Fatehabad, June 1 The woman and her newborn spent the night on the road and it was only in the morning that they were shifted to the PHC. Civil Surgeon Dr Suraj Bhan Kamboj has ordered an inquiry into the incident. According to reports, Ashok Kumar’s wife Lovely experienced labour pains about 11 pm yesterday. On his landlord Gurvinder Singh’s advice, Kumar took his wife to the PHC at Kulan. On reaching the PHC, Kumra and his relatives found the door of the delivery hut bolted from inside. The woman’s family knocked at the door repeatedly for more than an hour, but no one opened it. No doctor or paramedics was on the PHC premises during the night, sources said. Under a scheme to promote safe delivery practices, particularly in rural areas, the Haryana Government has set up delivery huts in the PHCs, where the ANM and other staff is required to remain on duty round the clock. Since Lovely was crying in labour pain, her relatives knocked at the doors of houses nearby for help. A woman came out and assisted the woman in delivering the baby on the road. In the hope of getting medical assistance in the morning, the woman, her newborn and her family spent the night on the road. In the morning, when people noticed them lying on the road, they called the PHC staff, who, in turn, shifted them to the health centre. It was later learnt that the ANM staff on duty was sleeping inside the delivery hut after bolting the door from inside. Dr Kamboj said he was unsure whether the woman delivered the baby on the road or was brought to the PHC in the morning after she had delivered at home. Sirsa, June 1 The cremation will be held at the victim’s native village Chautala in Sirsa at 12 noon tomorrow. Pratap Chautala, second of former Deputy PM Devi Lal’s four sons, was elected to the Assembly from Ellenabad in 1967. He had distanced himself from his elder brother’s INLD in the 90s and joined the Haryana Janhit Congress in 2007. He quit the HJC later and came close to the Chautalas again after the sentencing of his brother and nephew in the JBT recruitment scam. |

Chandigarh, June 1 The High Court, on a previous hearing, had directed the companies to pay initial advertisement money of ~7 crore to the Gurgaon Municipal Corporation. The agencies were directed to come out with enforceable guarantees or collateral security for the remaining amount of about ~16 crore. The order by Justice Rajive Bhalla came on a petition filed by Advert Communication Private Limited and another petitioner after hearing Gurgaon Municipal Commissioner Parveen Kumar. Appearing before Justice Bhalla, Kumar asserted that their initial claim was of ~39 crore, but the amount had been reduced to ~23 crore. Seeking court intervention, Kumar argued that one of the companies had changed hands at least thrice and under the circumstances, it would be tough for the corporation to get the advertisement money back. In case of arbitration, the matter would remain pending for years, he argued. The controversy hovers around payment for installation of advertisements on “unipoles”. The petitioners had challenged the issuance of a notice of demand, calling upon them to discharge their contractual liability regarding 72 “unipoles” admittedly allotted to them by way of separate contracts. Dr Kumar had been asserting that advertisements were installed on “unipoles” in accordance with terms and conditions of the contracts and therefore, the petitioners were required to discharge their liability. The counsel for the petitioners, on the other hand, submitted that 63 “unipoles” were not installed on the same date, but from time to time, depending upon availability of site and demarcation thereof. The counsel further submitted that while issuing the demand notice, the corporation had not considered that the sites removed were never relocated or reallotted and iIf relocated or reallotted, the dates were not correctly considered. Unending wait for power in Jind locality
Jind, June 1 Power supply to the colony, which comes under the power department’s Nagura sub-division, is not likely to be resumed for at least four more days. Villagers said the fault in the line was a routine one: a supply cable was burnt due to overheating on May 16. Usually, such a fault is rectified within hours. The department is yet to replace the burnt cable and has not prepared the estimate of the work. Villagers said they had repeatedly approached the offices of the Executive Engineer and SDO and were promised help by the Jind DC, but to no avail. “We have repeatedly met the SDO and the Executive Engineer but no action has been taken to resume power supply to our village. Our children, particularly the young ones, cry through the night, unable to bear the scorching heat,” said Arvind, a resident of Panchal Colony. Villagers said women were walking long distances to fetch water and the studies of young, school-going children were suffering as they could not attend school due to inadequate sleep at night without power. “We have been without electricity for 15 days and there is no one to help us. We request the Haryana Chief Minister to intervene and help us. Strict action must be taken against the officers responsible for our misery,” said Mukesh, another affected villager. Nagura SDO PD Kaushik admitted Panchal Colony was without power for 15 days. He blamed the delay in repairs on staff shortage. |
Sonepat Health Department declares war on mosquitoes
Sonepat, June 1 It has released mosquitofish (gambusia affinis) in all 416 water bodies identified in the district in last year’s survey to check breeding of mosquitoes. Civil Surgeon Suresh Chander said except for a few areas, there had been a decrease in the annual blood slides examination ratio for 2012 and 2013. Similarly, malaria cases also recorded a decrease from 559 in 2012 to 370 in 2013. He said precautionary measures were being taken to bring down the positive cases to less than 100 this year. However, he said, the number of dengue cases increased from 15 in 2012 to 35 during 2013. The red areas were identified as Sonepat urban and the area under Badkhalsa and Juan community health centers. “There were two cases of Japanese encephalitis in 2012 and only one last year,” he claimed. “We received three dengue igM test kits from NIV Pune last year in September and November. Against the demand of three kits for this season, we have already received one,” he said. He said copies of the Malaria Control Order 2013 had been circulated to all health units in the district for strict implementation. Any home owner repeatedly found violating the orders could be fined up to ~2,000, he warned. |
HJC goes all out to plug holes in sinking ship
Chandigarh, June 1 The strain between the HJC and the BJP is obvious since the results of the parliamentary elections were declared. BJP state unit chief Ram Bilas Sharma’s admission that the alliance is on a “weak wicket” comes as a blow to Bishnoi and is an indication of things to come. Sources said when the BJP state unit was advocating that the party tested the waters on its own in the Assembly elections, Sharma continued to stand by Bishnoi. Leaders advocating snapping of all alliances in Haryana maintain that Sharma, too, seems to have finally read the writing on the wall and realised that he can do little when the state leadership is convinced about going it alone. Sources said Bishnoi’s desperation is evident from the fact that he is going leader-hopping in the BJP to make a last-ditch effort to save the alliance. “He met senior NDA ministers Sushma Swaraj and Nitin Gadkari. It seems he could not get any assurance from them and has now sought time from Prime Minister Narendra Modi,” a BJP leader said. He added that the party leadership had nearly made up its mind that either the HJC should agree to the revised terms of the alliance and contest a fewer number of seats and give up its idea of occupying the CM’s chair or merge the HJC with the BJP or forget about the alliance. Bishnoi has urged his workers to be prepared to contest all 90 seats, but the going may get tough for the HJC which is essentially considered a “one-man party”. Sources said leaders who were initially planning to join the HJC had put their decision on hold, given the uncertainty of the BJP-HJC alliance. This is particularly significant since the BJP, too, will be on the lookout for “winnable” candidates. Leaders considering joining the HJC may well end up crossing over to the BJP if the HJC does not have its way. BJP leaders maintain Bishnoi lost his standing as an alliance partner since he could not save his own seat and is in no position to dictate terms. Also, buoyed by the recent success in the elections (it won seven out of eight seats it contested), the BJP believes that there can be no better time to try forming the government on its own than now since it has fought in alliance in all previous elections. The BJP maybe upbeat, but Bishnoi’s defeat from Hisar has practically upset the HJC’s applecart. Ambala/Kurukshetra, June 1 Chander Mohan, who was here to hold a meeting with the party workers at Sambhalka village in Saha segment, said some senior BJP leaders had issued subjective statements in the media in an attempt to reflect the HJC in poor light. He said such leaders should not forget that in the last Assembly elections the HJC had won more seats as compared to the BJP. Meanwhile, Chander Mohan held another meeting with party workers at Kurukshetra and said, “BJP’s national leadership should take strict action against its Haryana leaders, who have been uttering nonsense against the HJC just to gain cheap publicity. We have followed the alliance dharma, but didn’t get the same support from the BJP in the Lok Sabha elections.” The HJC leader criticised BJP state chief Ram Bilas Sharma, the party’s national spokesperson Captain Abhimanyu Singh and Anil Vij. “After the Lok Sabha results, BJP leaders have changed their tone. Five kill salesman at petrol pump, flee with `2 lakh
Rewari, June 1 The deceased has been identified as Radheshyam of Teet village in the district. The police have started investigation after registering a case under relevant sections of the IPC against five unidentified men. The police said the assailants were armed with pistols and had come to Shaheed Azad Singh petrol pump in an Alto car with no number plate. They demanded cash from Radheshyam, but when he resisted, they shot him. They looted Rs 2 lakh and snatched the phones of other staff members before fleeing. Walkathon at Naraingarh to shun use of tobacco
Ambala/Naraingarh, June 1 The event was flagged off by Harnam Singh Thakur, District and Sessions Judge-cum-Chairman, DLSA, from the Civil Hospital to mark the World Anti-Tobacco Day and Jaladhikar Abhiyan. People also took oath not to consume tobacco and drugs in any form. Others who participated, included Harnam Singh, his wife Amita Thakur, Additional District and Sessions Judge Bimlesh Tanwar, CJM Ashu K Jain, his wife Rakhi Jain, CJM-cum-Secretary, DLSA, Ravneet, CMO Rajinder Gupta, Deputy CMO BB Lala among other officers from the Education Department. The participants carried various banners and posters. Speaking on the occasion, Harnam Singh said: “Nearly 10 lakh people die every year in the country due to consumption of tobacco and its related products. People can only be made aware of its side effects by carrying out such awareness activities.” He urged people of Ambala to make their city tobacco free. He requested people to use water free from any contamination and not to waste it. Meanwhile, another walkathon was organised by SRM Global Group of Professional Institutions on its campus in Naraingarh to mark the World Anti-Tobacco Day. Sirsa, June 1 Jaswant Singh from Modia Khera village, who has been admitted to the Sirsa General Hospital for treatment, said he spotted some high-tension wires hanging over his fields due to a collapsed pole in the morning and informed DHBVN officials. However, they did not repair the damaged pole and the hanging wires. Later in the day, when he was working in his field close to the wires, he suffered an electric shock and sustained serious burn injuries. Another farmer, Baldev Singh, who was standing near him also received the electric shock, but survived unhurt. Around 60 angry villagers protested outside the DHBVN office at Madhosighana after the incident and demanded stern action against the negligent officials. Later, a police party came to the spot and pacified the villagers by promising action against the negligent officials. RC Yadav, DHBVN superintending engineer at Sirsa, said he was out of station and had not received any such complaint. |

2 non-teaching KU staff on fast fall ill, hospitalised
Kurukshetra, June 1 Nearly 1,600 of the varsity’s non-teaching employees have been on an indefinite strike since Wednesday to press their demand of salaries as per the rate fixed by the Deputy Commissioner (DC). Five members of the Kurukshetra University Daily Wages Employees’ Association sit on chain hunger strike every day at the Mini-Secretariat. While three members were being rotated, two employees, Naveen Kumar and Madan Lal, were on a continuous fast since Thursday. However the Kurukshetra University (KU) authorities have already given an assurance that all contractual employees would get their salaries as per the rate fixed by the Deputy Commissioner (DC) from July 1, the employees have refused to give up their indefinite strike. “We don’t trust such assurances, as the same assurance was given last year as well, but it was not implemented”, said Subhash Chander, president, Kurukshetra University Daily Wages Employees’ Association He said “Vice-Chancellor DDS Sandhu is not concerned about the university employees. We are getting threatening calls that all the 1,600 employees would be sacked if they don’t report on their respective duties on Monday. The association would not withdraw its agitation until the VC gives the assurance in writing to the association that the employees would get their salaries as per the DC rate along with arrears.” |

Chandigarh, June 1 The samiti will help run the international museum being set up in Jhajjar. A spokesman said the museum would preserve and display archaeological artefacts. He said the museum would be constructed on five acres and the cost of construction would be borne by the state government. Rewari, June 1 Villagers refused to accept the price of their land acquired, pleading that since the government implemented a new land acquisition policy in the state, the acquirement process should be reinitiated as per new provisions. A panchayat of five villages—Kalaka, Peewara, Jhhajhhanvaas, Konsivaas and Maandhaiyan—held at the Kalaka Government School on Saturday said the government cannot acquire fertile land without consent of land owners as per the new policy. Hence it should begin the process of getting consent of farmers after quashing the ongoing acquisition procedure. The government has acquired over 450 acre land from five villages to develop HUDA Sector 20 and 21 in Rewari. The villagers were recently served notices under Section 9 of the Land Acquisition Act for getting the award for their land acquired. These notices have sparked anger among villagers as they were waiting for cancellation of the acquirement process. “A significant number of houses have been built on the land. How can the government render people homeless by acquiring their land?” said Ajay Yadav, of Kalaka village. Other villagers in the panchayat said they had filed their objections after getting the notices, but the government did not pay heed to it and carried on its procedure of land acquisition. “We shall call on Union Minister Rao Inderjeet and Haryana Power Minister Capt Ajay Yadav soon, to raise the issue before deciding further course of action in this regard,” said the panchayat. |
KU, environmentalists at loggerheads

Kurukshetra, June 1 KU had floated a tender for cutting and auctioning of 1,840 trees under the extension plans of university’s examination wing. University administration, however, claimed that a legal procedure was followed before initiating the work and the Forest Department had also given its permission after inspecting the trees, environment activist have decided to move the National Green Tribunal against the university administration and the Forest Department. Naresh Bhardwaj, an environment activist and member of Green Earth NGO, said: “The KU administration claims that it has the permission of the Forest Department, but I fail to understand on what basis the department gave its permission as most of the trees are in the age of 5 to 12 years. So far about 50 trees have been chopped but we will not let them cut more trees. The NGO has decided to register its complaint against the KU administration and the Forest Department at the National Green Tribunal, Haryana Forest Department and Ministry of Environment and Forest, Government of India.” “The trees which have been cut belong to Neem, Sheesham, Kikar, Arjun and some other tree families. We have also submitted a memorandum to Kurukshetra Deputy Commissioner Nikhil Gajraj and KU Vice-Chancellor Dr DDS Sandhu urging them to stop the cutting of trees with immediate effect,” said Sharma. Dr Brajesh Sawhney, KU spokesperson, said: “The university is very much concerned about environment issues and it has always given its first preference to nature before any kind of construction. The trees which are being cut have been planted under the Social Forestry Scheme of the Haryana Government and they are not part of the reserved forest area. The university has an extension plan of its examination wing for which the area is needed, but before taking any step, the university had approached the Forest Department in Panchkula and then floated a tender for cutting and auctioning after getting permission from the department.” He said: “The university has followed all legal procedures and it will plant the exact number of trees which have been cut at the adjoining land.” On the other hand, according to the Divisional Forest Officer Sohanlal Saini, the department had received a communication from the Conservator of Forests North, Panchkula, regarding the university’s application seeking valuation, girth, growth, permission for cutting and auctioning of these trees. He said: “The valuation of trees was done as per the request, but the department has not given any permission for cutting the trees.” |
Power tariff hike not to hit domestic consumers
Chandigarh, June 1 An official spokesman said here today that there was also no tariff hike for non- domestic supply to consumers up to 20 KW load. There are only 6,000 non- domestic consumers having more than 20 KW load in the state. Out of the total 50 lakh power consumers, more than 48 lakh consumers have not been affected by the tariff increase. Referring to the tariff increase in the industrial sector, the spokesman said the HERC had also simultaneously ordered reduction in the peak load exemption charges (PLEC) for industries. The PLEC have been slashed from the highest rate of Rs 3.80 per unit (recently reduced to Rs 1.90/ per unit by discoms) to Rs 1 per unit (for consumption up to 50 per cent of the contract demand) and to Rs 1.50 per unit for consumption above 50 per cent of the contract demand. The agricultural tariff was reduced from 25 paise to 10 paise per unit w.e.f. January 1 and the same had been retained for the year i.e. 2014-15. |

It also disrupted vehicular traffic in the town. The entire area plunged into darkness and large numbers of trees were uprooted. Electricity lines also suffered damage. The SE, Sonepat circle, Bijli Vitran Nigam, VS Maan, told The Tribune that the power supply was disrupted to six of 132 kV, seven of 33 kV and 78 of 11kV power substations due to falling and breaking of over 650 electricity poles. “Even the 400 kV main power supply line from Kabulpur in Rohtak district to Deepalpur in Sonepat district was cut off as the supply line tower near Rohat village was damaged in the storm,” he said. — TNS |

Sirsa man’s death shrouded in mystery
Sirsa, June 1 The victim, Raj Kumar (28), ran a pathological laboratory here. His wife had gone to her parents’ house with the children. The family said Kumar was not at home last night and it had no idea when he returned home. The members of the family noticed him lying with blood oozing from his wounds in the morning. The police took the body to General Hospital for the post-mortem. The police said the cause of death would be known after the post-mortem report was received. |

Kurukshetra, June 1 Thanesar SDM Rajesh Kumar said Sheeshpal had filed a petition that his relatives, subjected to bonded labour by the owner, should be immediately released. They and some other persons were freed. The labourers, belonging to Tarori, Radaur and villages in Uttar Pradesh, were sent to their native villages. The owner of the brick kiln said all were working as per their wish and had taken their wages in advance. A case was not registered against the brick kiln owner. |
