Rewari, January 10 Nonetheless, political vibes were too evident to be missed in the series of events organised to celebrate the occasion across the new railway route. In fact, the ceremony organised at the Rewari Railway Station to dedicate the new railway line to the people seemed more like a rally, with local representatives presenting turbans and grand flower-garlands to the political leaders on the stage. The speakers, including Haryana Chief Minister Bhupinder Singh Hooda, his MP son Deepender and Haryana Congress president Phool Chand Mulana, assailed the political opponents of the ruling party and made lofty and lucrative promises before the gathering. Gurgaon Congress MP Rao Inderjit Singh was conspicuous by his absence from the scene, even as his brother and sitting MLA Rao Yaduvendra Singh adorned the stage along with the Chief Minister. Rao Inderjit’s absence indicated widening of the rift between him and the Hooda camp. The MP, not attending the function due to not being duly invited, may have political repercussions. The local MLA and senior Haryana Minister Capt Ajay Singh Yadav, who along with Rao Inderjit has been alleging step-motherly treatment with the South Haryana region, presented his own set of demands from the dais but cautiously avoided Rao’s mention in his speech. The image-builders of CM Hooda and his MP Deepender praised themselves as the father-son duo was accorded a rousing reception at all stations from Rewari to Rohtak. The railway stations were dotted with big banners and hoardings, featuring catchy slogans and pictures of the Hoodas and other Congress leaders. Many members of the gatherings wore caps bearing images of Congress leaders and waved party flags enthusiastically. When Hooda tried to strike a north-south balance by stating that the state government was willing to bear 50 per cent cost of the Yamunanagar-Naraingarh-Chandigarh railway line as well, Yashottam, a resident of Yamunanagar district, who was travelling by the same train, quipped: Rail to pher dekh lenge, tu theek si sadak hi banwa de. (You merely get good roads made in our area; we will see the rail service afterwards).

Hisar school launches drive against foeticide

Hisar, January 10 Hundreds of students of the school took an oath to oppose female foeticide and various kinds of crimes against women in society during a seven-day camp of the National Service Scheme (NSS) unit of the school. Archna Suhasini, Programme Officer of the NSS camp, who administered the oath to NSS volunteers, said it was important to change the mindset of society, as women have been suffering a lot due to the polluted state of mind of some people. A skewed mindset against women in our society is denying women their rightful place in various arenas of life, Suhasini added. The schoolchildren took out an awareness rally in the town carrying banners and placards denouncing female foeticide and assaults against women. The NSS volunteers also demanded death penalty for the perpetrators of rape so that a society where women could work free of fear could be dreamt of. Dr Rajiv Budania, Deputy Civil Surgeon, Hisar, addressed the volunteers and informed them about various provisions of the PNDT Act. He said the government had made several laws against female foeticide, but the benefit of these laws was possible only once society started respecting its women. He said the government had made a provision of cash award of Rs 25,000 for providing information about female foeticide. He said doctors found keeping an ultrasound machine without registration were liable to be imprisoned. |

RAPE VICTIM WITH BULLET IN CHEST Nawal Kishore Rastogi
Rewari, January 10 The teenaged girl student(18)of a local college was raped allegedly by a relative and a Delhi youth, Deepak (23), here on November 3, 2012. The girl had tried to flee soon after the sexual assault when the accused, Deepak, had fired a bullet from his pistol, which hit the victim in the chest. Subsequently when the doctors, who provided treatment to the victim, opined that removal of the bullet from her chest could endanger her life, the victim had been lying uneasy since then. In the mean time, Deputy Commissioner CG Rajini Kaanthan said as per the instructions, he had received from the Chief Minister,the expenses of the victim’s treatment would be borne by the Haryana Government. Meanwhile, specialist doctor Ali Zamir Khan, who has examined the victim,said the bullet would soon be taken out of the victim’s chest without much complication. A senior police official said the pistol, used in the crime, could not be recovered by them from the accused, Deepak, who revealed during interrogation that he had thrown the pistol away into the Yamuna in Delhi soon after the incident. The accused, Deepak, who was arrested by the police in the first week of this month, was recently remanded in 14-day judicial custody by a local court. |

DLSA for priority to police cases involving women
Sirsa, January 10 Addressing a meeting of the empanelled advocates and para legal volunteers, the DLSA secretary and Chief Judicial Magistrate, Harish Gupta, said whenever any woman came to them during legal aid camps in villages, they should immediately help them lodge their complaints with the police. The judge told them that they should report the matter to him immediately if they find a police officer reluctant to register an FIR on the complaint of a woman. The lawyers empanelled on the legal service authorities and the para legal volunteers can play an important role in minimising crime against women, as they interact with people at the grassroots level, Gupta said. He said as many as 40 legal aid clinics had started functioning in different villages of Sirsa and if the lawyers empanelled with the DLSA and the para legal volunteers performed their duties well, there was no reason that crime against women would not be reported in time. Gupta also called upon advocates and para legal volunteers to visit workplaces of women and bring their complaints to the notice of the police. The judge said special legal literacy camps for women should also be organised at the village level. The advocates and the para legal volunteers should take note of incidents of sexual harassment at workplaces, bonded labour, maintenance allowance for women under section 125 of the Criminal Procedure Code, female foeticide, Pre-Natal Diagnostic Techniques (PNDT) Act, said the Chief Judicial Magistrate.

Women cops at police stations
Kurukshetra January 10 Stating this to mediapersons here yesterday, district police chief Rakesh Kumar Arya said as per the directions of Director General of Police, Haryana, women and child desks had been established in all police stations of the district where women and children could register their complaints without any hesitation.
Arya said in all, 30 women police personnel comprising two ASIs, three head constables and 25 constables, had been deployed at all police stations. Besides, Sub-Inspectors Dalip Kaur and Kusum Lata had already been deployed at the police headquarters here to listen to the complaints of women. Deepshikha had been appointed as Woman and Child Protection Officer under the Child Marriage and Domestic Violence Act. All additional SHOs have been appointed as nodal officers to listen to the complaints of children in each thana in this district, Arya added.

'Lohri beti ke naam', an initiative to fight gender bias
Karnal, January 10 A target has been set of motivating one lakh parents of newborn girls to participate in “special Lohri celebrations” by NIFAA to promote gender equality, put an end to female foeticide and discrimination against a girl child. The response of the people has been overwhelming. The winter festival of Lohri is celebrated with great enthusiasm and fervour in Punjab, Haryana, Himachal and other parts in North India to celebrate the birth of a male child but no such celebrations take place on the birth of a girl child, as she is considered “unwanted”.
NIFAA took a novel initiative seven years ago and launched “Lohri beti ke
naam”. It honoured parents of girl children. A humble beginning that started with just 114 parents joining the event turned into a mega event in the following years. The participation incresed to 30,000 last year. Enthused by the response of the people, NIFAA has set a target to motivate one lakh people and change their orthodox mindset about the girl child this year. It has planned to organise the event at
Karnal, Fatehabad, Ellenabad, Bhiwani, Hisar and Narnaul in Haryana, Delhi, Ludhiana in Punjab and cover rest of the districts through its branches with the help of the Indian Academy of Paediatrics
(IAP), Aanganwari and Asha workers, NIFAA Chairman Pritpal Singh Pannu said.

BJP to raise cane growers' plight at national level
Jhajjar, January 10 Stating this while interacting with The Tribune here, Om Prakash Dhankhar, national president of the BJP Kisan Morcha, said he had called on the party’s national president, Nitin Gadkari, and leader of opposition in the Loksabha, Sushma Swaraj, to apprise them of the plight being faced by the sugarcane growers in Haryana due to "inadequate" MSP being paid by the Congress government to them. “After listening to the issue carefully, both the leaders have assured me to raise the issue at the national level to protect the interests of sugarcane growers as the MSP issue is not confined to Haryana. The same problem is also being faced by farmers in several other states as well,” He said instead of a formula being put in place by the state governments to fix the MSP for agricultural products, a uniform price policy at the central level should be formed to find out a suitable wayout to set the MSP for wheat and sugarcane. The Swaminathan Committee report on the MSP for agricultural produce should be implemented and the farmers must get 50 per cent over and above the cost of production, he maintained. The farmer leader alleged that the Congress government was committing "gross injustice" with the poor sugarcane growers by giving them just Rs 250 MSP against the cost of Rs 234 per quintal. Notably, a significant number of sugarcane growers have been sitting on dharna outside sugarmills at several places across the state in protest against the MSP of Rs 250 per quintal being paid by the government to them. Terming the government’s MSP as "inadequate" and "illogical", the sugarcane growers are demanding enhancement of MSP up to Rs 354 per quintal. “Farmers are already struggling hard for earning their livelihood due to the rising cost of farming. Now the state government has pushed us on the path of devastation by giving us a profit of just Rs 14 per quintal,” said the agitating farmers, adding that they would not call off their stir until the government announced a higher
MSP.

Kaithal, January 10 The Centre had provided 75 per cent funds and the state government had contributed rest of the 25 per cent for the project. 83 community toilets for rural women had also been constructed at the cost of Rs 1.24 crore. Additional Deputy Commissioner Dinesh Singh Yadav said under the Chief Minister's motivation scheme, panchayat of every nirmal gram would be given an incentive of Rs 2 lakh by the government. As many as18 Rajiv Gandhi Centres had been constructed at the cost of Rs 10 lakh each, he added. He said besides cleaning of canals under the MGNREGA, a scheme would be launched under which three-tyre pond system would be introduced so that water could be used judiciously. He added that all those panchayats, which ensured 100 per cent water connections would be given special awards by the government. |

Computer-savvy patwaris to get laptops
Gurgaon, January 10 This was disclosed at a meeting, held by Gurgaon Deputy Commissioner PC
Meena, after reviewing the progress of computerisation of land records in the district today. He also set targets for the revenue officials to integrate the Haryana Registration Information System
(HARIS) and Haryana Land Record Information System (HALRIS) pertaining to the land by March 31. "This will help in checking frauds in the sale of land in the district as after the system comes into place, the registration of sale-deed of any immoveable property or piece of land will be automatically reflected in the
jamabandi. After this, incorporating the names of the buyers in mutation register would be simplified. Presently, the buyers of land usually do not go for the entry of mutations of that land in their name after registration of sale-deeds," he said. Earlier, District Informatics Officer Anjali Dhingra said jamabandi copies for all the villages in the district could be viewed anywhere in the world on the official website of the Haryana land records. Now, these were being updated
tehsil-wise. Land records of 54 villages have been integrated with HALRIS and
HARIS. In these villages, there is no pendency of mutation and the provision of hand-written copies of jamabandi has been abolished in the villages. Now, only computer-generated copy is given to the applicants. The land records of 60 more villages will be integrated by the end of this
month. Meena said the patwaris, who knew computer operations, would be provided laptops so that they can update the entries of land records of their patwar circle in time. The meeting was attended by SDM

Ambala to have mini-PGI soon, says MLA
Ambala, January 10 Recently with the efforts of the local MLA, the state government has decided to upgrade the Civil Hospital to the level of a
mini-PGI where all specialised and emergency treatments will be available. In the first phage, Rs 75 crore have been sanctioned for this project. Later an additional amount will be provided for the second and the third phase. In the coming year, not only the people of Ambala but of adjoining districts will also be benefited by it. MLA Venod Sharma says the project report of the plan has been sent to the Health Department. After receiving the grant, construction would be started, he added. He said the building of the old Civil Hospital, which was not in use, would also be utilized for this project. He said the required medical equipment would also be made available in the trauma centre. The twin city is connected with three national highways and a large number of road accident cases come to the city Civil Hospital. Serious patients from various
subdivisional-level hospitals are also referred to the hospital. A few days ago, three children who suffered burn injuries on their faces were brought to the Civil Hospital but they were referred to the
PGMIER. Their burn injuries were not very serious and they could have been given treatment in the city hospital, but due to unavailability of a proper ICU, they were sent to Chandigarh. After the construction of
mini-PGI such patients could be treated in the city hospital. One of the doctors of the city hospital said that Ambala really needed a
mini-PGI as hundreds of patients from across the district came here with great hope every day.

Ambala admn to act against violators of norms

Ambala, January 10 Parveen Kumar Garg, divisional officer employment, said the department would delete the names of those beneficiaries who did not meet the criteria laid down for the beneficiaries of the unemployment allowance. He said the department would also ask the recipients who did not fulfil the guidelines to return the money which has already been paid to them. In case the beneficiaries would not abide by the directives, the department would initiate action against them. In the district, a total of 1,435 persons have been getting unemployment allowance from the state government. The numbers have remained the same for the past few years which prompted the local authorities to conduct a survey. To check the actual status of the unemployment beneficiaries, the department had started a survey during which it was found that around 800 candidates had somehow managed to get the allowance without completing the departmental formalities. These included 343 beneficiaries from Ambala division, 826 from Brara segment and 266 in the Naraingarh segment of the district. According to rules, the annual income of the beneficiariy’s family should be below Rs 50,000 and he must be unemployed which makes him eligible for the allowance. However, deficiencies were found after examining the documents of applications. The divisional officer employment said some of the beneficiaries were found to be doing jobs and business while on record they had shown themselves as unemployed. |

Licences of 30 chemists cancelled in Sirsa
Fatehabad, January 10 Sirsa, which was considered notorious for the sale of cough syrups, capsules and tablets containing narcotic and psychotropic contents, has witnessed the registration of cases under Narcotic Drugs and Psychotropic Substances
(NDPS) Act against nine chemists. Four of them - Parma Nand, Sanjay, Deepak and Sohan Lal - have been cooling their heels in the prison, as they are in judicial custody. GL
Singal, Joint Commissioner in the FDA, said as many as 33 chemists were facing prosecution in courts in Sirsa while investigations were on in five more cases.
Singal along with Senior Drug Control Officer Nripen Goyal and Drug Control Officer Vijaya Raje was here for an awareness meeting with owners of medical stores on various provisions of the Drug and Cosmetic Act. In
Fatehabad, the FDA has launched prosecution proceedings in 20 cases while 17 more are in the pipeline, as investigations in these cases are in process.
Dabwali, Kalanwali and Sirsa in Sirsa district and Ratia and Tohana in Fatehabad had become hotbeds of medicines used for a kick by the drug addicts, as these drugs were available over the counter without the prescription of a doctor. However, an offensive launched by the FDA in the past some months has shown discernible results in the area. “When our team comprising officers from over six districts swooped on various chemist shops at Ratia last month, not a single chemist was found storing objectionable drugs,” said
Singal. While cases under the NDPS Act have been registered against chemists at
Sirsa, Dabwali, Kalanwali, Ratia and Tohana, several chemist shops have been shut after sealing them in the past.
Singal also addressed a meeting of hotel and restaurant owners as well as those selling grocery items to make them aware on the provisions of the new Food Safety Act.

Patients forced to purchase medicines from market
Fatehabad, January 10 An enquiry has been ordered and the record of medicines at the hospital store has been sealed. As soon as he got off from his car, he found a woman standing near the main gate of the hospital with a prescription slip and some medicines. When Fauji enquired, she said that she had bought these medicines from a chemist outside the hospital as these were not available in the hospital. Later, Kishan Fauji discovered that the medicine, prescribed by the doctor, was available in the hospital but was not given to her. The Haryana Government has been claiming that all medicines are being provided in hospitals and it has barred its doctors from prescribing any medicines, which has to be purchased from outside hospitals. Kishan Fauji has ordered an enquiry into the matter and said appropriate action would be initiated after the enquiry. Civil Surgeon Dr Suraj Bhan Kamboj said two senior officers from Panchkula — Dr Aditya Chaudhary and Dr Dhan Kumar — are holding the enquiry.

'Breakthrough' in saving celphos-poisoned patients
Karnal, January 10 The doctors maintained that chances of survival of such patients are more if immediately treated with the OGV. The practice of using celphos was prevalent more in agriculture- dominated states, including Punjab, Haryana and Uttar Pradesh where sulphas is easily available. Dr Rajiv Gupta, who has treated more than 1000 cases of celphos poisoning in the past decade, said the survival rate was just 10 to 20 per cent as the celphos content when reaches to stomach releases phosphene gas that kills cells and the patient dies within no time. After a Tehran scientist Husiani Muquadam successfully conducted experiments on his patients last year, the same technology was adopted by the hospital that succeeded in saving five of the eight reported sulphas cases, Dr Gupta said. Till date no drug has been invented to save patients poisoned with
celphos.

Police urges people to be vigilant on 'dark nights'

Kurukshetra, January 10 Under this measure, known as "Operation Dark Night" in police circles, the district police has prepared special calendars in which dark nights are earmarked monthwise. The calendars will be displayed with a clear direction to police officers concerned to step up vigil in their respective areas during ‘sensitive’ nights. Sources said though the idea of preparing the calendar was a novel one, the knowledge that rise in crime during the darker nights was not recent. It had been known since time immemorial. Yet, it was only now that a concerted effort to curb crime during such nights had been initiated. What went in the favour of the district police was that they were the first one in the state to prepare such calendars. Rakesh Arya, SP, said to stop incidents of robbery, theft and even murders in the district, it had to be decided to increase vigil during dark nights as about 90 per cent of crime had taken place during these nights. Arya said in order to help the police in controlling crime, residents could also remain more vigilant on these nights. Adding a word of caution, he said the preparation of the chart did not mean that the police would relax during the rest of the period. |

IGP calls for joint efforts to check rise in road mishaps
Jhajjar, January 10 Alok Mittal, Inspector General of Police (IGP), Rohtak Range, stated this while addressing a gathering at Maruti Training Institute in Bahadurgarh town, located on the border of Delhi and Haryana, here recently. “The statistics of road accidents leading to fatalities in the state have sadly shown an increasing trend over the recent years, which are, indeed, a cause of concern for all. People will have to sensitive and responsive to road mishaps if they really wish to bring down the rising number of accidents,” said Mittal. The IGP called upon people to give succor to victims of road accidents by rushing them to hospitals for medical treatment on humanitarian grounds as it had established that most of the victims succumbed to their injuries due to not having medical aid well in time. “Now people need not feel any trouble from the police side on taking accident victims to hospital as the police are appreciating those engaged in this noble cause. Nevertheless, if anyone feels any complaint from the police side in this connection, he/she can contact the DSP or the SP concerned to get his/her problem addressed,” said Mittal, adding that the police personnel had been directed to cooperate with the people who rush accident victims to hospital. As per directives of the Supreme Court, doctors were also now bound to initiate the medical treatment of accident victims immediately without waiting for police complaint in this regard, he maintained. Jhajjar SP Anil Dhawan, Bahadurgarh DSP Rajeev Deswal, PRO Devender Dangi were among those present on the occasion.

Cold conditions good for wheat: Experts
Sirsa, January 10 Amarjit Singh Kuleria, Deputy Director (Agriculture), Sirsa, said wheat crop has been sown on 2.90 lakh hectares of land in Sirsa as per the target set by the department. "There is no harm to wheat crop in the district till now. The tilling of plants has gone well, which gives rise to the hope that the crop will be good this time," said Kuleria. The agriculture authorities have also advised the farmers to use urea and nitrogen fertilisers on time for better yield. Sirsa is on the top in Haryana in production of wheat as well as production per hectare. Farmers of the district had produced a record 16 mt of wheat in 2012 in comparison to 14 lakh mt produced in 2011. With an average production of 55.2 quintals per hectare, the district tops in average productivity too.

NSS volunteers inspired for uplift of society
Kurukshetra, January 10 In her inaugural address, Sharma inspired the NSS volunteers to work selflessly for the uplift of society. College principal Dr Bharti Bandhu apprised the girl students of various problems in society and encouraged them to
participate in NSS camps. NSS programme officer Vasu Kumar highlighted the activities, which were undertaken during the camp. The camp, in a daily routine, started with a prayer, NSS song, yoga and pranayam. After these activities some girls stayed in the college and helped in kitchen while others visited the nearby Kalsani village and educated the villagers about self-defence, female foeticide, yoga and pranayam. Hemoglobin (HB), blood group and colour blindness of all the villagers were checked during the camp by Dr Deepak and lab technician Sunil. Iron capsules were distributed free of charge among the villagers, who had less than 10 gm HB. Assistant Prof Praveen Kumar told them about their rights while Associate Prof Sunita Pahwa, Kiran Sharma and Assistant Prof Ekta spoke on water purification, role of the NSS. Mrs Sonam verma from Patanjal Yoga Chikitsalya and Anita Sharma imparted training in yoga and pranayam. The valedictory function was chaired by guest of honour CDS Kaushal, NSS Co-coordinator, KU. Kaushal asked the volunteers to try to become good human beings because the main purpose of the NSS was character building through selfless service.
