Lid off funds bungling in LN Hospital
New Delhi, September 8 The misappropriation has been done by a group of officials after tampering with the IT-enabled payment system through ECS. On receipt of information, an inquiry committee of finance and IT officers was constituted. "The preliminary inquiry report reveals a case of misappropriation of funds through an Electronic Clearing Service (ECS) from the salary account of the hospital by an assistant accounts officer, eight group-D staff of hospital and two private individuals. "This illegal ECS transfer seems to have been effected by an offline manipulation of electronic salary pay bills of staffs. The modus operandi indicates the handiwork of persons conversant with the accounting and IT system and use of techniques to manipulate electronic records," the official. An FIR has been registered by the Medical Superintendent of the hospital against the accused and the assistant accounts officer and eight group-D staff have been placed under suspension. "The departmental action has been initiated against the delinquent officials. “Special audit of financial transactions at the hospital by an external team has been ordered by the finance department," said the official. A team of finance and information technology (IT) experts has also initiated a security audit of the financial and accounting system to strengthen the system along with freezing the bank accounts of the employees in question. "The details of misappropriated amounts, other persons involved in the scam and methods employed would be established after a thorough investigation," the senior Delhi government official said. |
Govt doubles margin money to ration shops
New Delhi, September 8 The proposal, moved by the department of Food Supplies and Consumer Affairs, will allow the enhancement of margin money from the existing Rs 35 per quintal to Rs 70 per quintal. The margin money is payable to the Fair Price Shop licencees for handling of foodgrain, rent of shops, wages, electricity charges, stationery and other miscellaneous expenses. The Commissioner-cum-Secretary, Food Supply, Sajjan Singh Yadav, said that the enhancement will be effective from the allocation of the month of September. There was a demand from the FPS Licencees for enhancement of margin money as it was fixed in 1997 and has not been revised since then. Low margin money was making it difficult for FPS licencees to run the shop. So the decision has come as a big relief to the 2,500 Fair Price Shops across the city. Yadav said that the margin money on the foodgrain supplied under the National Food Security Act 2013 is to be paid by the Delhi government. The highly subsidized grain under the National Food Security Act 2013 is supplied to about 11 lakh ration card holders. He added that in case of ration being sold to four lakh Above Poverty Line (APL) card holders, the margin money will be paid by the ration card holders themselves. The decision will cost the government an extra financial burden of Rs 10 crore. "The financial burden will go up with addition of about five lakh householders under the Food Security in the next two months," he said. FPS dealers are an important link in the supply chain of PDS and play a crucial role in effective delivery of commodities to the beneficiaries. It is essential for the smooth functioning of PDS that these shops are economical viable. |
DDA launches drive against unauthorised constructions
New Delhi, September 8 Kumar said that it had been brought to the notice of the DDA that a number of occupants have constructed rooms on the terrace in Narmada, Saraswati, Yamuna and Ganga apartments. He said if the occupants fail to remove the unauthorised constructions on their own, the DDA will demolish them or seal the flats. The electricity and water supply may also be disconnected to the flats. |
Pension scheme verification starts
New Delhi, September 8 The Principal Secretary, Social Welfare and Woman and Child Development, Satbir Bedi said the survey of the beneficiaries has been started to find out any discrepancies in the scheme and ascertain the correct position of the beneficiaries. The beneficiaries have been asked to avail themselves of original as well as photocopies of the documents like Aadhar Card, identity card, bank passbook, disability certificate, death certificate of husband. In case of change in residence, the beneficiaries have been advised to contact aanganwari worker and update their residential address. The department is giving pension to 2,10,000 old age persons of the age group of 60 to 69 years, 48,000 handicapped persons and 1,30,000 to widows under the old age, widow and disability pension scheme. "We have advised the beneficiaries to give correct information during the survey. Beneficiaries will themselves be responsible for giving any wrong information or documents and will be liable for penal action as per rules (if found guilty of the same)," Bedi said, adding that persons giving false information and on that basis claiming old age pension will be taken to task and will be prosecuted. Cases of fake pensioners had come to light recently where several government pensioners like former employees of government, quasi-government and autonomous bodies were drawing pensionary benefits. The department cautioned the persons to get their assistance cancelled and reimburse the money remitted to them. "Such persons are identified during the verification exercise, appropriate penal and legal action under the IPC/CrPC and any other laws applicable will be taken against such persons," said Bedi. The Department of Social Welfare implements schemes of financial assistance to senior citizens and the disabled. This scheme is available only to those who are not receiving government pension or any other similar financial assistance from the state or Central government. |
GHPS to impart special training to teachers
New Delhi, September 8 The step has been taken as the society is committed to the concept of CPD (Continuous Professional Development) of its staff and ensures that the process is in sync with the CBSE guidelines and ethos, said DSGMC president Manjit Singh (GK). The training is specifically designed that comprises eight courses with five modules spread out over a span of five weeks with the provision of certifying each participant by the end of the programme, he said. The aim of the programme is to enhance the skills and empower the teachers of the entire chain of GHP Schools in a phased manner in consonance with the CBSE approved pedagogies and practices. |
IOC commissions automated terminal
New Delhi, September 8 The terminal is spread over 38 acres of land. It has 24 bays with a loading capacity of 300 tank trucks per day. It is connected with Mathura and Panipat Refineries. The tank trucks to be loaded at the terminal will also be equipped with bottom loading and vapour recovery provisions. Many retail outlets based in Delhi will take their supply from this terminal. The terminal is equipped with firefighting facilities in line with OISD 117 and Petroleum Explosives and Safety Organization. |
Elderly woman murdered in Keshavpuram
New Delhi, September 8 The deceased, identified as Malti Mishra, was strangulated with a mobile charger and then smothered with a pillow. The incident took place at a DDA flat where the victim lived with her husband Mahesh Chand (67) who worked as an accountant in a private firm. Their son Manoj had a jewellery and an electronics showroom in Karol Bagh area. Initial investigation showed the attackers were known to the victim as they had a friendly entry into the house. Police found a bunch of hair on the victim's fist, indicating that a woman was among the assailants, police said. Two glasses of water found at the spot also indicated that the victim knew the attackers. "Mahesh returned at around 7 pm from office only to find the door locked. When he tried to call his wife, the phone went unanswered. He then went to his son's place, brought him along with him," said a police official. When the two opened the door, they found Malti lying with a mobile charger around her neck and a pillow on her face. Police were informed and Malti was rushed to hospital where she was declared brought dead. — PTI |
