Kaithal, July 6 All leaders, speaking during the Sikh Sammelan at Patti Afghan village in this district today, blamed the Badals for delaying the formation of the Haryana Sikh Gurdwara Parbandhak Committee and “misusing” funds from the Sikh shrines in the state. “Makkar is the puppet of Punjab Chief Minister Parkash Singh Badal, who has diverted crores of rupees from gurdwaras in the state for his political gains. The Badals played politics by involving Akal Takht in the matter. We have great respect for Akal Takht and request it to treat all committees equally,” said Jagdish Singh Jhinda, HSGPC (ad hoc) chief. Former president of Delhi Sikh Gurdwara Management Cmmittee (DSGMC) Parmjit Singh Sarna advised Badal and his family to mend their ways and stop robbing Haryana gurdwaras. “Haryana Sikhs has every right to a separate committee for the better management of gurdwaras. The income from the Sikh shrines in the state is more than Rs 300 crores, but they are not getting adequate financial help to manage their affairs,” alleged Punjab Pradesh Congress Committee chief Partap Singh Bajwa, who was among the participants. Hitting out at the Punjab Government, Bajwa alleged that 70 per cent of Punjab youth had become addicts as drugs were easily available and there is a need to generate jobs to keep them away from drugs. “Haryana Sikh youth will get jobs if the state gurdwaras get power to use their funds.” Interestingly, a majority of Haryana leaders did not use the word of Punjab Government and SGPC, but they used “Badal and his family” and Makkar to level allegations of scuttling the move for the formation of a separate committee. Cabinet minister Randeep Singh Surjewala alleged that the SAD had always worked against the interests of Haryana and got support from the Indian National Lok Dal (INLD). “The Haryana gurdwaras are in chains of bondage and are being exploited. The HSGPC will provide freedom from that,” he said, adding that the Akali Dal and the Om Prakash Chautala-led INLD had always worked in tandem to put Punjab’s interests over and above Haryana. “First, they opposed the Rajiv-Longowal accord, denying water to the state. And then they objected to the Hani-Butana link canal after it was constructed for R 300 crore. We will get our share of water,” Surjewala said. “Chautala was averse to a separate SGPC as well.” Finance Minister Harmohinder Singh Chattha, who recommended the formation of the HSGPC in his report, said: “The SGPC is interested only in the development of Punjab as Badal and his team want to misuse the SGPC money for political gains. The SGPC has opened medical, dental and engineering colleges, besides schools in Punjab. But why there is no such college in Haryana? Had we got any college or university, the youth from the state could have been adjusted there, unburdening the government.” |

Kaithal. The Haryana Assembly which meets here on Friday, is expected to consider passing of a bill for setting up of a separate SGPC. As news of the Haryana CM's announcement reached Punjab, the chief minister who was touring the state, said that the Congress party had not desisted from interfering in the religious affairs of the Sikhs. "There was an understanding reached between Jawaharlal Nehru and Master Tara Singh that there would be no change in the Gurdwara Act of 1925. But the Congress has gone ahead and tried to create a chasm in the Sikhs with this move, purely for political gains. By using these divisive tactics, Congress has launched a third attack on the Sikhs, after the Operation Bluestar and the anti Sikh riots in 1984. It is said that Hooda is trying to use the Sikhs for political gains,” he said. In Patiala, while Badal launched a frontal attack on the Congress, he praised former Prime Minister Dr Manmohan Singh for not allowing the bifurcation of the
SGPC. Sirsa, July 6 Of the nine Assembly constituencies in this Lok Sabha segment, Sikh voters form a considerable part of the electorate in Kalanwali and Ratia, Dabwali, Rania, Ellenabad, Sirsa and Tohana. Due to the presence of large number of Sikh voters, the Shiromani Akali Dal (SAD) had successfully contested the Kalanwali (reserved) seat in alliance with the Indian National Lok Dal (INLD) in 2009 Assembly elections. Charanjit Singh Rori had won the seat. Now, the voting pattern of Sikh voters in the elections will be an interesting watch.

Chief Minister Bhupinder Singh Hooda’s announcement on a separate gurdwara panel for the state has been welcomed in Sikh-dominated areas of Sirsa and Fatehabad. KV Singh, former Officer on Special Duty (OSD) to Chief Minister, today said: “The HSGPC will restore self-respect of Haryana Sikhs, who were being taken for granted by Punjab Chief Minister Parkash Singh Badal and his party.” He added that Hooda had done what his predecessors had been unable to do since 1966. The Punjabi Satkaar Sabha, a local social and literary organisation, congratulated the Sikh community. Sabha president Pradeep Sachdeva, senior vice-president Bhupinder Singh Panniwalia and others said the HSGPC was hanging fire for long and it was good that the government had resolved the issue.
Kanda to support HSGPC Bill
Haryana Lokhit Party (HLP) chief Gopal Kanda has said his outfit would support the HSGPC Bill when it is tabled in the Assembly on July 11. The HLP, while pledging its support to the proposed Bill, has termed the CM’s announcement a mere “political stunt”. “The HLP has been supporting the demand of Sikhs since the party came into existence two months ago,” the Independent MLA from Sirsa said, adding that Hooda kept the Sikhs on tenterhooks for more than nine years. Chandigarh, July 6 While the legal recourse and strategy on countering Hooda's move has been left to the SAD, the SGPC has decided to intensify protests in Haryana from tomorrow. "District-wise protests will be organised in Haryana from tomorrow. Though the Akali Dal will decide the strategy, we will hold protests across Haryana against the move to divide the Sikh community," Makkar said. With this, the Haryana Sikhs will become a force in the state and will have more political and social say in the state. Seven of the 11 SGPC members from Haryana are supporting it. The SGPC and Akali Dal that opposes this move, are afraid of losing control over Sikh shrines," he said. Sikh historian Gurdarshan Singh Dhillon, too, said there was nothing wrong in the Haryana Sikhs seeking separate management of Sikh shrines in Haryana. "If Sikhs in Haryana have accepted the maryada, they are part of the Sikh community. They are not defying the creed of Sikhism, which is ordained in the Sikh rehat maryada (religious code of conduct). They are accepting Sikhism and feel the need to manage their shrines. The opposition by the Badals and SGPC, which is controlled by the Badals, is only that it would weaken them politically," he said. |
Community leaders blame SAD govt for separate panel Amritsar, July 6 Manjit Singh Calcutta, a former SGPC secretary, said this would have not happened had the Sikhs in Haryana been given due importance in gurdwara affairs. “It (separate panel) is not an appreciable development. It has declined the moral authority of the SGPC. In hindsight, the matter took a political turn because of excessive interference of the SAD government in religious matters. The SGPC, which is the apex body of the Sikh community, moulded its decisions as per the political will of the SAD and ignored the interest and representation of Sikhs in Haryana. I have been associated with the SGPC for long and the demand for a separate managing body has never been raised, despite the state’s division in 1966. It cropped up only after 2000. The Kaithal convention saw the participation of Sikhs from Rajasthan and Uttarakhand, besides Haryana, which testifies that they were not satisfied with the present set-up.” Echoing identical views, SGPC member Kiranjot Kaur said the voice of Haryana Sikhs for a separate panel could have been resolved if due representation was granted to them in the SGPC administration. “I am against the fragmentation of the SGPC. We lost more than 700 gurdwaras to Pakistan in 1947, but partial control, however, remained with Amritsar head office. The formation of a separate body is another blow to the SGPC, which has been weakened by the Haryana Congress solely with an eye to garner Sikh votes,” Kaur said. “I also concede that this issue has been blown out of proportion because of our leadership’s short-sightedness. The flashpoint came when one person was given undue importance and his rival totally ignored. It used to be a normal practice to send erring employees to Jind and Dhamtaan Sahib as punishment in 1996, when I became member for the first time,” Kaur added. Dal Khalsa spokesperson Kanwar Pal Singh said the ongoing tug-of-war between Akalis in Punjab and Haryana Sikh leaders over the issue was unfortunate and damaging for the community. He said Sikhs in Haryana should be given the right to express their choice without any pressure. Accusing the recruitment agencies of ignoring meritorious candidates, he said the Haryana Staff Selection Commission (HSSC) and the Haryana Public Service Commission (HPSC) was behaving like the Simon Commission by giving jobs to their near and dear ones. “The deserving candidates fail to get the requisite marks in interviews and are left out, whereas the less-deserving ones, having political links, manage to get through,” said Sharma, adding that the interview system should be abolished to ensure transparency, while carrying out recruitments. Talking about the ongoing recruitment in the Police Department he said: “The interviews have been kept just to accommodate undeserving candidates. 25 accident-prone points identified across Haryana
New Delhi, July 6 According to the record of the ministry, in Faridabad the accident prone points are: Mewla Road cut, DLF cut, YMCA Chowk, Gaon Sikri cut and another Mewla Road cut. A total of 206 fatal accident cases were reported from Faridabad in 2011, on the National Highway-2. The YMCA Chowk and Sikri Gaon cut are more dangerous as 60 and 54 fatal accident cases were reported from here, respectively. Sources in the ministry said Faridabad was followed by Gurgaon and Panipat located on National Highway-8 and 1 respectively. Gurgaon has four accident prone points — Narsinghpur, Khandsa Bus Stand, Hero Honda Chowk and Rajeev Chowk. A total of 259 fatal accident cases were reported there in 2011. Of them 105 cases were reported from Hero Honda Chowk alone. The second dangerous point is Rajeev Chowk where 86 fatal accident cases were reported. In district Panipat, fatal accident cases were reported from Gaon Siwah cut, Sector 29 cut, police line cut and Gaon Jattipur cut. Panipat is located on NH-1 (GT Road) that witnesses excessive traffic, but there is no foot over bridge to cross the highway. In Sonepat district Bahalgarh Chowk and Hasanpur cut are accident prone. In Kaithal, the maximum fatal accident cases were reported from Shahar Pundari on NH-65, then Ambala Bypass Naka and Titaram Chowk. Hisar also has two accident prone points — Barwala Chowk Bypass and bus terminal Hansi. Sources said the highways have excessive traffic but there is no foot overbridges to cross the road in Faridabad, Gurgaon, Panipat, Sonepat and Shahar Pundari in Kaithal and Ambala. Cops arrest two for transporting 1,147 boxes of illegal liquor
Yamunanagar, July 6 The magistrate remanded Tyagi to one-day police custody while Jagtar Singh was sent to judicial custody. On Thursday night, police seized five trucks loaded with 727 boxes of English liquor and 420 boxes of beer, from a plot with a shed and high boundary walls in Damala village. Police sources said one of the arrested persons, Jagtar Singh, was the owner of the plot where the trucks loaded with illegal liquor were parked and the consignment was being unloaded into small utility vehicles. Amit Tyagi, the other person arrested in the case, is an employee of a liquor trader. The said liquor trader owns an L-1 license for wholesale supply of English liquor to liquor vends of the district, besides having licenses of retail liquor shops at various places in Yamunanagar. The police also recovered a liquor permit from the trucks; however the liquor was to be delivered to the market of Yamunanagar instead of supplying it to Arunachal Pradesh. Sources added that the police may interrogate the officers of the distillery to ascertain whether the excise duty was paid on the seized consignment. Panipat, July 6 Talking to The Tribune, the representatives of various Panipat-based industrial organisations said: “The General Budget will provide PM Narendra Modi an opportunity to fulfil his poll promise of discouraging the import of Chinese goods for providing a breather to the domestic industry. He should not miss this opportunity for bringing ‘achche din’ for the industrialists.” Ramesh Verma, president, Panipat Textiles Cluster Development Society, said: “Most of the industries in this town have already been closed due to the import of Chinese goods.” He said about 500 containers of various Chinese items were imported every month to Panipat itself, adding: “Several importers evade import duty in connivance with some customs officials through under-billing. Such importers pay the rest of the amount through hawala to Chinese exporters. So apart from hiking import duty, the Modi government should take strict action against those officials and importers, who evade duty.” Seeking a steep hike in duty for importing Chinese goods, Yashpal Malik, chairman, Federation of Small Scale Industries, demanded that the IT relaxation be increased to Rs 5 lakh along with increase in investment limit and interest on FDs for IT relaxation keeping inflation in view. Besides, IT rules and filing IT return should be simplified and made transparent to minimise corruption, he added. Similarly, Prem Vij, president, Panipat Exporters’ Association, sought stabilisation in the prices of raw cotton and yarn along with subsidy to exporters for competing in the international market. Parents refuse to send daughter back, angry son-in-law kills three

Karnal, July 6 Narinder, a Panipat resident, who is married to Rani of Kohand village, had a matrimonial dispute with Rani. When his in-laws refused to send their daughter back home, Narinder fired several shots, however he did not fire a single shot at his wife or children, said the police. The Gharaunda police said Narinder along with Satta, also a resident of Panipat, came to Narinder’s father-in-law’s house a few-days-ago. He had come to the village to pacify his in-laws and take his wife back home. But, when Narinder’s mother-in-law RamPyari and brother-in-law Rishipal refused to send Rani home, an agitated Narinder fired at the duo, said the Gharaunda police. They added that when wife Rani tried to stop him, he pushed her away. After shooting his mother-in-law, Narinder and Satta went to the Kohand-Alipur road, where his father-in-law Prem Chand along with Bijender, a resident of Bijnor from UP, were present; Narinder then fired at the duo. While Prem Chand, Rishipal and Bijender died on the spot, Rampyari was seriously injured and has been admitted at the PGI, Chandigarh. Rishipal’s brother-in-law, Balinder, a resident of Anand Vihar Colony of the city, alleged that Narinder with another person reached their house late last night after the incident and threatened him of dire consequences. SP Abhishek Garg and DSP (City) Raj Kumar rushed to the spot with the forensic experts, who examined the spot and collected some evidences. After the incident, the people of the area were in a state of shock. SP Garg said, “A case has been registered against Narinder and Satta of Panipat under sections 302, 307, 449, 452, 120-B, 34 of IPC and 25/54/59 of Arms Act. State doesn’t recognise Sonepat varsity’s degree
Faridabad, July 6 The government had advertised 15 posts of ATP, with July 7 as the last date to apply. Pradeep Kumar, one of the applicants, said a delegation had met the Principal Secretary to the Chief Minister, the Principal Secretary for Town and Country Planning and the Additional Chief Secretary for Technical Education, but none of them gave an assurance, citing the eligibility criteria. The department had approved postgraduate degree from institutions affiliated to or approved by the Institute of Town Planners India, an association of town planners, as valid degree. While the DCRUST was affiliated to the UGC, the government had not recognised or approved master’s course in architecture as qualification for post of ATP, leading to uncertainty, said Alok Kumar, another passout. Blaming it on lack of coordination and communication between the university and the state government, he said their fate was uncertain as they were not eligible. He said the three-year course was started last year, but those who applied against seven posts of ATP advertised last year got a shock when the department did not consider them. He added that they were called for interview after a HC direction. Another applicant, Manoj said their efforts to make the authorities consider them had failed. He said they had met the Chief Minister and senior officers recently, but in vain. Uproar over Dhankar’s ‘Bihari wives for Haryana men’ remark
Chandigarh, July 6 Addressing a farmers’ meeting at Narwana in Jind on Friday, Dhankar asked the gathering to strengthen the hands of BJP in the state, saying, “Making BJP strong also means that those youths in many villages who are roaming without brides will get one.” Dhankar, who is the BJP Kisan Morcha president and had lost the Lok Sabha polls to Congress’ Deepinder Hooda from Rohtak, said when he was touring the constituency, he used to hear tales that some youths were bringing brides from Bihar and other places. “I told them that Sushil Modi (senior BJP leader in Bihar) is a good friend of mine. We will ensure a compatible match and do away with the practice of bringing brides from any other place,” he said. With Haryana infamous for its skewed sex ratio of 879 girls per 1,000 males, according to 2011 Census, Dhankar said a bunch of 150-200 youths in many villages were unable to find brides. Commenting on the remark, Modi said, “Dhankar just said that those who want to marry legally will be helped by him; so that the girls are respected in the family. I feel that he has talked about giving respect to women and Bihar government should look into the fact that girls in such a large number are going to Haryana. The government should see the objective of such a move. The fact that those girls are being bought and taken away is a matter of concern.” Ridiculing Dhankar’s suggestion, JD(U) chief Sharad Yadav said, “What meaning does his words have? Marriage happens on its own. Many people from Haryana and Bihar have married. That happens by consent, not

Dhankar wants farmers’ land returned

Jhajjar, July 6 The march started from Gurgaon’s Gaadauli village yesterday and concluded at Jhajjar city today. Dhankhar said since the SEZ had been denotified and the acquired land was lying unused, hence it should be given back to its original owners. He said he will continue his agitation until the land was restored to its owners. “Big corporate houses created a land-bank from the land acquired in the name of the SEZ. Since the SEZ has been denotified, the land should be given back to the farmers without further delay so they could use it to earning their livelihood,” he said. Dhankhar said large pieces of land were acquired for Rs 22 to 32 lakh an acre to set up the SEZ in 2008, but no development took place. Corporate houses were now selling the land for Rs 2 to Rs 6 crore an acre. Accusing the Hooda government of benefiting corporate houses in the name of the SEZ, Dhankhar said the farmers parted with their land for development, but the government’s intention was to extend undue advantage to business houses. |

Poultry farm worker hacked to death
Karnal, July 6 Narrating the incident, Jagish Chand, in-charge of Jundla police post, said Krishan Kumar, the owner of the poultry farm informed them about the body, which was lying in the fields. The victim’s head was crushed with an axe and the body was lying in a pool of blood, said Jagdish Chand, adding that they had recovered the axe used to commit the crime. SP Abhishek Garg along with the forensic experts and the CIA team visited the spot. The Jundla police post in-charge, said, “Two migrant labourers: Nelson and Cube from Nepal, who were also working with the victim, are missing since the incident. A case has been registered against both the accused under sections 302, 201 and 34 of the IPC and efforts are on to arrest the duo.”

Monsoon here, but water channels await cleaning in Jind
Jind, July 6 There are around 22 drains and 54 minor water channels in the district but their condition belies the Jind Irrigation Department’s of having spent lakhs on the cleaning. The water channels are overrun by weeds, grass and mud. The administration prepared a detailed cleaning plan in the beginning of June and after several meetings, June 30 was set as the deadline for the job. However, work is yet to start in many areas. Officers claim 90 per cent of the cleaning had been completed, but a visit to many areas under the Julana sub-division and Safidon areas is enough to nail the lies. Area residents said officers had been taking the task casually, despite repeated reminders by them. They said year after year officers prepare budgets to clean these channels, but don’t do so and eventually misappropriate the passed budget. Julana MLA Parminder Dhull visited several villages on Wednesday and also spoke with senior officers of the Irrigation Department. He alleged no drain in his area — Bharo Kher-Samlo, Kalviha-Kinana, Gatoli-Karela among others — had been cleaned. Same is the case of minor water channels such as Shadipur, Kila Zafargarh and Samlo minors. Work is yet to start on many sub-minors, he said. “They have not spent a rupee on cleaning despite the June 30 deadline. It only shows that officers want to misappropriate the huge amount set aside for the job. We want a high-level inquiry and strict action against seniors of the Irrigation Department involved
in this scam,” said Dhull in Julana. Executive Engineer, Irrigation, Shravan Kumar claimed 90 per cent cleaning work had been completed. He said estimates of Rs 1.86 crore were prepared for the cleaning and strengthening of the canal system under MNREGA, but failed to give a

Suspected dengue death in Fatehabad
Fatehabad/Sirsa, July 6 The 18-year-old girl from Akanwali village was admitted to a private hospital at Tohana on July 4. The girl, according her family members, was diagnosed with dengue and had a platelet count of 14,000, she died during treatment. The Deputy Civil Surgeon, vector borne diseases, Dr HL Gupta, however, said the Health Department did not have any information about the dengue case. “Dengue is a notifiable disease and any doctor who receives a case of dengue has to report it to the health authorities,”

Sonepat, July 6 According to District Education Officer-cum-District Chief Commissioner Scouts and Guides, Parmeshwari Hooda, their names were finalised on the basis of a national-level competition organised by the Bharat Scouts and Guides at the National Training Centre, Gadpuri (Palwal), in Haryana from January 27 to 31, 2013. Out of these 15 girls, nine are from Shambhu Dayal Modern Girls School, Sonepat, four from Government Girls Senior Secondary School, Sonepat, and two from Holy Child Senior Secondary School, Sonepat. Hisar, July 6 AAP leader Yogendra Yadav, who had recently visited the site in support of the protesting women, said despite protests by local women, the liquor shop had not been closed so far. “We will begin our dharna tomorrow at 4 pm at Surya Nagar, which will continue until the liquor shop is shut,” he tweeted today. Head of Satrol khap Sudesh Chaudhary also came in support of protesters and announced to sit on the dharna. Chaudhary, along with other women, visited the liquor vend today, after which the shop contractor and his staff fled. She later urged the police to close the vend.
