CGHS facilities to open for the elderly
New Delhi, August 29
Beginning September 1, 20 Central Government Health Scheme (CGHS) facilities will be open to senior citizens for free consultation in Delhi. Health Minister Harsh Vardhan today unveiled a pilot project to assess healthcare demand of senior citizens. The pilot will be scaled up if results are encouraging. The service will be available on working days between 1.30 pm and 3 pm, but senior citizens will not be given free medicines. The minister also ordered that information regarding medical claims pending for over a month should be put on the government website considering huge backlog. TNS

Partly cloudy skies ensure mild weather
New Delhi, August 29
A day after the national capital received moderate rainfall, a partly cloudy sky ensured that temperatures stayed within comfortable levels although humidity was on the higher side. According to the MeT department, the maximum temperature was recorded at 34.5 degree Celsius, which was one notch above normal, while the minimum settled at 26 degrees, which is normal for this time of the year. Delhi received 6.8mm rainfall till 8:30 am. Trace rainfall was received in the city thereafter till 5:30 pm. Following the showers yesterday, humidity levels shot up, fluctuating between 62 and 87 per cent. — PTI

Three-yr-old raped near Jodhpur House
Four-year-old molested by four neighbours

A three-year-old girl was allegedly raped by her neighbour at the servant quarters near Jodhpur House in New Delhi and a four-year-old girl was molested by her four neighbours in central Delhi's Patel Nagar locality, the police said.

In the first incident, a three-year old girl was allegedly raped by her neighbour, who is also a minor, at the servant quarters near Jodhpur House today.

Sources said that the incident took place at about 9 am when the victim was playing outside her house. The accused allegedly lured her into a room, where he allegedly raped her. The girl started crying loudly and the locals became suspicious of the boy. They informed the police, which rushed to the spot and apprehended the juvenile.

The accused was sent to a correction home after being produced before the Juvenile Justice Board, according to the sources.

A case under the Protection of Children from Sexual Offences (POCSO) Act and under the section of rape of the Indian Penal Code was registered at the Tilak Marg police station, according to the sources.

In the second incident, a four-year-old girl was allegedly molested by four of her neighbouring friends, who are aged between seven and 13, at Patel Nagar on Thursday.

The victim used to play with the accused at a place close to her house. On Thursday evening, they allegedly molested her while playing in the evening, said a police officer.

The victim narrated the incident to her mother, who reported it to the police, according to the officer.

The accused were apprehended and booked under the relevant sections of the POSCO Act.

In the two cases, the victims have been counselled by an NGO in the presence of their mothers.

Police start prosecuting women pillion riders without helmets

New Delhi, August 29
The Delhi Traffic Police today started prosecuting woman pillion riders except Sikh  woman who were found plying without helmets on the streets of the city. The crackdown came a day after the Delhi government issued a notification making wearing of helmets mandatory for women.

"We have started prosecuting woman riding pillion without helmet in the city. Besides, we will also run awareness program to educate general public about the new rule by giving advertisements in newspapers. I think most people are already aware of the development through media reports," said Special Commissioner of Police (Traffic) Muktesh Chander.

Since a notification has been issued in this regard by the Delhi government, the rule has come into effect and prosecution has started, he said.

He also said that Traffic Police do not keep a separate record of woman traffic violators.

As per the earlier provision, it was optional for the women pillion rider to wear helmet.

According to transport department, it will be optional for Sikh women whether riding on pillion or driving a two-wheeler to wear helmet. The community had opposed making wearing of helmet by women pillion riders compulsory on religious ground.

"Wearing helmets is now mandatory for women pillion riders in Delhi. However, Sikh women have been kept out of its ambit on religious grounds," a top transport department official had said yesterday.

The Delhi government has amended the rule 115 of Delhi Motor Vehicles Rules, 1993 to make the new provisions.

In 1998, the Delhi government had made wearing helmets mandatory for all pillion riders, but following objections from the people belonging to Sikh community, it had to amend the Delhi Motor Vehicle Rules, 1993 in June 1999 and made it optional for women.

According to transport department, in Delhi alone, a total number of 576 two wheeler riders lost their lives during 2012.

The main risk factor for motorised two wheeler users is the non-use of helmets and head injuries are the major cause of death, injury and disability among them. Many of these head injuries could have been prevented or their severity reduced through the use of helmets. — PTI

DU told to respond to teachers' charges against VC

The Union Ministry of Human Resources and Development (MHRD) has asked Delhi University for an early 'para-wise' reply into the alleged anomalies in the functioning of the varsity as pointed out by the Delhi University Teachers' Association (DUTA) in its representation to the BJP-led Central government.

The ministry has also instructed the university to re-examine the Contributory Provident Fund (CPF) and the General Provident Fund (GPF) issue in consultation with the Union Grants Commission (UGC), in the light of the decision taken in the DU's Finance Committee meeting held on July 15.

"The university in the EC meeting has admitted that no consultation has taken place with the UGC and it had written a letter but there was no reply and the facts were distorted by the VC. Even as no sanction has been there from the ministry, the university appealed against the High Court relief of April 30," said DUTA president Nandita Narain.

In its annual general body meeting (GBM) held today, the DUTA demanded the immediate withdrawal of the university's review petition in this regard, that would affect the grant of pension to more than 3,000 teachers while reaffirming its struggle against the pension scheme for all the teachers who were appointed after January 1, 2014.

The latest developments, which come close on the heels of the DUTA's dossier to the Visitor, MHRD and the Central Vigilance Commission, demanding a visitorial enquiry into all the charges pending which Vice Chancellor Prof Dinesh Singh must be removed from office, have bolstered the DUTA's push for the VC's ouster towards which it also resolved during its annual general body meeting (GBM).

Cong decries attempt to 'saffronise' bureaucracy

A delegation of Congress leaders led by DPCC chief Arvinder Singh Lovely today met the Chief Election Commissioner (CEC) and drew his attention towards the BJP attempt to 'saffronise' the bureaucracy in the national Capital. The move of Delhi Congress comes a day after at least 20 IPS officials, at the level of DCPs, were transferred in the Delhi Police.

Congress leaders Haroon Yusuf, Mukesh Sharma and K C Mittal were also part of the delegation.

"In Delhi, bypolls of three seats are to be held. Besides, Delhi Assembly elections are due. It is thus the responsibility of Election Commission to maintain the level-playing field. Leaders of Delhi BJP are threatening bureaucrats and trying to saffronise bureaucracy, using the advantage of being the party at the Centre," DPCC chief Arvinder Singh told reporters here.

He said that a few days ago, some BJP leaders met Union Home Minister Rajnath Singh, and Delhi chief secretary was transferred later.

"Similarly, a delegation of BJP leaders yesterday met the Police Commissioner and complained against several SHOs and as a result, we got to see the transfers of several senior IPS officials. BJP leaders threaten the police officials if they refuse to toe the party line," the DPCC chief said.

In elections, the police play a very important role and we have urged the EC to intervene in the matter immediately, he said.

"This is the first time that such a thing is happening in democracy that a state chief of a political party is giving directions to transfer police officials and bureaucrats," he added.

DJB seminar on sharing Japanese expertise

The Delhi Jal Board (DJB) along with the Japan International Cooperation Agency (JICA) organized a seminar on sharing Japanese experience in water and wastewater management.

The seminar focused on the challenges faced by the water and wastewater utility. The DJB expects to bring in the latest teachings from across the globe to bring more efficiency in its service delivery system.

"The seminar provided a platform for the DJB officials to interact with the various organizations working in the water and waste water sector from Japan. Officials from the JICA shared their experiences during the seminar. The emphasis of DJB has been on providing stable and sustainable water supply management to the entire city of Delhi," said a senior DJB official.

LN Hospital to fine visitors for littering

The Lok Nayak Hospital authorities would soon be empowered to levy a fine on people for littering inside the hospital. It was decided during Lieutenant Governor (LG) Najeeb Jung's visit to the hospital today.

The issue was raised with the hospital medical superintendent who spoke about difficulties in maintaining the corridors clean as the visitors often spit on the corners.

"In order to control this problem, the hospital authorities sought power to penalize such visitors," an LG House official said today.

Jung also appealed to the public not to spit on the walls and help maintaining the hospital premises neat and clean. Jung visited the 500-bed surgery block and directed the authorities to provide air-conditioning in the wards instead of coolers for faster recovery of the surgery patients.
