Rahul to meet warring state Cong leaders today New Delhi, June 11 Sources in the Congress told The Tribune that Rahul would tomorrow take up the meeting at his 12 Tuglaq Lane residence to talk about the ongoing dissensions and squabbling in the party unit for the upcoming Assembly elections. The meeting comes in the middle of reports that Rajya Sabha member from the state, Birender Singh, has met BJP president Rajnath Singh for a possible switchover. Birender has denied the development, though he is known to be agitated over the continuance of status quo in Haryana leadership. Both Selja and Birender want the CM to go. Sources close to Rahul said the following leaders had been invited for tomorrow’s meeting — Haryana Congress chief Ashok Tanwar, CM Bhupinder Singh Hooda, Rajya Sabha MPs from the state Kumari Selja and Birender Singh and the general secretary in charge of the state Shakeel Ahmed. The meeting would try to build bridge between the warring factions, besides discussing the future strategy as the state goes to the polls later this year. The state Congress unit was earlier dissolved after the party was reduced to one out of 10 seats in the recent Lok Sabha elections. It has to be reconstituted and everyone’s views would be considered. “The meeting primarily would take the concerns of all top leaders into account and work on ways to chalk out roadmap for the future. The squabbling factions will have to be asked to work together, although a change in leadership is not a good idea. I don’t see that coming,” said a Congress leader. Birender told The Tribune that the ongoing exercise of the PCC president and the CM visiting Haryana districts together was not yielding results. “The two leaders should travel separately, so that party workers can voice whatever grievances they have. Workers would feel intimidated to speak in CM’s presence.” Asked if he was contemplating any move to quit the party, Birender said, “I have been a Congress man. I have not thought about this

Villagers block road over infant’s death due to thirst
Sirsa, June 11 Over a week ago, a two-and-half-year-old boy of the locality was crushed under a tractor that supplies drinking water to the residents. Nath Mohalla residents had then held a demonstration and blocked the National Highway on the Sirsa-Dabwali stretch in protest against the lackadaisical attitude of the authorities to provide drinking water to them. The blockade was today lifted after the police intervened and assured them that their demand had been conveyed to the authorities. Commuters remained stranded on the highway for several hours due to the protest. Later, some other villagers blocked traffic over erratic power supply. “We have lost two children in a week to the drinking water problem. The authorities are apathetic to our woes,” alleged Manpreet, the mother of the infant. Mahinder Nath, Kalawati and others residents alleged that there were two waterworks in the village but there was no water supply to their locality, which comprises 40 to 50 houses. “Leave alone bathing, washing clothes and utensils, we have to depend on water tanker even for drinking water,” said a protester. “Three families pool up money to call a tanker for Rs 500 and we try to spend water frugally, so that it lasts two-three days,” said Om Nath and Mukhtiar Bai, villagers. Pradeep Punia, Executive Engineer, Public Health Engineering Department, said the department had not received any demand for laying of water pipes in the locality. The village panchayat has now made a plan to lay pipes under the Mahatma Gandhi National Rural Employment Guarantee Scheme. |
3 discom employees booked in bill scam
Faridabad, June 11 The accused - Pramod Kumar, SDO, Palla; head cashiers Shiv Charan and Manvar Singh; Kulvinder Singh of the Haryana Ex-service League; and Manoj, employee of HDFC Bank - were booked on a complaint by DHBVN officials. The investigation has brought out that Municipal Corporation, Faridabad, (MCF) paid Rs 10.06-lakh power bill for February through a cheque. It has come to light that Rs 6.9 lakh received against the payment of bills in cash on April 22 and 23 was misappropriated against the cheque issued by the MCF. Manoj, who used to handle the cheque counter in the bill collection office of the bank, allegedly prepared false scroll of the bills collected through cheques and pay order of April 23 by mentioning bogus cheque number, date and bank against the account numbers of the consumers who deposited their bills in cash on that day. The irregularity surfaced during an audit done on May 30. Kulvinder has reportedly confessed to embezzled money and gave account of the modus operandi. This is the second case of fraud detected in the payment of bills in the DHBVN. Last month, the alleged misappropriation of the bill amount to the tune of Rs 3 crore was detected. The investigation is on. The bill collection office of the DHBVN in Sector 6 was gutted after the bill fraud was uncovered. The cause of fire was being investigated, a senior official claimed. |
Yamunanagar village sarpanch indicted for illegal axing of 765 trees
Yamunanagar, June 11 The committee comprising district development and panchayat officer, district forest officer, tehsildar Chhachhruali and block development and panchayat officer, Chhachhruali, said in its report that there were 3,093 tress of Khair, Seesham and other varieties, in and around a seasonal rivulet (panchayat land) falling in Mukarampur village under Dhakwala gram panchayat. The report revealed that the Forest Department had granted permission to the panchayat to auction 445 trees out of 3,093 in 2013. After the auction, there should have been 2,648 trees on the spot. However, the committee found that 1,115 trees were missing. The committee found in its inquiry that 765 trees out of the 1,115 trees were allowed to be axed by sarpanch Jasbir Kaur and the rest 350 trees were cut illegally by thieves since the sarpanch had
registered two FIRs regarding 350 trees being illegally cut. The committee submitted its report to Yamunanagar DC Mandip Singh Brar, on Tuesday. The DC asked the block development and panchayat officer, Chhachhruali, to get a case registered against the sarpanch in the case of illegal axing of 765 trees and to recover the loss caused to the panchayat due to illegal cutting of the said trees. The DC also asked to issue a show cause notice to the sarpanch under section 51 of the Haryana Panchayati Raj Act 1994, before her suspension from the post of sarpanch. The issue was raised by a Nanu Singh of Mukarampur village and accepting his civil writ petition, the Punjab and Haryana High Court had asked the Yamunanagar Deputy Commissioner to inquire into the illegal axing of all the trees. To check PNDT violation, dept to seek help through SMS
Faridabad, June 11 “The department has proposed to start the SMS service soon as there as the youth is keen to support the drive and check the skewed sex ratio in the state,’’ claimed a senior official of the Health Department. Claiming that while the financial incentive of Rs 25,000 per report was already in place, he said such a reward was also applicable for the information sent through SMS. The mobile numbers: 82880-14141 and 82880-33337 have are already in operation to report incidents of female foeticide. When Dr Raminder Singh, the Chief Medical Officer was contacted, he admitted that there was a proposal to start the SMS service soon. He said the department was making every effort to nail the incidents related to violation of the PNDT Act and for this regular checks and raids were being conducted across the region. He however admitted that use of mobile ultrasound machines had become a hurdle in this task. While it was revealed that there were over 165 ultrasound machines registered formally with the department, there could be a large number of persons or machines engaged in the task illegally across the district, especially in the rural and semi-urban belts. Though the amended PNDT Act in the state came into force in February 2003, the misuse of the technology was on, despite strict measures taken up by the department concerned. The Health Department through a state-wide campaign between January and March this year registered as many as 25 FIRs under the PNDT Act in the state. The officials also managed to seize around 40 ultrasound machines including 25 portable machines, made in China, during the period. The drive was aborted in April in view of the Lok Sabha elections. |
Kaithal woman dies of heatstroke

Karnal: Twenty cross-bred cows and three buffaloes reportedly died due to heatstroke in the district in the last 20 days. Several animals were being treated in veterinary hospitals. The animal husbandry authorities estimated the loss to be around Rs 15 lakh. They sent compensation claim cases to the Director General of the department. Shakti Singh, Deputy Director, Animal Husbandry Department, said 20 cross-bred cows and three buffaloes died due to the excessive heat. He pointed out that cross-bred animals had less power than indigenous animals to tolerate the heat. He added that most animals which died were from Assandh, Nissing, Nilokehri, Tarori, Indri and Gharaunda. He advised owners of livestock to keep their animals in air-cooled shelters, provide them sufficient water and not make them work in the
extreme heat. "I suffered a huge loss as I lost my cross-bred cow. My claim should be settled as soon as possible so that I can take care of my family," said Amar Singh, a livestock owner. |

Kurukshetra, June 11 Sources said the BDPO had given a contract to a private firm of Bihar for placing number plates and slogan plates without floating any tender. The firm charged Rs 25 from every house for those plates. The tender was given without taking any permission from the higher
authorities. Zila Parishad chairman Praveen Chowdhary told The Tribune, “Several villagers had called him, alleging that some people have been placing number plates and slogan plates in the villages and were asking money for that. When the matter was investigated, it was found that a private firm had approached the Kuruksehtra ADC office for this scheme and the ADC had asked the BDPO to study the matter, but the BDPO didn’t read the letter carefully and passed the orders.” When the BDPO was asked about the matter, he failed to give any satisfactory reply and district officials were asked to investigate the matter. Yesterday, during CM Hooda’s visit to
Kurukshetra, the matter was brought to his notice, said Chowdhary. The Ladwa BDPO has been given the charge of Thanesar BDPO for time

Rewari, June 11 They decided to approach the Punjab and Haryana High Court to get the land acquisition process cancelled. The farmers said the government could not acquire fertile land without the consent of landowners as per the new acquisition policy and it should initiate the process to get their consent. The state government had acquired over 450 acres in Kalaka, Peewara, Jhhajhhanvaas, Konsivaas and Maandhaiyan villages to develop sectors 20 and 21 in Rewari. The villagers had recently been issued notices under Section 9 of the Land Acquisition Act for to take compensation for the land. The notices had sparked anger among village residents as they were waiting for the cancellation of the acquisition process. The authorities had given them the last chance to file their objections to the land acquisition process. Following this, the farmers assembled at the local HUDA office to raise their objections. The farmers criticised the land acquisition process in the presence of HUDA officials and questioned the exercise, stating that there was no need to invite objections when no action had been taken in resolving the issues. "We had filed our objections to the acquisition of the chunks of land where a significant number of houses had been built and people had been residing for years, but no one paid heed to us," the farmers said. They tore the notices sent by the government for acquisition of their land and burnt those at the HUDA office. They announced that they would not accept the land award under any circumstances. "We want our land and not the compensation. We will not give our land as the government cannot acquire land in a residential area. Since the government is adamant on forcibly acquiring our land, we have no option but to knock at the door of the court," said Hari Om, a farmer. The High Court had stayed the process of acquiring over 3,700 acres for developing a multi-model logistic hub at Bawal, an industrial town in the district. The farmers were hopeful of relief from the High Court. |
Cong stalwarts who lost LS poll to contest Assembly elections
Rohtak, June 11 State Congress president Ashok Tanwar, former Kurukshetra MP Naveen Jindal and former Bhiwani MP Shruti Chaudhry were being asked to look for suitable Assembly segments for themselves. "The party leadership understands that the going may be tough in view of an NDA government at the Centre, anti-incumbency in the state on account of two successive terms and other factors. It is not in the mood to give Haryana on a platter," said a senior Congress leader. Political observers maintain that though the odds seemed to be against the Congress in Haryana, but it would be too early to write off the ruling party. They cited the example of Punjab, where the SAD government seemed to be on its way out at the time of Assembly elections in 2012. Election results came as a surprise to many as the SAD regime continued in power in the state. The Congress leadership decided not to repeat the mistake of adopting a defeatist mode, as it did in the General Election, and go down fighting, if it had to go. The sources said the Congress leadership had pulled up its socks and was geared up to mobilise its cadres, supporters and sympathisers. Future of state health laboratory in jeopardy
Karnal, June 11 The KCGMCH authorities have informed the lab authorities to vacate their building as the area would now be used for constructing a residential building for the Kalpana Chawla Government Medical College, but there is no plan to shift or construct a new unit for the state laboratory before demolishing the old building. Dr SL Verma, in-charge and State Bacteriologist, said this lab had been providing services such as water sampling, cholera tests, Japanese encephalitis, fever, dengue, goitre control programme, urine test to know iodine concentration in pregnant women, diagnose and follow-up of TB patient with multi drug resistance (MDR) programme. He added that the Diploma in Laboratory Technology was also being run from this building for the last many years. “The Intermediate Reference Lab, part of the state lab, where the MDR tests are being done, should have bio-safety level three. So it is difficult to shift this lab somewhere else,” the State Bacteriologist said, adding that a meeting was held in December 2013 at Panchkula, led by then Principal Secretary Health Navraj Sandhu. It was decided that the medical college authority should construct a new unit of the state public laboratory and Intermediate Reference Laboratory having bio-safety level three facilities, but no action has been taken so far. Discoms urge consumers to declare power load
Chandigarh, June 11 A spokesperson for the power utilities said unauthorised extension of load by consumers was the reason behind interruptions in power supply, including low voltage, tripping, breakdown and damage to transformers. It has been declared an offence under the Electricity Act and invite heavy penalty. But consumers, being unaware of this fact, extend load at their houses, working places, tubewells or industries by installing additional gadgets without informing the distribution companies - the Uttar Haryana Bijli Vitran Nigam (UHBVN) and the Dakshin Haryana Bijli Vitran Nigam (DHBVN). The discoms do not allow load of more than 70 per cent of the total capacity on its electricity distribution system. When the load crosses the limit as declared in their record, the discoms augment the system’s capacity. But in case of unauthorised extension of load, it becomes difficult for officials to justify the demand for augmenting the capacity. Due to scorching heat, people buy cooling equipment, including air conditioners and coolers, in large numbers, but hardly declare the load. This unauthorised extension of load, the spokesperson said, might create hurdles in ensuring continuous power supply. |

Chandigarh youth’s body found buried in Dabwali
Panchkula, June 11 “It was a preplanned murder. After shooting at him in the chest and stomach in Hisar, they took the body to Sirsa, burnt him and buried him,” said inspector Satya Bala, sister of the victim. The police said Manjit was shot at near his residence in Hisar with his licensed revolver, which was yet to be recovered. Blood stains near the house confirmed the police about the murder. Satya Bala and her sister, a sub-inspector, met DGP SN Vashisht at his office in Panchkula and spoke to him about the reportedly faulty investigation by the Hisar police. “We told the DGP that my brothers are under threat from a gang because of a property dispute. My eldest brother was killed, another was shot at and the third killed this time,” she said. |
One held for minor’s rape
Jind, June 11 The victim alleged that Parveen and his friend abducted her from outside her house on Monday afternoon. She was taken to a forest on the Hansi road in a car and allegedly raped. She was kept in illegal confinement at a warehouse in Kaithal district through the night. On Tuesday, the accused dumped her near the bus stand of Nirjan village and fled. On reaching home, she narrated her ordeal to her parents, who informed the police on Tuesday evening. “The case has been registered on the victim’s statement. Her medical examination has confirmed rape,” Sadar police station SHO Vikram Nehra said, adding that the accused on the run would be arrested soon as they had vital clues about his movement. The police are probing whether or not the victim knew the accused as preliminary investigations has brought out that the accused used to visit the victim’s village. |

Rewari, June 11 The accused have been identified as Vinod of Padiyawas, Praveen of Ghusepur village (Alwar), Basant of Basai village, Bheem Singh of Silarpur village (Alwar), Praveen
of Rewari, Hitesh and Rangeet of Bolni village, said a police spokesperson. He maintained that over 10 assault and theft cases had already stood registered against them in various police stations of Rewari and Alwar districts (Rajasthan). “During interrogation, the accused confessed to have perpetrated robbery of Rs 18,000 from a petrol pump at Mamdia Thethar on April 12. They also admitted to having committed a robbery of Rs 1.5 lakh at the Shaheed Azad Singh filling station on NH-8 after killing
the salesman on May 31,” he added. |
Hooda lauds skills project
Chandigarh, June 11 Hooda was reviewing the implementation of the NSQF in the state. He also launched a web portal of framework, which provides the exhaustive information on the implementation of the project introduced in the state in September 2012. He also released the operational manual for the implementation of the project for the guidance of other states and stakeholders willing to introduce NSQF compliant vocational courses. This is a centrally ponsored programme being run in the state in financial partnership with the Union Ministry of Human Resource Development. |
Sirsa reels under power, water crises
Sirsa, June 11 Bhima villagers locked the building of waterworks and protested against the supply of contaminated drinking water. Women broke pitchers to protest against the authorities. Village sarpanch Jagsir Singh threatened to protest outside the Public Health Engineering’s (PHE) office here if water quality was not improved. Villagers claimed that a thick layer of algae had accumulated in the water tank, but the PHE authorities was not bothered to clean it. Pradeep Punia, executive engineer of the PHE Department, claimed that the department has been performing chemical analysis and orthotolidine test on the water samples taken regularly. |
