Housewife killed in cold blood; police clueless
Faridabad, October 18 It is learnt that the woman identified as Najma, wife of one Gulzar, was alone at the house when the incident took place. According to details, the victim had offered them water and tea, before they strangulated the woman with a telephone wire and hit her with a sharp-edged weapon before fleeing on a two-wheeler. The murder was noticed when the children of the woman came back from school at about 2 p.m. The body of the woman was lying on the floor near the door of adjoining bedroom. It is suspected that the woman had tried to resist their murderous attempt, as some of the household articles were found scattered. The accused had also attacked her with a sharp-edged weapon to ensure that the woman was killed. The husband of the victim, who is a mechanic, was away at work. While no motive of dacoity is suspected, the police believe that it could be a case of old enmity. A married woman was also murdered in the same sector about a year ago and the case is reported to be untraced so far. About 55 murders have already taken place in the district this year.
Woman poisoned; husband booked
Greater Noida, October 18 Dispute over a buffalo is said to be the cause of murder. The woman had wanted to purchase a buffalo from her parental village, but her husband had bought it from the nearby village. Four persons, including the husband of the deceased have been named in the report lodged with the police. The Kokode police said that Vijay Devi, daughter of Rajbir Singh of village Ahrauli in Aligarh, was married to Harpal Singh of Nangla Shahpur 12 years ago. Harpal wanted to buy a buffalo for which his wife told him to go to her native village area where good milch buffaloes are available in plenty. But Harpal had bought home buffalo from a nearby village. Vijay Devi did not like this. Besides, the buffalo was not yielding enough milk and would even attack the woman sometimes. It had pushed Vijay Devi yesterday also. This resulted in a clash between Harpal and his wife. The man is then alleged to have poisoned his wife Vijay Devi with the help of his family members. On learning about her death, Vijay Devi’s parents lodged a written complaint with the Kokode police naming Harpal, his father Soren Singh, mother Attar Kali and Bhoop Singh. The police have sent the body of the woman for a postmortem.

Worker killed in Coca-Cola plant
Mussori (Ghaziabad), October 18 The family members have alleged that the deceased was murdered while on duty in the plant. They held a dharna on the main gate of the plant and jammed the road for about two hours. Amar Singh, 46, originally of Shamli had been in service for the past six years in the Coca-Cola plant. He was on duty in air blower room of the plant. On Sunday, his colleagues found Amar Singh lying in a pool of blood with many wounds all over his body. His relatives and others, on learning about Amar Singh’s death, had picketed in front of the factory gate and jammed NTPC Road. The family members alleged that the wounds on the body showed that it was a murder. After about an hour of jam, the police were called. The factory management said it was a case of accident. The police were also supporting the management’s theory. The management said Amar Singh had gone to the air blower room to sleep and come within the sweep of the big fan. The police said correct position will be known on receipt of the postmortem report only. |

Gang of highway robbers smashed
Gurgaon, October 18 The police arrested three criminals who robbed a Tata 909 loaded with copper worth Rs 34 lakh last night within 24 hours of the incident. However, three criminals managed
to escape. Senior Superintendent of Police Alok Roy informed the mediapersons that Vipin Kumar with his driver of Tata 909 was near village Pathrahdi when a
Tata Sumo bearing registration No. HR 16C 5787 forced them to stop the vehicle at about 9:30 pm on October 16. Five youths got off Sumo and forced Vipin and his driver into their vehicle while threatening and firing in the air. They also took Tata 909 and then both the vehicles moved towards Bilaspur on National Highway No. 8. The SSP added that they took both the vehicles in a remote area and tied Vipin and his driver with a tree before leaving the place. In the wee hours next day, the police got an information about the incident and raided village Sheravan where they ultimately traced the Tata 909. The police arrested three criminals, Sandeep, Socket and Samsher from the spot while their three colleagues, Satish, Karambir and Tejpal escaped. Sandeep is mastermind of the gang. The police had also recovered a country-made revolver, 12-bore live bullets and a sharp knife from their possession. All the six criminals were engaged in robbing vehicles at night. |

5 held for planning robbery at Domino’s Pizza
New Delhi, October 18 Five robbers arrested
With the arrest of five robbers, the Delhi Police claimed to have solved a robbery case in Jangpura area in South district. The persons arrested have been identified as Birender Yadav, Vinod Yadav, Moti Kumar Paswan, Suleman and Asraf. They intruded into the house of one Taruna Hora and looted gold jewellery and other valuables on October 15. During interrogation, the five accused admitted to having committed the robbery, as they were unable to repay their TSR installments.
Missing NRI traced
The Delhi Police have traced a US-based NRI, who went missing in Kolkata on August 28. The NRI, identified as Sanjiv Guha, was traced to Hardwar. Sanjiv Guha had come to Kolkata to sign a contract for starting an industry. He went missing after talking to his family on phone on August 28. Later, the case was handed over to the Crime Branch. Guha has been unable to explain how he reached Hardwar. The police said Guha was behaving normally and his belongings, including documents and other valuables, were found intact. He has been handed over to his relatives, who were camping in Delhi.
Murder solved
With the arrest of one person, identified as Jabbar, a native of Bihar, the Delhi Police claimed to have solved a murder case in which a computer professional was stabbed to death. The police had found the body of the victim, identified as Ajay Tiwari, on October 13. On October 10, Jabbar and his associate, identified as Pappu, alias Saroj, had visited the flat of the victim. They were labourers, who worked at the house of Ajay Tiwari. During interrogation, Jabbar confessed that he along with his associate had murdered Ajay Tiwari. They had gone to the house of Ajay Tiwari on the pretext of demanding cash instead of payment by cheque. Seizing an opportunity, the duo caught hold of the victim and slit his throat. Meanwhile, the police have launched a manhunt to trace the other accused, Saroj, alias Pappu. Pappu was a native of Bihar, the police said. |

No spiking of house allotment without notice
New Delhi, October 18 “A distinction has to be made between a defaulting allottee who defaults in making a payment and a defaulting allottee who defaults in submission of documents,” Justice Pradeep Nandrajog said, quoting an earlier order of the court. The court felt that issuance of an allotment letter by the DDA created a vested interest in favour of the allottee, which cannot be terminated without giving him an opportunity to show cause. The court ordered the DDA to allot an MIG flat in the next draw of lots to petitioner Bhim Sen Dhawan, who was allotted such a flat on hire-purchase basis in December 1989 at a cost of Rs 1,15,600. It rejected the DDA’s plea for payment of interest on the balance amount by the petitioner. In fact, the petitioner had also started paying installments but the allotment was cancelled by the DDA for late submission of certain documents. He had paid a sum of Rs 5,000 as restoration charges in 1992 but again no fresh allotment was made in his favour. However, the court said the petitioner would get the benefit of the installments deposited by him and the balance could be paid as per the hire-purchase agreement specified in the earlier demand-cum-allotment letter issued to him.
Eight Mayur Vihar societies can seek PNG
New Delhi, October 18 The eight societies are: River View, Shekhar, Kirti, United India, Vardhman, Upkar, OCS and Medha. The director (commercial) of IGL, Mr RM Gupta, said he expected eight thousand customers to sign up for PNG connection when the project is complete. The company said that the customers who opt for a PNG connection between October 16 and October 24 would become eligible for prizes. The IGL is working on extending the service to 10 more societies in Mayur Vihar Phase-I. They are: Dronacharya, Glaxo, Kala Vihar, Manas, Nirman, Rosewood, Sadar, Samachar, Vasant and Vigyapan Lok. IGL is supplying PNG to Kaka Nagar, Bapa Nagar, Pandara Road, Sunder Nagar, Nizamuddin Bagh, Pant Nagar, New Friends Colony, Zor Bagh, Asiad Village, Chanakyapuri, Sarojini Nagar, Gulmohar Park, Golf Links, Ishwar Nagar, Vasant Kunj, Rohini Sector 13 and Patparganj.

MCD not harnessing ad potential: Opp leader
New Delhi, October 18 He regretted that the MCD was not harnessing its resources owing to the inertia in its ranks. Giving details, he said that the MCD had banned display hoardings following the direction of the Supreme Court. “A close look at the judgement reveals that the Supreme Court never banned all hoardings. The apex court has categorically asked the authorities to act as a responsible administrator in identifying the hazardous hoardings and removing them only for the purpose of ensuring free flow of traffic”. But the officials in the MCD, instead of identifying the hazardous hoardings, have banned all in one stroke. Although this decision has saved the officials any extra labour, it has deprived the MCD of much needed revenue. He described this loss as Rs 100 crore every year. He said that the railways had given to advertisers 175 sites in various locations in the city and was earning around Rs 30 crore per year. The MCD, being a nodal authority, has given permission for putting up such hoardings for which it is getting 10 per cent of the total revenue. The MCD can easily earn 100 per cent in a similar fashion. It can utilise its own land just five feet away from railway land for advertising purposes and earn an income of Rs 30 crore per year. He alleged that a particular company, which was controlling the railway media since 1998, also had a nexus with the corporation. It appears that railways have also come to an understanding with the MCD that it should not float similar tenders, so that the company in question can enjoy a monopoly. The parks had tremendous potential to generate revenue, but only when they were given to advertising agencies on competitive rates instead of residential welfare associations. On the other hand, floating tenders for sites in municipal parks — on the condition that the tenderer will maintain them and also part with a share of advertisement revenue — appears a better deal. The revenue earning capacity of these parks can be enhanced by constructing public utility services and making them part of the advertising rights tender. It will not only fetch handsome revenue to the MCD, but the professionally managed companies will also maintain the parks in better way. These public conveniences can generate revenue for the MCD through advertisements.

Existing ration cards to be replaced in Faridabad
Faridabad, October 18 Announcing this, the Deputy Commissioner,
Mr M.R. Anand said here today that all the ration cards in the district will be reissued with a new look to the various categories
of consumers. He said the application forms will be distributed door to door and collected after getting these filled up with the group photo of the family concerned. While the colour of the ration cards for various categories will be different, the applicants belonging to the ‘Above the Poverty
Line’ (APL) will be charged Rs 2 per form. However, the form for the BPL category will be available free. He said the administration had completed the work of identifying the beneficiaries of the ‘Old Age Pension Scheme’ and the total number of persons who will be getting this pension will be about 14143. Admitting that the majority of the roads in the town had been in a state of disrepair, he said the ‘fund-crunched’ Municipal Corporation Faridabad’ (MCF) had started repair of some of the main roads. He said at least 10 main roads had been identified, which will be repaired soon, with the budget of several crores. Stating that the Bhadkhal-Surajkund Road had already been four-laned with a cost of about Rs 5.47 crore, he added that there were many roads, especially the dividing roads in the sectors, which will be repaired on priority. Regarding the construction of the Mini-Secretariat at Sector – 12 here, whose work had been going late by many months, the Deputy Commissioner said that this project worth about Rs 12 crore will be completed soon. It may be recalled that due to lack of proper office complex, the offices of the district administration have been running from a school building in sector-21 -C here for past three years. Claiming that the revenue and tax collection of the local civic body had gone up recently, he said the MCF had framed up a scheme for Solid Waste management at ‘Built-Operate and Transfer’ basis, for which tenders had been invited. According to the authorities, all the land belonging to the MCF will be identified and fixed with proper boundary walls to avoid encroachments. The civic body also plans to acquire land near Budhena village here to construct residential units for the poor under a Central Government aided and sponsored programme. While it is stated that about Rs 2.09 crore will be spent on the third phase of the much-publicised ‘Transport Nagar scheme, it has been noticed that the majority of the trucks were still parked on the main roads and even in the residential and industrial sectors, causing severe inconvenience to the residents. Only CNG vehicles to get permits in Noida
Noida, October 18 All polluting vehicles will be banned from entering Noida. Strict instructions have been given to departmental officers in this connection. With setting up of two CNG stations in Noida, this order will become operative. All the permits of petrol and diesel-based vehicles will be cancelled as soon as the CNG gas station becomes functional. This order will not cover trucks for the time being. Old vehicle owners will be asked to get the CNG kits fitted in their vehicles within six months. All buses and three wheelers going to Delhi will be cleared after rigid tests. Even buses and three-wheeler owners will have the option to sell their old vehicles and go in
for new CNG vehicles, including buses and three wheelers. City buses more than nine years’ old, tempos running for more than
7 years and three-wheelers in operation for more than 10 years are already prohibited in Noida,
in principle. In rural areas, tempos more than 20 years old are banned on paper, but actually one comes across quite a few vehicles of all descriptions which violate these bans. |

MCD to hand over 15 crematoriums to NGOs
New Delhi, October 18 At present, the MCD owns 58 cremation grounds and four electric crematoriums. These organisations were entrusted with the responsibility of procuring fuel for the public on a no-profit no-loss basis. They were also asked to ensure a clean and healthy environment on the cremation premises by providing vans and maintaining records of donations, which were to be utilised for improvement of services. An MCD official said that the NGOs had done good work during the last year and the authorities were completely satisfied with the experiment, so it has been decided to hand over more cremation grounds and electric crematoriums to private parties. He said the decision was part of the civic body’s overall plan to involve citizens in the improvement of various civic facilities in the Capital. The various cremation grounds and crematoriums, which are managed by the NGOs, are as follows: Punjabi Bagh, Sarai Kale Khan and Bela road crematoriums (Green Age, Akhil Bharatiya Bhagwan Parshu and

50 clinics get notice on medical waste
Noida, October 18 The UP Pollution Control Board (UPPC) has issued a notice to all of them. Some of the most reputed nursing homes are under a scanner, according to the UPPCB authorities. According to rules, these hospitals should either send their waste to Medicare Incineration P Ltd Co of J. Medcial Waste, Mussori or to the National Synergy Waste Management Co of Delhi. These 50 hospitals, out of a total of 150 Noida hospitals, have been found not to be dispatching their waste to these disposal centres. According to the UPPCB record, only 22 hospitals are sending their waste to Mussori Institute and 79 to Delhi-based Synergy Waste Management Co. These two total up to 101 nursing homes while the remaining hospitals are spreading their bio-waste in the city like that, thus violating the government orders that all hospitals and nursing homes must send their bio-waste for disposal to these two centres, says J.S. Yadav, Regional Officer of UPPCB. Since he has details of only 101 hospitals, orders have been issued to take action against the rest of the 50 hospitals which have not so far approached or contracted either of these centres for disposing of the bio-waste generated by their hospitals, Mr Yadav said. |
