DC stalls development work in Jind for overspending
Jind, June 12 In response, the nagar parishad president and councillors have accused the DC of playing into the hands of politicians and threatened to lock the nagar parishad office if the ban is not withdrawn till Monday. “The DC, Rajiv Rattan. is playing into the hands of some Congress leaders who do not want to see development of the town and want to earn commission from contractors. The DC does not have a legitimate reason to stall ongoing development work and has done it to appease his political bosses," alleged Mukesh Devi, nagar parishad president. Sources said the DC found during inspection that the nagar parishad authorities had technical sanction for only
Rs 88 lakh, but had started work worth Rs 2.25 crore. Tension was simmering between the DC and the nagar parishad president for more than two years. A letter by the former on Wednesday evening to indefinitely stall ongoing development work worth more than
Rs 1 crore in various wards further fuelled the bitterness. In his letter, the DC directed the nagar parishad authorities to immediately stall all ongoing development work and added that he would get an inquiry conducted into all completed and ongoing development work to check grant utilisation as he has received complaints about irregularities in the use of grants. Curfew lifted partially, but Tauru residents not bothered
Gurgaon, June 12 This self-imposed curfew by the Tauru Sangharsh Samiti and local panchayat is a manifestation of their anger against the failure of the police and administration to identify and arrest the rioters who caused mayhem five days ago in Tauru. The administration, residents say, has faltered on two counts: no inquiry has been initiated and illegal arms used in firing are still to be seized. “No rioter has been arrested. The administration thinks that imposing and relaxing curfew is all that is required. We will not accept any relaxation in the curfew till something concrete is done,” said Tek Chand Saini, president of the samiti. In a related development, a mahapanchayat was held in Pathreri village as Section 144 of the CrPC was imposed in Tauru. Gurgaon MP Rao Inderjit Singh addressed the mahapanchayat and assured to deploy permanent paramilitary force in the village. “The police are no longer able to control the situation. I will urge the Central to permanently deploy paramilitary force here with facilities such as choppers. A search operation will be launched to uproot the problem of illegal firearms,” Singh said. The administration, however, feels that political interference would be a hurdle to returning to normalcy. “One politician meets one group and another leader meets another group. Sirsa village tops sex ratio chart
Sirsa, June 12 Out of these, 43 were boys and 64 girls, said Dr Surender Nain, a civil surgeon. With this feat, the village stands first in the district with the highest female sex ratio in 2013. Sirsa DC Anshaj Singh presented a cheque for ~1 lakh to the panchayat in a function at the village government school. “The money will be given as cash prizes of ~50,000, ~30,000 and ~20,000 to the girl students of the village who stand first, second and third, respectively, in Class X exams,” said Dr Nain. A cash prize of 25000 was given to the panchayat of Shergarh village of the district for securing the second spot in the district with a sex ratio of 1,243 women per 1,000 men. Of the 159 children born in Shergarh village in 2013, 88 were girls. Anshaj Singh said the authorities in Sirsa had taken steps to curb sex determination. He said

‘Loopholes’ galore in SIT probe into extortion case
Karnal, June 12 The representatives handed over a memorandum, addressed to the CM and the DGP, to the DC and the IGP, Karnal range, seeking a fair inquiry. “The SIT probe is unsatisfactory. The case should be inquired again,” Krishan Garg, senior deputy mayor of the Nagar Nigam, said Krishan Lal Taneja, president of the Beopar Mandal, said: “The SIT has accused advocate Harish Arya in the case, but he is innocent. After giving evidence of Harish’s innocence, he is still an accused.” He alleged that a retired police officer of Kurukshetra was the kingpin of the racket. National Integrated Forum of Artists and Activists (NIFFA) president Preetpal Singh Pannu said, “An innocent person should not be punished.” |

Animals lose 15 pc capacity to produce milk due to heat: NDRI
Karnal, June 12 As per the study, the capacity to produce milk is reduced by around 15 per cent in a milk-yielding animal due to heat stress. “There is a loss of around 1.5 million tonne to 2 million tonne of milk every year due to heat stress and this is a challenge for scientists as well as for society. The decrease in milk yield due to heat stress is more prominent in high-yielding animals compared with the indigenous ones,” NDRI director AK Srivastava told The Tribune. He pointed out that about 35 per cent of the milk loss was due to decrease in feed intake, while remaining loss was attributed to heat stress. “With the production of 134 million tonne milk, India is at number one position in the world. It is expected that the country will produce 140 million tonne this year. If the farmers do not take care of their animals during summer, it will be difficult to achieve a target of 190 million tonne milk by 2020,” the director said. “In summer, animals require additional energy which can be provided by bypass fat,” Srivastava said, adding that sufficient green fodder and feed for livestock should be ensured. “At present, India is deficient by around 15 per cent of dry fodder, 35 per cent of green fodder and 40 per cent of concentrate.” The director said, “Some diseases are common during summer season such as thielerosis, foot and mouth disease and Haemorrhagic septicaemia. Animals should be vaccinated against these diseases.” A Kumaresan, Senior Scientist, Animal Reproduction of NDRI, said: “Due to heat stress, the level of synthesis of hepatic glucose and lower non-esterified fatty acid in blood decrease. Heat stress reduces the glucose supply to the mammary glands, resulting in low lactose synthesis and, in turn, low milk yield.” |
Cong MLA sulks at removal of interlocking tiles from road
Fatehabad, June 12 Jarnail Singh has accused the SDM of working under the influence of local INLD leaders, an allegation that has
been vehemently denied by Mohan. While the MLA has accused the SDM of causing loss to the municipal committee at the instance of INLD activists, Mohan has denied the allegations and said he was on leave. In the centre of the controversy is Shaheed Devender Singh Yaadgari Park to be constructed by the municipal committee at a cost of Rs 1.05 crore. The announcement was made by Chief Minister Bhupinder Singh Hooda after Jarnail Singh’s
victory in the 2011 byelections. The park is being built over 4.5 acres on the Barnala road of Ratia town. After the municipal committee filled this land with soil at a cost of nearly Rs 50 lakh, some residents came forward to lay claims of ownership over a part of the land. Later, the municipal committee built a road with interlocking tiles on the land. This lead to protests among INLD workers, who alleged that the road had been constructed to facilitate encroachers. Poll drubbing puts Hooda govt in action mode
Chandigarh, June 12 They have made impromptu stops at tea shops to gauge the mood. Sources say this direct contact is aimed at assessing the perception of the people about various initiatives rolled out by the government from time to time and know where the policies have faltered. While MLAs are camping in their respective constituencies, ticket aspirants and former MLAs have begun the groundwork. Hooda had held two Cabinet meetings, in which he announced a policy to regularise employees, a waiver on property transfer to kin and a committee to consider toll concessions. Another Cabinet meeting, the third in a month's time, is slated for June 15. Hooda has indicated the intention to go ahead with the constitution of a separate SGPC. The issue has been hanging fire since Hooda's first term. The government has ordered a fresh survey of below poverty line families. This is a grouse of excluded families in the rural belt. The sources say a few more announcements can be in the offing, with the government considering ways to regularise guest teachers. “The government may consider lowering the age of senior citizens to 58 years to expand the base of pensioners. The government has granted reservation to Jats and four other castes, including Bishnois and Rors. The economically backward class in the general category were included later,” a senior leader has said. Chautala rushed to Medanta Medicity after chest pain

12 Chautala’s younger son and Ellenabad MLA, Abhay Singh Chautala, said the doctors who examined Chautala felt that the problem was related to the pacemaker surgery the former CM had undergone last year. He said though Chautala had been complaining of uneasiness for the past two days, he did not want to leave Chautala village before the “Rasam pagri” of his younger brother Pratap Singh Chautala scheduled for today. “He attended the rituals today and left for his Tejakhera farmhouse near Chautala village in the afternoon. However, he complained of pain in the chest and his doctor advised us to shift him to Medanta Medicity, Gurgaon immediately,” Abhay Singh Chautala added. Meanwhile, hundreds participated in the “Rasam pagri” of Pratap Singh Chautala at his residence in Chautala village today. Chautala thanked all those who visited his village to condole his brother's death. Pratap Singh Chautala, a former legislator, died after protracted illness on June 1. On June 3, Om Prakash Chautala was granted interim bail for 21 days to attend rituals after his younger brother's death . Kaushalya Dam dries up, Panchkula goes thirsty
Panchkula, June 12 The Irrigation Department has been told get permission from the Central Water Commission to construct three more dams at places near the Ghaggar to met Panchkula's water needs. HUDA Executive Engineer Preet Mohan said, “We have no hope from the Kaushalya Dam. The town has got between two and three MGD water from the dam. We will look for another source to meet water needs.” Sources said the Irrigation Department would have to divert the Ghaggar water until three other dams were constructed at Deewanwala, Dangrana and Shamla. “The Kaushalya Dam has really dashed all our hopes. It could not reach even the minimum level during the monsoon,” said an official with the Irrigation Department. Panchkula is being fed by tubewells. The demand is around 27 MGD while the supply is around 22 MGD. The Kaushalya Dam was supposed to provide 20 MGD during the monsoon and 9.7 MGD during the rest of the year. |
Survey to update BPL list in Fatehabad
Fatehabad, June 12 Fatehabad Deputy Commissioner DK Bahera said that as per the government’s directions, a committee had been set up for inclusion of left-out families in the BPL list. He said the BPL list of this district was updated in 2011, but some eligible persons were left out . Block Development and Panchayat Officers would this month accept fresh applications, which will be verified by the committee for their inclusion in the BPL list. Bahera said Rs 91,000 each would be given to eligible families for construction of houses under the Priyadarshani Awas Yojna or the Indira Awas Yojna. He said more than 250 families had so far been registered under the schemes and their identification would be completed this month. |
Schedule for panchayat bypoll issued
Chandigarh, June 12 Stating this here today, State Election Commissioner Dharam Vir said nominations could be filed from June 20 to June 23 and information would be furnished by the candidate to the returning officer (panchayat) concerned before 10 am on June 24. Scrutiny would be done from 10 am to 4 pm on June 24 and candidature could be withdrawn up to 4 pm by June 26. The work of preparation of list of contesting candidates and allotment of symbols for elections would be done immediately after the expiry of the period of withdrawal of candidature on June 26. He said polling, if required, would be conducted from 8 am to 4 pm on July 6. Counting of votes of panches and sarpanches would be done immediately after the close of the poll at all polling stations of the panchayat concerned, whereas for the election of members of the panchayat samitis and zila parishads, the counting would be held on July 7 at 9 am. If re-poll is recommended, the schedule for the counting of all polling stations would be notified later, he added. |
Sonepat colony residents protest lack of facilities
Sonepat, June 12 Led by BJP state vice-president Rajiv Jain, the protesters handed over a memorandum of demands, addressed to Chief Minister Bhupinder Singh Hooda, to Deputy Commissioner (DC) Samir Pal Srow, who assured them that their issues would be brought to the notice of the higher authorities. “Officers of the Water Sewer and Sanitation Department claim to have sent a project report to the higher authorities for sanction. Till date, sanction is awaited,” Jain said. He pointed out that it was useless to install submersible pumps in the colonies as the underground water was brackish and unfit for human consumption. “The colony residents are paying property tax and development charges for getting the building plans approved, but the government has failed to provide basic necessities such as road, sewerage and drinking water,” Jain added. |
Power engineers take up demands with MD of HPGCL
Ambala, June 12 R Dahiya, chairman of the Northern India Power Engineers Federation, who led the delegation, said decisions regarding the proposed promotion policy and induction of outsiders as Directors of power utilities had left senior engineers worried about their promotion prospects. They said Assistant Engineers and Assistant Executive Engineers were worried about their low pay scales and allowances compared to their counterparts in other state power utilities. The engineers said posting outsiders as Directors would block the promotion of Chief Engineers. Ranbir Deshwal, general secretary of the HPEA, said a committee was formed in June 2013 to review pay anomalies of Assistant Engineers and Assistant Executive Engineers. He said it was scheduled to give its report in two months, but not a single meeting had been held till date. Hardeep Sangwan, general secretary of the HPGEA, said the managements of both utilities had assured engineers that their grievances regarding pay anomalies, time scales and revision of allowances would be put before the Board of Directors in a time-bound manner. The HPGCL management had assured them that allowances would be enhanced and generation incentive calculated on the basis of basic pay and grade pay. Mentally challenged woman rescued
Sirsa, June 12 They informed a Dabwali-based NGO, Sahara Jansewa, whose volunteers took the woman to Bhai Kanhaiya Ashram here. Her medical examination has brought out that she is six-month pregnant. Now, she is among the 48 mentally challenged women living in the ashram run by Gurvinder Singh, himself a differently abled person. “The police are in the know of the woman’s presence in the ashram. Here, she will get timely food as well as medical treatment. When she is cured and able to recollect her past, we will try to reunite her with her family,” said Gurvinder, who turned a philanthropist after being inspired by a Ludhiana-based NGO that looks after accident victims. The NGO tended to him after he was injured in a road accident and paralysed in lower part of his body. Bhai Kanhaiya Ashram has received 80-odd destitute women in three years of its existence. Of these, 32 were cured and reunited with their families, three died of terminal diseases, while 48 are still living in the ashram. “These women come from poor states such as Bihar, Odisha and Uttar Pradesh. In most cases, truck drivers purchase orphan girls aged between 12 and 15 for Rs 2,000-3,000, exploit them sexually during the journey and then sell them to other drivers after reaching their native places,” Gurvinder said, adding that in some cases, women reaching
the ashram were reported missing. |
Panipat-Delhi RRTS corridor approved
New Delhi, June 12 The LG, in his approval letter to the National Capital Regional Planning Board (NCRPB), said the Delhi-Panipat corridor up to Kashmere Gate and the Delhi-Meerut corridor through Anand Vihar to Serai Kale Khan could be implemented. These proposals of the NCRPB had been supported by the Delhi Metro Rail Corporation (DMRC). As far as the Delhi-Alwar corridor was concerned, the DMRC had not supported the proposal of the NCPRB as metro services from Delhi to Gurgaon were available. For the time being, the Alwar corridor could be terminated at the Delhi border in Gurgaon, the LG said. The alignment for the 111-kilometre Delhi-Panipat, 180-kilometre Delhi-Alwar and 90-kilometre Delhi-Meerut corridors had been finalised. The total length of the three corridors would be 349 kilometres as the Delhi-Alwar corridor would terminate at the Delhi border in Gurgaon. |

Mahinder Singh Beniwal, president of the Non-teaching Employees Association, said their main demand for creation of new posts as per the workload had been pending for long. He said if the government failed to accept their demand now, they would be constrained to take harsher steps. Rohtak, June 12 Sanjay, father of four children, worked as a labourer. The police said it seemed that Sanjay's acquaintance(s) had killed him. Some family dispute could also have led to the incident. Chandigarh, June 12 The issuing of appointment letters would take some time as the verification of documents issued by the deemed universities concerned was being carried out by committees constituted for the purpose. After the completion of verification, appointment letters would be issued to all selected candidates, Bhukkal added.
