Selection criteria for lecturers ‘biased’ against rural candidates
Gurgaon, January 21 Professor Sangwan required a person to read for him, and Nakul started working as a reader for him. By virtue of his assignment and encouragement from his teachers, the simple rural boy developed an interest in literature and passed his exams with reasonably good marks. He went on to do MPhil and also cleared the National Eligibility Test (NET) for lectureship conducted by the University Grants Commission (UGC). As of now, Nakul is a research scholar pursuing his PhD. However, the phenomenal improvement in his academic outlook notwithstanding, the bright and promising youngster has not been able to qualify for the post of lecturer at any privately managed aided college of Haryana. The reason: The criteria for the selection of lecturers at non-government colleges in the state, which are apparently biased against the students coming from rural background. According to the revised criteria, the candidate’s knowledge of the subject which he/she is supposed to teach and his/her research publications are accorded insignificant consideration. On the other hand, substantial weightage is given to the marks secured by the candidate in matriculation, 10+2, graduation and master’s degree. Now, candidates like Nakul, who have not secured first divisions in their lower classes, are clearly at a disadvantage. They are unjustly denied an opportunity to have a level playing field like their urban counterparts. And, his is not an isolated case. In fact, this is the plight and predicament of most of the students of the agrarian state of Haryana who come from villages and begin their career endeavour only after they are able to get university-level exposure. “The selection criteria give excessive weightage to a candidate’s marks and little consideration to his/her knowledge of the subject, which is unfair, especially to those who have not been able to secure high grades but have worked hard on research qualification and publications,” points out Ashish, who holds an MPhil and has cleared the UGC-NET. Other anomalies are also evident in the selection criteria as NET has been accorded a weightage of 17 marks, while the PhD, which is regarded as an equivalent qualification according to the UGC norms, has been given only 12 marks. The candidates having MPhil as well as PhD would get just 15 marks, while those having NET plus MPhil get a weightage of 18 marks. A perusal of the “revised” selection criteria indicates that these have been prepared in accordance on the whims and fancies of the policy-makers, who obviously have little knowledge of the ground realities. What is more unfortunate is the fact that the promising youngsters have to bear the brunt of the slack approach of those at the helm of affairs.

20 nations to take part in Surajkund Crafts Mela
Surajkund (Faridabad), January 21 Anand Mohan Sharan, Managing Director, Haryana Tourism Development Corporation, said recently that more countries were likely to take part in the event. The number of foreign countries taking part would be double in comparison to the last edition of the annual fair. The event has acquired greater global aura as the Centre, the state government and the mela authorities have rechristened it as “International Surajkund Crafts Mela”. Sharan said this year Africa was selected as a continent would be a “partner” to the mela instead of the earlier practice of giving the honour to any one country. As many as six African countries have joined hands to represent the continent. Besides, member-countries from SAARC, Eurasian and Latin American countries will participate in the mela. On account of increased foreign participation, the authorities have decided to increase food courts at the mela ground to 36, including those relating to African and Latin American cuisines. Karnataka will be the “theme state” at the mela this year. A good dose of culture and ambience of the state will be on view at the venue. Like the “apna ghar”, which will be created at the mela ground to display the culture of a traditional Haryanvi family, a similar mechanism will be in place to reflect the mores of a traditional Karnataka society. Visitors at the mela this year would cross the 10-lakh mark recorded during its last edition, the authorities said. The authorities have expanded the mela ground area from 37 to 39.5 acres.

Multiple-laning could prove costly, feel Rohtak residents
Rohtak, January 21 As many as seven state highways culminate or connect the city to other towns of the state and the national capital. Commuters are expected to pay for using roads built on BOT basis as per rules, claimed an official of the local civic body. He said work on four laning of the Rohtak- Hisar and Rohtak-Jind highways had been started in some parts and is in the pipeline in some others in view of the announcement made by the state government. All these roads would be widened on the BOT basis and would be toll roads as the work was allotted to private companies, he added. Though the road connecting Bhiwani has been widened to four lanes till the border of the district, the work on this highway could be announced anytime now as Bhiwani is represented by influential politicians. The four laning of the Rohtak- Sonepat road could also be announced in the next few months in view of the political importance of the belt, claimed sources in the department. Describing the widening of the highways as a remarkable achievement of the present state government, Yoginder Dahiya, a social activist, here said that the state government would have to ensure a system that the toll plazas do not become burdensome for the residents of the district. “Paying a toll tax every time one moves out of the district would be a cause of concern as it would result in hindering an individual’s right to free movement provided by the Constitution,” claimed Raj Singh Hooda, another city resident. Claiming that development was welcome till it do not prove to be a hindrance in any form, he said that the government should ensure free passage to those who do not want to use a toll road. Expressing concern over the problems that could emerge after all the toll plazas become functional, Raj Kumar Kapoor of the BJP said that the authorities ought to ensure that financial burden on the comman man remained the least. Another resident Virender Phogat said that it would create problems not only for the residents of nearby villages but would also make travelling costly for everyone.

Residents seek regular campaigns to check traffic violations
Rohtak, January 21 The local police has claimed to have issued over 2,000 challans and recovered several lakhs as penalty from offenders during the month-long special drive. “Though the campaign has certainly raised the awareness level of residents and commuters regarding the traffic rules, pressure on habitual offenders was required and to achieve the same the district police and other organisations would help each other,” claims J N.Gehlaut, a retired government official and an official of the Road Safety Organisation (RSO) here. He said the recent drive has achieved fruitful results as the officials concerned ensured involvement of various sections of society, including students of educational institutions, in the campaign. Atul Kumar, a resident of Model Town, said there was a need for upgrading the traffic monitoring system in the town. He said there were several congested spots in the town where traffic jams were witnessed 24x7 and to deal with the issue more traffic police personnel should be deployed during the daytime. Anoop Kumar Saini, another resident, said the road safety drive should be a continuous process to tackle the increasing traffic violations. A spokesperson for the Police Department, however, claimed that besides the recent drive, the district police had been continuously strengthening the traffic police wing with the deployment of as many as 63 personnel. Faridabad industry approaches HERC
Faridabad, January 21 Apart from the Faridabad Industries Association (FIA), about a dozen industrial units here have petitioned to the regulator. Their charge is that the power utility has “illegally” withheld the NOCs for the past two months. The Indian Electricity Act, 2003, a central legislation, lays down the Open Access policy. A unit which has a sanctioned load of 1 MW and has an independent feeder for the supply is eligible to avail itself of the policy. The policy was introduced in Haryana in 2008. The HERC had directed that the applicant units must seek NOCs from the utility, every month, in keeping with the provisions of the Act. According to the FIA, members from the industry here had recently met the authorities, including the Chairman of Haryana Discoms, Devender Singh, against the negative stand of the utility, but to no avail. Faridabad Superintending Engineer, DHBVN, SS Deshwal, reasoned that his department was all for the open access policy. With regard to withholding the NOCs, he alleged the industrialists did not give notice sufficiently in advance to the department regarding their proposed power schedule which adversely affected its management relating to distribution of electricity. “If the units are ready to give a 24-hour notice, the department will have no objection to their availing themselves of open access policy,” he added. The industrialists on the other hand wonder why the utility has started picking faults after four years in vogue of the policy. They say it is impossible to conform to the 24-hour notice as private purchase of power is done through “power exchange”. A captain of industry, on condition of anonymity, alleged that the industry actually helped the government by making private purchases as the state was power-deficit. “The negative mindset of the power authorities is inexplicable. Impractical conditions were being imposed on the units”, he lamented. As many as 45 units in large scale here, including Escorts, Star Wires, Alchem International, Bhupinder Steels, Punjab Industries and Sadhu Forging avail themselves of the policy. They are said to constitute 40 per cent of the bulk of consumers under the policy in the state.

It is noteworthy that Chautala, who was then leading a massive demonstration of party activists and who himself was to present a memorandum against the Bansi Lal government to the Deputy Commissioner, had to wait there persistently while facing a heavy downpour due to the delayed arrival of Sibal. Though the party activists were in a furious mood at such delayed appearance of the DC, yet Chautala, while keeping his cool, simply counselled Sibal, "Madam, we are representatives of the people and you were expected to discharge such responsibility of yours while keeping the sentiments of the people It is not known how this advice of the INLD chief was taken by Sibal. However, subsequent withdrawal of support by BJP legislators had resulted in the downfall of the Bansi Lal government as well as simultaneous formation of the Chautala (INLD)-BJP government in July1999. The rest is now common knowledge.
