Hindu National School to face probe on CM’s order
Dehradun, October 12 The inquiry was ordered after a delegation of the School Bachao Sangharsh Samiti led by Uttarakhand Congress vice-president Suryakant Dhasmana met the Chief Minister on October 7 and apprised him of the alleged irregularities in the school affairs. The members of the School Bachao Sangharsh Samiti alleged that the school was in a dilapidated condition and the standard of education had fallen. The school’s managing committee had failed to maintain the infrastructure and the students were forced to study in adverse conditions, they added. The delegation told the Chief Minister that the managing committee of the school had been trying to convert the institution, which was founded by Pandit Madan Mohan Malaviya, into a business enterprise. They alleged that a cemented tennis court had been constructed in the open space of the school and was being given on lease to outsiders. Shail Shikhar, a social organisation, has raised its voice against the alleged irregularities in the school affairs. Addressing a press conference on the issue, Arun Kumar Sharma, director of the Shail Shikhar, said, “A centre of education cannot be converted into a commercial enterprise. Our organisation opposes the move to construct a tennis court on the school premises, as school students come from poor families and cannot afford to play tennis.”

CM lauds role of Gorkhas in defence forces
Dehradun, October 12 “It is a matter of pride for everyone that a large number of people from the Gorkha community have registered their presence in the Indian defence forces,” he said. The tradition and cultural values of the state were similar to that of Nepal. “Such programmes will prove beneficial for improving India’s relations with Nepal,” he added. The Chief Minister said various projects had been introduced under the flood-control programme during his tenure as the water resources minister at the Centre. “The development rate in both nations can be increased manifold through better use of water resources,” he added. He said shortage of electricity and irrigation water could be easily resolved after the completion of the Pancheshwar dam project. Officiating Nepalese Ambassador Krishan Prasad Dhakal, Nepalese MP Dilman Pakhrin, Gorkha Democratic Front national president Mati Uma Thapa, BP Thapa and Lt Gen RS Pradhan (retd) were also present on the occasion.

Walkathon marks World Arthritis Day
Dehradun, October 12 A large number of people, including arthritis patients, senior citizens, and college students, participated in the event in order to spread message about keeping joints healthy. Speaking on the occasion, Dr Ashish Mittal, senior consultant, joint replacement, MSSH, said over 18 crore people in India were suffering from arthritis. “There is a misconception among people that arthritis affects only the elderly. This disorder is increasingly being noticed in the youths also,” he added. Dr Gaurav Gupta, consultant, orthopaedics and joint replacement, said it was not true that only adults were prone to arthritis as even children suffer from this crippling disease.

Dehradun, October 12 Harish Rawat being a shrewd politician had thrown the ball in the court of the party high command. He ruled out any change in his ministry and said the party high command would take any decision about the Cabinet reshuffle. Harish Rawat, who is running a coalition government with the help of seven-member Progressive Democratic Front (PDF), is in no mood to disturb his own applecart. Moreover, being an astute politician he is also unwilling to give any room to his detractors in the Congress. For the past few months, there has been pressure upon the Chief Minister to give representation to Congress legislators in his ministry. Interestingly, out of the seven PDF members five are ministers in the Harish Rawat ministry. After Amrita Rawat’s removal from the state ministry, Harish Rawat allotted the portfolio to Dinesh Dhanai, an independent legislator from Tehri, much to the chagrin of the Congress legislators. The group led by former Chief Minister Vijay Bahuguna has been demanding that at least three ministers of the PDF should be dropped and three Congress legislators be made ministers in their place. It argue that there is lot of resentment among party legislators as they feel that the PDF ministers are enjoying the power at their expense. The resentment has been more pronounced amongst Congress leaders from Garhwal as four of the five PDF ministers belong to the region. Vijay Bahuguna last month had met Harish Rawat and reportedly asked him to give representation to at least three Congress legislators belonging to his camp, namely Subodh Uniyal, Shailendra Mohan Singhal and Rajinder Bhandari in the state Cabinet. In the 70-member Uttarakhand Assembly, the Congress has 33 legislators of its own while seven-member PDF comprising three MLAs of the BSP, three Independents and the lone MLA of the UKD is supporting the state government. The BJP has 30 members in the House. Harish Rawat has shown no inclination to change the present equation. He is unwilling to give any space to the Vijay Bahuguna camp either
in the state ministry or in the party organisation, which is also being recast in the coming days.

Dehradun, October 12 During their protest from Lansdowne Chowk till Indra Market, the protesters resorted to begging and blaming the state government for having apathetic attitude towards them and giving false promise to them since the last more than one year. The state president of the association, Sunder Dhoni, said, “We have been protesting since the last more than one year in support of our one-point demand of appointment as physical training teachers in state government schools. Despite numerous meetings with the chief minister and senior government officials, no action has been taken in the interest of hundreds of trained teachers.”

200 students take part in IT workshop
Dehradun, October 12 The workshop had more than 200 participants from UPES itself. The participants were enthusiastic about learning the scripting language Python that would assist them in sharpening their skills for contemporary industry readiness and would have a bearing on their placements. Python is supposed to be the most contemporary scripting language in the computer sciences world and IIT Mumbai has been mandated by the Union Ministry of Human Resource Development to propagate the language across India in higher educational Institutes operating in the domain of computer science courses. The software for these tutorials has been prepared by professors of IIT Mumbai.

Chain snatchers arrested
Dehradun, October 12 SSP, Dehradun, Ajay Rautela, said: “We have arrested the chain snatchers within a day of the incident and also recovered pieces of the gold chain and the bike that was used to commit crime.” The chain snatchers have been identified as Amir and Faisal, residents of Muzaffarnagar. Reportedly, Yasodha Chauhan was going towards Pritam Road from Inder Road when the incident took place. The snatchers were nabbed at Asarodi police post during vehicle checking. During interrogation, the snatchers told that they started chasing Yasodha from Doon Hospital. They also confessed that they snatched a gold chain from another woman in Patel Nagar area on Friday. The duo have been arrested and sent to jail after they were presented before the court today.

Govt seeks report on GB Pant farm varsity appointments
Dehradun, October 12 S Ramaswamy, Principal Secretary, Agriculture and Agriculture Education, has referred the matter to Joint Secretary, Agriculture, Paliwal, and sought a factual report from
Dr Mathew Prasad on the matter. Ramaswamy has sought strict action if any irregularity was revealed on the part of the
Vice-Chancellor. The action comes after Dr Virender Singh Lather, a member of the board of management of the GB Pant University of Agriculture and Technology brought the matter to the former’s notice regarding the violation of rules while extending the tenure of 12 heads of departments (HODs) in the university. Dr Lather had earlier also written to the GB Pant University’s Vice Chancellor Dr Mathew Prasad asking him for providing him with an upto date copy of statutory provisions which reveals that a Vice Chancellor is empowered for the appointment of the Head Of Departments/Deans/Directors for six months without the approval of the board. He asked Dr Prasad to provide him a copy of list of persons appointed as the Deans/Directors/ HOD’s/others administrative posts along with copies of their orders issued after taking the additional charge of the Vice Chancellor of Pant Nagar University. On the other hand, Vice Chancellor Mathew Prasad has constantly maintained that The University Act hadempowered him to make temporary appointments. He held that the extension was given on a a temporary basis until a suitable replacement was found for the posts. Interestingly, a day back Uttarakhand Governor Aziz Qureshi had to give a clarification over the delay in appointment
of the Vice-Chancellor to the Pant Nagar University after a participant at the Kisan mela programme questioned
the delay in appointment of the Vice Chancellor and had put under scanner the deployment of the Vice Chancellor with an additional charge at
the university.

Haridwar, October 12 SSP Sweety Aggarwal, who visited Sarai village
in the morning, said Ehsaan’s father Sattar was working in a nearby vacant non-agricultural plot while he was standing nearby. Their neighbours Mahmood and his son Alizan objected to Sattar’s working on the plot, leading to a heated argument between the two sides. An infuriated Ehsaan brought a pistol from his house to teach Mahmood and his son a lesson. Asthana seeing the situation getting out of control tried to stop Ehsaan and asked him to cool down. However, Ehsaan accidentally pulled the trigger and the bullet hit Asthana, who died instantly. A case has been registered against Ehsaan, Mahmood and Alijzan. Ehsaan was arrested and his pistol
was seized. Two held with stolen cellphones
Meanwhile, in another incident, a Kotwali police patrol party arrested two persons from the Alaknanda ghat and seized three stolen cellular phones from their possession. Circle Officer, City, Chandra Mohan Singh, said Vikas, a resident of Nakud in Saharanpur district, and Rama Kant, a resident of Kuladiya village in Pilibhit, were arrested during routine checking and stolen cellphones were seized. The duo told their interrogators that they had stolen the cellphones from Saharanpur and wanted to sell them in Uttarakhand.

UKD (P) opposes outsiders’ appointment
Dehradun, October 12 Addressing a press conference here yesterday, UKD (P) president Trivendra Singh Panwar said it was a matter of concern that the Congress government in Uttarakhand was resorting to giving appointments to outsiders in government jobs, thus depriving the local people of jobs. He said the UKD (P) would strongly oppose this and launch a statewide agitation shortly. Panwar said the UKD could resort to locking of such state government offices that deprive locals of jobs. He said the very aim behind the creation of Uttarakhand was to ensure employment and development to Uttarakhand region. He said the dreams of state agitation martyrs were still to be realised and asserted that the UKD would continue to raise pro-people issues. Indian traders told to return from Tibet by October 25
Pithoragarh, October 12 The trade which was resumed in 1992 following a pact between the Indian and Chinese governments in 1990, commences from the 16,500-feet-high Lipulekh Pass situated in Pithoragarh district between June and October. “The trade is restricted to tribal traders of high Himalayan valleys of Vayans, Darma and Chundas in Dharchula sub-division of Pithoragarh district. This helps the
tribal economy by way of import of Tibetan goods, which are used as raw material in tribal craft, agriculture and animal husbandry,” it was stated. Pramod Kumar, Trade Officer and SDM of Dharchula, said the traders would have to cross over to India before October 30, as the ITBP would close Lipulekh Pass for next seven months on October 30. “Of the total 273 traders and their assistants who have gone to Tibet this year on trade permits, 20 are still there. The traders have been conveyed the ultimatum. We are expecting their arrival in the Indian territory by October 25,” he said. He added the Indian traders were staying put at Taklakot (Pulan) Mandi of western Tibet till this time as they are expecting sale of their stocks of sugar candy, which is fetching good price in Tibet this year. According to sources, till date, the Indian traders this year have sold goods worth Rs 1,80,07,365 to Tibetan customers while they have imported goods worth Rs 1,79,80,336 from Tibet. The goods largely comprise shoes, jackets and Tibetan readymade garments besides raw wool. “This is not the final figure for the trade as the final data will be prepared after all the traders return,” said Pramod.

Sailing Regatta main attraction of Sharadotsav in Nainital
Dehradun, October 12 The Sharadotsav is proposed to be held from October 31 to November 3. A detailed proposed schedule will be prepared and
presented before the Governor within three days. The Governor said to revive tourism in the state, the splendour of Nainital will have to be restored in the minds of people and Sharadotsav will prove to be a milestone in this direction. He said such festivals were required to revive the enthusiasm that had been lost due to the natural catastrophe last year. He said Uttarakhand had a great potential to attract visitors and tourism
was the backbone of the economy of this state which has a population of around 1.25 crore. He said tourism brings lakhs of tourists and pilgrims to the state every year and adventure tourism was a big attraction for the tourists. Sharadotsav in Nainital has been organised almost every year since 1890. The Governor said the three-day national sailing regatta would be held after 40 years. The Indian Army, Indian Navy, Tamil Nadu Sailing Association, the prestigious Nainital Yacht Club and other teams will participate. Each team comprised of 10 members. The Governor said local participants, including children, youth and senior citizens would be imparted training before the event so that they could enjoy the
sailing regatta. The Governor asked all officials concerned to check on priority that local artistes of the state take part in all cultural activities so that the rich cultural heritage is preserved and promoted.

Uniform admission process for B Ed courses demanded
Dehradun, October 12 Sunil Aggarwal, president of the Association of Self- Financed Institutes of Uttarakhand, said, “The universities in the state have different sets of annual inspection criteria for private and government B Ed colleges. If a B Ed college, whether government or private, has the approval of the National Council for Teachers Education (NCT), how can the university have different inspection rules for private colleges offering
B Ed courses.” He alleged that the government B Ed colleges were openly violating the NCT rules and employing teachers on the contractual basis and the universities were ignoring the issue. “There is a rule that a teacher in a B Ed college should either have M Ed, NET or PhD, but in Government B Ed College at Bedhikhal, there are a couple of teachers who have the B Ed or MA degree.” “The NCT rule of minimum seven teachers in a B Ed College is being violated by a number of government colleges,” he said. Aggarwal demanded the introduction of a uniform admission process for B Ed courses in the state. “We have written a letter to the Union Human Resource Development Ministry demanding a uniform B Ed admission process in the state,” he said. “Three universities in the state give affiliation to colleges for B Ed courses and all of them have different admission rules unlike in Uttar Pradesh or Haryana where there is a uniform admission process for B Ed courses,” he said.

Padyatra launched as part of save Ganga campaign
Dehradun, October 12 The campaign started by a group of environmentalists and social activists in the form of a padyatra aims at saving the Ganga from pollution and seeks a separate policy for the Himalayan states. The padyatra will culminate at Ganga Sagar in West Bengal. Suresh Bhai started the campaign at Gangotri after seeking the blessings from the priests of the Gangotri temple. An all-religion prayer meeting was also organised alongside the Ganga, in which a large number of villagers took part. Addressing the gathering, Suresh said the state was yet to overcome the shock of last year’s rain disaster. He added it was a matter of concern that development and conservation were seen as opposed to each other. The padyatra would reach Haridwar on October 30, which would mark the conclusion of its first phase. “The padyatra will make halts at new Tehri, Shrinagar, Deoprayag and Rishikesh,” he said. Suresh said the second phase of the yatra would start from Haridwar to Benaras and would cover Garmuketeshwar, Farrukabad, Kannoj, and Kanpur. In the third and the final phase, the padyatra will begin from Benaras to Ganga Sagar and will cover Varanasi, Gazipur, Bodhgaya, Magadh, Vaishali, Buxor, Murshidabad, Nadia, Hoogley and Kolkata.

Cops, Shantikunj volunteers clean Ganga ghats
Haridwar, October 12 Shantikunj spiritual ideologue Dr Pranav Pandya took part in the cleanliness drive that was divided into eight zones. Pandya urged people to carry out cleanliness on a regular basis. Expressing concern over the sewer untreated water getting mixed near the sanctum sanctorum of the Brahma Kund, Har-ki-Pauri, Dr Pandya said it was one of the purest-pious-sacred Ganga ghats, but religious sentiments of devotees are hurt when they get to know of the polluted content. Referring to the clean Ganga drive being initiated by Shantikunj, Pandya said the drive had entered its third phase and towns falling near Ganga ghats will be sensitised about the pollution content in Uttarakhand, Uttar Pradesh, Bihar and West Bengal. The Shantikunj chief welcomed the ‘Adarsh Gram’ model concept envisioned by Prime Minister Narendra Modi recently. The Uttarakhand Police also participated in the clean Ganga drive with SP (city) Dr Surjeet Singh Pawar and Circle Officer Chandra Mohan Singh leading the campaign at Damkoti state guest house. Damkoti Mayapur and adjacent Ganga ghats were cleaned by the policemen. Haridwar, October 12 national coordinator of Bajrang Dal Rajesh Pandey and co Sar Sangh Sanchalak Suresh Soni inaugurated the national convention by lighting a lamp. A flag hoisting ceremony was also held on Friday. Soni said of late, infiltration by Bangladeshis had become a major issue. It needs to be tackled by the Indian government on priority as it can have a serious impact on the country’s security, he said. Engg student drowns in Ganga
Dehradun, October 12 SI Vivek Rathi said, “Anuj along with his few friends came to spend Sunday in Rishikesh and while taking a bath in Ganga went deep into the river and was drowned.” Anuj friends informed police about it. "We initiated the rescue operation and recovered the body in the evening," Rathi said. Anuj's family members were informed about the mishap.
