Rs 470 cr for welfare projects in Gurgaon
Gurgaon, January 2 Talking to mediapersons on New Year, Mr Bhardwaj said that the departments like HUDA, PWD, Market Committee, Municipal Council and Public Health have been assigned to complete the projects. Giving details of the projects, he said that a sum of Rs 280 crore has been earmarked for potable water, Rs 85 crore for construction and strengthening of roads and Rs 45 crore for improving the sewerage system. On the road front, HUDA will spend a sum of Rs 40 crore; the Municipal Council, Rs 22 crore; PWD, Rs 20 crore; and the Market Committee, Rs 15 crore. While a new sewerage treatment plant of 50 LMLD capacity will be laid at a cost of Rs 21 crore in village Behrampur, the treatment plant, presently managed by HUDA, will be upgraded to 98 LMLD capacity. A sum of Rs 25 crore will be spent for improving the sewerage system of old Gurgoan city. According to the Deputy Commissioner, the thrust will be on development plans for old Gurgaon city so as to bridge the urbanisation gap with the new city area. In the old city area, the road from Mahavir Chowk – lying in the heart of the city – to Rajiv Chowk, would be widened. With regard to the scarcity of potable water, the Haryana government has decided to lay a canal from Kakroi to Gurgaon to bring 570 cusecs water. This scheme would ensure that there was no water scarcity in Gurgaon for the coming 50 years. The HUDA department will spend a sum of Rs 280 core for laying the canal. Gurgaon city alone will get 245 cusecs water from this scheme, which would be more than two times of the present pool. Presently, the city gets 100 cusecs of water from the canal scheme. In response to the unscheduled power cuts imposed in the city for the past few days, he said that the power supply for 53 lakh units has been less than the present demand of about 70 lakh units per day. Cuts were temporarily imposed on the industry sector on account of this. However, the officials of the power department denied that cuts were being imposed on the domestic sector. According to them, the power problem in the domestic sector may have been due to the low frequency. According to Mr Bhardwaj, the supply has been lower than the demand in the past few days on account of outage problems in the northern grid system. While some of the units in the northern grid from where the state gets a major portion of the supply were under maintenance, some have developed snags. In response to another question, he said that the route for the Metro link from Delhi to Gurgaon has been finalised. |

New Delhi, January 2 The Chief Minister called on the Prime Minister this morning and is understood to have briefed him on the issue of unauthorised constructions in Delhi, also presenting her case amidst divisions in the local party unit in Delhi regarding the demolitions being undertaken by MCD following a High Court order, sources said. The meeting came after two rounds of discussions held by a four-member high-level panel formed by the party to find a long-term solution to the problem, of which the Chief Minister is a member. It also comes in the wake of sharp differences between the Delhi Government and the party-ruled civic body on the issue of making public the list of 18,000 illegal properties that MCD has submitted to the High Court, which have been marked for demolition. While Ms Dikshit is for putting up the list on the MCD’s website, the Congress councillors are opposed to the idea, saying it would lead to chaos and panic among the people. “It will not lead to panic. On the contrary, by bringing in transparency, it will reduce chaos. If they can submit the list in the court, why can’t they make it public?” Ms Dikshit told reporters today after an informal meeting of the Delhi Cabinet to discuss the agenda for the new year. She said there were complaints about people being harassed in the demolition drive, adding this would not happen if they knew whether their properties figured in the list of the 18,000 illegal constructions. “We have always been for open governance. This is why we launched the Bhagidari movement,” Ms Dikshit said. On the possibility of an ordinance being promulgated as a way out of the demolitions, she said it was being studied, also noting that there had only been discussions on bringing about an ordinance to save buildings in Ulhasnagar on the outskirts of Mumbai. Ms Dikshit said a long-term strategy on the issue would be to ensure that illegal constructions do not come up in the future and to protect the law-abiding citizen. However, a senior official of the MCD said that the corporation was still not in favour of making the list public as it had not been asked for the Delhi High Court to publish the unauthorised constructions. The civic body has been directed to demolish these properties. The publication of list will make confusion. Owners of unauthorised properties will be zealous of others and will make complaint against their neighbours whose name are not included in the list. He said that that the civic body had a survey of the all 12 zones to know the actual number demolished properties. The department concerned was not satisfied with the survey report and had directed again to speed up the demolition drive in all the districts. Earlier the Municipal Commissioner directed to take action in four zones at one time. The officer said that Police Commissioner had never said that the Delhi Police was in short of force. The police force is always available to help the demolition squad to carry on the demolition. Hectic political activity has been on in the Capital since the demolition drive was launched on December 17, with the Chief Minister holding meetings with Urban Development Minister S Jaipal Reddy and Home Minister Shivraj Patil on the issue earlier. In other developments relating to the issue, Rajya Sabha member and senior Congress leader R K Dhawan has asked the government to come up with a coordinated policy to check unauthorised constructions in Delhi and its adjoining areas, while leader of opposition in the MCD Onkar Singh Thapar criticised the constitution of High level committee by he Congress High Command to resolve the issue of demolition. “The magnitude of the unauthorised construction is so stupendous that it needs to be addressed with a coordinated policy... redressal of this issue must cause minimum hardships to the citizens and the wrongdoers must not escape the law,” Mr Dhawan said here. He said registration and transfer of illegal properties should be disallowed by making suitable amendments in the existing laws. The senior Congress leader said the need of the hour was to make a distinction between people who construct the illegal buildings out of necessity and by force and the builders who want to make a huge profit. Advocating “long-term remedy” for addressing the issue, he said illegal constructions should not be provided electricity, water and telephone connections. Meanwhile, MCD today resumed its much-opposed demolition drive and took action against 28 illegal structures in ten zones of the national capital, shelving its earlier decision to carry out the drive in only four zones a day. The civic body took action against 17 commercial and 11 residential properties in various areas across the national Capital, a day before the scheduled hearing of the matter in the PIL Bench of the Delhi High Court. MCD officials razed to the ground four commercial and one residential properties and partly demolished 11 commercial and 10 residential properties besides sealing two others in nearly 15 areas. The decision to carry out the drive simultaneously in all the zones was taken after the week-long experiment to target four zones a day failed as it slowed down the pace of the demolitions, MCD sources said. It targeted five illegal constructions in Central zone, four each in Rohini and Shahdara South, three each in City, Karol Bagh and Shahdara North, two each in Civil Lines and South and one each in Sadar Paharganj and West zones. MCD has so far taken action against nearly 500 unauthorised constructions since its drive began on December 17 after the Delhi High Court ordered demolition of over 18,000 such structures in the national Capital. |
Farmers yet to get possession of promised land
Noida, January 2 Even eight years after the agreement, the Noida Authority has been found dragging its feet in this respect. Farmers from about a dozen villagers are making rounds of the Authority for getting possession of their land, while the Authority has reportedly allotted this 5 per cent developed land to some farmers from only one village, so far. According to the norms finalised, the Authority was supposed to allot 5 per cent of the developed land to the farmers concerned. Under this agreement, the Authority was to allot from 40 sq. mt to 2500 sq mt land to farmers. Only in Sultanpur village, Noida has been able to allot 5 per cent land to the farmers against over 223 acre land acquired. But here also, the Authority has not been able to complete the development work. It has acquired 79.250 acre in Rasoolpur Navada, 403.934 acres in Hoshiarpur for which little deeds have been given to farmers, but physical possession of the land has not yet been handed over to farmers although a draw had been held for this land in April 2004. Similarly 5 per cent of 103 acres in Momura village, 12.875 acres in Shahpur Govardhanpur, 15.023 acre in Jhunda, 4 acres in Nangla Charan Das, over 1346 acres in Gojjha Tilpatabad has been allotted only in files, it is learnt. But no spadework has been made at all to transfer the 5 per cent land to farmers on the ground. The files concerning the allotment of 5 per cent land to farmers from over 70.563 acres in Hazratpur Wajidpur, 252.937 acres in Sultanpur village, 174.09 acres in Baraula, 190 acre in Aggahpur, 192.875 acres in Khwaspur are being shifted from one department to the other. Zila Panchayat member Mahesh Chauhan says the intentions of the Authority officials are suspect in transferring 5 per cent promised land to the farmers. |
Capital lashed by light rains
New Delhi, January 2 Mercury dipped slightly in the city as it received light rainfall accompanied by thunder and lightning which the weatherman attributed to a cyclonic circulation over northern Rajasthan adjoining Punjab and Haryana. The heavy snowfall in the Kashmir valley and rainfall in parts Punjab and Himachal Pradesh also had a cascading effect in Delhi leading to showers, which caught Delhiites unawares. Minimum temperature in the capital was 7.5 degrees, quite warm for this time of the season. The maximum temperature was 24.5 degree Celsius, three degrees above normal. The minimum temperature yesterday was 7 degrees Celsius, the warmest New Year’s Day in five years. The winter showers will not engulf the city with fog tomorrow, Met officials said adding visibility would dip in the capital after two days. The city also received 0.6 mm of overnight rains, which the Met Department attributed to a cyclonic disturbance over North Rajasthan and Central Pakistan adjoining Punjab. There was no fog in the morning, with minimum visibility being recorded at a good 1500 metres, the Met office said. While air traffic to and from the capital was on schedule, as many as five trains were cancelled today and ten others were running hours behind schedule due to foggy conditions over the northern plains. |
Lawyers’ protest against mediation cell turns violent
New Delhi, January 2 Hundreds of lawyers, after holding a demonstration outside the court complex, marched towards the mediation cell in the third floor of the building, breaking through police barricades, shouting slogans against Chief Justice of India Y K Sabharwal and Delhi High Court Chief Justice Markandey Katju. They attempted to barge into the mediation cell but were stopped by a police posse. The lawyers then vented their ire by pulling down the nameplate of the cell and breaking it into pieces. Agitators banged on the wooden walls of the cell with sticks. The inauguration plaque carrying the CJI’s name was also broken by the irate lawyers in full glare of the media as stunned police and litigants looked on. The lawyer’s boycott came despite an appeal by Justice Katju who had pleaded with the Bar to desist from strikes in the interest of the litigants. The Bar claims that the cell, started with the help of American trainers of US-based Ford Foundation for out-of-court case settlements in October, was a glaring example of “back-door” entry of foreign legal machinery into India. “The Cell was started by the CJI with the help of foreign lawyers and funds. We have resolved not to allow any foreigner to associate with the mediation centres set up to promote the interest of multinationals,” DBA President Rajeev Khosla said. |
Bad roads: Govt put on notice
Faridabad, January 2 Social activist K.L Gera, in the notice served through his legal counsel, has alleged a large-scale bungling in the work of road construction. Demanding a thorough action to check the alleged malpractice in the road repair projects, the complainant has threatened to file a PIL in the High Court over the matter. According to the notice, a majority of the roads are of poor quality as proper guidelines were not adhered to. Shortage of required quantity of bitumen or tarcoal has been responsible for the uprooting of the upper crust and development of potholes on roads in a short time. Blaming the alleged nexus between the officials and the contractor, it is claimed that neither the mixing of tarcoal was being checked at the site nor it was being done according to the specifications leading to dismantling of the roads within a few weeks or sometimes even in days during the rains. Stating that while the time gap between mixing the tarcoal and laying it on the road surface should be minimum, the delay amounts to reducing the prepared material to a mere waste. Pointing out the alleged irregularities, the notice claims that the officials concerned, who ought to check the quality on the spot, hardly put their signatures on the measurement book or the papers having the details of the work. Another issue that had been highlighted includes the absence of storm water drains on both sides of the road and the uneven surface. Demanding an enquiry, it is stated that the road between B.K. Hospital crossing and the police station of NH-5 had no proper finish and might get damaged soon. A legal action may be taken after two months and it has been served on the Chief Secretary, Haryana, Commissioner, MCF, and the Deputy Commissioner. |
Security upgraded after intelligence inputs
New Delhi, January 2 The security has been beefed up in view of the coming Republic Day, Police Commissioner K. K. Paul told media persons when queried on whether intelligence reports on six ‘attackers’ had managed to come to the Capital. “We are also coordinating with the police of other states and intelligence agencies on security matters,” he said without directly answering the poser. Other security steps are also being taken so that there is no breach of security, he said. Mr Paul also evaded a reply on the identity of those involved in the phone-tapping case involving politicians. Meanwhile, an unclaimed briefcase found near a car near ITO in Central Delhi created a bomb scare today. The briefcase was found near Nehru Dolls Museum on the busy Bahadur Shah Zafar Marg around 2:45 pm by a passerby, police sources said. The police was immediately informed following which a bomb detection and disposal squad assisted by sniffer dogs have been rushed to the spot, they added. |
Camp at Jamia to sensitise youth against gender-related violence
New Delhi, January 2 There are also many equally sordid stories of dowry deaths and wife beatings. Jamia Millia Islamia is taking a small but well thought out step to make a difference. The university’s Sarojini Naidu Centre for Women’s Studies has tied up with the NGO Prayatn in an effort to create an awareness and the need to curb gender related violence. The locality of Madanpur Khadar has been selected as the field for intervention where several extremely focused group discussions will be conducted with approximately 200 youths. The University sources inform that 20 youths have been selected from this area for an intensive final training, which will be conducted in Jamia from January 3 to 7 at the Department of Social Work. The main purpose of this training is to increase the level of male involvement in gender sensitisation programmes and thereby, bring about a change in their behaviour. In addition, Prayatn plans to equip these youths with the basic knowledge of the legal system to combat instances of violence in the private realm. The trained youths will then be involved in various programmes and campaigns against domestic violence. Prayatn will supervise and monitor their progress. Sources inform that a module is being prepared on training youth to combat violence against women and when implemented this will greatly enhance existing resources. In addition, a 6-day national integration camp organised at Jamia concluded on Monday. Over 220 students from 16 universities spread across 15 states participated in the camp. Highlights of the camp included a trip by students to the banks of the Yamuna, where they participated in clean up programme. Later, a debate competition was held on the topic, ‘Should testing for HIV be made mandatory before marriage.’ The Lt-Governor of Delhi, Mr B.L. Joshi, was the chief guest during the concluding function of the national integration camp organized by Jamia. |
Five held for extortion
New Delhi, January 2 The suspects were identified as Ketan Singh, technician, his accomplices, Chandra Prakash, Vinod, Ashok Gupta and Mohammad Riyaz. The victim, Dr Tara Chand Sharma, is working as an Urologist in Bhai Parmanand Hospital and the suspected technician was in his staff. The police said that the victim had been receiving phone for ransom for a few days. The caller asked him to pay the ransom amount in installments. The first installment will be Rs 10 lakh. Consequently, he agreed to pay the ransom. But before doing this, he reported the matter to the police. The Crime Branch constituted a team to nab the suspects. The victim reached the rendezvous with a bag to give an impression to the suspects that he had come with the money. The suspects assigned the job to Riyaz to collect the booty from him. As soon as Riyaz reached the spot and met the victim, the police in plain clothes nabbed him. During interrogation, he confessed to be one of the suspects. His interrogation led to the arrest of his accomplices, the police said. |
Delhiites vote for the Metro with their feet
New Delhi, January 2 Fortunately, despite such a high ridership on all the three segments when such a large number of Delhites chose to make the most of their weekend by enjoying the New Year gift of the government and having the Metro-feel, no untoward incident was reported. As per DMRC spokesperson Anuj Dayal, Metro operations on the first two days of the opening of the Line-3 went off rather smoothly. But as trains almost ran jam packed, some minor incidents and skirmishes were reported like the one at the Karol Bagh station when due to some technical faults the doors did not close and the train was delayed by about five minutes or when shutters had to downed at the Rajiv Chowk station due to over crowding. On its newest segment between Barakhamba and Dwarka more than 1.80 lakh people traveled on day 1 and 2.40 lakh on day 2. Independently on Line-3, the DMRC raked in close to Rs 65 lakh over the weekend. Today being the first day of work after a most happening weekend, a large number of office-goers checked in on the safest and the most convenient mode of mass rapid transport system in the Capital to travel to their place of work. After all, from Dwarka to Connaught Place it just takes 39 minutes on the Metro. Being winter holidays, by the afternoon, children and housewives too joined in for a joy ride on the Metro. |
Government school gets a New Year gift
New Delhi, January 2 After the school’s deplorable condition was highlighted by the Right to Education Task Force
(RETF) in a report sent to the Chief Minister, Ms Sheila Dikshit, here last month, the DoE was quick to take action. “It is a success story and it is also assuring that the government has finally not just heard, but also acted swiftly. When we visited the school on December 20, 2005, the condition of the Government Co-ed Middle School and two MCD Primary Schools at Metro Vihar Resettlement Colony, Holambi Kalan, near Narela, were in deplorable condition. And this was only because of the apathy on the part of the authorities that resulted in violation of fundamental and human right to education of the students,” said the Task Force Convener, Mr Ashok Agarwal. In the report that was submitted to the Chief Minister and the Commissioner, MCD, by the Task Force, it was pointed out that the Co-ed Middle School had just one teacher for 450 students. The school’s building itself was not complete and students were exposed to various risks. There was no arrangement for toilet and drinking water and no provision for electricity. “Students had to go out in the open for answering the call of nature. There were no toilets even for the girls, no sweepers, clerks, no telephone, no library, no teaching aids and no sports material,” complained Mr Agarwal. The school, which has high-tension wires passing over the school building, endangering the lives of the students had no provisions for electricity within the school precincts. The school’s principal after making umpteen requests for more staff was forced to rely on volunteers to teach the students. “Taking cognisance of the report that was sent to the CM, senior officers of the DoE visited the school, six teachers have been posted and electricity and water connections have been made. The Joint Director (Finance) has informed us that NDPL has been asked to remove the high-tension wires and we are assured that the other pending work will be completed soon,” said Mr Agarwal. |
Govt may move court against UP over water issue
New Delhi, January 2 The CM will meet the Union Minister of State for Heavy Industries and Public Enterprises, who has the additional charge of Water Resources to pressurise the UP Government to supply water for the Sonia Vihar project. It was also indicated that the Delhi Government will take the help of the court for getting the water for Sonia Vihar Water Project, if needed. The Chief Minister emphasised the need to control the wastage of water by motivating the residents of the Capital. Announcing an award for water conservation, she emphasised the need to conserve water, as public taps are found open through out the day. There are 10,000 water taps in public places where water wastage needs to be checked urgently, she added. She said that an award will be given to the RWA found putting in place the best arrangement for water conservation. In many area like Kalkaji, Vasant Kunj, Vasant Vihar and Ashram the water level has gone down considerably and the tube wells do not generate enough water, sources said. The DJB CEO warned the NDMC and Cantonment Board of likely shortage of water during the summer as the Jal Board would not be able to spare water for these areas. Last year also these areas had acute water shortage. Delhi needs at least 100 cusecs water for the Sonia Vihar water project but the Uttar Pradesh Government is yet to agree to supply it to get the project commissioned. |

Rape case accused remanded to police custody
New Delhi, January 2 Sushil and Naresh were produced before Metropolitan Magistrate Raj Rani Mishra who handed him over to police custody for further questioning on the whereabouts of Vikram, the driver of the car and a distant relative of the victim. According to the police, the two offered a lift to the woman who was going to the market near DDA flats in Narela to buy vegetables on Saturday morning, and raped her in the moving car. Meanwhile, Delhi Commission for Women (DCW) member Reny Jacob today visited the Narela gangrape victim at her home here and provided counselling to her. Ms Jacob, who also met the victim’s husband and mother-in-law, said all possible help will be offered to the family. She said the victim had told her that main accused Sonu had offered the family money, asking them not to give any “negative comments about him”. “The victim’s mother-in-law also feared for her son’s life since the main accused knew him well and was also their neighbour,” she added. The victim’s husband used to work as bus conductor when he came in contact with Sonu. The main accused used to visit the victim’s house frequently, she added. On New Year’s Eve, the woman, who accepted a lift in her neighbour’s car was raped inside the moving vehicle. Soon after police arrested two of the assaulters, Sushil (20) and Naresh (22) after a medical examination of the victim, while main accused Sonu is absconding. In her complaint, the victim had said she was going to the market to buy vegetables when she met Sonu on the way. He offered her a lift in his car which she accepted in good faith. |
Judicial custody of blast accused extended
New Delhi, January 2 Dar and Rafiq Shah were produced before Additional Chief Metropolitan Magistrate Madhu Jain who extended their judicial remand by 14 days. The accused was sent to judicial custody on December 30 after the Special Cell informed the court that the investigation of the case was over and their police custody was no longer required. Dar, an official with Johnson and Johnson company, was accused of coordinating and financing the blasts which claimed 67 lives and injured over 200 persons. Police now claims to have proof that it was Rafiq who planted the explosive in a bus in
Govindpuri. Initially, police was of the view that Rafiq was only instrumental in arranging funds for carrying out the blasts. |
Man strangles daughter, commits suicide
Ghaziabad, January 2 Police said the man Manik was of irritable nature and somewhat mentally imbalanced also. Belonging to Cooch Bihar in West Bengal, he worked on brick kiln owned by one Ved Prakash. He was living in the village with his wife Marjeena, daughter Aaduri and two-year-old son at the brick kiln only. His wife told the police that Manik would often beat her up and the kids. He would get angry without any reason. Marjeena said on Sunday Manik got annoyed with something while she was leaving for the kiln. As the two-year-old son was crying, she took him along while Marjeena and Aaduri were in the house. When she returned at 12 pm, she found Aaduri dead and Manik hanging from a noose in the ceiling. Engineer’s body found hanging
Noida, January 2 A resident of B-113, third floor, Kendriya Vihar, Pradeep Kumar Munde, 30, was employed in LML Co as an engineer and was living in this flat with wife Reena and a two-and-a-half-year-old child. At about 10.45 pm on Sunday, the couple was watching TV. Pradeep suddenly left the room and went to bedroom. After sometime, his brother-in-law came to meet them. When Reena went to inform him, she found the door of the room bolted. She knocked at the door and called him, but Munde did not open. The door was then broken. Pradeep Kumar Munde was found hanging from a ceiling fan. Reena informed the police control room and neighbours. Police from Sector-49 police station reached the spot and sent the body for postmortem. No suicide note was recovered from the room. SO, Sector-49 police said Reena had recently completed her Ph.D. and got a job which was not liked by Pradeep. As a result, he ended his

Ghaziabad, January 2 The authorities have deployed police and PAC jawans in view of tension in the area. According to police, Mrs Rani, a widow complained that Amit and Arjun had called her son Bunty at 9 pm to reach Pinto’s house where a New Year party was on with DJ. According to Mrs Rani, after about two hours somebody came to inform them that Bunty had been shot at and was lying grievously wounded. Mrs Rani went there along with her elder son Dharminder, 28. As they reached there, Dharminder was also shot at. Bunty told his mother that Arjun had shot at him. Police were informed at 11.30 pm. Police CO and SO in charge police station soon reached the place, where the brothers were lying in a pool of blood in front of Arjun’s house. Dharminder and Bunty were rushed to the government hospital where they were declared brought dead by doctors. Arjun and Amit have been arrested on the basis of a written complaint. A revolver used in the crime was also recovered. |
