters categorically accused Hooda of giving jobs and developmental projects to his own area and step-motherly treatment with south-Haryana region. Curiously, Rao Inderjit also lambasted another former friend Birender Singh at the Pataudi rally. Birender Singh had recently shared dias with Hooda and both leaders had resolved to sink their differences and work together, at least publicly. Nonetheless, the stance actually adopted by Hooda and Birender - a self-declared CM aspirant - towards each other at the time of elections remains to be seen. By announcing the formation of Haryana Insaaf Manch, Rao Inderjit has become the first one to take a concrete step on the path of rebellion. Team Inderjit will now tour different parts of the state under the aegis of the Haryana Insaaf Manch in a bid to mobilise support for equitable development and employment opportunities. They hope that their public forum would become a rallying point for the Congressmen frustrated at the unjust distribution of jobs and developmental projects by the present state regime. Then, at an opportune time, the rebel leader may upgrade the forum into a political party and jump into the poll fray in election year 2014. In the meanwhile, if the Congress leadership decides to expel Rao Inderjit from the party, it may also work in his favour by getting him people’s sympathy. The other two former friends of the present-day Chief Minister are yet to open their cards.

Swine flu cases rise to 370, 39 dead
Hisar, March 4 With as many as seven deaths reported from Sirsa, three each from Bhiwani and Hisar, two from Jind and one from Fatehabad, Hisar division of Haryana has been the worst affected area of the state from the H1N1 infection this year. As many as 11 people have lost their lives due swine flu in Hisar. Out of these, three belonged to Hisar while others came from other districts of Haryana to get treatment here. Dr Sushil Garg, nodal officer for swine flu in Hisar, said as many as 211 suspected patients of H1N1 came to them but after their throat swab samples were tested, 70 tested positive for swine flu. Out of these 44 were from Hisar, while the rest 26 came from other districts. Dr Garg claimed that the infection was now on decline, as the number of those testing positive were decreasing gradually. The health authorities, though claim to have taken effective steps to check the spread of H1N1 swine flu, the authorities admitted that since January 1 this year, a total of 708 suspected cases have so far been tested and screened and out of them a total of 373 cases have been reported as positive in the entire state. A spokesman of the Haryana Health Department said so far 93 positive cases had been treated and discharged from hospitals. As many as 50 cases were treated by Home Quarantine and the treatment had been completed since January 1 this year. Also, 98 positive cases are still on home quarantine and out of them four were put on home quarantine yesterday. He said a total of 39 persons have lost their lives so far due to influenza A H1N1 since January 1, 2013. He said a maximum of seven deaths have been reported from Sirsa district, six from Faridabad district, four each from Panchkula and Karnal, three each from Bhiwani, Hisar, Gurgaon and Kurukshetra, two each Jind and Kaithal, and one each from Fatehabad and Yamunanagar. He said Chemoprophylaxis had been given to 889 contacts of positive cases. A total of 205 cases were reported positive by the government labs and 168 by private labs. He urged the people to cooperate with the health authorities and in case of any symptoms of H1N1, they should contact the nearest health institution of the state government.

Rs 20-lakh X-ray machine lies in disuse
Ambala, March 4 A number of cases are referred to the trauma centre from various parts of the district. Most of the trauma patients require X-ray, ultrasound and CT scan. The trauma patients are taken to the main X-ray room of the hospital, located in the old building. During winters it is very difficult to transport seriously injured patient on a trolley to the old building, which is about 1500 yards away from the centre. According to information, the radiology department of the hospital has the posts of five radiographers and one radiologist. The post of radiologist has been lying vacant for the past six years while only one radiographer is available in the hospital. Earlier, the hospital authorities had taken up the matter with the higher authorities but nothing was done. When contacted, PMO of the hospital, Dr Pankaj Garg, said the X-ray machine of the centre could not be used following shortage of radiographers. The facility of CT scan is also not available in the centre. Generally, patients requiring CT scan, are referred to Chandigarh. Poor patients face great difficulty in visiting Chandigarh. Ultrasound facility is accessible only for outdoor patient in the hospital as only a part-time doctor is available for conducting ultrasound. He remains present in the hospital only for a few hours.

Admn gears up to complete development projects
Ambala, February 4 At present, a number of developmental projects are being executed in Ambala City. The projects include a Rs 28-crore railway over bridge, installation of 66 KV sub-stations in the Company Bagh area and Nanyalo. Besides, Rs 52 crore has been sanctioned for the repairing of roads in the rural areas of the district.
The Rs 13-crore project to develop the Rajiv Gandhi Sports Complex is in progress in the Sector 10 of the city and the modalities to set up a new bus stand have also been completed and the work is likely to start soon. Ambala City MLA Venod Sharma stated that the all the major projects would be completed before the end of this year. He said a separate project for the beautification of more than 100 parks in the city had also been undertaken. He said directives had been issued to complete the projects in time.

Malik sings Haryanavi 'ragnies' in English with folk tunes
Sonepat, March 4 He has also translated 100 'ragnies' of the renowned folk singer, Pandit Lakhmi Chand, from Haryanavi to English. Before him, retired IAS officer, KC Sharma, translated about 50 'ragnies' way back in 1983, but these could not be sung in English with folk tones and folk instruments. Talking to The Tribune on the sidelines of a “Sonepat Ratan Samman Samaroh” held at Sonepat recently in which Malik also gave a presentation of an English-translated 'ragni' of Pandit Lakhmi Chand, he said, “It is my motive to spread the literature of Pandit Ji in every corner of the world. After translation of these Haryanavi 'ragnies' , these will become an international heritage.” In his opinion, these 'ragnies' could not go beyond the boundary of Haryana due to the barricade of English language.”But now the time has changed and change is the law of nature,” he said and added that a council named as “Pandit Lakhmi Chand Shaikshanik aivm Sahittyik Parishad, Gohana” has been constituted with famous Haryanavi singer Master Satbir as the chief patron. One of the translated 'ragnies' is the famous story of Padmawat when Padmawat was enjoying herself on a swing. “Chaugarde Kai Baag Hara, Ghan Ghor Ghata Saman Ki- Chhori Gavein Geet Sureele Jhool Ghali Kaman Ki” (Green garden along four sides, darkness of Swan - Girls are singing a song sweetly, putting the swing of Kaman). Another piece of translation is of a 'ragni' based on social values and it goes as “Roen Maan Ghate bande Ka, Dukh Chinta Mein Kaya- Unreeti Tein Raj Chala Ja, Jhagde Tein Dhan Maya” (From weeping one loses respect, body weakens from sorrow and tension - from injustice ends rule, dispute makes a person lose his
wealth).
After listening to the poetry of Pandit Lakhmi Chand, the whole world would know the achievement of India in the realm of meditation and philosophy, Malik said, adding that humanity could benefit from such a rich literature.

Cong, INLD in tussle over credit for Sirsa-Fatehabad railway link
Sirsa, March 4 “Sirsa parliamentary constituency has received several new projects in the recent railway budget, the biggest being the Sirsa-Hisar-Agroha- Fatehabad rail link. A Kaushal Vikas Kendra for Sirsa as announced in the budget will provide youngsters an opportunity to develop their skills,” Tanwar said in an interaction with mediapersons at Sirsa. He claimed that he had raised demands of people vigorously with the Union Minister, which led to the announcements. Tanwar’s supporters received him at the Delhi bridge on the outskirts of Sirsa and took him around the town in an open jeep. Sirsa District Congress president Malkiat Singh Khosa, Sirsa Urban president Bhupesh Mehta, Dr Virender Siwach and several others accompanied Ashok Tanwar. In Fatehabad, Chief Parliamentary Secretary Prahlad Singh Gillankhera led the leaders’ felicitation. In a public meeting held at Fatehabad, the speakers said owing to Tanwar’s efforts, a long standing demand of the residents was fulfilled. Meanwhile, the Indian National Lok Dal alleged that the people of Sirsa had got announcements during the past nine years and not a single announcement had been translated into reality. “Tanwar is misleading people by claiming that he has brought Hisar-Agroha-Fatehabad-Sirsa rail link. The rail link was approved by former Railway Minister Lalu Prasad Yadav,” said Padam Jain, district president of the INLD. Jain alleged that despite Yadav’s announcement several years ago, Ashok Tanwar had not been able to get the project started.

Women need ‘political empowerment’
Yamunanagar, February 4 Verma said that the women were not just recipients of development but could play an active role in planning and execution of gender- friendly projects. She stressed on using the money optimally for the development and maintenance of the city and also exhorted parents to inculcate high values among children. Speaking on the occasion, Dr Krishna Pandit, former Parliamentary Secretary (health), emphasised on creating an exclusive image of the city, which would reflect its history, philosophy and culture. She also inspired the participants to develop a theme for the city. She said there was a need to plan a gender-friendly city by having network of schools, health centres and super markets and public transport. She lamented that town planning generally became a victim of colonisation by private players and this could be put to an end only if the citizens became more vigilant and responsible. The chairperson of the symposium and director of Utthan Institute of Development and Studies, Dr Anju Bajpai, said an all round development of the city required facilities like libraries, playgrounds, common places for cultural activities and public parks. She said there should be better roads to get rid of congestion. She said though the government had made necessary rules for the maintenance and development of the city, these rules were often being broken with impunity. The women of the city could ensure that these laws were followed and respected, Bajpai said. Principal Dr PK Bajpai encouraged the women to come together on a platform to raise their voice against the problems faced by them. "It is through political empowerment that they can make other learn about their issues and force them to solve their problems," he said. During the programme, women from academics, social work, administration, politics, business and other fields shared their vision of a dream city. Presenting a summary of their views, convener of the symposium and coordinator of women cell of the college, Dr Karuna, said the platform was provided to make women realise that they were important part of society.

Students covered varied aspects regarding their favourite entrepreneurs like aspects of their lives, inspiring anecdotes, rise to success and fame, obstacles faced, guiding principles, etc. A total of nine teams (comprising two students each) participated in the event making it a successful show. Speaking on the occasion, Dr AK Bansal, Principal, GNIM, said GNIM had been following modern pedagogy where students were not only given theoretical knowledge but were also educated regarding the practical application of knowledge to real-life situations. Police officials apprised of new laws, provisions

protection officer, Bhanu Gaur, ADA Neeraj and PRO Ramesh. Selvraj said the Central Government had recently promulgated ordinance-2013 to deal effectively in the women related crimes under the Indian Penal Code, CrPC and Indian Evidence Act. The ordinance had not just increased the provisions of conviction but most of the sections had been made non-bailable, he said. He asked the officers to act immediately after receiving any complaint of women related crimes. He also gave minute details of the provisions incorporated in the ordinance and gave tips how to crack the cases at the earliest. Sonepat SP Arun Singh gave details of the women related crimes took place in the district in the recent past and claimed that most of the alleged accused were arrested and charge sheets were filed in the courts within 16 to 72 hours after receiving the report of the crime. Earlier, IG Anil Rao held a discussion with the police officers on the law and order situation and about the crimes and criminals. He directed them to nab the absconding criminals and entertain the complaint without any delay. He also asked them not to spare the anti-social elements indulging in consumption of alcohol at
public places, eve-teasing, passing ugly remarks and attempting to molest the girls.

71 buffaloes recovered from smugglers
Ambala, March 4 The Ambala police have made special teams to nab these gangs. Shiv Sena and Vishav Hindu Parishad (VHP) have come forward to help the police. The Ambala police had recently recovered 71 buffaloes being ferried in two trucks to Uttar Pradesh, purportedly for slaughter. The trucks were seized near the Mohra police post in Ambala district. Police sources said the animals were being transported from Punjab to Saharanpur for slaughter. Following a tip-off, the police impounded the trucks laden with animals. Parav police station SHO Mohinder Singh said four persons from Saharanpur, Uttar Pradesh, were arrested in this regard. They were identified as Asheef, Mohammed Iqbal, Istahar and one other, all the residents of Saharanpur, UP. The cattle were taken to slaughterhouses at Gangoh, Sharanpur, Chilkana, Tajpur, Raipur, Mujjafar Nagar and Behat in Uttar Pradesh.

Emergency response handbook launched
Gurgaon, March 4 While such incidents are fairly possible in day-to-day life, most of us do not have the scientific knowledge on how to respond to such medical emergencies immediately before a doctor can be accessed. Vivo Healthcare, an emergency medical services organisation that is working to train people in responding to such emergencies, launched an emergency response handbook here recently. The handbook provides answers to the above questions and comes with a detailed list of do's and don'ts in case of various medical emergencies. PK Chopra, project director at Vivo Healthcare, said they were also introducing a well-equipped first-aid box along with the handbook. Agriculture-based enterprises will 'boost' farmers’ income
Fatehabad, March 4 He said in the present scenario when agriculture was facing challenges of dwindling land holdings, falling water table, deteriorating soil health and climate change, diversification in agriculture and agriculture-based small enterprise would help farmers in generating more income. He, however, lauded farmers and agricultural scientists for their contribution in increasing agriculture production in the state. The CPS said Haryana was at the top in the productivity of wheat and mustard. He also complemented the scientists of the KVK for their vigorous efforts in persuading farmers of the area, who were facing serious problem of nematode infestation, to replace wheat with mustard crop. He said their advice was proving very fruitful to the farmers. Gillakhera said it was very encouraging that 600 farmers, who received vocational trainings at the KVK last year, had started their own income generating ventures. Presiding over the function, Dr KS Khokhar, Vice-Chancellor of the university, said as more than 70 per cent of the rural women were engaged in agriculture and allied occupations, it was mandatory to impart vocational and skill oriented training to them for their economic and social empowerment. He advised the farmers and farm women to start agriculture-based vocations like mushroom cultivation, bee-keeping, dairy farming.

Archers bring laurels to state
Rewari, March 4 Notably, Jitesh Saini bagged a gold medal in the under-13 age group during the the National Archery Competition, which was held at Vijaywada (Andhra Pradesh) recently. Similarly, Mohit Yadav and Vikas Badesra won silver and bronze medal respectively in the 35th Junior National Archery Championship held in Hyderabad (Andhra Pradesh) in February. Four silver medals were secured in different contests by Abhishek Yadav, Krishan Kumar and Sunil Saini. Abdhishek Yadav had won a bronze medal by securing third position in the 58th National School-level Archery Competition in Kolkata recently. All the six boys were honoured for their performances during a function at Narnaul by the Deputy Commissioner Dushiyant Kumar Behera. Mahendergarh District Child Welfare Officer Som Dutt Khudia and the archery coach Surender Sharma were also present on the occasion.

One arrested for duping man of Rs 21 lakh
Kaithal , February 4 Earlier, the police had arrested another member of his gang in January and recovered Rs 4 lakh from him. Giving details of the case, the police spokesperson said the relatives of Moni, a resident of Balmiki Basti, Kaithal, had told Tarsem, a resident of Arjan Nagar, that some one of their acquaintance in Ambala Cantt doubles money by some ritual. They guaranteed it on the condition of getting 20 per cent commission. In September last year the cheats took Rs 1.16 lakh from Tarsem for a pooja. On some another day, Tarsem reached Rajound village and handed over the accused Rs 21. 35 lakh but the accused fled from the spot. When all efforts to recover the amount failed, the victim lodged an FIR at the Rajound police station on January 1. Later, the police arrested Bijender of Alewa in Jind district and recovered Rs 4 lakh from him . During investigation, it also came to light that the accused had earlier duped a Rajound resident of Rs 15 lakh in a similar fashion.

3.5 lakh houses for poor in two years, says OSD to CM Fatehabad, March 4 As a part of his statewide exercise, KV Singh held a meeting with mediapersons at Papiha Tourist Complex in Fatehabad, where he highlighted the achievements of the Hooda government in the past eight-and-a-half years and enumerated the projects in the pipeline for the coming years. “The government proposes to give 3.5 lakh houses to the poor in the next two years and for this a provision of Rs 350 crore had been made in the budget,” said Singh, while speaking to mediapersons. KV Singh said under the Priyadarshani Awas Yajna introduced by the Haryana Government, two lakh houses would be given to the poor residing in the rural areas while 1.50 more houses would be given to the poor residing in the urban areas. He said the government had introduced an insurance scheme for common people. Under this scheme, the government paid Rs 30,000 in case of natural death, Rs 75,000 in case of unnatural death and Rs 37,000 in case of injuries resulting in disability of the person. Further, the government paid monthly stipend of Rs 100 to the children of such persons studying in Class X, XI or XII in schools. He said the government had set up the Haryana Infrastructure Development Fund with a budgetary provision of Rs 1,500 crore for improving infrastructure facilities in the state. He said a provision of Rs 85 crore has been made for strengthening panchayati raj in the state and a budget of Rs 100 crore had been reserved for sports. The OSD (Media) to the CM said that ever since Haryana came in to being in 1966, no chief minister paid his attention towards railways and only one new railway line was added in that period. However, during less than nine years of the Hooda regime, three new lines had been added. Chief Parliamentary Secretary Prahlad Singh Gillankhera, Congress MLA from Ratia Jarnail Singh, Fatehabad Congress president Tek Chand Midha, Youth Congress president for Sirsa parliamentary constituency Anandvir Singh Gillankhera and Krishna Poonia were among those present. In the recent times, the INLD had started Pol Khol Abhiyan to highlight shortcomings of the state government, while some Congress leaders, particularly those close to the Union Minister Selja have accused the government of regional bias in development. A Congress MP Inderjit Singh has also opened a front against the Hooda government. In these circumstances in the backdrop, KV Singh’s positive drive for the government is presenting a counterview. Install CCTV cameras, police tells traders Ambala, March 4 Police commissioner Rajbir Deswal during a meeting with the representatives of various market associations and businessmen, suggested that all establishments should get the camera installed. The move came in the wake of a few day-light robberies, in which criminals had snatched lakhs of rupees and managed to flee. Though, the police had been able to crack these case, the Police Commissioner said instead of fighting the crime, the police intended to put in place a mechanism, which could also help them in preventing crime. He said the fear of being caught in the CCTV cameras would definitely prove to be a deterrent for miscreants and help the local traders to carry out their business without the fear for robbery and snatching. Deswal said the police had also taken up the matter with the local banks, petrol pumps, hotels and other important establishments to have CCTV cameras installed. He said the police was would also evolve a new system to make sure that the alarm systems, installed on banks' premises, were checked. |

beneficial to society: VC Sonepat, March 4 In his keynote address, Dr U Podwill, Director of the Delhi branch of the FRIE University of Berlin in Germany, opined that there were a number of opportunities for scientific collaboration between India and Germany. He gave information regarding a number of German universities where students, scientists and scholars from India could enrol for research. The Vice-Chancellor of Murthal university, HS Chahal, also addressed students and motivated them to be actively involved in scientific activities. "Scientific research should always be environment-friendly and beneficial to society,” he added. Dr JS Rana, Chairman, Department of Biotechnology and Dean, faculty of non-conventional source of energy and environmental studies gave information about GM corps emphasising on the safe use of these corps. Citing example of BT cotton, he said research was mid-way in production of GM crops and their usage by the farmers. Dr JS Rana coordinated all the events, including model-making, poster exhibition, scientific rangoli and technical paper presentation besides a quiz based on the format of “Kaun Banega Crorepati”. A number of students from different departments of the university participated in the events. Besides Deans and Chairmen from other departments viz. Prof Rajbir, Prof AK Sharma, Prof BP Singh, Prof BP Malik was also present to encourage the participants. All events were judged by a panel of judges selected from senior faculty members of the university. The winners of various events were given both certificates and cash prizes by Dr Podwell and VC Chahal. The new issue of the university news letter, "Tidings", was also released by them on the occasion. |

Study of business administration 'vital' for success of entrepreneurs Yamunanagar, March 4 The aim of the workshop was to make final-year undergraduate students aware about the various opportunities available in different fields of business administration. More than 250 students from different institutions in and around Yamunanagar and Jagadhri participated in the workshop. The workshop began with lighting of the ceremonial lamp by the key speakers, Dr SK Dhamija, Professor in the Department of EDICEN, NITTTR, Chandigarh, Prof PK Singla, NITTTR, Chandigarh, Dr Kuldip Singh, Principal, Prof Harish Mahendru, Dean, Academics, and Pratibha, Registrar, Finance of Haryana Engineering College. In the first session of the workshop, Dr Dhamija discussed the scope and opportunities in business administration. He emphasised that students could explore opportunities in different specialisations of business administration such as marketing, human resource, finance, hotel management, event management, production management and tour and travel management. He said it was necessary to be a good manager for business and commerce professionals. In today’s time, business administration has a vital role in the success of international companies. Giving examples of renowned and successful personalities in the business field, Dr Dhamija emphasised that the study of business administration was not only useful but was very essential for the success of any business unit. In the second session of the workshop, another speaker from the NITTTR, Chandigarh, Prof PK Singla, explained the techniques for personality development in general and skills improvement in particular to the students. He emphasised that degrees worked as platforms for careers but it was one’s personality that brought recognition and success in the profession. He said the need of the hour was to develop a knack to update one's knowledge of current affairs. He also explained that conviction and potential was essential to carry on with any type of work. |

Vibha stands first in poetry-recitation contest Hisar, March 4 Udai Bhanu Hans, the state poet of Haryana, was the chief guest, while Kamlesh Bhartiya, deputy-chairman of the Haryana Granth Akademi presided over the competition. Wariam Singh Vashisth, Lead Bank Manager of Punjab National Bank was special guest on this Students recited poems on social issues like female foeticide, rapes, corruption and the latest political scenario in the country. Vibha from Government College for Women, Hisar, bagged the first position while the second position went to Charu from Fateh Chand College for Women, Hisar. The third place went to Surinder from Garudham College of Education, Khedar (Hisar). Garima from Fateh Chand College for Women, Hisar, and Sanjay from Government College, Hisar, were given consolation prizes. Manoj Chhabra, Anuradha Agarwal and MP Haridev acted as judges, while Archana, a lecturer in mathematics from the host college, conducted the stage. Udai Bhanu Hans enthralled the audience with his quatrains (rubais). He said literature could provide better direction to society. He said owing to degradation in the moral values and lack of people’s interest in literature, plagiarism in literature had increased. Neelam Prabha, Director-Principal of the college, said a book exhibition was also organised on this occasion. Shamim Sharma, patron of the college, thanked the guests and urged the people to work for eradicating social evils like female foeticide. |

HAU to hold krishi mela from March 14 Hisar, March 4 "The mela is being organised every year and is a much cherished event for the farmers of Haryana, Punjab, Rajasthan and other adjoining states as they participate in a huge number," he added. Dr Dhankhar said an agro-industrial exhibition would be set up during the mela, where various technologies for crop protection, horticulture, vegetable crops, agriculture engineering, veterinary science, home science and basic science would be on display. Besides, private organisations dealing in insecticides, pesticides, fertilisers, farm machinery and nursery will showcase technology of utilitarian value to farmers in the krishi mela. Dr Dhankhar said a scientist-farmers meet would also be held to give an opportunity of face-to-face interaction to farmers. A seed sale counter would also be set up to facilitate farmers to purchase seeds of improved varieties, he added. Moreovers, farmers would visit the research farm of the university and come to know the latest varieties and techniques pertaining to kharif crops, medicinal plants, farm forestry, fruits and vegetables. Dr Dhankar said soil, water and diseased-plant-testing facility would also be made available to farmers during the mela. |
