Nawal Kishore Rastogi

Rewari, January 3
Hard-pressed by obscene utterances persistently hurled at girl students of Sooma and Katopuri villages, studying in Government High School of Lala village, 17 km from Rewari, by wayward youths of Lala village, coupled with the conciliatory approach of the Jatusana police of the district, guardians of the girls , numbering over 40, stopped sending them to the above school about 10 days ago.

Besides the school authorities too apparently took the continued large-scale "absenteeism" of the girl students from the school, lightly.

However when this serious matter somehow caught the attention of the district administration, SDM GL Yadav, DSP Krishan Lal, District Development and Panchayat Officer Narender Sarwan, District Education Officer Virender Singh Yadav and other senior officials held parleys with the aggrieved girls, their guardians and village elders at Sooma village, 20 km from Rewari, on December 28.

But when their prolonged persuasive efforts failed to bring the guardians to round , who also gave a bit of their mind to the officials, SSP Bharti Arora reached the venue and immediately took command of the boiling situation.

She held a closed door meeting with some of the aggrieved girls following which the situation took a turn for the better.

Simultaneously when the district police chief firmly assured that while the girl students would be provided full-fledged security, the puckish youths too would immediately be dealt with sternly, the guardians readily expressed their willingness to send their daughters to the school.

Thus at the behest of the SSP, the Jatusana police apprehended five miscreants, Pramod, Deepak, Parvinder, Azad and Amit, all residents of Lala village after simultaneous registration of a case of obscenity and criminal intimidation against them.

In this way, the girl students again started going to school from December 29.

Change in mindset underscored
Tribune News Service

Hisar, January 2
The increasing incidents of crime against women in society warrant people's introspection because the police alone cannot deal with the issue unless civil society comes forward to address the issue of gender inequalities at every level.

This is precisely what came out of a "Mahila Suraksha Samkalp Divas" organised by the Hisar police here today.

The programme was organised in view of the present social scenario where people are simmering after Delhi gang rape and demanding concrete steps to end sexual violence against women.

Hisar Division Commissioner Neelam Pradeep Kasni, Hisar IG Arshinder Singh Chawla, DC Amit Agarwal and B Satheesh Balan,SP, were among those who addressed the function.

"Both men and women are equal creations of nature. But gender discrimination in society had made women vulnerable," said Kasni .

Urging people to provide good education to their daughters for their empowerment, she said undereducated women were more prone to ill-designs of perpetrators of crimes against women.

Chawla said society had both good and bad people and it was the duty of saner people to try and change the mindset of those who possessed an evil mindset.

DC Amit Agarwal said while the authorities and the police would do its best to ensure safety of women, it was time for all to introspect and work for some changes at the social level so that women could feel secure in society.

B Satheesh Balan, SP, said various surveys had proved that a shift in the mindset of society and improving social milieu was more important for curbing crimes against women than anything else.

New year celebrations in Gurgaon lose their spark
Sumedha Sharma

Gurgaon, January 3
The aftermath of the brutal Delhi gang rape surely had its effect on the new-year celebrations this year in Gurgaon. The city notorious for being the rape capital of Haryana and extremely unsafe for women opted for a low-key celebration this year with some sympathising with the parents of girls, while others avoiding it out of sheer fear.

Even at other venues including the pubs, discos and lounges the usual crowd and enthusiasm was missing with women apparently having chosen to stay back.

Even several RWA’s and clubs boycotted and cancelled celebrations. Meanwhile Gurgaon police's months of planning and elaborate action plan finally paid off as city managed to have a virtually trouble-free new year’s eve celebrations this year.

With 4,000 policemen out on roads and MG road going vehicle free the police managed to avoid the much speculated chaos and ruckus as both boys and girls chose safety over the wild celebrations.

“I had pledged that we shall ensure that there is no encore of 2012 celebrations and we manged to achieve it. Gurgaon police’s 4,000 men worked hard to get everybody to celebrate new year safely and we manged to do so,” said Police Commissioner, KK Sindhu.

Sirsa/Fatehabad, January 3
The public anger that began with the gang rape of a 24-year-old Delhi woman and her subsequent death in a Singapore hospital is starting to subside.

The anger being witnessed among people in general and young women in particular is unprecedented and had forced politicians and those in the administration to succumb under people’s anger and remove posters carrying pictures of former minister Gopal Kanda, an accused in the Geetika Sharma suicide case.

The authorities in Fatehabad, Ratia and Sirsa had to order removal of former minister Gopal Kanda’s hoardings sensing people’s reaction. Supporters of Gopal Kanda, presently in jail in connection with his former staffer Geetika Sharma’s suicide, had installed his hoardings at Sirsa, Fatehabad and other neighbouring towns wishing him a happy birthday that fell on December 29 and also wishing New Year greetings to people from his side.

However, angry people already simmering with anger against the Delhi gang rape turned their ire on Kanda's posters, tearing and torching some of them in Fatehabad.

In Sirsa, residents blackened Kanda’s face on some posters.

The residents also exhibited their resentment with the authorities on this issues forcing them to remove Kanda’s hoardings at some places.

Angry residents have also come out with strong reactions on the Delhi gang-rape issue and suggested stern punishment for the perpetrators.

“Ever since the commission of the crime, everybody talks about tougher punishment for the criminals. Majority of people have suggested death penalty while some suggested chemical or surgical castration as punishment to the gang rape accused. However, both the punishments suggested above may not prove a deterrent as human memory is very short. People will forget once the culprits are hanged”, said Advocate Chhabil Dass Arora from Sirsa.

“It would, therefore, be imperative to find out an alternative to death penalty for rarest of the rare cases of rape. The doers of such heinous crimes must suffer much more than their victims have suffered. The befitting punishment in such cases would be to put the accused in a zoo with an impressive label reminding the public forever of their criminal deeds. They should be made to live like discarded animals and be fed in that fashion till their death. They acted like beasts and should be made to live like beasts for their remaining lives”, added Arora, seeking an amendment in the IPC in this regard.

Gita Rathee, an Assistant Professor in the Chemistry Department of Chaudhary Devi Lal University, said surgical castration was the most fitting punishment to the perpetrators of the heinous crime of rape.

“Capital punishment will not serve the purpose, as it would give them an easy death. Let them lead a life with a feeling that they will never be able to commit such heinous crime to women for the rest of their lives”, said Rathee.

Dr Ved Beniwal, patron of the state chapter of the Indian Medical Association, however, did not favour castration as a punishment for the rapist.

Dr Beniwal said surgical castration resulted in some hormonal ahd behavoural changes, which could lead to the person indulging in the worst kind of brutality towards people, particularly towards women.
