Hisar villages to get 24-hour water supply

Congress MLA Sampat Singh during his visit to the raw water project in Nalwa As many as 13 water-deficient villages of the Nalwa Assembly constituency in Hisar will soon get 24-hour supply of drinking water, thanks to the “Raw Water Transfer” projects under way in the area. Three such projects are to be taken up in Nalwa, work is already under way on two out of them, at a cost of Rs 11 crore.

Ambala poet honoured at global poet fest

An Indo-English poet of Haryana was honoured at an international poet fest held at Guntur (AP) recently. Hailing from Ambala, Dr Dalip Khetarpal, who is at present working as director-principal with a college, has pioneered a new genre in the field of English poetry writing. Dr Dalip has, for the first time, successfully synthesised all branches of sciences including medical science, psychiatry and parapsychology and integrated them into his poetry with great subtlety and acumen.

Endorsing the society’s demand of severe punishment for the rape accused, Raghunath Dhaka Memorial (RDM) Trust has suggested rendering the rape accused ‘impotent’ through surgical procedure. This would provide immediate relief to the rape victim and be a deterrent in the future too.

The trust, which has been carrying out awareness programmes against female foeticide for over a decade, has shot off a communiqué to the Prime Minister, Dr Manmohan Singh, in this regard wherein it has advocated a firm provision of such punishment in the India Penal Code (IPC) for such heinous crimes.

In the communiqué, Dr PP Lamoria, a retired medical surgeon and chief of the trust said, “Since rape is an atrocious crime, hence concerted efforts are required to discourage this as much as possible. After the crime, sincere efforts are needed to bring out the rape victim from mental trauma through providing her psychological and medical support. It can be done successfully to a large extent by making the accused ‘impotent’ on the recommendation of district committee, if it finds the accused guilty in its probe. This should be done within a month while routine case of rape will continue in the court concerned.”

Before executing the punishment, a special committee, comprising a District Session Judge, District Magistrate, Superintendent of Police, District Child and Women Welfare Officer, Civil Surgeon and a Member of Parliament should be formed at district level so as to conduct probe into the matter from various angle within a stipulated period, said Lamoria.

He maintained that the punishment should be awarded only when all members of the committee accord their consent for the same. Vito power could also be used on the lines of UNO if any of the members objected to the punishment.

“Besides, there should be no provision of appeal against the verdict of the committee. All the members should also be collectively responsible for their verdict so as to bring fairness into the investigation procedure,” said Dr Lamoria.

Khap leaders'remarks on rape incidents 'outrageous'

The state unit of the CPM has strongly criticised certain utterances of khap leaders describing most of the rape complaints as fake and consensual.

Inderjit Singh, state secretary of the CPM, said recently that the remark by the so-called Sarva Khap Panchayat leaders that most of the rape complaints were made with the intentions of extorting money from the accused persons, was disgraceful and condemnable.

"The party expresses its grave concern over such outrageous remarks particularly at a time when entire country is displaying its anger against heinous incidents of rapes and sexual assault on women", said Inderjit Singh.

Recently, speaking to media persons after a meeting of the representatives of several Khaps in Jat Dharamshala at Hansi, Sube Singh Samain, spokesperson of the Sarva Khap Panchayat had said that though Delhi gang rape had shaken the conscience of the nation, there was no denying the fact that a majority of cases reported to the police were fake.

In some cases, he added, the allegations were leveled to extract money from the families of the persons named in the complaints.

He further alleged that the laws like the Schedule Castes and Scheduled Tribes (Prevention of Atrocities) Act, Domestic Violence Act and dowry related laws under 304-B and 498-A of the IPC were already being misused blatantly.

Inderjit Singh said that the party had also taken serious view of gang rape cases being perpetrated unabated while the Chief Minister, himself in-charge of the home portfolio was maintaining "astonishing silence".

Inderjit Singh appealed to all the justice loving people, to condemn the audacious and atrocious views of the Khap spokesman, expressed after a meeting of the caste panchayat reportedly held at Hansi in Hisar district, recently.

Hisar villages to get 24-hour water supply

As many as 13 water-deficient villages of the Nalwa Assembly constituency in Hisar will soon get 24-hour supply of drinking water, thanks to the “Raw Water Transfer” projects under way in the area. Three such projects are to be taken up in Nalwa, work is already under way on two out of them, at a cost of Rs 11 crore.

“The projects when complete will provide round the clock drinking water to villages Bhojraj, Gunjar, Dahima, Ladwa, Sultanpur, Kanwari, Dhamana, Nalwa, Balabas, Badya Jatan and Badya Brahmana,” said Congress MLA Sampat Singh, who represents Nalwa assembly segment in the state assembly.

“Another Raw Water Transfer project is in the pipeline and once started, it will cater the drinking water needs of villages Payal and Rawat Khera,” he added.

“Raw Water Transfer” projects are popular in Rajasthan, where drinking water is scarce in several villages of the state. Such projects are being taken up for the first time in Nalwa assembly segment of Hisar in Haryana.

Under these projects, raw water taken from a source is stored in a tank and then pumped to distance places, through pipes to provide drinking water to water deficient villages.

Sampat Singh said that water taken from Birendra Narain Chakarvarty (BNC) feeder would be transferred to villages through 34-kilometer long water pipes to quench the thirst of over a dozen villages. Before this, the water will be stored in big storage tanks constructed near the BNC feeder.

The Congress MLA said that besides these three projects, drinking water projects worth Rs 116 crore had been sanctioned for various villages and towns of Nalwa assembly constituency.

Under these projects, new water works and boosting stations would be built in villages Chaudharywas, Hindwan Kalan, Rawalwas Kalan, Dubeta and Badya Brahmnah.

He said once completed, the projects would end drinking water woes of Nalwa assembly constituency.

Sandhu said the calendar depicted the major events of the past year and also some of the major historical and cultural events of KU in the past. "It gives a message about the growth of the university from its foundation to the present. It also showcases important dignitaries who visited KU during the last year," he added.

"The desk calendar combines images and pictures of KU foundation stone, khodia dance, former President Pratibha Patil at 29th KU convocation, bust of Mahatma Gandhi at KU auditorium, dhamaal dance, rasia dance, faculty lounge, diorama at dharohar and the science faculty," informed Prof Brajesh Sawhney, Director, Public Relations, KU.

Registrar, Dr Surinder Deswal, Dean colleges, Prof DD Arora, Dean Research and Development, Dr Sham Kumar, curator Dharohar, Dr Maha Singh Poonia were also present on the occasion.

Hailing from Ambala, Dr Dalip Khetarpal, who is at present working as director-principal with a college, has pioneered a new genre in the field of English poetry writing. Dr Dalip has, for the first time, successfully synthesised all branches of sciences including medical science, psychiatry and parapsychology and integrated them into his poetry with great subtlety and acumen.

While sharing his views after his return from Guntur, he informed that his unique experiment of combination of science with poetry was widely recognised and praised by poets from India and abroad both. It was really difficult for him to blend science with poetry as poets and scholars till now are only acquainted with conventional or modern poetry, he added

He said that when he aesthetically and scientifically proved that there was no difference between science and poetry, the participants were much convinced and encouraged him to go ahead. Dr. Dalip has analysed human psyche from all possible angles and gave it a poetic form.

He even dared to expose all mental ailments including those of bureaucrats, politicians and even saints in his psychological poems. All his novel ideas are reflected in his book titled 'Fathoming Infinity' which was recently released.

School rooms inaugurated

ADC Panchkula, Jagdeep Singh, recently inaugurated newly constructed seven rooms of the Government School building, Pinjore. Informing this Dr Anup Singh, Principal of the school, said that a colourful cultural programme was also organised on this occasion.

The construction of the new rooms has been carried out under the SSA and RMSA scheme by the Education Department. Notably, the school has a strength of more than 1500 students and the old building of the school had been turned into a deplorable state.

Special directives were also given by the ADC to Amit Malik SDO(B&R) regarding demolishing the rooms of old building of the school.

Nalini Mimani, District Education officer and Invinder Kaur, Block Development Officer were were also present on the occasion.

Kurukshetra, December 31
Dozens of women, led by Dr Santosh Dahiya, associate professor, Kurukshetra University, demonstrated in protest against the increasing crime against women in Haryana as well as in the entire country in front of the mini-secretariat here.

They were demanding a change in the law and said it should be more effective so that criminals could be punished at the earliest. Police officials of the area, where such crimes take place should also be taken to task, they demanded.

The protesters also submitted a memorandum addressed to the Prime Minister of India and the Chief Minister of Haryana to Narender Malik, City Magistrate, Kurukshetra.

Ravinder Kaur, Monika, Saroj Sharma, Bimla Saini, Kiran Bedi, Sunita Sood, Kalpana Kundu, Rajdulari, Sahil Mittal, Presmeshwary Devi, Sunita Dheer, Rekha, Kalawati, Puja Sardana and Babita were among those who were present on the occasion.

Global training programme on usage of poor-quality water

Use of modern technology coupled with field experience was emphasised at the two-week International Training Programme on use of poor quality water in agriculture for Afro-Asian Rural Development Organisation (AARDO) Member Countries, held at Central Soil Salinity Research Institute (CSSRI), here.

The main purpose of the training programme was to acquire in-depth knowledge and sharing of experiences on various aspects on usage of poor quality water in agriculture, relevant to AARDO member countries.

During the training, emphasis was laid on impact of long term usage of poor quality water comprising saline, amendments for sodic and waste water on crop yield and soil health and best management practises for mitigating the deleterious effects of poor quality water were discussed at length.

An exposure visit to CCS HAU, Hisar, AICRP centre on Use of Saline Water in Agriculture at Agra and waste water sites at 
Ambala and Chandigarh was also conducted during the training programme.

The knowledge gained during the programme would enhance the capacity of the AARDO member countries for safe and sustainable use of poor quality water, which would ultimately help in increasing the productivity of major crops in the member countries, Director CSSRI, Dr DK Sharma said.

The international training programme was sponsored by Ministry of Rural Development, Government of India. AARDO is an autonomous mutual inter-governmental organisation comprising 30 countries (15 each from Asia and Africa). Eight delegates from Egypt, Iraq, Lebanon, Libya, Nigeria, Oman, Pakistan and Sudan participated in the training programme.

Dr PS Minhas, Director National Institute of Abiotic Stress Management, Baramati, and Maharashtra, who was the chief guest at the inaugural session and Dr RK Yadav, Course Director, gave an overview about the structure and participation in the training programme and underlined the need to make best use of poor quality and saline water in agriculture through modern techniques.

A group of 32 students and faculty members of BR International Public School Kurukshetra, left India for the National American Space Administration (NASA), USA, recently.

While talking to mediapersons, before leaving for USA, the school principal, Vanita Bala, said the students were very much excited to realise their dream of having hands-on experience related to space at Kennedy Space Center. Such rare exposure to the students motivates them to be more inquisitive, more analytical and more practical. The visit was a new feather in the success history of the school, she added.

The students and the staff members will visit various other historical places including the Statue of Liberty, Times Square, museums, Disney World, Universal World, Sea World and Cocoa Beach at Atlantic Ocean.

The chief patrons, Gian Chand Chopra and Chander Chopra conveyed their good wishes to the group leaving for the trip.

Flow of industrial wastes irks residents

Hundreds of irate residents of Garhi, Alawalpur, Maheshwari and Malpura villages, as well as HUDA Sector 6 of the region, held a demonstration at Dharuhera recently, in protest against the continuous flow of effluents from the industrial units of the neighbouring Bhiwadi town in Alwar district of Rajasthan, into their areas.

While Satish Yadav, a special invitee to the state Executive Committee of the INLD and a former chairman of Rewari Zila Parishad spearheaded the demonstration, it was held under the auspices of the Sector 6 Residents Welfare Association.

While shouting anti-government slogans, they took out a procession which reached the tehsil office here, where they presented a memorandum to tehsildar Naurang Rai, seeking speedy end to the liquid industrial waste flowing into their areas.

Later, they held a protest meeting in the Central Market complex of Sector 6, which was addressed by Yadav.

Yadav said while the decade-long undeterred outflow of effluents from the neighbouring Bhiwadi industries had affected the fertility of the villagers’ fields and made life miserable for the residents in various ways, the on-going establishment of private residential colonies in the above areas had added to their woes.

Previously the Chautala regime had taken up the issue with the then Rajasthan government but the matter remained in a limbo during the past seven-year tenure of the Hooda government, he added.

He went on to say that although Dharuhera had already been endowed with a municipal committee, thousands of its citizens had been helplessly crying for sewerage and other civic amenities.

Simultaneously the organisers announced that if no concrete steps to mitigate their sufferings were initiated within a month, they would be compelled to intensify their agitation.

The Haryana power distribution utilities have directed its field staff to give yet another opportunity to the villagers and farmers, having pending electricity bills against them on June 16, 2005, to take all benefits of the Bill Waiver Scheme by paying only the capital amount of bills pertaining to the period with effect from June 17, 2005.

The Chairman and Managing Director, Dakshin Haryana Bijli Vitran Nigam and Uttar Haryana Bijli Vitran Nigam, Devender Singh said that keeping in view the demand of consumers who were defaulters on June 16, 2005 and could not opt for the Bill Waiver Scheme or left out the scheme in between after opting it, the Nigams have given yet another opportunity. The benefit can be availed up to March 31, 2013.

He said that if they come forward to pay off the principal amount of bills pertaining to the period with effect from June 17, 2005 in one go, all the pending bills, pertaining to the period up to June 16, 2005 and whole of the late payment surcharge would be waived off.

The decision will benefit those rural domestic and tube well consumers who could not opt for the scheme and who had joined the scheme but could not make payment of their bills for 20 months regularly and stopped paying their electricity bills in between.

As a result their defaulting amount on June 16, 2005 could not be waived off.

However, to get the benefit, the consumers, willing to join the scheme are required to pay a late entry fee at the rate of Rs. 500 for rural domestic consumers and Rs. 750 (having connected load up to 15 BHP) and Rs. 1000 (having connected load above 15 BHP) for agriculture consumers.

On depositing all the current bills w.e.f June 17, 2005 the arrears as on June 16, 2005 and delayed payment surcharge levied after June 17, 2005 will be waived off.

He said that all field officers have been directed to ensure that the consumers qualifying for the scheme are provided bills giving all details of the amount to be paid and the amount to be waived off. In case no previous consumption is available because of defective meter, a provisional billing at 40 units per kilowatt per month shall be done to facilitate the rural domestic consumers to take benefit of the scheme.

In case of agriculture consumers in such cases, billing shall be at 160 units per KW per unit as per orders of the Haryana Electricity Regulatory Commission.

He said that camps will be organized in villages for the convenience of consumers.

However, the scheme shall not be applicable to the consumers whose amount has been charged due to theft or unauthorized use of electricity.

The consumers who do not come forward to opt for the scheme would be served bills by including all arrears and surcharge and on nonpayment, their connections will be disconnected.

Devender Singh urged the consumers who had left the scheme or did not opt for the scheme to avail this opportunity to get waived off the defaulting amount/ arrears standing against them as on June 16, 2005 by depositing only the capital amount of their unpaid current bills issued after June 16, 2005 in one go.

Indian manpower has 'development potential'

“For stopping conversion of demographic dividend into demographic disaster, we need to learn walking before joining in the rat race of competition wherein survival of the fittest is the mantra, but the weak can also survive, exist and excel by becoming unique.”

This was stated by Dr MM Goel, Professor of Economics and Dean, Faculty of Social Sciences, Kurukshetra University, here.

He was speaking on "Demographic Dividend in India: Opportunities, Challenges and Policy Measures" in the 95th conference of the Indian Economic Association, organised by Gitam University, Visakhapatnam, recently. He also chaired one of the technical sessions on the occasion.

There is a great development potential in Indian manpower conceived in demographic dividend in terms of population in the working age group(15-60)as 58.2 per cent in 2001 has risen to 64 per cent currently and will be rising to 69 per cent in 2040, told Professor Goel while quoting the International Monetary Fund (IMF).

Fire-fighting arrangements in Ambala inadequate

The delay in dousing the fire that broke out at a shoe showroom in Ambala Cantonment two days back, which resulted in the loss of several crores of rupees, has raised several questions regarding the inefficiency of the fire-fighting arrangements put together by the Ambala Fire Department.

It had taken more than eight hours for the fire tenders to tame down the flames which by then had reduced goods worth several crores to ashes. According to the shopkeepers in the market, if the fire tenders from the nearby districts and air force station at Kalpi had not been pressed into service, the adjoining shops would also have been affected by the fire.

Sources within the fire department, on condition of anonymity, confided in The Tribune that the fire tenders could not control the fire that had spread to the upper stories of the showroom as the firemen did not have a hydraulic platform to reach at the upper floors. The fire fighters had used ladders, which were hardly of any help to the fire fighters.

The Ambala Fire Brigade did not even have latest foam crash tender which is a must in dealing with fires caused in case of petroleum and fire crackers products. The fire departments of the twin city are also short of trained staff, confided the sources. They stated that a number of temporary staff had been engaged in dousing the fire yesterday, who are not only ill-equipped but also lack proper training in fire fighting.

Besides, lack of fire-fighting and safety equipments in a number of multistory building, the malls and shopping complexes that have come up in Ambala City and Ambala cantonment have also become a cause of concern for the authorities.

The sources in the department stated that the civic body had approved the building plans of several multistory building without considering that fact that these building lack proper fire-fighting equipment. They said that if the huge buildings are equipped with safety equipment, the damages caused in case of fire could be reduced to a great extent.

NSS volunteers asked to educate village women

The National Service Scheme (NSS) unit of Sanatan Dharma College (Lahore), organised a seven-day camp at the Ramgarh Majra village. The camp saw the participation of 123 volunteers, 50 males and 73 females, from the NSS units of the college.

As per the report, the camp commenced with the NSS song. Dr Charanjeet Kaur, State Liaison Officer, started the programme by lighting the lamp. College principal, Dr Desh Bandhu welcomed the chief guest and asked the volunteers to change the pessimistic picture by being optimistic in life. NSS commander, Yogesh Kumar, through a power-point presentation, projected the previous achievements and further opportunities of the unit.

Speaking on the occasion, Dr Kaur, asked the girl volunteers to educate village women about hygiene, education and self-protection. The participants started with the schedule of cleaning the entire Government Primary School’s campus and Aanganwadi premises of the village to make it better.

Also, processions were carried out in the village to educate the villagers about hazards of polythene bags, women empowerment and justice for women and female foeticide. Volunteers demonstrated street plays based on Right to Education and Aids awareness.

A team of three district trainers from Red Cross Society, Ambala, Harmesh, NK Sharma and Rammurti Sharma imparted first-aid training, during the camp.

Dr UV Singh (Head, History Department) gave tips of leadership. Prof JD Chauhan spoke on development of communication skills. Many resource persons visited the camp and motivated the participants.

The volunteers conducted a socio-economic survey of the village, which helped them bring socio-economic issues in the open and instilled time management, discipline and leadership qualities among them. Saplings were also planted by the college Principal Dr Desh Bandhu, Program officers and primarily by the volunteers.

The concluding ceremony was chaired by Dr Girish K Tuteja, Assistant Programme Advisor, NSS Regional Centre, Ministry of Youth Affairs and Sports, New Delhi. The convener of the NSS Dr Rajinder Singh Rana presented a detailed report about the camp.

Girish K Tuteja shared his views with the students and encouraged them to take initiative for social welfare of the people and to work more towards the needs of the society.

Training institutes will motivate teachers, says Geeta Bhukkal

Haryana Education and Social Empowerment Minister, Geeta Bhukkal, has said that the State Teachers Training Institute, Jhajjar, and National Academic and Research Institution, Jind, would be developed on the lines of National College of School Leadership of London and the University of West of England.

Bhukkal was interacting with mediapersons after listening to public grievances at her residence here on Saturday. She said the training institutes would not only help teachers keep themselves updated, but also motivate them for carrying out research in the academic field.

"The Haryana Government has signed an MoU with the British Council under which 100 schools of Haryana will be linked with the British Council. Eight schools are already working with the help of the British Council," said the minister, adding that the state government was making efforts to impart education based on moral values in the schools and colleges of the state.

In reply to a question about her recent London visit, Bhukkal said she had visited several schools, colleges and universities during her tour and found that research work is the top priority for people of Britain and they also put in a lot of efforts to achieve new targets in the field of research.

"The congress government is also making all efforts to create such an academic atmosphere in the state with an intention to encourage the teachers to conduct research works in their area of concern. Not only are schools being upgraded as per requirement, but also prestigious international educational institutes are being invited to set up their branches at Rajeev Gandhi Education City," said the minister.

In reply to another question, she said special measures were being taken to inculcate moral values among children. Moral-value based education was being imparted at schools and colleges so that children could play the role of a responsible citizen in society.

Bhukkla said the state government was taking steps to maintain law and order situation in the state but the people should also cooperate with the government in protecting and maintaining the honour of women.

69 persons arrested, 147 cases solved in Sonepat

The district police claimed to have busted 20 gangs of criminals with the arrest of 69 persons, involved in heinous crimes like murder, attempt to murder, decoity, loot, chain snatching, transformer thefts, burglary etc during 2012.

According to police spokesman, with the arrest of these criminals, 147 cases of different nature were solved and besides seizure of arms and ammunition, property worth more than Rs one crore was recovered.

The police also nabbed 21 most wanted criminals involved in 85 criminal cases and carrying rewards ranging from Rs 5,000 to Rs two lakh, 85 proclaimed offenders, 81 bail jumpers and five parole jumpers during the period.

Among the arrested most wanted criminals, eight were jail breakers who escaped from the local district jail on the intervening night of January 17-18, 2012.

Under the Arms Act, 210 criminals were arrested and the police seized illegal arms including 167 pistols, four revolvers, two rifles, one gun, 81 rounds and 86 knives during the year.

As many as 317 persons were nabbed while gambling at public places and playing Satta and amount of Rs 9.70 lakh was seized from their possession.

Under the Excise Act, 1,574 persons were arrested while consuming alcohol at public places and 4,356 bottles of english wine and 46 of country made liquors were seized from the liquor smuggler.

More women opting to become veterinary surgeons

In an era when girls are making careers in areas so far considered the male bastions, Dr Rachna, a veterinarian, is one such woman who has been braving odds to prove that women can do whatever their male counterparts are capable of doing.

Dr Rachna is presently posted as a Veterinary Surgeon in a government veterinary hospital at Badopal in Fatehabad.

Having passed masters degree in veterinary sciences from Chaudhary Charan Singh University veterinary sciences department, now a separate university, Dr Rachna was posted at the Government Veterinary Hospital, Badopal, in July 2012.

“Initially, it was unthinkable for villagers to believe that a woman could also be a veterinary surgeon. Rarely any villager came to me for treatment of their animals initially, though many came to the hospital just to see that a woman veterinarian had come to their village”, Dr Rachna said while talking to The Tribune.

However, soon they started believing and now they have started approaching me for the ailments of their cattle.

“The scene is changing rapidly. When I got admission to the BVSc in 2005, we were only 10 girls in the entire batch of 60 students. Prior to that hardly 2 or 3 girls sought admission to the course in a batch. But now I have inquired that more than 30 out of the 60 studehts getting admission to the BVSc in Hisar are girl”, she added.

Earlier she said that the girls opting for the veterinary sciences, chose this field for going into teaching line. But now, out of the 192 veterinary surgeons recruited by the government, 25 are girls.

She said though she had cleared the national eligibility test (NET) organised by the Indian Council of Agriculture Research (ICAR), an eligibility test for getting the post of an assistant professor, she opted for the post of veterinary surgeon, as she did not see any problems in the performance of her duties as such.

Dr Rachna, however, said the government must think of security of women at a time when they were going to the fields, often considered the domains of men.

“The biggest challenge that I find here is when some drunken men come to the hospital for some work or even without any work”, she said demanding some sort of security for women officials when they go to the villages for performing their duties.

Chautala inches closer to NDA as Bishnoi plays truant

Haryana Leader of Opposition, former Chief Minister and INLD commander Om Prakash Chautala, who had been enthusiastically talking about the re-emergence of a “third front” on the national political horizon, now seems to be cozying up to the NDA fold.

Chautala’s presence at the swearing-in ceremony of BJP leader Narendra Modi as Gujarat Chief Minister recently lends credence to the speculations in this regard.

A seasoned politician, Chautala knows that the next elections to the Haryana Assembly are going to pose a do-or-die challenge before him. He is, therefore, making all-out efforts to garner as much support as possible in order to strengthen his position in the state.

Having lost two consecutive Assembly elections, the former Chief Minister knows that it would be quite difficult for him to keep his cadres intact in case the party fails to wrest power for the third time in succession.

According to political pundits, getting BJP” backing can play a crucial role for Team Chautala and boost their chances of cracking the poll-code in the next Assembly entrance test.

Hence, Chautala is leaving no stone unturned in his quest to woo the BJP leadership to give him another chance in Haryana. Apart from luring the BJP” national leaders with his dedicated vote-bank in the state, he is also banking on the support of his old-time friends like SAD leader Parkash Singh Badal and other ally leaders to make inroads into the NDA fold.

The political immaturity and general unavailability of Haryana Janhit Congress (HJC) chief Kuldeep Bishnoi may also work in Chautala” favour in the long run. Though the BJP has joined hands with Bishnoi” party in Haryana, it may not gain much from the tie-up. Unlike the INLD, the HJC does not have a mass support base in Haryana.

On the top of it, Bishnoi” virtual “non-resident” status earned by virtue of his remaining abroad most of the time may not work well for his toddler party. In fact, owing to his frequent foreign jaunts, the HJC chief is being regarded as a non-serious contender in the state” socio-political circles.

If the situation continues for some more time, the BJP leadership may be inclined to reconsider their choice of political ally in Haryana.

Nonetheless, in order to reclaim BJP” trust and support, Chautala will have to overcome a major obstacle, of convincing the party” leadership of being a gentleman politician and not resorting to his old autocratic and dictatorial ways.

Another school of political thought, however, believes that Chautala is trying to keep the proverbial “laddoos” in both hands by having both options open.

Sonepat MP inspects work on railway overbridge

To ensure quality of construction and timely completion of the project of railway overbridge (RoB) near the railway station, Sonepat MP Jitender Singh Malik inspected the ongoing construction activities and discussed the progress in the work with the officers of the PWD (B&R) and representatives of the construction company recently.

After the inspection, he asked the officers and the company representatives to maintain quality without any compromise. Timely completion of the bridge would ease the pressure of traffic congestion on the Geeta Bhawan-Shani Mandir-Chhotu Ram Chowk road in the town, he added.

Superintendent Engineer, PWD, Suresh Dangi, said the construction work was going on at a steady pace and it was likely to be completed by the end of next year. The quality of the work was being regularly monitored, he added.

He said there would be 10 pillars on Mission road, 11 pillars each on the Gohana road and Geeta Bhawan Chowk road of the RoB. Five pillars on the Mission road and seven on the Gohana road had already been raised, he said.

Haryana Chief Minister, Bhupinder Singh Hooda had laid the foundation of the RoB on December 30 and the Rs 40 crore project was to be completed within two years.

Power utilities' maintenance campaign from today

The power utilities in Haryana plan to complete works like tightening the loose conductors, replacement of all the iron poles, erection of additional poles and conductors as per requirement, replacement of old and torn-out conductors, maintenance and augmentation of transformers etc before the summer season arrives, when power requirement is at its height.

The Haryana Power Distribution Corporations (HPDC) are going to start the special campaign for maintenance of power distribution system in the state from January 1, 2013.

Devender Singh, Chairman and Managing Director of the utilities, said today that the survey of the works to be carried out during the six-month long campaign had been completed by both the power distribution utilities - the Dakshin Haryana Bijli Vitran Nigam and the Uttar Haryana Bijli Vitran Nigam.

The weekly schedules of the works have been submitted by the field offices to the management, he added.

He said that the DHBVN and the UHBVN have prepared their strategies to complete the special maintenance programme within next six months and the Nigams are ready to launch it on January1.

The strategy was further discussed and the chairman said that ten per cent of the work would be completed during the month of January, next 10 per cent in February, 20 per cent in March, 20 per cent in April, 30 per cent in May and rest 10 per cent of the work would be completed during the month of June, 2013. Thus, power distribution system in all the 8816 villages and wards in urban areas would be maintained by the end of June, 2013.

Under the programme, the Nigams plan to cover about 90 villages and urban wards during the month of January.

The teams of workers, raised exclusively for this programme, would work for 25 days a month, to cover all the over 8816 villages and wards in towns in the State in six months.

As many as four teams of workers (each team to comprise of nine workers), would work to maintain and strengthen whole of the power distribution system in a village or ward in a town in one day.

Before entering the village or ward, they would have proper plan of works to be accomplished, in the village. The teams would be supervised by the engineers of the Nigam.

With the completion of the special programme of maintenance and strengthening of the system, the complaints relating to power failure, due to local system constraints, are likely to reduce considerably.

India, Pakistan should ‘strive to unite’

“The tragedy of India’s Partition that took place in 1947 should be forgotten and efforts should be initiated by both India and Pakistan to unite”.

This was stated by the Lahore-based Sufi Tabbassum Academy head, Foujia Tabbassum, leader of the Pakistani troupe of artists in a press conference held at Multi Arts Cultural Centre (MACC), Kurukshetra, on December 23.

The Pakistani troupe of artists reached here from Lahore to participate in a five-day Natya Utsav (theatre festival) scheduled to be held at RK Sadan Kurukshetra University from December 24 to 28.

Tabbassum said people of both the countries should be allowed to meet each other frequently, and it could only be possible when the visa formalities are liberalised. However, if the artists and players of both the countries continue to visit each other’s countries frequently, the borders will become meaningless, she added. The TV and film actress, Shaaista Zabin, opined that all the conflicts prevailing between the leaders of both the countries will come to an end if these countries are reunited.

Pakistani team coordinator, Dr Tarun Kumar, said that the culture, language and clothing of both the countries were same. Therefore, the governments should put an end to the political drama by allowing the artistes to present their artistic dramas. The Pakistani team will present three other dramas until December 28.

Budding scientists excel in school exhibition

Chaman Vatika School organised the Annual Inter-School Science Exhibition, Awishkar-2012, recently. Eleven schools of Ambala and Panchkula district participated in the exhibition. The budding scientists of the school presented creative ideas as exhibits.

The exhibition was inaugurated by Ashok Jain, a member of Haryana Staff Selection Commission. Various models were displayed by the school students including water conservation, energy conservation, solar energy, water filtration, suspension bridge, environment conservation and new techniques of agriculture.

The overall trophy of the exhibition was taken home by Murlidhar DAV Public School. In the category of physics, it was adjudged first and the host school stood second. Police DAV Public School was the first in the senior and Chaman Vatika was second.
