DU teachers demand revoking of EC move on promotion
New Delhi, August 18 The issue in contention is that with the implementation of the new eligibility conditions with effect from December 31, 2008, teachers are supposed to accumulate points on various counts to be eligible for promotion retrospectively. Once the Academic Performance Index (API) system is in operation, teachers awaiting their promotion since 2011 as well as those promoted under the old service scheme across the levels since 2008 may be affected as their promotions could be withdrawn. "The UGC notified the new promotion scheme in 2010 and delayed it by two years and then DU delayed it by another four years and thus putting teachers at six years' disadvantage. What is more unfortunate is that DU earlier extended the cover of the old service regulations till 2013 and now it has gone back on its own decision," said chairman of AAD Rathi Janmejoy Khuntia. Noting that there is a fear among faculty that promotions which have already been granted under the old scheme but would otherwise be governed by the new scheme might be invalid, he stressed that it is important for the university to be judicious as applying any rule from a backdate would be unfair. Pointing out that the new CAS is being thrust upon teachers as a punitive action against teachers for rollback of Five-Year Undergraduate Programme, Delhi University Teachers Association executive member Vijaya Venkataraman said, "The teachers who were due for promotions for years are being victimised. It is unacademic, irrational and meant to deny promotion to teachers to harass and victimise as points cannot be earned retrospectively." Further, based on the recommendations of a task force, DU is all set to appeal against the High Court order that gave relief to those employees who had either opted to continue with the Contributory Provident Fund (CPF) or didn't exercise any choice till the Central government's deadline. Condemning DU’s stand, DUTA president Nandita Narain questioned the locus standi of the DU administration for appealing against the High Court's judgement of granting pension. "The university has decided to go against its own employees. We are going to seek the Visitor's intervention and would also submit the white paper against the VC for all the irregularities that he has committed," said the DUTA chief. |
AAP's signature campaign reaches Metro stations
New Delhi, August 18 As part of the ongoing signature campaign, party volunteers were seen putting up hoardings outside Metro stations and inviting the public to sign on them on Monday. Apart from getting signatures during the door-to-door campaign across assembly constituencies, volunteers are interacting with the public and answering their queries on various issues. In the coming days, the party is planning to step up the exercise in asking people to join it in demanding fresh elections in the national Capital. Since February, Delhi has been under the President's Rule after AAP chief Arvind Kejriwal resigned from chief ministership after his 49-day-old government failed to table its Lokpal Bill in the assembly. The assembly has been under suspended animation ever since and no party has staked a claim to form the government. The AAP has been pressing the issue of holding fresh assembly elections and even met Lieutenant Governor Najeeb Jung asking him to dissolve the legislative assembly and call for fresh elections. |
