Policy makes Haryana better investment option in IT

Haryana may be late in its foray to attract investment from Information Technology (IT) companies, as compared to its counterparts in the region - Punjab and Chandigarh but by allowing the maximum floor area ratio and a policy on campus planning and development, it hopes to outdo the competition.

As compared to a floor area ration (FAR) of 0. 75 to 1. 25 allowed by Chandigarh and FAR 2 allowed by the Punjab Government in the IT City at Mohali, Haryana is allowing an FAR of 2. 5. "This", says the Managing Director of Haryana State Industrial Development Corporation (HSIDC), Mr Rajiv Arora, " is our cutting edge over Chandigarh and Punjab. The new industrial policy announced by the government last year, too, makes Haryana a better investment option".

The state's policy on campus planning and development, is also investment friendly. According to rules framed for campus planning and development, units (only those which have an anchor unit) being allotted a minimum 10 acres, can plan housing on 10 per cent of the site, 4 per cent of the site can be used for commercial purposes and 2 per cent for recreation purposes.

It is thus that the HSIDC has received applications from at least 37 major technology companies like the HCL, PCL Infotech, DLF Universal, Agelent Technologies, Microtech Infocomm, LNT, Shapoorji Polanji and Co., for allotment of land at the Technology Park at Manesar.

This park is coming up on 140 acres and the companies will be allotted sites later this month.

Riding high on the response to this Technology Park, the HSIDC is now all set to float sites on its IT Corridor coming up at Panchkula. Senior officials say that the sites at Panchkula will be floated in February, and is expected to get an even better response than Manesar.

The IT Corridor at Panchkula is coming up on 250 acres of which 97 acres have already been allotted by Haryana Urban Development Authority (HUDA). In the first phase, sites will be allotted on this land.

A meeting of officials from the HSIDC, the Irrigation Department, the PWD (B and R), the Forest Department and HUDA was held recently where officials from these departments were asked to coordinate for removing all infrastructural hurdles, so that sites can be allotted here.

The Irrigation Department has been asked to ensure that all flood protection works are completed, and the PWD asked to stabilise the Old Ghaggar bridge.

Forest department officials have been asked to demarcate forest land, stabilise hills near the site and advise on afforestation, while HUDA has been asked to finish the external development works.

Kidnapped youth returns home, kin tight-lipped

Hemant from Hisar, who was kidnapped in Tohana in this district on the night intervening December 30 and December 31 returned home late last night. The youth and his kin are tight- lipped about the circumstances under which he was kidnapped and subsequently released by his kidnappers.

The youth was kidnapped from the residence of his in-laws where he had gone to stay over night. The kidnappers had reportedly demanded a ransom of Rs 20 lakh for his release. Later, they had climbed down to Rs 5 lakh.

A partner in a Hisar-based wholesale medical agency he had gone to Tohana for supply of medicines and collection of payment from medical stores. After finishing work, he went to the residence of his in-laws at Krishana Nagar in the evening. At about 10.30pm, some youths went to see him. They forced him into his car and sped.

The district police had launched a massive manhunt to trace Hemant. It had sought the help of a private mobile network company for locating the calls made by the kidnappers, as also the help of the Rajasthan police as the kidnappers had been calling from somewhere in Hanumangarh district .

The youth, according to family members, reached home in his Maruti Alto car last night. They were tightlipped about the circumstances under which he had been released.

Efforts were made to contact the SP Mr Bhim Singh, but he was not available for comment. Police sources said the police was investigating the matter and would get to the bottom of the case. The district police has summoned Hemant to Tohana for investigations. When quizzed over the phone, he told the police that he was kidnapped and kept in a locked room. He was left on the Hisar road near Fatehabad last night. blindfolded. He contacted his kin from there and then reached Hisar.

Board chairmen to be appointed soon, says Dy CM

Haryana Deputy Chief Minister Chander Mohan today said that the chairmen of boards and corporations as well as office-bearers of the Congress in the state will be appointed soon.

Talking to mediapersons here, Mr Chander Mohan said the appointment of office-bearers of the Congress in Haryana will be made jointly by the HPCC president, Mr Bhajan Lal, and working president Dr Ram Prakash. Both president and working president were working together for the betterment of the party.

He said all promises made by the Congress in the manifesto will be fulfilled. Efforts were being made to make Haryana number one in the country during the next five years. He asserted that the Haryana Government will fulfil the aspirations of the people.

He said an inquiry against former Chief Minister Om Prakash Chautala has been entrusted to the CBI so that the probe could be completed without delay.

He said there was no proposal to impose octroi in the state on the trading community. While referring to the statements of the Bhiwani MP, Mr Kuldeep Bishnoi, about the working of the Haryana Government, Mr Chander Mohan said these were Mr Bishnoi’s personal views and everybody has a right to speak in democracy.

Mr Chander Mohan said that the INLD party workers were demanding resignation of Mr Randeep Surjewala due to frustration as they had lost power in the state. He stressed that the Haryana Government will complete its tenure of five years efficiently.

He said there was shortage of power in all parts of North India, including New Delhi. Power problem in Haryana will be tackled during next three-and-a-half years as a number of power-generating projects were in the pipeline.

He said the Cabinet expansion was the prerogative of the Chief Minister and the decision will be taken by the Congress President, Mrs Sonia Gandhi, as Haryana Pradesh Congress party had authorised her to take the decision.

Earlier, Mr Chander Mohan inaugurated press section of a daily evening newspaper at Do Khamba Chowk in Ambala City. He said that mediapersons must write fearlessly and without any selfish motive. Journalists had played a pivotal role during the freedom struggle. They had also waged a crusade against the British through their inspiring writings.

There are more unauthorised water supply connections in the twin towns of Yamunanagar and Jagadhri than authorised ones. There are about 31,700 regular connections in the towns. The department is losing several lakhs annually on account of the unauthorised connections. Besides, a significant number of water connection holders have not paid their water bills.

The collection in form of water bills, including arrears from April 2005 to December 22, 2005, in Yamunanagar was about Rs 55 lakh. The target for the current financial year is 91.54 lakh.

Last year, the department collected Rs 81.20 lakh. The target was Rs 91.36 lakh, including an arrear of Rs 10.42 lakh. The target for Jagadhri town is Rs 49.35 lakh plus Rs 4.02 lakh in arrears.

The department has planned a special drive against the unauthorised connections and recovery of the pending water bills. The department also plans to launch a drive to educate people on the importance of paying bills.

Mr Prem Singh, Executive Engineer, said the drive would be launched next week. Asked about the defaulters, he said, Yamunanagar district topped in the state in collection of water bills during the last financial year and “we will achieve our target set by the government for this year also.”

One of the major reasons behind non-payment of bills is that there are only two collection centres in the towns. People have to stand for several hours in queues to deposit their bills. There is no provision for payment through cheques.

Sources in the department said notices to 150 defaulters, who owed more than Rs 10,000 to the department, were issued in April last year. A significant number of defaulters are those who are either not living in the towns or are involved in property disputes.

To get regular water connection one has to pay Rs 1,500. Sources said even if unauthorised connections are removed, people will opt for new connections and, thus, save themselves from paying the bill arrears.

Mr Prem Singh said water pipelines would be laid in the recently approved colonies. With eight new tubewells in Yamunanagar, the water shortage problem would be overcome soon, he claimed.

Plans for houses, power to BPL families

With a view to providing proper housing and electricity facilities to the below- poverty line (BPL) families, ambitious plans involving an expenditure of over Rs 15 crore have been chalked out by the authorities concerned.

The Deputy Commissioner, Mr Vimal Chandra, said here today that under the Rajiv Gandhi Rural Electrification Scheme, the Dakshin Haryana Bijli Vitran Nigam had earmarked Rs 12.34 crore for strengthening the power distribution system in the rural areas, electrification of “dhaanis” and providing free-of-cost power connections to BPL families.

Mr Chandra said under the project, 481 new transformers of 25 KVA capacity each would be installed and free power connections provided to 22,118 BPL families in the district, besides taking several other measures in this regard. Tenders had been invited by the DHBVN for the purpose, he added.

On the other hand, a target of constructing houses for 1003 BPL families of the district at a cost of Rs 2.67 crore under the Indira Awaas Yojana has been fixed for the current financial year.

The Deputy Commissioner said as many as 459 houses for BPL families had been constructed during this year. “Seventyfive houses are under construction at present,” he maintained, adding that the Union Government had released Rs 1.01 crore for the district, while the state government had so far provided Rs 33.25 lakh.

Mr Chandra further informed that under the scheme, Rs 25,000 was spent on the construction of a house for the BPL families.

A major part of this amount was provided by the Central Government under the scheme, he added.

The Hooda government will fulfil another of its promises tomorrow when appointment letters will be handed over to dependants of 10 persons who were killed in the police firing in Kandela village in Jind district during an agitation launched by the Bharatiya Kisan Union when the Indian National Lok Dal (INLD) was in power.

The appointment letters will be handed over to the beneficiaries at a function to be organised at the official residence of the Chief Minister, Mr Bhupinder Singh Hooda, here tomorrow.

The Kandela agitation was a turning point in the relations between the peasantry of Haryana and the INLD. From Kandela the disenchantment of the farming community with the INLD and its leadership began. Mr Hooda, who was president of the state Cong at that time, actively supported the agitation and took out a padyatra to Delhi to highlight the police atrocities on BKU activists. After coming to power, the Hooda government had promised jobs to one dependant each of police firing victims. They are being given jobs in Transport Department.

Interestingly, the Transport Department is headed by Mr Randeep Singh Surjewala, who also played a crucial role in the BKU agitation against the INLD government. Mr Surjewala rendered legal help to the Haryana BKU president, Mr Ghasi Ram Nain, who had been jailed for several months on a sedition charge by the government. It was due to the efforts of Mr Surjewala that Mr Nain was released on bail by the courts.

Mr Nand Lal Chawla was elected Chairman of the Bhiwani Municipal Council today. He defeated his rival Indira Bhardwaj by a single vote, securing 16 votes in all.

Earlier, all 31 councillors attended the meeting held here at ADC Auditorium and caste their vote. The meeting was presided over by SDM Yogesh Chander Bhardwaj. Local MLA Shiv Shankar Bhardwaj was also present.

Councillor Sudama was elected vice-president. He defeated Mr Raj Kumar by 5 votes, securing 18 votes.

Before the election, the SDM and Returning Officer, Mr Yogesh Chander Bhardwaj, administered oath to Mr Anil Siwach (Ward 2), Mr Ram Niwas (Ward 7), Ms Krishna Devi (10) and Mr Satyender More (31).

Councillor Suresh Tanwar proposed Mr Chawla’s name for chairmanship and councillor Om Prakash supported the same. Councillor Mange Ram Sharma proposed the name of Ms Indira Bhardwaj for presidentship and councillor Jyoti Tanwar seconded it. Dr Bhardwaj used his special right to vote in the election. One vote was cancelled.

Supporters of the newly elected Chairman took out the victory procession in the town.

IVRS for Railway staff

An Interactive Voice Response System was inaugurated today for the benefit of Railway employees under Ambala division. The system was inaugurated by Mr Gurdeep Singh, FA & CAO Northern Railway. The system has been prepared by the Divisional Accounts Office.

Mr Mukesh Mittal, senior DFM, Ambala, said the railway employees of Ambala division will be able to get information about their provident fund balances, provident fund loan payments, pension payments and other bills. The contractors, suppliers and other firms will also be able to avail of this facility for their payments.

Mr Mittal said that information can be accessed through railway phones, BSNL phones and mobile phones. He said that Ambala division has become the first division in Northern Railway to implement IVRS. TNS

Rs 470 cr for Gurgaon development

To bring Gurgaon in the league of developed cities, the Haryana Government has sanctioned Rs 470 crore for expediting the work of strengthening the road network, sewerage and water supply there.

Stating this today, an official spokesperson said the responsibility for undertaking the work would lie with the Haryana Urban Development Authority, the Public Works Department (Building and Roads), the Marketing Board, the Municipal Committee and the Public Health Department.

NSS camp ends

A 10-day NSS winter camp concluded here on Monday. It was organised by three NSS units of local Government College.

The camp was inaugurated by Mr K.K. Sethi, ex-Principal of Government College, Bond Kalan, on December 24. Dr Balbir Singh Chauhan, Principal, said here on Monday that the units worked in the local areas of DC Colony, Devi Lal Colony and Dev Nagar and cleaned the area, held rallies on social problems, organised lectures by eminent academicians, administrators, besides organising cultural programmes.

Units sealed for discharging effluents

The Haryana Pollution Control Board has taken a series of steps to make this district pollution free.

Stating this, Mr R.K. Sharma, Executive Engineer, Environment, told mediapersons here today that he had visited certain industrial units and sealed some of the units that had been discharging effluents in fields. Two such units were located at Saidpur and Ferozpur Bangar villages in the Kharkhauda tehsil each. He said notices had been issued to several units.

Meanwhile, farmers have expressed satisfaction at the steps taken by the pollution board.

Record paddy procurement

There has been a record procurement of 23.53 lakh tonnes of paddy this season in mandis of Haryana. The previous highest figure of procurement was 15.75 lakh tonnes in 2001.

While stating this here today, the Haryana Deputy Chief Minister, Mr Chander Mohan, said the farmers had been paid a record amount of Rs 1411.80 crore for their produce.

Rs 8.4 crore for sewage treatment plant

The Haryana Chief Minister, Mr Bhupinder Singh Hooda, has sanctioned Rs 8.40 crore for the construction of a sewage treatment plant of 15 MLD capacity at Kurukshetra.

A spokesman of the Haryana Urban Development Authority said after the completion of the plant, the treated sewage would be disposed of into the water body known as the Saraswati river. He said 23 acres had been acquired for the construction of the treatment plant in Sector 11, Kurukshetra.
