Chandigarh, May 30 As the case came up for resumed hearing, the Haryana government submitted a communication stating that any decision taken by the High Court would be complied with by the state. On a previous date of hearing, the court had asked the state government to decide the fate of these teachers. Their removal orders have already been stayed by a Division Bench during the hearing of an appeal filed by the removed JBT teachers. Counsel for the state had earlier informed the Bench that it has sought legal opinion from the Advocate-General regarding the continuation of their services. The Final decision in the matter would be taken by the government after getting the legal opinion. Justice K. Kannan had earlier asserted that the selection was vitiated "though not fully"; and also rejected the argument that the selection of candidates after 13 years could not be interfered with. The judgment on 80 petitions by Vijay Kumar and others came a year after the special CBI court in New Delhi convicted then Chief Minister Om Prakash Chautala, his son Ajay Chautala, two IAS officers, including Sanjiv Kumar, and 51 others on corruption charges in the JBT selection case. The Punjab and Haryana High Court today restrained the Haryana Government from making appointments to posts of chairperson and member of the Haryana VAT Tribunal, except after consulting the court. The directions came during the hearing of an application filed by the Haryana Sales Tax Bar Association in a pending petition filed in public interest by Vikas Miglany. He had challenged the appointment of chairperson and other members of the Haryana VAT Tribunal. Counsel for the Haryana Sales Tax Bar Association this morning informed the Bench that two posts of member had recently fallen vacant, and the post of chairman too would fall vacant soon. He requested the court to restrain the Haryana Government from making appointments till the PIL filed by Vikas Miglany was decided. The Bench, however, directed the Haryana Government to file its reply to the application, and restrained it from carrying out appointment without following the procedure laid down earlier by the High Court. — TNS |
Power shocker: Commercial, industrial consumers to pay more Chandigarh, May 30 “There is no increase in power tariff for the domestic category, while the power tariff for non-domestic category and industrial categories have gone up by ~0.50 per unit,” a senior official said here today. According to the order, the commercial establishments and shops having electricity load of more than 20 KW will have to shell out 0.50 paise per unit more. Similarly, for the industrial category, power tariff has gone up by 0.50 paise per unit. The non-domestic consumers were paying in the range of Rs 5.85 per unit to Rs 6.25 depending upon power capacity. In addition, consumers having connected load of more than 20 KW were being charged fixed amount of Rs 150 per KW to Rs 160 KW. In case of the industrial segment, the per unit power rates for HT industry (having a connection of more than 50 KW) ranged between Rs 4.85 and ~5.30 per unit as energy charges, apart from monthly fixed charge of Rs 150 per kVA. The LT industrial category (having connected load of up to 50 KW) were paying in the range of Rs 5.85 to Rs 6.10 per unit. With an eye on the coming Assembly elections and taking a cue from the Arvind Kejriwal government in New Delhi, Haryana Chief Minister Bhupinder Singh Hooda had announced to roll back the power tariff hike for consumption of up to 500 units by domestic consumers and cut down tariff for farm sector by 60 per cent for 2013-14. In July last year, the Hooda government had hiked power tariff for all consumers, except for the agriculture sector, by 34 paise per unit. |

Rohtak, May 30 INLD leader Abhay Chautala maintained that their party had stopped the Modi tsunami in Haryana during the recent Lok Sabha poll and would perform even better in the coming Assembly elections. Newly elected Hisar MP Dushyant Chautala pointed out that the youth of the state had played a key role in the General Election, adding that the youth had made up their mind to unseat the Hooda-led Congress regime in the state during the coming Assembly elections. HJC-BJP coordination committee chairman Dharampal Malik reiterated that the HJC-BJP alliance was intact and would remain so. Malik revealed that HJC president Kuldeep Bishnoi had divided the state into five zones, comprising two parliamentary constituencies each, to make preparations for the Assembly elections. BJP workers rounded up after clash with police
Rohtak, May 30 The police officials deployed there tried to convince the protesters led by Bharatiya Janata Party (BJP) Kisan Morcha president Om Prakash Dhankar to drop their plan to march ahead, but they did not relent. The situation became tense as the protesters tried to cross the barricades and the police personnel prevented them from moving ahead. In the meanwhile, an altercation broke out between a woman Bharatiya Janata Party leader and some police officials, and the situation took an ugly turn. Several party workers and leaders were injured in the ensuing clash as the policemen used mild force. The police then rounded up the protesters and took them away in buses. They were, however, released after a few hours. |
Victim’s family resents police inaction

Karnal, May 30 The residents blocked the GT road by staging a dharna for more than an hour. They raised slogan against the police and demanded arrest of the accused. The family alleged that the police had failed to nab the culprit after four days of the brutal incident. Due to the road blockade at Gharaunda, traffic between Delhi and Chandigarh was diverted. Superintendent of Police (SP) Abhishek Garg reached the spot to pacify the villagers. He assured them that the culprit would be arrested at the earliest. The SP added that six teams were out to arrest the accused. After the SP’s assurance, the villagers called off their agitation, but threatened to start an indefinite agitation if the accused was not arrested. Parliamentarian Ashwini Chopra, meanwhile, visited Kalpana Chawla Government Medical College Hospital to meet the victim’s family. He talked to the hospital director and sought an update of the victim’s health. |
Minor girl rescued, kidnapper arrested
Ambala, May 30 District Police Chief Surinder Pal Singh said the girl had gone missing from her home following which the Milap Nagar police registered a case of kidnapping on a complaint filed by the girl's uncle who alleged that Upinder, who used to live in their house as a tenant, had kidnapped the girl. The police chief said following this a number of police teams were constituted that raided a number of places. One of the team raided the Upinder’s house in Samhota village in Bihar and rescued the girl. Upinder was arrested and produced before a local court in Bihar from where he was brought here on a transit remand. Eve-teasing case: Victim’s kin block road
Karnal: The family and relatives of an eve-teasing victim blocked the Assandh-Kohand road and laid siege to the Ballah police post yesterday night, demanding arrest of the accused. The victim's mother alleged that some youths of Ballah village teased her minor daughter while she was bringing milk from a dairy on May 26. She resented police inaction in the matter and threatened to go on an indefinite the agitation if the accused were not arrested soon.The protestors damaged a roadways bus and raised slogans against the police. Some of them damaged the furniture in the police post. Assandh DSP Shayam Lal pacified the protesters on the assurance that the accused would be nabbed soon. "One of the accused has been arrested, while his accomplices will be arrested soon," Superintendent of Police Abhishek Garg said.

KU Prof, research scholar launch site on positive aspects of khaps
Sirsa, May 30 Launched by a woman khap leader, who is a teacher at Kurukshetra University and a research scholar, the website publicises the khap panchayats point of view before the world and also apprises younger generation about the centuries old traditions of this organisation. The website - www.nidanaheights.com - set up by Dr Santosh Dahiya, an associate professor and president of the Mahila wing of Sarva Khap Mahapanchayat, Haryana, and Phool Kumar, a research scholar, provides a glimpse of the history, ideology and several other issues connected to khaps. “We had to take this step to counter the misgivings about the role of khap panchayats on certain important issues that was resulting in unnecessary negative publicity in the media,” said Dr Santosh Dahiya. The website has a section dedicated to the history and functioning of khap panchayats and also on the concept of “Sarva Khap Mahapanchayat”. Phool Kumar, who is pursuing his PhD from France, created this website sometime back to highlight the Haryanvi culture, but information pertaining to khap panchayats has been incorporated, only recently. Dr Santosh said she and Phool Kumar were making efforts for the past two years to do something that could enable younger generations to know their rich culture and traditions dating back to the Maurya dynasty and how these social organisations have travelled down from generations. Later, it was decided to include information on khaps on the website. The website contains information on the existence and functioning of khap panchayats since Maurya dynasty till date so that people can understand the concept well rather than get carried away by the media’s negative publicity. Apart from providing information on khap panchayats, the website provides a glimpse of Haryanavi culture in general. KU contractual staff suspect varsity claim on their dues
Kurukshetra, May 30 The employees claimed that the assurance was fake, as the same assurance was given last year as well, but it was not implemented. Subhash Chander, president, Kurukshetra University Daily Wages Employees’ Association, said: “Until KU vice-chancellor DDS Sandhu gives the assurance in writing in the presence of DC Nikhil Gajraj, Thanesar SDM Rajesh Kumar and Labour Commissioner that the employees would get their salaries as per the DC rate along with the arrears, the association would not withdraw its agitation.” Nearly 1,600 KU non-teaching employees have been on an indefinite strike since Wednesday. “As per a letter issued by the Labour Commissioner, Haryana, on August, 14, 2013, since the Minimum Wages Act does not apply to universities, employees should be given salaries as per the DC rate. But KU authorities are violating the order,” Chander said. A KU spokesperson said: “The university has hired non-teaching employees on contract under an outsourcing policy of 2012 that mentions that wages will be paid as per the Minimum Wages Act, 2009, of the Haryana Government. The policy was followed. Since the contract expired in 2012, a new one will be made and wages paid as per the DC rate.” |

Mercury up, milk productivity down
Jind, May 30 "We were getting around 1 lakh litres of milk a day till the last week of March. As mercury started rising, milk supply started going down. We have been getting only 55,000 litres a day. The figures will go down further in the coming days," said Ram Kumar, purchase officer at the Jind Milk Plant. Though dairy owners had been offering a good price for milk, farmers said despite the best care, they were not able to retain milk productivity of animals and it was going down. Some farmers had installed two or three fans, made arrangements for bathing of milch cattle twice or thrice everyday and were feeding them special nutrients, but were not able to retain productivity. "Earlier I was getting between 12 and 15 litres from each buffalo per day, but now it has gone down to between eight and 10 litres a day despite all arrangements," said Joginder of Ahirka village. Some farmers rued that not only had milk production gone down, but they had been facing acute shortage of water and fodder due to insufficient power supply. Some local residents alleged that milkmen had increased rates and many milkmen stopped milk supply when they refused to pay the increased rates. Others alleged that despite paying increased rates, quality of milk had gone done down. Dr D S Dhankar, Deputy Director, Animal Husbandry, said the heat wave always affected milk productivity. |
AIPEF seeks review of UPA govt’s energy policies
Ambala, May 30 In a letter to Prime Minister Narendra Modi, the AIPEF stated that even today about 34.5 crore people did not have access to electricity. The federation said country’s power sector was facing a financial crisis triggered by the retrogressive power policies adopted the by previous government which promoted capitalism and privatisation. The engineers’ body claimed that the concept of achieving low tariffs through competitive bidding in Ultra Mega Power Projects (UMPP) were defeated by the changes made in terms of reference after award of contract by giving various concessions to successful bidders. The shortage of coal was having its bearing on the financial health of the power sector. Besides, the increase in prices of natural gas (to be $8.4 per mmbtu from $ 4.2 per mmbtu since April 1, 2014) particularly in KG Basin had also cast a spell on the financial well being of this sector. The federation stated that there was shortage of power in southern states, state owned power plants in West and North were deliberately being shut down even as infrastructure to transmit power across the country was already in place. By creating multiple agencies, the authorities have only added to the cost of power at every level which ultimately affects consumer. It said that the purpose for which the Electricity Act in 2003 was passed had been lost as the financial health of the power sector had deteriorated further as the debt burden of the distribution companies had risen across the country. The federation said the autonomy and independence of regulators had also been compromised and thus there was an urgent need to set-up a high power technical committee of experts headed by the Prime Minister with representatives of the AIPEF to review the overall situation and recommend corrective measures to make Indian power sector vibrant so that goal of "Power to All at Affordable Rates" may be achieved in a time bound process. |
Congress observers to reach out to grassroots

Chandigarh, May 30 This is the first time such an experiment, which has the clearance of the high command, is being carried out. "Besides taking feedback from the party cadre, the observers will take feedback from leaders of frontal organisations such as the National Students Union of India, the Mahila Congress, the Youth Congress and the Congress Seva Dal and report to the party leadership," state Congress president Ashok Tanwar said. Sources said the observers, who would be prominent leaders, including former ministers and elected representatives, would be a part of the interim organisational arrangement in the backdrop of the recent dissolution of state, district and block executives. The party will start a special campaign from Sonepat on June 5. Vigilance fails to arrest drug control officer
Fatehabad, May 30 Sleuths of the SVB today raided hideouts of the officer in Fatehabad, Hisar and Bhiwani, but he was not found anywhere. Inspector Bhupender Sharma, in charge of the SVB police station in Fatehabad, said his teams had tried to inquire about the whereabouts of the officer from the members of his family, including his wife, but they were not cooperating with the officials. Sharma said sleuths of the SVB had raided Suresh Chaudhary and his in-laws residence in Bhiwani, but in vain.aSources in the Food and Drug Administration in Panchkula said the DCO had not contacted his head office since the registration of the FIR against him. |

IAS officer named to work out toll relief
Chandigarh, May 30 A spokesman said Kaushal would hold meetings from June 2 with concessionaires at Panchkula, Karnal, Panipat, Rohtak, Jhajjar, Gurgaon and Palwal. The meetings would be attended by Deputy Commissioner, SP, SDM and RTA Secretary, concerned. He said discussions would be held with concessionaires to provide details where the toll could be reduced and the burden would be shared by the concessionaire and the state government. He said the state government was inclined to bear the burden of relief in the toll mutually agreed upon. Besides, discussions would also be held with the concessionaries for working out a formula for issuing monthly passes to inhabitants living within a radius of 30-km of the toll plaza. |

Land mafia thrives in Surajkund
Faridabad, May 30 While a majority of the area was owned by the MC or private individuals, the Forest Department notified it as a green zone and banned construction. Reports said a large number of structures had come up on over 100 acres. MC officials removed the boundary walls of eight plots yesterday. It was reported that these structures had come up during the last few months when the
authorities were busy in the election process and could not take action as the model code of
conduct was in force, said sources. "While the problem appears serious, the authorities feel helpless when it comes to taking action. A majority of the land mafia enjoys political patronage," said an official on the condition of anonymity. When contacted, Ravi Singla, DTP of the MC, admitted that around 65 acres owned by the MC was still under illegal occupation or encroachment. He claimed that a majority of the land was occupied by jhuggi dwellers. He said between 30 and 35 acres near the Delhi border and Khori village was under occupation. He said several acres had fallen prey to illegal construction or commercial activity. Ajay Malik, Joint Commissioner of the MC for the old Faridabad zone, claimed that action was taken against culprits after issuance of notices to them from time to time. HoDs told to close bank accounts
Chandigarh, May 30 An official spokesman said detailed instructions had been issued to all administrative secretaries and heads of department in respect of opening and closing of bank accounts, but it had been noticed that these instructions were not being followed meticulously. In a letter issued by the Additional Chief Secretary (Finance) to Registrar General, Punjab and Haryana High Court, Chandigarh, all heads of department, Commissioners of Divisions, Deputy Commissioners and SDOs (Civil), it had been reiterated that action should be taken immediately for closing all such bank accounts and the amount be deposited in the state treasury, if the requisite permission had not been taken for operating the said account after April
1, 2014. The treasuries in the state are fully computerised. A robust mechanism of Electronic Payment System (EPS), e-salary, e-pension, OBAMAS, e-billing, e-receipt/eGRAS and web OTIS has been developed and all the payments
to the payee can be made through RTGS/NEFT. Once a cheque, bill or refund order is presented through e-bill system, the amount can be directly credited to the account of the payee through EPS. Therefore, irregular practice of transfer of government funds in current or saving accounts of banks by DD0s or HODs needs to be curbed. In exceptional circumstances, where the procedure of operation of a bank account cannot be done away with, a detailed fresh proposal may be sent to the Finance Department for opening or continuing its operation in accordance with the instructions issued on November 26, 2012.
Thus, only those bank accounts will be allowed to be operated for which necessary permission has been obtained afresh
from the Finance Department. |

Illegal MTP: Sonepat hospital sealed
Chandigarh, May 30 An official spokesman said the team raided Bhagat Mulchand Hospital on the Old DC Road in Sonepat and seized machines, equipment and medicines being used illegally for medical termination of pregnancy (MTP). The team sealed the hospital. The team also raided Aastha Clinic at Bahalgarh Road where they came to know that
Dr Sarita Sharma, who had BAMS degree, was engaged in MTP operations. Another woman doctor faces action for engaging in such activities. The team had also raided Rai Clinic, Anshika Medical Store, Poly Rai Hospital, Makkad Clinic, Girdhar Hospital and other private hospitals. He said such raids were being carried out in the entire state to put a check on illegal abortions and female foeticide in order to improve the gender ratio in the state. |

Financial aid for ex-servicemen up
Chandigarh, May 30 Similarly, the financial assistance given to orphans of ex-serviceman had been increased from Rs 600 to Rs 2,000 per month. The financial assistance to ex-serviceman above 60 years of age and their widows, who are not getting any kind of pension or financial assistance, and war widows of defence personnel (Army, Navy and Air Force) who were killed in action during war, had been increased from Rs 1,000 to Rs 2,000 per month. These instructions would come into force on February 19, 2014 He said the financial assistance being given to ex-serviceman of pre-Independence era (World War-II veterans) enrolled before August 31, 1945, and their widows, who do not receive of any kind of pension or financial assistance, had been increased from Rs 1,500 to Rs 3,000 per month. These instructions will come into force from prospective effect. |

Student among three killed
Yamunanagar, May 30 After hitting the bicycle, the truck driver fled the spot, leaving the vehicle behind, the police said. Nitesh was a student of Class VIII in a private school of Jagadhri. The police said that after post-mortem examination, the body was handed over to his family and a case registered against the driver. In another incident, Dhoni (20) of Khizrabad town allegedly committed suicide by jumping into the Western Jamuna Canal near Arayawala village yesterday. His body was recovered near Bhudkalan village. He was working in a shop in the town. His family and relatives blocked the national highway-73 A yesterday night by placing the body on the road. The deceased’s father, Salim, alleged that the shop owner and his son had beaten up Dhoni. Humiliated, he committed suicide, Salim said. The police booked the shop owner, Naresh, and his son, Amit, under Section 302 of the IPC. Khizrabad residents, meanwhile, met the Deputy Superintendent of Police (DSP), claiming that Naresh and his son had no role in the youth’s death. They demanded fair investigation into the case. In the third incident, a person was killed and his friend injured when a motorcycle they were riding was hit by an unidentified car yesterday. The deceased, Gautam, and his friend, Saleem Khan, were natives of Darwa village. The police registered a case. |

Jhajjar to get museum for archaeological artifacts
Chandigarh, May 30 A decision to this effect was taken at a meeting with the representatives of the Vidhya Arya Sabha under the chairmanship of Chief Minister Bhupinder Singh Hooda here yesterday. The decision was taken after the consensus of representatives of the sabha that five acres of land would be provided by them for construction of this international-level museum whereas the whole expenses of construction would be borne by the state government. The representatives of the sabha urged Hooda that the museum should be run by an independent registered society on which it was decided to constitute the Swami Omanand Saraswati Sangrahalaya Samiti under the chairmanship of the CM. Archaeology and Museums Minister Geeta Bhukkal and Principal Secretary of the department concerned would be the vice-presidents of the committee. Former Speaker of Delhi Legislative Assembly, Dr Yoganand Shastri, would also be a part of this committee whereas Vrijanand Dev Karni would be the curator of the museum.

Judge, CJM inspect jail in Jind
Jind, May 30 They checked the facilities and got installed statues of Lord Shiva and Lord Hanuman in a temple in the women's wing. "All prisoners must get facilities as per their requirements and legal entitlement," the judge said. He interacted with some prisoners to know their problems and directed jail officials to resolve their problems on priority. The CJM inspected the meditation centre and expressed her satisfaction over its working. She directed the jail authorities to utilise it as much as they could because religious discussions had a positive impact on minds. |
Couple falls into tank, husband dies
Fatehabad, May 30 According to eyewitnesses who saw the couple entering the waterworks building by scaling the wall, the couple had come to the fields to collect
firewood. It is not known whether they went inside the building to drink water or with some other intentions. Villagers said Rosy fell into the tank first and her husband jumped in to save her life. The villagers, who noticed them, immediately rushed to their aid and pulled out the woman, who was struggling to
stay afloat. She was shifted to the Community Health Centre at Bhattu Kalan and later shifted to Agroha for
treatment. However, Mangal Singh could not be rescued and was pronounced brought dead by the doctors. |

Three booked for damaging private hospital’s property
Fatehabad, May 30 According to the complaint filed by Ravinder Kumar, an employee of the hospital, the accused entered the hospital and shattered its windowpanes, wrongfully restrained the complainant and threatened to kill him after a patient admitted to the hospital was referred to Hisar due to the seriousness of his ailment. Harish, a patient was undergoing treatment in the hospital and the doctor asked his kin to shift him to Hisar when his condition started deteriorating. The police are investigating the matter.
