MNA to propose garbage transfer stations
Dehradun, July 11 In a recent proposal which the MNA wishes to present in the next board meeting, there is a plan to set up garbage transfer stations on
the Public Private Partnership mode. Elaborating on the plan, Rawat while speaking to The Tribune said: “The garbage dumps are a sore sight.
No matter how many times we clear the dumps something is always going to be there like a sore spot. Also the stench emanating from the
garbage bins is unbearable for the passerbys,” he said. “We are now planning to cover the large garbage dumps placed in various parts of the city so that they are not visible. The garbage transfer station, as it would be called, would be built on PPP
mode. It would comprise concrete walls from three sides and top while the fourth side would be covered with a shutter. The garbage would
be dumped and collected by opening the shutter. On the outside the walls would be covered with advertisements from private parties.
Whatever earning is made from putting up the advertisements, will go towards
the maintenance of these garbage transfer stations,” said the MNA. “At present we have shortlisted 30 sites that are in dire need of these stations. This would also prevent the scattering of the
garbage on the roads and stench emanating from the bins. Once the board clears the proposal, we would issue the tenders for the construction of the stations from private bidders. Hopefully, this would help the city achieve a cleaner look,” added

Power cuts proposed in Dehradun on Sunday
Dehradun, July 11 As per information available, maintenance works are lined up at 11 kilovolt Lakhi Bagh feeder, 11 kilovolt Dhamawala feeder, and 11 kilovolt Race Course feeder. The power cut would be implemented from 10 am to 12
noon. While informing about maintenance work, an official spokesman of Uttarakhand Power Corporation Limited, Madhusudan, told that maintenance is a regular feature in the corporation for ensuring correct voltage and disruption-free electricity to consumers.
He said that lopping has been done at different localities of the capital city in order to prevent technical snags at the transmission
lines. The demand of electricity was 38.48 million units against availability of 37.51 million units in the state. The corporation implemented emergency power cuts in Roorkee, Mangalore, Laksar, Jawalapur, and rural areas of Roorkee in Haridwar district as emergency shutdown was followed on 220 KV Roorkee-Nara transmission line. Corporation officials stated that power cut had not been implemented in any other districts of the state except in Haridwar district. |

Same circle rate for DMC staff properties sought
Dehradun, July 11 Dhasmana told mediapersons at a press conference organised at the Congress Bhawan here today that in a letter written to Urban Development minister Pritam Singh Panwar he had demanded that the allotted land in the Govindgarh Teachers Colony be made freehold at a flat circle rate. “In 1968, the Dehradun Municipal Corporation had taken a decision to convert the land allotted to its employees to freehold. Now, with the passage of time, a lot of these properties have been sold or inherited by their legal dependents. The Dehradun Municipal Corporation should now make these properties freehold at the same rate,” he added. |

Review meeting of ADB-aided projects
Dehradun, July 11 Discussions were held with the officials on the implementation of the projects. Commenting on the projects by PWD, the ADB said that the work is being done in a satisfactory manner while there is a need of speeding up the pace of work in the next phase.
Speaking about the power department, ADB officials said that funds will be given for reconstruction of projects damaged during the disaster and there was a need to accelerate the pace of work in Dehradun while elsewhere work is being undertaken at the right speed. The ADB has suggested to the state to strengthen the programme implementation unit as well as programme management unit. It was suggested that project directors should not be transferred too
frequently. Special police force to be deployed on Kanwar stretch
Haridwar, July 11 As this was the final meeting of the police prior to the commencement of the Kanwar fair, the three-hour long meeting saw suggestions, inputs and strategies being given final
touches. Presided by Garhwal division Deputy Inspector General of Uttarakhand Police Amit Sinha, allocation of duty points to police officials and personnel was approved, with cooperation sought from paramilitary forces Rapid Action Force and Provincial Armed Constabulary by the mela
administration. District Magistrate D Senthyl Pendiyan stated that for smooth conduct of the mela proceedings ,round-the-clock communication between various department officials has been ensured so that mela police focuses on majorly security
aspect. Special invitee former three-time Kanwar mela Police Superintendent Kiran Lal Shah suggested that friendly police would be mingling easily with the Kanwariyas to ensure smooth conduct of the Kanwar
fair. Shah drawing from his past experiences said that it was only a small section of errant Kanwariyas that create trouble for which special police personnel disguised in the attire of Kanwariyas should be deployed on Kanwar stretch, who can ease conflicts between kanwariyas and traders or with police much
easily. Haridwar SSP Sadanand Date said the mela police need not only focus on security but also on being guide, friend and motivator to the Kanwariyas who tread hundreds of kilometres on foot to fetch holy Ganga jal from Haridwar and other Ganga ghats of
Uttarakhand. For this Kanwar fair Superintendent of City Police Dr Surjeet Singh Pawar has been made the mela police in
charge. Biometric registration of Kanwariyas will be done at entry points of Uttarakhand from Uttar Pradesh side, though this has not been made mandatory. Mela police will divert Kanwariyas from Shankaracharya square on Kanwar patri, where special arrangements have been made for Kanwariya’s like tents, water, lighting, health camp and mass food eateries offered by various organisations.Kanwar mela force comprises police personnel from other 12 districts of the state apart from Haridwar as Kanwar fair carries on for two weeks, with more than a crore Kanwariyas coming to fetch holy Ganga jal in

Namami Ganga project

Haridwar, July 11 Party activists offered milk to the Ganga at the sanctum sanctorum of the Brahma Kund, Har-Ki-Pauri here today in
Haridwar. Led by the party’s district women cell president Sanjana Sharma, party activists are said to have wished that the holy river is cleansed of pollution, filth and garbage via the Namami
Ganga project. Sanjana said the BJP government is now fulfilling the promises it made during the Lok Sabha
election campaign. Party activists pointed out that Ganga ghats would now be renovated as Rs 100 crore have been allocated in the budget that will cover ghats on Ganga river from Shri Kedar Nath, Haridwar, Kanpur, Allahabad and Varanasi till
Patna. Women cell activist Reena Tomar said the budget had given hope, vision and planning for cleaning of the holy river and its
ghats. Hopefully, in the coming years, the project would prove to be a milestone when it comes to Clean Ganga projects,
she added. Opposition parties like the Congress have cast doubts on budget allocation for clean Ganga projects, saying funding from Non Resident Indians for cleaning of the Ganga evokes suspicion as there are already thousands of crores of rupees allocated
towards this end. Congress general secretary, Pradesh Congress Committee, Dr Santosh Chauhan, said if the BJP government works seriously on the Namami Ganga project, it would be much better rather than leaving scope for funding from
NRIs. Chauhan said it is ironic that on one hand, the BJP government, in the Budget, has allocated funds for cleaning of the Ganga, in the same budget, it has allocated funds for operation of commercial ships on the holy Ganga under the Jal Vikas Marg

Dehradun, July 11 In the Doiwala Assembly constituency, BJP candidate Trivender Singh Rawat is pitted against Congress party’s Hira Singh Bisht. Leaving nothing to chance, the Uttarakhand BJP plans to rope in former Chief Ministers BC Khanduri and Ramesh Pokhriyal Nishank to canvas for Trivender Singh
Rawat. Former Chief Minister BS Koshiyari has already undertaken the first round of canvassing.
“We won all the five parliamentary seats in the General Elections and are optimistic of winning the three Assembly segments in the byelections too,” said Teerath Singh Rawat, Uttarakhand BJP
chief. However, party watchers said Trivender Singh had a tough task at hand in
Doiwala, “The party was witness to acrimony on the finalisation of his ticket. It will require the organisational skills of the party and Rawat’s own good will to swing the seat. There is resentment among the locals against him, as he had changed his Assembly constituency from Doiwala to Raipur,” said a senior BJP leader, on the condition of anonymity.
In the Dharchula Assembly segment, the Uttarakhand BJP has already gone on an offensive by lodging a complaint with the Chief Electoral Office against the Congress for violating the model code of conduct.
“The Congress is misusing the government machinery for its own ends. The district administration is working in a partisan manner,” said Prakash Pant, a senior BJP
leader. The party is hopeful that its candidate, B D Joshi, will give a tough fight to Chief Minister Harish
Rawat. In Someshwar, the party is banking on the work undertaken by Mohan Ram Arya as a block pramukh. He is pitted against Congress candidate Rekha Arya. The BJP can win the seat if the local factions remain united. There is wide-spread resentment against Rekha Arya’s candidature among the Congress leaders. She had recently quit the BJP to join the Congress. |

Dehradun, July 11 In a statement issued today, Kaushal, a strong votary of hydro power projects, said the time had come to start all the hydro power projects that have all the essential clearances. “Dams are backbones of civilizations — be it storing water for irrigation, municipal supplies and industries, generating power, flood control, recreation, navigation, river rafting or road bridges,” he said. Kaushal held that the BJP and Congress had both siphoned off crores of rupees in Uttarakhand in the name of Ganga and the Uttarakhand state Ganga river conservation authority is lying defunct. Galogi hydropower station illuminates Mussoorie streets
Mussoorie, July 11 With modernisation and renovation exercise conducted by Uttarakhand Jal Vidyut Nirman Nigam (UJVNL) on verge of completion, the demand to include historic Galogi hydropower station (which they believe was commissioned in 1907) under heritage tourism circuit is gaining
momentum. Uttarakhand Tourism Development Board member Sandeep Sahni commended the efforts of UJVNL to modernise and upgrade the Galogi hydropower station that was commissioned in 1909 and is generating 3 MW of electricity. Speaking further, he said that it was high time to value installation such as Galogi and include it in the heritage tourism circuit so that the tourists are able to marvel the efforts that went towards bringing electricity in the
town. However, the journey of providing electricity to Mussoorie had its own share of difficulties and was accomplished after immense commitment shown by the engineers back
then. According to local historians and HG Walton, the author of “Dehradun: A Gazetteer,” in 1900, the British recognised that the water supplied partly by gravitation from Chamar Khud and Khattapani springs and partly by steam pumping from MacKinnon spring below the Library Point was inadequate for the
town. In 1901 the Municipal Council of Mussoorie sent a proposal of loan around Rs 4.67 lakh for the project to North-West Awadh and Agra administration. In October 1902 the sanitary Engineer, Mr Aikmen, presented a preliminary report and estimate for improving the Mussoorie and Landour water supply, coupled with a scheme of lighting both places by electricity that was later worked around Rs 6,
50,000. The Municipal Council of Mussoorie also decided to contributed Rs 1.33 lakh for the project. Some further modifications were introduced in the scheme and on the recommendation of Major De Lotbiniere, who was called in to advise in September 1904m, the final estimates as sanctioned by the government in March 1905 came to Rs 7, 29,560 for Mussoorie and
Landour. The huge generators and other equipment were brought to Galogi via Mussoorie-Dehradun road on bullock-carts. The generating station comprised three sets of 150 kw each with each generator being alternating 3 phase, 50 cyle, and 6,600-volt machines direct coupled to Pelton wheels, each set controlled by Lombard
governor. In 1907, the water from the reservoirs, especially constructed at Bhatta through 16 inch-pipeline began turning the turbine and in 1909 the Mall Road was lightened up with 2000 candle powered arc lamps and other roads by means of 32 candle powered incandescent lamps. Network of wires to convey electricity current to the public lamps and private houses were also laid
down. The electricity generated from Galogi power station was sold at the rate of four annas per B.T.U (Board Trade Unit) while the water was sold at the rate of Rs 2 per 1000 gallons. At public stand posts it was sold free making the whole scheme unique in many
ways. Pitkeathly, the chief engineer of the contractors who almost lost his life in this endeavour, was able to accomplish the task by 1909. The Galogi hydro-power station became a jewel in the crown thus proving the claims of British philosopher, White Jefferson, correct that “The sun never sets on British
Empire.” In 1976, Uttar Pradesh Vidyut Parishad took over the project under its reins, that is now run by UJVNL, which has carried out renovation and up-gradation exercise making it one of the oldest hydropower stations still generating 3 MW of
electricity. The president of Mussoorie Hotel Association Ajay Bhargav believes that micro-hydro power station such as Galogi can be promoted as the heritage tourism site so that future generation engineers can emulate the design and apply it elsewhere in the country. |

Forest cover of India has increased

11 Talking to The Tribune in Dehradun a few days after release of India State of Forest Report—2013 in Delhi, Dr Anmol Kumar said while the Forest Survey of India has been preparing India State of Forest Report once every two years since the eighties, in the 2013 report, salient features of Indian forests have for the first time been included as a key
component. Kumar said the intensity of regeneration of forests, incidence of fire, injuries to crop, grazing, presence of grasses, presence of weeds, soil erosion and other linked factors have been included in the report, which he said will ensure better understanding of Indian
forests. He said only 48 per cent of recorded forest area of the country was regenerating adequately, while 24.30 per cent was regenerating inadequately. He said nearly 10 per cent of forest area was not regenerating at all. He said the area of forest not regenerating comes to around 75,021 square
kilometres. As for incidence of forest fires revealed in the report, 1.33 per cent of recorded forest area of the country has been affected by incidents of heavy forest fire, 6.48 of the recorded forest area has faced moderate forest fire and 46.10 per cent had incidents of mild forest
fire. Nearly 31 per cent of forest area is affected moderately by weeds while 16 per cent of the forest area is affected by dense weed. About 4.21 per cent of the forests are affected by very dense
weed. State of Forest Report 2013 prepared by the Forest Survey of India has revealed that the total forest and tree cover of the country as per assessment is 7,89,164 sq km, which is 24.01 per cent of the country’s geographical area. Out of this, 21.23 per cent of the geographical area of the country was under forest, which was 697,898 square kilometres while 2.78 per cent of the geographical area is under tree cover, which comes to 91,266 sq
km. The State of Forest Report —2011, prepared by the Forest Survey of India, has revealed that the country’s total forest cover, as per assessment, was 6,92,027 square kilometres. Thus, as per the 2013 report, an increase of 5,871 square kilometres of forests has been recorded in the country. |

Politicians feel Budget failed to take care of state
Pithoragarh, July 11 “Those were the days when policy makers at the Centre used to think that this part of Himalayan region is backward from infrastructural point of view and give several concessions in the Budget for education, health, transportation and in creating minor employment facilities through agricultural and horticultural activities in the region,” said Gopal Dutt Ojha, veteran Congress leader and former MLA from
Didihat. “Despite shortfall in agro and forest-based employment in the region due to enforcement of the Forest Act in 1980 and increasing unemployment, the Union Budget has not catered to the region keeping its special geography in mind,” said
Ojha. While politicians across the region are assessing the Budget according to their political leanings, the common man thinks otherwise. “We have been deceived by the Union Government in both Railway and General Budgets as neither have we been treated on a par with North-Eastern states, Himachal and Jammu and Kashmir in the creation of rail infrastructure, nor any provision made to create local jobs in the region to stop migration from villages,” said Vidya Ratan Kharkwal, a local resident in Pithoragarh
town. The Union Budget has been praised by local BJP leaders by saying that it has catered for the region and besides a Himalayan research institute, it will get worth Rs 10,000 crore in next 5 years for infrastructure development. The Opposition parties like SP, BSP and AAP have criticised the Budget by saying that it neither provided Green Bonus to the state nor industrial and disaster rehabilitation
package. “The provisions in the Budget indicate that the union Government has nothing to do with people of Himalayan states,” said Shamsher Singh Bisht, convener of the Uttarakhand Lok Vahini at Almora. Retired Army officers seem divided over 49 per cent FDI in defence production. They seem somewhat united on one-rank and one-pension grant in the Budget. Ex-Army Men’s League president Col. B.D. Kandpal (retd) has said that the provisions made for one-rank, one-pension will benefit over 1.75 lakh ex-Army personnel in the state, while Col Pramod Sharma (retd) said that FDI in defence production is not good for the nation as foreign companies will only sell their goods in the name sharing

Dehradun, July 11 Earlier, sangh members had gheraoed the office of college principal OP Kulkshetratha alleging irregularities in the admission process. A memorandum was also submitted to him demanding an inquiry into the
matter. In the memorandum, they said 2,000 prospectus were sold along with merit forms. “This is against the rules as only merit forms are sold to those seeking admission on the basis of merit. Also for every form that had three options under different heads, three separate forms were sold by the college management. Even though HNB Garhwal University has set July 15 as the opening date for the colleges, the sale of forms was started on June 25. This clearly indicates that the motive of the college is to given admissions to students from the ICSE and CBSE boards,” said the

Minister for timely completion of Kumbh Mela works
Dehradun, July 11 While presiding over a meeting held at the Vidhan Sabha today, Panwar asked the departments to nominate nodal officers for the Ardh Kumbh mela by July 15.
“The departments should also prepare estimates for the various temporary and permanent works and submit to the concerned department heads,” he said.
Emphasising on quality, Panwar also stressed on the need to set up an inspection team comprising engineers who could take site inspections for checking quality of the construction work. “There should be absolute coordination and team work for discharging duties as much would be at stake for the state for the mela in which scores of pilgrims and tourists are expected to visit both from India and abroad,” he said. |

Zohra Sehgal remembered
Dehradun, July 11 Zohra Sehgal died in New Delhi on Thursday. She was 102. Her maiden movie was “Dharti Ke Lal”, which was released in
1945. She was born in a Muslim family in Saharanpur (UP) on April 27, 1912. Zora Sehgal started out in the 1930s as a dancer. She was part of various Bollywood
blockbusters. Zohra Sehgal was conferred with Padma Shri in 1998. She was also honoured with other prestigious awards for her contribution to the film
industry. Meanwhile, Governor Aziz Qureshi has expressed grief over the death of Zohra Sehgal. He described her as a unique actress. “Her excellence in art gave her a special identity,” said the Governor, adding she would always remain alive in the hearts of her admirers.

Pithoragarh, July 11 “We sent a veterinary team by helicopter to the Byans valley today after sheep rearers from Kuti village Ratan Singh, Har Singh and Bishen Singh informed us about the continuing deaths of sheep in the absence of any veterinary medication,” said HC Semwal, District Magistrate,
Pithoragarh. The sheep rearers in the area adjoining Gunji and Kuti villages said the veterinary centre at Gunji had no medicines or staff to take care of their ailing animals. “Due to lack of medicines, the sheep owners had to return from the Gunji veterinary centre without treatment of their animals,” said Ratan Singh, a resident of Gunji
village. District Veterinary Officer, Pithoragarh, Dr PS Dhami, said the disease had spread from sheep which returned from lower valleys a week ago and were not vaccinated. “We have taken all precautions to vaccinate the sheep which went to higher reaches from lower valleys last month, but some sheep might have remained without vaccination. The disease seems to have spread from these sheep,”he said.
