Master forger, who got President’s nod, sentenced

A man forged the late Vijay Lakshmi Pandit’s signature on a letter, gained entry into the Rashtrapati Bhavan and even “deceived” the then President R. Venkataraman into believing its genuineness 16 years ago.

Today, a Delhi court, which had convicted accused Puran Chand Pathak of the offence, slapped a two-year suspended sentence on him.

“It has been categorically proved that the President was deceived into doing something that he otherwise would not have done,” Metropolitan Magistrate Sidharth Sharma said sentencing Pathak (40), hailing from Bareily in UP.

However, the court ordered that considering the lapse of time, he found it a fit case for grant of two-year probation to the convict. He was directed to furnish a probation bond.

Pathak, according to the case registered at Chanakyapuri police station, had sought an appointment with Venkataraman on November 4, 1988, to discuss the contents of a letter, which he claimed was signed by Pandit. However, he did not get an appointment that day.

On November 11, 1988, he again wrote to the President and this time his efforts bore fruit. Venkataraman gave him personal audience and even endorsed the letter, requesting the President to recommend Pathak for some social work programme in which he could make a name.

However, Rashtrapati Bhavan developed doubts about the letter and cross-checked with Pandit. She denied knowing the man or having signed the letter. The matter was then referred to the Lieutenant Governor, who in turn, directed the Police to register a case against Pathak.

ACP dies in sleep

An Assistant Commissioner of Police, Mr Hrmant Chopra, 40, posted with the Special Branch of the Delhi Police, was found dead in his Janakpuri house this morning. The officer apparently died of a heart attack during his sleep.

The driver discovered the body when he reported for duty this morning. Mr Chopra was alone in
the house as his wife and child were away at her parent’s place.

According to the driver, the officer complained of acute stomach-ache last night and even rang up the doctor who recommended some medicine. The officer took the medicine and went off to sleep. He apparently suffered a heart attack during the night and died.

Mr Chopra, a DANICS officer, had shot to fame during the investigations into the sensational Shivani Bhatnagar murder case. The family has been informed.

Retired DGP dies in road mishap

A retired Director General of Police from RPF died in an accident today morning. The victim has been identified as Mr S. P Banerjee. He was 70 years old. The accident took place in the Vivek Vihar area in East district.

According to the police, Banerjee was living in Surya Nagar in Ghaziabad and going to Maharaja Surajmal Park in Vivek Vihar for a morning walk. He was on his scooter when the incident occurred.

At around 7.30 am, when he reached the T-turn near the park, two youths on a motorcycle collided with his vehicle. Banerjee fell down and sustained head injuries. Subsequently, the youths took him to the nearby ESI hospital and went away.

Samishtha Banerjee, the daughter of the victim, who also reached the ESI hospital, took him to GTB Hospital. Banerjee succumbed to his injuries at 12.30 pm there. The local police have registered a case in Vivek Vihar police station and launched a hunt to nab the culprits.

Devotees bid adieu to goddess Durga

Amidst loud cheers and blaring of conch shells and drums, Goddess Durga, in all her finery, was given a farewell by thousands of people who had gathered on the banks of the Yamuna, bringing an end to the pooja celebrations.

Hundreds of idols of the goddess in various hues were immersed into the waters of the Yamuna as per Hindu tradition. The idols were immersed into the water after days of fanfare.

Trucks carried the idols and the devotees to the city’s eastern part in droves. With vermilion smeared on their foreheads, the crowd swayed to the beat of the drums as it bid adieu to the goddess who arrived on a boat with prosperity and left on a cradle, taking away the chaos and disorder as per mythology.

Owing to the awareness created by the environment watchers, some Pooja samitis claimed to have made eco-friendly idols that were free from chemical pollutants. Environmentalists have been expressing concern over the threat from the use of plaster of paris, thermocol and chemical varnishes on the idols that are immersed in the water.

Adequate security arrangements had been made to ensure the smooth functioning of the event. Elaborate traffic arrangements were in place to avoid snarls. Securitymen were also deployed at the banks to help prevent mishaps. However, despite the traffic control, jams and chaos were reported from many parts of the city, especially near ITO and Nizammuddin. Diversions and slow pace of traffic made life difficult for commuters.

On the bank of the Yamuna, the authorities had made elaborate arrangements to prevent any accidents. Trained firemen with boats in readiness were stationed at vantage points. Senior police and fire service officials monitored the immersion ceremonies. More than 100 samities, mostly in Bengali dominated areas of the Capital, observed pooja.

Dalits clash with police after row over land

There is widespread tension in Tigaon, one of the biggest villages of the district, following a row over a piece of land between the Dalits and the panchayat of the village.

The police had to resort to lathi-charge when about 1000 people assembled at the controversial spot to erect a statue of Dr Bhim Rao Ambedkar, despite the Panchayat getting a stay from the court.

A number of people, including a member of the Zila Parishad and some women constables, were injured in the clash.

According to reports, the problem began in July after the village panchayat resolved that the piece of land, measuring less than an acre, be handed over to the Police Department for constructing a police post there. However, the Dalits of the village claimed that the land was part of the Indira Awas Yojna allotted for the construction of houses for those belonging to the Backward Classes, and hence, the panchayat had no claim over it.

Instead, they announced that a statue of Dr Ambedkar would be installed at the place. Opposing the move, the panchayat filed a petition in the local court and reportedly got a stay on October 21.

However, a large number of people, including women, assembled at the spot this morning. The police, that had arrived at the spot after they had been informed about the development, asked the residents to disperse. However, when the situation turned violent, the police resorted to
lathi-charge to disperse the mob. It is reported that several persons, including women, were injured in
the incident.

A number of women constables were also injured after stones were pelted at them. A member of the Zila Parishad was also beaten up by the police and taken away in a police vehicle along with 16 others, who were part of the mob. Those arrested included Mr Anil Bawa of the Samata Sainik Dal, Mr Suresh Adhana and a number of women.

A case of instigating violence was reportedly lodged against them. A police team has been posted at the spot. The SDM of Faridabad and the DSP of Ballabhgarh were present at the spot.

The village, with a population of about 45000, has about 15,000 voters.

Mystery murder solved, three persons held

With the arrest of three persons, including a woman, the Vijay Nagar police claimed to have solved a blind murder case of a woman. The headless body of the victim was found wrapped in a gunny bag near the railway track in Madhopura mohalla, Vijay Nagar, Ghaziabad, on October 7.

According to the Circle Officer, Mr Dharam Veer Singh, the police had an uphill task identifying the headless body.

During investigation, the police team received a tip off that a woman, identified as Veena, resident of Sunderpuri, with “loose character”, was missing.

When the police team interrogated Veena’s family members, including her mother Ramvati and brother Kishen, they confessed that they had killed her because she was a “slur” on the name of the family. Ramvati had later identified the body of Veena. Kishen and Ramvati confessed that Veena had been divorced twice due to her “bad” reputation.

Moreover, she was having affairs with a number of youths in the village. As such, when she failed to mend her ways after repeated warning, Ramvati and her sons, identified as Kishen and Lakhmi, killed her in their house. They severed her head and put her torso in a gunny bag and dumped it in a drain. The head was thrown elsewhere. The police have arrested Ramvati Devi and her two sons for murdering Veena. Lakhmi has a background of criminal activities, said the police. — OC

Tension prevails after panchayat’s ‘verdict’ in rape case

Tension prevails in Kazimpur village under Modinagar police station after the pronouncement of the “verdict” by the village panchayat, in which the accused has not only been fined heavily but his family members have been asked to leave the village.

It may be recalled that two minor girls were raped in Kazimpur village under Modinagar police station recently. Though the accused has been handed over to the police, the matter has now been taken up by the village panchayat.

Taking a serious view of the crime, the village panchayat penalised the family of the kidnapper of Rs one lakh and also asked the family to leave the village forthwith. The family of the second offender was also ordered to leave the village. This has embarrassed the police as they have been allegedly trying to down play the issue and “cover up the crime”.

There is widespread tension in the village as the girl, who was raped in the first case some 12 days back, is fighting for her life in a hospital in the Capital. The son of one Rampal, identified as Fauji, had allegedly got his neighbour drunk and later, raped his minor daughter.

He was nabbed by the villagers and handed over to the police. Livid over the police inaction and attempt to cover up the crime, the villagers held a special meeting of the panchayat. The panchayat penalised the rapist and asked their families to leave the village. The tension in the village has heightened with the report that the villagers have become divided over the issue.

Factories gutted

A fire broke out in a petrochemical factory in the industrial area on the Bulandshahr Road under Kavi Nagar police station. A number of firemen, policemen and administrative officials had a narrow escape when a truck full of chemicals exploded while they were trying to survey the area where the fire had broken out.

Fifteen fire tenders were employed before the fire was brought under control. A number of factories in the adjoining area had to be vacated as a precautionary measure. Even as there was no injury or loss of life, monetary loss running into lakhs of rupees has been estimated. The petrochemicals were stored in the factory situated on the Bulandhshr Road industrial area.

Huge underground storage tanks of 5000 litres had been constructed in the factory, which were filled to the capacity. The work in the factory had been stopped in the afternoon due to festival. The security guards noticed flames rising from the main plant in the evening. To make matters worse, most of the fire tenders were on duty for the various Ramlilas being staged in the city. As such, fire tenders from the Hindon Air Force Base, Noida, Hapur and Sahibabad were summoned to bring the fire under control. The blast in the chemical tanks caused the blaze to spread to the adjoining two factories, which were also gutted.

Opp demands probe into sanitation drive

The Leader of the Opposition in the Standing Committee of the MCD, Mr Vijender Gupta, has demanded a high level inquiry into untimely cleansing of areas and nullahs under the jurisdiction of the corporation, especially in areas inhabited by the poor, villages, urbanised villages, resettlement colonies and JJ clusters etc.

This despite the fact that the MCD spends crores of rupees annually and thousands of Safai Karamcharis have been put on the job.

According to Mr Gupta, Delhi generates 7000 MT of garbage per day and most of it remains in the dalaos and in the open and is not carried to the sanitary landfills for want of men and machinery. Besides, the corporation is also required to clean 1,166 nallahs. These are never fully cleaned and nearly 5 lakh MT silt, collected from the half-hearted cleansing operations, remains on the verge of the nallahs from where it has been retrieved. As against this, crores of rupees are spent fraudulently on defunct operations. Non removal of garbage and silt to the sanitary landfills has created mounds of garbage in the Capital, he added.

Mr Vijender has alleged that the so-called sanitation drive that started on October 14 is nothing but the beginning of misappropriation of crores of rupees. It starts and ends with a photo session of leaders with brooms in their hands. He has further alleged that the twin bin project and the proposal to enhance the capacity of the sanitary landfill sites has been on paper only.

The main reason for the neglect in the MCD is scarcity of funds, intentionally created by the Delhi Government, and internal political bickering in the Congress party, besides rampant corruption in the corporation.

He said that necessary material like brooms, panja, wheels barrows and lime etc have not been provided at sanitary stores. Result: the safai karamcharis have been rendered useless and they only go through their cleansing rituals when a sanitation drive is on.

Samiti flays Sheila, MC for abattoir

The president of the Butcherkhana Virodhi Samiti, Mr R. K. Bhardwaj, criticised Delhi Chief Minister Sheila Dikshit and Municipal Commissioner, Mr Rakesh Mehta, for constructing a slaughterhouse at Ghazipur, ignoring national security considerations.

The Hindon Air Base, it will be recalled, is located just 8.8 kilometres from the proposed abattoir site. The slaughterhouse should have been constructed at least 10 kilometres away from the Hindon Air Base.

Mr Bhardwaj had provided a written letter of a Rajya Sabha MP and former Forest and Environment Minister Dilip Singh and of Air Force Chief to the Delhi CM and area MLA Meera Bhardwaj. He said that Bharatpur’s Maharaja was also extending support to the anti-slaughterhouse construction movement. He said that no slaughterhouse would be constructed near the river and killers of animals would be punished under section 302 IPC for which law should be framed immediately before planning a new abattoir.

JNU polls: Each party has its share of problems

In fact, the elections may not be a cakewalk for any party with the NSUI combating internal friction, the ABVP trying to regroup, the SFI stuck with old faces, and the AISA yet to choose its panel.

Having experienced a slump in the last two years, the ABVP is trying hard to consolidate its hold and spruce up its image. It has taken the lead in announcing the names of the panelists it proposes to field. This, the party’s national president says, has been done “in total unanimity with all factions in agreement.’’

While Dhananjay Singh will slug it out for the president’s post, newcomer Pritish Sahu and former councillors Ankita Bhattacharjee and Manoj Pant will fight it out for the remaining posts. “We are yet to decide who will fight on which post, but all four names have been agreed to by the party”, said Jatin Mohanty.

The NSUI, which was until recently euphoric about its performance in the Delhi University and also smug in the knowledge that the Congress is in power both at the Centre and in the State, is faced with the dilemma of two groups exerting pressure for the selection of their candidate for the president’s post.

The NSUI is yet to take a final decision on the panel. However, Narasimha Murthy is tipped to run for the president’s post, Ali Mullah for V-P’s post, Preeti Rekha Gogoi as Secretary and Prasant as joint secretary. The final list is likely to be out in 48 hours.

“The NSUI is yet to decide its panel. Considering that caste plays a vital role in its politic ideology, the party is facing a dilemma, with two caste groups pushing their candidates. This could give the ABVP an edge, since it has already begun the task of unifying its cadre ”, claimed a source.

Meanwhile, the SFI, resting on past laurels and “confident about the power of the Red bastion,” is looking forward to an easy win, which detractors say may “not be possible” in the absence of “strong candidates”.

“The SFI has repeated most of the panelists. They don’t really have anyone to pull the entire panel through, which may ultimately benefit the ABVP and the AISA”.

The SFI has proposed Parimal’s name for the post of president, Ena Panda for the vice president’s post — for the second time — and Mukhbil Ahmed and Shona Mitra for the posts of secretary and joint secretary.

The AISA, which poses a threat to the SFI more than the non-left parties, is also yet to announce its panel. “We are yet to announce the names because the second GBM is yet to take place and we decide the names after mutual agreement”, said Mona, who is being fielded for the president’s post. She was AISA’s winning candidate in the last year’s election.

MCD teachers’ indefinite strike from Oct 26

The Joint Council of Delhi Primary Teachers has announced its decision to go on an indefinite dharna from October 26.

In a statement issued here, the organisation’s secretary-general, Ram Chander Dabas, said that the teachers have not been paid their salaries for the last two months. The teachers, they alleged, are not paid their dues on time and no provisions have been made to pay them DA and bonus, even though the festive season has begun. The miffed teachers have announced that they would prevent the Mayor from celebrating Divali and will also shun the celebrations themselves.

Dabas warned that if their problems are not addressed immediately, all Municipal Schools would be shut, affecting more than nine lakh children, mainly from needy families.

Among the issues that have been raised by the teachers’ body are irregular update of GPF details, no filling up of more than 5,000 vacancies, non-implementation of ACP scheme, promotion of nursery teachers and special teachers, non-filling up of vacancies of selection grade, donation of Rs 1,00,000 from the teachers welfare fund in case of death.

An attempt to understand educative theatre

The National School of Drama is organising ‘Jashn-e-Bachpan’, the sixth National Theatre Festival for Children from October 29 to November nine, 2004. Twelve theatre groups, selected from different states in the country, are expected to participate in the festival.

The festival will commence on October 29, 2004, with the presentation of a play, “Hello to Myself,” by Sanskaar Rang Toli, directed by Tripurari Sharma.

Of the 12 plays to be staged during the festival, 8 plays are in Hindi and one play each in Manipuri, Bengali, Kannada and Tamil languages.

The chief of Sanskaar Rang Toli (Theatre-in-Education), NSD, Ms Vibha Chhibber, informed that the festival is an effort to bring the groups working with and for the children together on a common platform. It is hoped that the festival will provide an opportunity to better understand the role of theatre in the lives of the children, so as to provide a better, meaningful and educative theater to the children in future. With this aim, ‘Jashn-e-Bachpan’ was first organized in 1998, and has become a regular activity after its enormous success over the years.

The festival will be inaugurated by the eminent film and theatre artist, Ms Sulamba Deshpandey. The festival will conclude with the presentation of “Hamari Kahani” by Literacy India, Delhi.

The plays would be staged daily at 6.30 p.m. in Abhimanch Auditorium, National School of Drama. This information was given here by the officiating Director, NSD, Ms Kirti Jain.

International symposium on fuel and lubricants

The Fourth International Symposium on Fuels and Lubricants, to be organised by the Research and Development Centre of the Indian Oil Corporation based here, will be held from October 27 to 29 in the national Capital.

As many as 500 scientists and technologists from India and abroad are likely to attend the seminar. According to the Director, R&D, Indian Oil Corporation, and the Chairman of the Organising Committee, Mr N. R. Raje, the theme of the symposium is, “Fuels and Lubricants-Emerging Alternatives”, while the scope of the seminar has been enhanced to give more emphasis on novel refinery processes and catalysts for producing cleaner fuels to meet the new specifications and standards.

He said the significant aspect of the symposium was that it was being held in the background of the ongoing deregulation of the market, in which the Indian petroleum industry has thrived. It will facilitate technical discussions with international experts, researchers, policy makers and manufacturers, he added.

The Director-General, Council of Scientific and Industrial Research (CSIR), Dr R. A. Mashelkar, will inaugurate the symposium on October 27, while Mr S. Raghunathan, will be the chief guest at the valedictory function on October 29. A large number of countries, including USA, U.K, Germany, Netherlands, France, Austria, Singapore and Malaysia will be represented.

With corporates choosing Gurgaon as its number one destination, can fast food joints be far behind? “Craze Coffee-Not Just the Coffee” of Enkay group launched its fifth unit here.

Considered to be one of the fastest growing coffee joints in the National Capital Region, Craze Coffee’s existing five of the nine outlets in the NCR is located in Gurgaon. Apart from Gurgaon, three of them are in Delhi and one in Noida.

According to the Director of Enkay Coffee Shop, Mr Pavan Kohli, the main idea is to girdle new Gurgaon city with Craze outlets. Gurgaon is a developing but untapped market so far as the taste bud of the residents is concerned, he added. A feasibility study by his group reveals that with corporate offices moving to the city, Gurgaon would be a “challenge” for the fast food and beverage service providers.

Snatching cases solved

New Delhi, October 23
With the arrest of two persons, the Delhi Police claims to have solved more than eight cases of snatching and thefts that were committed in East district. The accused have been identified as Bijender, alias Bijju, and Ravi, alias Ramjane. Earlier, the accused were involved in a number of cases in different parts of the city, including Uttam Nagar and Welcome Market in East district. These cases were registered under Arms Act. The police have recovered eight mobile phones from them. The accused used to commit their offences on motorcycle and Indica car. According to the police, Bijender was a son of a retired government official and wanted in eight criminal cases of Farsh Bazar, Kalyanpuri, New Ashok Nagar, Pandav Nagar and Gandhi Nagar.

The another accused Ravi is a nephew of a dreaded criminal, Dhanni, who was later killed in an encounter. He was also involved in cases of murder and attempt to murder in Uttam Nagar and Welcome area.
