Tribune News Service

Hisar, June 8
Unruly scenes were witnessed during a meeting of the district Congress unit here today as supporters of Chief Minister Bhupinder Singh Hooda and Rajya Sabha MP Kumari Selja clashed.

The situation turned ugly when Congress leader Rambhajat Sharma was addressing party workers. Some workers started raising slogans in favour of Selja, disturbing the proceedings. To this, the Hooda supporters retaliated and raised slogans, resulting in a confrontation between the two groups. Some workers even roughed up each other.

The spat continued for around 20 minutes as they refused to listen to the pleas of the senior leaders to maintain order.

On witnessing the acrimonious scenes, party observer Krishan Murti Hooda, who presided over the meeting, and legislators Savitri Jindal, Vinod Bhayana and other senior leaders left the meeting.

Krishan Murti later said he would hold another meeting to set things right in the district unit before the Chief Minister’s and state Congress chief Ashok Tanwar’s visit to the city on June 27.

He said those who created chaos at the meeting were misled by some individual leaders.

Earlier, Nalwa legislator Sampat Singh, who unsuccessfully contested the Hisar Lok Sabha seat, made a brief appearance and left the meeting midway.

He said if he brought forth facts about the realities of the Lok Sabha elections in the state, it would be explosive. “Leaders who worked against me during the elections are seated on the dais,” Singh said.

District party unit president Jai Prakash and legislators — Naresh Selwal and Ram Niwas Ghorela — were conspicuous by their absence in the meeting. Most of the party leaders and workers expressed worry over the party’s performance in General Election in the state, especially in Hisar, and called for urgent steps to rejuvenate the alienated cadre.

Karnal, June 8
Congress worker Suresh Gupta today launched a campaign “Apka Sewak Apke Dwar” (Your worker at your doorstep) against the Haryana Congress leadership to protest against, what he described as, discrimination in development with the district.

He hit out the Congress for poor conditions of roads, and lack of infrastructure, sanitation and sewerage in Karnal. “The state government has always ignored the district,” he said while addressing a gathering at Shiv Colony here.

“Roads are in a poor condition. Stones are scattered all over the roads, making it difficult to drive vehicles. Pedestrians, too, face difficulty,” Gupta said, adding that roads should be constructed with interlocking tiles.

The Congress worker further said that Karnal being a rice bowl, the district had not been developed as a rice hub.

Gupta demanded that top institutes such as the IIT and IMT should be set up in Karnal so that youths should not venture out for higher education.

“Illegal colonies in the city should be regularised with facilities of sewerage, roads and drinking water,” he said, adding that 50 per cent quota should be reserved for local residents in HUDA plots.

Separate SGPC: Badal’s comment irks Sikh leaders
Nitish Sharma
Tribune News Service

Kurukshetra, June 8
Punjab Chief Minister Prakash Singh Badal’s opposition to the Haryana Government’s move of forming a separate Shiromani Gurdwara Parbandhak Committee (SGPC) has invited sharp reactions from two factions of state gurdwara committee (ad hoc).

“The SGPC is not anybody’s private property and no one can debar Haryana Sikhs from the constitutional right accorded to them under Section 72(2) of the Punjab Reorganisation Act, 1966,” Haryana Sikh Gurdwara Prabandhak Committee (HSGPC) (ad hoc) president Jagdish Singh Jhinda told The Tribune.

Hooda had, on Friday, hinted at forming the SGPC for Haryana before the Assembly elections. To this, Badal said the Shiromani Akali Dal (SAD) would oppose such move and warned the Congress not to meddle in Sikh religious affairs.

Jhinda welcomed Hooda’s announcement, and said Badal’s statement was politically motivated. “The HSGPC (ad hoc) will strengthen, not divide, the Sikh community.”

He claimed Badal and his son, Punjab Deputy Chief Minister Sukhbir Badal, had promised thrice to form the HSGPC, but never delivered. “The Badals has once again betrayed the Sikh community of Haryana,” Jhinda said, adding that “Haryana should have its own gurdwara committee on the lines of Delhi”.

“A meeting of the Haryana Sikh community has been called in Kaithal on Tuesday to discuss the further course of action. We are trying to meet Sukhbir to remind him of his assurance,” the Jhinda faction said.

Sukhbir had assured that a sub-committee would be constituted to take care of all gurdwaras in Haryana.

The Nalwi faction of the HSGPC (ad hoc), meanwhile, was equally critical of the Haryana and Punjab governments.

“Neither of two state governments wants to give the Sikhs their right. One day, the Haryana Chief Minister makes an announcement and, the next day, the Punjab Chief Minister opposes it. Nothing will come out of this political wrangling and the matter will again be relegated to oblivion,” Nalwi faction chief Didar Singh Nalwi said. He is the former general secretary of the united HSGPC (ad hoc).

Taking potshots at Badal, Nalwai said: “The Badal’s statement has disrespected Parliament. So he doesn’t deserve to hold the office of Chief Minister. Constituting a separate SGPC is a matter related to the Haryana Assembly and the Punjab CM has no right to oppose its decisions.” Badal, he said, should rather concentrate on several other issues, concerning both the states, hanging fire.

Hitting out at Hooda, he said: “I ask the Haryana Chief Minister what kind of legal opinion he is seeking as the formation of the HSGPC is a constitutional right of Sikhs living in the state.”

Hooda had, on Friday, said the government would seek legal opinion on the Harmohinder Singh Chatha Committee report and take a decision suited to the Sikhs living in the state before the Assembly elections.

Tarlochan advises Hooda to tread cautiously

Sirsa: Tarlochan Singh, former chairperson of the National Commission of Minorities, on Sunday advised Haryana Chief Minister Bhupinder Singh Hooda not to take any step that could cause disharmony among Sikhs living in Punjab.

He also asked Punjab Chief Minister Parkash Singh Badal to take steps for constituting a regional committee of the Shiromani Gurdwara Parbandhak Committee for managing gurdwaras in Haryana, as per the assurance given to the Sikhs of this state.

Singh had mediated when the issue was in the spotlight during the last Shiromani Gurdwara Parbandhak Committee elections. It was decided to constitute a separate regional committee for Haryana with its headquarters in Kurukshetra to appease state Sikhs.

It was decided that the Shiromani Gurdwara Parbandhak Committee president would head the regional committee, and all members elected from Haryana would be its members.

Besides, Tarlochan Singh said, it was decided that the regional committee would have its separate budget and have control over employees working in gurdwaras in Haryana.

Rajnath to meet state leaders today
Naveen S Garewal
Tribune News Service

Chandigarh, June 8
BJP President Rajnath Singh has convened a meeting of the Haryana unit of the party along with new MPs to chalk out a strategy for the forthcoming Assembly elections. The meeting will be held in Delhi at 6 pm on Monday where Rajnath is expected to make assessment on various issues, including the fate of the HJC-BJP alliance.

Core Committee of the BJP that met at Rohtak last month felt that the BJP no longer needed an alliance with the HJC and that it should go alone in the Vidhan Sabha elections scheduled for October. Most members of the core committee, Haryana BJP President Ram Bilas Sharma and seven recently elected MPs have been asked to come prepared with their arguments along with a "suggested plan of action".

Senior BJP leaders made rounds of the state in the past few weeks trying to assess the political situation and political implications of scrapping the agreement with the HJC. The HJC has in the recent days threatened to contest all 90 Assembly seats if the BJP went back on its seat sharing agreement where both parties would contest 45 seats each in a 90-member Haryana House.

The BJP Core Committee had achieved near unanimity about asking the party high command to rework its alliance with the HJC as it felt that the alliance could proved to be a liability rather than an asset. At the same time the core committee also does not want any truck with the INLD. Prior to the Parliamentary elections BJP leaders in the state felt that an alliance with the INLD would be a better option as it would help garner Jat votes. Buoyed by the success in the parliamentary poll, the Haryana BJP now feels that it can do sufficiently well to form the next government in Haryana on its own.

Sources in the party said nothing concrete was expected from the Delhi meeting but the Haryana leaders were expected to throw up the names of probables for the post of Chief Minister. Not all state BJP leaders favour the naming of a chief ministerial candidate before the poll. There are others who feel that naming a person to govern the state, as was done in the case of parliamentary elections, would augur well for the party.

A section in the BJP suggests that a situation should be created to force the HJC to announce scrapping of the agreement.

HJC-BJP alliance on agenda

* Rajnath convened a meeting of the Haryana unit of the party along with new MPs to chalk out a strategy for the forthcoming Assembly elections

* He is expected to make assessment on various issues, including the fate of the HJC-BJP alliance

On Panipat tour, Hooda suspends 3, attacks INLD
Dharmendra Joshi
Tribune News Service

Panipat, June 8
Haryana Chief Minister Bhupinder Singh Hooda on Sunday suspended three officers for dereliction of duty while holding a meeting of district officials at the Mini Secretariat during his Panipat visit on Sunday.

The CM ordered the suspension of District Food and Supplies Controller (DFSC) Dilbagh Singh Doon and District Food and Supplies Officer (DFSO) Ashok Kumar for undue delay in distribution of foodgrain under the National Food Security Scheme. Tehsildar Suresh Kumar was suspended for illegal registries on the basis of power of attorneys of immovable properties in unapproved colonies.

Earlier, addressing Congress workers, Panipat MLA Balbir Pal Shah drew the CM’s attention towards non-disbursement of foodgrains for three months.

Addressing an officers’ meeting, Hooda asked why electricity had not been provided to Garh Sarnai village under the Mahatma Gandhi Basti Yojna. At this, Uttar Haryana Bijli Vitran Nigam (UHBVN) SE MS Dahiya said power would soon be provided. Hooda asked Dahiya to fix responsibility for the delay in providing electricity.

During the meeting, Panipat Municipal Commissioner Gauri Prasher Joshi said a proposal to regularise 67 colonies had been sent to the state government for its approval following which all basic facilities would be provided to those colonies.

Hooda directed electricity be provided to Rahimpur Kheri village in Uttar Pradesh that is located on the Haryana border. The village is without electricity 67 years after Independence. Several villagers, along with Samalkha MLA DS Chokher, had met Hooda in this regard some months ago.

Hooda inaugurated the Rajiv Gandhi Sports Complex at Siwah and laid the foundation stones for the Swera School for mentally-challenged children and a government college at Matlauda.

Earlier in the day, Hooda lambasted the Indian National Lok Dal (INLD) and said it won two seats in the recent Lok Sabha election by misguiding voters. “The INLD misguided voters and sought their vote in the name of BJP’s Prime Ministerial candidate Narendra Modi. Had the BJP contested elections from Hisar and Sirsa on its own symbol, INLD would not have won a single seat,” he said. He also blamed Punjab CM Parkash Singh Badal of misguiding the voters.

He reiterating that the INLD would be wiped out in the Assembly elections and the contest would be between Congress and BJP and the Congress would complete its hat-trick.

To a query regarding Rajya Sabha MP Kumari Selja’s demand for Hooda’s resignation on moral grounds after the LS debacle, he said, “It is between me and the party high command what I will or will not do.”

Rs 1,110 cr collected as labour cess, reveals RTI reply
Sunit Dhawan
Tribune News Service

Rohtak, June 8
The Haryana Government started collecting labour cess to create a fund for welfare of construction workers in the state in 2007. Till February 28, 2014, more than Rs 1,110 crore had been collected as labour cess.

However, information received in response to an RTI application reveals that less than 4 per cent of the said amount has been spent on welfare schemes. Moreover, a major chunk of it has been usurped by schemes other than those pertaining to welfare of labourers.

As per government's own admission, around 9,000 of 2 lakh labourers registered across the state benefited from the fund. On the other hand, the utilisation of nearly Rs 80 lakh from the said fund for purposes like purchase and maintenance of jeeps for government officials raises eyebrows.

Moreover, despite the existence of Labour and Industry Department offices at the district level, certain NGOs were engaged to carry out the registration of labourers for which they were paid lakhs of rupees.

The Haryana Building and Other Construction Workers Welfare Board also okayed the utilisation of 82.55 lakh from the said fund for advertising. Merely Rs 2,000 were paid under the head of medical assistance scheme.

Official documents received in response to an RTI application state that Rs 39.35 lakh had been spent on Janshree Insurance Scheme between 2007 and 2009.

A sum of Rs 1.88 crore was spent on health insurance, Rs 6.09 crore under the death benefit scheme and Rs 10.92 crore under the Kanyadaan scheme.

The information furnished by the state authorities reveals that the government has
no concrete plan for utilisation of the huge amount collected as labour cess for welfare of labourers," maintains Subhash, State Coordinator, Haryana Soochna Adhikar Manch, on whose application the information has been
furnished.

Registration process a big farce: CITU

The Centre for Indian Trade Unions (CITU) has decried the registration process for construction workers as well as overall functioning of the Haryana Building and Other Construction Workers Welfare Board. Haryana CITU general secretary Satbir Singh said the construction workers were not getting many of the promised facilities despite the availability of sufficient funds collected as labour cess.

Toll tax was raised by the operator from June 1. Owners of cars and jeeps were asked to shell out around 33 per cent more while the increase for other categories of vehicles was between 10 per cent and 20 per cent.

This attracted sharp criticism and opposition from various sections, including a protest by INLD workers, who laid siege to the toll plaza at Bandhwari village on June 4, as reported in these columns. INLD local leader Vikas Chaudhary described the rollback as a victory of the masses. In a related development, the Confederation of Resident Welfare Associations of Faridabad has submitted a memorandum seeking the removal of the toll plaza at the Badarpur border. An office-bearer said the confederation’s representatives had met State Minister of Roads and Transport Krishan Pal Gurjar in Delhi and requested him to take up removal of the plaza at the Central level on the lines of relief provided to Gurgaon residents by removal of the toll plaza at the Delhi-Gurgaon border some months ago.
