Several areas of Dehradun witnessed power cuts for the second consecutive day today.

The supply of potable water has also affected due to an erratic power supply. Uttarakhand Power Corporation Limited (UPCL) officials said linemen had been directed to rectify technical snags to ensure uninterrupted power supply to consumers.

According to information, transmission lines on the EC road damaged after the branches of a tree fell on them. Two electricity poles also uprooted at Niranjanpur due to inclement weather.

Madhusudan, spokesperson for UPCL, said they would procure one million unit to bridge the gap between demand and supply of electricity in the state.

Agitated over the indecent remarks on women, given by the Trinamool Congress MP, Tapas Paul, members of the Janwadi Mahila Samiti staged a protest at the District Collectorate here yesterday.

The protesters submitted a memorandum to the Lok Sabha Speaker, Sumitra Mahajan, through the District Magistrate, Chandresh Yadav, demanding an action against the MP.

Leading the delegation, Indu Nautiyal said, “ Instead of discussing about providing security to the women, these MPs are passing such lewd remarks.”

Nuresa Ansari, Shakumbari Rawat, Vibha Singh and Sangeeta Devi, among others, were also present.

The day was observed as students’ day and Umesh Singh Negi, former state president, ABVP, flagged off the bike rally in which hundreds of ABVP members took part and the rally passed through many places in the city.

According to Siddharth Rana, president of DAV PG College student union, “we took pledge to keep fighting for the students’ cause and keep fighting for the students’ rights.”

Rice shortage hits mid-day meal scheme

Depleting reserves of rice and absence of new supply for the last three months has made doubtful the future of mid-day meals served to 8 lakh children in 1,176 primary and upper primary government schools of Uttarakhand.

Five lakh students of primary schools and three lakh students of upper primary schools are served cooked mid-day meals supervised by the School Management Committees (SMCs) for which the requirement of rice is 23,000 metric tonne 
per year.

Since May, the Department of School Education has not been allocated rice forcing it to depend on the reserves lying with schools, which too are also on the verge of getting exhausted. “Most of the schools open in mid-June and rice and dal are important components of mid-day meals. We will not be able to serve rice as our reserves are about to exhaust,” said PS Bisht, Joint Director, mid-day meal scheme.

All this while the supply was on course, in April the Department of School Education started facing problems regarding rice supply but the issue was resolved. Again the supply problem cropped up in May.

Sources claim that due to shortage of rice in Uttarakhand, the government was unable to procure it under the state pool and then provide it for the programme.

Due to an acute shortage of rice, the state government is dependent on the Central government to fulfil its needs. Besides, the state government’s hands are also tied due to its commitment to providing cheap ration under the National Food Security Scheme.

“Though as the Food Corporation of India (FCI) has agreed to supply us rice from October to tide over rice shortage, our concerns are related to immediate supply, beginning this month till September. So far, we have managed to solve the problem by opening up our reserves, but these too are about to exhaust. We are hopeful that the FCI will provide us rice for these months as well,” said Radhika Jha, project director, School Education. 

Grim scenario

  • At least 5 lakh students of primary schools and 3 lakh students of upper primary schools are served mid-day meals supervised by the SMCs. The requirement of rice is 23,000 metric tonne per year. However, since May, the Department of School Education has not been allocated rice forcing it to depend on the reserves lying with schools, which too are on the verge of getting exhausted.

Preparations for kanwar mela
DM tells hoteliers to form panel

Haridwar, July 9
District Magistrate D Senthyl Pendiyan yesterday held a meeting with representatives of traders’ unions, dharmshalas, ashrams and guest houses regarding the preparations of the Kanwar pilgrimage.

The meeting was held at CCR Tower in which the DM suggested formation of a panel of all hotels and dharamshala representatives. He said by forming a panel, they could remain in direct contact with the mela administration.

He said cooperation of traders was important as the number of kanwariyas was on the rise and since they stayed in hotels, dharamshalas, lodges and guest houses, it was important to ensure they were provided good faculties.

Pendiyan said all hotel and eateries should make a rate list of all food items and room charges prior to the commencement of the pilgrimage.

In the recent past, there have been instances of major confrontation between kanwariyas and traders on the issue of rate list.

On the suggestion of the Food Department officials, the DM made it clear that sampling of food items in hotels, dhabas, eateries and general stores falling on the kanwar patri stretch would be done on regular basis.

Jal Sansthan officials have been directed to install hand pumps on the kanwar route. Fire officials have been directed to keep hydrants and health officials to station ambulances.

Water supply during the fair will be increased by one hour and heavy police will be deployed on the kanwar route.

The Senior Superintendent of Police, Haridwar, Dr Sadanand Date, ADM GS Nangyal, CMO Dr Sushma Gupta, City Magistrate KK Mishra, Mukhya Nagar Adhikari Vipra Trivedi, along with Jal Sansthan and Power Corporation officials, were present at the meeting.

Meanwhile, streetlights and hand pumps are being installed at various points on the kanwar stretch.

Dharchula residents use Nepal telecom network

The Pangu-Askot-Aarakot Expedition 2014 that covered around 1,150 km, including 350 villages in 36 river valleys encompassing 7 out of 12 districts of the state, has brought out some startling facts about hill districts of Uttarakhand.

Sharing their experiences about the expedition at a press conference today, the participants revealed many lesser known facts of the state. Connectivity was very poor in the border districts as residents of Dharchula, Vyas, Chodas, Khela and Palpala in Pithoragarh district were found using Nepalese telecom company sims in their mobile phones. They are totally dependent on neighbouring Nepal for telecommunication services.

Similarly even in parts of Uttarkashi like the Bangaan valley that shares border with Himachal Pradesh, the residents were totally dependent on telecom towers in the neighbouring state, thus using sim cards of that circle to ensure themselves better connectivity. Further, many areas of in Uttarkashi and the Jausaar Bavar area of Dehradun were deprived of any telecommunication services.

Interacting with mediapersons, one of the participants to the expedition, Kamal Joshi said during the expedition they found that while canvassing for the panchayat elections, many candidates promised the voters better telecommunication connectivity, if elected.

Padma Shree awardee Shekhar Pathak, another participant, who was part of the 45-day expedition, said in higher reaches of both Garhwal and Kumaon, a large population was indulging in search of herb Keeda Jadi that fetched them a good amount of money. He said this Keeda Jadi hunt is being done with scant respect to fragile environment of the region. “Today the bugyals where this Keeda Jadi is being searched is full of generators, tents and other domestic goods,” Pathak pointed out.

Devendra Kaithola, another participant, said many people in hill districts of the state even today do not even have access to the basic amenities. He apprised that the rehabilitation work in the rain disaster area of the state seems to be very slow and not much has been done so far.

“Many regions do not have basic health and education facilities and they remain untouched by any development or scheme offered by the government,” Kainthola said.

Prakash Upadhaya, Akhil Jayram, Shankar Singh Bhatia and Bhupen Singh who remained from day one till the last day of the expedition were also present on the occasion.

Filthy public toilets irk residents in Mussoorie

The pathetic condition of public toilets managed by the Municipal Council has irked local residents, who are demanding an immediate solution to the problem.

Residents lambasted the Municipal Council for neglecting the town. They raised the issue of dirty public toilets at a meeting at Kulri Bazaar, near the Bhotia market, yesterday.

The residents urged Mussoorie Traders Association president Rajat Agarwal to raise the matter at an appropriate forum.

Ajay Uniyal, a trader from Bhotia market, said water from the toilet, adjacent to his shop, was seeping through the walls resulting in foul smell. This was also posing a health hazard for everyone.

Saleem, another shopkeeper at Bhotia market, said sanitation was a cornerstone of public health but it seems that the Municipal Council was bent upon risking the health of people. “The condition of more than 27 public toilets run by the Municipal Council was such that people were facing difficulty in using them,” said Subhash, another trader.

Manoj, a resident said, it was indeed painful to see that the Municipal Council was not interested in keeping the public toilets clean, despite charging eco-tax from tourists.

He said the Municipal Council had constructed a luxury toilet near the Roxy building but due to its unclean entry, tourists did not use it.

The smell emanating from the garbage collection store near the luxury toilet had forced the tourists to stay away from using the toilet that has been constructing after spending crores by the Municipal Council, said another resident.

Municipal Council Sanitary Inspector Virendar Bisht said the major problem was unavailability of water in public toilets. He said he had written to the Jal Sansthan to supply water to public toilets, but no action had been initiated so far.

Recession-hit SIDCUL seeks support in Budget

State Industrial Development Corporation of Uttarakhand Ltd (SIDCUL) entrepreneurs have sought budgetary support from the Union Government to raise demand for manufactured goods. Due to low demand, the production in SIDCUL factories at Rudrapur has remained low, at 35 per cent this year.

“SIDCUL factories are in the midst of a recession period these days, which has resulted in closure of some factories. The production in other factories, which are still resisting market lows, has gone down to 35 per cent of production,” said Ajay Tiwari, president of SIDCUL Entrepreneurs Welfare Association at Pant Nagar.

According to Tiwari, most of the factories at Pant Nagar SIDCUL have pasted “no vacancy” notices at their gates. Some have even laid off casual labourers due to lack of demand. “Pant Nagar SIDCUL is hub of auto section manufacturings. It is facing recession these days and demands have gone down by even 20 per cent for some models,” said Tiwari.

According to sources, technocrats and managers who have reached the SIDCUL in search of better packages of salaries and allowances, have now started fleeing the area as the factory owners have refused to entertain them. “Even the lower grade technical workers have started seeking jobs in big cities as due to recession, they are finding it difficult to sustain their families in lower pay packages,” said a SIDCUL source. According to information received from the district employment office at Rudrapur, till date, only 35 persons have been given employment in SIDCUL factories this year.

Meanwhile, Acquamal Water Solution Limited at Bhimtal has expelled 59 casual labourers as it has closed its water processing plant unit reportedly due to less demand.

“Due to market trends the second unit of our plant is on the verge of closure,” said Rajesh Negi, manager of Acquamal factory.

Jaunpur villagers gear up for Devi Kol festival

Villagers from Jaunpur region of Tehri Garhwal district are all set to celebrate Devi Kol biannual festival on July 16. The festival is organised twice, in April and during monsoons. It is a premier festival of Jaunpur celebrated in the honour of Bhadra Kal, the incarnate of Goddess Durga.

Devotees, mostly villagers from the region, will reach the temple situated at 5,500 feet, after an arduous trek of around 4 km from Kharak village. They will seek blessings of Goddess Bhadra Kali during the festival.

Women in traditional attire will also be participating in the festivities here. Devi Kol Mandir Mela Samiti member SS Rawat highlighted the fact that this festival was 150 years and the temple is revered among villagers of surrounding areas as well.

Rawat said on a clear day, one could see peaks like Trishul and Bundurpoonch on the north side and the Doon valley on the south. He added all preparations were in place and more than 2.000 persons were expected to come during the festival.

He said the government should include the festival in the tourism calendar of so that more people could see the culture of the region.

Nachni litchi growers await buyers

Off season litchi growers in the Nachni area of Pithoragarh are a worried lot these days as their produce, which is still on trees, is not getting buyers. Owing to destruction caused by the natural disaster last year, buyers from the Haldwani mandi are not reaching villages which are witnessing a bumper crop of the fruit this year.

“If our litchi could not sell in the next 15 days, it would start decaying, resulting in heavy losses to farmers of the Nachni valley in the Didihat block of Pithoragarh district,” said Jiwan Danu, a farmer of the valley.

According to Horticulture Department officials, over 200 quintals of prepared litchi crop is ready to be marketed in the area where small farmers have become dependent on it for their livelihood since it was planted by the Floriculture Department in 1960. “Till a few years ago, we used to invite traders from the Haldwani mandi. But this year buyers are not coming to the villages and the farmers are planning to sell their produce in the local market as the crop gets damaged if not sold in time,” said Danu.

Quiti, Timtia, Bhanskhal, Rasisbagar, Nachini, Ringunia Hupli and Bansbagar villages are the major litchi growers in the valley. The litchi crop ripes one month after the Terai litchi enters the market. “Being an off-season crop, our litchi used to go even to Delhi mandis till last year. But this year, traders are not visiting the area, possibly due to the fear of last year’s disaster as roads leading to the Nachni area fall in the landslide-prone zone,” said a farmer.

According to Horticulture Department sources, even they had to sell the litchi crop grown on government farms at lower prices as bidders from other states did not reach at the time of auction of the produce. “It is the result of lack of proper publicity. Had the farmers and district-level officials given proper publicity to the crop in regional newspapers, the results would have been different,” said IA Khan, Director, Horticulture, Ranikhet.

Justifiably so, the just-concluded three phase panchayat elections have been no exception as wives of several state-level politicians have won the zila panchayat member seats. For some, prospects have brightened up and they may even get elected as chairpersons of their respective districts with generous help from their husbands.

Prominent among the winners include Madhu Chauhan, wife of BJP senior leader Munna Singh Chauhan from panchayat area falling under Dehradun district, Rajni Bhandari, wife of Congress MLA Rajinder Bhandari, Deepa Dhami, wife of Congress MLA Harish Dhami from panchayat area falling under Pithoragarh district, Cabinet Minister Harak Singh’s wife Deepti Rawat, his associate Lakshmi Rana from panchayat areas falling under Pauri and Rudraprayag districts, respectively, and BJP MLA Puran Singh Fartyal’s wife Sushma Fartyal from panchayat area falling under Champawat district.

“It boosts the prospects of the state-level leaders to have candidates who are supported by them go on to win posts of zila panchayat members and ultimately the post of chairman,” said Prema Pandey, former chairman of Champawat district.

Madhu Chauhan, former chairperson, Dehradun zila panchayat, is the second-time aspirant for the post of chairman of zila panchayat and her husband is leaving no stone unturned to ensure the BJP party backs his wife fully by declaring her the official candidate of the party.

At the same time, Rajni Bhandari, former chairman of Chamoli zila panchayat too would be defending her seat.

Uttarakhand Minister for Medical Education too finds himself in an enviable position with his wife Deepti Rawat and close associate Lakshmi Rana aspiring for the post of chairperson of Pauri and Rudraprayag districts, respectively.

“The trend to field wives for the panchayat elections by district-level leaders of political parties were not new, but a new trend has emerged with state-level politicians too pitching for their wives at the panchayat level. It helps them nurture their Assembly segments and initiate development works according to their own priorities,” said Prakash Suman Dhyani, BJP spokesperson.

Boy held for assaulting 12-yr-old girl

Police have arrested a boy for allegedly assaulting a 12-year-old girl in the Dalanwala police station area here today.

The incident reportedly occurred at Karanpur.

According to the Dalanwala police, on Wednesday afternoon, the girl went to the terrace while the 15-year-old accused was flying kite on the rooftop of the adjacent house. Upon spotting the girl, the boy allegedly started speaking to her and called her to his side of the rooftop, police said.

He then allegedly took the girl inside one of the rooms in his house and assaulted her. The girl reported the incident to her parents, who informed the Dalanwala police about it.

After getting the medical examination of the victim done, Dalanwala police arrested the boy. He was presented before the juvenile court, from where he was sent to a juvenile detention centre in Dehradun.

Officials fail to check overflowing of underground east canal

The state government’s tall claims of efficiency are in tatters as residents and commuters are facing inconvenience due to overflowing of the underground east canal. It has got mixed up with the sewer lines at Survey Chowk on the East Canal road here.

It has been more than two weeks that sewer water has been flowing on the main road. It took the authorities more than a week to react and pinpoint the problem to start the repair work. It has now been a week that work has been going on, but the authorities have failed to fix the problem, causing problems to public including commuters on the busy Survey Chowk.

Even as the choked canal is situated by one of the busiest inter-crossings of Dehradun — Survey Chowk, the department’s efforts are moving at snail’s pace.

The lethargic approach of the state Irrigation Department can be judged from the fact that overflowing of sewage water has been witnessed over the last 15 days.

Traffic jams have been noticed due to repair of the choked canal. The situation is the worst during the peak morning and evening hours. The department is yet to take concrete steps to remove garbage and repair the damaged canal despite VIP movements take place on EC Road of the capital.

Department officials say clearing of solidified garbage and pumping out of sewage water from the canal is a long-drawn and continuous process. According to him, communication cables adjoining sewage pipelines have caused the situation to deteriorate as the garbage could not find a way to pass through the canal.

Talking to The Tribune, Executive Engineer of Irrigation Department (Canal), Sunil Kumar said the canal was choked due to dumping of garbage and other solid waste into the canal by residents. He lamented that residents dumped garbage including solid waste into the canal after opening of its chambers at different places.

He said the canal would be reconstructed once garbage clearing is complete in the coming days. He hoped that the canal is repaired by the weekend.

Kumar said the repairing staff has been strictly instructed to expedite the work in order to avoid inconvenience to residents.

The PWD and Peyjal Nigam are also working to clear garbage from the choked canal but their efforts went in vain as overflowing of water continued even after three weeks. Department officials have claimed that the canal repair has been undertaken on a war footing.

The department continued repair of the canal on Wednesday. Flow of vehicular traffic was disrupted at Survey Chowk as the department dug up EC Road to carry on repair work.

One-rank, one-pension scheme

Urging ex-servicemen not to get misguided by vague details being circulated regarding one-rank, one-pension scheme, Dehradun Ex-Services League president Brig KG Behl (retd) has asked them to wait for final orders.

Behl said, “A number of people are enquiring about the present state of the one-rank, one-pension scheme which was sanctioned by the government in April.” A letter from the Controller General of Defence Accounts to consider the proposal of service headquarters and examine other modalities is in circulation there days. The letter says OROP implies that uniform pension be paid to the Armed Forces personnel retiring in the same rank with the same length of service, irrespective of their date of retirement and future enhancement in rates of pension to be automatically passed on to past pensioners.

Garbage dump, stench greet visitors at Paltan Bazaar

A garbage dump and unbearable stench emanating from it greets a person when he enters famous Paltan Bazaar from Dispensary Road in the state capital. Shopkeepers and vegetable sellers on Dispensary Road have to face this ordeal everyday.

A majority of commuters, especially tourists, enter Paltan Bazaar from this road and feel appalled to see this pathetic insanitary condition. The stench is so strong that it becomes impossible to cross the section without covering noses.

The mismanagement on part of the Dehradun Municipal Corporation (DMC) and its sanitation workers is the main reason behind this smelly mess. The situation deteriorated further after a dustbin installed by the DMC was removed around two years ago. Since then garbage collected from the entire market is being dumped in the open by the sanitation staff of the DMC.

Despite several protests and requests by the shopkeepers of the area, the DMC has done nothing done to clear the garbage. The DMC is already trying hard to manage the sanitary conditions in the city. In fact, it was because of his failure to keep the city clean that previous Mukhya Nagar Adhikari Ashok Kumar was sacked.

Shamsheer Ahmed, whose garment shop is opposite the garbage dump, told The Tribune that “we have raised the issue with DMC officials several times but nothing has been done so far. The DMC officials visit the site and after giving assurances do nothing to resolve the situation.”

Mohammed Arif, another shopkeeper in the area, said the DMC staff were responsible for the situation. “The garbage collection truck comes at 10 am every day and clear the dump. Soon after the DMC sanitation workers arrive and start dumping garbage collected from the shops and roads at the same spot. We have requested them several times not to dump garbage after the truck leaves, but they instead start quarreling with us,” he added.

“The DMC has failed to provide a dustbin in the area despite repeated requests for the last two years. Also, there is no arrangement of bleaching powder for sprinkling on the dump. Sometimes, bleaching is done once a month. Our business is also getting affected as no customer likes to buy products from a shop where unbearable smell greets them,” said Harish Oberoi, another shopkeeper.

Mukhya Nagar Adhikari Harak Singh Rawat said he was aware of the problem and would make a permanent concrete dustbin at the place to ensure garbage was not scattered. We are also modifying the timing of garbage dumping. Instructions have been passed to the sanitation staff to complete their work by 10 am so that the garbage collection truck carries the entire lot in one go and the place is not littered,” he added.

SSP presides over crime review meeting

Senior Superintendent of Police (SSP), Dehradun, Ajay Rautela, took a crime meeting of the district with all senior police officials to review the law and order situation in the district.

All heads of police stations and chowkis in the district along with Circle Officers (COs), Superintendents of Police (SP) City, SP Rural and SP Traffic were present during the meeting.

Issues like pending investigation in the cases, review of crime situation in the district, status in the wanted criminals who are absconding were discussed during the meeting. The SSP also patted the officials on their back for conducting free and fair panchayat elections in the district.

Heads of police stations and in charge of police posts also communicated their side of the problems to the SSP during the meeting.

BSNL to install towers in border areas

BSNL will soon install new telecommunication towers at six places in the Dharchula area.

According to information, telecom network in this border region is very poor. A section of local residents are reportedly using SIM cards of Nepal-based telecom companies as they provide better connectivity.

Mahendra Pati, GM, BSNL (Almora), said, “New towers will be installed at Dharchula, Tapovan, Nigalpani, Jualjibi, Thanidhar and Kalika to ensure better mobile connectivity in the border subdivision.”

Pati said these towers would be equipped with radio media facility to ensure better connectivity.

Residents of Dharchula subdivision said the network of the local mobile companies in the Jauljibi, Gothi, Tawaghat, Talla Darma, Malla Darma, Byans and Chundas valleys was very poor. They were forced to buy connections of Nepal-based telecom companies.

Pramod Kumar, SDM, Dharchula, said, “The Government of India is yet to approve our proposal of installing new mobile towers in the area. We are in touch with the government and are hopeful of getting permission soon.”

According to BSNL sources, the landline and cellphone connectivity is available only in some parts of Dharchula town.

Residents elated at decision to upgrade school

The residents have welcomed the decision of the education department to upgrade the government high school into an inter college at Buraskhanda near Mussoorie.

The residents had been demanding an inter college in the area since a long time but it was fulfilled only after concerted efforts of the Urban Development Minister Preetam Singh Panwar.

Chief Minister Harish Rawat, acceding to the demand, passed the order of upgrading the government high school into an inter college, said former principal of the school Lalit Mohan Kala.

The elated residents said that with the upgradation of the school into an inter college the students, mostly from poor strata who had to walk around 25 km resulting in high dropout rate, will be able to receive education further, without hindrance.

Another resident, Jaipal Bhandari, said that with this decision the students will save time and concentrate on their studies in a much better way. The residents thanked the urban development minister for his cooperation in the matter.

City bus operators stage protest against RTO

City bus operators staged a protest against the Regional Transport Office (RTO) here today. They are opposing a special drive launched against them. The protesters also submitted a memorandum to ARTO Sandeep Saini.

The state transport department has launched a special drive against those bus operators who are flouting norms. Challans have also been issued to a section of bus operators for overloading and driving without license.

Chairman of the City Bus Union Vijay Dandriyal said the RTO should have launched this drive against Vikram operators, who often violate norms. — TNS

Online monitoring system developed in state

An online monitoring system, similar to that of the Union Cabinet Secretariat, has been developed in the state.

Under the system, details of projects ranging from Rs 100 crore to Rs 1,000 crore have been uploaded. The portal is linked to the national portal.

A meeting of the state project monitoring group (PMG) was held at the Secretariat today with Chief Secretary Subhash Kumar.

It was stated that nine projects of more than Rs 100 crore had been uploaded on the E-PMS portal. The selected nodal officials of the related departments had been provided training in this regard. The pending projects will be monitored at the state level. If there is a hurdle at the Central-level, it would be immediately transferred to the national portal, where it would be monitored at the Union Cabinet Secretariat. As part of this, nine projects were reviewed at the meeting.

A clearance has to be obtained from the National Wildlife Board for the Hemkund Ropeway Project. The proposal has been submitted to the Forest and Environment Ministry. Requests will be made for clearance of the Jalandhari Gaad (24 MW), Siyan Gaad (11 MW) and Kakora Gaad (12 MW) that falls in the Uttarkashi eco-sensitive zone. For this, Chief Minister Harish Rawat will have to request the Union Environment Minister that small hydro power projects of 25 MW and below should be permitted in the eco-sensitive zone.

Similarly, Rs 50 crore has to be released by the Union Government as the second instalment for Dehradun’s 147 km sewer lines and two sewerage treatment plants.

The construction agency for the Dobra Chanti suspension bridge will be decided by the end of this month. The formalities of forest clearance for the construction of Vidhan Sabha and Secretariat buildings in Raipur have been completed. An approval will be received soon. The process is on for the Gairsen Vidhan Bhavan and mini-Secretariat.

Present at the meeting were Additional Chief Secretary Rakesh Sharma, Secretary, Urban Development, DS Garbyal, Secretary, PWD, Amit Negi, Additional Secretary, Planning, C Ravishankar, Member Secretary, Pollution Control Board, Vinod Singhal and other senior officers.

Cong misusing relief funds to lure voters: BJP

The Uttarakhand BJP has lodged a complaint with the Chief Electoral Officer that the Congress is allegedly misusing the Chief Minister’s Relief Fund in Dharchula to lure voters to cast vote in favour of Chief Minister Harish Rawat in the Assembly byelection scheduled for July 21.

Led by former minister Prakash Pant, the party leaders met Deputy Electoral Officer Soujanya today and submitted their complaint.

“The Congress has distributed cheques for Rs 5,000 each to the people of Dharchula to lure them to vote for Chief Minister Harish Rawat in the Assembly byelection. This amounts to violation of the model code of conduct,” said Pant. He added even the Returning Officer, Dharchula, was working at the behest of the Congress and should be removed.

Mass casual leave by review officers

Review officers, owing allegiance to the Association of Uttarakhand Secretariat Officers, remained on mass casual leave, parlaysing work at the Secretariat for the second day today.

Deepak Joshi, general secretary of the association, said they would be forced to intensify their stir in case their demands were not met.

“We are ready for a long haul and the two-day mass casual leave was just a beginning of our agitation,” said Deepak Joshi.

Meanwhile, PS Jangpangi, secretary, Secretariat Administration, has been critical of the method adopted by the review officers. “We have been constantly holding talks with them and they should not have resorted to mass leave,” he said.

Minerals Development Council office inaugurated

He said that every possible step would be taken by council for environment conservation.

He said that strict action would be taken against those land-mafias who are found guilty of illegal mining in the state. Champion said that department will strictly implement eco-sensitive zone related guidelines for environment conservation.

He said that a committee comprising scientists, and geologists would be formed for looking avenues for mineral development in state. He said that mining has been stopped since June, 30 in the state, and strict action would be taken against those who are indulging in illegal mining.

Online Budget allocation, e-payment begin

The provision of online Budget allocation and e- payment has started in the state. District magistrates would be given Rs 750 crore for district management.

As per the new project, district management Budget would be allotted to DMs. Earlier, the Budget was allotted through secretary of administration department.

Chief Secretary Subhash Kumar held a video conference with all DMs on this issue. Additional Chief Secretary and Principal Secretary, Finance, Rakesh Sharma said that Budget allocation process had been simplified and made uncomplicated. — TNS

Child rights commission comes to aid of minor girl

The State Commission for Protection of Child Rights (SCPCR) has not only forced the district authorities to initiate an action against a doctor and a nurse, but also payment of compensation to a nine-year-old girl.

The SCPCR has come to the aid of the girl, who lost her hand due to the alleged negligence of government doctors at Almora Hospital.

Six months back, the girl was admitted at the Almora hospital. Instead of receiving treatment for her injury, the girl lost her arm. The parents of the girl then approached the SCPCR which in turn asked the District Magistrate to set up an inquiry and initiate action,

“In it’s report, the District Magistrate has recommended an action against the doctor and the nurse and also a compensation of Rs 1, 75,000 to be paid to the girl,” said Ajay Setia, chairman, SCPCR.

He said this was the first case where a nine-year-old would be paid compensation for losing a limb after the SCPCR intervened.

Sand mining: NGT issues notice to 24 persons

New Delhi, July 9
The National Green Tribunal has issued a notice to 24 persons for carrying out illegal sand mining activities in Haridwar district.

A Bench headed by Justice Swatanter Kumar sought response from all of them after the counsel for the Uttarakhand government told the tribunal that certain people were carrying on illegal sand mining.

“We have issued a show-cause notice to all 24 persons who have been found by the state government to be carrying on illegal mining activity in Haridwar,” the Bench said.

It also held that in terms of the provision of the Section 15 of the NGT Act, they are to be held responsible for causing damage to the environment and ecology.

The state’s counsel told the Bench that it has suspended the licences of all 24 people. — PTI
