Punjabi farmers may miss rehabilitation deadline

Hopes of hundreds of Punjabi farmers in Haryana to get land re-allotted to them after their eviction may be dashed to the ground with the state administration dilly-dallying on accepting allotment claims even though the deadline expires on June 12. The farmers face uncertain future despite the Hooda Government bringing in legislation in September, 2013, to rehabilitate farmers evicted from panchayat land they had been tilling since the early 1950s.

The Haryana Government will give a weightage of 25 marks to Veer Naris (war widows) from the state, during recruitment of anganwadi workers. Widows of defence personnel were already being given weightage of 15 marks during recruitment to these posts.

INLD to go it alone in Assembly elections

The INLD will go it alone in the Assembly elections later this year against the backdrop of strong anti-incumbency against the Hooda Government, said state INLD chief Ashok Arora. The impressive performance by the BJP, which led in 52 Assembly segments as against 16 by the INLD in the recent Lok Sabha elections, has put a full stop on possibilities of a BJP-INLD tie-up ahead of the Assembly poll.

Hooda calls on Chautala, condoles his brother’s death

Chief Minister Bhupinder Singh Hooda today visited Chautala village in Sirsa to condole the death of former legislator Pratap Singh Chautala who died on Sunday. Accompanied by Haryana Assembly Speaker Kuldeep Sharma and state Congress chief Ashok Tanwar, Hooda arrived by helicopter around 4.30 pm and drove straight to Pratap Singh's residence.

Activists torch vehicle carrying cattle in Gharaunda; driver booked
Karnal, June 4
Irate over the smuggling of cows for slaughtering, a group of Gharaunda activists today torched a pick-up vehicle carrying cattle, this morning. Before burning the vehicle, enraged activists attacked the driver and freed all the cattle. The driver was injured and was later admitted to the Kalpana Chawla Government Medical College Hospital by the police. Cow protection activists claimed that these cattle were being taken to UP slaughter houses.

Power bill racket rocks Faridabad
Faridabad, June 4
Dakshin Haryana Bijli Vitran Nigam (DHBVN) employees posted here are under the scanner after irregularities in realising power bills of industrial units were unearthed. The unrealised amount is more than Rs 3 crore. In all, three employees, including a Subdivisional Officer (SDO), have been suspended in this regard. An inquiry was started a week ago.

INLD workers lay siege to Faridabad toll plaza
Faridabad, June 4
Over 300 INLD activists and supporters laid siege to the toll plaza on the Faridabad-Gurgaon highway here this noon to seek withdrawal of the hike in rates from June 1. The operator had increased the toll between 10 and 33 per cent. Protesters led by district-level party leader Vikas Chaudhary condemned the hike, saying it was another attempt by the state government and the toll mafia to harass and victimise commuters.

Three held for UP girl’s gangrape
Panipat, June 4
The district police have arrested three persons on charges of raping a minor girl from Uttar Pradesh. The police arrested Sonu of Kabri village, Shammi of Ramnagar on Babail road and Roshan of Samsan Road, on the statement of the victim and registered an FIR under sections 376 D of IPC and 4 of POCSO Act. The victim alleged in her complaint that the accused raped her when she hired Sonu’s auto to go to her aunt’s house near Ugra Kheri village.

Wages fixed for skilled, unskilled workers

The Haryana Government has fixed the minimum wages for unskilled, semi-skilled, skilled and highly skilled employees under the outsourcing policy. A spokesman said here today that unskilled employees would get the minimum wages of Rs 8,100 per month.

Bhagana Dalit protesters detained
New Delhi, June 4
In all, 25 persons protesting in Delhi over the alleged gangrape of four girls from the Dalit community at Bhagana village of Haryana’s Hisar district by upper caste men, were detained by the Delhi Police after they were ordered to vacate the protest venue today.

Salesman’s murder: Rewari petrol pumps stay shut
Rewari, June 4
All petrol pumps in Rewari district remained closed on Wednesday to protest the "police inaction" in pump salesman Radheshyam's murder. Acting on an indefinite strike call by the Rewari Petroleum Dealers Association, pump owners staged a dharna at the Mini Secretariat here and submitted a memorandum to the Rewari SP.

Girl child's body found in sewer
Karnal, June 4
The body of a one and a half year old girl was found in a sewer at Bastara village near the GT road yesterday. Madhuban SHO Janak Raj said they got information about a body wrapped in polythene lying in the sewer. Preliminary investigation revealed the child's body was dumped there. The exact cause of death would be known after the post-mortem. The police have taken custody of the body and are also examining any ‘tantrik’ angle. They have also questioned people living in nearby areas. TNS

Officers told to get orders vetted

The Haryana Government has directed all administrative Secretaries, HoDs , Commissioners, Deputy Commissioners, MDs or Chief Administrators of all Boards and corporations and Registrars of all universities to get important instructions vetted from the Law Department before issuing these. Directions issued by the Chief Secretary say that the instructions should be in accordance with the law to minimise the scope for avoidable litigation. This decision had been taken to comply with the directions of the Punjab and Haryana High Court. — TNS

Short-circuit leads to fire in 2 factories
Sonepat, June 4
Property worth lakhs was gutted in fire at two industrial units in the district late last night. Fire broke out in a readymade garments unit in Kundli industrial area and it took three hours for the fire tenders, who had reached the spot from Sonepat, Narela and Buwana in Delhi, to control the fire. Owner Rakesh Aggarwal, a resident of Model Town in Delhi, said the damages to machinery, raw material and finished goods were being assessed. There was another incident at the local Baba colony. According to the owner, Surender Chauhan, the loss was estimated between Rs 20 to 25 lakh. The cause of fire was suspected to be a short-circuit. OC

Hopes of hundreds of Punjabi farmers in Haryana to get land re-allotted to them after their eviction may be dashed to the ground with the state administration dilly-dallying on accepting allotment claims even though the deadline expires on June 12. The farmers face uncertain future despite the Hooda Government bringing in legislation in September, 2013, to rehabilitate farmers evicted from panchayat land they had been tilling since the early 1950s.

The Haryana Government issued a notification on December 12, 2013, asking evicted farmers to present their claims within six months so that they could be re-allotted on a 99-year lease the land they had been evicted from following a court order . About 10 per cent farmers in the state have been able to submit their claims so far though thje deadline expires on June 12 .

A team of farmers of the Pehowa Guhla Abadkar Pattedar Kissan Joint Action committee led by Jarpal Singh Cheeka today met Chief Minister Bhupinder Singh Hooda and apprised him of the lacklustre response the farmers were receiving at the hands of the district administration, mainly in Kaithal and Kurukshetra districts. They have demanded an extension of deadline by another six months to submit their claims.

It is pertinent to point out that eviction of Punjabi farmers from Punjab and Haryana had become an important pre-election issue in the country, especially in Punjab and Haryana. There were protests against Haryana and Gujarat’s action of evicting many farmers who had been tilling land given to them on lease after the expiry of a 20-year lease in 1972.

About 3,500 Punjabi but mainly Sikh families facing eviction belong to either the Pehowa constituency of Finance Minister Chattha or Guhla represented by the INLD. There are 26 village in Pehowa and 14 villages in Guhla where this land is located.

Chief Minister Hooda said that these Sikh lessees had made the uncultivable land cultivable with sheer grit and had no other source of income. But after they have been evicted following a court case, they are living on doles from the SGPC and the Delhi Gurdwara Management Committee (DGMC)

The new legislation by Haryana aims at allotting the said land to original allottees or their legal heirs on further lease for 99 years after the recovery of use and occupation charge.

A meeting of Congress workers convened to mobilise support for the May 16 block-level worker’s meeting to be addressed by Chief Minister Bhupinder Singh Hooda ended in a spat between Hooda and Selja supporters, with either party blaming the other for the dismal performance in the Lok Sabha election.

The meeting at the Congress Bhawan was presided over by party’s Ambala observer Arjun Singh to prepare for the special meeting to be addressed by Hooda and state party chief Ashok Tanwar. Trouble began when a Youth Congress leader said the party's Ambala candidate Raj Kumar Valmiki lost as Selja supporters did not campaign for him during the election.

This did not go down well with Selja's supporters, who objected to the statement. Several Congress leaders, including Harish Shashan, Neelam Sharma and Satish Saini walked out in protest. Arjun Singh placated some protesting partymen and asked them to re-join proceedings in the best interest of the party.

Later, he chose to play down the episode and claimed Congress workers stood united and were gearing up for the Assembly election.

He claimed there was a Hooda wave in the state and issues pertaining to the state were different from those on which the Lok Sabha election was contested. He said the rival political party stood no chance and the Congress would form the government for the third consecutive time.

Hooda will head next govt: Kadian

Congress Observer Vijender Singh Kadian today said the party high command had made it clear that Chief Minister Bhupinder Singh Hooda would head the government in the state for the third time in a row if the party was voted to power.

“AICC general secretary in-charge for Haryana Shakeel Ahmed has clearly said the Congress will contest these elections under CM Bhupinder Singh Hooda and state Congress president Ashok Tanwar. There is no doubt on who will be the next chief minister if the Congress returns to power,” Kadian said.

He said the party lost the parliamentary poll because people wanted a change at the Centre, but it was not the case with Haryana. — TNS

Policy framed on low-density, eco-friendly colonies

The Haryana Government has framed a policy for planned development of low-density eco-friendly colonies to discourage development of farmhouses in a sporadic manner in the agricultural zone.

A spokesman of the Town and Country Development Department said here today that the aim of the policy was to promote planned development of low- density eco-friendly colonies with a focus on eco-friendly design principles. The focus of such colonies or townships would be incorporating the latest know-how of ecological sensitive design norms.

The spokesman said grant of a licence for establishment of a low- density eco-friendly colony would be considered in the agricultural zone at a minimum aerial distance of 500m from the existing urbanisable limit. No such low- density eco-friendly colony would be allowed in the blocks notified by the Central Groundwater Board from time to time imposing restrictions on withdrawal of groundwater. The site should be in a compact block and no such low-density eco-friendly colony would be permitted in the area falling in 500m setback of any national highway, he added.

He said the minimum area requirement for such colony would be 100 acres, but there would be no upper cap. However, no additional licences in continuation of a licence already granted for such colonies would be allowed unless the applicant has another chunk of at least 100 acres for which additional licence application could be submitted.

Under the access parameters, no internal road in the colony would be less than 12-metre wide. Farming plots in such colony would be accessible through at least a 12m-wide road. The plot size permitted in such colony would range from 1 acre to 2.5 acres. The site should be accessible from a minimum 18 m-wide existing road, he added.

Grant of CLU permission for farmhouses would be discontinued in hyper and high-potential zones. Prevailing norms for grant of CLU permission for farmhouses would continue in medium and low potential zones as there would be much less potential for development of low-density eco-friendly colonies.

Policy details

CM announces sops for ex-servicemen, kin

The Haryana Government will give a weightage of 25 marks to Veer Naris (war widows) from the state, during recruitment of anganwadi workers. Widows of defence personnel were already being given weightage of 15 marks during recruitment to these posts.

Announcing this while co-chairing the annual Civil-Military Liaison Conference (CML) at Headquarters Western Command, Chandimandir here today, Haryana Chief Minister, Bhupinder Singh Hooda, said the state would also allot two acres of land on concessional rates in Sector 27 of Panchkula to establish a Defence Service Officers Institute (DSOI).

On the issue of the Western Command seeking for allotment of land for establishment of an Army Aviation unit for helicopters adjacent to the Pinjore Flying Academy, Hooda assured he would get this matter examined.

Hooda said recently the state government had decided to give employment, on compassionate grounds in Class III and IV posts to one eligible living spouse or dependent child of a martyr of the Armed Forces or paramilitary forces killed in action in border skirmishes, terrorist attacks or riots.

Stating that a special campaign had been launched in the state to fill the vacant posts in the category of ex-servicemen in various government departments, he added the Rajya Sainik Board would put information on vacant posts of ex-servicemen category on the website.

Hooda said the state government had launched an ambitious project of providing 50,000 constructed dwelling units in different urban estates of the state. In the first phase of this scheme, an advertisement had been issued for registration of 13,696 dwelling units for the defence personnel of JCOs and other ranks at eight different places.

He said the state government also provides eight per cent reservation to the serving soldiers and ex-servicemen for allotment of plots in different urban estates. Exclusive defence colonies or defence sectors have been carved out in Rohtak, Jind, Rewari, Jhajjar and Hisar.

He said World War-II veterans and their widows, who do not receive any pension from the government and who were earlier getting financial assistance of Rs 1,500 a month would be given Rs 3,000 from this month.

In his address, Lt. General Philip Campose, General Officer Commanding-in-Chief, Western Command, hoped the conference would prove to be a vital platform to resolve issues of mutual interest.

The INLD will go it alone in the Assembly elections later this year against the backdrop of strong anti-incumbency against the Hooda Government, said state INLD chief Ashok Arora. The impressive performance by the BJP, which led in 52 Assembly segments as against 16 by the INLD in the recent Lok Sabha elections, has put a full stop on possibilities of a BJP-INLD tie-up ahead of the Assembly poll.

Sources said the INLD confidence stemmed from the fact that in the 2014 Lok Sabha polls, the party polled 24.4 per cent votes as compared to Congress’ 22.9 per cent. The INLD’s vote share and two LS seats must be seen in the backdrop of the Modi wave that propped up the BJP to its best-ever vote share of 34.7 per cent, which translated into seven LS seats.

Party sources claimed weakening of the ‘Modi wave’ and strong anti-incumbency sentiments against the Hooda Government in the run-up to the poll would stand the party in good stead in October.

Despite jailing of its supremo OP Chautala and senior leaders Ajay Chautala and Sher Singh Badshami in the JBT teachers' recruitment scam last January, the party cadre is still intact. Belying speculation that the INLD would disintegrate in the absence of the Chautalas, the party is gaining strength.

The INLD commands a sizeable presence among the rural Jat vote-bank. In the last Assembly poll, the INLD — along with its alliance partner SAD — bagged 32 seats in the 90-member Vidhan Sabha. The Congress which bagged 40 seats formed the government with the support of seven Independents and five defector MLAs from the HJC.

Hooda calls on Chautala, condoles his brother’s death

Chief Minister Bhupinder Singh Hooda today visited Chautala village in Sirsa to condole the death of former legislator Pratap Singh Chautala who died on Sunday. Accompanied by Haryana Assembly Speaker Kuldeep Sharma and state Congress chief Ashok Tanwar, Hooda arrived by helicopter around 4.30 pm and drove straight to Pratap Singh's residence. He spent 20 minutes with the late MLA's family members, including his wife Shakuntala Devi, elder brother and former CM OP Chautala, his younger brother and senior Congress leader Ranjit Singh's sons Jitender Singh and Ravi Singh Chautala and his former OSD KV Singh and offered his condolences .

Hooda described Pratap Singh as a sociable personality and a political leader rooted to the soil. He said he had a long association with Pratap Singh, who became the Ellenabad MLA in 1967.

Hooda, who sat next to Chautala, was seen speaking intermittently to him, Ranjit Singh and Ravi Singh Chautala. It was Hooda's first interaction with Chautala following his conviction in the JBT recruitment case last January.

The INLD leadership, particularly members of the Chautala clan, have often accused Hooda of conspiring to send OP Chautala to jail, a charge the CM has vehemently denied. Chautala, who was allowed interim bail for 21 days to participate in family rituals, arrived in the village shortly before Hooda.

The driver was injured and was later admitted to the Kalpana Chawla Government Medical College Hospital by the police. Cow protection activists claimed that these cattle were being taken to UP slaughter houses.

On Wednesday morning, a vehicle carrying cattle collided with another vehicle, while it was on its way to Panipat from Karnal. After the collision, the vehicle overturned, said an eyewitness, adding that there were seven cattle in that vehicle.

The news of a pick-up vehicle carrying cattle, spread like wildfire in the vicinity, and enraged cow protection activists reached there and protested. They raised slogans against cow smuggling.

Eyewitnesses said some activists attacked the driver and freed the cattle from the vehicle and set the vehicle ablaze.

Meanwhile, Gharaunda SHO Gurvinder Singh and the highway police reached the spot with a fire brigade and controlled the fire.

The activists alleged, “Cow smuggling is on the rise in Haryana. Mostly smugglers are using the Karnal route to smuggle animals to UP and this hurts the sentiments of the people.”

The police have registered a case against several unknown persons, who set the vehicle on fire.

Power bill racket rocks Faridabad

Dakshin Haryana Bijli Vitran Nigam (DHBVN) employees posted here are under the scanner after irregularities in realising power bills of industrial units were unearthed. The unrealised amount is more than Rs 3 crore. In all, three employees, including a Subdivisional Officer (SDO), have been suspended in this regard. An inquiry was started a week ago.

Ever since the DHBVN outsourced bill collection and payment in 2011, hundreds of complaints regarding wrong billing have surfaced. But is it is perhaps for the first time that a scam involving employees and officials has been unearthed.

The funds collected through cheques from industrial consumers were not deposited in the DHBVN’s account, but the cheque details were entered into the discom’s record. The anomaly, sources said, went undetected because the subdivision office did not cross-check the bank statement.

The SDO, Pramod Kumar, and two other employees of the accounts branch were suspended on Tuesday after officials, during the discom’s audit, found that a cheque for Rs 10.06 lakh was not deposited in the DHBVN’s account.

Superintending Engineer (SE) RS Yadav admitted that investigation was on and it was difficult to ascertain the scale of the scam at this stage. “Irregularities have been detected in the realisation of bills made through cheques,” he said, adding that strict action would be taken against the guilty. The All-Haryana Power Corporation Workers’ Union has demanded a high-level investigation.

In view of the BJP’s outstanding performance in the Lok Sabha elections in Haryana, many second and third-rung politicians of the state are seeking the party ticket for the Assembly poll. Such leaders are trying hard to project themselves as winnable candidates from their respective Assembly segments. The small-time leaders hope that the installation of the BJP-led NDA Government at the Centre would impact the Assembly elections.

Political pundits say many district and block-level leaders are likely to quit their present organisations and lobby for a respectable position (read ticket) in the BJP.

Meanwhile, Chaubisi Athgama Panchayat convener Shamsher Kharkara today announced his plans to contest the elections from Meham. Kharkara, who had contested the Lok Sabha poll on the INLD ticket, has been shown the door by the party. He is likely to join the BJP.

25 tickets sought for Punjabis: Former Haryana minister Subhash Batra, who is the convener of the Akhil Bharatiya Punjabi Jagriti Manch, has stated that they would support any non-Congress party that promises to field Punjabi candidates from at least 25 of the 90 Assembly segments.

HUDA’s Sonepat project back on track after 10 yrs

In a relief for HUDA, around 95 per cent farmers who owned land acquired for its proposed Sectors 5 and 6 have accepted the award amount enhanced by the court. The remaining farmers are likely to follow suit.

As many as 468 acres of land of farmers of Raipur, Sultanpur and Fazilpur was acquired by HUDA in 2004 to developing these two sectors near the GT Road. It fixed the per acre award amount at Rs 5.50 lakh, but farmers opposed it and moved the district court for its enhancement. The court recently enhanced the amount to Rs 40 lakh an acre.

HUDA which had been waiting to commence development of the proposed sectors and invite applications for plots for the last 10 years. These sectors are planned to have around 2,500 residential plots of different sizes.

"After the court decision, around 95 per cent farmers have taken the award and HUDA has accelerated the process to develop these sectors," sub-divisional engineer Devender Malik said.

Some farmers have approached the Punjab and Haryana High Court for further increase in award amount in view of prevailing market rates.

Over 300 INLD activists and supporters laid siege to the toll plaza on the Faridabad-Gurgaon highway here this noon to seek withdrawal of the hike in rates from June 1. The operator had increased the toll between 10 and 33 per cent. Protesters led by district-level party leader Vikas Chaudhary condemned the hike, saying it was another attempt by the state government and the toll mafia to harass and victimise commuters. Demonstrators forced a free run of vehicles on the highway for around an hour, before they were removed by the police.

Chaudhary said the state government was on the one hand trying to show it was concerned about the toll issue by setting up a state- level committee to recommend steps to provide relief to commuters, but it had allowed hike in tax within two years of the plaza being made operational. This, he claimed, highlighted the double standards of the present government.

The party also criticised newly-elected MP and Minister of State, Road Transport and Highways, Shipping Krishan Pal Gurjar for failing to remove toll plazas.

Three held for UP girl’s gangrape

The district police have arrested three persons on charges of raping a minor girl from Uttar Pradesh. The police arrested Sonu of Kabri village, Shammi of Ramnagar on Babail road and Roshan of Samsan Road, on the statement of the victim and registered an FIR under sections 376 D of IPC and 4 of POCSO Act. The victim alleged in her complaint that the accused raped her when she hired Sonu’s auto to go to her aunt’s house near Ugra Kheri village.

Police release sketch of rape accused

Karnal: To trace the accused involved in the kidnapping and rape of an eight-year-old girl from Gharaunda, the police have released the sketch of the accused. Police have increased the reward amount from Rs 50,000 to Rs 1 lakh for anyone who provides information about him. Eight days have passed and the police have failed to trace the accused. The only clue with the police is the colour of the Innova used in the crime.

Wages fixed for skilled, unskilled workers

The Haryana Government has fixed the minimum wages for unskilled, semi-skilled, skilled and highly skilled employees under the outsourcing policy. A spokesman said here today that unskilled employees would get the minimum wages of Rs 8,100 per month.

Semi-skilled employees would get the minimum wages of Rs 9,000 per month. Skilled employees would get the minimum wages of Rs 9,900 per month. Such staff include heavy vehicle drivers, guards with weapon, junior engineers; draftsmen, steno-typists; stenographers.

Highly skilled employees would get the minimum wages of Rs 11,000 per month. This category consists of jobs requiring graduation or certificate or diploma of more than two years’ duration.

He said the agency would pay wages as prescribed, besides other benefits such as ESI and EPF per month to these workers appointed in the government departments as well as its boards, corporations and local bodies by way of cheques or bank drafts or pay orders.

Bhagana Dalit protesters detained

New Delhi, June 4
In all, 25 persons protesting in Delhi over the alleged gangrape of four girls from the Dalit community at Bhagana village of Haryana’s Hisar district by upper caste men, were detained by the Delhi Police after they were ordered to vacate the protest venue today.

The protesters claimed that about 300 policemen reached there with New Delhi Municipal Council officials when they were sleeping at the protest venue in Delhi’s Jantar Mantar area. “They ordered us to vacate the area by about 12 pm. They beat us, including women, and uprooted our tent,” they said.

The officials left after instructing the protesters to leave the area by 12 pm. five representatives of the protesters reached the Parliament Street police station around 2 pm. “They met the SHO.

He asked them to wait. They went back to Jantar Mantar and returned with some protesters to the police station,” said the protesters. — TNS

Salesman’s murder: Rewari petrol pumps stay shut

All petrol pumps in Rewari district remained closed on Wednesday to protest the "police inaction" in pump salesman Radheshyam's murder. Acting on an indefinite strike call by the Rewari Petroleum Dealers Association, pump owners staged a dharna at the Mini Secretariat here and submitted a memorandum to the Rewari SP. They threatened to extend their strike to the state, if Radheshyam's killers were not arrested in 24 hours.

Radheshyam, a salesman at Shahid Azad Singh Petrol Pump, was shot dead by miscreants at the pump on the Delhi-Jaipur Highway near Sangwaadi village in this district on June 1.

Earlier, association chief Roshan Lal said several incidents of looting had taken place at petrol pumps in the district and the police every time failed to either recover the booty or arrest the criminals.
