CII ties up with MC, Waste Warriors for development of Gandhi Park
Dehradun, July 20 Speaking on the occasion, Mayor Vinod Chamoli said community participation was necessary to ensure a clean Dehradun. “The first and the most important step is community awareness. Student volunteers of Waste Warriors and Making a Difference by being the Difference (MAD) should play a catalytic role in sensitising people around them on the importance of cleanliness,” he added. Manu Kochhar, Chairman, CII Uttarakhand State Council, elaborated about the project and said the three-month project aimed at cleaning the site and helping to keep it clean by working alongside the Municipal Corporation staff on a daily basis. “The project will provide an open clean space to children and residents of the city,” he said. Two dustbins were placed on the occasion. Waste Warriors have pledged to remove garbage from the dustbins regularly. A cleanliness event was organised with the help of local volunteers and representatives of MAD. The park was cleaned and special attention was paid to the children’s playground. Polythene bags were removed from piles of leaves scattered around so they could be composted on Monday. Vikram drivers and passengers were educated about the importance of cleanliness. Vibha Malhotra, Director and head of the CII Uttarakhand State Office, said over the course of next three months the project would focus on creating awareness by holding educational programmes and sessions for the people. “A host of activities, including weekly composting workshops (turning garden waste into fertilizer) and poster removal sessions, to beautify the area will be held. An educational children’s day will be held once a month to teach them the principles of waste management. These programmes aim at instilling a sense of civic pride among the people and encourage them to keep public spaces clean,” she added. Waste Warriors will segregate waste into three categories: recyclable, non-recyclable, and organic waste. Non-recyclable waste will be taken to the trenching ground, while recyclable waste will be sent for recycling and organic waste composted within enclosures in the park. Waste Warrior founder and CEO Jodie Underhill, who has been involved in waste management and community projects for the past five years, said, “It is an honour to finally be officially working in Gandhi Park. We are delighted that the CII has come forward to support us. The public can get ready for some major improvements and we extend our warm wishes and thanks to the

Shopkeepers fined for using polythene bags
Dehradun, July 20 The campaign started from Araghar and stretched till Nehru Colony. All shops, hawkers and vegetable markets of the area were covered. The DMC team also fined shopkeepers and shoppers, who were found using polythene bags. The members of the Green Force distributed cloth bags and explained to the shopkeepers the harmful effects of polythene bags. Around Rs 3,000 was collected as fine. The campaign lasted for almost four hours. The U Turn Foundation has been working to save the environment of the Dehradun valley from the harmful effects of polythene bags. To accomplish the mission of a polythene-free Dehradun, the foundation initiated “Carry your Bag” campaign in 2011. The objective of the campaign was to motivate residents of the city to use cloth or jute bags for shopping. The foundation has organised more than 100 anti-polythene bag campaigns so far in Dehradun and distributed more than 5,000 cloth bags. |

Assembly bypoll for 3 seats today
Dehradun, July 20 In Doiwala, 129,066 voters will cast their votes while in Dharchula 81,471 and in Someshwar 81,764 voters will exercise their right to franchise. In the prestigious Dharchula constituency, Chief Minister Harish Rawat of the Congress is pitted against BD Joshi of the BJP, while in the Someshwar (SC) seat Rekha Arya of the Congress is contesting against Mohan Ram Arya of the BJP. In the Doiwala Assembly segment, Congress candidate Hira Singh Bisht will take
on Trivender Singh Rawat of the BJP. The Election Commission has completed all arrangements for holding the byelections. It has
set up 148 polling stations in Doiwala, 137 in Dharchula, and 126 stations in Someshwar. In the Dharchula seat, five new polling stations have been set up at Nagling, Baling Bon, Chal and Filan where around 1,920 voters will cast
their votes. “The voters in these tribal areas were unable to migrate to the upper areas due to heavy rain and would be voting for the byelections in their areas. They had earlier cast
their votes in the parliamentary elections in May,” said Radha Raturi, Chief Electoral Officer, Uttarakhand. While all eyes are on the Dharchula seat where the Chief Minister is in
the race, the Doiwala seat has also gained prominence due to the interest shown by both Congress and BJP leaders. “Having faced humiliation in the parliamentary elections when even Chief Minister’s wife Renuka Rawat lost to BJP candidate Ramesh Pokhriyal Nishank from Haridwar, Harish Rawat would be looking to avenge the defeat. Litmus test for Harish Rawat in Dharchula
Pithoragarh, July 20 The constituency has become a battle ground for Chief Minister Harish Rawat, who is contesting his first Assembly elections after Uttarakhand became a separate state. “We have deputed 524 employees and an equal number of security personnel in all 131 polling booths of the constituency. Polling parties to all polling booths including those in higher valleys have reached the spot,” said HC Semwal, Pithoragarh District Magistrate. According to the Election Commission’s orders, all polling booths of Drama valley have been erected at lower elevations for the reasons of approachability to these booths by the polling parties. “While Drama voters are to vote at lower elevation booths, Vyan and Chaundan valley voters have been given facilities to vote near their high-altitude villages, for which the polling parties have been dispatched,” said Semwal. The DM said every place sensitive to landslides has been deputed JCB machines and substantial labour on stand by to tackle natural disaster and blockage in transportation of polling parties. “We have requested the Army and the ITBP to help, in case of any emergency. We have requested for an M-17 helipad in case of emergency,” said Semwal. The DM added every polling party had been given a wireless set to remain in contact with the control room at the district and sub-divisional headquarters. According to reports received from Someswar, the constituency which is going to bypoll simultaneously, the entire area has been divided into four sectors, 14 zones and 136 polling booths. “Over 1,000 employees including security personnel’s have been deputed at the poling booths,” said the Almora district election officer. |

The Congress workers accused the previous BJP government and Trivendra Singh Rawat of their involvement in seed scam and buying Dencha seeds for the farmers and betraying them. SI Nirvikar booked for speaking against seniors
Dehradun, July 20 Nirvikar, who was already under suspension for allegedly committing irregularities in investigations as an inquiry officer in the past, was at loggerheads with the Police Department after he openly came out against present DGP BS Sidhu. He allegedly gave statements against the DGP in a case of illegal cutting of trees on the Old Mussoorie Road belonging to the officer. He had accused senior police officials of being vindictive against him, as he was the inquiry officer in the case. In May, Nirvikar held a press conference at a hotel in Dehradun and blamed senior police officials of trying to influence the ongoing investigation in the case of illegal cutting of trees involving the DGP. Later, an inquiry headed by Circle Officer (CO) Savatantra Kumar was ordered against Nirvikar for indulging in indiscipline and speaking against his seniors. After a two-month inquiry, the CO found him guilty of indiscipline and registered a case against him yesterday. Kotwali police station in charge SS Bist confirmed to The Tribune that a case had been registered against Nirvikar for indulging in indiscipline. Nirvikar was suspended for allegedly committing irregularities in investigations when he was posted in
Dehradun.

Heavy rain leaves Pantdeep Kanwar market inundated
Haridwar, July 20 Improper drainage facilities and heavy rain has compounded the problem, leaving the shops in the
Pantdeep-based kanwar bazaar partially submerged. While traders are suffering major losses due to this, kanwariyas too are finding it difficult to reach the market for buying decorated kanwars and other essential items. Even tents of the Kanwar police personnel posted at Pantdeep and free medical camp set up for the
kanwariyas, adjacent to the bazaar, are almost flooded. When Mukhya Nagar Adhikari Vipra Trivedi was contacted, she said as Pantdeep was a Kumbh Mela reserved land, the corporation doid not have direct control over it and only the Kumbh Mela administration had the authority to allow construction or maintenance work at the sight. She added sanitation employees had been pitched in to clear the rainwater from the kanwar market. Meanwhile, many shopkeepers, vendors and kanwar makers have shifted to Bairagi camp, another base camp for
Kanwariyas; though this is being done illegally as the mela administration had only given permission for setting up the kanwar bazaar at
Pantdeep. In the coming days, vehicle-borne kanwariyas would arrive to fetch the holy Ganga water from
Haridwar, Bairagi camp would become the major camping area for kanwariyas, as it also has a parking facility. Traders of
Pantdeep-based kanwar bazaar have objected to setting up of illegal market at Bairagi camp, saying they had paid huge sums to the contractor for setting up their shops at kanwar bazaar. They reasoned that as the Bairagi camp would witness over 50 lakh kanwariyas in the next four days, those who have set up their shops illegally would benefit, as kanwariyas would then not come to the Pantdeep kanwar bazaar, as it was nearly two kilometres away from the Bairagi camp. |

More rain forecast, Char Dham Yatra remains suspended
Dehradun, July 20 According to the Met Department, the state will continue to experience rain the entire week. Rain accompanied by lightening will continue in the coming week. The Badrinath region will have moderate rain from July 21, which will continue the entire week. Similarly, moderate rain is expected in the Hemkund Sahib, Kedarnath, Gangotri, Yamunotri and Pithoragarh areas. However, there is a forecast of heavy rainfall at isolated places, especially in Nainital and Almora districts of the Kumaon region. The Char Dham Yatra continued to be disrupted today and key roads were blocked due to landslides. The Rishikesh-Kedarnath highway continued to be blocked at Sirobagad and five pilgrims were stranded at Laincholi in Rudraprayag district. Similarly, in Uttarkashi district, the Rishikesh-Gangotri highway was blocked at Sukhitop due to landslides. However, the Rishikesh-Yamunotri highway that witnessed landslides yesterday was opened for small vehicles today. In Chamoli district, the Rishikesh-Badrinath highway was blocked at Lambagad due to landslides while in Pauri district 60 small roads connecting villages were blocked. In Pithoragarh district, the Pithoragarh-Tanakpur-Champwat highway was blocked after boulders fell on it while the Pithoragarh-Almora, Ghat-Pithoragarh, Tawaghat-Kanjyoti roads also remained blocked due to landslides. In Champawat district, the Tanakpur-Pithoragarh road was blocked, causing inconvenience to the people. The rivers in the state were in spate following continuous rain. The Alaknanda and the Mandakini in Rudraprayag district were flowing close to the danger mark. The Alaknanda was flowing at 623.20 metre level, which was 3.80 metre below the danger mark. Similarly, the water level in the Mandakini was at 622.50 metre, which was 3.50 meter below the danger mark. The Bhagirathi in Uttarkashi was flowing close to the danger mark at 1,120.02 metre while the Saryu and the Gomti in Bageshwar district were flowing at the 866.50 metre and 863.25 metre mark, respectively. The Kali river that flows along the Nepal border in Pithoragarh district was flowing at the 888.80 metre mark. |

70 lakh Kanwariyas throng Haridwar in six days
Haridwar, July 20 Meanwhile, Kanwariyas hailing from Madhya Pradesh and Rajasthan have returned to their places while those from Haryana, Delhi, Punjab and Uttar Pradesh continue to throng the holy city. Devotees, who are covering their distance on foot, have been allowed to pass through inner city roads from the Shiv Moorti square, Devpura, Rishikul square via Chandracharya square and Shankar Ashram stretch. The movement of heavy vehicles on the Haridwar-Roorkee stretch has also been prohibited. Sadanand Date, Haridwar SSP, today inspected the core mela zone and the movement of Kanwariyas. The trader fraternity has urged Haridwar Mayor Manoj Garg to ensure the regular disposal of garbage during the fair. The Mayor has directed sanitation employees to maintain cleanliness in the mela zone and the Kanwar stretch round the clock. Meanwhile, a section of Kanwariyas are seeing planting saplings to increase green cover in Haridwar. Lord Shiva devotees haling from Delhi and Haryana also planted saplings at the Vishwa Karma ghat. Water level in Ganga recedes
Haridwar, July 20 Personnel of police, revenue police,
NDRF, SDRF, Jal Police and Disaster Management Department stationed in flood-prone areas were directed to monitor the situation round the clock. Dr Naresh
Chaudhari, District Disaster Management Officer, told The Tribune that the water level in the Ganga reached a high of 293.95 metre yesterday and recorded a discharge of 1.93 lakh cusecs. Today, the water level in the river receded to the 292.80 metre mark in the morning with a discharge of 1.17 lakh cusecs. In the evening, the water level further decreased to 292.50 metre with a discharge of 80,000
cusecs. Chaudhari added flood safety walls at Bishanpur Kundi, Shaympur,
Gaindikhata, Jassawala, Rayasi, and Lakshar were being monitored constantly and employees of various departments had been deployed at flood check posts. “Villagers have also been urged to monitor the water level in the Ganga during rainfall,” he said. SDM Veer Chandra Singh Budhiyal also inspected the flood check posts and the retaining walls along the
Ganga. The fall in the water level in the Ganga has given the much-needed relief to the people residing alongside the riverbanks. Meanwhile, people visited Ganga
ghats, which were submerged in water yesterday, to have a bath after the water level in the river receded today. |

Dehradun, July 20 He said more than 45,000 volunteers were working for Ganga rejuvenation in the state. Badoni told mediapersons here today that scholars, academicians and residents of the state should come forward for conserving the Ganga. Dehradun, July 20 The Chief Minister’s decision to take this calculated risk is seen as a deft move to firmly take control of the political as well as administrative situation in the state. With heavy rain hitting the state continuously and the Char Dham pilgrimage stopped following landslides blocking roads, the Chief Minister knew well that any major mishap during the yatra could reflect badly on
the performance of his state government.
Hence he decided to return to the state. He was well aware that the blame of laxity following the massive natural disaster last year at Kedarnath in which thousands of pilgrims and tourists
perished, cost former Chief Minister Vijay Bahuguna his job. Besides the Char Dham Yatra, Harish Rawat being an astute politician also wanted to be amid the thick of the things before the crucial Assembly byelections for three seats (Doiwala, Someshwar and Dharchula) in the state tomorrow. The Chief Minister, who has to enter the state legislature before July 31, is fighting the byelection from the Dharchula segment in Pithoragarh district. Due to his ill health, he could not go to Dharchula for campaigning but his entire family has been doing his bidding. Besides his own stakes, these byelections are important for the stability of the Congress-led state government. The Chief Minister, who has successfully warded off the threat of the BJP to topple his government following the exit of senior Congress leader Satpal Maharaj, will be comfortable if the Congress performs well in these byelections. The Congress has 33 legislators of its own and also has the support of seven legislators belonging to the Progressive Democratic Front (PDF), a conglomerate of three BSP, three Independents and the lone UKD member. In case the Congress manages to win all the three seats the state government will get a simple majority of its own in the Assembly. Besides, the victory will also enhance the stature of Harish Rawat as it will show that the Narendra Modi wave that swept the Himalayan state during the Lok Sabha elections in May this year is on the wane. According to Congress sources, another factor that prompted Harish Rawat to rush back to the centre stage of the state politics was the growing demand by his detractors to appoint a Deputy Chief Minister. Besides the BJP that had targeted the Chief Minister on illegal mining, particularly in Haridwar, Agriculture Minister Harak Singh Rawat had met central Congress leaders to demand that a Deputy Chief Minister be appointed urgently as the state government had stopped working after the Chief Minister was admitted to AIIMS in New Delhi. Already, senior most minister Indira Hridayesh has been looking after the affairs of the state government in the absence of Harish Rawat. |

Jaunpur schools go without midday meal since May
Mussoorie, July 20 The government schools that have not received the midday meal ration are: Government Inter College, Garkhet; Junior High School, Bichhoo village; Government Primary School, Dwargad. The president of the Parent Teachers’ Association, Garkhet, Sobhan Singh alleged the Food and Supplies Department had not supplied the quota of midday meal ration to the school since the May despite clear instructions from the administration. This callous attitude towards schoolchildren was unfortunate. The President of School Management Committee, Jagat Singh, said such a callous attitude during the monsoon could cost the students dearly if the roads were damaged due to landslides in future. The residents demanded immediate release of the ration so that the students were able to receive their midday meal on a regular basis. No senior official from the Food and Supplies Department was available for comments.
Criminal neglect
The president of the Parent Teachers’ Association, Garkhet, Sobhan Singh, said the Food and Supplies Department had not supplied the quota of midday meal ration to the school in his area since the May despite clear instructions from the administration. This callous attitude towards schoolchildren was really unfortunate and deplorable.

Govt fails to send advance ration to Tehri villages
Mussoorie, July 20 The ration for August and September reach villages in advance so that they don’t have to face acute food shortage due to road blockage during monsoon months. Due to the neglect shown by the department this season, ration has not reached remote villages which could pose problems for villagers in the coming months. The villagers said roads in
Bhilangana, Pratapnagar and Jaunpur blocks were susceptible to damage due to landslides triggered by heavy rain. Meanwhile, senior department officials said advance ration would be sent to remote villages by July end.

Mussoorie, July 20 The announcement was made during the 84th annual function of the sangh held here last evening. Ranjit Singh has been appointed vice-president, Vinod Lal additional secretary, Janardhan Prasad joint secretary, Khemanand Nautiyal treasurer and Balwant Singh Negi, Sundar Lal, Virendar Dungriyal, Mangal Singh, Dev Singh Kandari, Atar Singh, Saukar Singh, Mijan Singh, Girish Lal, Hukum Singh, Gopal Bhadur and Satey Singh as members of the executive committee. Dinesh Uniyal, Soban Singh, Sundar Singh and Guman Singh have been named special members. Gambhir Singh thanked the members of the sangh for reposing faith in him and ensuring his win for the fourth time in a row. He, however, expressed his concern over challenges faced by rickshaw-pullers and coolies in the town. He said a housing project in the Shifon court area, which was approved by the previous MC, had been stalled due to reasons best known to the present MC. Dehradun, July 20 Vijay Kumar Dhoundiyal, Director, UCOST, said conserving the environment was the collective duty of all people as it affected one and all in society. He added the monsoon was the best season to plant saplings and called upon the people to plant more and more saplings. Dhoundiyal also asked UCOST officials to ensure that the saplings planted on the campus were taken care of. “It is important that the saplings get all attention for at least a few years. Disaster management subject made compulsory at Dev varsity
Haridwar July 20 The university management at a meeting here yesterday took into account the geographical condition of the hill
state which makes it prone to disasters. It decided to make disaster management a compulsory subject in the
graduation level. Pro Vice Chancellor Dr Chinmay Pandya said environment conservation and corruption
eradication were already part of the university’s graduation curriculum, which reflects its
social responsibility. Dr Pandya said many students of the university had been involved in various social works on a regular basis and had also served as relief volunteers after flash floods in the Garhwal Himalayas last year. “Disaster management will not only be taught in classes but also practical training will be given to students to ensure that they work as expert volunteer when the need arises,” said Pandya. Parivar, holds a three-month internship in social aspects every year for passing-out students. Also, every Sunday the students and the teachers hold a

Bajrang Dal protests against attack on Amarnath pilgrims
Dehradun, July 20 The protesters asked the Union Government to provide security
to Amarnath pilgrims and take strict action against those who create hurdle in the
pilgrimage. Amit Tomar, convener of the Bajrang Dal, demanded that Article 370 be removed from Jammu and Kashmir. He said terrorist attacking Hindu pilgrims would not be tolerated. The activists asked the Jammu and Kashmir Government to provide security to pilgrims or they would start an agitation in protest. Dehradun, July 20 He said the BCCI was ready to give affiliation to Uttarakhand if the two associations in the state, namely the Uttarakhand Cricket Association (UCA) and the Cricket Association of Uttarakhand (CAU), sort out their differences and merge into a single association. “We will give representation to Uttarakhand in the UPCA working committee in September and a decision in this regard will be taken during the meeting,” he added. PC Verma, secretary of the CAU, and office bearers of the UPCA attended the meeting. Shukla also visited the Abhimanyu Cricket Academy (ACA) to see the ongoing Uttar Pradesh Ranji Trophy probable camp. It is to be noted that Indian team players, including Suresh Raina, RP Singh and Praveen Kumar, are also attending the camp. — TNS
