Relief given to disaster victims
Dehradun, October 15 A total amount of Rs 7 crore was distributed to as many as 2313 disaster victims that included widows, disabled and other victims. Harish Rawat said the state government had taken all measures to ensure that Char Dham Yatra is safe in the future. He also apprised that the state government was also all set to start Char Dham Yatra even during winters this year. The chief minister lauded Murari Bapu for his efforts towards providing assistance to the rain disaster victims. Apart from assistance to the victims, Murari Bapu also handed over a cheque of Rs 1 crore to the chief minister to be submitted to Badri Kedar Temple Committee for reconstruction of Kedarnath temple. Kedarnath MLA Shail Rani Rawat thanked both the chief minister and Murari Bapu for the sincere efforts towards providing succor to last year’s rain disaster victims. Karnawati Club’s coordinator Arvind Rajgadiya on the occasion informed that Murari Bapu had generated the amount distributed today through donations collected from various kathas organised across the country. He apprised that Murari Bapu had also given assistance to the tune of Rs 1.5 crore last year to the rain disaster victims in Uttarakhand. Augustmuni city panchayat chairman Ashok Khatri, district panchayat vice president Lakhpat Bhandari and District Magistrate, Rudraprayag, Raghav Langar, were prominent among those present on the occasion.

Dehradun, October 15 When they reached near ISBT chowk, a speeding dumper hit the two-wheeler and crushed both the daughter and the mother. Notably, Shushma is
a teacher at Hilton School and her daughter was a student of the same school. Sushma’s daughter, Subi Bacheti, died on the spot. Sushma is admitted to the hospital and her condition is stated to be critical. The accident triggered anger among the locals and blocked the road. They demanded action against the truck driver. As per the Patel Nagar police officials, the
driver of the truck, Adnan, has been arrested and sent to jail after being presented before the court.

Upadhyay for change in loan recovery
Dehradun, October 15 In a letter to Chief Minister Harish Rawat, Uttarakhand Congress president Kishore Upadhyay said that a deputation of
farmers from Haridwar who had come to meet him, had sought recovery of loan once every
year, asserting that it would give farmers immense relief. Upadhyay, in his letter, has sought free rail travel for sportspersons from
the state. He said this would infuse enthusiasm in the budding sports talent in the state.

Dehradun, October 15 Harak Rawat stated this today while chairing a meeting of officials of different government departments to address the grievances of Raiwala shopkeepers. He said the state government would take every possible step to address the grievances of 81 shopkeepers of Raiwala. A delegation of the affected shopkeepers was also present at the meeting. The minister said land would be allotted to the shopkeepers near the sports stadium at Raiwala to open shops in case of shortage of land at the Rajaji National Park. Striking ministerial employees threaten to intensify stir
Dehradun, October 15 The ministerial workers under the banner of Uttarakhand Ministerial Collectorate Employees gathered at collectorate premises, here today and raised anti government slogans in support of their demands. Ashish Verma, president of the Uttarakhand Ministerial Collectorate Employees has said that the association members have decided to call off their agitation only after fulfillment of their year-long pending demands. He said pay anomaly, service rule, filling vacant posts, timely promotion, transfer policy etc. were a few year-long pending demands of the association. Haridwar, October 15 Taking a meeting
of police, food supplies, state transport and civic officials at CCR Tower here today, District Magistrate D Senthyl Pendiyan said if
adulterated material was found in the state transport buses, the responsibility would fall on the driver and conductor. A letter in this
regard has also been forwarded to the Uttar Pradesh Roadways Transport Managing Director, apprising him of the seizure of the bus
and legal action if any bus carrying adulterated material is detected. The District Food Officer has also been directed
to carry out impromptu raids at transport buses on regular basis in wake of upcoming festival season. A panel consisting of officers from the police, Jal Sansthan, Municipal Corporation and district administration will be formed to find a suitable place for selling crackers and license procedure for traders. Fire department officials have also been directed to be on high alert in wake of the festive season. They will ensure that all fire tender equipments are in working condition and all commercial establishments adhere to fire safety norms. Filth, garbage eyesores in pilgrim city
Haridwar, October 15 This is posing problems for tourists and local residents, as foul smell and litter not disposed
of make commuting difficult. Threat of contagious diseases owing to open filth looms large. A couple of dengue virus infection cases have been reported in the district in the past two weeks. Yet, no additional
steps are being taken by the civic authority to make sure the city remains clean by ensuring garbage disposal round-the-clock. Core mela zone of sanctum sanctorum of Brahma Kund, Har-ki-Pauri, adjacent Ganga ghats of Malviya Deep, Birla Ghat, Alaknanda, Neel Dhara, Sapt Sarovar, inner roads, colonies like Kankhal, Moti bazaar, Ranipur, Gobindpur, Shastri Nagar and suburban colonies like Jwalapur are all filled with garbage. Even the railway station, bus station, City Control Room-tower, Women’s hospital, Municipal
Corporation office area and other important sites are not being cleaned properly, with
foul smell making it impossible for people to pass by. The garbage being taken to be disposed of on the city’s outskirts is not being properly ferried. As per Mayor Manoj Garg, more sanitation workers will be deployed on daily wages in the civic body periphery to ensure proper cleanliness and sanitation. Leader of opposition
in the Municipal Corporation Upendra Kumar lamented that despite the city being renowned the world over, the
very entry of the city wears a bad, filthy look, affecting the city’s image. He added that despite change in status of
the civic body to Municipal Corporation almost one-and-a-half years ago, nothing

Move afoot to appoint senior paramilitary officer as addl secy
Dehradun, October 15 The file pertaining to the appointment of Dharmender Singh, who was earlier Commandant, CRPF, at the New Delhi Headquarters, and who was even offered to head the new State Disaster Response (SDRF) unit, has already been moved. Reliable sources maintain that the file has been already moved by the Department of Home and is up for consideration before the chief minister. Throwing caution to the winds the Uttarakhand government perhaps would be creating a history of sorts by appointing an officer from the paramilitary services to an administrative post. As of now, the post of the additional secretary, law and order, is being occupied by an IPS cadre officer and since the last couple of years, the post has gone to an officer belonging to the IPS cadre. Though Uttarakhand government claims to be following the administrative rules and regulations prevailing in Uttar Pradesh where the post of additional secretary has always been occupied either by IAS officers, officers belonging to the state administrative services and the secretariat services, of late it has been tinkering with these very rules. To that end, the Uttarakhand government had set aside the post of the additional secretary, law and order, for a senior officer belonging to the IPS cadre. Similarly, the post of additional secretary, forest and environment, too, has been set aside for an officer belonging to the IFS cadre with clear instructions that work be assigned to such officers according to their expertise. In that order the appointment of Deepak Gairola, who belongs to Indian Telecom Services as Secretary, Information Technology, too had raised quite a few eyebrows but as he has been assigned the job meant for a technocrat, there was some consolation. But the latest move by the government to appoint an officer from the paramilitary cadre has stumped one and all. “We are well versed with the functioning of the Uttarakhand government. If this move materialises, it would be unprecedented,” said a former bureaucrat.

Police take hunger strikers to hospital
Dehradun, October 15 They were sitting on fast unto death at Parade Ground since the last nine days
in support of their one-point demand of getting jobs as physical trainer teachers in the state government schools. Notably, the police resorted to forcible eviction of the protesters after the health condition of three agitators started deteriorating since Wednesday morning. The police took all the three protesters, Girish Chandra, Sanjay Singh and Suresh Kumar, to Coronation Hospital for treatment. However, the protesters had heated arguments with the police during the eviction and showed resistance to the police while their colleagues were taken away. The president of the association, Surendra Singh Dhauni, said that the association members will again sit on fast unto death till their demand
is met.

Public faith necessary for police reforms: Governor
Dehradun, October 15 The Governor was speaking at a seminar on challenges for police reforms organised by the India World Foundation at the Raj Bhavan auditorium today. He said that if people stopped fearing the khaki uniform and stopped trying to keep at a distance from it, there would be no need for police reforms. The Governor said if there was less political interference in the work of the police and it was allowed to function according to rules, if there was a fixed provision that police would be punished if found in the wrong and if police officers had complete control over their juniors, there would be very little need for police reforms. He added in our country, since ancient times, there had been various kinds of law and order arrangements. The British used the police to counter the non-violent struggle for independence. The Governor said that innocent people should not be punished. By the time an innocent was released from jail, his life was destroyed, he said. The Governor said that primary teachers and police constables rendered great service to the society. The primary teacher laid the foundation of an educated society. A police constable remained on duty for 15 to 20 hours without getting any holidays on major festivals like Eid, Holi and Diwali. Such people should be recognised and honoured. He said proper exams should be conducted to recruit graduate constables and they should be given good salary, allowances and other facilities so that they could serve people better. He said when the constables were given proper respect, they would do their duty very well. The seminar was addressed by MLA Pushkar Singh Dhami, National Human Rights Commission member Ameena Safeeq, former MLA Jot Singh Gunsola, Rajasthan Children’s Welfare Committee chairman Giriraj Sharma and Deepak Kumar Rath. Kumar Rakesh, the founder of India World Foundation, said that the suggestions obtained at the seminar would be sent to the state and Central governments.

Snowfall disrupts migration from Darma valley
Pithoragarh, October 15 According to information, due to heavy snowfall in the upper reaches of the Darma valley, residents of Sipu, Tidang and Goo villages have started migrating to lower valleys while the residents of Bon, Dantu, Duktu and Dhakar villages are migrating a week earlier than the standard third week of October due to the changed weather. “The villagers now want debris at the Tintha camp caused due to blasting by the CPWD for construction of the road to the Darma valley be removed,” said KS Phirmal, a resident of Phirman village of the valley. Phirmal added shepherds, who along with 7,000 sheep and other animals were migrating to lower valleys, were stranded at Tintha as the route is blocked due to debris caused by the road construction work. According to weather department sources, all six districts of the region received rain ranging from 3.5 mm at Nainital to 20 mm in Bageshwar district during the last 36 hours. The rain and snowfall lowered the temperature in the region. Minimum temperatures of 13.4°C and 29.4°C were recorded in Almora and Udham Singh Nagar, respectively. “The sudden rain was caused due to turning of Hudhud cyclone towards the north on Monday which was earlier expected to move towards the east,” said Dr HS Kushwaha, weather department in charge in Pantnagar

the culprits. Terming the appointment of separate vice chairpersons for
Garhwal and Kumaon divisions as insufficient, she said the state government should ensure appointment of chairperson for women commission. She said women police stations should be set up in each district headquarters and women officer should be appointed there. Notably, Dr Santosh was appointed as the chairperson of the Uttarakhand Women Commission in 2003 by the then Chief Minister Narayan Dutt Tiwari. “It has always been my endeavour and priority that the victim is provided justice and the offender stern legal action. Women need to feel safe and secure be it at home or outside,” she added.
