CM’s health insurance scheme facing hurdles
Tribune News Service

Dehradun, October 6
In the absence of data on APL households, the launch of the chief minister’s health insurance scheme has been delayed. The Uttarakhand Department of Health and Family Welfare was contemplating the launch of the scheme for both BPL and APL population on October 2, but it has been at it’s wits end trying to access the data that is crucial for the scheme.

A cashless health insurance scheme for the BPL card holders is already on in the state, but the new Chief Minister’s health insurance scheme sets to embrace the above the poverty line population also for which the non- availability of data has proved a setback for the official launch of the scheme.

The health department’s efforts to approach the Directorate of Census for Data have yielded a negative response. “It was the most appropriate source to seek the data on APL population in Uttarakhand, but we have been denied access for the simple reason that the directorate does not have the mandate to share the data for the schemes. Now, we have approached other agencies that were engaged in the socio economic census and are awaiting a response,” said Dr GS Joshi, Director, General Heath and Family Welfare.

As the department is already running the Rashtarya Swathya Bima Yojana (RSBY) for the BPL card holders, it does not face problems in accessing the data on BPL population but collection of APL data continues to pose problems.

The scheme was announced by Chief Minister Harish Rawat shortly after taking the office and is aimed at providing relief to families part of the middle-level income groups, who continue to face financial challenges while addressing serious health issues due to limited financial resources. “Both the RSBY and Chief Minister’s health insurance scheme are expected to run parallel through the same agencies, but with increased manpower. The scheme will provide cashless access to health procedures,” added Joshi.

While the number of empanelled hospitals, diseases and the amount for which insurance cover would be provided are still being worked, the government is keen to first address the issue of authentic data so that the APL population is properly represented and may now launch the scheme by early next year.

Hangs in balance

‘Mehar trying to take credit of BJP schemes’
Our Correspondent

Pithoragarh, October 6
Didihat MLA and former BJP state president Bishan Singh Chufal has alleged that Pithoragarh Congress MLA Mayukh Mahar is publicising those developmental schemes as his own achievement which were sanctioned due to his efforts in the Pithoragarh and Didihat Assembly areas.

He said despite the Congress government in the state, the MLA could not do anything to develop his Assembly constituency in the last two years. “Even he is encashing the schemes sanctioned during the BJP regime,” said Chufal.

Addressing the mediapersons at his residence here, the BJP leader said it were his efforts which bore the fruit in the shape of several developmental schemes like roads and schools in his and the Pithoragarh Assembly area. “I had staged Dharna and demonstrations from the district headquarter to the state Assembly to get sanctioned these developmental schemes which are now being cited by the Congress MLA as his achievement,” said the BJP MLA.

The BJP leader said the schemes being claimed by the Congress MLA were sanctioned before Mahar started his protests against his own government. “The Congress MLA is befooling the people as he could not get released the required money for the projects he is claiming assured by the Chief Minister for the last two years,” said BJP MLA from Didihat.

Chufal said the Congress government in the state had no money for developmental schemes and it was allegedly involved in corruption in the projects sanctioned by the Central government in disaster-hit areas. “The contractors who have completed projects, their payments have been delayed indicates that even the disaster relief and rehabilitation schemes are under cloud of corruption in the state,” said Chufal.

The BJP MLA said the state government should immediately release the money for sanctioned and completed schemes.

CPI (ML) national general secretary Deepankar Bhattacharya said the nation was passing through an undeclared emergency in which the RSS and the BJP were paying a significant role.

He asserted this emergency was going to be silent and worst compared to that imposed by Indira Gandhi in 1970’s as communal forces led by the RSS were going to dominate the scene.

He tried to explore Switzerland’s strength that makes the country perfect example for learning the art of environment friendly tourism.

Sharing the experiences of his visit with The Tribune, Rajeev Sharma asserted that Switzerland has intelligently en-cashed upon its tourism potential to the fullest. Interestingly, when railway tracks are still to climb hills in Uttarakhand, Switzerland opened its Wengernalp railway track way back way 1893, which was Europe’s highest altitude railway and continues to be one of the world’s wonders of railway technology.

Showcasing its snow covered peaks, Switzerland already has a sledge park which has all sorts of snow fun for the tourists. Ice palace, a palace built of ice is majestic and most sought after by the tourists. Paradoxically, Uttarakhand, which has been bestowed with places like Auli, have failed to create a niche for itself as far as tourism in snow is concerned. Meadows at Switzerland like Uttarakhand are as fascinating as are the alpine flowers found there. Botanical alpine garden in Switzerland has over 600 species of Swiss alpin flora, such as edelweiss and genetian. Uttarakhand that has been bestowed with meadows Dyara Bugyal and Raithal have so far failed to even showcase its meadows to people in other parts of the country.

“Certainly, there is no doubt that Switzerland can show us a way but we need to take its nature driven tourism potential with much seriousness. We need to adopt their ways and work to fit those in our conditions,” says Rajeev Sharma. “When we talk of coming up with trolleys and ropeways as best means of communication for hills, Switzerland has already done it successfully,’’ Rajeev Sharma points out. The way Switzerland has used the technology, very few countries can do in the world. Trolleys have been used extensively and most safely. These trolleys save visitors time apart from checking pollution. ‘’On the other hand, it is strange that we here in Uttarakhand have failed to effectively put in place a network of trolleys, which could have been of immense benefit for a hill state. While country like Switzerland has ensured that tourism in no way puts adverse impact on environment, Uttarakhand has totally failed on this count. It has only mismanaged tourism and even at times played with nature, resulting in Kedarnath-types of disaster,’’ he added.

Rajeev Sharma, who spent a week in Switzerland, travelled the length and breadth of that country. He said while politicians in Uttarakhand will time and again talk of making Uttarakhand another Switzerland, they certainly lack sincerity and honesty of mind. Uttarakhand has been bestowed with the best of nature by God and is no less than Switzerland but a change needs to brought in by people managing it. Sharma now plans to submit a document of his suggestions for promoting tourism in Uttarakhand on the basis of his observations and experiences in Switzerland.

Tourism information centre in a shambles
Tribune News service

Mussoorie, October 6
The Uttarakhand tourism information centre and Garhwal Mandal Vikas Nigam canteen situated at Kempty in Tehri district is still lying vacant and in a dilapidated condition due to the apathy of the department concerned.

The centre was inaugurated in 2005 with much fanfare.

The GMVN canteen and the tourist information centre were inaugurated by the then Chief Minister ND Tewari with an objective that the centre would provide information to tourists about routes towards Yamnotri.

The GMVN canteen and the information centre was constructed using the tax payer’s money in tune of several lakhs by the Tourism Department, but has not been occupied since its inauguration.

Sansaar Singh Rana, president, Kempty Traders Association, said the Tourism Department had also failed to depute any officer or assign staff to run the canteen.

He said the condition of the canteen and the information centre with broken windows panes and locked gates tells a dismal tale and nonchalant approach of the department concerned.

The residents of the Kempty area are of the view that due to the absence of the tourist information centre, tourists return without having a look at other interesting tourist spots at Kempty, resulting in loss of revenue not only for the locals but also to the government.

MLA Mahavir Rangad, Dhanaulti, said he had informed the senior officials of the department concerned who promised to look into the matter on a priority basis.

Tourism Minister Dinesh Dhanai during his recent visit to Mussoorie had also promised to resolve the issue and assign officials and employees at the canteen, but nothing has been done so far.

Social activist Jabar Singh said lackadaisical attitude shown by the officials towards burning issues was unfortunate.

Dharchula traders protest irregular power supply
Our Correspondent

Pithoragarh, October 6
Traders of Dharchula town, under Assembly area represented by Chief Minister Harish Rawat, today demonstrated against irregular electricity supply to the town and adjoining areas and demanded round the clock electricity supply. They threatened if the supply was not improved they would lock the office of electricity department.

“Despite the Chief Minister’s Assembly area, electricity supply always eludes the town at least thrice in a week, which gets bad effect on the business,” said Bhupendra Singh Thapa, president of the traders association, Dharchula town.

According to Thapa, sometimes it is due to the negligence by employees of the department and sometimes shortage of power. “ Being border region, we need not only regular electricity supply but also other essentials like communication and road connectivity as we have to depend on a neighbouring town of Nepal,” said Thapa.

The traders also burnt an effigy of UPCL GM for insufficient power supply to the town, which forced the residents to depend on Nepal town for the routine works.
