Lodge parking complaints: Traffic police
People can send audio and video clips as well; many have been killed over parking space recently

New Delhi, October 12
Delhi Traffic Police, in their effort to curb parking mafia in the national Capital, have asked people to come forward and complain about illegal parking in the city through their Facebook page and traffic helpline numbers 1095.

Delhiites can also lodge such complaints at Delhi Police's anti-corruption WhatsApp helpline number 9910641064 where they can send audio and video clips as well.

"We want people to tell us about illegal parking so that we can curb this menace in the city. If anybody is charging money for getting one's vehicle parked and not giving a receipt for that, they can tell us about such activities through our Traffic Police's Facebook page, WhatsApp anti-corruption helpline and traffic helpline," said Special Commissioner of Police (Traffic) Muktesh Chander.

Illegal parking and its mafia is a huge menace in a city where people have been killed over parking space in the recent past.

Chander himself busted one such illegal parking in east Delhi's Gandhi Nagar area recently.

Following a tip-off, when Chander raided the spot, where he found some persons charging parking fee despite EDMC's cancellation of the parking facility.

Seeing police, the parking boys fled.

But one person, identified as Chhotu Kumar Jha, was caught with a bunch of keys.

"East Delhi Municipal Corporation had on September 17 cancelled a parking area on Gandhi Nagar Pushta but some people were found to be arranging for parking there for a fee of Rs 50 without a receipt," he said.

As many as 32 cars at the spot were challaned for unauthorised parking and a case was registered in this regard at Gandhi Nagar police station.

Chander said he had also ordered an inquiry to see whether there was connivance of any police officials in the running of the illegal parking. — PTI

Businessman found hanging near Shantivan

New Delhi, October 12
A 35-year-old businessman from Ghaziabad was found hanging from a tree in a jungle near Shantivan, central Delhi, at noon today.

The deceased has been identified as Kamleshvar. He stayed with his wife in Ghaziabad. He had married five years ago.

Kamleshvar owned a cloth shop at Ghoda Colony in Mayur Vihar, east Delhi. He had contacted his brother early yesterday morning and sounded normal, according to the police.

"When Kamleshvar did not return home by night, his wife called his brother and asked him to find him," said a police officer.

Today at noon, a gardener employed at Shantivan saw Kamleshvar hanging from a tree. The police believe that he committed suicide and have ruled out foul play. "There were no external injuries on his body. He had used a nylon cloth to tie a noose and hanged himself with it from a tree," said a police officer.

The police recovered a bag containing Kamleshvar's lunchbox and a water bottle from the site of the incident. They did not find a suicide note.

The police have sent the body for postmortem which will ascertain the cause of his death. The family has been informed about his death.

Chief Secy seeks report on EWS flats allotment

The Chief Secretary, Delhi government, DM Sapolia, today asked the Chief Executive Officer (CEO) of the Delhi Urban Shelter Improvement Board (DUSIB) to submit a report about the allotment of EWS flats within two days. The report is to be placed before the Lieutenant Governor.

While reviewing the plan regarding shelters for the homeless, the Chief Secretary directed that ground realities should be brought to the notice of the higher authorities.

He expressed concern on the present status of revenue collection, directing the officials to meet the target. They were told to present an action plan for achieving the target of the revenue set in the Budget.

Spolia enquired the Principal Secretary, Education, about the progress of construction of 96 school buildings. He emphasized close monitoring of the project and directed him to present the updated report and submit an action plan on toilets in the schools.

While addressing the Principal Secretaries and other heads of the departments (HODs), the Chief Secretary expressed concern on the slow progress of the construction of the Signature Bridge. He directed the MD of the Delhi Tourism and Transportation Development Corporation (DTTDC) to penalize the contractor for delay in the completion of the project and directed him to get the project completed by January 2015.

The Chief Secretary asked the CMD of the Delhi Transport Corporation to submit a report regarding the purchase of DTC buses, installation of GPS, relocation of Millennium Bus Depot, construction of new depots and the frequency and monitoring of bus services.

Spolia also directed the Secretary of Health and Family Welfare to review the capital projects and all aspects related to the functioning of hospitals and submit a detailed report.

During the meeting, the Secretary-cum-Commissioner of Food and Supplies informed the Chief Secretary about the verification done to identify bogus ration cards and consequent stoppage of ration in respect of the cards.

He informed the Chief Secretary that under the Food Security Programme, the department has carried out identification of beneficiaries. Ration cards have been issued to about 50 per cent of the beneficiaries and the work is in progress.

The Anjuman-e-Haideri (AEH), the management body of Dargah Shahe Mardan in the Jor Bagh area, has demanded suspension of police officials for allegedly not taking action against Waqf land encroachers who attacked and threw stones on the religious shrine and members of the Muslim community.

Bahadur Abbas Naqvi, general secretary of Anjuman-e-Haideri, while addressing a press conference today alleged that several police officials present at the scene yesterday remained silent spectators even while unidentified miscreants were attacking the peaceful devotees.

Naqvi said that as per the past practice, the Dargah management was getting the rubbish removed from Naqqar Khana for the upcoming Muharram-related events.

Despite complaints made by the AEH, miscreants threw stones in the presence of personnel of Police Control Room, he said.

Experts seek legal support for 'end of life care'

In view of the Supreme Court notices to states and UTs to submit their opinions in the matter of euthanasia, critical care medicine and palliative care experts have come together to press for legal support for "end of life care" (ELC) and "advance will" (AV) while asserting not to misinterpret ELC with euthanasia in India.

Under the joint banner of Indian Society of Critical Care Medicine (ISCCM) and Indian Association of Palliative Care (IAPC), they say that doing this will not only relieve the patient and family from emotional and physical trauma but also go a long way in saving young productive lives lost for want of ICU care owing to the huge health resources crunch the country is facing.

Both the groups-one dealing with acute treatment and the other with palliative care-have already developed a position paper and are lobbying with the Medical Council of India and seeking support of other national medical societies on the issue.

"We are not supporting euthanasia, but we want to emphasise the need for allowing a dehumanised death for patients, mostly terminally ill, for whom there is no point of return. This is the time when no treatment works towards the patient's outcome; when there is futility of medical care," said Dr Dhruv Chaudhry, HoD of Pulmonary and Critical Medicine, PGI, Rohtak and also the general secretary of ISCCM.

Euthanasia is mercy killing and said to be when life of somebody is brought to an end by administering certain narcotics or barbiturates and the medical fraternity largely disproves it whereas when the patient is staring towards an inevitable death and treatment only delays death rather than prolonging life doctors suggest withdrawal of life support systems.

"What we have to do is to let nature take its own course and in no way is killing the patient. The patient should be given the right to refuse treatment," said Dr Yash Javeri, secretary of Delhi-NCR ISCCM.

According to medical experts, less than 10 per cent is futile and in patients who have had more than three organ failures, the survival chance is slim while in elderly patients with multi-organ dysfunction chances of living even after coming out of ICU is barely one year.

"There are guidelines to decide on putting a patient in emergency care based on diagnosis and discussion with family members informing them about the available options and then helping them to take the call. When treatment becomes futile in patients suffering from chronic diseases from all aspects-emotional and ethical point of view - it should be stopped," said Dr Raj Kumar Mani, former president of the ISCCM while adding that advance will is an important right and would enable the doctors take the decision at the right time.

The apex court has appointed a five-judge constitution bench to explore the issues around the subject in a plea filed by NGO Common Cause in favour of allowing withholding or withdrawal of life support systems in a terminally ill patient. It has also called for a public debate.

DSIIDC begins cleanliness drive in industrial areas

The Delhi State Industrial and Infrastructure Development Corporation (DSIIDC), Delhi government, has undertaken a cleanliness drive in the industrial areas under the "Swachch Bharat Mission".

It has involved various industrial associations for participating in the removal of debris and building material in the industrial areas. Giving details, Commissioner-cum-CMD, DSIIDC, Amit Yadav said that an intensive drive for cleanliness has been launched by the DSIIDC.

He said that one of the initiatives is to carry out the exercise of removing debris and building material lying at public places in various industrial areas under the jurisdiction of DSIIDC.

Yadav said that senior officers of the DSIIDC are interacting and coordinating with various industrial associations that are participating in the removal of waste building material lying on roadsides. Industrial associations have also reviewed the progress of lifting malba on daily basis so that the Swachh Bharat Abhiyan is completed in a timebound manner.

The schedule for the mission has been prepared and accordingly, cleanliness drives in industrial areas, office complexes, liquor shops and other places are on. The officers and staff are taking up themselves in the cleaning of the corridor, desks, files, tables, computers and office premises in their offices.

Two held for making extortion call to realtor

Two men, including a gangster, have been apprehended for allegedly making an extortion call of Rs 50 lakh to a real estate businessman based in west Delhi.

The accused, who were apprehended by the Delhi Police over the past two days, have been identified as Sanjeev, alias Sanju (27), who belongs to Panipat, Haryana, and is an alleged sharpshooter of the Neeraj Bawania gang and his associate Sandeep Gulia (28), who belongs to Jhajjar, Haryana.

Gulia was running property dealing business from the office of Rambir Shokeen, the MLA of Mundka, west Delhi, according to Ranvir Singh, Additional Commissioner of Police (West District). The officer said after interrogating Gulia and Sanjeev it has come to light that there is no involvement of the MLA in the extortion case.

According to the police, Sanjeev is a proclaimed offender in two murder cases, which have been registered at the Israna police station in Panipat. "He had jumped his bail on January 27 and was declared a proclaimed offender by the court of Devender Singh, ASJ (Additional Sessions Judge) Panipat on May 14," said Singh.

The two accused were wanted in a case registered under Section 386 (extortion by putting a person in fear of death or grievous hurt to) of the Indian Penal Code at the Paschim Vihar police station in west Delhi on the complaint of Hitesh Chaudhary (46).

"Sanjeev and Gulia had conspired to extort money from Chaudhary, who has a big real estate business. Gulia made an extortion call to Chaudhary and demanded Rs. 50 lakh. He told the victim that if he refused, he would kill him," said the officer.

On August 14, Chaudhary registered a complaint regarding the extortion call at the Paschim Vihar police station.

"During the investigation, the call detail records of the victim's mobile phone were examined. The mobile phone which was used to make a call to him, belonged to Sanjeev," said Singh.

Sanjeev was arrested from District Park, Paschim Vihar, on Friday and Gulia was arrested from Swarn Park, Nangloi, on Saturday.

Man who shot at two CP cops ‘involved’ in 20 criminal cases

New Delhi, October 12
A 50-year-old man, apprehended by two Delhi Police constables for allegedly firing at them in Connaught Place last night, was involved in 20 criminal cases and was going to attack another person, the police said today.

The Police did not reveal the name of this person and whether he was present at Shankar Market where the firing took place last night. Two Police constables, Pratik and Sandeep, who are posted at the Barakhamba Road police station in New Delhi, apprehended Mohammad Rizwan, alias Irfan, after he opened fire at them. Rizwan's two associates who were with him when the incident took place, managed to flee.

He has told the police about the identity of his associates. But the police did not share the details of these persons with the press.

The police have seized five SIM cards from Rizwan, which belonged to different service providers. The police will examine the call detail records of these numbers. A newspaper article on a firing incident in Moradabad, Uttar Pradesh, was recovered by the police from Rizwan.

The police said that Rizwan has been involved in 20 criminal cases lodged at Moradabad and Baghpat in Uttar Pradesh and Delhi.

He has been involved in three criminal cases in Delhi. One of them is of a murder at Jamia Nagar in south-east Delhi last year. The Special Cell of the Delhi Police had arrested him for the murder then.

Rizwan has admitted to the police that he was lodged at Tihar Prisons and had to be shifted to Moradabad for a court appearance in connection with another case. He was granted bail, but he jumped it.

While narrating the sequence of events, a police officer said that the police were informed about an anti-social element near Shankar Market. Constables Pratik and Sandeep reached the market. They suspected three persons there and called them. The three persons, however, started running in different directions. The two constables used their motorcycle to chase Rizwan and one of his associates, who were running in the same direction.

The policemen left their motorcycle and continued the chase on foot. "Rizwan took out a 7.32 mm pistol and fired it at the two constables. They retaliated by firing back at him. Four rounds were fired by Rizwan and the policemen fired one round. Neither the assailants nor the policemen were hit by the bullets. One of the bullets hit a van which was parked at the spot," said the officer.
