A local court today sentenced a teacher to 10-year imprisonment for raping a Class 9 student of his school while the headmaster was sentenced to one year imprisonment for attempting to hush up the matter. Apart from imposing fine on both, the court directed the teacher to pay Rs 2 lakh compensation to the victim. Failure to comply with the direction would invite further legal action, it warned.

Disposing of the petition, Justice Rajive Bhalla asked the company to pay initial ad money of Rs 5 crore to the Gurgaon Municipal Corporation within four weeks. The Bench also made it clear that the balance amount was to be settled through an arbitrator.

Accused fires at police party; hurts 1

A head constable was shot at and injured when some persons attacked the police team which had gone to arrest an accused in Nangal village of the district today. Youth caught supplying synthetic drugs
Ambala, July 11
The district drug control authorities today caught a 19-year-old youth with 7,872 capsules of spasmo proxyvon, an antispasmodic drug used as a synthetic drug by addicts. The breakthrough came when the drug control officers along with the police intercepted one Goldy near Panjokhra village and recovered the capsules from him. On being questioned, he said he had bought it from Uttar Pradesh and was going to supply these to some dealers in Punjab. Sunil Dahiya, district drug control officer, said the department had a tip off, working on which they were able to arrest Goldly, who lives at Saha in Ambala district and had recently started trading drugs for monetary gains. He said the drug cache recovered from him had been confiscated. He would be produced in the court tomorrow. TNS

2 workers die in mishap at Panipat dyeing unit
Panipat, July 11
In an industrial mishap, two labourers were killed and five injured due to a blast in a dyeing machine at a unit at HUDA sector 29 part II today. Mohammad Akhtar (40) died on the spot, while Ajay Tiwari (38) was taken to a private hospital where he was declared dead. Three injured labourers have been identified as Dashrath, Tura and Bipin. All victims hailed from Bihar. The blast in a spin-flow dyeing machine installed at Anand Tex International occurred when its temperature shot up instantly. The police said no one had come to lodge an FIR. Meanwhile, representatives of Indian Federation of Trade Unions have demanded arrest of the factory owner for negligence. TNS

Harwinder Kalyan resigns from BSP
Karnal, July 11
Harwinder Kalyan, who had contested the 2009 Assembly election from Gharaunda on the symbol of Bahujan Samaj Party (BSP), today quit the party. He had remained on the third position in a triangular contest. Harvinder said he had sent his resignation to Naresh Saran, state president of the BSP and would discuss the issue with his supporters in the coming days to take further action. He said the decision to resign had been taken after consulting the supporters and the next decision would also be taken on their consent. After completing his engineering in 1989, Harwinder Kalyan started his political career with Bhajan Lal. He joined the Haryana Janhit Congress (HJC) with Bhajan Lal in December 2009. Power crisis evokes protest
Bhiwani, July 11
Residents of Jatu Lohari village blocked the Bhiwani-Hansi road in protest against erratic power and water supply in their village today. The blockade resulted in traffic on the road causing inconvenience to commuters. Villagers said they had been taking up the issue with the authorities but in vain. Balbir Singh, a villager, said the village has been getting mere two to three hours power supply daily. “We have to come out on road as a last resort,” he said. The Haryana Vidhan Sabha today tabled details of The Haryana Sikh Gurdwaras (Management) Bill 2014 (which was later passed and turned into an Act) on the floor of the House giving a detailed outline on how the newly approved body for the management of the gurdwaras would function.

An equivalent of the Shiromani Gurdwara Parbandhak Committee (SGPC), the Haryana Sikh Gurdwara Management Committee (HSGPC) would have a 40-member House. Established to ensure proper management and control of gurdwaras and gurdwara properties in the state, the committee will be a body corporate having perpetual succession and a common seal. It will be headquartered at Kurukshetra and will have regional offices at Panchkula and Jind.

Besides the 40 members, who would be elected from various wards to which the entire state shall be divided in accordance with the provisions of this Act; another nine members would be co-opted by elected members. Out of these co-opted members, two will be from among Sikh women; three from scheduled castes and backward class category; two members from amongst the general category having extensive knowledge of Sikh tenets; and yet another two members shall be co-opted from amongst presidents of registered Singh Sabhas in the state.

Adhoc committee in charge

After the enforcement of this Act, till elections are held, the Act provides for setting up of an Adhoc Committee comprising 41 members nominated by the Haryana Government to manage, supervise and take over all assets of gurdwaras, including movable and immovable properties. An elected HSGPC will be put in place in no later than 18 months, including the period spent on delimitation of wards and registration of eligible voters.

These nominated members will elect their president, senior vice-president, junior vice-president, general secretary, joint secretary and six members, who shall be members of the Executive Board of the committee in its first meeting to be convened and presided over by the officer appointed by the government. The current adhoc committee and the Executive Board shall cease to exist after the formation of a new Executive Committee.

These co-opted members have been given the right to vote for the purpose of election of office-bearers and other members of the Executive Board. The term of office of co-opted members shall be co-terminus with the five-year term of the elected members of the committee.

Voter eligibility

To determine the eligibility of voters, the legislation says a voter must be a resident of Haryana and a Sikh not less than 18 years of age. However, a 'patit' or one who shaves his beard or 'kesh' cannot be a voter. People consuming tobacco, kutha (halal meat) or intoxicants and alcohol have been denied the right to vote. Before registration, potential voters will have to file a declaration saying they fulfill all conditions.

Co-opted member's criteria

A co-opted member must be a citizen of India with a minimum age of 25 years and must be an Amritdhari Sikh. Besides, a HSGPC member cannot be an undischarged insolvent, convicted of an offence involving moral turpitude or dismissed from service by the government, board, committee or any other local authority, on account of moral turpitude. He cannot be a paid servant of any gurdwara. Any person unable to read or write Punjabi in Gurmukhi script will not be eligible to be co-opted.

Commissioner to review poll

The government will also by notification appoint a Commissioner, Gurdwara Elections, in whom shall vest the powers of superintendence, direction, control and preparation of electoral rolls for, and conduct of, elections of members of the committee. Only that person will be appointed Commissioner, who is a citizen of India and possesses judicial, administrative or executive experience as a senior officer for a period of not less than 10 years.

The legislation has put eight gurdwaras on the list of historical gurdwaras notified under Section 85 of the Sikh Gurdwara Act, 1925, and another 17 gurdwaras that have an income of over Rs 20 lakh annually.

Leading the attack, Leader of the BJP Legislative Party Anil Vij termed the Congress’ decision to hold a two-day session as a ‘mockery of democracy’. He said the members would not be able to put across their views in such a short duration.

While pleading for at least 15 sittings in the current session, Vij said many MLAs would have got ample time to express their views, if the session was held for a long duration.

Parliamentary Affairs Minister Randeep Surjewala said the move to hold two-day session was the unanimous decision of the Business Advisory Committee (BAC) of the House which includes BJP MLA Kavita Jain as a member. INLD member Ashok Arora wanted the House to review the BAC’s decision. “The BAC decision can always be reviewed by the House,” he said.

INLD member Ram Pal Majra said while the Delhi Assembly sat for at least 21 days, the Himachal Pradesh Assembly used to conduct 31 sittings annually. On the other hand, the Haryana Assembly held seven sessions per year which was a matter of concern as the members did not get enough time to raise and debate on important issues.

No Question Hour

While the Treasury Benches concentrated on getting the Haryana Sikh Gurdwaras (Management) Bill, 2014, passed, there was no Question Hour in the Vidhan Sabha on Friday. BJP leader Vij criticised the state government for doing away with the Question Hour, which would have provided a platform to House members to raise important issues.

The Haryana Vidhan Sabha today passed an amendment to the Haryana Private Universities Act, 2006, and the National Law University Haryana Act, 2012. The House voted on the Bill to amend the Haryana Private Universities Act, which would now be called the Haryana Private Universities (Second Amendment) Act, 2014.

It also passed a Bill to amend the National Law University Haryana Act, 2012. This Act would now be called the National Law University Haryana (Amendment) Act, 2014. According to the amendment, National Law University at Sonepat will now be called Dr BR Ambedkar National Law University.

Meanwhile, the Vidhan Sabha paid rich tribute to prominent personalities who passed away in between the end of the previous session and the beginning of the current session. Members of the House observed a two-minute silence to pay homage to the departed souls.

Chief Minister Bhupinder Singh Hooda, who is also the Leader of the House, paid tribute to former Union Minister Gopinath Munde, former Haryana Ministers Dhirpal Singh and Katar Singh Chhokar, former member of State Legislative Assembly Pratap Singh Chautala, freedom fighters, martyrs of the state and other dignitaries who expired during this period.

Vidhan Sabha Speaker Kuldeep Sharma also read out obituary resolutions and paid tribute to the departed souls. Ashok Arora of INLD and Anil Vij of BJP read out obituary resolutions on behalf of their parties.

Govt in hurry to appoint Rohtak health varsity VC

Authorities seem to be in a hurry to appoint the Vice-Chancellor of the Pt Bhagwat Dayal Sharma University of Health Sciences (UHS) here after incumbent VC Dr SS Sangwan submitted his resignation a week ago.

They want to appoint the VC before the tenure of the present Haryana Governor-cum-Chancellor of the UHS expires later this month. Hence, a meeting of the UHS Executive Council has been hurriedly called on July 14 to finalise the members of the search committee, to be constituted to short list the candidates for the post. The state government will appoint its nominee and the selection process will commence and conclude within the next few days of the meeting of the executive council.

Sources said the search committee might comprise former Medical Council of India chairman and PGIMER Director Dr KK Talwar and Faridkot-based Baba Farid University of Health Sciences Vice-Chancellor Dr SS Gill.

The statutes pertaining to the appointment of the UHS Vice-Chancellor maintain that the aspirants should have attained national/international status in the field of teaching/research or professional competence. However, the authorities concerned are likely to follow the unwritten statutes of regional and caste considerations. The sources say the new Vice-Chancellor is likely to be from the farming community of the state and outside the campus.

As of now, the names of Dr RS Tonk, Dr Kartar Singh and Major-Gen Dr Shamsher Singh are making rounds for the coveted post. Besides, incumbent PGIMS director Dr Chand Singh Dhull, PGIMS Registrar Dr Sarla Hooda and Dean Dr VK Jain are also said to be in the fray.

BJP promises to review N- project

The fate of the upcoming nuclear power plant at Gorakhpur in Fatehabad will depend on the results of the state Assembly elections, with the BJP today announcing that it would review the project’s location, if voted to power. The INLD has already announced that it would not allow the nuclear power project to be set up at Gorakhpur due to the hazards associated with it.

BJP’s national executive member Manohar Lal Khattar, who was in Gorakhpur today to address a public meeting, made it clear that party was not in favour of setting up the nuclear power plant at fertile land of Gorakhpur.

Khattar said the BJP had supported the agitation by farmers, when the government started the process of land acquisition for the project because it was of the view that such a fertile agricultural land should not be wasted for the nuclear power project.

He said though a majority of farmers had already accepted the compensation given to them by the government, the BJP’s still concerned for the wastage of fertile land and shortage of irrigation water, leading to problems for farmers of this area.

“We are not against the setting up of nuclear power projects in principle. But, we will definitely review the project once the BJP comes to power in Haryana and will shift it to some other place in the state where the land is not as fertile as it is in Gorakhpur,” Khattar said while interacting with mediapersons.

Former Prime Minister Manmohan Singh laid the foundation stone for the Gorakhpur Haryana Anu Vidyut Pariyojna (GHAVP) on January 13.

‘Party will storm to power on its own’

BJP’s national executive member and chairman of the party’s Election Committee in Haryana Manohar Lal Khattar today said the party would come to power on its own in the state.

Addressing a public meeting organised by a social activist Narendra Siwach, who joined the BJP today along with his supporters, Khattar said several leaders of other parties were making beelines to enter the BJP because they know that the state’s future rested on the saffron party.

Criticising the Haryana Government led by Bhupinder Singh Hooda, Khattar said that his only achievement was to sink the state under the Rs 80,000-crore debt and render youths directionless and take to crimes for the want of jobs and quality education.

“Hooda does not get tired boosting the number one position for Haryana. But the children getting education schools and colleges in the state were not employable anywhere. In contrast, youths from Gujarat, Kerala and even Punjab were getting jobs in the US and other countries,” said the BJP leader.

Khattar also castigated the Hooda government for its failure to combat the menace of female foeticide by providing safety and security to women and empowering them with education and employability.

He said the people voted Narendra Modi to power at the Centre, because they were convinced with his vision for the country and now, the people want Modi’s vision to be translated into reality in Haryana.

BJP’s state general secretary Subhash Barala, state executive member Jagdish Chopra and several other leaders spoke on this occasion.

Addressing mediapersons, Khattar said BJP’s new president Amit Shah would soon take a call on the party’s alliance with the HJC.

A local court today sentenced a teacher to 10-year imprisonment for raping a Class 9 student of his school while the headmaster was sentenced to one year imprisonment for attempting to hush up the matter. Apart from imposing fine on both, the court directed the teacher to pay Rs 2 lakh compensation to the victim. Failure to comply with the direction would invite further legal action, it warned.

“The court sentenced main accused Rajinder, a teacher, to 10 years imprisonment for raping a minor girl. School headmaster Sadhu Ram was sentenced to one-year imprisonment for his attempts to pressure the victim and her family to save the accused teacher and other attempts to hush up the matter,” RS Sindhwan, the victim’s counsel, said.

The victim, who is from Farain Kalan village, told her parents on May 16, 2013, that her teacher Rajinder had been sexually exploiting her for several days.

Her parents took her to the Narwana Sadar police station and lodged a complaint. When other villagers learnt about of the girl’s plight, they reached school and thrashed teacher both Rajinder and Sadhu Ram.

“We thank the court for delivering justice. The government must take steps to prevent the occurrence of such crimes in schools and other places,” said a relative of the victim after the verdict.

The court of Additional district and sessions judge Kanchan Mahi had convicted both Rajinder and Sadhu Ram on July 8, but had reserved her decision for July 11.

Today, she announced the quantum of sentencing and imposed a fine of Rs 26,000 on Rajinder and Rs 10,000 on Sadhu Ram.

Minor gangraped in Sirsa

The Sirsa police have registered an FIR against two youths of Kotli village in Sirsa for in the alleged gangrape of a 15-year-old. The incident occurred on July 4, but the FIR was lodged on Friday after efforts to settle the matter at the village level failed. The girl alleged two unidentified youths kidnapped her from outside her house on July 4 and took her to a warehouse and committed the crime.

Weak monsoon has prompted farmers to opt for alternative crops in this district. Pre-monsoon showers had raised hopes of a good produce, but going by the low-intensity monsoon, things are not looking good.

Subdivisional Agriculture Officer Satish Kumar Nara, who visited villages in the district, said that leave aside the paddy crop, there were signs of dehydration in the sugarcane crop. “Farmers are concerned about the scarcity of water. Some of them are planning to go for alternative crops and have demanded maize seeds,” he said.

As per reports, Nara said, rain was expected in a couple of days and the situation would improve.

Farmers in Addo Majra, Ahma Ahma, Amipur, Baba Heri, Baknaur, Sonti, Ugara, Tharwa and other nearby villages said those who had already sown paddy were anxious over weak monsoon. Understandably so, as the input costs are set to rise.

Pritam Singh of Ruppo Majra said pumping out underground water using diesel generators was proving costly as power supply remained erratic. “Frequent breakdown of the system forces them to spend thousands of rupees extra on diesel,” he added.

In some other villages, where farmers have already sown paddy, an extra effort is being made to keep the saplings under water. The farmers are spending extra money to pump out underground water. Those who could not arrange the continuous supply of water, their fields have started drying up.

Eshar Singh of Tar village said due to unfavorable weather conditions, several farmers in his village had not sown paddy yet. “They are waiting for the rain to arrive in full force,” he said.

“Only rain can revive the crops. Otherwise, the saplings will wither away,” said Sarangpur village resident Mahinder Pal Singh, who has sown paddy over 5 acres.

Cong launches drive to shortlist candidates

New Delhi, July 11
Having decided to contest the upcoming Assembly elections in Haryana under the leadership of Chief Minister Bhupinder Singh Hooda, the Congress embarked on an exercise to shortlist a panel of prospective party candidates.

A set of 10 facilitators have been identified and some have already started their work to ferret two or three candidates based on a set of benchmarks prepared by the party and its managers.

The facilitators, who were earlier known as observers, have been given a three-page questionnaire that seeks response. Their report will be submitted directly to president Sonia Gandhi and vice-president Rahul Gandhi.

Congress sources said these facilitators had been asked to prepare a report for the nine segments under each of the 10 parliamentary constituencies. Gurgaon ad revenue case
HC appoints Justice Singhvi sole arbitrator

The Punjab and Haryana High Court today appointed former Judge of the Supreme Court Justice GS Singhvi the sole arbitrator in the Gurgaon ad revenue case. Disposing of the petition, Justice Rajive Bhalla asked the company to pay initial ad money of Rs 5 crore to the Gurgaon Municipal Corporation within four weeks. The Bench also made it clear that the balance amount was to be settled through an arbitrator.

Gurgaon Municipal Commissioner Parveen Kumar, on the previous date of the hearing, suggested Justice Singhvi’s name for the sole arbitrator. The name was not opposed by the other party.

The order by Justice Bhalla came on a petition filed by Advert Communication Private Limited and another petitioner after hearing at length Gurgaon Municipal Commissioner Parveen Kumar, who was assisted by Gurgaon MC counsel Sadhna Pathak.

The controversy hovers around the payment for installation of advertisements on “unipoles”. The petitioners had challenged the issuance of a notice of demand calling upon them to discharge their contractual liability regarding 72 “unipoles” admittedly allotted to them by way of separate contracts.

Kumar has all along been asserting that advertisements were installed on unipoles in accordance with the terms and conditions of the contracts. Therefore, the petitioners were required to discharge their liability.

The counsel for the petitioners, on the other hand, submitted that 63 unipoles were not installed on the same date, but from time to time depending upon the availability of site. The counsel further submitted that while issuing the demand notice, the corporation had not considered the sites removed were never relocated or re-allotted.

Accused fires at police party; hurts 1

A head constable was shot at and injured when some persons attacked the police team which had gone to arrest an accused in Nangal village of the district today. Sources said the police had gone to arrest Rajender, an accused in a criminal case. He had been evading his arrest for many days and the police got a tip-off about his presence at his house.

The police said they had arrested Rajender and were taking him in a private vehicle when his family members, including women, attacked them with lathis and axes. They assaulted the police and damaged the windowpanes of their vehicle, finally managing to free the accused. Rajender then fired at the police team and one of the policemen, head constable Ravinder Singh, was hit in the leg.

SHO Ashok Kumar said the injured head constable was admitted to a private hospital in Hisar. The police have registered a case of attempt to murder and obstructing the police in performing their duty under the IPC against Rajender, his mother Rukmani, father Hosiar Singh, two aunts Maya and Sahbo, cousins Sandeep, Devender, Rajesh, and others.

One booked for obscene Facebook post

The Sirsa police have registered a case of obscenity under provisions of the Information and Technology Act against an unidentified person for posting objectionable material on Facebook and tagging a woman member of a leading political family in the post.

An unidentified person is alleged to have used a Facebook ID created under the name of Manpreet Kaur Manpreet and posted obscene material on the website two days back.

The accused tagged a few Facebook friends, including the woman. On the woman’s complaint, the police registered a case under sections 294 of the IPC and 67 of the Information and Technology Act against the accused. The police said investigations have been started. — TNS

5 Bangladeshis arrested

Faridabad: The police have nabbed five Bangladeshi nationals from sector 8 here. The accused had been residing in the city without any valid documents, said the police. — TNS

HC reserves verdict on Chautalas’ pleas

The Delhi High Court today reserved its verdict on the appeals filed by Haryana’s former Chief Minister OP Chautala (see pic), his son Ajay Chautala and 53 others, challenging their conviction in the teachers’ recruitment scam.

Chautala and his son are serving a 10-year jail term for committing irregularities in the recruitment of 3,032 JBTs in 1999-2000.

On January 22, 2013, a trial court had sentenced 55 accused in the case. Among those convicted were Chautala’s then political adviser Sher Singh Badshami, then officer on special duty (OSD) Vidya Dhar, IAS, and then director of primary education Sanjiv Kumar, IAS, besides 50 others.

The convicts came to the court on an appeal, contending that the trial court had delivered the verdict without sufficient material and evidence to prove their guilt.

Protest spurs admn to repair village road

Yamunanagar, July 11
Bowing to public pressure, the local administration started repairs on the Amadalpur road on Thursday. The sarpanches and residents of six villages alleged that the said road was in a deplorable state, and had not been repaired in 15 years.

They had held a mahapanchayat in Amadalpur village on Tuesday and had threatened the government to boycott the Assembly elections, if the road repair did not start. Villagers said rain water accumulated on the road at several places and it did not dry up for months, causing inconvenience.

ADC Satbir Saini said repairs had begun on the Amadalpur road from Bhagwangarh village. He added that Rs 108 crore was being spent on the construction and maintenance of roads in the district.

Mukarabpur village sarpanch, Mohammad Islam, said after the construction of the road, commuters and students of the area would be benefited the most.
