For all-round development of urban areas in the state, the Haryana government plans to enhance income of the municipal bodies. To generate revenue, the government is contemplating taxing cable operators, private schools, nursing homes and towers of tele-communication companies in the state.

For all-round development of urban areas in the state, the Haryana government plans to enhance income of the municipal bodies. To generate revenue, the government is contemplating taxing cable operators, private schools, nursing homes and towers of tele-communication companies in the state.

Taxes are also likely to be imposed on the boards and hoardings put up by companies for publicising products.

Haryana Industries Minister, Lachhman Dass Arora, stated this at a press meeting here today.

To a question, Mr Arora asserted that for the first time in the history of Haryana, a special package of Rs 135 crore for urban development had been released by the government.

To attract industrialists to invest more in Haryana, the Industry Department of the government would introduce single-window system. “Under this system, capital investors will get various facilities and services at one point,” he added.

The minister claimed that the state government had received proposals for the investment of crores in Haryana from abroad.

The Haryana government has decided to establish “udyog kunj” clusters across the state at district as well as sub-division levels. “Professional training would be provided to educated youth of the state free of cost, to enable them to set up self-employment units,” Mr Arora revealed.

Under the new industrial policy of the government, more than 1,000 new units had been set up in the state at an estimated investment of Rs 2,000 crore.

The minister pointed out that the Haryana government would provide 25,000 acres to Reliance for industrial development.

He claimed that more than two lakh youths of the state would be get jobs in the industrial units set up on this land.

Kisau dam proposal sent to Centre

The Haryana Government has sent a proposal to the Centre for constructing Kisau dam on Yamuna river. The proposed dam will enable Haryana to draw more and silt free water and will also ease water scarcity in Delhi.

Stating this, the Irrigation Minister, Capt Ajay Singh Yadav, said here on Friday that Chief Minister Bhupinder Singh Hooda had written to the Centre that at present there was no dam on the river course resulting in the wastage of water. He said he too had met the Union Water Resources Minister to discuss this issue several times and he had assured favourable consideration of the project.

He said an additional channel for bringing Bhakra water to Haryana would be constructed at a cost of about Rs 270 crore and it would be called BML Hansi-Butana link channel. This channel would be 100 km long and would originate from Guhla-Chika in Kurukshetra district. It would culminate at Anta near Safidon in Jind district. The residents of 16 districts of the state would be benefited by this channel. At present, Haryana gets Bhakra water through Narwana link channel only.

He also said the construction of the Dadupur-Nalvi canal would begin soon. The government had given notice under Section 9 for acquiring land for which award would be announced shortly. The canal would cost Rs 250 crore. It would benefit Ambala, Yamunanagar and Kurukshetra districts as the underground water in these districts would be recharged.

Capt. Yadav said the government also planned to develop the existing Bibipur, Bhindawas, Masani Barrage and Hamidpur lakes. The Bhindawas lake had been declared a bird sanctuary by the Wildlife Department and a ditch drain was had been dug there by the irrigation department. He also revealed that ‘Sinchai Bhawans’ would be constructed at Rohtak and Rewari which would house the offices of the irrigation department to provide better working conditions to the employees.

Polio drive resumes from January 11 in region

The Health authorities have decided to resume the immunisation programme in the southern parts of the state following the detection of a polio case at a brick-kiln in Badli region of this district. This is the single case in year 2005, which has come as a massive jolt to the WHO-sponsored polio eradication drive and the officials responsible were rushing for covers.

The departmental sources said a special round would be launched on January 11, 12 and 13 for administering anti-polio vaccines to children residing at the “high risk” brick-kilns in this region. It would be followed by another round on January 15, 16 and 17 in which nine districts in the region- Jhajjar, Rohtak, Rewari, Gurgaon, Faridabad, Mahendragarh, Bhiwani, Sonepat and Panipat would be covered. The third and final round has been planned in the mid-February in the similar nine districts.

The case of one-year-old girl, Suman, who contracted polio that permanently disabled her right leg, clearly indicated negligence on part of the health officials. The father of the child, Ramkishan, who along with his wife Saroj was employed at JJ Brick-Kiln for the past four years, situated just 2 km from Badli, said that after birth the girl was administered polio drops only once, when she was one month old. He stated they went to his house in Khanpur Kalan village here around Divali and stayed there for about a week. “Suman was taken ill during our stay there and I took her to a medical practitioner in the village, who gave some injection to the child”, Suman’s mother Saroj said, adding that the very next day she noticed that the right led had become very weak suddenly. She again brought Suman to the medical practitioner, who asked her not to worry as the girl might be feeling pain due to injection.

However, after some time they went to the CHC, Jhajjar, for treatment and the doctors took samples of the stool of the child. The report of the Kasauli medical laboratory last week confirmed polio. The case sent shockwaves among the Health department as the entire immunisation programme suffered a setback. Many senior officials visited the girl to find out where the girl could have infected from the virus.

Sewage plant to be set up to save Saraswati

In order to check the disposal of untreated sewage water in the Saraswati river at Kurukshetra, the Haryana government has decided to set up a sewage treatment plant (STP).

Sources in HUDA told The Tribune that 23 acres had already been acquired in Sector 11 of Kurukshetra for the construction of a sewage treatment plant. The state government sanctioned a few days ago Rs 8.40 crore for the construction of an STP of 15 MLD capacity for the purpose, the sources said adding that after the completion of the sewage treatment plant, the treated sewage water would be disposed off into the river.

The Haryana government took the decision of setting up an STP at Kurukshetra within weeks of the publishing of a news item “Saraswati river turns into drain” in The Tribune on November 21, 2005.

Meanwhile, hailing the decision of the state government to set up an STP at Kurukshetra, the president of Polarh Bachao Sangarash Samiti, Mr Baldev Singh, demanded today that the decision of constructing STPs at other towns should also be taken at the earliest to minimise the discharge of untreated sewage into the Saraswati. Mr Baldev Singh said that the river was fully clean about a decade ago but it gradually started becoming polluted because of discharging of untreated effluents.

Even the pilgrims had stopped visiting the historical Saraswati Temple situated on the bank of the river in the village due to the stink emerging from it, he said, adding that earlier a large number of devotees used to pay obeisance at the temple during special fairs organised twice a year besides visiting it regularly.

Govt pays Rs 7 per unit to meet farmers’ power need

Haryana Chief Minister, Bhupinder Singh Hooda today said that consumers in the State were being supplied one crore units of more electricity per day this year compared to the last year and he promised six to eight hours of electricity to farmers to run tube wells for irrigating fields.

The Chief Minister, speaking at a reception hosted in his honour at Nirakar Jyoti temple in Kharak Ramji village in Jind district said that electricity was being purchased at higher price of Rs 7 per unit from other states to meet the requirement of the agriculture sector in the State.

Mr Hooda criticised former Chief Minister Om Parkash Chautala for giving false assurances to the people that electricity would be supplied round-the-clock and getting innocent farmers fired at in Gulkani as they were demanding the installation of a transformer.

Mr Hooda also criticised former Chief Minister Devi Lal saying that he ruled the state for a decade by giving assurance of waving loans, but he waived loans amounting to only Rs 28 crore. He said that the decision of the present government to waive arrears of electricity bills of Rs 1600 crore was to enable people get rid of their arrears. He said that many states had also relieved people of growing debt and these figures ranged between Rs 80 crore and Rs 100 crores.

On the issue of equitable distribution of water to all districts, he said that a Rs 260 crore canal was being constructed to carry 2000 cusecs of water. This, would ensure optimum utilisation of water.

Hooda visits power station

Chief Minister Bhupinder Singh Hooda paid a surprise visit to Tau Devi Lal Thermal Power Station here last evening and got annoyed with the poor functioning of the management of the plant.

He visited the power station along with Karnal MP Arvind Sharma and state Congress working president Ram Prakash after attending a public rally at Seenk village.

According to reports, Mr Hooda found a number of irregularities and gave a strict warning to the top management.

On reaching the power station, he found a tarpaulin sheet spread over the control panel of unit 3.

To the surprise of Mr Hooda, the officials present failed to give a reply about the closure of the unit.

When he asked the staff to get reports of all units, the management was in a fix over damaged generators in unit 7.

Transformer bank for Jhajjar

To cope with the current power crisis due to burning of transformers, a transformer bank would be set up in the district soon so that defective equipment could be replaced the same day, informed Mr M.L. Tayal, Principal Secretary to the Chief Minister, while addressing meeting of the district officials here yesterday.

Mr Tayal directed HVPN officials to prepare an electricity reform policy as per the needs of the local residents in each district and added that the more recruitment would be made in the Nigam to fill vacant posts.

The Principal Secretary said HUDA would be developing a residential sector in the town soon in accordance with the people’s demand. He urged the officials to complete all the development projects within the scheduled time period and strict action would be taken against officials who failed to deliver. He told the town was backward and people had high expectations from the present government.

Mr Tayal assured that the state government would address the needs of the people on priority basis. He told the state government had decided to get tough with colonisers who were developing unauthorised colonies especially in the National Capital Region and police cases would be registered against such persons.

Mr Deepender Hooda, MP from Rohtak, also reviewed the ongoing development projects and assured that he would strive to get more and more projects sanctioned from the union and the state governments.

Rs 19.05 lakh for development projects

The Haryana Government has allocated Rs. 19.05 lakh for 19 development projects to be carried out in different wards of Sonepat city during the current financial year.

Giving this information, Ms Neerja Shekhar, Deputy Commissioner, told mediapersons here yesterday that the Sonepat Municipal Council would construct concrete streets, boundary walls of parks and cremation ground, toilets and library and augment drinking water supply and improve storm water drainage through the construction of nullahs.

Sodomy incident in prison

Sonepat, January 8
A prisoner, Sanjay, reportedly sodomised another prisoner Ajit of Mahra village in the district jail here last night.

According to a report, jail officials are trying to hush up the case without informing the district and police administration. However, resentment prevails among prisoners of the jail and they are demanding action against Sanjay.

Ajit had informed the Deputy Superintendent of the district jail, Mr Ram Kishan Khatak, about the incident but he declined to take action against Sanjay. Mr Khatak reportedly beat up both Sanjay and Ajit in the presence of other prisoners and both were sent to the barracks again.

Thereupon, other prisoners lodged a protest but they were also pushed to their barracks.

Sanjay has already been undergoing imprisonment for life on the charge of sodomising three children and murdering them.

He was convicted and sentenced to death by the District and Sessions Judge in these cases. Sanjay filed an appeal in the high court and the appeal was dismissed by the court.

Thereafter, he filed another appeal in the Supreme Court and his sentence was converted into life imprisonment.

MAT exam on February 6

With the withdrawal of the state level entrance tests for admission to engineering and MBA courses, parents and candidates have leaved a sigh of relief. The state government has decided that admission to engineering and MBA courses in state-run universities, affiliated colleges and institutes for the year 2006-07 will not be based on the result of state level entrance test CEET/CETMBA.

With the new session, the candidates will have to appear in the All-India Engineering Entrance Examination (AIEEE) and Management Aptitude Test (MAT) examination. The new arrangement will improve qualitative education and reduce tension among students. In a letter issued by the Director, Technical Education, Haryana, to the Commissioner, Higher Education, Director, Secondary Education, Regional Officer, CBSE and Secretary, School Education Board, Bhiwani, it has been intimated that candidates seeking admission to B.E., B.Arch. and B.Tech would not have to appear in separate state-level entrance examination. For 13105 seats, admission will be done through all India level AIEEE examination and it would be organised by the CBSE.

All eligible candidates desirous of seeking admission in AIEEE-2006 will have to fill online form by January 10 which should reach the Joint Secretary, CBSE, New Delhi, by January 14.

For all the 1,907 seats of MBA, management aptitude test will be conducted on February 6, 2006. The director of Kedarnath Institute of Management, Charkhi Dadri, Ms Supriya Dhillon, said a single entrance examination would reduce financial and mental burden among students. Terming it as pro-student decision, she said it was the right step in the direction.

Sim card sale: 2 held

The Haryana police has arrested two persons, Subhash, a resident of Badshahpur, and Ishwar Singh of Kankrola village in Gurgaon district for selling mobile sim cards activated by fake identity.

Two such sim cards were used by gangster Sandeep Gadauli in jail for demanding ransom.

The record of Airtel and the accused reveled that Subhash had been selling the sim cards in the village and benefitted himself with incentive schemes of mobile companies.

He sold these sim cards to another dealer in the same village. Two such sim cards were sold by him to Ishwar Singh, a resident of village Kankrola, who gave these cards to his son in a jail.

A case has been registered against Subhash and Ishwar Singh at Gurgaon police station under Sections 384, 387 and 120B of the Indian Penal Code.

Minister promises basic amenities

The Excise and Taxation Minister, Mr Venod Sharma, said Ambala City would not remain backward and in the coming years it would be one of the most progressive cities of Haryana.

While launching the construction work of a major road at Ambala City here today, he said Rs 46 lakh would be spent on this construction and people of 6 wards would be benefited from it.

He said that during the present regime around Rs 15 crore were spent on various development works in the city area.

Mr Sharma suggested that the Municipal Council should convert the vacant land into commercial and residential area to enhance the income of the council.

He said all basic amenities would be provided in the various wards and colonies of the city adding that before the arrival of rainy season the construction of Banuri drain would be completed which would cost Rs 74 lakh.

The Deputy Commissioner, Mr J.P. Kaushik, president, Ambala, municipal council, Mr Harish Sasan, media incharge Dilip Chawla Bittu, President, DCC, Kiran Bala Jain, and president District Mahila Congress, Ms Amarjit Kaur Sodhi also spoke on this occasion.

Licences of 4 drug units cancelled

The Haryana Health Department has, after enforcing revised schedule “M” for drug manufacturers in the state, cancelled licences of four drug manufacturers and suspended licenses of 25 firms. It has also issued show-cause notices to 50 units under the Drug and Cosmetic Rules, 1945.

While stating this here today, an official spokesman said the revised schedule “M” was made mandatory in Haryana from July last.

He said about 300 manufacturing units and 4,000 sales establishments had been inspected last year and 3,000 samples of drugs had been seized. He said results of 847 samples had been received and out of these only two samples had been found adulterated and 74 sub-standard. The department had prosecuted 11 firms. Licences of about 530 shops had also been suspended.

Youth held for making obscene CD

The youth who allegedly made an obscene CD of a girl and blackmailed her has been arrested.

Amandeep was arrested today following the statement of a girl hailing from Babyal in the Mahesh Nagar area, claiming that he had prepared a CD of her. She stated that the youth was blackmailing her and he had been regularly demanding money from her.

The matter came to light after Rs 2,500 had gone missing at the girl’s home and her father had accosted her. She told her father that the youth, with whom she had become friendly, had prepared an obscene CD.

The girl’s parents had met the SP in this regard.
