DAV College puts fresh admissions on hold

The admission process at DAV PG College, which was suppose to begin from today, was put on hold by the college management. The college students and student union organisations protested against the college’s decision to cut the number of admission seats and conduct admissions only on merit basis this year.

On Tuesday morning, members of the ABVP and the NSUI held protest in the college and closed down the admission windows before the admission process could start.

The students, who reached the college to take admission forms, were a disappointed lot after they had to return without it.

“We have postponed fresh admissions in the college till the High Court decides on the Public Interest Litigation (PIL), filed in the court, regarding the admission process in the colleges”, said Devendra Bhasin, principal of the college.

He said the government and the university were going to file their response in the court regarding the matter and the college would adhere to what the court would decide regarding the same.

Notably, Garhwal University directed its affiliated colleges to take admissions on merit basis after the High Court raised concern over the admission of students beyond the number of allotted seats in the colleges.

Adhering to the university directions, DAV PG College management decided to cut down the number of admission seats and admit students only on merit basis, which triggered protests by students and student unions.

MDDA slashes parking rates

The Mussoorie Dehradun Development Authority (MDDA) slashed down the increased parking rates at the MDDA shopping complex here today. The MDDA authorities were pressurised by the shopkeepers at the complex.

In a notification sent to the company managing the parking at the complex, it was mentioned that the parking fees has been revised and will be applicable for a month.

According to the notification a survey is being conducted for levying the parking fee for two-wheelers and four-wheelers. Until the results of the survey are out, the revised parking rates will be applicable.

Another saint on stir against illegal quarrying

Once again a Matra Sadan ashram saint, in Jagjeetpur village, 5 km from Haridwar city, has started an indefinite agitation against illegal quarrying. After previous agitations by Matra Sadan ashram founder Swami Shivanand, the late Swami Nigmanand, Brahamchari Dayanand, now a new disciple Swami Atmabodhanand, from today onwards started an agitation at the ashram premises itself.

As per Swami Atmabodhanand, he came into contact with Matra Sadan ashram founder Swami Shivanand a few months back at Badrinath shrine and got impressed with his mission to save Ganga from illegal quarrying.

“I will even die for the cause of then holy river Ganga ,which we regard as mother in India.Matra Sadan ashramites have a long history to work and fight for the cause of sacred Ganga and local ecology. Won’t give up until something substantial and stern measure is taken against the violators,” said the young seer Atmabodhanand.

Notably, Swami Shivanand had declared a few weeks ago that the ashramites will again be starting an agitation for cause of the holy Ganga but had not divulged the name of the seer who will be staging the agitation.

With the agitation of seer Atmabodhanand,the district administration as well as quarrying mafia is keeping an eye on the developments at Matra Sadan ashram.

SDM Veer Chandra Singh Budhiyal said that they will urge the saint to give up the agitation as the administration is taking stern measures against illegal quarrying mafia and stone crushers operating in the Ganga riverbed in Haridwar.

Meanwhile,Swami Shivanand disclosed that he could not attend the recent convention at New Delhi on sacred Ganga titled ‘Ganga Manthan’ called on by Union Minister for Ganga Rejuvenation Uma Bharati, owing to non- receiving of the invitation letter sent by the Environment Ministry.

Swami Shivanand said that as per details obtained from the Environment Ministry website and Postal Department, on July 4 the letter had reached at Haridwar GPO, but it was received by the postman himself as no postman arrived on that day at the ashram.

The saint cited CCTV footages of Matra Sadan ashram on July 4 and the next day to prove his point, pointing that probably quarrying mafia would be behind this attempt so that voice against illegal quarrying is not raised at the Ganga Manthan meeting.Shivanand said that he has written a letter to GPP Haridwar Post Master about this whole episode to take action against the postman.

Two vehicle thefts accused arrested

Mussoorie/dehradun, July 15
Mussoorie police, after drawing flak for not acting against the rising incidence of thefts, caught a youth from near Bhaal village on Nagun-Bhavaan-Uttarkashi road today. He is accused of running away with a car stolen from Mussoorie last night.

The accused, identified as Jitendar Shah, resident of Dhontri village in Uttarkashi district, has admitted stealing three other vehicles, of which, one Maruti car is from Mussoorie, one is from Jogiwala in Dehradun and one motorcycle is from Uttarkashi, said the police.

According to Mussoorie circle officer Jaya Baloni, the accused stole a car from Andakhet in Mussoorie around midnight and headed towards Bilondi Bridge, where he attempted to steal a Tata Sumo as the vehicle he was driving was running short of fuel. The owner of the Tata Sumo at Bilondi Bridge, who was sleeping inside a shop near the vehicle, sensing something wrong, got up and tried to catch the accused. The accused fled in the Maruti car he had stolen from Mussoorie, moving towards Bhaal Village on way to Uttarkashi. The Tata Sumo owner informed the villagers at Bhaal about it. They blocked the road and succeeded in catching the accused. They informed the revenue police about it. Information was passed on to Mussoorie police.

The accused was brought to Mussoorie police station. Upon further investigations, he had admitted having stolen three other vehicles at the time this report was filed.

CO Jaya Baloni said further investigations were on to find out whether the accused was involved in other thefts in the district. The police have recovered one Maruti car stolen from Mussoorie while efforts are on to recover other vehicles in question.

Meanwhile, Patel Nagar police in Dehradun arrested a vehicle thief and recovered two stolen bikes from his possession here today. Acting on a tip off, the police arrested Puran from Patel Nagar area today.

According to the police, bike of Kishan Dhiman, which was stolen in June this year, has also been recovered from the house of Puran.

He stole the bike from Nanak Vihar. Reportedly, Kishan registered a complaint in the Kotwali police station regarding his stolen bike.

Char Dham Yatra halted after heavy rain alert

The state government today halted the Char Dham yatra after the Met Department issued an alert of heavy rain in Rudraprayag and Uttarakashi districts of Garhwal and parts of Kumaon on July 16 and 17.

“We can’t take risk particularly after an alert of heavy rain and hence we have halted the Char Dham yatra. It will be resumed after the weather improves,” said Finance Minister Indira Hridayesh. State government has directed district administrations in Rudraprayag, Chamoli and Uttarakashi districts to remain cautious.

Roads were blocked at several places today due to landslides triggered by rain, disrupting normal life. The Gaurikund-Kedarnath road that was somehow repaired after last year’s devastation was again damaged following rain for a few days. The Gaurikund road is the key connection to the Kedar valley. The Border Roads Organisation (BRO) is working round the clock to remove boulders from the road. In Pauri district, Pabo Malla village falling on the Pauri-Devprayag road remained cut off due to landslides, which also posed a threat to a number of houses in the region.

Water level in the Bhagirathi in Uttarkashi district rose to an alarming level. All four gates of the Maneri Bhali project were opened to drain excessive water. Meanwhile, flood control measures in Gangori, Telkha, Lakeshwar, Tiloth, Ganga Vihar and Joshiyara areas in Uttarakashi were halted due to heavy rain. Water level in Assi Ganga and Indrawati rivers, both tributaries of the Bhagirathi, also rose alarmingly. A wooden makeshift bridge over the Kail river at Supaligaad washed away in the rain last night.

District Magistrate, Uttarkashi, C Ravishankar, said the administration was working on a war footing to clear the Uttarkashi-Gangotri highway. He added all district officials had been directed to remain on alert.

Special Kanwar trains to be operated during festival

In view of the ongoing Kanwar pilgrimage special arrangements have been made for Lord Shiva devotees, Kanwariyas, who are thronging Uttarakhand almost in lakhs on a daily basis.

Till the completion of the Kanwar fair on July 23, special Kanwar trains from coming Sunday onwards will be operated by Indian Railways between Haridwar-Delhi (3 trains), Haridwar-Bareilley (2 trains) and Haridwar-Rishikesh (1 train).

As Delhi-Haridwar route via Saharanpur is one of the busiest routes during Kanwar pilgrimage with Kanwariyas using this track while coming to Uttarakhand from Delhi, Haryana, UP route, three trains are being operated by Railways for Kanwar fair.

From July 19 onwards on a daily basis these trains will be plying to and fro with Delhi-Saharanpur-Haridwar train departing from New Delhi railway station.

The second train between Delhi-Haridwar will be operated via Shamli, departing from Delhi railway station at 5.30 and reaching Haridwar at 01.55. This train will again leave back for Delhi at 02.10.

The third train to ply on this route will be express train scheduled from July 19-23 till the completion of Kanwar fair on the pious occasion of Maha Shivratri.

Kanwar express train will leave from Delhi at 8.20 hrs reaching the pilgrim Ganga city in the wee hours of the morning at 5 am.This same train will take Kanwariyas towards Delhi again at 6.45 pm the very day.

Bareilly-Haridwar train will operate only on July 16,17 and 23 leaving Bareilly railway station at 7 pm to reach Haridwar at 1.10 am and then will again retreat back at 4.55 am.

The second train on this route is scheduled on July 20 from Bareilly at 8.30, reaching Haridwar railway station at 2.45 am. It will move back again at 9.45 from Haridwar.

The lone additional Kanwar fair train on Haridwar-Rishikesh route will be operated from July 19 till July 23 on a daily basis.

Station Superintendent of Haridwar Railway station SP Pandey said that a request was made to Moradabad Divisional Railway Headquarters for granting of additional trains during Kanwar season. ‘’Tthe headquarters have given consent and sent us the route and timing chart of these special Kanwar trains.’’

Pandey said that in case Kanwariyas’ number rose sharply, additional coaches will be attached to the Delhi-Haryana route to ease the pressure on other trains.

The annual Kanwar Yatra began on Sunday amidst tight security arrangements in the state of Uttarakhand with over two crore pilgrims expected to reach the state during the month of Sawan.

Apart from the district police force, Garhwal Range has provided additional force, including one ASP, seven DSPs, 15 inspectors, 90 sub-inspectors, 120 head constables, 600 constables, 125 lady constables, four traffic inspectors, one bomb disposal squad and one dog squad for the security deployment during the yatra.

CCTV cameras have been installed at selected places and policemen in plain clothes have been deployed to keep a vigil during the yatra. The authorities have decided to ban the use of loudspeakers and music in the vehicles during Kanwar Yatra while use and display of trishul, spears and hockey wooden sticks is not permitted this year. Restrictions have been places on Kanwarias to divert on other routes like Mussoorie and other getaway spots.

Last year the Congress government in Uttarakhand went at great lengths to bring in a new Lokayukta Act replacing the previous BJP government’s Act, but after the display of initial enthusiasm, the Congress government has lapsed into inactivity, so much so that the office of the Lokayukta continues to be non-functional in the state much to the misfortune of the complainants who flocked to the office seeking justice.

It is nobody’s business that the office of Lokayukta, the watchdog on corruption, has been headless for more than eight months, as a result of which no cases have been heard, leading to disappointment among several complainants who laid great faith in the office of the Lokayukta for redressing their complaints.

Though the Congress government led by former Chief Minister Vijay Bahuguna managed to junk the BJP’s Act, the slow march of the government on the issue of selecting the head for the office of the Lokayukta has indeed put a dampener on the government’s efforts.

“The search committee tasked to select the Lokayukta has so far met only once and the process will take some time as we have to go by the rules. The task of selecting the person to head the body is both long and tedious,” said Subhash Kumar, Chief Secretary, Uttarakhand.

In fact Justice MM Ghildiyal was the last head of the Lokayukta to hold regular hearings as part of the old Lokayukta set-up from 2008 to September 2013. Since then there have been no regular sittings.

“The complainants keep coming, but we are not in a position to dispose of their complaints without the appointment of the appropriate authority. The issue is before the government,” said Hem Kandpal, PRO, office of Lokayukta.

Critics say the long-drawn out process of selection would most likely suit the government which would not like to be taken to task on the issue of corruption.

“It is in the interest of the government to prolong and delay the selection of the Lokayukta as much as it can,” said Dr BP Maithani of the election watch (Uttarakhand).

Under the new Bill, the Lokayukta will be headed by a retired high court judge and will have five members. The post of the chief minister has been brought under the ambit of the Lokayukta.

In a fix

Shops on Kanwar patri to be removed

In the wake of poor condition of the Kanwari patri, mela officer D Senthyl Pendiyan has decided to remove all shops situated on the stretch. These shops cater to the basis needs of Kanwariyas, who throng the holy city in large numbers every years to fetch Ganga jal.

The UP Irrigation Department is carrying out the expansion of the Ganga canal alongside the Kanwar patri, which has worsened its condition.

The decision has been taken after a thorough inspection of the Kanwar patri by Pendiyan, Mukhya Nagar Adhikari Vipra Trivedi and nodal officer Naresh Chaudhari.

They inspected the Kanwar track from Shankaracharya square till Damkoti.

It was found that the shops, most of them eateries, occupy a major portion on the stretch, which is already not so good to be used.

Officials of both Uttar Pradesh and Uttarakhand Irrigation Departments have been directed to level the kanwar track immediately as waterlogging and muddy portions were causing problems for the Kanwariyas.

MNA Trivedi had been directed to look after the cleanliness work in the Kanwar zone and ensure round the clock water supply at public toilets during the fair.

Food and Civil Supplies officials have been asked to take food samples on a regular basis so as to ensure the availability of hygienic food to the Kanwariyas.

Sector magistrates have been directed to ensure the presence of doctors on the pilgrimage route.

Ramadan, pious month of fasting and prayers

It is the holy month of Ramadan, the ninth month of the Islamic lunar calendar. Even though it is a month of fasting and offering prayers, the Muslim-dominated areas in the state capital don a festive look.

On a visit to the famous Inamullah building on the Gandhi road one would come across a host of mouth-watering savories meant to be eaten during the Sehri (in the morning before keeping the fast) and Iftaar (in the evening after opening the fast).

While the health conscious Muslims would certainly keep a distance from these delectable items that are deep fried in ghee, there are several others who can be seen making a beeline for the shops housing the eateries.

Speaking to The Tribune, Mohammed Shakir, a shopkeeper, said that the sale of the food items is going on good. “There are two varieties of faini being sold in the market. The one made from besan (Rs 120 per kilogram) and maida (Rs 100 per kilogram).

“The sale is quite high in the evening when people come to offer prayers and break their fast. Apart from the traditional food there is a proper meal that is served at the nearby restaurants and hotels. Moreover, people buy food items to be eaten during the Sehri next morning,” he said.

Apart from this the other traditional food items include, sheer mal (a sweet baked bread), kajla (a deep fried salty puri), halwa parantha, jalebi and imrati.

The other delicacy selling like hot potatoes is the dates or khajurs. It is a tradition to open the roza with one or two khajurs or dates during Iftar time, as Prophet Muhammad practiced it.

The market is flooded with various kinds of dates starting from Rs 120 per kilogram to Rs 1500 per kilogram. Each has its own texture and taste. These are being imported from Saudi Arabia, the Middle East and Iran.

It may be mentioned here that according to the Islamic scholars, Ramadan is a month of good deeds during which the Muslims thank the Almighty for revealing the holy Koran. Roza is derived from Arabic word ‘saum’ which means to abstain. During the fast, observed every day from dawn to sunset, Muslims refrain from consuming food and water.

Apart from offering namaz five times, additional prayers called taraweeh and tahajjud are offered in the night.

Congress to face heat for maltreating BD Joshi: BJP

Dharchula voters are set to teach the Congress a lesson in the coming Assembly byelection for its treatment of senior leader BD Joshi, said Uttarakhand BJP president Teerath Singh Rawat at Dharchula today.

The BJP president, who is in the Assembly seat for campaigning for three days, was addressing people near a village at Dharchula. The Congress had expelled Joshi who had served the party in the area for nearly 45 years.

Joshi is contesting the Assembly byelection from Dharchula on the BJP ticket against Harish Rawat. “We have given the ticket to BD Joshi on the ground that he enjoys people’s confidence as he had worked in the area for the past four decades,” he said.

Rawat, who is Dharchula for three days to campaign for Joshi, said the people of the state were facing various difficulties after the Congress came to power in the state. “The people, who were displaced due to the natural disaster last year, are still awaiting rehabilitation as the Congress-led government is only busy siphoning off money received in the name of disaster relief from the Centre,” he said.

Canadian students visit SGRR Institute

A five-member team of students from McMaster Medical School, University of Canada, visited the Shri Guru Ram Rai (SGRR) Institute of Medical and Health Sciences here today.

As part of an international exchange programme, students from both colleges will get a chance to learn from research assignments being conducted in the two countries. The students will move around various departments at the college.

The Canadian students also visited Shri Guru Ram Rai Darbar Sahib and took blessings from Shri Mahant Devendra Dassji Maharaj.

He explained them about various activities undertaken by the SGRR Education Mission.

The team also visited Shri Mahant Indiresh Hospital, where they were given a traditional welcome.

The principal of the institute said such exchange programmes provided an opportunity to students to familiarise themselves with recent medical researches being conducted in their country as well as abroad. He said students from the institute would also visit Canada under this exchange programme.

Dr VK Bihari, Additional Medical Superintendent, Shri Mahant Indiresh Hospital, said the Canadian students would be informed about modern work culture and techniques of all departments at the hospital during their five-day stay here.

The team members are Kevin Kumar Singh, Abhijeet Sarkar, Kinshuk Kumar, Melody Rein and Reza D Mirzae.

The Mussoorie Dehradun Development Authority (MDDA) organised a one-day compounding camp at its office today. As many 54 cases related to compounding issues were resolved and Rs 84.21 lakh was collected during the camp.

Those present during the camp included MDDA Secretary Banshidhar Tiwari, Executive Engineer Anil Tyagi, Joint Secretary Meenakshi Patwal, Assistant Engineers Devendra Singh, Anand Ram and Sunil Parashar, Under Secretary Anuja Singh, Rashmi Rana and OSD Ekta Arora along with sector JEs and clerks.

OLF contingent flagged off to Digrala in Ladakh

A 14-member contingent of Opto Electronics Factory (OLF) was today flagged to the 17,000 ft Digrala expedition in Ladakh. GD Tiwari, AGM, OLF, wished them good luck.

The contingent will start its expedition from Saabu village in Ladakh to Digrala on Saturday. The expedition, led by SK Singh, is of 19 days.

Subash Sharma, a member of the Zila Panchayat, was also present at the flagging off ceremony.

Five freedom fighters to meet Prez on Aug 9

As a prelude to the Independence Day celebrations, a total of five freedom fighters, hailing from different parts of Uttarakhand, have been invited by President Pranab Mukherjee for an interaction on August 9.

The district authorities have selected five freedom fighters, including Anand Singh from Almora, Padam Singh from Bageshwar, Shivraj Singh from Nainital, Padam Singh from Chamoli and Moti Singh from Nainital district.

“Every year the anniversary of the Quit India Movement is observed on August 9. The President of India holds an interaction with the freedom fighters who converge at the Rashtrapati Bhavan from different parts of the country,” said an official.

“The state authorities make all the arrangements for ferrying the fighters and they are provided free boarding, traveling and lodging facilities,” the official said.

While ferrying the freedom fighters, proper protocol is observed, including the provision for a doctor and an SDM-level officer accompanies them. During the selection of the freedom fighters, weight age is given to those who are fit enough to take the excursion.

Prez honours Chandi Bhatt with Gandhi Peace Prize

President Pranab Mukherjee presented the Gandhi Peace Prize for the year 2013 to eminent environmentalist from Uttarakhand Chandi Prasad Bhatt at a function held at Rashtrapati Bhavan, Delhi, today.

The prize was instituted by the Union Government in 1995 on the occasion o the 125th birth anniversary of Mahatma Gandhi.

The previous recipients of the award included Dr Julius K. Nyerere, former president of Tanzania, Dr Nelson Mandela and Archbishop Desmond Tutu, South Africa. The award carries a plaque, citation and an amount of Rs 1 crore.

Chandi Prasad Bhatt was honoured with the Ramon Magsaysay Award in 1982 for leading the popular Chipko Movement on tree conservation in the Himalayas.

DMC undertakes sanitation drive

To implement the sanitation drive more effectively, Mukhya Nagar Adhikari Harak Singh Rawat has asked officials at Dehradun Municipal Corporation to conduct checks in the city every day.

Speaking to The Tribune, Rawat said an official concerned, on a day of duty, would conduct a check on various parts in the city and see whether the garbage has been cleared by the sanitation staff.

“It has also been made compulsory for the sanitation workers to reach their respective wards by 8 am so that the garbage is collected and dumped at the site by 10 am. After that, the garbage collection vehicles would be lifting the garbage dumps to be sent to the Sahastradhara-based trenching ground,” he added.

“Later, the officer concerned would be filing a report by evening, mentioning the plus and minus points for the day. Based on the report, necessary action would be taken,” said the MNA.

The officials detailed for the duties include Senior Health Inspector Dr RK Singh (Monday), Town Planner AP Sundriyal (Tuesday), Town Planner Rachna Payal (Wednesday), Additional Town Planner Ved Prakash Badhani (Thursday), Additional Town Planner Ramesh Singh Bisht (Friday) and Additional Town Planner JP Raturi (Saturday).

TET certificate holders suspend stir

BEd and TET certificate holders yesterday suspended their seven-month long stir after an assurance from Chief Minister Harish Rawat with regard to the fulfillment of their demands.

A delegation of BEd certificate holders met Harish Rawat in New Delhi, who assured them of taking the needful action in their interest. However, members of the BEd Teacher Eligibility Test (TET) Association said they would wait for 15 days, and if the government did not implement the CM assurance, they would be forced to relaunch their protest. They are demanding the completion of the ongoing recruitment process at the earliest and an increase in the number of government posts for primary teacher. — TNS

SFI pays tribute to Zohra Sehgal

A condolence meeting was held at the Student Federation of India (SFI) office in Dehradun today to pay tribute to the legendry Bollywood and theatre actress Johra Sehgal, who died on Sunday.

Members of the SFI and the Democratic Youth Federation of India (DYFI) were present during the meeting.

Abhishek Bhandari, state joint secretary of SFI, said the work and name of Zohra Sehgal would continue to inspire the future generations as she created a niche for herself in the world of cinema, which was dominated by male actors at that time.”

The speakers on the occasion also told the members of the SFI and the DYFI that Zohra Sehgal spent her childhood in Dehradun and Almora and she had a close relationship with Uttarakhand. They also pledged to take inspiration from her life.

15 officials found missing in training session

Nainital has got hotter in five decades

Temperatures in Nainital and its surrounding hills have been rising constantly while the rainfall in and around the tourist town has decreased in the past five decades. This has been revealed in a study conducted by Dr Pradeep Rawat, a visiting hydrological consultant with the International Center for Integrated Mountain Development (ICIMOD), Kathmandu.

The study says the assessment of the data of temperature and rainfall in and around Nainital town for the last five decades has revealed that while the temperature in the area has increased at the rate of 0.07°C every year, the rainfall in the region has decreased at the rate of 0.60 mm every year. Rawat’s study was published as an article in International Journal of Computers and Geosciences from London recently.

DM, MLA visit waterlogged areas

Parliamentary Secretary and Rajpur Road MLA Rajkumar along with District Magistrate Chandresh Yadav visited waterlogged low-lying areas near the Rispana rivulet here today.

Rajkumar assured the area residents of necessary action soon. “The work of installing a mesh and embankments in the areas prone to flooding will start soon. This will prevent flooding in the areas in future. The flood-prone areas have been identified and the work will begin in the coming days,” he said.

Municipal Councillor Rajesh Chowdhary, MDDA member Mangesh Kumar, and Anand Thapliyal, Dinesh Negi and Ashok Sharma were also present.
