10 cr for renovating bus stands

The Chief Minister, Mr Bhupinder Singh Hooda said here today that the state government had sanctioned a special budget of Rs 10 crore for repair and renovation of the existing bus stands and for upgrading amenities for passengers during the current financial year.

Haryana Chief Minister Bhupinder Singh Hooda today announced monthly remuneration of Rs 500 to nambardars in the state and also enhanced their commission in Nehri Abiana from three to 10 per cent. Every nambardar will be issued identity card.

10 cr for renovating bus stands

The Chief Minister, Mr Bhupinder Singh Hooda said here today that the state government had sanctioned a special budget of Rs 10 crore for repair and renovation of the existing bus stands and for upgrading amenities for passengers during the current financial year.

The Chief Minister was talking to mediapersons after inaugurating the Haryana Roadways workshop constructed at a cost of Rs 3.11 crore on the local bus stand premises. He also laid the foundation stone of six new bays to be built inside the existing bus stand here. The work will cost Rs 1.04 crore.

He revealed that the government was committed to improving facilities at bus stands in the state and work had already been started on projects worth Rs 5.22 crore. The plan budget of the department was increased from Rs. 56 crore to Rs. 78 crore during this financial year and it was proposed to further increase it to Rs. 86 crore during the next financial year. He said the accident rate in the Haryana Roadways had come down to 0.08 per one lakh km, which was amongst the lowest.

He said bus stands to be constructed would be more passenger-friendly. Some of the important bus stands at Gurgaon, Kundli, Manesar and Karnal and bus queue shelters in other cities would be constructed on build-operate-transfer (BOT) basis. Mr. Hooda said that the bus bodybuilding workshop of the HREC, Gurgaon, was being upgraded by increasing the share capital from Rs 2 crore to Rs 4 crore during the current financial year.

The Transport Minister, Mr Randeep Surjewala, said Haryana Roadways was upgrading its fleet by replacing all seven-year-old buses. On an average about 500 buses would be replaced every year. The Chief Minister laid the foundation stone of a bypass road which will connect Sonepat Road with Gohana Road. The bypass would cost Rs. 7.82 crore.

Hooda announces Rs 500 honorarium for nambardars

Haryana Chief Minister Bhupinder Singh Hooda today announced monthly remuneration of Rs 500 to nambardars in the state and also enhanced their commission in Nehri Abiana from three to 10 per cent. Every nambardar will be issued identity card. He was addressing a state-level sammelan of nambardars at Gohana, a sub divisional headquarter of the district, today. He lauded numbardars and said they would continue to get regard. He asked them to use their influence against social evils.

Irrigation and revenue minister, Capt Ajai Singh also addressed the sammelan and president of the Haryana State Nambardars Association and former state president of BKU, Hari Singh Khokhar presented a charter of demands to Mr Hooda.

The CM was welcomed by a delegation of Gohana Balmiki basti led by basti pradhan, Mangu Ram by offering pagris and garlands in the sammelan. A number of houses in the basti were set on fire by a mob four months back.

Board reserves houses for women

The Haryana Housing Board has decided to provide 33 per cent reservation for women as first or solo applicant in each reserved or general category, except widows.

An official spokesman of the board said it was for the first time that reservation for women had been made in the case of flats and independent houses floated yesterday in Sector 7, Bahadurgarh.

He said 18.5 per cent of the total reservation had been made for those belonging to the Scheduled Castes and 5 per cent for members of the backward classes. As much as 1.5 per cent reservation had been made for handicapped persons. Two per cent reservation had been provided for employees of the board.

He said 5 per cent of the houses had been reserved for state government employees, including 3 per cent reservation for those who had more than five years of service to retire at the time of application, and 2 per cent for those with five years or less service to their superannuation.

He said 2 per cent of the houses had also been reserved for retired state government employees. The board had made 4 per cent reservation for depositors of 25 per cent or above of the total cost at the time of registration.

MDU had mix of good and bad

Maharshi Dayanand University’s achievements during the current year were marred by leakage of question papers for B.Ed entrance test, hiccups in the conduct of other examinations and row between the Registrar and the Vice-Chancellor.

The state government had authorised the university to hold the entrance test for admission to B.Ed in colleges. Thousands of candidates take the test every year. Although the MDU was given enough time by the government to prepare for the test, it had to cancel the test minutes before it was due to begin because of leakage of question papers.

This led to a row between Vice-Chancellor R.S. Dhanker and the then Registrar, Mr Pardeep Kasni.

When it was brought to the notice of the authorities that an envelope containing the question papers was missing, the Registrar wanted to hold the test by despatching a spare set of question papers meant for use under such circumstances. However, the test was cancelled when a set of questions was faxed to the Registrar. The university had to hold the test at a later date.

However, in the intervening period there were selective leaks from both camps to the media about the internal affairs of the university, causing much embarrassment to the authorities.

The other problem faced by the MDU was its inability to conduct undergraduate examinations smoothly. The Controller of Examinations (CoE) retired in January and after his departure, the university’s examination system began to crumble. At times the question papers got mixed up or did not reach the examination centres in time. The university also failed to declare the results as scheduled. The MDU continues to be without a regular CoE.

On the brighter side, the MDU introduced several new job-oriented courses. These included Master of Business Economics, Master of Tourism Management and Master of Hotel Management. A diploma course in French was also introduced.

The university also set up the Department of Engineering and Technology which introduced B.Tech courses in electronics and communication management, computer science engineering, mechanical engineering and biotechnology. An advanced centre in biotechnology was also set up.

It became one of the few universities in the region to establish a foreign students’ cell to attract students from abroad. A career and placement cell and a project cell were also set up.

The Rs 3-crore multipurpose indoor gymnasium was inaugurated a few months ago. It has given a fillip to sports and cultural activities.

MDU to hold special lectures

Maharshi Dayanand University (MDU) will organise a series of special lectures by eminent scholars, academicians, and distinguished personalities as part of the MDU Lecture Series 2006.

The Vice-Chancellor, Dr R.S. Dhanker, said here yesterday that this new initiative would begin with a talk on “Global Competitiveness of India” on January 2 by renowned scholar and management guru Professor Deepak C. Jain, Dean, Kellogg School of Management, North-Western University, USA.

He said eminent scholars from India and abroad would be invited to the MDU to deliver these talks and special lectures on contemporary issues facing the country and world. This would help the university community to interact with the global academic main-stream and create an environment conducive for serious academic discussion and deliberations, he added.

Farm varsity launches information system

The authorities of Haryana Agricultural University (HAU) here have launched a national information system on agricultural education network (NISAGENET) unit to provide database for various policy and planning matters. The Vice-Chancellor, Ms Asha Sharma, inaugurated the NISAGENET unit set up on the university campus today.

The unit has been established under a mega-project of the Union Human Resource Development Ministry and the National Statistical Commission that envisages the preparation of a database on agricultural education in the country. All the state agricultural universities will participate in the ambitious project and provide consolidated information on infrastructure facilities, staff strength, courses offered, research and teaching activities, etc.

Ms Sharma, who is also the Financial Commissioner-cum-Principal Secretary (Agriculture), observed that the establishment of the first NISAGENET unit was a big achievement for the university.

Taking it as an onerous responsibility, she impressed upon the university officials to be more responsive in updating the information relating to their discipline on the network. A failure on their part would defeat the basic purpose of the project.

She hoped the system would prove to be an important tool in policy planning, adding that apart from bringing a qualitative improvement in decision-making, it would also save a lot of time.

Addressing the gathering, Dr R.C.Goyal, Principal in charge of the project and scientist with the Indian Agricultural Statistical Institute, described how the project would be implemented in all agricultural universities across the county.

He said 42 institutions, including state universities, deemed universities of the ICAR, the Allahabad Agricultural Institute and Central Agricultural University, would be linked together in a phased manner through networking.

Territorial Army recruitment rally

The Branch Recruiting Office, Ambala Cantonment, will conduct an Open Recruitment Rally for the Territorial Army, inviting all volunteer candidates from Haryana, Himachal Pradesh and the city on January 6, 2006.

A press statement here today said the rally would be conducted at the Convoy ground, Ambala Cantonment, to enroll volunteers in the Territorial Army as soldiers (general duty). Selection is totally based on the physical and mental abilities of the candidates.

Residents of the city volunteering to join the Territorial Army as soldiers (General Duty) should be in the age group of 18 to 42 years and have passed their matriculation examination. The procedure of enrollment will be the same as for the Army but oral interview will be taken in place of written test.

For wards of war widows and servicemen, relation certificate issued by the record office is mandatory, which should clearly mention the date of birth of the candidates. Any variation of date of birth with the matriculation certificate will not be acceptable. Minor variation in name will require affidavit signed by a Class I Magistrate.

Candidates should bring 10 copies of their latest passport size photographs and the matriculation certificate. In case of duplicate copy, an affidavit duly signed by a Class I Magistrate should be attached. The candidates also have to provide their domicile or residence certificate issued by the Tehsildar or Naib Tehsildar.

Similarly, the caste and character certificate issued by the Sarpanch and Gram Pradhan should not be more than six months old.

4 recommended for IPS

Four Deputy Superintendents of Police(DSPs) of Haryana have been recommended for nomination to the Indian Police Service.

The recommendation has been made by a Department Promotion Committee (DPC) which met in Delhi on December 20. The meeting was attended by the Chief Secretary, Mrs Meenaxi Anand Chaudhry; the Home Secretary, Mr Prem Prashant; the Director-General of Police, Mr Nirmal Singh; two nominees of the Union Government; and a representative of the Union Public Service Commission.

According to sources, the DPC recommended the names of Mr D.K. Bhardwaj (provisional), Mr Jagwant Lamba, Mr Rajinder Singh and Mr Hemant Kalson.

MC staff boycott office

All employees of the Municipal Council, Ambala City, except the Executive Officer and the Mechanical Engineer, yesterday boycotted office in protest against the alleged misbehaviour of a former Congress councillor with a Junior Engineer of the council.

The president of the Municipal Council Employees Union, Mr Bal Krishan, said that the former Congress councillor, Mr Sushil Sharma, threatened and misbehaved with one of the Junior Engineers of the council on telephone on Tuesday causing resentment among the employees.

Later, Mr Sasan expressed regrets on behalf of the former municipal councillor and assured the employees that in future no such incident would be repeated. On the assurance the employees resumed duty in the afternoon.
