Cabinet meeting likely at Kedarnath
Dehradun, July 21 At an impromptu Cabinet meeting called yesterday, ahead of the bypoll, the government took stock of the situation arising due to the incessant rains and the measures taken so far. “No decisions were taken as the model code of conduct was in place but during the meeting that went on for three hours, a decision was taken to hold the next Cabinet meeting at Kedarnath. The meeting would focus on reconstruction of Kedar dham and the evaluation of restoration and reconstruction of roads and other infrastructure that was damaged in the 2013 rain-induced disaster,” said a Cabinet minister. Haridwar: Uttarakhand Kranti Dal (Progressive) has expressed its reservation on holding a Cabinet meeting at the revered Kedarnath shrine, as announced by Chief Minister Harish Rawat to give a message to the outside pilgrims that all is well at Char Dham route. In a statement central secretary(Labour cell) Uday Ram Semwal questioned the very motive of CM Harish Rawat saying that earlier the government organised a Cabinet meeting at Gairsain in Chamoli but nothing substantial came out of the meeting. Citing the lack of preparedness, dilapidated condition of highways in Garhwal division, caving in of bridges, inadequate facilities on Char Dham routes comprising of Shri Badrinath, Shri Kedarnath ,Gangotri,Yamunotri and at Hemkund Sahib, Ram Semwal said that holding Cabinet meetings is merely an eye catching gimmick to hide the ‘’mismanagement and failure’’ of the government to hold the Char Dham pilgrimage this year. “Roads are blocked, bridges are collapsing, thousands of pilgrims are stranded at various places and rehabilitation of the local people affected during last year’s flash floods has still not been fully done. Infrastructure and roads leading towards Char Dham pilgrimage are in worse condition. The state government should first keep these aspects on priority and not hold Cabinet meetings at Kedarnath shrine,” said Semwal. Youth wing city president Lalit Mamgain pointed that if state government is so keen to hold a Cabinet meeting at Kedarnath shrine then why did CM Harish Rawat say that as soon as the weather gets fine the date will be decided for the meeting. “Hold the meeting during this time only when monsoon rains have exposed the arrangements for Char Dham pilgrimage. Let the CM and ministers go by road and on then traverse on foot to Kedarnath shrine. Then only they will better understand the woes of the local people and pilgrims. It is ironic that the CM wants to give a message to the outer world by holding a Cabinet meeting that it was convenient and safe to come to Char Dham pilgrimage when in reality it was not so,” said Mamgain. Mamgain urged the government to first focus on renovating Shri Kedarnath shrine, removing boulders from the shrine premises, constructing cemented and safe route to Kedarnath shrine, building of roads, bridges and rehabilitation of affected people. Only then pilgrims will come themselves to these shrines. But to hold a Cabinet meeting to hide state government’s and administration’s laxity is not a welcome step, which UKD opposes. |

52% voter turnout in 3 constituencies

Dehradun, July 21 In Doiwala Assembly segment the voter turnout was 54 per cent, in Someshwar the voter turnout was 49 and in Dharchula the voter turnout was 52 per cent. The voter turnout in each of the three Assembly segments was far less than the 2012 Assembly elections and the 2014 parliamentary elections.However, Chief Minister Harish Raawat who is fighting from the Dharchula seat expressed satisfaction at the overall turnout. “I am satisfied with the voter turnout. The weather has not been conducive, yet the voters came out to vote,” he said. Significantly in the 2012 Assembly elections the voter turnout in Doiwala was 70.98 per cent, it was 67.10 per cent in Dharchula Assembly and 58 per cent in Someshwar (SC) Assembly. While the voter turnout in the 2014 Lok Sabha polls was 67.78 per cent in Doiwala, 52.49 in Dharchula and 54.93 per cent in Someshwar (SC). Sounding optimistic the BJP state chief Teerath Singh Rawat said that the party will win the Doiwala and the Someshwar seats. “We are optimistic that we will perform well in Someshwar and Doiwala. The Chief Minister misused the government machinery in Dharchula,” accused Rawat. In Doiwala a total of 12 candidates are in fray, including Hira Singh Bisht of the Congress and Trivender Singh Rawat of the BJP in Dharchula. Chief Minister Harish Rawat and BD Joshi are in fray while in Someshwar (SC) five candidates are in the fray, including Rekha Arya of the Congress and Mohan Ram Arya of the BJP. In Doiwala Assembly segment 53 booths were designated as sensitive and 46 as hyper sensitive, in Dharchula 19 booths were designated as sensitive and 13 as hyper sensitive and in Someshwar (SC) 35 booths were designated as sensitive and four as hyper sensitive. The results for the three Assembly segments would be out on July 25. |

Average polling in Dharchula, Someshwar
Pithoragarh, July 21 Pramod Kumar, ARO and SDM, Dharchula,, said, “The polling remained peaceful as heavy security arrangements were in place at all 131 booths in the segment.” While people at Dharchula, Baram, Munsiyari, Kalika, Baluakot and Nachni were seen enthusiastic about the elections, voting was slow at Martoli, Burfu, Saipolo and Pato in the Johar valley and in a few villagers. “Residents of Martoli and Burfu villages in the Johar valley did not show much interest in the bypoll as their polling booths were situated far off,” said Bhuwan Singh Jangpangi, pradhan, Burfu village. Notably, owing to the proposed annual general meeting of the Rang community on July 26, there was a lot of activity in the Drama and Vayans valleys. “Although voting at these valleys was slow in the beginning, it picked up pace in the afternoon,” said an official. In the Someshwar Assembly segment, poll percentage was only 37 per cent till 3 pm as the womenfolk was busy in fields. “Average polling was recorded at Someshwar, Binta, Lodh, Chanauda and Manan,” said Navin Bisht, a resident of Almora. |

Rain continues to disrupt life in hills
Dehradun, July 21 The State Meteorological Department forecast light to moderate rainfall in the state’s higher reaches. Incessant rains have continued to throw life out of gear in the state’s hilly areas. Most Himalayan rivers and tributaries such as Bhagirathi, Alaknanda and Mandakini are flowing near the danger mark. Villagers living close to the rivers have been asked to move to safer places. The district administration is restricting movement of pilgrims along the Char Dham Yatra route. Meanwhile, the Char Dham Yatra has been suspended till further notification as heavy rains have caused landslides and mudslides at several places along the yatra route. The district administration has halted Kedarnath and Badrinath Yatra till July 23 and 21 respectively. Sources confirmed that 120 pilgrims are stranded at Sonprayag and adjoining places in Rudraprayag district. Pilgrims are also stranded at Govindghat, Joshimath and Ghangaria. Talking about precautionary measures taken by the district administration, District Magistrate of Rudraprayag, Dr Raghav Langar, said PWD, BRO and police personnel are working round-the-clock to clear debris and reopen blocked road for vehicular traffic, but incessant rains have been hampering department efforts. He said administrative teams had been sent to affected areas to take care of stranded pilgrims. Meanwhile, light to moderate rain continued to lash most parts of Uttarakhand. He ruled out that the national highway was blocked in Rudraprayag district. Dr Langar said JCB machines had been stationed at different locations to clear debris in case landslides strike in the near future. He said no pilgrims were stranded at Kedarnath valley. Data compiled by the State Emergency Operations Centre of Disaster Mitigation and Management Centre (DMMC) highlighted that the Rishikesh-Kedarnath national highway (NH-109) was blocked near Sirobagad, and Guptkashi-Kalimath route in Rudraprayag district. A 50-metre national highway was washed away near Sirobagad at Kedarnath. In Uttarkashi district, the vehicular flow of traffic has been disrupted owing to landslides at Sukhitop on Rishikesh-Gangotri national highway (NH-108) while the Rishikesh-Yamunotri national highway (NH-94) is blocked at Jangalchatti. Landslides were reported on the Vikasnagar-Badkot national highway. The vehicular flow of traffic was disrupted on the Rishikesh-Badrinath National Highway (NH-58) due to landslides at Lambagarh and Sirobagarh. Several landslides and mudslides were reported at Pangala on Tawaghat-Sobhala route and Narayan Naga on the Nainital-Kaladhungi route in Nainital district. Sources confirmed that 130 roads and connecting routes were badly damaged in Garhwal and Kumaon divisions of Uttarakhand. The State Meteorological Department forecast cloudy sky in different areas of Uttarakhand. Light to moderate rain or thunderstorm could occur at a few places in Uttarakhand. Department officials said heavy rainfall may occur at isolated places, especially in Nainital, Almora, Uttarkashi, Chamoli and Pithoragarh districts. The department has forecast that light to moderate rainfall may occur in Badrinath, Hemkunt Sahib, Kedarnath, Gangotri, Yamunotri and Pithoragarh. Life comes to a standstill

13 houses damaged in Kumaon region
Pithoragarh, July 21 According to information received from the district headquarters in the region, while one youth drowned in Sharda barrage due to overflowing water, an elderly woman died in Chura Mehta village of Champawat district when her house collapsed in the rain. According to reports received from Kiccha town, three persons were injured as the newly constructed roof collapsed. “The rivers in the district are in spate — They are just below the danger mark. The Kali river is flowing at 888.39 metres at present, which is two metres less than the danger mark as Saryu and Ramganga were flowing nearly 1 to 5 metres below the danger mark last evening,” said RS Rana, District Disaster Management Officer, Pithoragarh. According to Rana, of 22 internal roads damaged in the rain, 14 have been cleared of debris and work on opening the others is on. “Despite damage to Dharchula-Kanchoti, Dharchula-Tawaghat, Jauljibi Maskot and Madkot Tomik road last night, the polling parties have passed through these roads with the help of the Army, OTBP and SSB jawans besides the local villagers,” said Rana. According to reports received here, rain damaged eight motorable roads in Pithoragarh district, two in Almora, one in US Nagar, one in Champawat and one in Bageshwar district. The District Disaster Management Office has stated that over 15 houses have reported been damaged in the heavy rains in remote villages of the district. Meanwhile, retired director of DRDO, Dr MC Joshi, who was on a visit to Narayan Ashram near Tawaghat and was trapped near Khet village on his way back, was rescued by SSB jawans, as were his family members last evening. Reports from ITBP said the ongoing batch of Kailash Mansarovar pilgrims was trapped at Dhaulchina on its way to Didihat. It was diverted back to Almora and sent towards Didihat via the Bageshwar route. |

Waterlogging hits Dehradun residents
Dehradun, July 21 “For the past three days, it has been raining continuously in the city. Lots of complaints related to waterlogging were registered at the control room. We have been able to resolve all of them. The only area still facing waterlogging problems is ISBT, which is not under the Dehradun MC,” claimed Rawat. Meanwhile, due to incessant rains over the past three days, several potholes have appeared in the city roads, causing inconvenience to passers-by. Due to heavy downpour, traffic jams were reported in several parts of the city today. The absence of traffic police personnel at many places and water logging added to more problems. Heavy traffic jam was observed at Patel Nagar, Saharanpur Chowk, Prince Chowk, Gandhi Road, Darshan Lal Chowk, Clock Tower, Rajpur Road, Ballupur Road and Chakrata Road. Vehicles moved at a snail’s pace due to water logging at many places. The absence of traffic cops to streamline vehicular traffic doubled the problems of the commuters. Places like Jakhan, which generally remains free from traffic jams, also saw long queues of vehicles. |

Delhi-Yamunotri highway blocked
Mussoorie, July 21 The vehicles of pilgrims and the local commuters, including the
vehicles laden with vegetables, remained stuck for more than 10 hours due to the landslide that occurred around 10 pm yesterday at Bhut Gaon near Nainbagh on Delhi-Yamunotri highway. The road was opened with the help of JCB machines after a struggle of around four hours. The pilgrims returning from Yamunotri said that they were stuck at several places due to landslides and had to wait for the authorities to clear the mud debris, thus
resulting in a lot of inconvenience to them. Several pilgrims said that they had to spend the whole night inside
their vehicles due to landslides occurring between Barkot and Nainbagh, which was cleared after
10 hours. The pilgrims said that if any alert mechanism were in place at Dehradun or Mussoorie, they would have curtailed
their journey until the roads cleared. When contacted the senior officials from National Highway Authority said that due to landslides triggered by incessant rains the road was blocked at several places but the route has been restored and is open for

Silt in rivers hits power generation
Dehradun, July 21 Officials say silt in the rivers could damage turbines and other equipment at hydropower stations. The gap between demand and availability of power has once again widened due to less generation. Officials, however, say regular maintenance is being done to overcome the problem at the earliest. According to Uttarakhand Jal Vidyut Nigam Limited (UJVNL), power generation in the Kalagarh (198 MW), Khatima (40 MW), Chilla (144 MW) and Maneri Bhalli-I (90 MW) hydropower projects is nil. The power generation in the Chibbro (240 MW) and Dhakrani (34 MW) hydropower projects has been badly affected. GP Patel, MD, UJVNL, says the maintenance of old turbines, especially their greasing, was a regular feature to ensure maximum power generation. He said turbines were generating electricity at optimum level to bridge the gap between demand and availability of power in the state. He, however, said the UPCL was forced to implement a three-hour power cut in non-continuous industries in the Kumaon region. The demand for electricity was 30.21 MU against the availability of 29.66 MU in the state today, he added. |

Kailash Mansarovar Yatra going on smoothly
Pithoragarh, July 21 “Five batches have already reached Delhi after completing the yatra while the 6th batch will reach Delhi in two days’ time, two batches of 7th and 8th are in Tibet, while the 9th batch of Kailash pilgrims will cross into Tibet from Lipu Lekh pass on July 22, when the 7th batch comes back from Tibet at the same time after completing its journey. According to nodal agency sources, the route of the pilgrimage from Tawaghat onwards has been diverted due to heavy landslides on the Kanchoti route. Batches of pilgrims are now being diverted from Magti nullah to Lakhanpur to Sirkha and are not going through the Narayan Ashram route. “In swelling nullahs beyond Gala camp, the ITBP personnel are helping pilgrims cross the swollen rivers and rivulets on the way to Gunji,” said DK Sharma, an official with nodal agency KMVN. |

Demand to promote Mussoorie as monsoon tourist destination
Mussoorie, July 21 He adds generally, the monsoon months are clubbed with peak summer months and described as a lean period. However, if the town is promoted as monsoon getaway, it could boost tourism in a big way. Newly married Rajesh Kanojia, a resident of Delhi, said for him Mussoorie had been a memorable experience. “Room tariffs at Mussoorie hotels are cheaper than in Delhi. I have decided to extend my holidays. Moreover, due to the lean season, hotels are offering several discounts,” he said. Surinder Singh, a tourist from Ludhiana, said spending time at tourist destinations here, including Kempty Falls, was a very different experience in monsoon. Sandeep Sahni, president of the Uttarakhand Hotel and Restaurant Association, says the nature is at its best during monsoon. “People residing in the plain areas prefer to visit hill stations to get some relief from the searing heat. Mussoorie also comes among the preferred destinations. If a specific policy of monsoon tourism is formulated, it could help promote tourism,” he adds. Ajay Bhargav, secretary, Mussoorie Hotel Association, said the biggest attraction for tourists during monsoon was entertainment activities. “Mussoorie would boast of six cinema halls and a number of glamorous functions, including Mussoorie Queen Festival. However, most of the activities have come to an abrupt end over the years due to a high entertainment tax structure. The revival of entertainment activities is very important and the hotel association is ready to contribute in its own way,” added Bhargav. He said the state government should formulate a policy to increase connectivity to tourist destinations in and around Mussoorie. He said the states like Kerala and Goa were gaining in terms of tourism due to their clear-cut policies. Delhi-based travel agents said they were ready to promote Mussoorie as a monsoon tourist destination provided they get some relaxation in transportation tax. “Road taxes are too high in
Uttarakhand,” they add. Tourism Minister Dinesh Dhanai said they were planning to introduce new circuits like the Mussoorie-Tehri dam, but they had no specific plans to promote Mussoorie as a monsoon tourism destination. “However, the department is contemplating carrying out a study on the geographical conditions of the state. It will accordingly devise plans to promote the town as a tourism destination,” he added. |

DMC takes over garbage management in 10 wards
Dehradun, July 21 The then Mukhya Nagar Adhikari, BVRC Purshottam, had allotted them 10 wards. The remaining 50 wards were being looked after
by the DMC. Unhappy over the turn of events and refusal of the state government to increase their tipping fee, the company finally gave a termination notice and left the work last week. However, the move may cost dear to the private player as it may be banned from participating in the bidding once the fresh tenders are opened. Speaking to The Tribune, Mukhya Nagar Adhikari Harak Singh Rawat said they were contemplating a ban on the company so that it might not participate in the bidding process again. “We have heard that the company has indulged in such tactics of quitting work often in others states too. Here too they have played the same cards of quitting work, going on strike and issuing termination notices time and again,” he added. “The MoU clearly mentions that the tipping fee, once decided at the starting of contract, would
not be increased during the entire period. Then on what basis they are demanding an increment. The DMC has been
handling 50 wards very well. Handling an additional 10 wards won’t be a big problem for them,” he added. “The state government would decide when the tenders would be opened for fresh contractors

CB-NAAT unit to detect TB in two hours
Dehradun, July 21 The unit was introduced in Tehri district for testing MDR tuberculosis last year. Now it has now been installed here at the state tuberculosis centre. The testing unit will now be part of the primary testing protocol for MDR TB diagnosis. “Due to delay in confirmation of MDR TB, treatment could not be started on time and at times patients even lost their lives. But CB-NAAT will be able to give results within two hours of the test,” said Dr Anoop Dimri, State Tuberculosis Officer. He said that it was a gradual progression to a more sophisticated time reducing technique for testing MDR TB. “In the past solid culture tests took three and a half months to confirm whether a patient had progressed from TB to drug resistant tuberculosis. Later we introduced line probe assay test for MDR TB; it took four days for the results to come in.
But CB-NAAT testing will be able to give results of TB within two hours of the test,” said Dr Dimri. Further, the private hospitals and clinics would also be allowed to bring their samples for tests at the government testing facility. |

Meanwhile, a City Patrol Unit constable spotted Kunal, who was struggling to open the car door. Constable Mehtab Ali acted promptly and managed to open the door within time and saved the boy. Later, Kunal Sharma thanked the City Patrol Unit and constable Mehtab Ali for saving his son. He also sent a message to Director General of Police (DGP) BS Sidhu about the heroic act of the unit. Yadav’s appointment as UPCL MD challenged
Dehradun, July 21 Jugran, while addressing mediapersons here yesterday, said the selection committee had recommended the names of three candidates for the post on February 26. The name of one OP Dixit was also on the list considering his qualification and experience. However, the state government appointed Yadav instead of Dixit, which was in gross violation of norms, he said. He alleged Yadav had caused financial losses to the state exchequer by withdrawing salary as managing director of Power Transmission Corporation of Uttarakhand Limited (PTCUL) and pension from previous firms. He said instead of taking any action against such an official, the government appointed Yadav on the post, which was illegal. Jugran demanded that Yadav’’s appointment be cancelled and a probe ordered into the matter. Former spokesperson for the state unit of the BJP Satish Lakhera and RK Kakkar and Rajeev Talwar were present on the occasion. |

PWD yet to repair excavated road
Dehradun, July 21 The Irrigation Department (Canal) has already cleared garbage from the chocked sewage pipeline at the Survey Chowk. The department took more than two weeks to pinpoint the problem and carry repair work. The department’s efforts moved at a snail’s
pace, despite the canal being situated at one of the busiest inter-crossings of Dehradun — Survey Chowk. Talking to The Tribune, Irrigation Department (Canal) executive engineer Sunil Kumar said the canal was choked as solid garbage and other waste products were dumped into the canal after opening of its chambers at different places. He said the line was repaired after clearing garbage from sewage pipeline. Officials lamented clearing of solidified garbage and pumping out of sewage water from the canal was a long drawn and continuous process. They said telephone lines and potable water pipelines adjoining sewage pipelines were the main reason for the delay in repair work. Review officers’ protest continues
Dehradun, July 21 The agitating review officers, under the banner of Uttarakhand Secretariat Review Officers
Union, gathered on the Secretariat premises here today. They shouted slogans against the government in support of their “long-pending” demands. They lamented that a memorandum highlighting their demands had been submitted to officials
many times, but the state government was yet to take steps to fulfil their pending demands. The agitators have been demanding sanction of 16 different sections, filling of vacant posts and “timely” promotion of assistant review officers. CPI (ML) writes to CM, seeks DGP’s arrest

Dehradun, July 21 In a letter to Chief Minister Harish Rawat, CPI (ML) Garhwal secretary Indresh Maikhuri said despite Environment and Forests Minister Prakash Javadekar accepting that the reserved forest land in Birgirwali was illegally bought by the DGP and Sal trees axed from the land, no action had been taken against him. “Chief Secretary Subhash Kumar had also revealed that the DGP had not only acquired the reserved forest land but also cut down the trees and got a case registered against the forest officials. Therefore, the officer must be immediately placed under suspension and arrested for his illegal act,” Maikhuri stated in the letter. |
Farmers gherao Agri Minister
Dehradun, July 21 Farmers were unloading the farm produce from a truck at Niranjanpur Mandi yesterday night. This disturbed the sleep of a few PAC personnel and led to heated arguments between them. The farmers alleged the PAC personnel got antagonised and abused them. They accused the them of brutally beating them by sticks. Ravi Panwar, Shyam Singh and Khem Singh sustained serious injuries in the incident. The farmers have sought an immediate action against the PAC personnel.

Admission process begins at MKP PG College
Dehradun, July 21 Principal Dr Indu Singh said the final process of admissions would begin once
they receive orders from the higher authorities. She said the college did not have enough teachers as compared to the strength of students and there was a need to recruit half of the
present strength of teachers to ensure effective teaching in the college. Notably, HNB Garhwal University has given strict instructions to
its affiliated colleges to take admissions on the merit basis and admissions should not cross allotted seats in the college. |
Students clash at birthday party
Dehradun, July 21 Both groups used sticks and rods to beat each other. Vasu reportedly sustained a head injury in the incident. Even members of the ABVP joined the fight from Yash Bist’s side. A complaint has been registered from Vasu’s side against Mukesh Bist, Yash Bist and Pradeep Rawat at the Nalapani Police chowki. Later, members of the NSUI allegedly thrashed Yash Bist and Mukesh Bist at the Congress Bhawan. A complaint has also been registered against NSUI district presidents Vineet Prasad Bhatt and Alok Negi.

Red Cross provides medicare to Kanwariyas
Haridwar, July 21 Mobile health camps are also being organised at various points under the guidance of Dr Naresh Chaudhari, secretary of the Indian Red Cross. Additional District Magistrate Jeevan Singh Nangiyal inaugurated a health camp at Singh Dwar-Shiv Moorti square Kanwar track. He also lauded the efforts of the Red Cross society. Nangiyal said the Indian Red Cross had offered medical assistance to Kanwariyas earlier as well. He also inaugurated a hand pump installed by Jal Sansthan. “Serving Kanwariyas during pilgrimage provides self-satisfaction,” he added. City Magistrate KK Mishra lauded the efforts of the society at rural, city, district, national and international level. Dr Naresh Chaudharii said apart from the state Medical Department, the Indian Red Cross society was operating two medical camps and four mobile health teams round the clock in Haridwar

Dehradun, July 21 Gaurav Sharma scored the lone goal for Bharat Shiksha Kendra School.
Kasiga School trounced Moraviean School 4-3 in a tiebreaker with both teams playing 1-1 draw during normal allotted timing. In the third match of the day, Doon Valley Public School thrashed Pestle Weed College 9-0 with Ashok scoring four goals for his team while Kapil scored two goals. Ayush, Roshan and Manish scored a goal each for the winning team in the match. |
